Construction of a new, more reliable Portal North Bridge in South Kearny is underway, as the Gateway Program partners broke ground Friday, Oct. 13, on $20 million worth of early work activities.

The higher clearance, fixed-span Portal North Bridge will permit trains’ faster speeds, allow for an increase in NJ Transit train capacity and eliminate a single point of failure on the busiest section of Amtrak’s Northeast Corridor.

The Portal North Bridge project is a critical component of the Gateway Program — a comprehensive rail investment program designed to add critical resiliency and create new capacity on the 10-mile stretch of the NEC between Newark and Penn Station New York.

This is the busiest section of railroad in North America, supporting 450 daily and commuter intercity trains and some 200,000 passenger trips.

“The Gateway Program is the most urgent infrastructure program in America,” said Gateway Program Development Corporation Chairman Rich Bagger.

“Eliminating single points of failure like the Portal Bridge and Hudson River tunnel that put 10% of America’s GDP at increased risk must be one of our highest infrastructure priorities.”

“The start of construction on the Portal North Bridge demonstrates the commitment of the Gateway partners to this important project of national significance,” said Amtrak Board Chairman Tony Coscia. “A new Portal Bridge will improve reliability on the Northeast Corridor, benefiting both New York and New Jersey, as well as the region and nation as a whole.”

The early construction work, a necessary step toward major construction of the bridge approaches and span, includes realignment of a 138kV transmission pole, installation of new fiber optic cable poles, construction of a finger pier, construction of a steel bridge structure over the Jersey City Municipal Utility Authority water main and construction of a retaining wall just west of the Frank R. Lautenberg Station at Secaucus Junction.

“The replacement of the aging Portal Bridge is the first step toward ensuring a sound and efficient rail transportation system that will serve millions of riders now and well into the future,” New Jersey Gov. Christopher J. Christie said.

“This project is vital to our economy and the safety of millions of local commuters and people from around the world who use mass transportation along the Northeast Corridor. By working cooperatively with New York and federal lawmakers and officials, we hope to identify funding for this and the Hudson River tunnel projects that is fair and equitable for New Jersey taxpayers.”

The new Portal North Bridge is fully designed and fully permitted, having received a Record-of-Decision from the Federal Railroad Administration in 2013, which was adopted by the Federal Transit Administration (FTA) in August.

In July 2016, the project was accepted into the FTA’s Capital Investment Grant (CIG) project development pipeline. A rating package submitted by the project partners in September 2016 received a “medium-high” rating and was updated this September with a more detailed financial plan.

“Today’s groundbreaking is the first step in the Gateway project’s broader mission to remake the Northeast Corridor,” U.S. Senator Bob Menendez, the ranking Democrat of the Senate’s mass transit subcommittee, said at last week’s mock groundbreaking. “We make public investments in infrastructure for a reason: they benefit the public. Families, workers, businesses — all of us reap the gains. Thanks to language that we included in the most recent transportation bill, Gateway will be eligible for billions in future funding from the New Starts program, a federal commitment toward building a 21st century infrastructure.”

Built in 1910, the existing portal bridge is a two-track, moveable swing-span bridge that opens for marine traffic, halting rail service on the NEC. The new bridge will have twice the clearance over the river, eliminating the need for a moveable span, permitting higher speeds and facilitating an increase in capacity.

The Gateway Program also proposes a second, two-track Portal South Bridge to support an approximate doubling of rail capacity between Newark and New York.

It is not immediately clear when the project will be complete.

W.H.A.T.’s ‘Kearny’ show debuts this week History is usually the domain of straight plays, so the mind-blowing success of “Hamilton” last year was a Broadway rarity.

Now to celebrate the 150th anniversary of the incorporation of the Town of Kearny, the West Hudson Arts Theater Company (W.H.A.T.) takes a cue from that success and will be treating the folks in Kearny to another historical musical — this time about the town’s namesake — Gen. Philip Kearny.

“Kearny: A True American Warrior: A New Musical,” is the brainchild of W.H.A.T. co-founder and former Kearny resident Joe Ferriero.

“This production is extremely unique. We’ve taken the exciting life of General Kearny and put it to music that’ll keep your feet taping and your emotions on overload.“ Ferriero said. “I was particularly inspired by Kearny’s story.

His life is fascinating. This show will be a great opportunity to share the history of the town, and learn about a truly heroic, historic and controversial man.”

But the township Board of Commissioners deferred adoption of the ordinance — and fixing a salary guide — until Oct. 3. Petracco, who asked that the matter be placed on the table, was silent on his reason for doing so.

However, what is known is that Nutley PBA Local 33 and the township had engaged in legal wrangling over the interpretation of “new [police] hires” who were placed on a second salary/benefit tier.

That matter has apparently been settled, allowing the township to proceed with adoption of new pay scales aligned with the MOA for rank-and-file and superiors.

For police officer, minimum base salary will remain at $25,000 a year over the life of the contract; maximum base salary, however, will rise from $97,930 to $107,011 a year.

