project_ Murat Road and Mortiss Street Enhancement Project client_
Shire of Exmouth
Murat Road is the main access point to the Exmouth Peninsula and this road provides key access to the tourist, residential and industrial properties. Given that the road is a part of RAV 9 and RAV 10 network, interface management of oversized heavy vehicles, residential and tourist traffic through road design is highly relevant to this project. The area is prone to flash flooding and inundation, therefore the transportation networks had to be designed with specific local conditions in mind. Furthermore, the subject roadway abuts a national park while significant military infrastructure was located within the road reserve, therefore, the requirements of various stakeholders had to be considered in the design process. Furthermore, the design process had to start with implementation in mind. Due to the Exmouth Port expansion, Murat Road (approximately 4.5km) required an upgrade that would be able to handle heavy oversized vehicle traffic and simultaneously cater for private residences and holiday sites enjoying direct access off the road. This project comprised Concept and Detailed Design of Murat Road followed by tendering and construction contract administration. Within Murat Road reserve is an optic cable running along the entire peninsula, servicing naval base at the tip of the peninsula. The western side of the road reserve directly interfaces a National Park. The complexity of the design and execution required a strong liaison with a number of stakeholders. The design had to factor in many variables – ecologically sensitive communities, specific climate patterns, and interaction of oversized heavy vehicles with other modes of traffic. This was managed through early stakeholder engagement and iterative design process, resulting in the optimal design solution. The design process was carried out with implementation and exploitation in mind and stakeholders were constantly kept onboard with this. One of KCTT (Part of Premise)’s key achievements in this project was managing the full delivery of the project within budget and enabling a small contract sum to be set aside for additional drainage enhancements in Murat Road.

Streetscapes - as they provide a physical frame for the communication of the intended urban design. Streetscapes shape and stimulate the mental images generated of a place for all users and the shape the way users, (pedestrians, cyclists and motorists) interact with the space.
•
Water Sensitive Urban Design (WSUD) - as they provide the dual benefit of improved streetscape aesthetics with improved water quality and use of finite resources such as water.
• TRAFFIC AND TRANSPORT • Project_ Cycle Plan Implementation Program 2016-2021 Client_
City of Perth
KCTT (Part of Premise) have been commissioned by the City of Perth to conduct an assessment for possible cycling routes throughout Nedlands and Crawley. The subject location includes University of Western Australia, the Queen Elizabeth II Medical Centre, Royal Perth Yacht Club and 1,348 residential properties. The land use pattern within the study area comprises of a traditional residential urban form with additional land uses such as a hospital and the University. Most streets in the subject area of Crawley and Nedlands have relatively low traffic volumes given the adjoining land uses. The exceptions are Mounts Bay Road and Winthrop Avenue. KCTT (Part of Premise) have undertaken a saddle survey of selected routes in order to better understand the area and provide insight and commentary about the possibility of improvement. The analysis of the surveyed routes and the cost benefit analysis of the proposed improvements have been considered to derive an action plan focusing on short term improvement (quick wins), however taking into account medium and long term improvements.

Project_ Town of Port Hedland Heavy Vehicle Access Strategy Client_
Town of Port Hedland
KCTT (Part of Premise) were engaged by the Town of Port Hedland to update the heavy vehicle access strategy and concurrently prepare input for the local planning scheme to implement the revised strategy. The purpose of this document is to develop a heavy vehicle access strategy that will serve the Town of Port Hedland as the Town continues to grow and enhance its reputation as one of the key infrastructure hubs in Australia. The document examines in detail the existing road network and highlights existing deficiencies in the network, in terms of accessibility with heavy vehicles and outlines areas where there are current safety and planning risks in the network and where there are issues with the sizing of infrastructure that limits access / egress by various heavy vehicle configurations. The future road network planning is also examined and the HVAS provides a gap analysis against any of the previously nominated deficiencies, offering priorities for construction of road infrastructure upgrades, new sections of road, road train assembly areas which strategically improve the performance and functionality of the network, requirements for Over Size Over Mass and RAV Network vehicles and reviewing each industrial area and its specific requirements within
the Town of Port Hedland to present a holistic argument for the future infrastructure development within the Town. A thorough framework for the design, approvals and implementation phases associated with the suggested works scopes is collated in this document, offering guidance on the compliance documentation, the regulatory authority requirements of such major infrastructure works programs and clear descriptors on the future roles and responsibilities of each of the stakeholders in the process. Finally, a series of further recommended actions provides a concise summary of works that will provide benefit to the Town in the implementation of this Strategy.

• TRAFFIC AND TRANSPORT • Project_ City of Kalamunda Transport Model
Client_ City of Kalamunda
KCTT (Part of Premise) prepared a transport model for the City of Kalamunda across the entire administrative area. This project aimed to capture the impact of all known and committed developments and all approved structure plans to identify the requirements for network upgrades in the next 20 years. The model was prepared in Aimsun, and it encompassed all roads classified above Access Road (more than 300km of road network modelled). The model clearly identified future congestion points on the network up to 2041 and the subsequent reporting outlined priorities for infrastructure upgrades. The model was calibrated and validated against the existing traffic counts and available ROM24 modelling. Throughout the project, results of the 2021 Census were gradually published. While this represented the challenge as modelling assumptions had to be iteratively revisited as new data was published, this was also an opportunity to validate planning assumptions on population growth and movement trends.

