Christie: ‘Stop and think first’

By Ron Leir Observer Correspondent NUTLEY – Gov. Chris Christie came to Nutley’s Washington Elementary School last week to help put the spotlight on drug abuse prevention.

“We have people all across the state who are dying from drugs,” Christie told a group of sixth-graders who’d just gotten a lesson on drugs from Nutley PD Officer Steven Rogers and Det. Sgt. Michael Padilla.

That lesson was based on a curriculum provided by a New Jersey nonprofit, L.E.A.D. (Law Enforcement Against Drugs), which has, so far, received $375,000 in state funding to spread its message across schools in nine of the state’s 21 counties.

Amplifying on the lesson, the governor said if kids can “stop and think first” and “make the right decisions” about avoiding the pitfalls of abusing drugs, they can help stop the state’s slide into a tragedy of epidemic proportions, he said.

Council selects tri-lingual Santana for Second Ward opening

By Kevin Canessa Jr. Observer Correspondent KEARNY – Davis Ave. resident Peter Santana, 33, was appointed Second Ward Councilman at a special council meeting Monday, Feb. 6, taking the seat once occupied by the late Council-

man Jonathan Giordano, who died suddenly last month.

The vote was unanimous at 8-0.

Before the vote was taken, however, the council heard from three people who had expressed interest in the seat: Santana, Jennifer Long, the first woman ever to command

Kearny’s VFW post and former Councilwoman Laura CifelliPettigrew.

Santana was first to speak.

From the get-go, it was clear Santana was Mayor Alberto G. Santos’ choice – and the biggest reason why? Santana is tri-lingual, fluent in English, Portuguese and Spanish. Many

Second-Ward residents do not speak English – and having a tri-lingual representative would make life much easier when residents have concerns to voice.

Santana is employed by the Harrison School District as a director of technology. He received his bachelor’s degree

at a university in Brazil and he got his master’s degree from St. Peter’s University, Jersey City.

“Labor and management will agree upon the number of 30-minute early patrol units to incorporate an overlap,” the contract says.

The chief can change the hours of a shift “based on the needs of the community” after giving 30 days written notice and he can adjust schedules to accommodate for mandated training and certifications.

Administrative officers will be scheduled to work a Monday to Friday tour of eight-hour days for a total of 2,080 hours in a year, minus 12 holidays or 96 hours, minus three 8-hour “administrative days.” They must work Election Day, Lincoln’s Birthday “and whenever the Town Hall is closed for snow or any other emergency.”

For new personnel hired as patrolmen, longevity pay and paid health insurance for retirees and their dependents are eliminated.

Detectives will receive an annual stipend of $1,250.

Under the new contract, a current rank-and-file cop completing his/her first year will be making $41,190; a cop starting his/ her fourth year will earn $74,614; and a cop beginning his/her eighth year will collect maximum pay of $99,784. New hires will be on a separate tier, taking

For superior officers, a separate salary guide sets the annual pay of a sergeant now permanent in rank at $109,670 as of 2016 and at $122,830 for 2017, 2018 and 2019; and of a permanent lieutenant at $115,339 as of 2016, $129,719 for 2017 and $134,708 for 2018 and 2019.

Kearns said the Pitman schedule “is something I advocated for a long time.”

Now with “more cops on patrol,” the HPD “can police more efficiently, spend less in overtime and allow us to specialize in areas such as crime suppression and traffic safety.”

Kearns said the next logical step would be to get the civilian dispatchers assigned to the HPD on the same 12-hour schedule “to work in harmony with our squads.” That change of hours must be negotiated with the Civil Service local, he said.

Currently with 34 available personnel, with four supervisors (Lts. Michael Daggett and John Osterkorn and Sgts. Tom Corblies and Steve Krushingski) having recently retired, “we’re four under our T.O. (Table of Organization),” the chief said. “But I hope to go to 38 within a month. We’re waiting for the [Hudson County] sheriff to release some officers we feel are eligible for intergovernmental transfers.”

Neither Officer Joseph Carr, head of PBA Local 22, nor Lt. David Strumolo, Local 22A president, could be reached for comment on the new contracts as of press time.

