ust like that, registration for the Annual Conference is underway!

This year’s conference is (or, as you read this, could be occurring right now) taking place September 15-18 at the DECC in Duluth. As always, the conference will be packed with amazing educational sessions and networking opportunities and a stacked vendor hall with all the usual competitions. Get your teams ready! Don’t forget about Tuesday’s philanthropic events that include something for just about everyone including golf, sporting clays, fishing, and an opportunity to volunteer at Hartley Nature Center. The bags tournament is on again at Canal Park Brewery!

In June, the Association wrapped up ACE – AWWA Annual Conference & Expo held this year in Washington D.C. As can be expected, the Minnesota Section was well represented with staff assisting in conference logistics, members participating in technical presentations, and of course, our competition teams demonstrating their expertise. Pipe tapping teams from Minneapolis and St. Paul, along with our meter challenge competitor from Bloomington.

Back in Minnesota, the Board approved the new strategic plan at the June meeting. The updated plan better aligns the Section’s vision

and mission with the Association with a focus on core principles and objectives that are tailored to Minnesota and our collective Section goals. It was a robust process with dedicated participation by the committee resulting in an updated clear document that will guide the future work of the Section. As my time as Board Chair comes to a close, I want to thank Past Chair Kabby Jones and Chair Elect Michelle Stockness for working closely with me to help guide the Board in 2026. I would like to also extend gratitude to the Board and all Section volunteers who continue to make the Minnesota Section so strong. Lastly, thanks to all of you who make being a member of the MN AWWA so rewarding!

As I close out this message from the Chair, I’ll remind you again that now is the best time to consider becoming more involved with our Section. Did You Ever Know that You’re My Hero?

E

arlier this summer, I attended ACE26 in Washington, DC. Over 10,000 people attended the annual event, which is AWWA’s largest. It’s always amazing to me to see the size and scope of the conference: the vastness of the exhibit hall, the number of sessions and activities going on at any given time, and the opportunity to see so many old friends and meet new ones.

This year, we had over 200 people from New York and New Jersey, plus Minnesota and Iowa come together at a local restaurant/bar called ‘Calico’ on the Sunday evening of ACE. And during that evening, something happened that ended up giving me some inspiration for this article.

I wiped out while wearing a superhero cape.

Yes. You read that correctly. Each year, during the ACE Opening General Session, Sections are encouraged to sit ‘by Section’ and to potentially all wear something to distinguish them. With the theme of ACE26 being ‘Water Heroes,’ we decided to wear customized superhero capes. So, during Sunday night’s Joint Section Reception, I was showing off our new AWWA capes and attempting to demonstrate how section members would ‘fly’ into the Monday morning Opening General Session and make an impression on all the other Section as to how cool we are.

Suffice to say, in my attempt to demonstrate how a superhero ‘flies,’ I made an impression alright – an impression on the pavement! My flip-flop got caught somehow, and I splatted right down on the ground.

Not exactly the graceful action I was aiming for. Thankfully, a nice man named Thad Daniels, who I had just met that evening, was there to offer a hand and help me up.

But it made me think about how superheroes are never perfect, they always get up when they fall, and how they have friends that help them. Superman had kryptonite, but he also had Jimmy Olson.

Batman had Alfred. The Green Lantern had Kato. Peter Parker had Uncle Ben and Aunt May. Buffy had Willow and Xander. Call them mentors, sidekicks, or friends – superheroes, while often working in isolation, are not entirely alone.

‘Water Heroes’ as the theme of ACE26 is a clear and true message: water professionals are heroes. We protect public health daily. We are dedicated. We are strong. We go above and beyond. We do the right thing and make sure our communities are vibrant and thriving by providing safe water under all conditions. We work long hours, we are essential now, and essential always. But we also have our own heroes,

I’m going to shout out a few other names of those who I count in my superhero circle: Brian, my partner of 25 years; my brother, and my grandmother are among my heroes. Mrs. Gavin (my fifth-grade teacher) was one of my heroes. Nancy Sullivan, Stacy Cacallori, Pat Connelly, Jon Eaton, Alex Wells and Pat Cole – you are among my heroes – would you ever have guessed that? If you are surprised to see your name in my list, it’s probably because I’ve never told you that you inspired or guided me in some way that made a lasting impact on me. Maybe we should all take a moment to thank those who have been our heroes.

Who are YOUR heroes? Is there someone that you look up to?

Someone who always answers your bat-signal when you need help?

