T

his past year has once again been a year of significant organizational change, growth and progress. Broadmead Care continues to execute its strategic plan focused on building a strong, dynamic and sustainable non-profit organization.

Organizational growth is a key element of this strategy to serve our community in a greater way, to provide the highest quality care and services possible, to create a more financially sustainable organization and to ensure there is a vibrant nonprofit sector providing health services in the South Island. Through this approach, Broadmead Care has grown by more than 35% in the past few years.

In this context, we are pleased to announce that Rest Haven Lodge merged with Broadmead Care on April 1, 2018. This milestone marks the culmination of many months of close collaboration between the two organizations. Rest Haven Lodge has a proud legacy of providing quality residential care on the Saanich Peninsula for more than 30 years and we are delighted to have it join the Broadmead Care family of programs serving the South Island.

Rest Haven Lodge will continue to operate under the same name and Broadmead Care will continue to build on the Rest Haven Lodge legacy of high quality seniors’ care. Broadmead Care now owns and operates the Veterans Memorial Lodge at Broadmead, Nigel Program (Nigel House and Harriet House), Beckley Farm Lodge (BFL), Rest Haven Lodge and adult day programs at BFL and the Veterans Health Centre.

We are also pleased to announce that Broadmead Care has entered formal agreements with Island Health and BC Housing to replace the existing Nigel House with a new, larger residential care home that will have 41 beds, plus an additional 38 units of Assisted Living and 10 units of affordable housing.

The new Nigel House will be built very close to the current building and will be part of a master plan to redevelop the nine acre Nigel Valley into an integrated neighbourhood of market housing, affordable rental housing, and care services. This will be a $35 million project, of which Broadmead Care has committed to fundraise $2.5 million. So far we have raised more than $700,000 and we invite you to support this very exciting and important project.

Broadmead Care is grateful for the collaborative partnerships we have with Island Health, Veterans Affairs Canada and BC Housing and for the support we have received from our staff, volunteers and donors as we continue our journey to increase the impact of our mission and our services on southern Vancouver Island.

Nigel House Redevelopment PROJECT UPDATE

B

roadmead Care is very excited to work with Island Health and BC Housing on what will become one of the more significant land developments for health and human services currently taking place in the Province of BC. The Nigel House Redevelopment Project will see a new home for Nigel House built on land adjacent to the current site as part of the Master Plan to redevelop the entire nine acres of the Nigel Valley.

BC Housing, the lead agency for the Nigel Valley Master Plan, is making progress in the rezoning and development permit application process with the District of Saanich planning department.

During the past year, we have been very busy moving the Nigel House Redevelopment Project through the various approval processes, accomplishing the following milestones:

ith the support from generous individuals, community groups and corporations, fundraising for the Nigel House Redevelopment Campaign is fully under way. To date, close to $700,000 of the $2.5 million dollar goal has been raised to bring our vision of a new home for Nigel House to life.

Who We Serve

O

ur programs serve some of the most vulnerable members of our community and it is our honour and privilege to care for them.

Within these programs, Broadmead Care offers compassionate, person-centred care that helps people enjoy life to the fullest – regardless of circumstances that affect their health and wellbeing. Below is a profile of the programs for the 2017 - 18 fiscal year.

SERVING CANADA’S VETERANS Broadmead Care is proud of its role as the primary provider of residential care and adult day programs for Canada’s World War II and Korean War veterans.

In partnership with Veterans Affairs Canada, it provides 115 Priority Access Beds for this cohort of veterans and an adult day program at the Veterans Health Centre for veterans still living at home.

Sadly the number of these veterans in Canada is rapidly decreasing as this generation of Canada’s heroes passes away. However, Canada is very fortunate to continue to be served by another generation of Canadian Forces personnel who have proudly represented Canada around the

world in peacekeeping missions and other military engagements. Today Canada has approximately 80,000 modern day Canadian Forces veterans, some of whom are now in their 70’s and 80’s and require some form of care and support.

To meet the growing need of this new cohort of veterans, Broadmead Care, Island Health and Veterans Affairs Canada entered a new agreement for Broadmead Care to provide ten (10) preferred admission beds for these veterans within our 115 Priority Access Beds. This means that we will be able to provide long term care for up to ten Canadian Forces veterans who previously would not have qualified for admission into these beds.

