he MN AWWA existing strategic plan was last updated in 2014 and it needed to be freshened up. AWWA had recently updated its Strategic Plan, which served as a guide for us for our Minnesota AWWA version. A group of eight of us met three times, of course virtually, to update our version to best reflect our guiding principles of how our volunteer organization works. There are a lot of great vision statements in our version of the document, but there was a couple of statements that really stuck out to me. The first being: Advance a culture of diversity and inclusion that is reflected in MN AWWA leadership and member experience. Our organization has made great strides to accomplish this goal, but there is always more room for improvement. Another statement: Employ technology to provide greater value to MN AWWA and its members. This can be said not only for our organization, but other groups that are involved in the water and wastewater sectors. This had great value to everybody in our industry for the past 18 months when we couldn’t meet face to face. Our Core Principle Statement not only guides MN AWWA, but pretty much sums up the vision all the organizations that we work for: • Protect Public Health. • Safeguard the Environment. • Strengthen Public Trust. • Advance Diversity and Inclusion. • Share Best Practices. • Inspire innovation. • Advance Access to Safe Water for Minnesota. •

And We Keep Pushing Forward…

uring the COVID-19 pandemic, the American Water Works Association has continued to work towards a better world through better water. There are many facets of AWWA that work in the direction of providing solutions to effectively manage water – our world’s most vital resource. One of the events that AWWA puts together to celebrate water is Drinking Water Week. This year Drinking Water Week was from May 2 to May 8. The event produced 3,800 social media posts in total using various hashtags. On Twitter, posts reached an astonishing 24.5 million people. Throughout the week and the days leading up to the event, materials and graphics were downloaded 11,201 times, including 3,680 social media graphics downloaded. The annual AWWA Fly-In was completed virtually this year, with 240 members meeting virtually with their respective state congressional offices. The focus of the Fly-In was to communicate interests of the drinking water community to Senate staff as they worked to advance water infrastructure legislation.

AWWA continually focuses on member engagement and development. Over the past few months, the Young Professionals Committee (YPC) held the Fresh Ideas Poster Contest virtually. Congratulations to winner Utsav Shashvatt from the Chesapeake Section for his poster on the Recovery of Ammonium, Phosphorus, and Potassium from SourceSeparated Urine Using Donnan Dialysis. The YPC has also been busy conducting a career panel and a networking event for AWWA members. AWWA staff also work behind the scenes to ensure our organization runs smoothly and efficiently. Recently, AWWA completed its 2020 financial audit with great results. Great job by our financial team. The IT department has been improving processes and taking steps in order to make the association a ‘cloud-first’ organization. This is just a small snippet of what is going on at the association level. In the near future, there will be board meetings, virtual training events, and soon some in-person events as well. I would like to wish everyone a great summer ahead, stay safe, and see you all soon. •

AWWA Testifies on Importance of Science, Source Water Protection at PFAS Hearing During testimony before the US Senate Committee on Environment and Public Works, the American Water Works Association stated that federal per- and polyfluoroalkyl substances (PFAS) regulation should be grounded in science and prioritize source water protection. Speaking on June 8 on behalf of the world’s largest association of water professionals, Tracy Mehan, AWWA’s executive director of government affairs, said AWWA recognizes PFAS as a growing concern that merits swift and serious attention. “The Safe Drinking Water Act mandates a consistent, transparent and science-based process for considering new regulations,” said Mehan, a former state and federal regulator. “AWWA supports following the steps outlined in the Safe Drinking Water Act to assure PFAS risks are effectively and efficiently reduced from our drinking water.” Source water protection is the best way to keep drinking water safe for consumers, Mehan stated. AWWA believes EPA should utilize existing laws, such as the Toxic Substances Control Act (TSCA), to understand and control PFAS risks before introducing harmful substances into commerce and that PFAS producers – not consumers or water utilities – should be liable for cleaning up drinking water and the environment.