Tragedy strikes beloved rower

Jenny Santos (not a relative of Kearny Mayor Alberto G. Santos) was on the lift with her twin sister at around 5:30 a.m., when, according to reports, Santos’ sister lost grip of her hat. When Jenny Santos tried to retrieve it, she fell to her death onto the main concourse at the Trade Center’s new transportation hub, known commonly as the Oculus.

Santos was a 2006 alumna of Kearny High School, where she was a three-year member of the girls’ varsity crew team.

David Paszkiewicz, Santos’ coach on the KHS girls’ varsity crew team, took time over the weekend to remember her fondly.

“I had the honor and privilege of being Jenny’s KHS varsity crew coach for three years. She had a very sweet disposition with a great sense of humor,” Paszkiewicz said. “Despite her sweet disposition, however, she was a very tough athlete who developed into a highly skilled member of our varsity lightweight eight.

“I remember Jenny as an

“In fact, her head coach paid me a visit at the race just to share what an asset Jenny had become to their team. It was a proud moment for her former coach. In short, in the brief time God graced the world with Jenny’s presence, she made a tremendous impact for good on those around her.

“My thoughts and prayers are with her mom and her equally wonderful sisters: Jessica and Amanda. (both are also KHS crew alumni.)

Mickey Rusek, the former girls’ soccer coach at Kearny, also had the chance to coach Santos during her scholastic days.

“She was on our junior varsity team, but decided not to come out her senior year,” Rusek said. “I remember her in the tryouts as being a pleasant kid, a hard worker who was willing to learn. She was well liked by everyone. She was just a great person. She was always asking what she could do to become a better player.

Last week, Mayor Alberto Santos echoed Doyle’s concern, saying that the proposed underwater transmission line would exit “on the grounds of the old Soldiers’ Home, under which there is a network of tunnels.”

Kearny resident/author William Styple, who has written extensively on the Civil War and how Kearny figured in the conflict, described this infrastructure as water tunnels designed for rainwater runoff.

“They were maybe 3 1/2 feet tall so you can’t walk upright in them,” he said. After the Home was shuttered, kids would play in them until they got sealed up, he added.

That facility, Santos noted, housed a total of 25,000 veterans over the years, since the end of the Civil War until its closure and demolition so “the idea of Public Service coming in and disturbing that history” he finds upsetting.

Doyle said that on the basis of what she’s learned about the project, the pipeline would “cross through our Futsol soccer field – which we just had redone – across the street to Afton and Passaic and then hits Bunny Hill where they want to put up some kind of metal structure with electric wires and transformers sticking out of the ground. But the deed for that property says it’s only to be used for recreation. Kearny gets no benefit from this. There has to be another way to get the job done without disrupting our recreation areas. We’re going to fight it.”

Meanwhile, it appears that PSE&G has a similar project in the wings, with a Kearny-Jersey City underwater link.

In July 2016, the utility advised the town it has applied to the N.J. DEP’s Division of Land Use Regulation for a waterfront development permit in support of the “Kearny-Jersey City 69kV Hackensack River Underground Crossing.”

This project is described as “part of a 69 kV statewide initiative by PSE&G” to meet its current and future electrical service demands and to “be better prepared for Sandylike storms and to “increase PSE&G’s system capacity in the Kearny area.”

Under a “preferred alternative” plan, again using horizontal directional drilling, the utility would install two underwater circuits within a 48-inch steel casing, 50 feet below the river bottom, between PSE&G’s facility on Pennsylvania Ave. in Kearny and the foot of Duncan Ave. in Jersey City, stretching nearly 1,700 feet across the Hackensack.

KPD: Get the drift? You’re under arrest B

y 9 p.m. last Thursday, Feb. 9, the snow had stopped falling, but Kearny police reportedly had to deal with one more flake.

It was at that hour that Sgt. Jack Corbett and Officers Chris Manolis and Andre Fernandes were called to a motor vehicle accident at Bergen and Schuyler Aves., where a 2016 Dodge van had been rear-ended by a 2012 Mercedes, whose driver then parked and locked the car in the Seabra’s lot and fled on foot, police said.