Your superheroes can be older, younger, from work, or in your personal life. They may still be with you, but they can be people from your past who taught you lessons or showed you a path and encouraged you, and you are honoring their legacy by keeping those lessons alive and teaching them to others. Take a minute to think about it and maybe tell one of your heroes about the impact they have had on you.

I have a few heroes. First and foremost is my Dad. He’s always been a strong and caring man that has given me guidance, wisdom, and support no matter what, throughout my entire life. As I’ve grown older, and have been through life’s challenges, my dad has become my best friend in addition to my hero.

One of my other heroes is Carol Walczyk. Carol, did you ever know that you’re my hero? (yes, you can hum the song from ‘Beaches’ as you read that). I met Carol when I first started to get involved in AWWA, and as someone close to my own age, she was the example I followed through many stages of my life. She is smart and funny, accomplished and diplomatic, and a person I have always counted on and looked up

Chair-Elect CANDIDATES

Kyle Hinrichs As a high school student uncertain about what career path to pursue, my dad suggested I explore the water industry.

During Career Day, I scheduled a job shadow with the City of Bird Island, Minnesota, and I was immediately hooked. I enrolled at St. Cloud Technical College in the fall of 2001.

Knowing I wanted to earn my associate degree as efficiently as possible, I took the maximum number of credits allowed each semester while also completing summer coursework at St. Cloud State University. I graduated in December of 2002 with my Associate of Applied Science degree.

I have now spent 24 years in the water industry. Most of my career has been with the City of Mankato, except for a short time as a seasonal employee with the City of St. Cloud's Water Distribution and Collection System team. During my career, I served 10 years as a Water Treatment Plant Operator, two years as an Operator at Mankato's Water Resource Recovery Facility, 11 years as Superintendent of the Water Treatment Plant, and I currently serve as the Associate Director of Utilities. I hold a Minnesota Class A Water Operator License and a Class C Wastewater Operator License.

For the past 12 years, I have served in formal leadership roles. One of the most rewarding aspects of my career has been

helping others recognize their potential and encouraging them to grow beyond what they thought possible. I believe leadership is not defined by a title but by actions, a philosophy that aligns closely with the City of Mankato's commitment to ‘Leaders at All Levels.’

My involvement with the AWWA began in the hallways of the Redwood Falls Convention Center when I drew the short straw and became the Southwest District Trustee. At the time, I had no idea what the role would entail, but I am grateful I accepted the opportunity. Since then, I have remained actively engaged in AWWA by encouraging participation throughout the district, exploring ways to expand continuing education opportunities at district conferences, and exploring new ways to increase access and engagement for water professionals across Southwest Minnesota.

In addition to my professional responsibilities, I have proudly served as a firefighter with the

Mankato Department of Public Safety for nearly 15 years. I joined the department shortly before my daughter was born because I wanted my children to see the importance of serving their community and being part of something greater than themselves.

If elected, I will focus on encouraging volunteerism and increasing member involvement throughout the state and strengthening outreach to young professionals and utility operators to increase engagement and build the next generation of industry leaders.

Being nominated for this position is truly an honor. I am grateful for the many mentors who have invested in me throughout my career and helped shape the leader I am today. Over the past 12 years, AWWA has played a significant role in my professional growth by providing opportunities to build lasting relationships, learn from outstanding professionals, and give back to an industry that has given so much to me.

Chair-Elect CANDIDATES

Rick Wahlen Rick Wahlen is a dedicated water professional with over 29 years of experience in public utility operations, technical leadership, and workforce development.

For the past 20 years Rick has served his community and the state of Minnesota drinking water profession as the Manager of Utility Operations for the City of Eden Prairie.

Wahlen oversees the planning, construction, and ongoing maintenance of the water, wastewater, and stormwater infrastructure serving a community of 64,000 residents.

As Rick likes to say, he gets to work with a terrific group of dedicated and caring people who enjoy coming to work every day to make their community that much better than it was yesterday. Throughout his career-spanning

municipal leadership, military leadership, and formal technical training, Rick has focused on cultivating highly effective teams of problem solvers while empowering his people to reach their full potential with maximum flexibility.

A licensed Class-A operator, Wahlen’s technical education began at South Dakota School of Mines and Technology where he graduated with a BS in geological engineering before embarking on his first exciting career as an engineer officer for the US Army. He later completed a master’s degree in civil/ environmental engineering at The Ohio State University and pursued additional professional development by completing the Combined Arms Services Staff School, the Command and General Staff College and a number of other courses and certifications in leadership, planning, organizational development, safety, and emergency management.