In addition to SDWA, TSCA also helps protect public drinking water by empowering EPA to manage naturally occurring and human-made risks to drinking water. Utilizing these existing authorities, EPA should: • Provide a report in one year describing the location of PFAS production, import, processing and use in the United States for individual PFAS compounds based on data collected through TSCA. This report should be updated every two years; • Describe actions taken or planned under TSCA to restrict PFAS production, use and import and communicate the associated risks to the public; • Describe actions taken by other federal agencies regarding PFAS, specifically the departments of Defense and Health and Human Services; and, • Provide Congress with an annual report on statutory and non-statutory barriers encountered in collecting and distributing PFAS information to inform risk management decisions by EPA, states, and local risk managers. Mehan’s testimony also stressed the importance of additional research before EPA determines standards for PFAS. “Additional funding for research is needed to properly assess and address the human health effects of exposure to PFAS; identify analytical methods that quantify PFAS

levels in source water, drinking water and wastewater; and further develop technologies to cost-effectively remove PFAS compounds to levels that do not post a human health concern,” he said. Mehan discussed the need for proper funding to conduct the necessary research in the following areas: • Health effects data on which PFAS compounds pose a human health risk (and there are more than 3,000 PFAS compounds); • Analytical methods to quantify levels of PFAS compounds in environmental samples (natural waters, wastewaters, soil, finished water); and • Technologies to cost-effectively remove problematic PFAS compounds from drinking water and wastewaters to levels that do not pose public health concerns. More than 25 states have formal policy statements on PFAS management in drinking water and even more have policies aimed at controlling the release of PFAS from contaminated sites. Six states currently have maximum contaminant levels in place for PFAS, and other states have MCLs in development. AWWA stresses the importance of allowing EPA to conduct the appropriate research outlined above using the powers afforded it in TSCA, SDWA, and other statutes to best inform the regulatory process. •

AWWA Career Zone: Setting the Stage for a Successful Meeting By Laurie Dougherty

Counting on big results from your next meeting? Make sure to take time for some advance planning. Meetings have many different purposes – from celebrating a milestone to evaluating various strategies. Whatever your goal, try out the following steps to ensure a positive outcome. Start with the ‘givens:’ Before you set the agenda and send out a meeting invite, make a list of the constraints or ‘givens’ that you know about your upcoming meeting. How much time do you have? How many people can you accommodate? What is their expected reaction to the meeting topic? What meeting resources are available? What would happen if you didn’t have the meeting? Set clear objectives: Explain to participants exactly what you want to accomplish from each agenda item and the overall meeting. Be specific and

measurable, so you and your team will know whether you have achieved your objective. Prepare for curve balls: As the meeting facilitator, your job is to keep the discussion on track. To avoid situations that may derail your meeting, ask open-ended questions that lead to greater understanding and consensus. Avoid yes-no questions. If you encounter a challenging situation, take a break and evaluate what led up to it. Did the participants not have enough information or time to understand the topic? Did they have different perceptions? Shake things up: To avoid the type of boring and routine meetings that will put participants to sleep, try these simple techniques. Brainwriting: Ask attendees to silently brainstorm a list of items on their own for a few minutes, then highlight their top three-to-five ideas. Have them

share their top items with a partner and determine their group’s top six items, then share them with their table or the entire group. Gallery walk: Create posters of the information you want to share with the group and place them on easels around the room. Give your participants Post-it Notes and ask them to write their positive and negative feedback and place the notes on the easels. MDH Healthy Housing Grants The Minnesota Department of Health Lead and Healthy Homes Program (LHHP) is accepting applications for the Healthy Housing Grant (www.health.state.mn.us/ communities/environment/healthyhomes/ docs/hhgrant.pdf). The Healthy Housing Grants are intended to provide funding to perform activities related to housing-based health threats. The total amount of the grant funding for the entire grant period (October 1, 2021, to June 30, 2023) is $720,000. This will be distributed to grantees at

A team of CCTV (closed-caption televising) experts from the Metropolitan Council-Environmental Services (MCES) provided an opportunity for students to learn about CCTV operations. he newly-developed Water Utility Treatment and Technology program, offered through Saint Paul College, is underway. The first cohort has completed two of the nine program modules. Taught by water and wastewater professionals, students learn about safe drinking water, water distribution and quality, inspection, and Gopher State One Call locating. Additionally, students gain an understanding of wastewater collection, conveyance, and treatment. Centrally located downtown Saint Paul, the Water Utility Treatment and Technology (WUTT) Program provides increased opportunities for students of all diversities, genders, races, etc. Bus routes, LRT rails and stations, along with bike pathways, are near the College. Students are able to participate in field trips, meet and learn from industry experts, have hands-on experiences, and view demonstration of processes, equipment, and technology.

