Louisiana Rural Water Association continues to increase the number of programs and services we provide to our members. Our dedicated staff travels over 500,000 miles a year in Louisiana providing technical assistance to utility system personnel on the daily operations of their systems. LRWA trains more than 4,000 operators a year and provides more than 7,000 on-site visits per year to the water and wastewater systems in the state.

LRWA MISSION STATEMENT
LRWA provides our water and wastewater utility members with the highest quality of leadership, representation, support services, and Emergency Response services in the event of a natural or man-made disaster.
Louisiana Rural Water Association (LRWA) is governed by a membership elected Board of Directors. LRWA is a non-profit organization established in 1978 to assist small water and wastewater systems through training, onsite technical assistance, and state operator certification. Our assistance is geared toward the operation and maintenance of water and wastewater systems and to assist them in understanding the rules and regulations of said operation. LRWA has been the driving force providing water and wastewater training and technical assistance to the small towns and rural areas of all sixty-four (64) parishes of Louisiana. In short, LRWA has a proven track record of providing the highest quality training, technical assistance and information, products and services necessary for promoting public health and environmental protection. The professional staff of LRWA is skilled in all areas of water and wastewater operations and management. The goals of Louisiana Rural Water Association, through the Safe Drinking Water Program, are to protect the public’s health by ensuring the provision of safe drinking water and compliance with federal and state rules, regulations, and standards as we have in years past.
Technical assistance is a key ingredient in LRWA’s effort to improve the quality of utility services in rural Louisiana and America. More than 2,700 water and wastewater systems benefit from this assistance each year. Our dedicated group of professional technical
assistance providers makes over 7,000 on-site visits annually. They assist systems with their efforts to comply with complex regulations and to protect the public’s health.
LRWA provides assistance by telephone, on-site technical assistance, and classroom instruction training. We have various programs in place with qualified field technicians per program. EPA Training & On-site Assistance Program
Funded by National Rural Association through the Environmental Protection Agency, Louisiana Rural Water Association has one (1) Training Specialist covering the state. This program provides technical assistance to systems with a population under 10,000 across the state. The program also offers training sessions to update systems on the Safe Drinking Water Act rules and regulations. The training hours received is used to comply with state re-certification requirements.
Water Circuit Rider Program
Funded by National Rural Water Association through USDA-Rural Development, Louisiana Rural Water Association has three (3) Water Circuit Riders covering the state providing technical assistance to water system operations specialist on the daily operations of their system. These services include on-site visits and information on Safe Drinking Water Act rules and regulations, water quality analysis, disinfection and chemical feed, treatment processes, distribution maintenance, line and valve locations, pump and motor maintenance and rate structures.
Wastewater Program
Funded by National Rural Water Association through USDA-Rural Development, Louisiana Rural Water Association provides on-site technical assistance throughout the State of Louisiana with one (1) wastewater technician. Technical assistance provided includes treatment plant operations, maintenance, finance, management, regulatory requirements (EPA and DEQ permits), health concerns and operator certifications. The wastewater technician can also offer assistance for systems that will be constructing new treatment plants. Our wastewater technicians provide training sessions throughout the state on a small scale. This small-scale training enables them to have more of a one-on-one with the operators, managers, etc.
Source Water Protection Program
Funded by National Rural Water Association through the United States Department of Agriculture, LRWA provides technical assistance to rural and small communities served by public water systems to reduce or eliminate the potential risks to drinking water supplies through the development of Source Water Protection Plans and providing assistance to entities with the “substantial implementation” of contamination prevention measures.
Energy Efficiency Program
Funded by National Rural Water Association through USDA-Rural Development, Louisiana Rural Water Association provides on-site technical assistance throughout the state with one (1) Energy Efficiency Technician. The primary goal of the Energy Efficiency Technical Assistance Program is to assist rural and small community water and wastewater utility systems in evaluating their energy needs, consumption and costs; recommending measures to reduce energy consumption; and identifying potential funding sources for improvements.
EPA Training and Technical Assistance for Small and Rural Wastewater Systems
Funded by the National Rural Water Association through the EPA, this program provides on-site, face-to-face training and technical assistance to operators, managers, and decision makers of small wastewater systems to help achieve and maintain compliance with the Clean Water Act requirements and National Pollutant Discharge Elimination System regulations.
EPA Technical Assistance for Small and Rural Decentralized Wastewater Systems
Funded by the National Rural Water Association through the EPA, this program is to support rural communities in securing sustainable water quality for the future propose to execute a plan that advances equity, delivers accelerated results, and builds capacity.
EPA Acquisition of Finance Training and Technical Assistance
Funded by the National Rural Water Association through the EPA, this program provides on-site, face-to-face training and technical assistance to operators, managers, and decision makers of small wastewater systems to help achieve access to funding sources.
Manufactured Homes Technical Assistance and Training Program
Funded by the National Rural Water Association through the USDA-Rural Development, Louisiana Rural Water Association provides one (1) Community Water and Wastewater Specialist to provide hands-on, on-site technical assistance and training to identify and evaluate solutions for water and wastewater problems. Prepare applications for water and wastewater disposal loans and grants. Assist with the improvement of the management, operation, maintenance, and sustainability of water and waste facilities, and address emerging contaminants of drinking and surface water supplies.
Bipartisan Infrastructure Legislation Program
Funded by the Louisiana Department of Environmental Quality, LRWA provides one (1) technician to conduct wastewater system assessments with a focus on enforcement corrections which would allow wastewater systems to achieve compliance. The technician assesses community enforcement action corrections, permit effluent exceedances, system operation and maintenance, and consolidation activities in an effort to provide a feasible idea to resolution, as well as primary alternative.
Apprenticeship Program
Funded by National Rural Water Association through USDA/RUS, Louisiana Rural Water Association has one (1) Program Coordinator who is responsible for the general oversight of the day to day operations of the program, community outreach and partnering with state and local agencies, recruitment of employers and apprentice participants and sourcing for program funding and financial assistant for participants.

