VR approved Level 2 instructors attended the long-awaited instructor update workshop at Richford Motors at the end of March enabling instructors to update many of the modules they deliver into the industry.
IVR General Manager Mary Edwards explained “It’s a key workshop which has come into the IVR calendar to ensure all instructors are up to speed. It’s a great opportunity to bring new ideas to the table and for any course development to flourish.”
At request from some factions of the industry, a new module was unveiled at the workshop – the VR35 Lorry Loader Crane (T Boom/street lifter) course. This course has been split away from the IVR VR17 Lorry Loader Cranes in Vehicle Recovery course which now covers use of a knuckle boom crane and is a 2-day course, whereas IVR VR35 covers a T boom (street lifter) crane and is a 1-day course. Important to note is that if a damage free frame is used, the IVR VR17 2-day course will also qualify a technician for T Boom (street lifter) which will be noted on the IVR VR17 certificate.
Also of note was the IVR VR06 which had some additional tweaks made to it to take into account the ever-changing face of vehicle development and technologies.
The IVR VR28 course was under the spotlight with some additional safe loading considerations. Mark Hartell, IVR CAT 4 Tutor explains, “There are so many different types of vehicle in the multi-deck category, but if all the equipment and vehicle aligns, there is an option to load to the top deck in a safer manner. Just as with other vehicles the technology is changing all the time, so the IVR always looks for safer methods wherever possible.”
There were also updates for VR02, VR04 and VR29. Interim reviews of practically every module took place over the week, but of course many modules are additionally reviewed between the 5-yearly workshops, whenever there is a change in legislation, best practice or
a general update. Additional emphasis was required on key areas when operating cranes so VR17 for example was reviewed and relevant instructors updated in March 2024 before being picked up again at the workshop.
It should also be acknowledged that the CAT 4 Tutors worked tirelessly to bring the content of the workshop together for the greater good, without their input the workshops simply would not be viable.

The repertoire of IVR VR modules – an IVR VR module for practically every recovery machine type, is what the Institute of Vehicle Recovery is known for, in line with its vision of keeping the employee at the side of the road (or in the depot) safe. There are some modules that exist purely because the equipment is in use in the industry, these courses still have to be developed, reviewed and have instructors available to deliver training on them, even if they are not the most highly attended of the courses. That’s why support of the IVR is so important – its not for profit status allows it to focus on safety not necessarily on revenue and there are many ways to support the IVR.

The trigger for change came when a National Occupational Standard was put in place by the IMI for the transporting of vehicles within the vehicle salvage and recycling industry but also due to vehicle recovery operators (VROs) exercising their due diligence on training, there were instances where salvage and recycling operators were unable to enter some VRO yards. For these reasons The IVR saw it as their duty to pass their 40 plus years of experience on to the industry that sits alongside the vehicle recovery industry when it comes to the safe movement of vehicles.
It resulted in some of the larger salvage and recycling operators (ASM Auto Recycling, Silverlake Automotive Recycling and Charles Trent) working together with VRA Certification (and with the support of the British Vehicle Salvage Federation) commissioning The Institute of Vehicle Recovery (IVR), to mirror the current National Roadside Recovery National Training Scheme but within the salvage/recycling industry.
The IVR and those who made it a reality - ASM Auto Recycling, Silverlake Automotive Recycling, Charles Trent and VRA Certification are delighted to announce the National Salvage and Vehicle Recycling – Transporter Training Scheme. A scheme that will be administered by the IVR.
It is noted that for the scheme to be truly national, it needs to be open to all salvage and recycling operators across the UK. Key stakeholders including Copart UK who are already up and running, having developed six approved IVR instructors and Synetiq, who are some way along the path of IVR training, have given their approval to the scheme, which will now see
the vehicle recovery courses adjusted to suit the salvage/recycling sector. These courses will be known as NSVR modules. The scheme will be known as the National Salvage and Vehicle Recycling - Transporter Training Scheme.
In the early stages training will be delivered by the current crop of independent training providers using instructors approved and trained by the IVR. But the intention is that the salvage/recycling sector eventually grows its own.
Similarly, the current VR modules that have already been delivered into
the scheme will remain, but going forward the industry will move onto their own NSVR modules, where required.
It is hoped that starting at the top of this industry – with those who already have a focus on training, safety and compliance, it will filter down throughout the industry, in so doing raising industry safety standards when moving vehicles across the board.