For sergeant, minimum base salary will climb from $103,796 to $113,421 while maximum base salary will go from $109,663 to $113,421.

For lieutenant, minimum base pay will increase from $114,063 to $124,640; maximum base pay, from $122,863 to $134,255.

For captain, minimum base pay will go from $127,814 to $139,666; maximum base pay, from $137,715 to $150,485.

For deputy chief, minimum base pay will change from $143,073 to $151,950; maximum base pay, from $143,073 to $156,350.

And, for chief, his base pay will go from $163,584 to $178,752.

In other business Oct. 3, the BOC: • Approved a Memorandum of Agreement with the state Division of Local Government Services whereby Nutley will receive $3,675,000 in state transitional aid to apply to its 2017 municipal budget.

• Adopted an ordinance prohibiting pet stores from selling dogs or cats. However, pet stores may partner with animal care facilities, animal rescue organizations or reputable hobby breed-

ers to offer space for such groups to showcase adoptable dogs and cats. Those found to be in violation of the law will face a fine of up to $500. This law is to take effect 90 days after passage.

• Authorized an appropriation of $350,115 and bonding up to $87,529 for the turfing and other improvements to Father Glotzbach Soccer Field. Nutley anticipates the receipt of $286,586 in state Green Acres grant funding to help finance the work.

• Introduced a $169,000 bond ordinance for the improvement of the township water supply and distribution system, including installation of new hydrants and water main upgrades. A public hearing is slated for Nov. 8.

• Introduced a $409,000 bond ordinance for reconstruction and resurfacing of various roads and sidewalks in the township. Those blocks were not listed in the ordinance, which will get a hearing Nov. 8.

• Introduced a $1,181,300 bond ordinance for various public improvements: $210,000 for fix-ups of unspecified municipal properties; $105,000 for unspecified vehicular and other equipment; $210,000 for renovations to unspecified parks and playgrounds; $53,000 for removal of underground fuel storage tanks and soil remediation at unspecified municipal properties; $53,000 for new street trees; $106,000 for new and additional DPW equipment; $41,000 for a new sewer camera for use by DPW; $31,000 for a new copy machine for the Township Clerk’s office; and $167,000 to be applied to the cost of new and additional firefighting equipment, including one aerial ladder truck whose total price is estimated at $900,000.

• Appointed 15-year employee Kathy Rempusheski as the township’s Qualified Purchasing Agent now that she has “successfully completed the required course of study at Rutgers University and has passed the required examination administered by the N.J. Div. of Local Government.”

To better enforce environmental controls

By Ron Leir rleir@theobserver.com KEARNY – Kearny is stepping up its fight to contain all things unclean and bothersome — both on land and in the air.

Firstly, by borrowing from the authority of state law, the mayor and Town Council have strengthened their local powers to combat public health nuisances by bringing offenders into municipal court.

Some residents had challenged enforcement of the prior town code, claiming municipal officials lacked jurisdiction, said Ken Pincus, town health officer.

But now, Pincus said, the town has the right to enforce provisions of NJSA 26:3-45, the state Nuisance Law. And, as the revised town code states, the state law spells out “what shall constitute a nuisance in public and private places within the town.”

Further, “Wherever there is a question as to the significance of an alleged infraction

or the factual existence of an alleged infraction, the prudent judgment of the health officer or other enforcing official will prevail in the determination of a violation.”

To that end, the town is targeting as a “nuisance” these types of behaviors: • “The keeping of any animal or animals in such a manner as to cause or present a source of foulness, odors or breeding of insects, rodents or other vermin.”

• “Depositing, dumping, accumulating, maintaining or otherwise allowing any matter or thing which serves as food for insects or rodents and to which they have access or which serves or constitutes a breeding place or harborage for insects, rodents or pigeons of a public health significance in or on any land, premises, building or other place.”

If the town health officer or his agent cannot get voluntary compliance by an offender, the health officer can apply to the municipal court for a warrant to access the property from which the nuisance is originating.

And the town can bill the property owner for any costs involved in remediating the nuisance.

Anyone found guilty of violating the public nuisance law will be subject to a fine of up to $2,000 or up to 90 days in jail or community service.

Additionally, the governing body amended its code to forbid the feeding of “unconfined wildlife … on or in the space above any public street, sidewalk or right-of-way” to protect public health.

Pincus and Catherine Santangelo, registered environmental health specialist, explained the revised regulations are aimed at dissuading folks from leaving food

outside for birds or strays.

“People think all the breadcrumbs, rice or whatever is automatically gobbled up and that’s that,” Pincus said. “Well, that’s not the case.”

There is plenty of residue left over that collects on the sidewalk or at the curb and that, noted Santangelo, “attracts animals, rodents, vermin, flies and creates odors” which can lead to animals pooping there.

Pincus and Santangelo said their office has received “several complaints” about these activities along the Kearny Ave. business strip and, “it’s been a chronic issue” at a particular Elm St. location.