Rural Water Energy Program
Louisiana Rural Water Association offers specialized training and technical assistance to small water and/or wastewater systems with five (5) field technicians in the State of Louisiana. The program is designed to reduce energy consumption and increase the efficiency of operation with emphasis on the following:

Capacity Development
Funded by the Louisiana Department of Health, Louisiana Rural Water Association has one (1) technician who provides on-site assistance to resolve technical/operational problems that plague public water systems statewide to stay in or come into compliance with current and upcoming federal regulations in accordance with the Safe Drinking Water Act. This program also provides either on-site or at a designated location, classroom training to policy and financial decision makers of public water systems statewide (managers/ board members/mayors/city council members and others) of their legal responsibilities of preserving public health in accordance with the requirements of the Safe Drinking Water Act
Rural Water Board Development Training
This training focuses specifically on providing training to governing officials and utility managers of small rural water and wastewater systems. This training emphasizes topics that will enhance knowledge of basic governing skills and responsibilities and also offers guidance in specific areas such as setting goals and policies, hiring and managing managers, ensuring adequate financing and accountability and board self-evaluation.
It will also work with board members and upper management in expanding their system’s financial, managerial and technical capacity through the use of self-assessment. Training in areas of budgeting, policy-making, customer relations, and board member’s legal obligations will assist each system with their capacity development process.
Very Small Water System Training Program
Louisiana Rural Water Association offers the Very Small Water System (VSWS) Training Program to all water and wastewater systems throughout Louisiana. LRWA provides six (6) one (1)-day training sessions located throughout the state annually. The VSWS Program targets the small systems (systems under 500 pop., mobile home parks, subdivisions, etc.). The training is done by the LRWA staff in conjunction with LDH and other sources available through LRWA.
Funded by the Louisiana Department of Environmental Quality, LRWA provides workshops educating the homeowners on the importance of inspecting and maintaining their own individual home sewage treatment systems. Homeowners are instructed on how their systems work, how to conduct a thorough inspection, and how to maintain their system (through repairs, upgrades and pump-outs as needed).
Conference
LRWA provides an Annual Conference to over 1,500 water and wastewater systems operations specialists, as well as mayors, board members, clerks, and decision makers. The conference allows these professionals to receive expert training, as well as up to 32 hours of re-certification credits. Our conference has had more than 150 exhibitors displaying their state of the art products, which is important to the water and wastewater industry. Our annual conference places water and wastewater personnel in touch with vendor’s products while obtaining valuable training.
Training Program
LRWA takes pride in the Training and Technical Assistance that we offer throughout the year from one end of Louisiana to the other. The training sessions are instructed by individuals with a wide variety of expertise in water and wastewater-related areas, as well as Louisiana Department of Health – Office of Public Health personnel to keep attendees abreast of current and changing State Regulations. LRWA offers a wide variety of training sessions such as Environmental Protection Agency, Very Small Water System, Board/Council Member, Wastewater, Safe Drinking Water “The Basics” as well as our Annual Conference which includes Certification Training and Technical Training for office personnel.
LRWA provides 32 hours of training for water and wastewater certification Levels 1 and 2 at the Wayne Fontenot Training Center located at our office in Kinder. This training provides educational instruction to assist with the certification exam as well as to meet all state and federal regulations by learning the Rules and Regulations of the Safe Drinking Water Act and the Clean Water Act
The LRWA’s specialized training sessions provide water and wastewater operations specialists with an opportunity to solve problems by sharing ideas with state and federal agencies, engineers, contractors, manufacturers, and other operations specialists. Training sessions cover a broad spectrum of needs ranging from water treatment, state and federal water and wastewater regulations, to financial management practices, and operator certification. This training allows water professionals to upgrade their skills, improve the quality of their utilities’ service, and protect their community’s health.
LRWA provides one-day or two-day training sessions to keep systems updated on Safe Drinking Water Act Rules and Regulations, Water Conservation, Operation & Maintenance, Board/Council Members Training, and Training for Secretaries, Clerks, Office Managers, etc.

