The Story of the Advocate

Every one of us has a story. It informs who we are and it explains how we got here. The Lindsay Advocate itself is a story. It is a story that began in 1855, although we didn’t know it at the time. Months after we created the Advocate to focus on the social and economic wellness of our area, we learned that Lindsay’s first newspaper was also called The Lindsay Advocate, first published in 1855 by Edward D. Hand. Its mission?

“Our chief efforts will be directed towards furthering the interests of this Town and County and advocating (for) their well-being and improvement…”

We embrace this echo of history and consider it a profound trust to carry forward. Our focus will continue to be about putting human values ahead of market values for our people and small businesses, not furthering the corporate agenda.

Student voters should read Stephen Harper’s bio to ‘broaden’ their perspectives The Lindsay Advocate recently featured an article called “Student voters.”

In it, students Ryan Goldie, Victoria Hynes and Alanna McLean expressed their views and political priorities.

Not surprisingly, their areas of academic study and their current life circumstances all factored heavily in their comments.

Twenty years from now, these students will likely have experienced the challenges of seeking suitable employment in a rapidly changing world; buying, owning and maintaining property; raising a family; handling increasing levels of responsibility in the workplace or maybe starting a business of their own; and coping with the constant pressures of meeting their financial commitments within in a highlytaxed and excessively-regulated economy. If asked the same questions 20 years from now, how will their answers differ?

My point is, of course student voters will hold views that reflect their current interests and stage in life.

To each of these students, however, I recommend that they broaden their political perspective by reading Right Here, Right Now by former Prime Minister Stephen Harper published in 2018. It was certainly an eye-opener for me when Stephen’s words taught me about how complex and multi-faceted every issue becomes when viewed from the perspective of all 37 million Canadians and not simply a few individuals. The job of Prime Minister is best understood as a “high wire act” that demands the careful balancing of competing demands from every segment of society while keeping a watchful eye on what is financially, economically and politically feasible.

My respect for Stephen Harper rose sharply after reading his book. I still marvel that he survived for nearly 10 years in spite of a hugely adversarial press and a largely ungrateful populace. For me, Stephen would be my first choice with whom to have beer and conversation if that could ever be possible.

Ross Memorial AGM: Is bureaucracy the greatest threat?

I attended the recent Annual General Meeting of the Ross Memorial Hospital. I have never witnessed such a shameless use of autocratic power by bureaucrats.

Robert’s Rules of Order were not followed. I wanted to ask a question about the financial report. Specifically, I wanted to know why we spend over $78 million on staff salaries, benefits, future pensions, and a very worrisome ‘compensated absences.’ My request was denied by the chair.

The provincial government re-directs $88 million of our taxes to support Ross. So, the staff consumes almost 90% of the taxes. That does not leave much for medical hardware.

We don’t know how much of that goes to employees who directly help patients, and how much to the administrative staff, but we do know that there are some very plush offices for the administrators on the top floor. They are much better, more spacious, and more comfortable than the bunkers where patients wait for day surgery.

The bureaucrats have created an enclave inhabited by the right kind of people {RKOP}. At the election for governors we were presented with a list of RKOP, prepared by a committee of RKOP, which had been created by the RKOP. Most of them had previous career experience in organizations funded directly, or indirectly, by the taxpayer.

We need more of the wrong kind of people on the board. Farmers, industrialists, small business people, factory workers, and entrepreneurs. People who really know the value of money. People who use innovations to reduce staff costs. People who use tools to measure real productivity. People who live under the harsh discipline of the bottom line.

The greatest danger we all face is the endless growth in the size, and cost, of bureaucracies.

Stop pushing people to get married and have children

Don’t look a gift horse in the mouth

I’d like to applaud The Lindsay Advocate for running Peter Weygang’s letter (‘The Age of Locusts?’

September Lindsay Advocate) and put my two cents in.

No doubt some will not see the wisdom in such statement as “the randomness of human procreation must end.” But, as Weygang so eloquently puts reality, “We live on a finite earth,” not unlike a wine glass that can hold only so much before spilling over. It has nothing to do with fascist ideals but everything with pure science.

We need to stop the mental bondage of child bearing as a woman’s must-do. We need to get away from this ‘get married/have children’ being the expected norm in life. We need to end the political perpetuation of irresponsible human propagation and we need to stop rewarding the practice.

Certain churches need to drop their brainwashed reasoning for race or religion driven procreation.

Of course, it all starts at home – education. Having a child should only be an option if and when we are willing and able to provide that child with a good life. It should be our responsibility (not government’s) to raise our kids and it should be a privilege, never a ‘right’ to bring a person into this world.