Rick’s commitment to the Minnesota AWWA is extensive and deeply rooted. He has actively served on numerous section committees, including the Water Utility Council, STEM Committee, POD Committee, WUTT Committee, and the Metro District Water School Committee. Rick has advocated at Capitol Hill for drinking water legislation at multiple AWWA Fly-ins, written letters of support for drinking water funding and regulation, provided the drinking water utility

voice while serving on the state plumbing board, and worked to unite the NRCS federal farm bill grant project priorities with those of the drinking water protection program.

Driven by a passion to prevent workforce stagnation and elevate the industry's public profile, Rick was instrumental in developing advanced operator training curriculums and creating educational outreach materials to champion water careers while serving on the Professional Operator Development (POD) and the STEM outreach committees. Of the 11 years the POD program has been in place, Rick chaired the committee for eight of them.

As Chair of the Minnesota Section, Rick would focus on three key priorities: amplifying the Section's active workforce recruitment efforts and growing public awareness of water utilities as a vibrant, viable career for young people of all backgrounds; strengthening succession planning across state utilities; and expanding accessible technical and leadership training for operators, especially those in smaller, out-state utilities. Rick is committed to ensuring that MN AWWA continues to serve as an industry-leading resource that supports, educates, and inspires the vital professionals who protect our most precious natural resource. Rick would be deeply honored to earn your vote to lead the section forward. •

Sacred Water, Shared Future:

Reconnecting with the Mississippi River We Depend On

R

ivers shape our communities long before they reach our taps. In Minnesota, the Mississippi River is more than a landmark: it is a shared source of drinking water, a living ecosystem, and a place where culture, history, and stewardship meet.

Sacred Water Shared Future, is a year long, regional campaign in the Twin Cities metro, inviting people to reignite their relationship with the Mississippi River and reflect on what it means to care for the water we all share.

A CENTURY OF PROGRESS WORTH CELEBRATING Due to rapid population growth and industrialization in the Twin Cities, a water quality study in 1926 identified severe pollution and found only three fish living in a 42-mile stretch of the Mississippi River from the Twin Cities to Red Wing, Minnesota. The results confirmed what scientists and residents already suspected: the Mississippi was effectively dead.

Today, the Mississippi tells a very different story. Thanks to decades of public investment, environmental protections, and community action, the river once again supports ecosystems, recreation, and drinking water supplies for several major Minnesota cities. Sacred Water Shared Future was created to honor that progress and to remind us that this turnaround did not happen by accident. It happened because people chose to act together.

Across Minnesota, about one in four residents receives drinking water from public surface water systems, including rivers like the Mississippi. Communities such as Minneapolis and St. Cloud rely entirely on the Mississippi River for their drinking water, while others depend on connected rivers, lakes, and aquifers throughout the river’s watershed.

Protecting drinking water does not start at the treatment plant, it starts with caring for the river itself.

Sacred Water Shared Future helps make that connection visible, showing how river health, environmental protection, and public health are deeply intertwined.

Water Runs Through Everything We Do, Even Climbing Mount Everest Source: AWWA Connections

W

hat started as a classroom visit to share travel stories has grown into a hands-on lesson in water awareness for a group of Nova Scotia elementary students.

Clara Shea, executive director of the Atlantic Canada Section of AWWA, was initially invited to speak with a classroom of third- and fourth-graders to share a personal story – her trek to Mount Everest Base Camp. But as students asked questions about the experience, the conversation turned to a different topic – and one very close to her heart: water.

“Where did you get your drinking water when you were climbing?” students asked. Given Shea’s work, she took the opportunity to have a broader discussion about safe water, its importance, and how it connects people and environments around the world.

After Shea left, the class learned more about water, including the water cycle and environmental impacts, over several weeks; and they culminated their lessons with a project: Make a poster about any water issue that mattered to them. The students were so excited about their posters, they invited Shea back for formal presentations.

“They really came up with these ideas themselves,” Shea said. “We were pretty impressed. They put their heart and souls into this project.”

Their posters explored topics ranging from littering to rainwater use, water access in other parts of the world, and emerging concerns such

as microplastics. The final presentations brought together what they had learned, along with their own interpretations of what clean and safe water means.

The experience also revealed how perspectives on water are evolving. Students referenced topics and tools that were unfamiliar just a generation ago – from portable filtration devices to wastewater awareness – reflecting how quickly the conversation around water is changing.

“It was really heartwarming to see their passion and their perspective,” Shea said. “They’re our future.”

