By Ron Leir Observer Correspondent KEARNY – tarting this fall, the Kearny Board of Education will be starting an in-house “half-day integrated program for 3-year-olds” out of Garfield School on Belgrove Drive.

In conceptual terms at least, this offering sounds like the Kearny High School Nursery School’s PreK-3 child development program that has been operating for years, although there are key differences.

For one thing, there will be tuition attached to part of the new program whereas the nursery setup is free; for another, the new program will be five days a week versus three days at the nursery; and thirdly, regular teachers will be assigned to the new program while high school students are deployed at the nursery.

Kelly Lindenfelser, the district’s director of special services, offered this explanation: “The basic difference with both of these exceptional programs are that they operate on different schedules.

“The Integrated Pre-School will run on the approved school calendar with a cost attached for general- education students. The KHS Nursery School (led by Debbie Comer) runs on its own schedule without cost to families.”

A common denominator is that both offer parents an alternative to sending their children to a privately operated preschool facility off the public school campus.

Lindenfelser said the new program would accommodate a total of 36 youngsters – half of those “general education”

felser said, because the school had the only self-contained classroom with an age-appropriate bathroom currently available within the district.

Lindenfelser said the space at Garfield has been inspected and approved for use by a special services supervisor from the Hudson County Executive Superintendent of Schools Office.

Town clearing mold in Annex basement A

KEARNY – lingering environmental sore point that has shut down a municipal storage space is now being addressed by Kearny.

A couple of years ago, a torrential soaking of Kearny and the surrounding area deposited two feet of water in the basement of the Town Hall Annex.

Public Works Director Gerry Kerr recalled that the storm and subsequent flooding knocked out power to the sump pump in the annex’s lower level.

Sometime after the water receded, town employees who used the basement for storage of municipal records detected a peculiar odor down there.

Suspecting it was from mold – (the state Department of Health says “mold spores need water to grow [and] in most instances, mold problems occur when there is excess water”) – Town Administrator/Construction Code Official Michael Martello brought in a testing firm which confirmed that the ooze was, indeed, mold.

That was in February 2015, Mayor Alberto Santos recalled, at which point, he said, “we immediately closed the Annex basement and limited access as instructed by the testing group.”

In fact, he added, “any person going to the basement has to wear a mask.”

Santos said: “The testing group also indicated that [the mold condition] should be remediated but that no health hazard was presented to persons on the [Annex’s] main floor. The Annex basement has not been used as a work/ office space and the general public has never had access to the Annex basement. It has been used for storage only.”

And, since that time, that’s where the matter stood – until

recently.

Kerr said the town has engaged the services of ServPro, a Tennessee-based firm that operates nationwide, providing “residential and commercial restoration services,” including mold remediation.

He said his department has issued a purchase order in the amount of $8,257 for the cleanup work. ServPro has a regional office in Bloomfield.

“We had to get multiple prices [from various vendors] before we could hire someone,” Kerr said.

And, before the contractor could start the job, Kerr said personnel “boxed up those records that could be salvaged and wiped down filing cabinets” to clean them of any possible traces of mold.

John Peneda, administrator of the town’s Urban Enterprise Zone program, said he had identified all UEZ records that could be retained.

Peneda said he believed that records from the town’s personnel, construction and recreation offices were also kept in the basement space.

Kerr said the contractor “bagged what couldn’t be saved” for proper disposal at a state-approved facility. Santos said that to his knowledge, all municipal documents “are salvageable” and that “other items that were stored in the basement of no or minimal value will be discarded.”

Once the remediation process is completed, the air in the Annex will be tested to ensure that the space is clear and safe, Kerr said.

According to the mayor, “funding to do the remediation and document cleaning has been bonded for.”

“Part of the delay [in getting the work attended to] was the funding and [price] quoting process,” the mayor said. “The rest of the delay is attributable to our staffing limitations and that no health hazard was

posed outside the Annex basement area.”

Asked whether any other municipal facilities have been impacted by mold, Kerr said

that he knew of no others.

“All of our other usable basement spaces have windows,” he said. “The one in the Annex doesn’t so it wasn’t

able to be ventilated,” which, he added, would likely have contributed to the growth of the mold spores.