When we find ourselves in a good position to raise a child, we need to provide them with the reality of Weygang’s words in a loud and clear fashion, and instill in them the desire to make intelligent choices with their bodies, their lives, and hence the lives of their children.

I regularly ride my horse in Lindsay. I have a disability – an invisible one. My horse is my therapy. It’s my time where I can experience joy -- and even then it’s not easy. I am considered a pedestrian by law.

I have the same rights as a person with my horse.

The bylaw states there is no law that requires people to pick up horse manure the way there is with dog fouling. There is no such fine for horse droppings.

So police or any other person riding a horse are under no obligation to clean up after horses, even if it is in the street where you live. Bylaw has even told me, that it is considered more dangerous for me to dismount and clean up on the road as well.

Horse droppings are considered digested grass.

It will dry up, and disintegrate, or easily break down and wash away. People actually buy horse manure for its valuable properties in gardens.

I will say, I do clean up in parking lots out of respect for others. Sometimes I have to cross on sidewalks, and if it happens I clean up.

People for the most part, enjoy seeing the horses.

Yet, I have met a number of people who do not like that I ride my horse in town. Because they think I have to clean up -- that it’s the same as a dog. People need to relax, and if the manure is their problem, then pick it up. Do your garden a favour.

How I’ll be voting

Like millions of other Canadians this month, I’ll be casting my ballot for a local candidate to represent my interests in Parliament.

If I lived in 1950s or 1960s Canada, my choice might be different than it will be this month. Back then, the business world worked closely with governments to help co-construct a society worth living in for each of us. ‘Open for business’ back then actually meant something because big business was a reliable partner that paid a living wage to its employees.

When business became truly global it stopped thinking of citizens though (except their role as consumers) and started thinking more about shareholders. Jobs in western countries like ours no longer paid a living wage. The work that was largely available became precarious, often without benefits.The labour that remained here was a shell of its former self when it came to providing for families.

It is no longer realistic to believe that even a full-time job at minimum wage can support a family. I wonder in what worldview is it okay that we say to those people, you just have to work harder? I’ve heard some say it’s their fault for not going back to school and retraining for a better position. But service jobs will always exist and someone will need to do them. Isn’t a reasonable level of compensation appropriate?

We spend millions of dollars on mental health now when in fact the greatest mental health program we could give would be to ensure people have basic income security. Some reading this might say that government can’t afford to do anything like this. Then I would ask: Who will pay for their mental health programs? For their foster care run-ins? For their physical health ailments? (Fact: the worse off your income, the worse off your health will be.)

Who will pay for their welfare? Their drug treatment programs? Who will pay for their emergency room visits because their lives most assuredly will be lives of crisis? For those who say they don’t want to pay for a strong social policy safety net, I can tell you we either pay now or pay more later.

We have allowed a neoliberal framework as the way to ‘do’ capitalism -- that is, let the profits go to the top and too bad about the bulk of people who make up the bottom. We do not all start from the same starting blocks.

We do not all have the same inborn advantages of family, education, or talents. My vote will go to the politician and party that won’t be okay with poor bashing while paying out billions of dollars to corporations like Bombardier, SNC Lavalin, and the oil sands. My vote will go to the party that can convince me they won’t keep doing the same damn things over and over, expecting a different result.

‘Broken Toys’

}} Powerless guards mired in

poor working conditions at Lindsay’s Superjail

For the past couple of months the Lindsay Advocate has been speaking to employees and former employees of Lindsay’s Central East Correctional Centre. Citing concern for their jobs (and privacy issues) all interviewees requested anonymity. We also spoke on the record to representatives of the union and to Ontario’s Solicitor General.

“We call them broken toys.”

“They are broken. Mentally broken. Some are suicidal, from a career in corrections,” says one retired correctional officer (CO), describing some of his former co-workers.

As an outsider with no experience with the prison system, I had of course expected stories from COs involving mental health.

But I thought I would hear stories of trauma that come with having a job that involves providing custody and control for criminals (or those suspected of criminality): the ‘crazy stories’ of fights, drugs, rape and murder. What shocked me was that the more I spoke to COs (current and retired) the more I learned that the stress these people described was more often about policy, procedure and management then it was about the salacious things I had imagined.

To be clear, this is not a job that everyone would find normal. “Our job is to get spit on and attacked,” says one retired CO. But overwhelmingly, those interviewed cited management and administration as one of the chief stressors of the job. It’s a situation that Chris Butsch, President of OPSEU Local 368, says is getting worse over time.