Following the impacts of Hurricane Katrina and then Hurricane Rita, it became apparent that even with the extraordinary efforts of utilities, water associations, and state regulatory agencies, the demand for resources and knowing where those resources were available overwhelmed the ability to effectively coordinate the initial response. Realizing that utilities needed a different approach, leaders in the water community and state agencies have joined together to create the Louisiana Water/Wastewater Agency Response Network or LaWARN.
Our mission is to support and promote statewide emergency preparedness, disaster response, and mutual assistance matters for public and private water and wastewater utilities. The LaWARN program provides its member utilities with:
• A standard omnibus mutual assistance agreement and process for sharing emergency resources among members statewide.
• A mutual assistance program consistent with other statewide mutual aid programs.
• The resources to respond and recover more quickly from a disaster.
• A forum for developing and maintaining emergency contacts and relationships.
• New ideas from lessons learned in disasters.
Legislative
LRWA works with coalitions to provide data and disseminate rules and regulations to evaluate effectiveness and cost to rural water systems. Attend legislative sessions in Baton Rouge and Washington, DC, to inform our congressional members of the water and wastewater issues in Louisiana.

The National Rural Water Association was spearheaded in 1976 by eight states in an effort to improve the quality of life in rural areas and in small communities. In the beginning, the Association provided an opportunity for small and rural water systems to work together to solve problems related to water system management, operations, maintenance and securing financial assistance to provide safe potable water to those without it, expansion of services and new treatment facilities.
Over the past 49 years, these efforts have been refined and expanded into a coordinated set of programs. NRWA has developed into an organization consisting of 49 state affiliates in the United States, as well as Puerto Rico, which provide comprehensive training programs and technical assistance to water systems.
The Circuit Rider Program is also meeting the needs of small systems in the 50 states and Puerto Rico. As unbelievable as it may sound, each Circuit Rider makes on-site contacts with over 300 water systems each year. To further aid the systems’ needs there are currently a total of 75 Wastewater Technician Programs in the 50 states, as well as Puerto Rico, that focus on providing on-site assistance, technical training, board training and assistance with
water/wastewater systems. NRWA represents over 31,000 members, thus making NRWA the largest water utility organization in the nation.
NRWA is the servicing agent for the Loan Repurchase Program, which was the sale of FMHA loans as a result of the Omnibus Budget Reconciliation Act of 1986. The goal of the Loan Asset Program is to help maintain the integrity and soundness of the loans that were sold, through on-site technical assistance work and by inspecting all borrowers every three years. Training is also provided to increase the operational knowledge of system personnel and management knowledge of facility decision makers.
Federal legislation is monitored by NRWA to protect the interest of rural and small municipal water and wastewater systems. NRWA represents water utilities nationally to ensure a unified voice in the creation of practical, workable and feasible regulations that will support each water and wastewater system and protect the public health.