As for the prohibition on

“wildlife feeding,” Pincus and Santangelo said the primary target is pigeons, with the concern arising from them “roosting, creating excrement, thereby creating a public health nuisance.”

That’s not to say that a health inspector will be swooping down on every aviary lover who happens to have a bird-feeder in their back yard. But, they said, if those feeders are left unattended to the extent that they lead to excessive pooping, flies, rats, odors, etc., this could generate enforcement action.

In Lyndhurst, ‘Restaurant Row’ getting closer

By Ron Leir rleir@theobserver.com LYNDHURST — Is there a “restaurant row” in Lyndhurst’s future?

That’s the hope of the township Board of Commissioners in having voted Oct. 10 for the introduction of an ordinance amending the local zoning code to create a “business restaurant overlay zone.”

This new use — assuming it first passes review by the

town Planning Board on Nov. 1 and a BOC public hearing on Dec. 20 — “shall include all properties situated along Stuyvesant Ave., specifically, having any portion of a parcel of land adjacent to Stuyvesant Ave., and located in the business zone.”

Permissible uses in this new zone would be: • Eating and drinking establishments, including delis, offering table service with at least 10 seats, but no fast-food

retail.

• Residences above the ground floor where the ground floor has a restaurant establishment having a minimum of 1,200 square feet; residential units must be at least 700 square feet.

In the new zone, buildings could be as high as 35 feet and four floors (versus 35 feet/3 stories under the old code) but the fourth story “shall be set back a minimum of four feet from the third story

fronting the primary street of the premises.”

Brian Haggerty, a former township commissioner and currently, an unpaid redevelopment adviser to the township, told The Observer that with the zoning change, “We hope to entice Stuyvesant Ave. property owners into doing something with their buildings — if they add a restaurant, they get to add an additional floor with the setback and added income from those rentals.”

At the same time, Haggerty said, the township is hoping to persuade owners of Stuyvesant Ave. properties with expansive rear yards to consider doing transactions with the township that could provide additional off-street parking opportunities.

feeders on a platform at least four feet above the ground and designed in such a way to prevent food from spilling to the ground.

In a similar vein, Pincus said, residential gardens should be cleaned of any animal feces and any compost properly maintained.

Santangelo pointed out that badly tended grapevines “can attract rats.”

Back yard pools and ponds, said Pincus, should not be left “stagnant,” lest the standing water turn green and attract mosquitoes.

On another front, Pincus said he’s expecting a delivery within the next couple of weeks of six additional Big Belly solar-powered trash receptacles to supplement the 17 already in place, along both sides of Kearny Ave. The new receptacles will be stationed in front of 50, 65, 288, 330, 341 and 365 Kearny Ave., based on recommendations by the town’s DPW superintendent Gerry Kerr.

“On the average, it takes four to five days for each can to fill up,” Pincus said, “so that would suggest that they are being heavily used by the public.”

Finally, in response to residents’ complaints about the sounds of loud music periodically wafting over the Passaic River from Newark’s North Ward during the wee hours, Between now and Nov. 7, Kearny residents should call Hudson Regional Health Commission investigator Robert Sasso at 401-366-4742 (HRHC). Sasso will visit the resident, conduct “modified noise measurement readings at the location where the noise is most amplified,” which may be inside and/or outside the resident’s home.

However, the HRHC says, “Due to the length of time required to follow procedures of noise measurement, it may only be possible for one noise investigation per night.”

Regardless, HRHC “will document all subsequent complaints on that night” and, as a backup, residents are invited to keep a record of all disturbances including date and time and duration of the noise. All data will be provided to the appropriate law enforcement agency for possible enforcement action.

Billboards finally yielding cash in Kearny

By Ron Leir rleir@theobserver.com KEARNY – It took five years, a lawsuit and perseverance but it was worth the wait.

Between Dec. 9, 2016, and Oct. 2, 2017, the Town of Kearny has pocketed more than $90,000 in billboard revenues, with lots more expected over time.

The relatively new source of income for the town is the result of the town leasing town-owned vacant meadows properties to outdoor advertising companies.

Those firms constructed billboards on those parcels to promote their clients’ products and/or services. Those billboards can be seen by drivers traveling on highways that parallel the Kearny meadowlands.

A portion of the money realized by the advertising firms gets passed along to Kearny.

The project dates from October 2012 when the town hired AllVision LLC as a consultant to design a plan for developing and marketing town-owned meadows sites for outdoor ads.

In November 2013, AllVision was designated the town’s exclusive licensed agent to build and manage those outdoor advertising sites.

The following month, however, a rival firm seeking that same designation sued, alleging it was unfairly shut out of the bidding.

However, the litigation ended up dismissed and AllVision was left to claim the field, uncontested.

Before the firm could move ahead, it had some bureaucratic hurdles to overcome: it needed approvals from the

state Department of Community Affairs (DCA) to erect billboards on public properties, land use sanctions from the N.J. Sports & Exposition Authority (NJSEA) and building permits from the Kearny construction code office.