‘We’ll straighten out BOE,’ monitor vows

here’s been a parade of finance administrators at the Belleville Board of Education who’ve come and gone in recent years and the board’s state monitor says that’s a reflection of the district’s hapless past performance.

An outside auditor brought in by the monitor Tom Egan reported in June 2014 that the school district was running a $3.6 million deficit and, the next year, the state began advancing the district $4.1 million in school aid to phase out its debt.

This year, at Egan’s recommendation, the school board hired Matthew Paladino as interim assistant school business administrator at $79,000 a year, prorated through June 30.

At a Jan. 31 board meeting, resident Vincent Frantantoni

asked the trustees why Paladino’s appointment wasn’t on the meeting agenda, in light of the fact that the board had previously put off the hiring after it was brought to light that the Ridgefield Park Board of Education – Paladino’s former employer – had experienced a budget shortfall.

Egan responded that he had hired Paladino – without the board’s concurrence – because he had the power “by statute” to do so.

And between the time that the Belleville school board had declined to act and the time Paladino was put on the payroll, Egan said that the “questions raised about Ridgefield Park have been answered. [Paladino] still has his license, Ridgefield Park [BOE] has brought no charges against him and he wasn’t responsible for [the shortfall].”

Then Egan went on to say that the district has had problems attracting fiscal

personnel. “Nobody of any quality wants to work here in Belleville. The people that applied for the [assistant BA] position were not of high quality.”

Perhaps equally disquieting was news contained in a resolution passed by the board at that same meeting which acknowledged that the district has failed to meet the standards set by the state’s Fiscal Accountability, Efficiency and Budgeting Procedures.

Districts are expected “to establish policies designed to minimize the cost of professional services, including procedures to ensure the efficient use of legal services by employees and Board members as well as the tracking of said services,” where, in Belleville’s case, “legal costs exceed 130% of the statewide average per-pupil amount … as evidenced by the fact that the excess legal costs incurred are the result of a high volume of litigation, grievances, protracted

Egan chided Frantantoni for the critic’s skepticism about the district’s recovery period, even under monitoring.

“You’ve painted monitoring with a broad brush,” he said.

“It will take time,” he said.

“Look at Garfield,” Egan continued, referring to its school district which was assigned a state fiscal monitor in 2011. “It’s no longer in deficit. Things got straightened out so we don’t need to be there now.”

Egan also pointed to the Elmwood Park school district, where he was named state monitor in 2013 after the district had run up deficits for the prior two years, as an example of progress.

“They’re out of deficit now,” he said. “The [new] monitor is down to one day a week. And that monitor will be gone next year because [the financial situation] is fixed.”

And, Egan maintained, “that’s going to happen here.

Just give it a chance.”

Neither Egan nor board members mentioned what those legal costs approximated.

Despite the grim tidings, however, Egan said there was reason to be hopeful about a more stable financial future.

He said the most recent state QSAC (Quality Single Accountability Continuum) report on the Belleville school district – which measures compliance with applicable state laws under monitoring and capacity for improvement – finds that Belleville has made “tremendous” strides in the finance area, while the district will “need more work” when it comes to “accounting for things.”

Frantantoni wondered what it would take to get Belleville on the right track. “In districts where the state took over,” he lamented, “the state has spent tons of money,” with “an elite bureaucracy creating a bottomless [mon-

KPD: Smile, you’re on your own camera T his week’s Walmart crime does not (for once) involve shoplifting, but the losses to the store reportedly amounted to nearly $3,000.

It was due to vandalism.

At 10:30 p.m., March 7, Officers Jose Castillo and Mina Ekladious responded to a Walmart security report that a teenager had removed a fire extinguisher from the store wall and proceeded to empty its contents over a luggage display and arts and crafts items. The damage to the merchandise was estimated at $2,689.

Add to that $79 to replace the extinguisher and $100 for the cost of clean-up, for a total of $2,868.

Arrested at the scene was Ivo DaSilva, 18, of Newark, charged with criminal mischief over $500.

Police said his antics were captured not only on store security cameras, but also on his own cell phone. Both videos have been placed into evidence.

It is not known if, or why, the suspect had some particular animosity toward suitcases or arts and crafts.

“With sites like Facebook, YouTube and Twitter provid-

ing millions of users with images and stories of human suffering, the urge to donate can become overwhelming. No one understands this better than the con artists,” Porrino said in a statement released last Thursday during National Consumer Protection Week.

