2022 Scenic Vista HOA Annual Homeowner’s Mee8ng:
Present were Dave Callon, President, Nick Lilly, Vice President, JaneFe Haines, Sec, Dan Wobbe, Courtney Echternkamp, and MaFhew Cleverly. First Item on the Agenda: Water tank. There have been cracks and leaking on the water tank and Dave has had someone sealing them, however, the job hasn’t been finished or paid for. JaneFe no8ced cracks currently weeping at this 8me. Dave will get the name of the guy to JaneFe and/or Randy and they will follow up on having that job completed. The tank was previously overfilled due to a float problem, which was repaired, but may have added to the cracking problem. Dan with an engineering background will take a look at the overall condi8on of the tank and report back to us. Nick was going to get a quote on crack sealing the pavement but as of now has not. Nick and JaneFe will follow up on that. We currently have around $4,000 in the bank. Dan brought up the fact we should prepare a budget for pump or cistern repairs and replacement along with road maintenance and plan the dues accordingly. In light of impending road maintenance and possible issues with the water system that we should increase the dues in order to accommodate these poten8al expenses to $400 per year (not including the Highland’s $50). The mo8on was 2nd and pass unanimously. Dave Callon, current President has completed his term and is selling his property so he is resigning as President. Nick Lilly was unanimously voted in as President with Dan Wobbe as Vice President and JaneFe will fill out her three-year term as Secretary. Mee8ng was ended at 2.40

Minutes of the 2023 Annual Homeowners mee6ng for Scenic Vista Estates
Date: October 14, 2023 Mee6ng called to order 4.05 pm Present were: Carmon and Nick Lilley and JaneNe Haines, in person. Also present online were Dave Callon, Kenny E, and Wesley Dymond
2022 minutes were reviewed Item #1: Crack Sealing. Nick Lilley obtained 3 bids, one for $5,000 one for $4,700 and one for $3,000. Nick is ac6ng on the low bid of $3,000. The same company also bid $10,000 for crack sealing and seal coa6ng the en6re road. Crack sealing will begin Friday October 20th. Seal coa6ng was declined for this year. Item #2 The current amount in the bank account as of October 14th is $7633.64. With a cost of $3,000 the remaining balance will be $4,633.64. Item #3 Nick Lilley agreed to create a reserves Budget and will have it available for a future HOA mee6ng. The dues will be adjusted to meet this budget. Item #4 The adjoining neighborhood, the Highland Associa6on is due $50 a year for every built property. This is for using their roads along with snow removal. No invoices have been sent out for two years. We agreed to include this in the dues we will be sending out at the end of October. Item #5 We need to schedule the roadside week spraying for next spring. Item #6 There was no ac6on on the water tank and nothing has been addressed on the cracks and leaking Nick Lilley would like to also take a skid steer and put a few yards of gravel in a ditch to prevent water overflow on the owner proper6es and direct it down the street to the other street water drains. Mo6on was called to approve this measure and approved by all present. Kenny E proposed a change to the CC&Rs to allow for poultry and other livestock. Dave Callon opposed due to poten6al declining real estate values due to infrastructure related to keeping of poultry and livestock. It was decided to make it a discussion item. Item #7
JaneNe Haines completed the three-year term as Secretary and no longer wished to maintain that role. Wesley Dymond volunteer to take the role. Mo6on was made and approved. The role of VP was offered to anyone interested as the current VP was not present and likely moving. Since no one else volunteered, JaneNe Haines offered to fill that role. Mo6on was made and passed.
Item #8 Dave Callon mo6oned to keep the HOA fees at $400 this year. Since there was no reserve budget yet prepared the mo6on was voted on and passed.
Mee6ng was concluded at 4.45 pm.

•
Wesley Dymond
A quorum was present.
3. Approval of Previous Minutes Approval of prior meeting minutes was not addressed during this meeting.
4. Reports and Old Business A. Cistern Condition and Maintenance The cistern liner is exhibiting signs of deterioration, including visible cracking that may allow bacterial contamination or otherwise degrade water quality. Replacement of the liner with a new bladder was identified as a highpriority item, taking precedence over the planned road cracksealing project. The cistern has an estimated capacity of approximately 50,000 gallons; however, the community’s operational requirement is to maintain it at approximately 50% capacity.
Depending on the final repair cost, a onetime payment by HOA members may be required.
B. Road Sealcoating Road sealcoating was discussed. This item was included on the prior year’s agenda; however, quotes were not obtained and the project was not scheduled. The matter remains unresolved.
5. Financial Reports and New Business A. HOA Financial Overview The HOA consists of 11 total lots. Annual dues are set at $5,500. The Treasurer will conduct an audit of HOA finances and contact any members with outstanding dues for the 2024 or 2025 calendar years.
B. Special Assessment – Cistern Repairs Nick Lilly proposed that the HOA formally authorize a special assessment process related to the cistern repair, including the solicitation of repair bids. An online presentation will be scheduled to review the information obtained. Members were advised that this process may result in a onetime special assessment to address any funding gap associated with the cistern repair costs.
C. Fiscal Process Changes Wesley Dymond will audit member payment records and contact any members with outstanding balances. Effective going forward, snow removal and weed spraying services will be paid directly to the HOA, which will then remit payment to the Highland subdivision. This change is intended to reduce administrative effort and improve consistency with payment schedules. Only lots with completed homes are required to contribute to weed control and snow removal services, at a cost of $50.