AllVision has succeeded with two of its three prospective meadows sites.

One is a double-faced billboard at 700 Harrison Ave. along the N.J. Turnpike’s eastern spur — a half-mile east of Walmart. Southbound motorists can view one “static” advertisement while northbound drivers will be exposed to multiple “digital” advertisements.

For this location, the town collects the following: • A payment of $65,000 — payable in annual $13,000 installments for five years.

• A yearly “base license fee” for 35 years, beginning at $48,750 and escalating each year, to a maximum of $91,000 in the final year.

• An annual “revenue percentage fee equal to 32.5% of the net revenue derived from [ad sales]” with AllVision to pocket the rest.

Adams Outdoor Advertising was retained as a subcontractor to sell ads for this billboard.

A second billboard has been erected at 538 Harrison Ave. along the western spur of the N.J. Turnpike and features digital ad views on both faces, marketed by a joint venture of OutfrontAllVision.

For this location, Kearny is to pocket: • A payment of $100,000 payable in yearly installments of $20,000 over five years.

• An annual base license fee, starting at $75,000 and climbing to $140,000 in the 35th year.

A third billboard site, targeted for a location off Rt. 280, was ruled ineligible by the DCA because it was “too

close to another billboard” and, perhaps more importantly, “highly contaminated” with no immediate prospects for a cleanup, according to Gregory Castano, the town’s consulting attorney.

erning body authorized payment of $30,000 to AllVision as provided for under terms of its contract with the town, representing a guaranteed $10,000 “refund” for work performed on each of the three billboard projects.

A license to be a journalist? No way!

By Ron Leir James Bond, it is said, had a license to kill as a fictional British secret agent.

Since Bond existed only in the mind of his creator, Ian Fleming, he did his killing in a fantasy world in which we – as spectators – willingly suspended our disbelief.

Me? I’m a journalist and I don’t have a license, though some might say I can commit murder on prose.

Maybe I should suspend my disbelief.

But I deal in the real world where I do my best to grasp how local government functions and why its minions operate the way they do.

The way I see it, that’s a pretty big responsibility and I try to take it seriously.

But I didn’t get any special training to measure the performance of bureaucrats or the experts in a variety of fields, whether that be running a town, assessing a property, fighting a fire or replacing a water main.

I have to rely on the “professionals” to lay that out for me and then it’s up to me to take it from there, do my own research, find a neutral source to help evaluate the situation and try to tell the reader what’s happening without injecting my opinion, just by laying out the facts.

Not so easy.

Back in the 1970s, the National Labor Relations Board concluded that

Of course, the NLRB was deploying a very narrow microscope in making its ruling: The issue at hand was whether journalists should be excluded from unions that included non-professionals like clerks and custodians.

Naturally, The Newspaper Guild opposed keeping journalists out of the union because it didn’t want to see its bargaining power eroded as a result.

The NLRB majority rejected the notion that a journalist fit the federal definition of “professional employee” – someone “engaged in work … requiring knowledge of an advanced type in a field of science or learning customarily acquired by a prolonged course of specialized intellectual instruction and study in an institution of higher learning ….”

Physicians, lawyers, engineers, etc. – yes, they’re the professionals and they have the licenses and certificates to prove it.

Now, an Indiana lawmaker, Rep. Jim Lucas, is sponsoring a bill that would compel the licensing of people who write or broadcast news for a newspaper, magazine, website or TV or radio station.

Like handgun owners, those folks would be subject to background checks and vetted for “character and reputation.”

Lucas told the Indianapolis Star he

If the media wants to attack citizens’ constitutional right to bear arms, “then the same standards should be applied to them, especially when they misrepresent the truth,” Lucas asserted.

I don’t care to debate the legislator on Constitutional law or gun rights but I certainly want nothing to do with licensing – especially if the government is the one doing the licensing.

What that boils down to is this: If the governor doesn’t like what I’m writing, he/she isn’t likely to grant me a license to report. There are already enough suppressive tactics being used now by governments abroad to close down newspapers and magazines unwilling to toe the official party line.

Mr. Lucas is a Marine veteran – for which he merits respect for his service to his country – but his journalism licensing pitch strikes me as ill-advised at best.

I confess I never went to journalism school to study my trade. Instead, I learned on the job where I was apprenticed to a bunch of savvy editors who knew the way of the world, based on practical experience. And most of them had seen combat in World War II and/or Korea so they knew what it was to stare death in the face.

• No more than three pounds of bird seed/food can be placed in bird feeders.

• Bird feeders cannot “create an unreasonable disturbance” of neighbors.

• Bird feeders cannot “become an attraction for rodents or other wildlife” nor can they “create an accumulation of droppings and/or fecal matter….”

Offenders have 24 hours to comply. Failure to do so makes violators subject to prescribed penalties.