The recovery industry has always been a special case, or should I say the recovery industry has always considered itself to be a special case, the reason I say that is because over the years some, but not all operators from time to time stretch the use of the operational exemptions it has afforded to the recovery industry.
These exemptions and operating anomalies have historically caused issues around operator knowledge, what do I mean by that, what can the operator do and how, what weights can they legally lift and tow, what length can they legally run at, but specifically for the authorities what enforcement action can, and should they take, and more importantly what enforcement action should be considered unreasonable and in the main unsafe.
If we turn the clocks back to a time where all sorts of legislation were changing and more and more enforcement action was being taken with all walks of life, mainly because of all the EU legislation being forced upon us, but specifically for this subject in 2012, no not the Olympics, although that did stir up a hornet’s nest for recovery into the Olympic Village.
No I’m referring to the work I was doing alongside a few industry colleagues, the good old “R Licence” and in those days ROLS, Recovery Operators Licencing Scheme, an operating framework designed specifically to work in favour of the recovery operator, taking into consideration all those operating anomalies, Gross Train Weights (GTW’s), both towing vehicle kerb weights and the combined weights

including the weight of the disabled vehicle, the ability to tow combinations considered to be STGO when the operators risk assessment considers it to be the correct course of action, tankers, car transporters, other combinations that cannot be split, or not safe to move just the loaded trailer.
I hear you saying, “Oh NO not ROLS again” read on, because if you’re a heavy operator it would have saved your bacon last month!
I kept saying, this is your opportunity to have a bespoke recovery licence that is suited specifically to the recovery industry, rather than having a “lets make it fit unworkable operator’s licence imposed on the industry”. Now look what’s happening today, I think the saying is “look out, because you will get what’s coming to you!”
One of those presentations I did back in 2012 was to ERRI, European Rescue and Recovery Initiative, at that time I was chair of the RHA Recovery Group and a member of ERRI, also members of ERRI was VOSA, today we know them as the DVSA, their representative was a big supporter of the group and rarely missed a meeting. Anyway, after the meeting where I provided a presentation on ROLS, and again there were a lot of negative comments from the member audience, was the VOSA representative, (who I prefer not to name) he approached me and said, how interested he was in the content behind the licencing proposal and as VOSA were producing a Guide to Recovery Operations would we like to be involved, “yes absolutely we would”.

Not forgetting this wouldn’t remove you from the requirements to hold your own Operator’s Licence for the work that technically falls in scope, not removing you from your requirement to hold an operator’s licence for the work within scope, no you would still be required to meet this legislation.

Fast forward a couple of months, and several industry stakeholders were invited to meet with VOSA at their offices in Bristol, October 2012, in attendance were representatives from all the recovery trade bodies, ERRI, RHA Recovery, AVRO, RRRA, IVR, and a couple of work providers who I assume had some undisclosed interest, plus representatives from VOSA, policy lead, trade engagement manager and industry liaison manager.
It was a very good meeting, well organised and clearly the VOSA staff were there to listen and learn, prior to the meeting we were all provided a draft copy of their proposed guide.

As a working group we discussed every page and every line in every paragraph of this first draft guide, line by line, making only minor amendments, that was until we reached page 19 “The authorisation of special types (STGO)” at this point we reached a deadlock, the whole section was far too complicated, we explained all the complications around heavy recovery and the exemptions