PURPOSE: The intent of this resource is to provide the requirements and procedures for issuing boil water advisories.
I. General
A. Boil Water Advisory is a public statement issued by the water system advising customers to boil tap water before consuming it. Advisories are issued when an event has occurred allowing the possibility for the water distribution system to become contaminated. An advisory does not mean that the water is contaminated, but rather that it could be contaminated; because the quality is unknown. Customers should assume the water is unsafe to drink and take the appropriate precautions. An advisory is different from a Boil Water Notice.
A Boil Water Notice is issued by the state health officer and the secretary of the Department of Health (LDH) or their authorized representatives. During a Boil Water Notice, all customers must boil their water before consuming it or use bottled water.
II. At a minimum, an advisory must be issued in the following instances:
A. a critical treatment process failure for systems with known source water contamination such as surface water systems;
B. pressure loss below 20 psi (effective 8/1/18) in a part of or throughout the distribution system;
C. total coliform rule monitoring or other monitoring reveals a harmful microbial presence such as E.Coli;
D. a water main break where dirt and debris have entered the distribution piping;
E. an event occurs which may affect the ability of the treatment plant to produce a safe, potable water including, but not limited to, spills of hazardous materials in the watershed and unit treatment process failures;
F. a waterborne disease outbreak potentially attributable to the water system has occurred and is discovered by the supplier;
G. as a precautionary measure, prior to a hurricane making landfall (in this situation, the advisory would most likely be issued by LDH-OPH to the area(s) which would be affected by the hurricane).
Note: These situations are not the only times when an advisory should be issued. Specific situations, upon consultation with LDH-OPH, may also call for a boil advisory.
III. Upon learning of a situation which would necessitate consumers having to boil their water, LDH-OPH personnel would consult with water system personnel about issuing a Boil Advisory to those customers affected by the situation stressing the positive side of the water system taking the initiative to issue the boil advisory on their own rather than being ordered to issue a boil notice by the state health officer.
IV. Boil water advisories shall not be lifted until the following is met:
A. Adequate number of samples are negative for total coliform; i. Rule of thumb is ~ 1/2 of the routine TC samples for system-wide advisories;
B. All samples met the minimum disinfection residual (0.5 mg/L).

Therefore, as a precaution, the ________ Water System is issuing a BOIL ADVISORY effective immediately. This BOIL ADVISORY is to remain in effect until rescinded by the Water System.
It is recommended that all consumers disinfect their water before consuming it (including fountain drinks), making ice, brushing teeth, or using for food preparation or rinsing of foods by the following means:
Boil water for one (1) full minute in a clean container. The one minute starts after the water has been brought to a rolling boil. (The flat taste can be eliminated by shaking the water in a clean bottle, pouring it from one clean container to another, or by adding a small pinch of salt to each quart of water that is boiled.)
Again, please be sure to disinfect your own water prior to consumption until you have been advised otherwise.
The ________ Water System will rescind this Boil Advisory upon notification from the Louisiana Department of Health – Office of Public Health that additional water samples collected from our water supply system have shown our water to be safe.

§7307. Levels (Classes) of Certification for Types of Facilities
A. Required levels of certification for an operator, based on facility classification, are as follows:

A. Whereas R.S. 40:1141-1151 specifies minimum operator qualifications in years, these values have been converted to “points” for ease of integration with continuing education credits and substitutions between education and experience. Operator qualifications for the various levels of certification shall be determined by minimum point values as follows:
NOTE: A minimum educational requirement of a High School Diploma (or G.E.D.) is applied to ALL levels of certification. Required point values for education and experience are in addition to this minimum level of education. Point value required for Classes 1 and 2 may be from experience alone although 25 percent of this value may be acquired from education credit. No more than 75 percent of the total required points for Classes 3 or 4 may be obtained from education or experience alone.
§7317. Operator-in-Training
A. Operator-in-Training certificates may be granted to newly hired personnel, who have not previously been certified, or who have not held any type of certification for in excess of two years, and who do not presently qualify for a professional or provisional certificate. Such individuals may make application for the appropriate category (water, wastewater) of operatorin-training certificate. The certification officer will then begin maintaining records of all approved education, training and experience credits accumulated by the

operator-in-training. An operator-in-training certificate shall be valid for a period of 24 months from the date of issue, and may be renewed in the same manner as provisional or professional certificates. Operators-in-training may not be designated as the operator of the system/facility.