These folks lived and breathed the First Amendment and they are the reason I’m still pushing a pen across a notebook, 45 years or so after my rookie assignment and after powerful conglomerates have swallowed up and discarded distinctive local news formats.

But don’t take my word for it.

Sam Smith, a veteran newsman who pioneered alternative media out of Washington, D.C., put it this way: “Journalism has always been a craft – in rare moments – an art – but never a profession. It depends too much on the perception, skill, empathy and honesty of the practitioner rather than on the acquisition of technical knowledge and skills …

“The thing that has saved [journalism] has been the integrity and craft of individual journalists. Preserving that integrity and that craft is not only important to reporters but to everyone, for when reporters become merely agents of an overly powerful profession, democracy loses one of its most important allies, free journalists practicing their craft.”

local water utility rates and fees as a pass-along of costs incurred for installation of new water mains/trunk lines covering nearly half of the township and of higher water rates assessed by the Passaic Valley Water Commission.

As proposed by this ordinance, water rates would rise from the current $3.80 per 100 cubic feet of water consumed per quarter to $3.90, along with the minimum per-quarter fee, from the current $31 to $33, effective Jan. 1, 2018. (The minimum quarterly water charge will include a minimum “consumption charge” of $12 and the “capital maintenance charge.”)

Starting Jan. 1, 2019, those rates would increase to $4 per

100 cubic feet per quarter and $35 for the minimum per-quarter fee. (The minimum “consumption charge” will go to $13 per quarter and will include capital maintenance.)

While the township assumes full cost for maintenance and repair of water mains and meters, consumers must pay for replacement of water meters.

The residential minimum quarterly capital maintenance charge varies, depending on the size of the water meter. For example, a residence using a 5/8-inch meter currently paying $19 per quarter will pay $21 in 2018 and then $22 for 2019. A residence with a 6-inch meter now paying $1,650 per quarter will pay $1,700 next year and $1,735 in 2019.

We’ve nicknamed them “The Bocce Boys.”

Some of the boys came to America from Italy. Others originally lived in Puerto Rico. Some have lived in Newark or Belleville their entire lives. Some are young.

Others, not so young. Some still work. Others are retired.

It’s the diverse makeup of the group that makes them so fascinating. And yet, despite their diversity, it’s their love of bocce that unites them — and that forms an incredible bond, an impenetrable bond, that brings them to the courts seven days a week, 12 months of the year, rain or shine, in the cold or the warm temperatures.

We first met Mario Grasso, who came to America from Salerno, Italy, when he was 14.

He organizes the daily games played at the park. He says the size of each of the two teams squaring off depends on how many people show up each day — some come every day, others, just a few times each week.

“If we have eight people, there’s gonna be four on each team,” Grasso said. “If there’s 12 people, there’s gonna be six on each team.”

Grasso says he and the rest of the boys play when the sun’s up — and when it gets dark — since there’s a covered court with lights, which is also good for inclement weather.

“We play under the moon sometimes,” Grasso said. “It doesn’t matter the weather.

The guys, they just wear warmer clothes and jackets so they don’t get too cold playing, you know?”

Aside from playing informally in Belleville, the boys also travel to tournaments that are organized in Lyndhurst, Bergenfield, Rutherford and Verona.

“We play for trophies,” Grasso, retired from making women’s clothes in New York City, said.

While chatting about bocce, Grasso let us know he retired in 1996 — and wasn’t so happy with NAFTA. “I was lucky I planned for getting older,” he said. “Other

guys, they were going on vacations to Italy, Portugal, all over there, but me, I saved for the future. I was the smart one.”

After chatting with Grasso, we struck up a conversation with Harold Morales, a longtime resident of Newark, who spent his early years in Puerto Rico. Morales wore a white tank-top and a skull cap (or do-rag.) The extra warm October day caused him to sweat a lot as he waited patiently to

get into the game.

“But that’s because I was just at the gym,” Morales said.

“I like to go to the gym first before I come here. It helps me get out my frustrations.”

We wanted to know why Morales chose to play bocce, but before he answered that question, he gave us a little insight into his background.

“I dropped out of special ed when I was in high school 28 years ago,” Morales said. “I’ve been disabled for all those

years. I have a social worker.

I also have diabetes, anxiety, high blood pressure. So when I come here to play this game, it helps me to have a lot of fun. It keeps my mind off of the bad things that happen in my life. I can relax here and talk to the guys like Mario and Benny (who we’ll tell you about next.) They see me who I am. They never judge me.

“My whole life, people have judged me. But not the guys here. Here, I am just Harold.”

Harold, who at 49 is among the younger bocce boys, came to the mainland from Ponce, Puerto Rico, in 1979. He says he tries to get to the courts by 3 p.m. as many days as he can — but he can’t always since he likes to spend time with his “girl.”

“I love her a lot and she loves me,” Morales said. “I’m blessed to have her.”

Over his lifetime, he’s also lived in Belleville and Nutley — and it was in those two townships where he made his living before retirement 23 years ago.

