RECAP DAY BEFORE & DAY 1

November 4–5, 2025

Representatives from utilities across Kentucky gathered in Bowling Green at the Holiday Inn University Plaza & Sloan Convention Center for the Kentucky Rural Water Association’s (KRWA) 2025 Management Conference on November 5–6, 2025. Attendance reached a record-breaking 538 participants, making this year’s conference one of the largest in KRWA history.

The conference festivities began on November 4 with the first-ever Management Conference Golf Scramble at CrossWinds Golf Course.

Platinum and Gold Corporate Partners sponsored each hole, adding excitement and camaraderie to the event. Participants enjoyed friendly competition while networking in a relaxed, outdoor setting.

When the conference officially kicked off on November 5, attendees were welcomed by a bustling exhibit hall featuring 64 tabletop displays, showcasing the latest supplies, materials, and services for utilities of all sizes. Exhibitors and attendees connected directly to discuss new technologies and solutions for their utility systems.

Educational sessions ran throughout the day, giving attendees practical strategies and tools to apply in their communities. Participants could earn continuing education credits, with 12 hours available for Water Operators and 11 hours for Wastewater Operators, while Water District Commissioners could earn 6 hours of credit. Lunch was served in the exhibit hall, providing extra time to network and exchange ideas.

As the first day concluded, attendees gathered for the Member Appreciation Reception, sponsored by NECO Water and the Rural Water Financing Agency. This year, KRWA brought back the Annual Best Tasting Water Contest, a highlight usually reserved for the Annual Conference. Out of all participants, Green River Valley Water District took top honors and will advance to the National Rural Water Association’s Great American Water Taste Test in Washington, D.C.. Glasgow Water Company earned second place, while Hardin County Water District #1 finished third. Before training sessions kicked off, KRWA honored Alan Vilines for his outstanding contributions to Kentucky’s water and wastewater utilities. Presented by Bob Miller and Scott Young, the award recognized Alan’s expertise in utility finance, his dedication to helping systems make informed, sustainable decisions, and his commitment to ensuring safe, reliable water for communities across the Commonwealth.

KRWA also hosted the Annual Women of Rural Water Luncheon, sponsored by Water Solutions Unlimited, Inc., followed by the Women of Rural Water panel: “The Water Industry Through Women’s Eyes: Past, Present, and Future,” moderated by KRWA Board President Christina O’Bryan. Panelists included Mandy Spalding (Lebanon Water Works Company), Earn Brown (East Logan Water District), Samantha Chisley (Georgetown Municipal Water & Sewer Service), Mitzi Delius (City of Versailles), and Shannon Bryant (Kentucky Division of Water). The panel shared insights on navigating challenges in the water industry, celebrating achievements, and mentoring the next generation of professionals.

As the conference came to a close, participants left inspired, informed, and energized to apply new knowledge in their utilities.

enzie brings a warm and energizing presence wherever she goes, and her passion for community shines through in everything she does.

As a devoted mother of two and the partner of a local entrepreneur who also works in the water industry at Warren County Water District, she understands how strong relationships and strong infrastructure help communities thrive.

Being connected to the water industry both personally and professionally gives her a unique appreciation for the importance of this work and the people who make it possible.

Her dedication to lifting others up is evident through her service on the Family Enrichment Center Board of Directors, where she supports programs that strengthen families throughout the region. She also brings that same passion into the classroom as she teaches Fundamentals of Business Communication at Western Kentucky University. Guiding students, helping them grow in confidence, and watching them find their voice is one of the highlights of her week.

Kenzie is a proud two-time graduate of Western Kentucky University, where she earned both her undergraduate degree and her MBA. Her connection to the Hill continues to inspire her love for learning, leadership, and service. Go Tops!

Practical Strategies for Managing Disinfection Byproducts in Municipal Water Systems

F

or water treatment operators, maintaining compliance with drinking water regulations requires balancing multiple priorities: public health protection, operational efficiency, and budget constraints. Among the ongoing challenges, disinfection byproducts (DBPs) are among the most persistent and closely monitored.

DBPs form when disinfectants such as chlorine react with naturally occurring organic matter in the source water. Common DBPs include trihalomethanes (THMs) and haloacetic acids (HAA5s), both of which are regulated under the Safe Drinking Water Act. The U.S. Environmental Protection Agency sets

maximum contaminant levels for these compounds (0.08 mg/L for THMs and 0.06 mg/L for HAA5s), and utilities must routinely monitor and report their concentrations. Exceeding these limits can lead to regulatory violations, public notifications, and, most importantly, potential health risks over long-term exposure.

What makes DBP control challenging is that the factors contributing to their formation are highly variable. Source water quality changes with the seasons, rainfall events, and temperature shifts. Distribution systems with long water age can increase DBP formation even if treated water leaves the plant well within limits. Infrastructure constraints and budget realities can make major process overhauls difficult to implement quickly.

Because of these realities, utilities often look for targeted strategies that can be applied within existing treatment frameworks. Three proven approaches stand out: reducing DBP precursors before disinfection, optimizing chemical feed locations to limit reactions that generate DBPs, and fine-tuning coagulation to maximize organic removal. When paired with ongoing monitoring and operator engagement, these approaches can bring DBP levels under control without unnecessary disruption.