It is a great honour to care for Canada’s veterans and we look forward to continuing this role on Vancouver Island for many years to come.

VETERANS MEMORIAL LODGE AT BROADMEAD The Veterans Memorial Lodge at Broadmead is a 225-bed, 24/7 residential care home for World War II and Korean War veterans and seniors. Of

the 225 beds, 115 are reserved as Priority Access Beds for veterans.

• 125 admissions • 60% male, 40% female • Average age of residents is 88.2 years • 74% have dementia • 39% of newly admitted residents stay less than one year

VETERANS HEALTH CENTRE The Veterans Health Centre provides health, social and recreational services for veterans living in the community to enable them to live at home as long as possible.

• Average number attending per week: 154 • Clients’ age range: 55-101 years

NIGEL PROGRAM FOR ADULTS WITH DISABILITIES The Nigel Program for adults with disabilities provides residential care for adults between the ages of 19 to 55 years old. Nigel House (NH) is a licensed residential care facility with 26 beds and Harriet House (HH) is a 15-bed step-down unit for those requiring complex care support.

• Average age of residents is 54 years (NH) and 60 years (HH) • Residents’ age range is 24-71 years (NH) and 54-67 years (HH) • 58% male, 42% female (NH) and 43% male, 57% female (HH) • Length of stay can be up to 35 years, while the majority stay close to 20 years

Beckley Farm Lodge is a 65-bed complex care residential care home with 24/7 nursing care. The Lodge has an Adult Day Program where clients can access an overnight respite program, a Community Bath Program for those having difficulty bathing at home and an Active Seniors Enjoying Life (ASEL) program that operates in two sites in the James Bay Community. All outreach programs combined serve over 200 clients in the community. The Lodge also offers community lunch and supper meals for seniors.

• 22 admissions • 56% male and 43% female • 65% have dementia • Adult Day Program sees 37 clients per week • ASEL-outreach has 120 participants • Community Bathing Program supports 21 clients per week

BETTER AT HOME Broadmead Care continues to provide Better at Home services to seniors in Saanich and on the Saanich Peninsula with partner agencies, Saanich Volunteer Services and Beacon Community Services. In November, Broadmead Care launched the Shopping Bus Program with our partners. The bus is abuzz with conversations between people who hadn’t met before. Friendships have formed, groceries have been bought, and many stories have been shared over coffee.

Over the past year, we enrolled 466 new clients.

Most volunteer services are provided at no cost.

• 95 people received 256 shopping bus outings • 464 people received 3,117 drives to appointments • 211 people received 2,631 housekeeping visits (charged on a sliding scale according to income)

REST HAVEN LODGE Rest Haven Lodge (located on the peninsula in Sidney) is a 73-bed residential care home for those requiring 24/7 nursing care. Rest Haven joined the Broadmead Care family of programs on April 1, 2018.

Becky’s passion for the elderly led her to Beckley Farm Lodge in 2002 as a co-op student. Sixteen years later the pilot program she helped start has become a core component of the programs at Beckley Farm Lodge. Becky leads the community outreach program that engages seniors who live independently in their own homes

with social interactions and physical activities. Becky shared that there are a lot of seniors living on their own and at risk of loneliness, loss of mobility and in some cases depression. Thanks to Becky and her team, the community outreach program is keeping seniors who live on their own connected to the community.

While Canada is an affluent country, there are many Canadians who require significant support and care to live their lives to the fullest. Broadmead Care is a non-profit organization passionately focused on serving as many as it can in the community who require its services to live well.

this by looking for opportunities to work together with other potential non-profits with a similar purpose as Broadmead Care, facing an uncertain future on their own, but could have a secure and dynamic future as a part of a larger, financially stronger organization. To date, this strategy has generated three collaborative partnerships that resulted in mergers with Broadmead Care:

Residential care and day programs for veterans continue to be a top priority for Broadmead Care.

Twenty-five years later, we are now working with Veterans Affairs Canada to extend our residential care services to Canadian Forces veterans who have served Canada since the Korean War. These veterans will be eligible for preferred admission to the Lodge.