He took to bocce because he was a “great pool player.”

“I loved pool. I knew

pool, so I says ‘alright, I’ll give this a shot,’” Baldino said. “The games are alike with the balls. I like playing it (bocce) so much that I have my own set of (bocce) balls. But they don’t let us use our own in the tournaments, though, which annoys me. So whatever.”

Baldino claims to be the inventor of the “Bocce Glove,” which keeps players who use them from overspinning the balls when they’re thrown.

“But I never got a patent for the gloves,” Baldino said. “I really should have gotten a patent on the gloves when I come up with them. I’d be loaded now if I had. But you can’t live in the past. I like to live in the moment.”

Does he ever.

“I’m 82, you know,” Baldino said. “I just got a good touch with this game.

They say I’m the best player here, but I don’t believe them. For a guy over 80, I guess I do know what

I am doing.”

Baldino, who has played bocce at the park for several years now, is a retired laborer. He says he put up aluminum siding on homes in Nutley, Belleville and Newark for many years.

“I was really good at what I did,” Baldino said.

“I used to get my jobs from recommendations from other people. In my career, I never cheated nobody. It was easy work. Other people would cheat — but not me. I was always honest.”

And of course, that makes sense. And may very well be why the rest of the bocce boys love Baldino so much. And it’s why if you ever pass by the courts, you ought to stop by. The games may not be the most exciting to watch. Yet if you strike up a conversation with one of the bocce boys, you’re sure to learn something intriguing.

And, very likely, you’ll learn something you could never have predicted.

NA’s Modhagala wins NJIC cross country title When Sirish Modhagala was in eighth grade in North Arlington, he aspired to become a football player.

“I played football my freshman year in high school,” said Modhagala, who first attended Paramus Catholic High School for two years.

And during his tenure at Paramus Catholic, Modhagala went from being a prospective gridiron star to a cross country runner.

“I felt like it was a personal thing,” Modhagala said. “It really showed me that I could do anything. I never ran before. I basically did it to get in shape.”

Modhagala got an idea that he could blossom into a good runner.

“It was late in my freshman year and I ran a freshman 800-meter run,” Modhagala said. “I won the race and got a medal.

That’s when I thought I could go somewhere as a runner.”

However, after two years at PC, Modhagala wanted to come back home to North Arlington.

“I felt like it was a better fit for me,” Modhagala said. “It was better for me if I came back here.”

So last year, Modhagala enrolled back in his home district. But he wasn’t exactly setting the world on

fire with his times.

“I think my PR (personal record) was 18:06,” Modhagala said. “I knew I had to put in the time and the work to get better.”

Enter Stephanie Sinclair.

The former Ridgefield High School and Kean University runner took over the head cross country coaching duties last year.

Sinclair said that she had some idea that Modhagala could improve.

“I always knew that he was a capable runner,” Sinclair said. “He just had to put the work in to improve.”

When both Modhagala and Sinclair talk of the necessary work needed, they’re talking about mileage. Yes, running in the heat of the summer, pushing the body to the limit.

“He was doing 45-to-50 miles a week,” Sinclair said. “We had to calm him down a little. But he was very dedicated to his workout schedule.”

“I was cranking it up to 60 miles a week sometimes,” Modhagala said. “I really felt like I was pushing myself and I knew that my body could handle it.”

By Jim Hague ogsmar@aol.com JERSEY CITY – Forty minutes had transpired in the spirited Hudson County Boys’ Soccer Tournament semifinal matchup against neighboring rival Harrison and Kearny head coach Bill Galka was not a happy man.

The top-seeded Kardinals trailed their long-time nemesis, 2-1, at halftime at Caven Point Cochrane Stadium, and Galka had to make sure that his players got the message about their poor performance.

“I just thought we were flat,” Galka said. “We had a poor first half for whatever reason. We had poor energy.

Our concentration level was low. The first half was just not acceptable. We had to do better.”

The message was heard loud and clear.

“I think at halftime, we had our heads down,” said Kardinal midfielder extraordinaire Juan Escandon. “We said that we were going to win as a team or lose as a team, but we had to play better.”

Sure enough, Escandon made sure that his teammates played better. He also wanted to make sure that the Kardinals didn’t fall to a similar fate as a year ago, when they lost to Union City in the county semifinals.

“It was a big thing for us when we lost last year,” Escandon said. “We wanted to make sure that it didn’t happen again.”

Escandon made a great play to feed Marcos Hidalgo in the 55th minute to first tie the game at 2-2 and then made another sensational play to feed Ryan Silva for what proved to be the game-winning goal with just five minutes remaining in regulation.

Escandon said that he was helped by a slight position change to begin the second half.

“I was moved to the wing and that enabled me to do more,” Escandon said. “I had more space with the ball. I

was getting better touches.”

Galka downplayed the switch in strategy.

“Wherever you play Jose, he’s going to be good,” Galka said. “We took advantage of our matchups. When he gets the ball, he’s able to put people in the right positions and puts the ball through. It’s a pleasure to watch.”