At Hawkins, we’ve seen how applying these principles in real-world settings delivers measurable results. Two recent projects – one in Stanford, Kentucky and one in Russellville, Alabama – demonstrate how a collaborative, data-driven process can solve DBP challenges while fitting each plant’s unique conditions.

In Stanford, Kentucky, municipal leaders wanted to take a proactive stance on DBP reduction to safeguard both their customers and those of a nearby purchasing utility. Late summer and early fall tend to produce the highest DBP levels due to warmer water temperatures and increased organic activity in surface water sources. To address this, Hawkins worked closely with the plant’s operators to test a blended liquid carbon product aimed at removing organics before chlorination.

The project in Russellville, Alabama, presented a different challenge. Here, elevated DBP levels had the utility evaluating the installation of a chlorine dioxide generation system – a major capital investment. Before committing, the city sought another opinion, and Hawkins was asked to review the process.

The trial was carefully integrated into the plant’s operations.

Feed rates were adjusted between 30 and 50 mg/L, and operators monitored total organic carbon (TOC) and THM levels daily. The trial achieved up to 50 percent reduction in THMs. Using the learnings from the trial, Stanford decided to implement a permanent carbon slurry feed system to maintain THM compliance.

These results highlight one of the most effective strategies for DBP control: targeting the precursors. By reducing organics before they come into contact with chlorine, operators can make significant progress toward compliance without altering the disinfectant itself. For Stanford, the project demonstrated that a relatively straightforward chemical program, applied at the right time and monitored closely, could keep DBP levels in check even during peak formation periods.

During the site evaluation, Hawkins technical staff noted that pre-chlorination was being applied at the very beginning of treatment, and sodium permanganate was being fed immediately before the coagulant injection point. This configuration limited the contact time for permanganate to work effectively and allowed chlorine to react with organics early, contributing to DBP formation.

The recommended solution was straightforward: remove pre-chlorination from the early stages and relocate permanganate feed to an unused upstream injection point. This adjustment gave the permanganate more time to oxidize organics before coagulation began, reducing the potential for DBP precursors to form.

Jar studies confirmed that coagulation performance remained strong under the new configuration, with no reduction in flocculation efficiency. To ensure the process changes would be sustainable, Hawkins provided hands-on operator training in jar testing, daily permanganate demand studies, and the use of a newly acquired UV254 analyzer to monitor organics in real time. A bulk storage tank for permanganate was also installed, reducing operator handling of the chemical and improving safety.

After the adjustments were implemented, Russellville’s DBP levels dropped by approximately 50 percent and remained well below regulatory limits in the following months. The plant achieved its compliance goals without the need for new generation equipment, illustrating that process optimization can sometimes be more effective and economical than capital upgrades.

In both Stanford and Russellville, the solutions were successful because they were tailored to the realities of each plant. Hawkins’ role was to provide the technical insight, field experience, and product expertise needed to design and support those solutions, but the success was also a credit to the operators who implemented them with care and precision.

DBP regulations are unlikely to become less stringent, and in some cases may tighten further in the years ahead. That makes proactive management essential. By understanding source water characteristics, removing precursors early, optimizing chemical applications, and maintaining strong monitoring programs, utilities can position themselves for long-term compliance.

These projects underscore a set of best practices that any utility can consider when facing DBP challenges. First, focus on the removal of organics ahead of disinfection. Every milligram of natural organic matter removed upstream reduces the opportunity for DBPs to form downstream. Second, examine chemical feed points with fresh eyes; even small changes in where and when chemicals are added can have a measurable effect on water quality. Third, validate proposed changes through jar studies and bench testing to minimize risk before full-scale implementation. Finally, invest in operator training and monitoring tools so that improvements can be maintained and adapted as conditions change.

inancing infrastructure projects is essential to the economic and social vitality of communities across the United States, particularly in rural areas. Quality infrastructure – such as water and sewer systems, roads, bridges, schools, and fire stations – forms the backbone of local communities. In rural America, where populations are more dispersed and private investment is often limited, public financing tools like municipal bonds and innovative financing programs play a crucial role in bridging the funding gap. These investments not only improve dayto-day life for residents but also make rural regions more attractive for businesses, helping to retain local jobs and spur new economic opportunities.

Bridging this gap necessitates strategic financial investments, and that’s where the significance of financing tools like the Rural Water Financing Agency (RWFA) comes into play. RWFA is a public agency headquartered in Bowling Green, Kentucky, and its primary function is to mobilize financial resources for governmental projects. Raymond James serves as Bond Underwriter for the RWFA Interim Program and as Municipal Advisor for the RWFA Flex Term Program. My colleagues at Raymond James and I have worked with RWFA and its predecessor (Kentucky Rural Water Finance Corporation) since 1995 to finance more than 800 projects for over $1.8 billion. to affordable infrastructure financing in my home state of Kentucky and throughout the country.

