Community Gathers for the 14th Annual Domestic Violence Awareness Walk in Memory of Chelsey Lafernier October is National Domestic Violence Awareness Month, and on Saturday, October 7, 2023 approximately 100 KBIC tribal members and other community members gathered together in solidarity of an end to domestic violence at the 14th Annual KBIC Domestic Violence Awareness Walk in memory of Chelsey LaFernier.

remarks from our KBIC Tribal President, Doreen Blaker. President Doreen Blaker stated, “There is no tolerance for domestic violence on our reservation”. Following the opening remarks, the group of participants, composed of men, women, and children, began the 25 minute walk to the Niiwin Akeea gym. Following the walk, the event continued at the Niiwin Akeea gym with a feast, guest speakers, and raffle of many wonderful prizes!

Tabled Powwow Committee By-Laws.

Approved Michigan Indian Education Council Sponsorship for $1500.

Approved Tier IIB Contract with Vale Investment LLC for $58,662.50 for Four Seasons roof replacement.

Picked the name “Mikinaak Snack Shack” as the new name to replace “Ojibwa BP”.

Held the 3rd Reading of Title 38 Amendment. No action taken and will be brought back at a later date.

CEO’s Corner Happy Native American Heritage Month!

For almost one hundred years, Americans, both Indian and non-Indian, have urged that there be a permanently designated place on the calendar to honor the contributions, achievements, sacrifices, and cultural and historical legacy of the original inhabitants of what is now the United States and their descendants: the American Indian and Alaska Native people (BIA).

The White House Proclamation State Proclamation KBIC has many opportunities to celebrate Tribal Sovereignty and Identity throughout the month.

Look for the calendar on page 6 for more information.

Over the month of October, a lot of time was spent in budget review meetings and discussions with Tribal Council. For FY24 I proposed a $53,935,714 budget for Government operations and programming. I felt Department Heads were very prepared and efficient within their individual meetings this year. At times, there are many questions and decisions that need to be made for different departments and how it can be supported in the next year and beyond. I am proud of our Department heads for their efficiency and ability to understand the many moving parts that may make up their department and having the ability to verbalize that to council to justify their proposals. I also want to give Jennifer Misegan, ACEO, a shout out for her hard work to organize the entire process and being diligent with each step, it is a large undertaking.

Budget meetings are in closed session and open to Tribal Members. I encourage members who are eager to learn more about the KBIC budget or have questions to attend these meetings. I am positive they would walk a way with a new found understanding and appreciation of what it all entails.

65% of our proposed budget comes from Grant and/or Contract Revenue. With that said, FY23 was a wonderful year for KBIC and grant awards. Most notably the Promise Neighborhoods award from the Department of Education that is able to support many department functions as well as the hiring of over 15 new staff (that is huge!), CTAS grants were awarded; Tribal Court to enhance the Healing to Wellness Program, Tribal Police will have funding for a School Resource Officer in Baraga Schools and new equipment to continue keeping our community safe, No Kid Hungry funding for the Youth Department that funded food for the Summer Youth Programs and upgrades in equipment and space, Natural Resources received many awards to continue addressing our environmental, fisheries, wildlife, and habitat needs amongst the community, additionally many continuous grants that fund our departments were also awarded.

Cindy Cowell, Grant Specialist, works with many to all Departments to seek, apply, and submit applications for awards – and that is just a small part of a grant life cycle. The many steps to keep up on an award takes a lot of effort from many different areas of the Tribe. I am happy we have someone as organized and equipped with the grind mentality to take on this mighty task for us.

We were able to connect and network with many different state departments and their staff including; Michigan Department of Transportation, Department of Treasury, Department of Natural Resources, Department of Education, Department of Health, the Secretary of State, and the Michigan Gaming Control Board.

We had a 15-minute meet-and-Greet with Governor Whitmer. At this meeting we got to thank her for support on different initiatives and really zoned in on a regional detox center and the why behind it, Natural Resources and different hunting/harvesting practices and funding or support areas in need, we discussed per peer funding for KBOCC and the need for that to complete their vision for a complete vocational

school opportunity, and we were able to ask her what she needs from us and how we can continue to work together for the best.