“Criminals,” the AG continued, “are constantly looking for ways to prey on the generosity of others, and social

To avoid getting taken by phony causes and charities, consumers were urged to follow these steps before donating: • Don’t assume all crowdfunding requests are legitimate: Need-based campaigns on GoFundMe and other personal fundraising websites present compelling stories from people asking for help with veterinary bills, accommodations for a sick child, or unexpected setbacks. Before donating, do your best to verify that the campaign is legitimate.

• Verify the legitimacy of charitable organizations: Make sure the organization you are considering supporting is a bona fide charity. If you aren’t sure, ask for the organization’s EIN (Employment Identification Number) and then check with a charity watchdog organization like Charity Navigator to confirm its status.

• Find out how your money will be spent: Learn about the charity’s stated mission and exactly how it plans to use your money. Ask for literature and read it. Honest charities encourage you to ask questions.

• Make sure charities soliciting in N.J. are registered: To verify the status of a N.J. charity, contact Consumer Affairs’ Charities Hotline at (973) 5046215 or visit its online Directory of Registered Charities. You can confirm whether a charity is registered or is exempt from registration requirements.

that raise less than $10,000 in a calendar year, are exempt.)

• Beware of post-disaster solicitations: When tragedy strikes, people are eager to donate money to help the victims. Scammers are quick to cash in on this. Be especially cautious when responding to e-mail and telephone solicitations, which are often used by fraudsters looking to make a quick buck.

• Delete unsolicited e-mails seeking donations: Don’t open e-mail attachments, even if they claim to contain video or photographs. The attachments may contain viruses designed to steal personal financial information from your computer.

• Avoid cash donations if possible: Pay by credit card or write a check directly to the charity. Do not make checks payable to individuals; make them payable only to those organizations you have independently verified.

• Make sure online donations are secure: Online transactions can be intercepted by hackers and identity thieves.

Make sure your contributions are going through a secure website by looking for the ‘https://” connection in the address bar. Make online transactions only after you are convinced a charity is legitimate.

• Be wary of providing personal or financial information: Even when donating to charities that you’ve confirmed are legitimate, the information you provide should be limited to what is needed to process your donation.

Accused druggie trapped in mudflats LYNDHURST – An out-of-town “visitor” has been checked into another location for safekeeping after being retrieved by police from the banks of the Passaic River.

The episode began Tuesday, March 7, at about 6:25 p.m. when police received a 911 emergency call that someone had jumped off a lower roof of the Winslow Motor Hotel on the 200 block of Rutherford Ave. into the parking lot below.

Police said the caller told them that the individual was last seen running through the yards of neighboring properties.

Responding officers checked the surrounding area and eventually tracked the suspect to the riverbank where he had reportedly been hiding in the weeds.

At this point, according to police, the individual entered the water to try and elude his pursuers.

This effort proved unsuc-

cessful when, as the suspect began traversing the muddy banks, he became stuck and LPD Officers Joseph White, Steve Passamano, Charles Giangeruso and Paul Haggerty entered the water and pulled him to safety.

The investigation is active and ongoing. It is being conducted by the Verona PD and the ECPO Major Crimes/ Crash Investigative Unit.

BELLEVILLE – Next month, Belleville will mark the anniversary of a deadly explosion that literally rocked the town -- more than 200 years ago. It occurred at a gunpowder mill (located at what is today the corner of Washington Ave. and Mill St.,) that was manufacturing the powder for the U.S. Navy during the War of 1812.

The KBOE is also moving on a separate front to encourage the idea of kids spending more time on the campus.

On Feb. 21, despite some reservations voiced during deliberations by several members, the KBOE voted unanimously to contract with Right At School, based in Evanston, Ill., to provide an enrichment before- and after-school tuition-based program at the district’s five elementary schools, starting in September. A contract retainer is being negotiated.

The firm was recommended by Superintendent of

Schools Patricia Blood and the board ratified her choice after reviewing proposals by local providers and after some board members visited a Right At School program in New Rochelle, returning with favorable comments.

Hours proposed for the program are 7 to 8:40 a.m. and 3:05 to 6 p.m.