The Rural Water Financing Agency plays a pivotal role in mobilizing financial resources from various channels, including the municipal bond market, to offer funds that can be strategically deployed for a variety of projects. The RWFA funding is available through its two financing programs to governmental borrowers throughout the country: RWFA Interim Program • Provides tax-exempt construction financing to borrowers with a USDA Takeout • Streamlined and efficient application and documentation • Fixed rate for the term of construction • All costs included in the loan rate • All interest is capitalized until the end of construction RWFA Flex Term Program • AA- rated program offers borrowers access to tax-exempt markets at low rates • No debt service reserve requirement • Fixed rate terms from 1-30 years for a variety of project types • Funding can be provided in 60-120 days (depending on regulatory requirements) • Projects not subject to federal regulations (BABA Act, American Iron and Steel, Davis Bacon) Waterproof | Winter 2025 | 19

The RWFA Flex Term Program has been particularly active recently as communities have determined that financing their projects quickly and without some of the federal regulations (BABA Act, American Iron and Steel, etc.) is most beneficial to them. Just in 2025, the RWFA Flex Term Program issued over $150,000,000 to fund 36 projects in 11 states. The upcoming December 2025 issuance is expected to provide approximately $70,000,000 in financing to nine projects in seven states. This increasing momentum has led to a variety of projects being financed by RWFA around the country such as water and sewer improvements, a new library, fire trucks and fire station renovations, a new parking facility, a new multi-purpose event center, healthcare facility improvements, a new correctional facility, school building improvements, land purchases, and refinancing.

These RWFA Flex Term loans have been secured by revenues, general obligation pledges, special obligation pledges or other tax revenues. This flexibility ensures that the unique challenges faced by different communities are addressed and fostered by a more effective, efficient and consistent financing approach.

Furthermore, the Rural Water Financing Agency plays a pivotal role in leveraging partnerships and collaboration.

By facilitating alliances with governmental bodies and state rural water associations, RWFA amplifies its impact and creates a network of support for infrastructure projects. To date, RWFA has partnered with 19 state rural water associations that are contributing to enhancing the financial resources available to borrowers in their states.

entucky Rural Water Association (KRWA) is proud to highlight an exciting opportunity that is already making a measurable impact on workforce recruitment and retention across the Commonwealth. Thanks to the National Rural Water Association (NRWA), Apprenticeship Training Stipends are now available to individuals enrolled and actively participating in NRWA State Rural Water Affiliate Registered Apprenticeship Programs. These stipends – funded by a U.S. Environmental Protection Agency grant – are designed to strengthen rural utilities by supporting the professionals who keep water and wastewater systems safe, reliable, and sustainable.

As utilities across Kentucky continue to face turnover, retirements, and rising technical demands, this stipend program is proving to be a powerful tool for attracting new talent and recognizing those who invest in their long-term development.

A CAREER PATHWAY WITH BUILT-IN REWARDS • For Apprentices: A $5,000 Incentive for Progress Apprentices participating in an NRWA-approved Registered Apprenticeship Program can earn a $5,000 stipend after reaching key training milestones: Completion of 1,000 On-the-Job Training (OJT) hours Completion of 70 Related Technical Instruction (RTI) classroom hours Completion of required WaterPro Academy courses These requirements ensure that the stipend directly rewards sustained commitment, real skill development, and active participation in the water and wastewater trades.

• For Mentors: A $2,500 Reward for Guiding the Next Generation Successful workforce development depends not only on new recruits – but also on skilled operators willing to guide them.

PFAS Cost Recovery Program Phase 2

In partnership with the National Rural Water Association and Napoli Shkolnik PLLC, we are sharing this call to action with you concerning the Phase 2 Settlement Deadline for the PFAS Cost Recovery Program.

Is this supported by our Association?

Yes, this program was initiated in 2018 when National Rural Water Association engaged the law firm of Napoli Law to file litigation on behalf of its members and all public water supplies. We encourage your system to register into the settlement to lessen the financial burden on your system and rate payers.

Act Now to Access Funding Gain access to $15.4 Billion Dollar Settlement for PFAS Detections and Contamination. Systems must register to receive this funding. There is zero cost to register into the program.

Deadlines and Urgency 3M/DuPont Settlements Phase 1 of the 3M/Dupont settlement has ended.

Phase 2 of the settlement is now open for systems that tested after June 22, 2023.

The deadline to register in the program to be eligible for the settlement is July 12, 2026.

Additional Settlements Twelve other companies are in the settlement process with no set deadlines yet. Napoli Law will ensure your system is included in all applicable settlements.

Who is Eligible?

Any public water system that has tested and found detections of ANY PFAS chemical, at any level, is eligible to receive an award from this settlement based on level of detection and maximum daily flows. This includes all 29 PFAS compounds included in the UCMR5 monitoring rule.

How much will my utility receive?

There is no cost to register into the cost recovery program. Your utility will have no costs unless Napoli Law recovers funds for your system.

The amount will depend on the level of detection, the compound detected, and maximum daily flows.

Unrestricted Funds

There are no strings attached to the funding your system receives; the decision to utilize funds is at the discretion of the utility. There are no approvals or reporting requirements.