“Working conditions are at an all-time low,” he says.

The problem, it seems, is that the way prisons are run has changed dramatically over the years. In the past, COs ran the ‘floors.’ They were in charge of the inmates.

As one retiree described, “back in the day, when an inmate was misbehaving I would just turn off his TV. And my supervisor would have my back. Now, guards are powerless. And the inmates know it.”

“We can handle the inmates when we work together as a team,” says another CO. “It’s the management and the impossible things they ask from us that is the real problem.”

Butsch describes a system where policy comes down from “on high.” It’s created in a vacuum with no considerations for the mechanics and realities of life inside a prison. “Front-line staff know how to do the job,” says “Butsch” but we are ‘talked over’ and our suggestions are often “ignored”. Butsch gives the example of a directive to create a new segregation unit. The policy arrives without the operational detail of how this will work -- the myriad of operational details that must be perfect if they are to safely provide custody and control for inmates and staff alike.

For its part, the Ministry says that it is trying to reform the system.

“The government has been clear in its commitment to supporting correctional services across this province. Progress has been made across the correctional system by implementing new ways for staff to manage inmates more effectively through better housing options, redefining segregation and better mental health screening and assessment tools. New measures provide better oversight and support more

effective management of inmates, who for their own safety or the safety of others, must be housed apart from others,” said Andrew Morrison, media relations at the Solicitor General.

But when fentanyl came along, the problems got way more serious Butsch, for his part, is skeptical. Even the best policy, without the proper resources to implement it, is useless and possibly harmful. Butsch cites the example of staff training. All COs have a formidable list of mandatory training in things like defensive tactics, verbal diffusion, high-risk takedowns. “At one point in the recent past we were at nine per cent compliance with training. The situation has improved since then, but there are still issues of resources.”

Drugs and gangs are obviously another issue of concern in our prisons. And the drug situation has gotten worse, as it has in general society, because of drugs like fentanyl and carfentanyl. As one retiree said, “Way back, I didn’t really do much about pot. Pot kind of mellowed everything out. But when fentanyl came along, the problems got way more serious.” When asked about gangs specifically, Morrison at the Ministry said that “All correctional officers receive comprehensive training to do their jobs effectively.

Correctional officers are trained in recognizing signs of gang affiliations and activities, and the ministry has information sharing protocols in place with police services.”

But as Butsch says, “Take the drugs and gang situation.

Is it worse in the prison because society is just getting worse? Or is it worse because we don’t have a dedicated, trained staff on the body scanners that were installed?

You will have someone placed on that machine who normally never uses it. How does that stop drugs?”

Butsch claims that due to resources, policy doesn’t always get followed, citing searches as an example. “It is policy that every cell has to be searched at least once a month. There are some in the facility that have not been searched in two months because the search team had to be seconded to deal with staff shortages rather than than the employer hiring the right amount of people to get the job done. That’s a safety issue for our members.”

It is that inconsistency that causes real stress for staff, claims Butsch. “We have to follow all of this policy perfectly, but only when it is convenient for a government. According to Morrison the Lindsay facility has been locked down 69 times so far in 2019 as a result of staff shortages. Lockdowns disrupt the normal operations of the jail and can increase the overall tension in the facility - a situation that only worsens the overall safety for staff.

In 2016 the Ontario Supreme Court ruled in Ogiamien v. Ontario that the conditions of detention during lockdowns are much like solitary confinement.The ruling stated that the practice was an “an outrage to the standards of decency,” violating the ‘cruel and unusual punishments’ section of the Constitution.

incarcerated need a fresh start

Years ago on a Toronto subway, Lois Powers noticed a poster of a man leaving prison. The caption read: “Freedom.

Now the punishment begins.”

Inspired by this powerful image, Powers went on to work for justice through various positions in social services, including the Toronto John Howard Society. Today she is the executive director of the John Howard Society (JHS) of Kawartha Lakes & Haliburton.

So what does it take to help people released from the Central East Correctional Centre (CECC) in Lindsay? Community safety is the highest priority of JHS and their experience has shown that the more supports people have both in jail and upon release, the lower the recidivism rate.

One of the myths about people released from the CECC is that they end up living in Lindsay. The majority of the men (80 per cent) are from the Greater Toronto Area or York Region; sentences are short (78 per cent are around three months) so the reality is that families do not relocate.

JHS works with those individuals who lived in Lindsay before incarceration.

CECC is a 1,184-bed multi-purpose correctional facility, with six pods of 192 beds each for men (1,152), and a separate 32-bed female unit. As its website states, “it houses inmates in a maximum security setting who are serving sentences of up to two years less a day, as well as those on remand awaiting court proceedings.”