School officials are in the process of drafting an application form for parents to use to register their children on a voluntary basis. The tuition fee has yet to be announced.

Right At School’s website says it currently has some 20,000 students enrolled in its programs nation-wide, but Kearny’s would reportedly be the first in New Jersey.

NA baseball: Looking to build off success The North Arlington High School baseball team won 15 games a year ago, including a win over Dayton Regional of Springfield in the opening round of the NJSIAA North Jersey Section 2, Group I playoffs.

“It was the first state playoff win in a long time,” said veteran head baseball coach Paul Marcantuono. “It was a good season for us.”

The Vikings lost an ungodly amount of 13 seniors to graduation last June. That’s an unforgiving number for a Group I baseball program.

But Marcantuono is still very optimistic about the upcoming season, provided that the snow melts by April Fool’s Day. “We’re going to be young,” Marcantuono said. “We only have five seniors. The other kids who haven’t played much varsity are going to need some time to get it going, like maybe a good month or so to get accustomed to varsity baseball. But once they get clicking, there’s a lot of talent here. We have a good mix of veterans with the younger guys.”

Kearney to lead the way on the mound. Kearney won four games on the hill last season as a junior.

“He actually pitched for us as a freshman,” Marcantuono said. “He’s tough to hit when he’s on.

He has a great breaking ball when it’s working.”

Senior Mark Cunningham is another righthanded starting pitcher.

“He hits his spots,” Marcantuono said. “He pitched a few games for us last year. He has good mechanics.”

Senior Danny Elliott is a newcomer to the pitching staff. Elliott is also a right hander and he features a trick pitch.

“He actually throws a knuckleball,” Marcantuono said. “He uses that as his change-up.

He worked very hard in the winter to get ready.

I think he mixes his pitches well.”

Sophomore Eric McKenna is also a righty, but McKenna will see most of his time at shortstop.

But McKenna will also pitch.

“He’ll probably play shortstop most of the time, but he’s very talented,” Marcantuono said. see VIEW page

T

he 2016 high school softball season was a magical one for the Kearny Kardinals, filled with walk-off grand slams and come-frombehind victories.

More importantly, the Kardinals won 20 games, including a 7-1 win over Hoboken that enabled Kearny to capture the Hudson County Tournament championship for the second time in three years.

The Kardinals finished 20-4 last year and welcome back a bunch of seniors who played a part on that team.

“We had a coaches’ meeting last week and I could tell that people were a little worried about us,” veteran coach Jim Pickel said. “I told our girls that everyone will be coming

at us every game all year and we have to be ready.”

Despite losing 10 seniors to graduation, the Kardinals feature a host of seniors that Pickel will count on to lead the way this year.

“We do have a lot of a seniors, so I do kind of expect people to talk about us as being one of the best teams in the county,” Pickel said. “I think it’s good for the girls, because college coaches will know all about us and want to come see us. They’ll be asking about Kearny and that’s good to know.”

Pickel said that he was all set to begin preparation for the upcoming season when the weather was wonderfully mild in mid-February.

“But we had to wait until March and now look what’s happening,” said Pickel, lamenting the pending winter

storm that was expected to slam the area on Tuesday.

Pickel said that he already had a practice plan in place to combat the snow.

“We had to plan ahead in case of the storm,” Pickel said. “We were supposed to scrimmage twice this week, but that’s probably going to be cancelled. We’re going to be limited as to what we can do.

We don’t have a batting cage for softball, so we can only do so much in the gym.”

The other factor playing against the Kardinals this season is that the team will not make the sojourn south to Myrtle Beach, S.C., like they did last year.

“We couldn’t plan that trip this year,” Pickel said.

“We want to get her in at shortstop as much as we can, because that’s where she will play in college,” Pickel said.

“But we’re going to use her on

the mound against the stronger teams. Most teams don’t have someone like her. Most teams don’t have one pitcher and we have a strong amount.”

Fellow senior Giovanna Scrimo will also get her fair share of chances to toe the rubber.

“She’ll pitch more this year,” Pickel said.

If needed, senior Jane Amadeo, junior Emily Marshall and freshman Caitlin Natosi will all get chances to pitch.

Scrimo will be the first baseman, where she played a year ago and drove in 11 runs.

She also posted a perfect 4-0 pitching record.