The van’s three occupants provided officers with the Mercedes driver’s description, and Corbett soon located the suspect -- Mateusz Palka, 28, of Kearny -- in the area of Schuyler and Wilson Aves.

Palka, police said, was “defiant and uncooperative” -- and swaying -- and refused to take field sobriety tests. He reportedly resisted the sergeant’s attempts to detain him and, after a struggle on the ice-coated sidewalk, had to be forced to the hood of the patrol car.

Police said he continued to fight being cuffed, until he was advised that OC spray would be used.

At headquarters, Palka was charged with: DWI, refusing to take an Alcotest, leaving the scene of an accident, assault by auto, resisting arrest and obstructing the administration of law.

After he was put in a hold-

ing cell, police said, Palka removed his socks and tried to flush them down the toilet, flooding the cell.

He was eventually transferred to the Hudson County Jail (where he may or may not have been provided with another pair of socks.)

Feb. 2 Officer Jose Resua, on patrol in the Modell’s lot at 3 p.m., was alerted by management to a suspected shoplifter in the store, later identified as Michael Williams, 28, of Newark, who allegedly had tried to steal three pairs of sneakers, worth a total of $150.

Stopped by Resua and Officer Malinda Esposito as he was exiting the premises, Williams reportedly claimed he was there to return the items (but he had no receipts). What he did have, police said, were three $1,000 criminal warrants – one from Livingston and two from East Orange. He was charged in Kearny with shoplifting and was shipped to the county jail.

New school to be named for JFK HARRISON – he Harrison Board of Education has revived the memory of a former U.S. president by voting to name its newest school – yet to be built – the Kennedy Elementary School, for John F. Kennedy.

After Kennedy was killed by an assassin in November 1963, many governments and schools dedicated public facilities in the president’s memory, as did the Harrison school board with its former high school stadium which stood at Warren and Dey Sts., then bearing the name of Mayor Frank E. Rodgers.

That stadium was phased out in the aftermath of the construction of the new Harrison High School – the first new school in Harrison in 46 years – and its field in May 2008.

Now on the threshold of seeing another new school, the school board – after consulting with other stakeholders in the school community – voted Jan. 19 to restore the Kennedy name by attaching it to the new school, said James Doran, newly appointed assistant superintendent of schools.

Kennedy visited nearby Newark during his presidential campaign.

“His name across the board everyone likes,” Doran said, “and people wanted to stay with the president-type tradition.” Other presidents so honored in town are Washington (for the middle school) and Lincoln. Another school is named for Alexander Hamilton.

With some excavation work and remediation largely completed at the construction site, a former municipal parking lot at Harrison Ave. and Washington St., the next step will be

demolition of three now-vacant homes bordering on the site, Doran said.

Under a contract between the N.J. Schools Development Authority – which is financing the project – and general contractor Brockwell & Carrington, the contractor is to begin work on the school’s foundation within 90 days after the homes are torn down, said Doran.

“We should begin to see steel rise by spring and completion of the job by spring 2019, with the first classes starting in September 2019,” he said.

The 3-story school will be designed to accommodate up to 392 students in pre-K, kindergarten and first grade spread among 24 classrooms, plus a media center, cafeteria and gym.

If sufficient funding is available, the district would also provide space for special needs students, he added.

In other business conducted Jan. 19, the board ratified the appointment of Doran, who has been serving as personnel director, as assistant superintendent with no change to his current salary of about $240,000 a year, through June 30, 2017, pending approval by the Hudson County superintendent of schools.

At the same time, the board voted to name its president Maria Villa and members Vincent Franco and Arthur Pettigrew to a search committee to recommend a candidate for superintendent of schools.

The board voted to set a minimum pay of $8.44 per hour, retroactive to Jan. 1, 2017, “for all employees, work study students, etc., who were below

Elks Statewide Peer Leadership Conference for Middle Schoolers at the Ocean Place Resort & Spa in Long Branch on Feb. 2. The cost of the trip was picked up by the Harrison East Newark Elks and transportation was provided by the Harrison Board of Education. Also on hand were teachers Mary Anne Dunphy and Michael Di Roma and administrator Joan McNichol. This year’s topic was anti-bullying.