Broadmead Care’s experience has taught us that partnerships have the greatest potential to unleash capacity to fulfill a common purpose – and we will continue to look for more of such partnership opportunities.

Measuring Exceptional Care

T

he Canadian Institute for Health Information (CIHI) is an independent, not-for-profit organization that provides essential information on Canada’s health systems and the health of Canadians. In 2015, CIHI launched the longterm care section of its public health system performance reporting website called Your Health System. Since the inception of CIHI, Broadmead Care has been using the data collected by CIHI in the decision-making process to improve the quality of care. Here are a couple of indicators as an example.

The average age of residents at the Veterans Memorial Lodge at Broadmead (VMLAB) is five (5) years above the average in residential care homes in Canada. As a result, residents living at VMLAB require more care. Despite this significant difference in the age of residents, the quality of care at VMLAB as measured by the indicator “Improved or remained Independent in Activities of Daily Living” is higher than the average in Canada and reflects our commitment to exceptional care.

Other CIHI indicators include “Taken antipsychotics without a diagnosis of psychosis”, “Daily Physical Restraints” and “Falls.” The VMLAB applies very strong medication management practices. They ensure residents are only receiving appropriate medications and that effective pain management practices are in place so that residents live as comfortably as possible. Furthermore, despite having one of the lowest rates of restraint use in Canada and an older resident population, the number of resident falls at VMLAB is not higher than in other jurisdictions in Canada.

At Beckley Farm Lodge (BFL), the data shows a slightly different population. The residents are younger and have greater ability to maintain more aspects of daily self-care activities. Staff have taken strides in improving medication management and follow quality improvement plans to achieve higher results on all CIHI indicators.

For as long as she can remember, Candice has been serving seniors – from her time as a candy striper in grades 9 to 11 through nursing school to the present day. Candice has been working at Rest Haven Lodge since she was 23 years old, just barely out of nursing school, and believes that aging should be celebrated. Candice has learned so much from the residents at Rest Haven Lodge as they share their stories and experiences with her. As the Care Coordinator for Rest Haven, Candice’s job is to bring the team together to ensure the residents are safe, happy and cared for.

Quality of Care Making “Every Moment Matter” RESULTS FROM THE OFFICE OF THE SENIORS ADVOCATE PROVINCIAL SURVEY

Y

ears ago, Broadmead Care staff came up with the motto “Every Moment Matters” to describe the essence of their work. The primary motivation of everyone in our organization is to live up to that motto and provide the highest quality of care and quality of life we can for each person receiving our program and services. We measure that quality of care and quality of life in many ways. However, for the first time in BC a province-wide survey of residents in care homes was conducted by the Office of the Seniors Advocate. This was the largest survey ever conducted in BC regarding the quality of residential care in the Province. It was administered to residents and the “most frequent visitor” (usually a family member).

We received a summary of the results of the survey earlier in 2017. One of the key goals of this survey was to determine the percentage of residents and visitors who would rate the overall

quality of care as “Good” or “Excellent” at their residential care home.

• The resident survey resulted in an average of 50% “Good” or “Excellent” ratings for all residential care homes in BC, 56% in Island Health and 67.9% at the Veterans Memorial Lodge at Broadmead.

• The visitor survey resulted in an average of 67% “Good” or “Excellent” ratings in BC, 68% in Island Health and 81.8% in the Veterans Lodge at Broadmead.

In other words, residents and visitors at the Veterans Memorial Lodge at Broadmead rated the overall quality of care significantly higher than both the BC and Island Health average. Every moment matters!

“Choosing Wisely” Together

B

roadmead Care is fortunate to have a dedicated and caring group of physicians who provide medical care for its residents. For many years, Broadmead Care has worked closely with its medical staff to improve the quality of medical care in its residential care homes and, in particular, to improve its medication management practices to ensure residents are only receiving appropriate medications. For example, Canadian Institute of Health Information data indicates that the Veterans Memorial Lodge at Broadmead has had one of lower rates of antipsychotic use without a diagnosis in BC. Broadmead Care is continuing to focus on changing and improving the quality of medical care by implementing the Choosing Wisely guidelines.

