Project Overview Descripción general del proyecto
The Central Avenue Bridge crosses the Kansas River in Kansas City, Kansas, symbolically connecting Missouri and Kansas while linking the Riverview neighborhood to the Central Industrial District as a vital freight corridor. The 106-year-old two-level steel deck truss served thousands of vehicles daily until its closure in Spring 2021 due to structural deterioration. Following analysis revealing extensive bottom truss deterioration, the Unified Government issued an RFP in late 2024 for teams to study the bridge’s future options.

Sustaining Life and Facing Challenges Sostener la vida y afrontar los desafíos
Lewis and Clark landed at Kaw Point on June 26, 1804, identifying 20 native plants at the confluence of the Kansas and Missouri rivers. Most of these plants still exist today. Kansas hosts over 3,500 plant species that provide essential ecosystem services like soil stabilization, water filtration, and flood control while serving as food sources for bees, butterflies, and birds. The Kansas River now supplies drinking water to over 950,000 Kansans, making its protection vital for public health. Like rivers nationwide, the Kaw faces pollution from agricultural runoff and urban stormwater carrying nitrogen, phosphorus, pesticides, and sediment. As one of only three publicly navigable rivers in Kansas, it allows kayaking, canoeing, and wading, though water quality can be compromised after rainfall.

The ongoing levee betterment project in Kansas City, led by the U.S. Army Corps of Engineers, aims to enhance flood protection and revitalize the city’s riverfront. Paired with the expanded Riverfront Trail, this initiative offers significant potential for transforming the area around the Central Avenue Bridge. The Kansas City Design Center ‘s study emphasizes the opportunity to redevelop underused riverfront spaces into vibrant mixed-use areas, public parks, and improved pathways. These upgrades will address long-standing flood risks, including those from historic floods, while creating a more resilient, accessible, and sustainable riverfront that supports the city’s broader urban renewal goals.

Physical Barriers Barreras fisicas
The physical divide between Kansas City, Kansas, and Kansas City, Missouri, is reinforced by a series of barriers that limit connection and access. The broad lowlands of the Kansas River floodplain create a natural separation, while layers of rail infrastructure, elevated highways, and sprawling industrial landscapes further divide communities. The closure of major river crossings, including Central Avenue in 2021, Kansas Avenue in 2022, and 18th Street in March 2025, has intensified these challenges by reducing opportunities for movement and connection across the river.

Artificial Barriers Barreras artificiales
The West Bottoms is shaped not only by physical infrastructure but also by artificial barriers that divide the neighborhood. Chief among these is the Kansas-Missouri state line, an invisible political boundary that fragments planning, zoning, taxation, and economic development. Although the West Bottoms shares a common history and urban fabric, separate regulations have made it difficult to establish a unified vision for growth. Historically, much of the neighborhood has been zoned for industrial uses, while recent development has introduced more mixed-use and residential projects. As Kansas City, Kansas (Wyandotte County/Unified Government) undertakes its first comprehensive rewrite of its zoning code since 1984, there is a unique opportunity to better coordinate land use policies across the state line. Overcoming these artificial barriers through coordinated planning will be essential to realizing the West Bottoms’ full potential.

The Central Avenue Bridge represents a critical opportunity to strengthen connections between neighborhoods, the riverfront, and the broader metropolitan area. With limited transit access and a region historically dependent on automobile travel, improving connections across the river remains an important challenge. Regional efforts, including a future bi-state Bus Rapid Transit (BRT) system, recognize the need for stronger links between Kansas and Missouri communities. However, local transit connections remain essential. Reimagining the Central Avenue Bridge with bicycle, pedestrian, and transit infrastructure could fill a critical gap while connecting to the expanding Kansas River levee trail network and improving access to jobs, amenities, and resources across the river.

Designing With Community Insight
Diseñar con la perspectiva de la comunidad The studio’s approach was built on the idea that good design requires both creative spatial thinking and a real understanding of community life. Working with the Central Avenue Betterment Association, the team used a two-part process of research and hands-on design exploration. The semester began with bike tours along the Central Avenue corridor, which helped students see how the neighborhood works at a pedestrian pace and notice its rhythms, patterns, and gathering places. Back in the studio, these observations were paired with quick design experiments, where students built small models to test ideas and explore how space could better serve local needs. By combining direct experience in the neighborhood with creative design work, the process highlighted both the importance of design as a craft and the need to listen closely to the people who live and work in these spaces every day.

During the research phase, students explored the Central Avenue Bridge corridor through community engagement, interdisciplinary conversations, and hands-on bridge studies. They hosted a community coffee, attended events at Bethany Park, biked the route with local organizers, and gathered input from nearby residents. Simultaneously, students met with structural engineers and completed cardboard bridge exercises to explore how form, structure, and material techniques influence strength and performance. These experiences informed their understanding of the site and helped guide the development of their final design proposals.

Community Events Eventos comunitarios
As part of the Central Avenue Bridge visioning project, the Kansas City Design Center actively engaged the community to shape design ideas and ensure they reflect local priorities. Our team joined community bike rides and tabled at events from Mexican Culture Pride Day to the Third Friday Street Fair, gathering input on how the bridge can reconnect neighborhoods. We toured the Rock Island Bridge to learn from its redevelopment process and invited community stakeholders into our studio to review progress on design proposals. These efforts created meaningful dialogue and helped ground the project in the lived experiences of residents who will benefit most from a renewed connection across the Kansas River.

The Central Avenue Beacons connect the West Bottoms and Central Avenue communities, with a circular form symbolizing the blending of neighborhoods while creating new pathways for multimodal transportation. The bridge accommodates pedestrians and cyclists while retaining vehicular access vital to the West Bottoms’ industrial character. Vertical “Beacons” frame key views and invite users to experience the city from multiple perspectives, reinforcing the bridge as both functional and symbolic. Beyond circulation, it is envisioned as flexible public infrastructure that can host fishing, recreation, and community events. Supported by surrounding development, the Beacons aim to become a civic landmark and dynamic destination that strengthens ties between communities while fostering new opportunities for engagement and place-making.