And the entire project – both Shea’s visit and the poster presentations – is planned again for next year’s class. This time, though, they’ll host it during the school year so the posters can be printed in the Atlantic Canada Water and Wastewater Association’s magazine, Go With the Flow. •

Capacity, Cost, and Commitment: Protecting Utilities and Ratepayers When Data Centers Arrive

T

he rapid growth of large-scale water users, particularly data centers, presents water utilities with a defining financial and operational challenge. Data centers can be exceptionally water-intensive, with a single facility capable of consuming one to five million gallons per day, equivalent to the daily use of a town of 10,000 to 50,000 people. As utilities confront potential new large users of this scale, standard rate and fee approaches may no longer be adequate.

Moving to sophisticated, purpose-built rate strategies is both financially necessary and can help protect the broader ratepayer base and promote system equity.

planning. Data centers and similar significant users do not arrive gradually. They can appear on a utility's horizon as a single large contract negotiation and, once operational, immediately reshape the demand curve the entire system must serve.

On the infrastructure side, large users typically force the acceleration of capital projects, requiring immediate investments in upsized transmission mains, high-capacity pump stations, and increased treatment plant throughput. These are not discretionary improvements. They are often prerequisites to serving the customer at all, and their costs can run into the tens of millions of dollars before a single bill is issued. Without dedicated financial tools, those costs fall on the existing rate base, asking today's ratepayers to subsidize infrastructure built for a single new arrival.

Demand volatility compounds the problem. While some large water-using

facilities have relatively uniform water usage, others exhibit significant peaking factors, with consumption tending to spike during warmer months as cooling demands intensify. A data center's peak flow can reach 500% or more of its average daily demand, requiring the utility to maintain reserved capacity year-round for events that may be seasonal or intermittent. That reserved capacity is not free. It requires staffing, maintenance, debt service, and operational readiness whether or not the customer draws on it in any given month. Utilities must weigh the economic benefits data centers can bring, such as expanded tax revenue and job creation, against the potential strain on water resources and long-term system integrity.

Protecting Utilities and Ratepayers When Data Centers Arrive protections that address different dimensions of cost and risk.

System Development Fees (SDFs).

System development fees are one-time fees paid by new or expanding customers to recover a fair share of capacity costs in existing or planned facilities. They are typically based on a customer's expected peak demand and are designed to ensure that growth helps pay for the infrastructure required to support it. For large users, standard meter-based SDFs routinely understate actual demand. Utilities should charge SDFs on a price-per-gallon basis, scaled to the estimated peak day or peak hour usage of the facility. Even when customers fund 100% of site-specific infrastructure, they often benefit from broader shared system capacity, including water treatment, regional transmission, and storage.

An SDF charge remains appropriate in those circumstances, reflecting the customer's proportionate claim on the collective system.

Stand-By Charges.

Also known as reservation fees, these monthly charges recover the fixed costs of infrastructure built to meet a user's committed peak demand, regardless of actual consumption in any given period. They stabilize utility cash flow and ensure the burden of maintaining dedicated capacity rests with the user whose requirements created that need, not with the general ratepayer population.

It guarantees the utility a revenue floor sufficient to cover fixed costs and debt service incurred on the customer's behalf, shifting underutilization risk back to where it belongs. Take-or-pay provisions are particularly valuable for utilities that have committed to infrastructure before a facility reaches full operational capacity.

Capital Recovery Surcharges.

For large-scale infrastructure investments directly caused by a specific customer, a capital recovery surcharge prevents project costs from burdening the general rate base. It can be structured as a fixed periodic charge or built into a volumetric rate, providing a reliable revenue stream tied to the utility's debt service obligations on that investment.

High-Use Tiers.

A distinct, elevated rate activating above a high consumption threshold captures the true marginal cost of serving very large users, including higher pumping costs, greater chemical inputs, and strained peak capacity. This improves cost allocation without disrupting the rate structure for other customer classes.

Take-or-Pay Provisions.

This contractual mechanism requires the customer to purchase a defined minimum

Whether you are an owner, operator, designer, contractor, or visitor to a project site; we are all in it together to ensure that every person returns home to their family and friends at the end of the day.

MANAGING RISK AT ACTIVE WATER AND WASTEWATER TREATMENT FACILITIES Construction at water and wastewater treatment facilities presents a unique set of safety challenges. Unlike traditional construction sites, these projects are often executed within fully operational plants where treatment processes must remain uninterrupted and plant personnel remain on site. In these environments, safety must be approached holistically protecting construction teams, plant staff, critical infrastructure, and public health simultaneously.