we currently operate under, especially with regard to recovering 44 tonnes and above, and all without a 2-day movement order. We explained it would be impossible to work as the legislation dictates, but appreciated it was legislation, but unworkable legislation.
The VOSA staff present admitted they were unaware of these anomalies and didn’t fully understand how the industry operates when it comes to the recovery of heavy vehicles, especially when recovering under Special Types (STGO) exemptions.
Following a short meeting adjournment called by (VOSA) the meeting reconvened and VOSA expressed the point that they would remove the pages (18 and 19) with
reference to special types (STGO) and replace it with a short statement, and once they better understood the complications and ramifications they would come back and consult with us all and agree any changes that we would accept and be able to work with.
Following that meeting, true to their word the guide was rewritten, pages 18 and 19 removed and released July 2013, it’s that same version the recovery industry used as a guide until its next revision in 2019, and that revision was the introduction of annual testing, and still no mention of anything STGO, that was until last month, March 2025.
As an industry, we are not naive and understand the requirements set out within the special types general order
(STGO), but realistically for our industry to work explicitly to those regulations is totally impractical and unworkable and would bring the UK’s strategic road network to a grinding halt, let alone local authority roads, towns and cities. So, the release of the 3rd amended version without consultation or impact assessment came to most industry stakeholders as a shock.
I say most industry stakeholders, because I have since been told AVRO have been speaking to the now DVSA and DfT. In fact, I’m told a small group of operators representing AVRO attended a meeting at the DfT offices, Horseferry Road, London SW1, resulting in them being turned away with no prospect of the guide being changed, or any further consultation.

So, there is the history, where does the recovery industry stand today, as clearly the legislation as it stands is simply not fit for purpose.
Following a raft of requests for Richard and PROF to step in and once again make a stand for the recovery industry, after all PROF and its strategic partners have all got a vested interest in making both the DfT and the DVSA see some sense.
Richard is never one to just jump in feet first, no he always set about his homework, and with my assistance in understanding the history behind the Recovery Guide, and Richard using
direct contacts with National Highways, the Met Police and the NPCC among others, Richard began asking who has been consulted on the newly released document, and it very soon became clear that no Government Agency was privy to any form of consultation, there was no impact assessment carried out, in fact it felt like the new Labour Government, Secretary of State for Transport Heidi Alexander had stumbled upon a document, didn’t understand it or its implications, but simply had it rubber stamped and issued it!
I immediately set about a compact desktop case study, in simple terms I tested the process as set out in the new Recovery Guide, a web link to the Electronic Service Delivery for Abnormal Loads (ESDAL), ESDAL

I thought I would live test the process, so I made a call on a Friday afternoon, asking permission to move or request a 2-day movement order, my imaginary vehicle was a loaded fuel tanker unit and trailer – broken down, rear suspension collapsed M25 # 15 Heathrow, with a combined weight estimated at 54 tonne, full ADR required. the phone was answered, very helpful people, but no one knew anything about a 2-day movement order for a recovery, I called the unanswered numbers again on the Monday, still no joy.
“This was proven to be totally unworkable and unpractical, and an additional disaster just waiting to happen”.
I put pen to paper, or at least typed my concise case study highlighting the issues and problems this will cause to both the recovery operator, Government Agencies, the haulage industry, and let’s not forget the general public and sent it over to Richard, he then got out the gold tipped parker pen and wrote a very detailed letter to the CEO of Department Vehicle Standards Agency, copying the leads of each Government Agency, Department for Transport (DfT), National Police Chief Council (NPCC), Metropolitan Police Authority (MPA), National Highways (NH), Home Office (HO), each of these should have been consulted in the first instance and before a revision of such a document, accompanying his letter was my case study.
The letter was long and detailed, but in essence, asked why there has been no consultation with anybody and especially not with PROF and PROSE, we have provided all the above government departments with a direct path to the recovery industry through PROF and PROSE and let’s not forget who sits on PROSE and why, totally independent government agencies and industry professional body the Institute of Vehicle Recovery (IVR), yet no involvement.
Anyway, as I’m writing the final few words to this edit, Richard’s email inbox alerted, his letter and the accompanied case study prompted a very swift response directly from the CEO of DVSA, the letter received by Richard explained why the original guide did not have advice on STGO recovery, and I quote.
“The practicalities of full compliance meant that the road safety risks were greater than fully complying with the law as it stands”.
You must read it twice to truly
understand the ramifications of that statement and the issuing of updated guidance expecting heavy operators to operate to such a ridicules piece of legislation!
The very same still applied today, and Richard and PROF have assurance that, “Any future legislative change will be carried out in consultation with the appropriate industry bodies, including PROF”.
The final and most important point within this letter from the DVSA CEO is, and again I quote.
“In the meantime, there will be no change to the enforcement approach taken in recent years by this agency and the police, and we will continue to take a pragmatic view of the situation”.