The central nexus sits above I-70 where the bridge meets the bluff and transitions into Central Avenue downtown corridor, creating a key point from which views and connections radiate. Primary spokes, shaped by the axis of Central Avenue and the Kansas City, Missouri skyline, guide the bridge’s geometry and adjacent development, while secondary spokes frame additional views. This framework overlays the historic grid to support multi-use development along the riverfront. As a design proposal, the nexus reconnects Central Avenue across the Kansas River with new parks, a rewilded river’s edge linked to the Greenline, and streetscapes designed for slow traffic, cyclists, and pedestrians, establishing a catalytic urban landscape.

To Mend Reparacion
The goal of the site plan is to symbolically and physically reconnect Kansas City, Kansas and Kansas City, Missouri through the bridge as a shared landmark that celebrates both identities. Using the West Bottoms as a foundation for a dense and active neighborhood, the plan unites both sides of the state line into a cohesive urban fabric. Community input highlighted the need for quality recreational space in Eastern Wyandotte, leading to soccer fields, river access, and pickleball and volleyball courts along the river’s edge. Two major parks serve as landings for the pedestrian bridge, framing the double arch structure as a civic symbol. The west side retains its industrial character, envisioned as an industrial park with small incubator lots that provide affordable space for startups across the region. In this way, the site becomes both a literal crossing and a symbolic act of mending, linking the two cities through a bridge that honors and unites their distinct identities.

The Central Connection La conexión central
By breaking down the bridge span into a sequence of pedestrian nodes, the design reframes the crossing as a series of public spaces rather than a single piece of infrastructure. These nodes create moments of pause, gathering, and orientation, anchoring a development that blends commercial and residential uses to promote connection and well-being. Multifamily housing along the riverfront reinforces daily ties to nature, supported by community gardens that foster sustainability and shared stewardship. An industrial zone keeps economic growth rooted in the community, offering jobs while supporting innovation. A continuous park system with ponds, athletic facilities, and a reimagined bridge prioritizes health, recreation, and civic identity, transforming underused infrastructure into a shared landscape that links people of all ages with the river and one another.

The Central Connection La conexión central
The site framework integrates residential, commercial, and innovationoriented industrial zones within a connected and walkable environment. Multifamily housing is placed near essential services to enhance accessibility and support vibrant daily life, while mixed-use corridors combine retail, services, and flexible workspaces that adapt to community needs. The industrial district fosters startups, makerspaces, and light manufacturing as a driver of local economic growth. Public spaces such as parks, gardens, plazas, and athletic facilities are interwoven to strengthen recreation, culture, and civic identity. Implementation is phased, beginning with new roadways and infrastructure to establish connectivity, followed by housing, mixed-use development, and public amenities that build a cohesive and resilient urban fabric.

The site is dominated by heavy industry, limiting public access to the riverfront and contributing to the degradation of the Kansas River ‘s water quality. Restoring riparian buffers with native vegetation can filter stormwater, reduce erosion, and support habitat for wildlife, while enriching human experience through a resilient landscape. Integrating over 3,500 native plant species found in Kansas creates ecological balance, and a wetland dock system invites people to connect with the river through recreation, education, and stewardship. Funding & Design Financiamiento y diseño
On January 22, 2026, Governor Laura Kelly announced a $135 million investment to replace the Central Avenue Bridge corridor in Wyandotte County, including the crossings over the Kansas River, I-70, and the Union Pacific Railroad. The project is now estimated at $155.1 million, with Kansas officials pursuing a $25 million federal BUILD Grant to support the inclusion of dedicated bicycle facilities on both bridge segments. This investment reflects the critical role bridge infrastructure plays in supporting regional mobility, freight movement, economic development, and public safety.

With funding secured and planning underway, the Central Avenue Bridge replacement is moving toward implementation, with the project anticipated to go out to bid in late 2028. While the primary goal is replacing aging infrastructure, the inclusion of bicycle and pedestrian facilities creates an opportunity to strengthen connections between neighborhoods, trails, and the Kansas River. Successful implementation will require coordination among KDOT, the Unified Government, regional partners, and community stakeholders to ensure the project supports long-term mobility and economic development.

This project represents more than the replacement of aging infrastructure. It is an opportunity to reconnect communities, strengthen ties between Kansas and Missouri, and shape a more vibrant future along the Kansas River. We are grateful to the Unified Government of Kansas City, Kansas and the Central Avenue Betterment Association for their partnership throughout this work. As this project moves forward, continued advocacy and public awareness will be essential to ensure the new bridge includes safe bicycle and pedestrian infrastructure, restore the region’s other closed bridges, and inspire higher and better land use that supports connected, walkable neighborhoods. Together, these investments can reconnect communities, unlock the potential of the river corridor, and create a more accessible, resilient, and prosperous future for generations to come.

During the Spring 2025 academic semester, this interdisciplinary design effort brought together students from architecture, interior architecture, and real estate and community development. While several students were from the Kansas City area, including some who grew up in Wyandotte County, many were experiencing these neighborhoods and their history in depth for the first time. Through researching the bridge, listening to community perspectives, and exploring the surrounding area, our appreciation for this place and its future continued to grow. We came to see the Central Avenue Bridge as more than a transportation project, but as an opportunity for Kansas City to reconnect with itself and the river that has shaped its history and identity. It was an honor to contribute to this effort, and we hope the ideas developed through this studio help inspire a thoughtful bridge solution that reflects the needs and aspirations of the community.