WHAT IS REINTEGRATION?

Like any disruptive life event, some planning goes a long way to ease the transition. The men who are released from prison face challenges securing stable housing, employment or educational programs, and services to deal with physical or mental health issues.

On top of these challenges, they face the stigma of being labeled an “ex-con” or an “ex-offender.”

Reintegration plans developed by Lindsay JHS begin with an assessment of the individual’s needs, and their public safety risks. Next a treatment plan is created for each individual; followed by the identification of programs that will help the client. Finally they coordinate the plan to make sure it is followed. This final step is important to ensure there are no gaps in care.

The chances of success increase when these four areas are addressed.

Reintegration should begin in the correctional facility but shortages of social workers and discharge planners mean that many people do not receive help preparing for life after their release. At CECC there are only 6-10 discharge planners for 600 men. Many of the people incarcerated have significant diagnosed and undiagnosed mental health issues. The sheer numbers and complex needs of the men overwhelm the resources available.

GETTING A JOB

Securing employment is a key aspect of reintegration. Unemployment is one of the top three predictors of recidivism, with a lack of housing and social supports making up the other two predictors.

For individuals with a record Powers describes the difficulty getting hired: “Imagine what it would be like for an individual who has met all the justice requirements, is doing well, however is turned away at every point because of their record, often for offenses that happened decades ago.

We have received calls from people who had completely forgotten about their record as it happened decades ago, being turned down from employment when a criminal record check is completed. Many had jobs elsewhere for years (and) had never had to apply for a criminal record check until seeking new employment opportunities.”

For individuals who have spent time in a correctional facility, the increased use of criminal record checks has hindered their ability to find work. If they have to tick a box on an application form indicating they have a record, they may not get an interview even if they fulfill the job requirements. Research indicates that a person with a record is no more likely to be a problem than any other new worker.

If a person’s record proves to be a barrier to employment, staff recommends getting a record suspension (formerly called a pardon). JHS helps with this process, which can take from 5-10 years depending upon the offense. In the meantime, clients need work.

How can I alleviate the pain?

After being assessed by a Chiropractor, often the first steps are rehabilitative exercises of the jaw, using cold therapy, and eating softened foods. We also take a look at the internal muscles of the jaw from within the mouth as well as the joint itself. Usually, light adjustments and release of the muscles are a sure way to bring back the movement to the TMJ and decrease pain. Secondly, Acupuncture treatments work extremely well to help release stiff muscles and reduce any inflammation that has caused restriction.

Hardliners might be fine with such treatment of criminals. But the fact remains that these people eventually return to our society. Not to mention that someone in a lockdown might not have been convicted of a crime (they could be awaiting trial and are therefore presumed innocent.)

Union leaders have long declared that such lockdowns affect front-line staff negatively as well, because when inmates reach a breaking point (being denied exercise, showers, or the ability to call their family or lawyer for days) this can create potentially dangerous situations for staff.

The Ministry, according to Anderson, acknowledges the toll of PTSD on front-line workers: “Police officers, correctional officers, and others that work on the front lines protecting our communities face demanding challenges that may impact on their mental health or emotional wellbeing. Post-Traumatic Stress Disorder (PTSD) is a significant risk to the health and well-being of people working in certain occupations and who regularly face, or are affected by, traumatic situations. Staff that are directly involved in any critical event at work are offered the Critical Incident Stress Management [CISM] program, which utilizes trained peer volunteers to provide education about managing critical incident stress, and how to minimize the effects and reduce the potential stress-related reactions.”

Anderson adds that, “under provincial legislation, there is a presumption that PTSD diagnosed in first responders is work-related. The presumption allows for faster access to Workplace Safety and Insurance Board (WSIB) benefits, resources and timely treatment.”

Butsch describes a different situation on the ground, however, reporting that often management will report to WSIB that an event is “under investigation” which can deny an employee WSIB benefits for months, causing even more stress and possible financial hardship. He also claims that he can’t remember the last time he saw the CISM team deployed. A retired worker explained that after a traumatic incident they sent a young administration person who had recently taken a two-week course on dealing with trauma in the workplace. “No offence to that person, but I needed someone who knew my reality and had more experience.”

To be certain, there are certain societal factors that make this situation even more complicated. Some current employees cited the current state of the justice system as part of the problem, describing the pendulum swing of the rights of the accused. “What kind of system do we have where someone can spit on me -- a correctional officer -- in the face, and yet there are absolutely no consequences,” one employee asks, rhetorically.