§7321. Examinations – General
A. All operators wishing to become certified by the State of Louisiana, must pass an examination demonstrating they have the necessary knowledge, skills, judgement, and abilities as specified by the committee of certification. All exam questions will be validated by the committee of certification or their appointees.
B. Exams shall be conducted in the English language.
C. The committee of certification has established open examination periods for water and/or wastewater operators to be examined. They are as follows.
1. One annual open exam shall be conducted at the conclusion of the annual Louisiana Conference on Water Supply, Sewerage and Industrial Waste “Short Course,” meeting which is held in various locations around the state.
2. One open exam shall be conducted at the conclusion of the Louisiana Rural Water Association Annual Conference.
3. Other open examinations may be scheduled at other locations as determined by the committee of certification based on their determination of need subject to provisions of §7305 of these Rules.
4. Application for examinations to be given following scheduled training courses, seminars, workshops, etc., (as listed in §7329 and §7331 of these Rules) will be
considered on a case-by-case basis by the committee of certification.

§7323. Examinations –
Individual Operator Requirements
A. Individual operators must make written application to the committee of certification to take each examination or series of examinations. The application forms will be made available to the examinee prior to the exam period with ample time given to allow completion prior to the actual exam period. The operator (examinee) carries the responsibility for the accuracy of the information contained in the application.
B. Applicants for certification examinations must pay the prescribed exam fee at the conclusion of testing (see §7333 of these Rules).
C. All examinations shall be administered in the English language. Requests for examinations to be administered orally may be considered by the administrator, upon written request by an applicant, submitted at least 30 days in advance, with verifiable proof from a physician that the applicant has a medical condition temporarily preventing him from taking the examination in the conventional manner.
D. Exams shall be taken and passed in sequence from the Class 1 to the Class 4 in each category.
E. Applicants may not apply to take and may not take examinations for certification higher than one level above that for which they are currently qualified.
F. If an applicant takes an examination and fails to attain a passing grade (70 percent or higher), he must wait a minimum of 90 days before he can take another exam in the same category and level. After three failed attempts at the same examination, an applicant will be required to attend a 40-hour training course before retesting will be allowed.

G. All examinations will be graded by department personnel and retained for two years. The examinee will be notified of the results. Examinations will not be returned to the examinee, but may, upon written request, be reviewed in the Operator Certification Program Office in Baton Rouge within 30 days following receipt of the notification of results.
H. Individuals caught cheating during the operator certification examinations or found to have prejudiced these exams or applications in any way shall be entitled to an administrative hearing before the committee of certification. If the committee finds that valid grounds exist, it shall revoke the subject’s current certificate, it may refuse to certify the applicant and it may reject future applications. As provided in the Administrative Procedure Act, an aggrieved party may seek judicial review of the committee of certification’s action.

§7327. Renewal and Recertification
A. Renewal Requirements. In order to qualify for renewal of certificates held in any and all classes, all operators of water and sewerage works shall enumerate, certify and provide evidence that he/she has attended a minimal number of contact hours of approved operator training for each certificate held during the
previous two-year certification period. A minimum of 16 contact hours is required for renewal of any certifications held in water categories or 8 hours per certificate whichever is the greater. Likewise, a minimum of 16 contact hours is required for renewal of any certifications held in wastewater categories. Failure to attend the required training or failure to furnish the required information shall constitute grounds for refusal to renew the certificate. Approved training is defined as the completion of any of the training courses listed in §7329. It is strongly recommended that course outlines (or lesson plans) for other proposed in-service training be submitted for approval prior to the proposed date of training.
B. Recertification. Operators for whom certification has been expired in excess of two years are not eligible to renew their license(s), and shall be required to reapply for certification under the provisions of this Rule. In such cases, applicants shall be re-examined and shall demonstrate compliance with appropriate education and experience requirements before any certificates will be issued. In those instances where an operator’s license has previously been revoked by the committee, the committee shall recommend any additional requirements for recertification that are deemed appropriate, and rule on the operator’s eligibility to reapply for a license.