At the Summit roundtable we got to thank her for the support in our Land Claims Act in the Senate and asked for continued support. We also got to discuss antlerless hunting amongst non-tribal members and the association with chronic waste disease. We gave her a gift of medicines and KBIC member business maple sugar and wild rice.

Overall, it was a very busy and worthwhile trip to Lansing.

Some housekeeping notes: Tribal Social Services has moved offices – they are now located at 805A US HWY 41 in Baraga, right next to Eagle Radio. If you have questions, please call the office at 906.353.4201.

Our new full-time Dentist, Dr. Stevens, was expected to start at the Health Clinic on Monday, November 6th. That has been pushed back to Monday, November 13th.

Government Offices are closed: Friday, November 10 – Veterans Day & Thursday, November 23rd Friday, November 24th for Thanksgiving and Native American Heritage Day. Next month, I will address the CEO Office goals and what we plan to focus on as we enter 2024. Domestic Violence Awareness Walk everyone enjoyed a traditional feast of whitefish, turkey, ham, mashed potatoes, wild rice, and corn prepared by Jamie Jones. Following the feast, cupcakes were provided by Shelby Turnquist of Chassell.

The first guest speaker was Heather Syrette, who is affiliated with Little Traverse Bay Band of Odawa Indians and Oneida Indian Nation. Heather is currently employed through the Saginaw Chippewa Indian Tribe where she does prevention work surrounding domestic violence. Within her speech, Heather courageously shared that as a young adult, she survived domestic violence and alcohol abuse. Heather stated that her personal experiences with domestic violence, as well as her continual sobriety, inspire the work she is currently doing within Indian Country to combat and prevent domestic violence. Heather earned a Bachelor of Social Work degree from Central Michigan University, and she is currently finishing up her Master of Social Work degree at the University of Michigan. Following Heather’s speech, her husband and daughter spontaneously sang a hand drum song of peace. Heather’s husband, Joe Syrette, commended the KBIC Tribal Community, “There are not many places you can go, and find this large of a gathering for this cause [domestic violence awareness] on a weekend… you must be doing something right”.

Following the first guest speaker, Waabanokiizhiik Mandosking of the Sault Ste. Marie Tribe of Chippewa Indians spoke on her experiences as a Two Spirit person. She shared stories of growing up witnessing domestic violence within her home as well as her struggles to embrace her identity as a transgender woman. Waabanokiizhiik stated that she experienced a lot of harassment and violence growing up, but she never felt as though she could authentically express herself as a Two Spirit trans woman. Waabanokiizhiik is currently employed as a community organizer through Miigwech, Inc., a non-profit organization aimed at fostering healing and rebuilding in tribal communities through Mino Bimaadiziwin (The Good Way of Life).

Both guest speakers were presented with a card, honorarium, and Heartberry blanket.

A special gift presentation was made to Alexxus LaFernier-Beyer, and her family, by Carole LaPointe, former Director of KBIC Victim Services and Programs. The gift included a painting of the Northern Lights made by Bryan Welsh and a beautiful hydrangea plant.

Around the Community Nykolas Velmer Completes Basic Combat Training, Prepares for Next Phase in Military Service Nykolas, a 2023 graduate of L’Anse High School, has achieved a significant milestone by successfully completing 11 weeks of Basic Combat Training (BCT) with the United States Army, Ares Company 2-29, at Fort Moore, formerly known as Fort Benning, in Columbus, Georgia. On October 6, 2023, he was made an official United States Army Soldier, embarking on a journey of service and dedication to our great nation.

Following his successful completion of BCT, Nykolas is now set to undertake the next phase of his military journey - 11 weeks of Advanced Individual Training (AIT). During AIT, Nykolas will receive specialized instruction in specific occupational skills essential for his role within the Army.

This remarkable journey will continue as Nykolas progresses through AIT, culminating in his graduation from One Station Unit Training (OSUT) on January 18, 2024. This graduation will signify the completion of his initial military training and the readiness to serve his country.

Post-graduation, Nykolas will embark on the next leg of his military service, being stationed in Hawaii.