The second base duties will be shared between senior Alyssa Hodnett and junior MacKenzie Byrne.

Pace is the team’s leader and shortstop.

“She has been showing her leadership skills so far,” Pickel said. “And I’m very happy with that. She will say something and push someone along when I don’t have to. She’s been around for a while, so she knows what’s expected.

She’s always trying to help out the younger girls. I think she’s one of the best players in the county. Hopefully, she’s better this year than last year.”

There are a bunch of players battling for time at third base, including promising newcomer Sydney Viscuso. Marshall, Byrne and Amadeo are also in the mix at third.

The outfield is wide open,

although junior Gianna Hoch is looking like she’s the centerfielder. Hoch batted .404 last year with one homer, four RBI and 10 stolen bases. Her speed will be a key to the team’s success.

Amadeo will see time in the outfield, along with a trio of seniors, Haylee Witt, Michelle Espinosa and Brianna Rodriguez.

Sophomore Brionna Lizano is also an outfielder, but will also serve as the backup catcher to Fermaint. Freshman Kristina Yaya (got to love that name) has made an impression with her speed and will be a factor right away.

Deanna Truskalowski will be a first baseman/designated hitter who will get her share of at-bats.

The Kards open defense of their county title April 1 against Memorial, provided the snow is gone by then.

But when the snow clears and the dust settles, the Kardinals will be among the best in Hudson County once again.

Pickel just knows it.

“Some of our kids know what it’s all about,” Pickel said.

“The others will soon find out. I expect us to be playing at NJCU (in the county title game) once again. A lot of teams don’t have a pitcher like Sydney coming back. I’m looking forward to this season so much. But now that it’s here, snow is coming.”

The Vikings were getting ready to take on some preseason scrimmages when the winter storm placed a white blanket on top of the entire spring season for a while.

The Vikings were scheduled to begin the new season April 1 against Bogota, but who knows now when the season will begin, as we all wait for the massive amount of snow to melt and fade away.

Once play begins, then the Vikings should be alright.

Sex charges for teacher at County Prep

A teacher at County Prep High School, Jersey City, who is a resident of North Arlington, has been arrested on three counts of criminal sexual contact, two counts of endangering the welfare of children, two counts of harassment and one count of luring or enticing a child, after several of his students filed

complaints with the Hudson County Sheriff’s Office.

According to a news release from the Hudson County Prosecutor’s Office, a 19-year-old girl told the HCSO she was being reportedly being harassed by 31-year-old teacher Francisco Pereira. After the HCSO investigated, two other victims,

both 17-year-old girls, also came forward with similar stories.

After his arrest on March 4, Pereira was initially remanded to the Hudson County Jail, Kearny; however, following his first appearance in Central Judicial Processing, he was released on his own recognizance (bail reform).

Maroon Raider baseball team looks strong once again

T

he Nutley High School baseball team won 16 games last season, a fine total considering that the Maroon Raiders reside in perhaps the toughest division in northern New Jersey baseball, namely the Super Essex Conference-American Division, with perennial powerhouses like Seton Hall Prep, Millburn, Bloomfield, Newark Academy and Montclair.

Although the Maroon Raiders graduated a ton of seniors from that team last June, there are still a lot of talented players on veteran head coach Bob Harbison’s roster.

“The numbers are good and the attitude of the kids is good,” Harbison said. “I think with our attitude strong that no matter what, we’re going to

compete.”

The Maroon Raiders welcome back senior left-hander Jake Ramezzana, who is headed to Susquehanna University to play baseball in the fall.

Ramezzana posted a 3-2 record last year with 25 strikeouts in 24 innings pitched. He also batted .250 with two homers (both in the same game against Newark Academy late last season) and 14 RBI. “He’s going to be one of our top starters,” Harbison said of Ramezzana. “He also hits well.

He’s coming at you. He’s not afraid of the competition.”

Sophomore Josh O’Neill, who started a few games at quarterback in the fall for the Maroon Raider football team, is another top hurler in baseball.

“He throws hard,” Harbison said. “He’s pushing for that top spot in the rotation. He has good command.”

Sophomore John Luberto is a right-hander with good stuff.

“He’s very similar to O’Neill,” Harbison said. “He got some work in for us as a freshman.”