INITIAL SERVICE LINE INVENTORY REQUIREMENTS
Key Components of the Initial Service Line Inventory:
As part of the Lead and Copper Rule Revisions (LCRR), the EPA requires that all community water systems (CWSs) and non-transient noncommunity (NTNC) water systems develop an inventory of all service line connections, regardless of ownership. Systems must prepare and submit an inventory that includes the system-owned and customer-owned portions of all service lines in the system’s distribution system to the Louisiana Department of Health (LDH) by October 16, 2024.
Each portion of the service line must be categorized in the following manner:
1. Lead – where the system-owned or customer-owned portion of the service line is made of lead. Lead connectors (e., goosenecks or pigtails) are not considered a lead service line. However, under the proposed EPA Lead and Copper Rule Improvements (LCRI), systems will be required to include connector material in future updates to their inventory. Water systems must replace lead connectors when encountered during routine activities.
2. Galvanized requiring replacement (GRR) –where a galvanized service line is or was at any time downstream of a lead service line or is currently downstream of a “Lead Status Unknown” service line. If the water system is unable to demonstrate (through an evidence-based record, identification method, or identification technique) that the galvanized service line was never downstream of a lead service line, it must presume there was an upstream lead service line and classify it as a GRR service line.
Under the LCRR, a galvanized service line that is (or ever was) downstream of just a lead gooseneck or pigtail connector is not considered a GRR service line.
3. Non-Lead – where the service line is determined through an evidence-based record, method, or technique not to be lead or GRR. The water system may classify the actual material of the service line ( g., plastic or copper) as an alternative to classifying it as “Non-lead.”
4. Lead status unknown – where the service line material is not known to be lead, GRR, or a non-lead service line, such as where there is no documented evidence supporting material classification. This classification is also referred to as an “unknown.”
The LCRR [40 CFR §141.80(f)(3) and 40 CFR §141.84(a)] specifically requires systems to develop their service line inventories using previous materials evaluations, construction and plumbing codes/records, water system records, distribution system inspections/maintenance records, and information obtained through normal operations. Water systems should treat the inventory as a living dataset that is continuously improved over time. The number of “unknowns” in the inventory should decrease as systems gather new information through normal operations and any proactive material identification activities in which the water system is engaged.
The following list highlights the identification methods and techniques approved by LDH:
• Historical Records Review: The first step in developing a service line inventory is completing a records review. It is vital that water systems do a thorough review to reduce the number of “lead status unknown” lines and to potentially avoid having to rely on more intensive and disruptive identification methods later. Under the LCRR, system are required to review records. Required records include: all construction and plumbing codes, permits, existing records which indicate service line materials, all water system records such as maps of the distribution system, lead and copper sample plans, historical records on each service connection, meter installation records, historical capital improvement or master plans, standard operating procedures, and all other inspection reports or records of the distribution system that indicate service line materials.
• Existing data about service line materials comes from different sources and the accuracy and reliability of these records varies by record type and location. Therefore, if a system is aware of discrepancies between their records and their knowledge of service line material, or if there is a lack of confidence in the accuracy of the records, the system shall classify the service line as “lead status unknown” until further action is taken to verify the service line material.
• Day-to-Day Operations: Under the LCRR, systems are required to identify and track information on service line material as they are encountered in the course of normal operations. Opportunities for data collection under normal operation include but are not limited to water meter reading, water meter repair or replacement, service line repair or replacement, water main repair or replacement, backflow prevention inspections, other street repair or capital projects with open cut excavations. Systems should develop a process or standard operating procedure now to document how their staff and contractors will collect this information and use it to update their inventory.
• Plumbing Codes: The official effective date of Lead Ban in Louisiana was September 20, 1988. Therefore, all service lines installed after this date can be classified as “non-lead” where a record of the date of construction or service line installation exists.
• Service Line Size: The use of lead piping greater than 2-inches was extremely rare. Therefore, LDH will allow all service lines larger than 2-inches, regardless of installation date, to be classified as “non-lead” where a record indicates larger service lines are non-lead and the system is not aware of any lead service lines in their distribution system that are larger than 2-inches in diameter.
• Visual Inspection: In some cases, water systems may be able to conduct a visual inspection to determine service line materials. One example includes inspecting meter boxes or curb boxes to determine the public and private service line materials. However, this method is not feasible in all cases as it depends on the type of meter box and arrangement of the meter tie in with the service line. If a system determines that visual identification is feasible, systems are required to document their findings for each location. LDH strongly recommends that photos are included as part of the documentation.
• Excavation/Physical Verification: Excavation methods are the most accurate but require different levels of disturbance, time investment, and cost as well as coordination with the property owner. Manual, mechanical