Now, the students will be working on a project related to that theme.

KHS bomb threat probe continues

KPD detectives and patrol officers and members of the Kearny Fire Department responded and performed a full sweep of the building in conjunction with KHS maintenance and security personnel.

“Afterward,” the KPD noted,

Security footage is being viewed, and interviews with students – at KPD headquarters and in the presence of their guardians – began last week.

olice are seeking a gunman who, they say, robbed a local service station early Sunday.

According to the HPD, officers responded to the Speedway Gas Station on Passaic Ave., at 2:11 a.m., on a report of a robbery.

Upon arrival, the attendant told police a vehicle entered the station and pulled up to the pumps closest to the convenience store facing south.

The driver got out, brandishing a black handgun, and accosted the attendant, went through his pockets and took $315, the attendant told police.

The bandit was last seen driving over the Bridge St. Bridge into Newark, police said.

Police said a witness described the vehicle as a silver Dodge Intrepid with a partial N.J. registration of N73--. The robber was listed as black, weighing around 300 pounds, wearing blue jeans and a black jacket and carrying what appeared to be a 9-mm handgun, the witness told police.

The witness also mentioned there was a passenger in the vehicle but could provide no further information about that individual.

Another vehicle, with two occupants, was at the station at the time of the crime but police said they had no involvement in the robbery.

Police said they later learned from Union PD that a Dodge Intrepid with N.J. registration had been reported stolen a half-hour prior to the Harrison incident.

Kearny basketball: Hoops heaven Kardinal boys, girls earn impressive wins over Bayonne; head to county tournament

Once 1-7, Nutley makes it to NJSIAA state wrestling semifinals When the current high school wrestling season began, the Nutley High School wrestling squad found itself in quite a messy jam.

The Maroon Raiders started off with losses in their first five matches.

Two weeks into the new season, they owned a 1-7 record.

For a program that had made its mark over the last decade, qualifying virtually every year for the NJSIAA North Jersey Section 2, Group III team sectionals, the 1-7 record was somewhat a shock to the system.

“We kept stressing the fact that we had to get better,” said Mike DiPiano, in his second year taking over the program from his brother Frank.

“We had to get better every day, then things could get better. We never really changed what we were doing. Practices didn’t change. We didn’t pay much attention to the record. We knew that we had a lot of season left.”

DiPiano, who is also the head girls’ soccer coach in the fall and assistant softball coach in the spring, likened the Maroon Raiders’

situation on the mat to a poker game.

“You can only play with the cards that you’re dealt with,” DiPiano said. “We had to make the hand we were dealt a winning hand. These were things we all continued to do each day.”

So the Maroon Raiders went back to the grind and didn’t pay attention to the horrific record.

They didn’t panic and worry about qualifying for the state sectionals.

Whatever happened, happened.

“Then, we got on this little run and won 12 out of 14 matches,” DiPiano said.

t was a historic weekend for both the Kearny High School boys’ and girls’ basketball teams.

For the first time in the school’s history, both teams managed to defeat perennial power Bayonne last Thursday, giving both programs an added shot in the arm as they head to the Hudson County Tournament this week.

The Kearny boys’ team defeated Bayonne, 68-60, while the Kardinal girls knocked off the Bees, 44-41, in impressive fashion.

The Kardinal boys’ team improved to 14-8 on the season, while the girls are a little better at 14-6 overall.

“I feel now like we can play

with anybody,” said senior guard Gralen Vereen, who had seven points and six assists in the win. “We really can be unstoppable if we put our minds to it. Sometimes, our heads aren’t in the game. We just have to come ready to play.

This win is good solid proof.”

Vereen said the win last week and an early season win over then-state ranked St. Peter’s Prep have gone a long way in helping the Kardinals believe in themselves.

“It has given us a lot of confidence,” Vereen said. “It’s been a lot of fun playing this year. A lot of people were telling me that we weren’t going to win any games this year.

ing. I feel like we’re all doing what we have to do to help the team win.”