“The WUTT Program offers students a career pathway opportunity that may lead to a lifelong profession in the water and wastewater industry,” Carol Kaszynski, WUTT Advisory Board Chair, states. The WUTT Program started from a need to recruit talented and competent people to fill vacancies created by retiring baby boomers. “There is a job shortage in the water and wastewater industry, and we need qualified, educated and trained workers.” Educational resources and monetary funds are still needed for the program. Items include equipment for the water/wastewater lab, textbooks and guides for the students, tuition assistance, and conference scholarships. This team of researchers was well poised to leap into action when concerns about the novel coronavirus arose. They now have two active projects related to COVID-19. Both projects build on their expertise and represent a continuation of their primary research interests.

Leaving buildings vacant and unused can lead to stagnation within the plumbing. Stagnation can lead to serious concerns. Many university, commercial, and industrial buildings were shut down

during the COVID-19 stay-at-home order. A period of disuse can cause chlorine levels in the water systems to fall and temperatures to change (rise in cold water pipes and fall in hot water pipes). Such an environment leads to a host of water quality changes including rise of toxic metals like lead and growth of opportunistic pathogenic

bacteria like Legionella spp. These organisms are known as opportunistic pathogens because they typically cause disease in individuals with weakened immune systems or other chronic health impairments. Many of the organisms found in our water pipes, including opportunistic pathogens, exist naturally in soil and

They are usually kept in balance in a regularly working water system. However, if a system sits idle and the microorganisms are allowed to grow unchecked, the levels of such pathogens could become unsafe. Legionella is one genus of pathogenic bacteria that often flourishes in stagnant building water. Like SARS-CoV-2, many species of Legionella, especially Legionella pneumophila, cause respiratory illness in humans and are most infectious in aerosol form where they can be inhaled into the lungs, such as during showering. Legionella can cause Legionnaire’s disease, which can be even more deadly than COVID-19, as well as a less-serious, flu-like ailment called Pontiac fever. The industry has been aware of these issues related to stagnation, and Hozalski and Timothy LaPara are discovering how quickly those issues can arise. They are researching the best practices for flushing water systems prior to re-opening buildings in order to avoid aerosolized opportunistic pathogens. They drew water samples from shower facilities in five buildings on the UMN Twin Cities campuses: the Minneapolis

Health and Recreation Center, the St. Paul Gym, two buildings in the new Athletes Village, and Cooke Hall. To test for Legionella, water samples were collected and molecular or DNAbased assays and culture-based assays were performed. First, the showerhead was removed and the neck sterilized. These steps ensure that the water sample is not contaminated by anything in or on the showerhead or on the outside of the piping. A first-draw sample of the stagnant water is collected, and then additional samples are taken over time during a flushing of 30 to 45 minutes. Then, the researchers return two to three days later and again one week later to collect more first-draw samples. Thus, they can assess how the water quality changes after flushing. Culture-based assays are fairly simple. The water sample is mixed with certain reagents needed to grow the specific organism, in this case Legionella pneumophila, and poured into a tray. Growth of microorganisms can be seen by color changes in the different test wells of the tray after a week of incubation at the proper temperature.

Molecular (DNA-based) assays are more complicated. DNA must be extracted from the sample and then the number of copies of the target gene specific to a given organism of interest are determined using a quantitative PCR test. Preliminary results suggest that the most concerning organism, Legionella pneumophila, was not present in the stagnant water in the tested buildings, but that other species of Legionella and other opportunistic pathogens were present. Flushing can usually rid the piping of the concerning organisms in under 15 minutes. Hozalski and LaPara have found the organisms return just a few days later if the water is allowed to stagnate again, so repeat flushing or regular water use is necessary to keep these organisms at bay. Timothy LaPara and Raymond Hozalski were able to use established protocols and build on their expertise to address a known consequence of idle buildings and address a collateral consequence of stay-at-home orders. SARS-COV-2 LaPara and Hozalski were able to quickly pivot their research to test for the novel coronavirus, and their work is helping to elucidate potential risks of exposure from non-disinfected water supplies.