Proactive safety planning reduces that uncertainty and creates predictable work environments.

PROTECTING PLANT PERSONNEL One of the defining characteristics of water and wastewater construction is the continued presence of operations and maintenance staff. These individuals may not be part of the construction scope, yet their safety can be affected by changing access routes, temporary systems, and evolving work zones.

Protecting onsite staff starts with collaboration. Plant personnel bring critical knowledge of facility operations, system constraints, and operational priorities. Incorporating this knowledge into construction planning helps ensure work activities align with plant needs and minimize risk.

Clear separation of construction areas, controlled access points, and consistent daily communication further reduce the potential for unplanned interaction between plant staff and construction hazards – while maintaining operational continuity.

AWWA Issues Statement Following Court Decision on PFAS and CERCLA Source: AWWA Press Release

The companies and industries that manufactured, used, and released PFAS should bear the cost of remediation; water utilities and the consumers who pay for water service should not.

T

he U.S. Court of Appeals for the D.C. Circuit upheld EPA’s designation of PFOA and PFOS as hazardous substances under the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA), commonly known as Superfund. The AWWA, which was not part of the litigation, issued the following statement.

“AWWA believes that polluters should pay for environmental cleanups, not

the innocent communities that have been impacted. The companies and industries that manufactured, used, and released PFAS should bear the cost of remediation; water utilities and the consumers who pay for water service should not.

“While CERCLA is designed to force polluters to clean up contaminated sites, we remain concerned that water utilities – as passive receivers of PFAS – could be exposed to significant legal and financial liability under the act.

Today’s decision underscores the urgent need for Congress to grant a specific exemption for water and wastewater utilities, protecting them from claims brought by potentially responsible parties such as PFAS manufacturers. Such an exemption would help ensure CERCLA is used as intended and allow water utilities to use their limited financial resources to address aging infrastructure, cybersecurity, and many other pressing needs, while keeping water services affordable.” •

AWWA Statement on Recent Cyber Attacks on Water Systems Source: AWWA Press Release

We respectfully urge Congress to provide the support utilities have long needed for continued cybersecurity investment in their systems

T

he U.S. Cybersecurity and Infrastructure Security Agency (CISA) and U.S. Environmental Protection Agency have urged water utilities to take immediate protective actions after a series of cyberattacks impacted multiple water services in several states.

AWWA CEO David LaFrance issued the following statement: The recent cyber-attacks on multiple U.S. water systems underscore the importance of remaining vigilant against evolving cyber threats. Water professionals understand their profound responsibility to protect the health, safety, and well-being of the communities they serve every day.

Utilities across the water community are continually working to strengthen cybersecurity and improve resilience following cyber-attacks. Success depends on access to timely threat intelligence, technical expertise, continual training, and the financial resources needed to secure critical systems.

AWWA supports these efforts through a range of cybersecurity resources, including its ‘Getting Started Guide’ and interactive cybersecurity assessment tool. These resources help utilities identify vulnerabilities, prioritize improvements, and strengthen resilience.

AWWA continues to advocate for the development of nationwide minimum cybersecurity requirements for water utilities.

Those requirements should be shaped by water professionals and cybersecurity experts to ensure they are practical, risk-

based, and effective. Because water systems vary widely in size, complexity, and risk profile, a one-size-fits-all approach is unlikely to be effective.

Protecting public health has always been the mission of water utilities. As cyber threats evolve, that mission remains unchanged: delivering safe, reliable water service and earning the trust of the communities they serve every day.

On August 5, AWWA sent a statement to U.S. Congressional leaders urging strong federal support for water utilities following these cyber-attacks.

The letter encouraged federal funding for critical cybersecurity needs, expansion of eligibility under existing programs to include cybersecurity training for utilities of all sizes, information-sharing among key agencies, and a collaborative process, with input from water sector and cybersecurity experts, in developing sensible regulation that accounts for the variability in size and complexity of all water systems.

AWWA expressed support for cybersecurity measures included in the Senate’s Water Resources Development Act of 2026 (S. 4949), including: • Reauthorization of the Midsize and Large Drinking Water System Infrastructure Resilience and Sustainability Program.

• Cybersecurity training as an eligible use of funds in: • the Drinking Water Infrastructure Resilience and Sustainability Program • the Innovative Water Infrastructure Workforce Development Program.