Senior Samuel Myers knew that it was going to be tough trying to stop Patrick Strzala, Bayonne’s sharpshooter who came into the game leading Hudson County in scoring, averaging almost 24 points per game.

“I said before the game that we can’t let him (Strzala) get 15 points,” Myers said. “If he gets more than 15, we’re in trouble. We had to keep him under 15 and take him out of the game, throw him off his game. He’s a lot of their offense.”

Among the other teams in the newly organized District 10 tourney include Newark East Side, Columbia of South Orange/Maplewood, Orange, Union City, Verona, Becton/ Wallington, West Orange, Wood-Ridge and perennial state power Delbarton.

How the state came up with that pairing is beyond comprehension.

“We have a chance to do well,” DiPiano said. “The goal is to get as many as we can to the Regions.”

The Maroon Raiders will continue to wrestle in Region 3 at West Orange.

The area teams have been shifted all over the state for this year’s District tournaments.

For example, Lyndhurst/ North Arlington and Bloomfield have been sent to District 9 in Phillipsburg. That’s no misprint. Those teams have to schlep more than 80 miles just to get to a district tourney.

Belleville, Queen of Peace, Kearny and Rutherford are all in the same district, but it’s District 11 in Morristown. It’s a district that should be dominated by the Golden Griffins.

It’s up to Kearny to simply try to compete out there.

The Maroon Raiders will give it a shot at competing in their own home gym. It’s a far cry from what the state of the program was earlier this season. “It shows that if the kids trust the coaches and trust themselves and trust the process and trust the sport, then good things will happen if you work hard,” DiPiano said.

When the NJSIAA finally released the seeding for the sectional, the Maroon Raiders had somehow moved up all the way to the No. 5 seed and a first round matchup with No. 4 Rahway last Monday night.

The Maroon Raiders came away with a 31-30 victory to advance to the state sectional semifinals and a showdown with state-ranked power Cranford.

That match didn’t turn out as well as planned, but the Maroon Raiders could rest in the knowledge that they turned around a totally moribund and deceased situation at 0-5 and then 1-7 and transformed themselves into a state sectional semifinalist.

“We showed we can play,” Hill said. “We showed we’re really balanced and can compete with the best. We’re clicking at the right time. We’ve been trying to jell and find the right combination.”

The Kards have won eight of their last nine games, so Hill has to be doing something right.

Sydney Pace had 21 points in a win over Lodi Saturday to get the Kards ready for the county and state playoffs.

“This win gives us momentum and confidence we needed,” Hill said.

Needless to say, it’s exciting times for both Kearny basketball teams heading toward the postseason.

Kearny’s McClelland catches fire at right time

T

here’s no question who owns the busiest schedule in Kearny High School.

That distinction belongs to junior Meagan McClelland, who juggles playing soccer and basketball while maintaining high grades in the classroom.

“It gets really hard sometimes,” said McClelland, the talented goalkeeper who will leave this week to join the United States National Under 18 soccer team in Birmingham, England, for 11 days. “I miss a month of the season in the beginning of the season for soccer and I miss time now. I do feel bad about it and I feel like I let the team down a little.

But I’m getting the chance of a lifetime, so it is bittersweet.”

McClelland has never been to England before, so it will be a treat. The United States National Team will face Norway and two national teams from England during their tour of Great Britain.

“It’s an awesome opportunity,” McClelland said. “I have to take advantage of the opportunity every time I get it.”

McClelland feels awful that she will leave her basketball

team in the middle of the season, in particular, the Hudson County Tournament game Thursday against St. Anthony.

But before she departed, McClelland made sure she made her mark on the hardwood.

Over the last two weeks, McClelland has been downright unstoppable for the Kardinals, averaging almost 23 points per game.

McClelland started her tear with a 20-point performance against Union City, then had 19 in a win over Dickinson, exploded for a season-high 31 points in a huge win over neighboring rival Harrison, had 22 in a loss to Marist and added 22 in a 44-41 win over Bayonne last Friday, the school’s firstever win against Bayonne, the defending county champion.