Nykolas's journey is a tribute to his resilience, dedication, and unwavering commitment to serving our nation. The community extends its warmest wishes and support to Nykolas and his family. Nykolas is the son of Marty & Liz Curtis, and KC Rantanen & Joe Velmer.

As Nykolas sets forth on this remarkable path, our thoughts and prayers are with him for a safe, fulfilling, and successful military career.

Natural Resources Waawaashkeshi Camp 2023 Draws Record Attendance The yearly Waawaashkeshi Camp celebrated another triumphant edition this year, marking the highest attendance with over 90 participants. Families, children, and community members gathered for a day filled with learning, sharing, and of course, delicious food!

The event, organized by the Natural Resources Department (NRD) and Great Lakes Indian Fish and Wildlife Commission (GLIFWC) team, showcased the power of community engagement in preserving and celebrating indigenous traditions.

Forestry Preserving Heritage: KBIC Meet Tiara Drift: A Valued Intern Forestry and Natural Resources Contributing to the Forestry Collaborate to Protect Cultural Department and Archaeological Resources This autumn, Tiara Drift came on board as an intern This fall, the KBIC Forestry and Natural Resources Departments collaborated to carry out surveys of cultural and archaeological resources on the Reservation. They were accompanied by a BIA Archaeologist and Forester. Together, they walked hundreds of acres of Tribal forests slated for potential timber harvesting.

Both events featured a spread of pizza, fruits, veggies, candy, and entertaining games such as pumpkin golf and witch hat toss. Additionally, there was an exciting costume contest for participants of all ages.

Around the Community New Children's Book 'Garden Party' by Frances D. Maki, Illustrated and Translated into Ojibwe by Sarah L. Smith, Now Available

Louie the cricket is looking for others to play music with him in the garden. He runs into several other characters throughout the garden. Each character has their own unique sound that contributes to the overall sounds.

The author, Frances D. Maki, is the mother of four children and two grandchildren. She lives in the Upper Peninsula of Michigan on the L’Anse Indian Reservation. She is both Anishinaabe (Ojibwe) and Lakota Sioux. Her love of reading began at a young age. She began writing stories for her children when there were small and continues to write today for her grandchildren and future generations.

The translator and illustrator, Sarah L. Smith, is the mother of five children and three grandchildren.

She lives in the Upper Peninsula of Michigan on the L’Anse Indian Reservation.

She is both Anishinaabe (Ojibwe) and Lakota Sioux. She has painted acrylics since she was a young girl and is learning Anishinaabemong (Ojibwe) through the University of Wisconsin. Her business, 9th Fire Consulting, LLC is the publisher of the book.

Lisa Denomie joined the Girl Scouts meeting on Thursday, November 9, 2023, to lead a presentation celebrating Native American Heritage Month. She had scouts make bark medallion necklaces of their choice after storytelling about how the fire came to earth.

Anishnaabe Dental Outreach Celebrate National Brush Day National Brush Day encourages a healthy smile for all. National Brush Day is observed annually on November 1, to reinforce the importance of children’s oral health and promote good tooth-brushing habits.

Parents are encouraged to make sure their family brushes their teeth for two minutes, twice a day. This year’s campaign has a variety of materials available for download, including a National Brush Day logo, posters, social media posts with graphics.

We encourage all folks to sing a favorite toothbrushing song that’s at least 2 minutes long while brushing twice a day. Common songs can be adapted, such as “The Wheels On The Bus Go ‘Round and ‘Round” can become “The Bristles On The Brush Go ‘Round And ‘Round!” “So Early In The Morning” can include “this is the way we brush our teeth, brush our teeth, brush our teeth. This is the way we brush our teeth so early in the morning!”

Bohdi earning his medal for participating in the PreK/Kindergarten League and Dekkar earned his medal for participating in the 2nd/3rd League.

The Copper Country Pee Wee Basketball Program teaches Pre-K through 5th grade fundamentals and the game of basketball. Weekly practices began August 20, 2023, with six weeks of games beginning September 9, 2023. The final games were held on October 14, 2023, followed by a medal ceremony.