Junior Dan Caraballo is a right-hander who will not only

pitch, but will play right field and serve as the Maroon Raiders’ leadoff hitter.

“He just has to learn how to pitch a little,” Harbison said.

“He cracked some radar guns over the summer.”

Senior Sean Bernardo will

be called upon for quality relief outings. Junior Peter Lopez is in the mix to get a spot start and pitch in relief.

Senior Jake Ifversen is an effective and solid right-hander who has good control and is able to get outs, according to Harbison.

When you throw sophomore Marty Higgins into the mix as a closer, then Harbison has a deep and talented pitching staff. Higgins will be the starting shortstop when he’s not on the mound.

Brian Smith, a transfer from Toms River North, will be in the mix at catcher. It’s Smith’s job to keep the talented pitching staff in line.

“That might be the biggest challenge,” Harbison said. “But Smith is a very polished kid.”

Senior Mark Charles is a designated hitter who can also catch in a pinch.

Ramezzana will play first base when he’s not pitching.

“He hits and hits for power,” Harbison said. “He has ability.”

Freshman Dan Jennings will see time at first base when Ramezzana is pitching. Or perhaps it could be junior Wayne Wittmann, who is a slick fielder around first.

Freshmen Kevin Hogan and Trevor Santos are also first basemen by trade.

“They hit like men,” Harbison said. “They’re legit.”

Second base is an open position, but Seth Antonicello and Anthony Berardinelli are battling for playing time there.

Higgins is the returning shortstop. He hit .360 last year as a freshman.

“Marty has to take on the role of being the leader, even if he is that young,” Harbison said.

Bernardo plays third and can also man shortstop in a pinch if Higgins is called upon to pitch.

O’Neill will start the season

as the everyday left fielder.

Lopez, who started in right field last year, moves over to centerfield this season.

“He’s very talented,” Harbison said of Lopez. “He’s 15 pounds heavier this year and was in the weight room every day in the offseason. You can tell his hard work is paying off.”

Harbison said that Lopez will bat in the No. 3 or No. 4 hole.

Caraballo is the leadoff hitter and everyday right fielder.

“He has a good arm as well,” Harbison said. “We’re good to

go.”

Charles will see a good amount of at-bats as the team’s designated hitter.

The Maroon Raiders are off to the land of Mickey Mouse this weekend, when they join the Nutley softball team at the Wonderful World of Disney in Orlando.

“We’ll get six games down there,” Harbison said. “It’s going to be a great trip.”

Especially when there’s going to be two feet of snow on the ground here.

“I like our kids,” Harbison

said. “I have no idea about wins and losses, because we have so many newcomers. But we have a good group of kids and that’s the first step. If it’s a little fun along the way, then so be it. We just have to keep it all in its proper perspective.”

The Maroon Raiders open the 2017 season against Livingston April 1. But count on the Maroon Raiders to make solid runs in the Super Essex Conference tourney, the Greater Newark tourney and the NJSIAA North Jersey Section 2, Group III playoffs.

Born and raised in Kearny, he moved to Holmdel to raise his family, where he lived for 45 years.

He is survived by his loving wife of 61 years, Elaine Foscato Todd; his children, Sandra Collins, Christine Salsano, Gary Kenthack, Steven and Jeffery and his wife Gina. He is also survived by 11 grandchildren and six greatgrandchildren; three brothers, Thomas, Donald and Gary; and two sisters, Mary Walsh and Judith Platt.

He was predeceased by his parents, three sisters and two brothers.

William worked for Roofers Local No. 4 for 30 years before retiring 17 years ago. His greatest joy was spending time with his family and summers at his lake house.

A funeral Mass was celebrated at Mary Mother of God Church, Middletown. Laurel Funeral Home, Keansburg, was in charge.

sure HDR, and then adding free NIK plug-ins to enhance them further.

• March 21 — Enter the Competition in Pictorial (general) images and Creative (manipulated) images, with judging by members.

• April 4 — Join the TriClub competition, in which the top three New Jersey clubs enter 40 images each to compete for an annual trophy, with scoring by three outside judges.

• April 18 — Participate in the Competition in Nature (cannot show human hand) and print images, with judging by club members.

• April 25 — Club member Bob Laura shows how to use layers in Photoshop to combine images or to modify parts of an image, and then combine the results to produce an outstanding image.