Galka said that both second half goals were impressive.

“Marcos did a good job of getting the ball back from Jose and it was a good finish,” Galka said. “Silva also finished the play well. We had to take advantage of our chances. In the second half, we showed a lot of drive and desire and beat a good team.”

Escandon said that the Kardinals’ mental approach was solid after the halftime break.

“This game was like a boxing match with two boxers going at it,” Rusek said. “I think there’s the initial disappointment of the loss, but we hope to hit the state tournament with a goal of being undefeated in November. That’s what we want to do, make a

run in the state tournament. I think we’ll take a lot from this game.”

There was one major problem with the game — namely the location. If the game was played at a local setting, either Harvey Field, Kearny High or Harrison High, there would have been a packed house. Instead, the game was played before perhaps 250 people — tops.

Kearny gets no advantage of being the tournament’s top seed. The Kardinals had one home game, then had to play this game at a neutral site.

What else did they get for being No. 1 seed? The right to wear white jerseys for the entire tourney? Gee, there’s some reward.

There was no added excitement, the buzz, the electricity that comes with the KearnyHarrison rivalry. If this game were played on the western side of the Hackensack River, there might have been thousands more who would have come to watch.

“We would have been willing to go to Kearny to play,” Rusek said. “This game belonged in Kearny or Harrison.”

“I definitely felt stronger,” Modhagala said. “I did a lot of weight training and that definitely helped.”

Modhagala went to TNTNJ, a crossfit training facility in Paramus three times a week.

“I definitely knew what I could do,” Modhagala said.

Last week, at the New Jersey Interscholastic ConferenceMeadowlands Division championships at Garret Mountain Reserve in Woodland Park, Modhagala simply ran away from the field, crossing the finish line in 17:35 and capturing the league championship in the process.

Modhagala became the first North Arlington runner to capture a cross country championship in recent memory.

“I was able to get out in the first mile in 5:12 and I thought that was crazy,” Modhagala said. “I definitely knew I could do it.”

Modhagala was somewhat

hampered by an allergic reaction the night before the race.

“I was up since 4 a.m.,” Modhagala said. “I was a little scared and the first mile, I was a little shaky. But I just knew I could do it.”

After Modhagala crossed the finish line, there was a sense of major accomplishment.

“It was something else,” Modhagala said. “I always had the league championships in my sights. Every workout I did, I remembered all the guys who beat me. To finally win means so much. Last year, I got sick in the second mile and had nothing left. I came in eighth.

That’s what this year was for, to get another chance.”

Sinclair said that she felt fortunate to have the chance to coach Modhagala over the last two years.

“It’s unfortunate that we didn’t have him for all four years,” Sinclair said. “I wish we had him a little longer. I’m not surprised with what he’s done. To be honest, I thought he could do it. He’s been hitting his mark (with his times).

He’s getting more consistent.”

Modhagala competed in the Greystone Invitational last Friday, finishing fourth in the

“He’s a good leader,” Sinclair said. “He’s very disciplined and helps the others. He also loves the sport. He’s a true leader. Once we started working out in the summer, the kids all followed his lead. He’s very into running and does his research. He’s a good kid with good grades.”

Sinclair likes one special trait of her standout harrier.

Sirish Modhagala has made a name for himself — even if it’s a name that’s hard to spell and pronounce. It’s SEAR-EESH MOD-HA-GA-LA. “My parents were born in India,” Modhagala said. “I know my name is tough. Even our assistant principal butchered it the other day in announcements. It’s now a little funny that people can’t say my name. Any time I meet someone for the first time, I’m ready for the question. People always ask me about my name.”

Modhagala hopes to get a chance to run in college. He wants to study business in college, but has no idea where he will end up.

“I want to run in college, wherever that may be,” Modhagala said. “I have months before I make that decision.

But winning this championship is definitely the first step.”

Partyla is happy that he’s now a running back, probably for life.

“It means so much to me to be a running back,” Partyla said.

“I love playing running back.

That’s my position. I feel I’m better as a running back. I felt like this was my game to show everyone what I can do and how I can play. This is what I was working for. I knew I could do it.”

Partyla is seeing his hard work in the offseason paying off — as he aspires to be like his idol.

“I did a lot of cutting drills over the summer,” Partyla said.

“It helped me out. You know, I wanted to be like my idol, Le’Veon Bell (of the Pittsburgh Steelers). He’s my favorite player. I look up to him and try to run like him.”

Bell has been known to use a hesitation move when he runs so he can follow blocks better.

It has become Bell’s trademark move.

“I can do that as well,” Partyla said.

Since he’s only a sophomore, the future looks very bright for Partyla.

“In the game against North Arlington, he ran through

three kids and dove into the end zone,” Tuero said. “He’s a real tough kid. He’s a great kid.

He doesn’t talk too much. He comes to work and practices hard.”

And he’s part of the Lyndhurst program for the next two-plus seasons.