or vacuum excavation can be used to dig a “pothole” or test pit to expose a portion of the public and private service line on each side of the water meter. Excavation can be used as a standalone identification method, or it can be used as a tool to validate the accuracy of information obtained from records, interviews, visual inspections or other identification methods. At a minimum, LDH requires 1 pothole approximately 18" to 24" from the meter box for each portion of the service line being verified. Therefore, 2 potholes (one on each side of the meter), would be required to physically verify both the public and private portions of the service line. The distance of the pothole may vary from system to system and shall be selected based on the water system’s knowledge of how their meters tie in with their service lines and to minimize disturbance to other utilities or property.
• Interviews/Questionnaires: Interviews and questionnaires with experienced system staff, plumbers and others with knowledge of service line materials can be used to focus the inventory effort and verify system records. Experienced staff may also know where relevant historical records are located. Classifications of service line materials based on interviews or questionnaires however, shall not be used as a sole source of information for the inventory. All documented interviews and questionnaires are required to be signed and dated by the individual providing the information and shall include the individual’s affiliation with the water system and details of various projects or job duties that afforded the individual knowledge of service line materials.
• Other: LDH will consider other identification methods and techniques on a case-bycase basis. This includes: statistical analysis, predictive modeling, emerging technologies or other techniques systems feel confident will assist in their material identification efforts.

Submittal Requirements
• Under the LCRR, all CWSs and NTNC water systems are required to create and maintain a complete inventory that includes the exact address associated with each service line connected to the public water distribution system. This includes those systems who are able to demonstrate that all of their service lines (both public and private) are non-lead.
• Systems must prepare and submit an inventory that includes the system-owned and customer-owned portions of all service lines in the system’s distribution system classified as either “Lead,” “Galvanized Requiring Replacement,” “Non-Lead” or “Lead Status Unknown.”
• Systems must provide the basis of material classification for each portion of the service line (public and private) in the service line inventory (i.e., date of service line installation, service line size, records, excavation, visual inspection, etc.). A classification of “non-lead” must be supported by evidence-based records, methods, or techniques to prove it is not lead or GRR. Systems are not expected to submit their detailed records as part of their service line submittal but rather a description of the records, methods and techniques used to complete their inventory. Systems shall retain and be prepared to present their detailed records to LDH upon request.
• Due to the large amount of data LDH expects to receive, all systems are required to submit their service line information using the LDH Service Line Inventory Template (MS Excel). Systems may prefer to utilize other methods of tracking their service line materials (i.e., customized spreadsheet, database, software, billing system, etc.), however, the information must be compiled into the LDH Service Line Inventory Template for submittal to LDH.

• W ithin 30 days of completion of the initial lead service line inventory, all water systems must inform all persons served by the water system at the service connection with a “lead,” “GRR,” or “lead status unknown service line.” The notice must be provided by mail or by another method approved by the State. The notification must be repeated on an annual basis until the entire service connection is no longer a “lead,” “GRR,” or “lead status unknown service line” service line. • Upon the effective date of the EPA LCRI (Expected October 2027), systems with a “lead,” “GRR” or “lead status unknown” are required to submit a lead service line replacement plan to the state.
• Some CWSs and NTNC water systems may not have an extensive distribution system, such as those with a direct connection from a well to a single building. Systems must report the material from the well to the building inlet for their inventory.
• Water systems must make their service line inventory publicly available.
• Water systems serving greater than 50,000 persons must make the publicly accessible inventory available online.
• Water systems serving 50,000 or fewer people are not required to post their inventories online, as long as they are publicly accessible in some fashion. This may include availability by mail or inperson at the water system’s office. EPA encourages all water systems to consider providing online inventory access. This approach could decrease water system burden by eliminating costs to print and mail inventories on request as well as eliminating staff time to process additional customer transactions.