Choosing Wisely Canada is a campaign to help clinicians and patients engage in conversations about unnecessary tests and treatments, and make smart and effective care choices. Choosing Wisely is a collaboration of the Long Term Care Medical Directors Association of Canada and the Canadian Medical Association. Their work resulted in six key recommendations intended to reduce or eliminate care interventions that actually

may not benefit the frail elderly. Examples of these recommendations include not using antipsychotics as a first choice to treat behavioural and psychological symptoms of dementia, and wherever possible, reducing transfer to hospital.

In January 2017, Dr. Dale Nicoll, Broadmead Care’s Medical Director, began to work with the medical and nursing staff, residents and families to further implement these recommendations across Broadmead Care residential care homes.

Broadmead Care is a leader in a number of these recommended practices already, but aspires to become a leader in all of them.

A primary area of focus in the past year was the discontinuation of long-term medications unless there was a reasonable expectation of benefit for the individual resident. The results have been very significant. Under the direction of Dr. Nicoll, there was a 25% reduction in the total number of medication doses dispensed from the pharmacy.

Many of these medications were determined not to be effective or were not meeting the resident’s goals for care. This initiative will be further evaluated in 2018.

Fred is a member of the hospitality team at the Veterans Memorial Lodge at Broadmead. There is nothing Fred can’t do. From patching to painting to plumbing to equipment maintenance to fixing furniture to providing the personal touches for the residents – Fred has completed over 25,000 work orders during his

15-year career at the Lodge. For Fred, it’s about providing the personal touches necessary to make a great first impression for a new resident or to help other residents with their “honey do” lists. Fred’s mantra is to go above and beyond to create a home-like environment, just as he would like it.

A lot has changed during the 34 years Madonna has been part of the Nigel Program. There are a few residents who have lived at Nigel House just as long as Madonna has worked there.

Their journey together has taken them through many memorable moments.

Most notably was a time in 1999 when they moved absolutely everything from Nigel House to Tillicum Lodge so that Nigel House could undergo extensive renovations. Madonna noted that it was quite the undertaking. She also observed that the type of care has changed over the years, from ambulatory to more complex care. As a care aide, Madonna has a therapeutic, respectful and caring relationship with each individual. She feels it is her job to help each person live their life to the fullest and to be supportive in a physical and emotional way.

The Story Behind the Gift

“I

’ve been thinking about putting my affairs in order, which means I need a Will within which I would like to include Broadmead Care. I don’t have any family and Broadmead Care has a special place in my heart. Can you help?” This was the initial conversation I had over the phone most recently with a donor.

When asked why Broadmead Care, the answer was simple: “You looked after my mom and she was so happy here!”

It brought us together to discover the story behind her desire to include Broadmead Care in her Will.

A few years ago, a family member had suddenly passed away without leaving a Will. This meant that the surviving family member had no authority over the division of the assets – it resided with the provincial government. The process was devastating to the surviving family member and she vowed to ensure her own affairs were in order.

And thus the call to Broadmead Care.

Broadmead Care is fortunate to receive a number of legacy gifts. In some cases, the gift is a surprise and we may not know any information about the donors or the reasons underlying their generosity.

To properly recognize our legacy donors, we like to learn the “story behind their gift”. By having this information, we can ensure that those who receive the benefit of each gift will know a little about who the donor was and why he or she decided to be so generous.

After our visit together and discussing the options, the next step for this donor was a visit with the lawyer and potentially a financial advisor.

When it Rains it Pours!

W

ho would have thought that, after a period of gorgeous weather, the one day when the golfers, volunteers and sponsors came together on the golf course would be the one day of pouring rain for three solid hours. This, however, didn’t dampen their spirits. On rainy Thursday, May 10 at the Royal Colwood Golf Club, the 15th Annual Broadmead Care Charity Golf tournament was a tremendous success. The 136 players, 29 volunteers, 22 sponsors, 34 auction packages and 47 donors were responsible for raising $117,000 towards the Make Room campaign in support of resident room upgrades to 229 rooms at Veterans Memorial Lodge at Broadmead.