During her streak, McClelland has averaged six steals, six rebounds and three assists to go along with her 23 points.

For her efforts, McClelland has been selected as The Observer Athlete of the Week for the past week.

Kearny head girls’ basketball coach Jody Hill said she is never shocked at what McClelland can do on the floor.

“I’m not surprised at all,” Hill said. “I always have very high expectations of Meagan.

McClelland has become more of a vocal leader as well.

“I feel as the point guard that it’s my responsibility,” McClelland said. “I have to get the players on the court in the right position. It’s a lot like being the goalkeeper. I do the same thing there. I try to help everyone out and I’m getting used to it now. I don’t mind it at all. I like being a leader.”

Santana was also asked whether there’d be a problem with his second job at the Hudson County Schools of Technology. That position is as a supervisor at night adult high school for kids who need to get their diplomas without getting a GED. “My schedule there is flexible,” Santana said. “If I can’t make it there, I won’t sign in.”

Third Ward Councilwoman Eileen Eckel quickly lauded Santana for his ability to speak three languages.

“It’s so much easier to deal with constituents,” Eckel said. “It’s so much easier to communicate with neighbors.”

It was at this point in the “interview” process that Santana noted some of the things he’d like to do as a representative.

“Parking. I’d like to try to solve that problem,” Santana said.

“I’d also like to get some playgrounds. The people [of the ward] say there aren’t enough playgrounds. I’d also like to see people get better use of West Hudson Park.”

After Santana spoke, Long, the VFW’s first woman commander, delivered her credentials not just with the VFW, but with what she’s done her entire military career.

Long has been the commander of the VFW for three years, having joined the military when she was just 19. She pointed to increasing membership at the VFW and creating programs for youth as reasons why she’d make a good councilwoman.

in Iraq. While in the Middle East, she was responsible for developing police operations in Afghanistan alongside the French Army.

“I worked under tremendous pressure,” she said. “I will do what’s asked of me.”

At this point, Santos said he was a bit concerned that Long would have to act in a “partisan” manner as a councilwoman, whereas her work at the VFW is to be “nonpartisan.”

“As a candidate, I’d be ready to go to do just what’s best from the town,” Long responded.

Still, the language issue came up again.

Long speaks English and French – but she does not speak Portuguese or Spanish.

“I thank you very much for your service,” Cardoso, who rarely speaks at council meetings, but did so several times at this meeting, said. “I think it’s going to be a problem for you to represent them (Second Ward residents).”

Third Ward Councilwoman Carol Jean Doyle, who said she’s taken a lot of heat over the years from her constituents for ensuring forms in the town are written tri-lingually, still echoed the sentiments of her colleagues about the need for a rep who speaks more than just English.

“We really need a representative who can

speak their language,” Doyle said. “We have to meet their needs. I am leaning toward someone who speaks Spanish and Portguese.”

In response, Long said, “It can be handled.”

Lastly, Cifelli-Pettigrew spoke briefly as she withdrew her name as a candidate.

“I just didn’t want someone chosen over a piece of paper,” she said. “You found two very qualified candidates, so I formally withdraw my name.”

Before the meeting, Cifelli-Pettigrew made it clear she only wanted to serve the remainder of Giordano’s term, which now ends in November.

If Santana wishes to hold on to the Second Ward seat, he must run in this June’s primary as a Democrat. If he wins the primary, he moves onto the general election in November.

More than likely, since it’s been years since a Republican has run in the Second Ward, Santana would officially become the Second Ward councilman again immediately following the November election for one more year – and two months – until Jan. 1, 2018.

Should he then wish to continue serving, he’d have to run again in the 2018 primary election. Giordano’s official term was to be up for re-election in 2018.

To hammer home his point, Christie said that in 2015, there were 1,600 people who “died from opioid overdoses in New Jersey” – triple the number of auto fatalities and four times the number “killed in car accidents” in the state that same year.

The governor warned the students that the prescription drugs “in your parents’ medicine chests” or the painkillers administered for sports injuries “can be just as dangerous” as illegal street drugs “if you don’t use them correctly.”