So far this is great news and makes it sound like PROF has once more made the difference, without doubt it has, following the right approach, using the strategic partnership in the right and appropriate way, discuss and involve them.
With those comments in mind, in addition to writing to the DVSA CEO, Richard had a long and detailed conversation with both Mick Burke formally from the MPA, we all know the extent of his industry knowledge, and Terry Hunt Director of Operational Support Services for the MET and NPCC lead for vehicle recovery, Terry had this issue raised as a debate at last month’s NPCC Annual Recovery Conference and he also wrote to the NPCC Roads Policing, representing both the Police and the recovery
industry, highlighting his grave concerns, as no consideration was given to how the Police would enforce these changes and in many cases the police would be required to “pick up the pieces”, so once again, a big thank you Terry, your input was most valued.
A copy of the letter Richard received from the DVSA CEO is here accompanying this edit, read it for yourselves, yes, it’s another PROF success, but it’s a bit like Red Lamps, get trained and use them correctly, do not under any circumstances abuse the authority granted to use them.
Now when your required to recover a combined weight of over 44 tonne, follow the guidance, the legislation, carry out your risk assessment, where possible only recover to the nearest place of safety, or repair, where
possible only recover the disabled unit and ensure the operator provides a replacement unit to deal with the trailer, and where that may not be practical or possible ensure you and your staff are acting responsibly and sensibly, and if necessary inform your local authorities of your intended recovery plan, you work with them on a daily basis, so use that relationship to your advantage.
PROF will follow this up with the DVSA and all the necessary Government Authorities that need to be involved, and will at some stage report back on, in the meantime! Keep Safe.

It was another fantastic opportunity for us here at J&J to work with Horne Park again, building
a bespoke conversion for their 15T MAN Crew Cab. Ultimately the vehicle was going to be ear marked for crew member James who was consulted throughout the build process, and now operates a new 5T steel, F1, low approach slidebed (with second car lift).
Additional options included Trolley jack in chute, Dynacycle, skates and ramps, granule bin, fire extinguisher, propulstation and charge points along with a Bushey Hall Reel Smart system.
Many extra strobes and lights, including a Kelsa 3 light laser to the roof, light this truck up like Christmas - but the piece de resistance is the amazing graphics Paul commissioned. Every vehicle on the fleet is named with a Bond movie connection and “Paloma”, is emblazed in all her glory on the entire cab rear of this new conversion. Totally apt! I’ve just read some of Horne Park’s customer reviews and many describe themselves as being “saved “and “rescued”. It’s as if the team at Horne Park all have a bit of Bond about them!

It’s ironic that for over 40 years the vehicle recovery industry was constantly being accused of being fragmented, unprofessional, with no single voice to represent us. I think in recent years PROF has done a fantastic job in trying to establish a single united voice that is representative of the professional recovery industry!
It seems we are not totally there yet, but that particular ball is in our court, and it would be madness not to grasp the opportunity of a united recovery industry. Especially as socalled government departments and agencies that include the Home Office are detached from the reality of the everyday workplace, and are working from individual silos while watching Jeremy Vine from the comfort of their living rooms
When I was asked to try and intervene with the DVSA, after AVRO’s representation to the DVSA had fallen on stoney ground, I wrote to the Chief Constable, The Home Office, National Highways and DfT; the agencies that would be most affected by this legislation for direct consultation with them on this matter.
‘The proverbial’ always rolls downhill and it’s my guess, it is still rolling downhill because no one knew what was going on, apart from Terry Hunt NPCC, who immediately responded on the subject.
At my request Terry added it onto the agenda at the NPCC National Police Conference where I believe a constructive discussion took place and Terry very kindly responded in writing to a few of us including AVRO, to encourage a united industry response. It has to be said, Terry Hunt and his team alongside Mick Burke, have been the epitome of what a
strategic partner should be, and I most passionately wish that Terry received the same robust support from his superiors that Terry gives us and his teams, but worryingly it seems he does not. I’m Sorry but this has to be said!
But thank you Terry Hunt and thank you Mick Burke. Both your hard work with PROF and PROSE is very much appreciated by me and the recovery industry right across the board.
However, despite the support from Terry, I was not at all inspired or confident by the lack of response from our other stakeholders, so I wrote another letter directly to the Chief Executive of the DVSA this time which Derek’s editorial has put into context.
My main point is although I am happy with the outcome with the DVSA, and the direct communication PROF will hopefully now enjoy with them, it is both sad and yet staggering that the other government agencies were ignorant, oblivious and unresponsive to the PROF letter.
What’s more mind blowing is the lack of consultation between any of the agencies on this matter including the police and National Highways. The recovery industry is no longer fragmented or unprofessional. ITS THEM NOW, NOT US!
They’ve become what we were, and we should be proud of the obvious turnaround and the positive results that have resulted from that strategic turnaround in how we now communicate with government.
So, let’s try to remain united, we
are more professional, cohesive and effective represented as one industry!