Structure Plans ‘’Structure planning forms the highest, and earliest, stage of the land use planning process. It involves planning at a strategic level, often over large areas and with the potential to significantly impact on the surrounding land uses. It is therefore important that the transport aspects, in particular the land use/transport integration, are adequately assessed at this early stage in the land use planning process.’’ Transport Assessment Guidelines for Developments - Volume 2 –Structure plans Structure Plans come in all shapes and sizes and since inception we worked on a range of them – from District Structure Plans and large scale MRS amendments to Local Development Plans. While it is almost certain that a Structure Plan will require a Transport Impact Assessment to WAPC guidelines, it is highly likely that comprehensive modelling and a range of other technical reports will be required. Following pages illustrate the range of our experience.

project_ High Wycombe South (Forrestfield North) client_ City of Kalamunda / Element
As the new railway station unlocked the development potential for residential and transit-oriented precinct with activity centre, the City of Kalamunda embarked on rezoning process. The future home for approximately 6,000 people is in immediate vicinity of an industrial development and railway station offering excellent connectivity to the Perth Airport and Perth CBD. Key early challenges were related to transport planning and successfully delineating industrial heavy vehicles, residential traffic and railway station induced traffic. Over the course of eight (8) years, KCTT (Part of Premise) team worked on traffic and transport deliverables for various levels of planning activities. District Structure Plan KCTT (Part of Premise) transport team prepared high level modelling in Paramics across the study area. District Structure Plan required high level network modelling at the highest anticipated yield. The model identified key infrastructure upgrade requirements, and main challenges in separating heavy vehicle traffic from residential traffic. Local Structure Plans Upon approval of District Structure Plan, KCTT (Part of Premise) was a part of the team who prepared two Structure Plans for Residential Precinct and TOD Precinct. This work included refined network planning, fine grain modelling, design of streetscapes and input in public realm design guidelines (street scapes). Development Contribution Plans As a significant road network upgrade was required, roads and intersections became one of the major components of the Development Contribution Plan. KCTT (Part of Premise) prepared methodology for detailed traffic modelling and cost apportionment and subsequently prepared all necessary modelling and reporting which informed concept civil design and cost apportionment.

Progress Developments
KCTT (Part of Premise) have completed preliminary Transport Impact Assessment for a proposed development of approximately 3,500 dwellings, a primary school and approximately 2,500m GFA of commercial area. The project included a detailed modelling of the proposed and existing surrounding road network for 2031 and 2041 as horizon years. Key intersections’ performance was thoroughly examined within SIDRA Intersection software. 2
KCTT (Part of Premise) have completed a Due Diligence, Infrastructure Servicing Report and Transport Impact Assessment for the Structure Plan Area comprising of a total of 898 residential lots ranging in size from 225m2 to 450m2. Traffic flow has been distributed in accordance with Paramics modelling completed by KCTT (Part of Premise). The analyzed traffic includes the existing road network traffic plus the expected traffic impact from the Mundijong-Whitby DSP, Cardup Business Park LSP, West Mundijong Industrial Area DSP and the expected traffic generated from the Structure Plan Area. The proposed roads were classified and sized to cater for the expected traffic volumes. Key intersections were analyzed in more detail using SIDRA Intersection Analysis software. The year 2031 was taken for assessment. The intersections are expected to perform to a satisfying level.
Individual developments Individual developments have even greater range when it comes to land use and associated transport impacts. WAPC generally provides three categories of reporting requirements where: • Transport Impact Assessment is required for developments generating more than 100 vehicular trips in peak hour. • Transport Impact Statement is required for developments generating between 10 and 100 vehicular trips in peak hour. • No formal reporting is mandatory for developments generating less than 10 vehicular trips in peak hour; however, relevant authorities may request a Traffic Engineering Letter to address a specific technical concern. Our team had the opportunity to work on a variety of projects ranging from high-rise mixed-use developments, regional sporting centres, schools and childcare centres down to local neighborhood centres and residential units. While the scale of project dictates the quantum of information and detail of analysis, each and every individual development is addressed with same care and attention as they are a fundamental building blocks of good urban environments. Projects on following pages are selected to showcase the range of our experience.

Project_ Floreat Forum – Transport Study
Client_ APIL Strategic Group
The subject site (Floreat Forum) is designated as a District Centre under SPP 4.2 (Activity Centres for Perth and Peel). It is the oldest shopping centre of its kind in Western Australia. The site is bound by The Boulevard, Howtree Place and Floreat Avenue and is exposed to high volumes of passing traffic. The centre activity is focused inward; therefore, the street frontages are not active nor too attractive for pedestrians and bicyclists. The Precinct Structure Plan aims to guide the future development of the Centre as it is one of the key locations in the Town of Cambridge for urban infill required to meet population targets. Several development options were examined; however, the final report focuses on the option anticipating approximately 22,300m2 of commercial space, 950 dwellings, and approximately 300 dwellings in the residential frame; although it is not anticipated that by 2041 (the horizon year) all of the residential frame will be completed. Preliminary modelling shows that the surrounding network can cater to the additional traffic and traffic growth provided that some minor enhancements are implemented.