In fact, Christie said, “four out of five people who get addicted to heroin started by misusing prescription drugs.”

During his last year in office, Christie has pledged to deal with the drug scourge by pressing lawmakers to pass a bill that would compel insurance companies to reimburse addicts for inpatient treatment stays of up to six months.

That same bill would also limit doctors to initial prescriptions of opioid painkillers to no more than five days to prevent potential overuse.

Currently, local cops are regularly visiting schools in nine counties – Essex, Bergen, Hudson, Union, Middlesex, Monmouth, Ocean, Camden and Burlington – to deliver L.E.A.D. lessons.

Kearny is using the program in its schools and Harrison cops are currently undergoing training to do the same in that town.

In Nutley, five police officers are assigned “to teach 10 lesson plans through the school year,” according to Police Chief Thomas Strumolo.

“We started the program two years ago,” the chief said, after DARE NJ’s charter had been revoked by the national DARE group. The state chapter clashed with the national over the type of curriculum to be used.

curriculum and its current president, Nicholas DeMauro, is a former CEO of DARE NJ. Strumolo said he likes L.E.A.D.’s emphasis on getting students to think about “goal setting” and “decision making” about their futures. “It’s a broader approach than just focusing on drugs,” he added.

In the lesson offered last Tuesday, Rogers and Padilla had students extract information from L.E.A.D. workbooks and role play to discover how to recognize telltale signs of drug use by their peers and/or adults and what to do about it.

Kimberley Harrington, the acting state education commissioner, offered her stamp of approval, telling the Nutley sixth-graders that, through L.E.A.D., “you’re getting a great foundation to be great citizens in standing up for things that are right” and learning that, “it’s okay to say no [to drugs] and to do the things that protect you.”

Padilla credited the governor for “taking a stand on drug addiction” and township Public Safety Commissioner Al-

phonse Petracco for his efforts to make Nutley a safer community.

It was only “after a long, extensive search” for the right way to educate youngsters about drugs that the commissioner found L.E.A.D., Padilla said. The program has proven to be very popular, he added.

“The cops are like rock stars when they enter the schools.”

Christie told the students that, with help from state legislators, he hoped he could expand the L.E.A.D. program to include kids as early as kindergarten in all 21 counties.

Contrasting the way society has changed in its approach to drugs, Christie said that when he was in sixth grade – in 1974 – drugs were around but “no one talked about it – it was a big, dirty secret.”

“But today, we know we have to talk about it,” he said.

And, he reminded the students, “Remember, people who have drug problems are sick and when people are sick, you get them help because if you don’t, they’ll only get sicker.”

KEARNY – he Town of Kearny will hold a public hearing for project design review of the Gunnell Oval Recreational Complex Redevelopment project on Wednesday, Feb. 15, at 6 p.m. in the council chambers at Town Hall, 402 Kearny Ave. As reported on the municipal web site, the “primary objective” of the project is to install a “modern artificial turf sports complex,” in conjunction with “an engineered [environmental] cap to minimize potential exposure to historic fill materials present on site ….”

Additionally, the project calls for “implementing storm water management controls that minimize the impact of frequent flooding at this complex and surrounding residential and industrial

neighborhoods due to the influence of the tidal Kearny Marsh.”

Neglia Engineering Associates, the Lyndhurst-based town’s consulting engineers, will outline the scope of the project with site plan renderings and, with town officials, will solicit input from town residents on the project.

Members of the Town Council, Recreation Department and Recreation Commission are expected to attend as well.

To accomplish both remediation of the site and improvements to the playing surfaces, officials have estimated it will take approximately $24 million, to that end, the town is looking to outside funding sources to the extent possible to finance the project.

As of now, Kearny has in hand $1.1 million from the N.J. Department of Environmental Protection’s Green

Acres for a combination of reconstruction of the Oval’s perimeter walking trail and other improvements plus remediation efforts.

It also has been awarded $500,000 by the Hudson County Open Space Trust Fund for playground makeovers and other recreational improvements.

Last year, it applied for an additional $500,000.