n June 24, 2020, Timothy LaPara was in Pope County collecting water samples from homes with private wells. He was looking for evidence of coronavirus, officially SARS-CoV-2, in a groundwater source. LaPara and his co-investigator Raymond Hozalski investigate microorganisms in drinking water, and they were of water resources called the fecal-to-oral transmission route, whereby human waste can enter into lakes, rivers, or groundwater (via leaky sewer lines, septic systems, spills, etc.), contaminate a water supply, and ultimately infect humans. Recent research has shown that groundwater in Minnesota and surrounding states is often contaminated with viruses that can cause illness in humans. Other researchers have reported finding the SARS-CoV-2 virus in raw sewage, and are in fact, monitoring sewage as a means to estimate COVID-19 infection rates in cities. LaPara and Hozalski felt that if SARS-CoV-2 is in human waste, and viruses are known to contaminate groundwater, it was only a matter of time before SARS-CoV-2 makes its way into drinking water wells. Both recognized the situation as ripe for investigation. They began investigating the fate of SARS-CoV-2 in the environment as they had done with many other microorganisms. They have established protocols for analyzing the microorganisms that are present in a particular water sample,

yet the SARS-CoV-2 virus was new. Before proceeding, they used published information on the SARS-CoV-2 RNA sequence to develop a method to analyze for SARS-CoV-2 in their water samples. LaPara and Hozalski did not expect to find SARS-CoV-2 in homes supplied with treated municipal water supplies. Cities or areas that disinfect water before distribution generally have safe drinking water, free of contamination with such harmful microbes. The greatest likelihood of opportunity for the fecal-to-oral route would arise from private wells or cities that do not disinfect, but rely solely on the natural filtration of the soil and subsurface. Water in underground wells has slowly percolated through the ground, following a path LaPara likens to that of a ball dropping through a Plinko grid. Following the natural, circuitous path takes a long time, and as the water moves along many impurities are removed. Sometimes, however, the natural filtering process can be disrupted. A crack underground could allow water containing human waste to flow directly into an aquifer without slowly percolating down through the ground and being filtered. Such a situation could allow contaminants to enter the groundwater reservoir. Once a virus enters the cool, protected, underground environment of a groundwater reservoir, it can remain viable for a long time and eventually reach a drinking water well.

So, LaPara and Hozalski set about to study the fate of SARS-CoV-2 in the environment, traveling Minnesota to gather water samples from private wells, untreated city water systems, and a few disinfected sources as ‘negative controls’ for validation. The researchers collected samples via outdoor hose spigots at houses representing the various types of source water. In one Pope County yard, LaPara lets the water run long enough to ensure the water is coming from the main, to avoid confusion that can come from the

household environment (which can have a significant effect on water quality). He takes standard measurements for pH, temperature, and chlorine. He sterilizes the tap using a torch and attaches a membrane filter about as long as his forearm. Once the filter is set up, about 200 gallons of water are run through the filter. The residue collected in the membrane represents all of the microorganisms in the 200 gallons of water. That residue will be concentrated (a process including coagulation and flocculation) and then tested.

SARS-CoV-2 is an RNA virus, so the RNA is extracted from the sample and assays are done to identify the presence of the virus. To identify a piece of RNA, it must first be converted to the corresponding DNA before it can be copied or multiplied. This process is very similar to the diagnostic tests used to determine if an individual is infected with COVID-19. However, a nasal swab test simply determines if the virus is present. LaPara and Hozalski want to determine the number of viruses present in the water (that is, the concentration of viruses). They use a technique called quantitative PCR. A complicating factor with SARS-CoV-2 is that it is most infectious in an aerosol form. A person may be unharmed/uninfected by drinking the water, but taking a shower with that same water could potentially lead to an infection if the virus is still viable and in high enough concentration. The 1,000-liter samples LaPara and Hozalski draw are large compared to typical water studies (a standard assay requires around 0.1 liter). The large samples allow LaPara and Hozalski to run very sensitive tests and discover microorganisms in small concentrations. Even so, it is still unlikely to find groundwater samples that test positive for the virus, especially so soon after the outbreak began. LaPara and Hozalski obtained a ‘positive control’ sample from other researchers who had isolated the sample from sewage in an area on the east coast that had higher rates of COVID-19 infection. LaPara and Hozalski were able to quickly pivot their research to test for the novel coronavirus, and their work is helping to elucidate potential risks of exposure from non-disinfected water supplies. Their inspired action supports the ability of society to maintain clean and safe water supplies. Purpose of the Award: To recognize special performance in one or more of the following: 1. Continuous compliance with all public health standards in treated drinking water. 2. Consistent and outstanding contribution to plant maintenance thereby prolonging the useful life of equipment. 3. The development of new and/or modified equipment or significant process modifications to provide for more efficient and/or effective treatment. 4. Special efforts in the training of treatment plant operators. 5. Special acts not directly related to water treatment, but which demonstrate dedication to the public beyond the normal operating responsibilities. 6. Consistent and outstanding contribution to operation and/or maintenance of distribution lines, pump stations, and reservoirs.