• A program to design, construct, or maintain digital infrastructure technology, including through cybersecurity risk mitigation training and technical assistance, for rural water systems and systems in areas experiencing critical water supply needs.

• A program to encourage participation in the communications and intelligence sharing organization WaterISAC. AWWA also asked Congress to consider additional measures, including: • Water Risk and Resilience Organization Establishment Act (H.R. 2594), which establishes an independent, nongovernmental organization to develop minimum cybersecurity requirements for the water sector with oversight by EPA. • State and Local Cybersecurity Grant Program Reauthorization Act (S. 3251), which reauthorizes the SLCGP to help state and local governments address cybersecurity risks.

• Cybersecurity for Rural Systems Act (H.R. 2109/S. 1018), which expands the U.S. Department of Agriculture’s successful Circuit Rider Program to include cybersecurity.

• Protecting America from Cyber Threats Act (S. 2983), which reauthorizes the Cybersecurity Information Sharing Act of 2015 for an additional ten years.

“We respectfully urge Congress to provide the support utilities have long needed for continued cybersecurity investment in their systems,” the letter states. “AWWA is ready and eager to continue serving as a partner and resource on water system cybersecurity.” •

Cybersecurity and Water Resilience: What Recent Utility Incidents Can Teach Us Source: WEF WaterBlog

Just as utilities prepare for storms, floods, droughts, power outages, and equipment failures, they must also prepare for cyber incidents.

T

he recent cybersecurity attacks affecting water and wastewater utilities across multiple states serve as an important reminder of a reality facing the water sector today: as utilities become more connected, resilience increasingly depends on both physical infrastructure and digital security.

Just as utilities prepare for storms, floods, droughts, power outages, and equipment failures, they must also prepare for cyber incidents. Cybersecurity is no longer solely an IT function. It is a core component of operational resilience, and an essential part of ensuring communities continue to receive safe and reliable water services.

Resilience is ultimately built by people.

Technology matters, but trained operators, strong emergency plans, cross-functional coordination, and a culture of preparedness remain the foundation of effective utility operations.

TURNING LESSONS INTO ACTION The good news is that many of the most effective cybersecurity measures are achievable for utilities of any size. The recent incidents highlighted a reality that applies across the sector: cybersecurity is not a one-time project or compliance exercise. Like emergency preparedness, asset management, and workforce development, it requires ongoing attention and continuous improvement.

While every utility's needs and resources are different, there are several practical steps utilities can take today to strengthen resilience and reduce risk.

1. Review Internet-Facing Operational Technology Recent attacks specifically targeted internetfacing programmable logic controllers (PLCs). Utilities should review their OT environment, confirm that critical assets are not directly accessible from the public internet, and ensure remote access occurs

through secure gateways or VPNs rather than direct connections.

Even utilities with mature cybersecurity programs should periodically validate all external connections, including cellular modems and remote access solutions installed or managed by vendors and third-party partners.

2. Strengthen Authentication and Remote Access Controls Weak or default credentials remain one of the most common pathways for unauthorized access. Utilities should eliminate default passwords, implement multi-factor authentication wherever possible, and regularly review who has privileged access to operational and control systems.

3. Assess Your Cybersecurity Posture Understanding where vulnerabilities exist is the first step toward reducing risk. Utilities should regularly evaluate their cybersecurity programs to identify gaps, prioritize

improvements, and ensure protective measures keep pace with evolving threats.

Routine assessments can help organizations focus limited resources where they will have the greatest impact.

4. Know Your Assets and Protect Your Data Utilities cannot secure systems they do not know exist. Maintaining a current inventory of internet-facing assets, operational technology, software, and connected devices is a foundational cybersecurity practice.

At the same time, utilities should regularly back up critical systems and data, test restoration procedures, and ensure backups are protected from network-based threats by isolating them from operational environments whenever possible.

5. Review and Exercise Emergency Response Plans The recent incidents demonstrated the value of preparation. Utilities should confirm they can safely transition to manual operations if automated systems become unavailable, verify emergency contact information is current, and ensure staff understand their responsibilities during a cyber incident.

Just as importantly, response plans should be practiced through exercises and updated regularly based on lessons learned.

6. Build a Culture of Cybersecurity Awareness Cybersecurity is not solely the responsibility of IT departments. Operators, engineers, supervisors, executives, and front-line staff all play a role in recognizing and responding to potential threats.

Creating a culture of awareness through training, communication, and cross-functional collaboration helps ensure that cybersecurity becomes part of daily operations rather than an isolated function.