All we seem to have at the moment is bad news and despair but how much have we brought on ourselves? The latest thing to hit the headlines is how useless the youth of today is becoming. Young males are just what you and I would call ‘a waste of space’. They perform badly at school, then leave school and have no ambition or direction. I think we can all identify with this.
In some ways we all could have finished up on that route if we hadn’t been firmly steered and guided by a more driven range of elders. Very few boys ever wanted to go to school but an opt out just didn’t exist. Furthermore, education in those days was more than just about the “three R’s”. Most pupils had plenty of male teachers as role models and even at an early age, say six or seven, the working environment was often discussed. In fact, it was more discussed than going on to further education.
Many sons were motivated by the prospect of following their fathers into their workplace and who, by and large, were still present in the family. In many cases, sons would be motivated by the prospect of getting away from school one day and into the workforce. The school syllabus helped to promote possibilities by the various array of subjects. My school had its own allotment with one lesson per week being devoted to this area for boys whilst girls rushed off to needlework and cookery. Woodwork and science with practical experiments which would now be considered dangerous but were all part of learning to access the workforce.
If people are to be of any use in the workforce, they need to be fully motivated and taught that there is more than one route to making a living one day. Having a teaching force of mainly left wing women is no help, what do they know about the true male
workplace and the true opportunities. To believe that getting a degree in a useless topic will stand you in good stead forever is no route to success.
Lives have been dulled by the overuse of social media, mobile phones and so forth as these is no substitute for climbing trees, making ‘dens’ or, best of all, building something like a ‘soap box’ which always provided hours of education as well as a lot of genuine fun, and lets not forget the value of Meccano.
We all know how difficult it can be to motivate someone but as long as you remember that everyone is different and it’s just a matter of ‘lighting the blue touch paper’, people then will be away on the road to a very successful life and career. We need to search within people to find the right trigger point and then get the matches out!
It’s one thing getting people interested, but it’s a start. Then finding a company that can afford to employ an apprentice with the new minimal wage, it will not work. We all know that some jobs can be done by people of
any age, bar work is one, so a similar wage makes sense. Now move to a trade and it’s a different story. How long before an apprentice makes a penny, one year, two years, possibly more. If you go to college for a useless degree it’s a spend 30k job, whereas if you are an apprentice your boss will need to find around £60,000 to pay you over a similar period - Houston we have a problem!
It’s a pity because there are so many jobs, trades and professions, career opportunities and so forth all that can provide a great career and more importantly a happy and prosperous working life. Many jobs can lead to you starting and owning your own business. But they need to be promoted like high hell from the year dot, so that people are aware of the opportunities that exist and then we might finish up with people training to do proper jobs. It must be very satisfying for a bricklayer to drive past a house and think: “I built that”.

Roadside safety is our priority and company image is also very important so finding these trouser in the same style as our existing uniform ticked all the boxes. I was particularly pleased with the shorter leg – they fitted just right and the elastic section in the waist made them super comfortable. With the testing so far, it looks like they wash well too which is important. Cheaper items we have bought in the past have faded quickly and the reflective has come off. These items look equally as robust as the higher gsm products we have bought from RED before.”