“He came home,” Tuero said.

“He’s a Golden Bear and loves the program. The kid’s happy and we’re excited to have him.

We’re excited about his future and what’s going on here.”

The Golden Bears are 3-2 and could possibly be headed for an NJSIAA state playoff berth.

In any case, Partyla is happy that he’s a Golden Bear. His former school has since closed, so he would have needed to head to another school anyway. Partyla just made the move before the doors were shut.

“This is only the start for me,” Partyla said. “I’m going to do even better in the future.”

Could the future mean a return to quarterback?

“If the team needs me to do that, sure,” Partyla said. “But for now, I’m sticking with being a running back.”

And that’s music to Tuero’s ears.

Beware of ‘diversion’ burglars Over the last few months, there has been a rise in “diversion” or “distraction” burglaries targeting the elderly throughout Bergen County, including Lyndhurst and North Arlington, prompting the Bergen County Prosecutor’s Office to issue a warning to local residents last week.

Municipal police departments are aware of the crime spree and are actively investigating, Prosecutor Gurbir S. Grewal noted, but residents are advised to be on guard against strangers posing as utility workers, or in other guises, trying to gain access to their homes.

During a diversion crime, one of the burglars will try to take the homeowner to another part of the house or outside the property while an accom-

plice enters and searches the home for cash and other valuables. In the past, authorities have noted that these searches are conducted with speed and precision and the accomplice can be gone in a matter of minutes.

It is often difficult for the elderly to determine whether a “diversion burglar” is a legitimate utility employee, since such workers are regularly in these communities conducting official business.

In addition to utility workers (gas, electric, water, cable or phone company), the Bergen County burglars have also posed as municipal inspectors, handymen, and even law enforcement, Grewal’s office reported.

dents should use caution when they are approached by someone requesting access to their home.

When this scenario occurs, use the following tips: • Ask for proper identification.

• Look for vehicles with proper logos.

• Tell the worker that you are going to contact the respective company and the police department for verification, and have them wait outside while you make the call. (If they then leave the area, contact the police, as the criminals will likely target another home).

If there are any suspicions about a person’s identity, residents should immediately contact their local police department.

She was 69.

Born in New York City, she lived in Kearny most of her life.

Visiting was at the Armitage & Wiggins Funeral Home, Kearny. A service took place at the funeral home. Cremation was private.

Fran is survived by her loving husband of 35 years, Steven Coulson. She is also survived by her siblings John, Arthur Henry and Dan Kong and Linda Orr along with many loving nieces, nephews and in-laws.

She was loved by all.

Fran was a very spiritual person who loved caring for children. She loved life and enjoyed her trips to the Poconos and Atlantic City.

In lieu of flowers, kindly consider a donation to St. Jude Children’s Hospital.

Steeven Magan Steeven Magan, 40, of Palmer, Mass., formerly of Harrison, died on Oct. 3 in a motor vehicle crash in Rhode Island. He was born Aug. 19, 1977, in Lima, Peru, the son of Enrique and Maria Guillen of Marlborough, Mass. He came to the States at the age of 15 and graduated from Harrison High School. He later lived in Marlborough, Mass., before moving to Palmer, Mass.

Steeven was employed by

Metropolitan Staple New Jersey. He previously worked for many years as a team leader for Target in their Marlborough, Framingham and Millbury locations, all in Massachusetts.

In addition to his parents, he leaves behind his fiancée, Meredith Oliver, and their 2-year old son, Cooper; a sister, Julie Magan Guillen; and a brother, Enrique Magan, both of Peru. He also leaves a large extended family of aunts, uncles, cousins and friends in New Jersey and future in-laws Steven and Cynthia Skowyra, of West Warren, Mass., and their family.

A loving and devoted father, fiancée, son, brother and friend, Steeven was the guy who was always willing to lend a helping hand. He enjoyed and appreciated the simple things in life and treasured time with his family and friends.

He was funny, kind, caring and compassionate, a good guy, a good man, an even better father. His greatest joy and

passion was his son, Cooper, whom he was excited to show, teach and experience everything he knew.

He will be deeply missed by all those whose lives he touched.

Following cremation, a funeral Mass was celebrated Saturday, Oct. 14, at Immaculate Conception Church, Marlborough, Mass. Burial will be at a later date.

The John P. Rowe Funeral Home Inc., Marlborough, Mass., was in charge. There was no wake.

he Kearny Health Department (KHD) has received its supply of flu vaccine.

Flu shots are free and available to residents of Kearny and East Newark only. Proof of residency is required.

Shots will be available at the KHD’s Walter J. Nicol Health

Center, 645 Kearny Ave., on Thursday, Oct. 26, 11 a.m. to 3 p.m., for those ages 50 and older; and on Thursday, Nov. 2, 3 to 6 p.m., for ages 18 and older.

Paperwork can be picked up at the KHD in advance or completed on the day of the clinic. People of other ages can schedule appointments to get the shots.