Another employee cited the loss of psychiatric beds in the province since the cuts under former Premier Mike Harris, resulting in the criminalization of mental illness. One retired worker recalled dealing with an 80-year-old inmate who would wake up every morning with his blankets bundled, holding this as if it was a baby. It seems that he had dementia-related violence in the assistedliving home he was in and there was just nowhere else to go.

FUNERAL HOME SET UP AS NOT-FOR-PROFIT BUSINESS BUSINESS BEAT

}} Complete with therapy dog MALLORY CRAMP-WALDINSPERGER Bentley greets everyone who walks into Lakeland Funeral Centre. He often wears a tie, and always wags his tail. The three-year-old Wheaten Terrier Poodle mix was adopted by Funeral Director Don Finlayson from the Kawartha Lakes Humane Society. What was at first a “shaggy mess of a dog,” became the funeral centre’s fulltime comfort dog, after a visit to the groomers and some training, of course.

Finlayson first had the idea to bring a comfort dog to work when one of his loved ones was visited by a therapy dog in the hospital. “When the dog visited the room there was an automatic sense of calm and normalcy,” explains Finlayson.

Since the dog’s adoption, Finlayson says that Bentley has brought that same sense of calm to many of his clients, often resting his head on their knees or lying at their feet.“We have countless thank-you cards saying that Bentley has been a real blessing for families,” he explains.

Some clients have even returned with gifts and toys for Bentley, and Finlayson says that the dog has befriended their postal worker too. “He surprises people when they arrive -- it’s a pleasant surprise,” he says.

Bentley isn’t the only thing that is unique about Lakeland Funeral Centre. The centre’s original location, Little Lake Cemetery in Peterborough, has been open since 1850. Rather than being owned by an individual or family, the cemetery and funeral home are managed by a volunteer board of directors, who designate funds to the business out of a public trust.

Management at the funeral centre and cemetery do not gain any profit from business or sales outside of their salaries, and staff take no commission on sales or arrangements.

“I have no financial gain whether a family selects option A or option B,” explains Finlayson. “It is important that people are introduced to options and that those options benefit the family and not me.”

The building was also built specifically with its very purpose in mind and can accommodate visitors with wheelchairs and other mobility aids as everything is on one floor.

Finlayson, who has been a funeral director for over 30 years, says that the organization is always looking for ways to accommodate the changing needs of their clients.

“We are so well suited for change and the future of funeral service,” he explains.

FINDING EMPLOYMENT WITH A CRIMINAL RECORD

New to the Lindsay branch of the JHS, this program is designed for persons 18 years or older with a criminal record. According to Bob Gaudette, JHS Skills development coordinator, the main goal is to address stigma, including the self-imposed stigma that results when individuals perceive that their record will prevent them from getting a job.

“Self-stigma affects a person’s sense of worth and individuals experience anxiety about getting and keeping a job. If not addressed, self-stigma gets in the way of the participant moving on with their lives,” he says.

In response to these concerns, staff point out that many people experience barriers to employment. Longterm goal setting becomes a key part of the program because participants may initially find only entry level, or low paying work. If they don’t see this work as leading to something better in the long run, they may lose motivation.

Those in the program actively participate in plotting their trajectory, seeing the jobs and training programs as incremental steps toward their goal of securing satisfying work. Getting a job is important, but the quality of the work is a contributing factor in avoiding re-offending.

The flexible approach to program delivery includes group and individual support, using the expertise of other agencies and being available to clients every step of the way. Staff also facilitates a support network for the participants, which is key component of successful reintegration.

What role can the community play in helping individuals with a criminal record become contributing members?

Work provides an essential connection to society, and some Lindsay employers have been responsive in hiring persons with a record. With a strong incentive to put the past behind them, persons with a record often work hard and become valuable employees. Gaudette would like to see more experiential learning opportunities in Lindsay to provide a place for individuals to learn new skills, and receive coaching when needed.

To provide ‘real world’ experience, some agencies are creating social enterprises to bridge the skills and confidence gap. A social enterprise is designed to fulfill a social mission. “Building Up,” a Toronto social enterprise uses their business to train and employ people in the trades.

Another retired employee cited the physical structure of the prison itself. The facility, designed to house approximately 1,100 inmates was based on a design from a southern-U.S. prison firm. The physical design, in the opinion of this former employee, leads not only to poor and inconsistent air quality but also to a reduced ability to supervise inmates.

“In the old style of prison, we knew what everyone was doing. We had control. We had regular contact.That made it safer for everyone.This [the Lindsay superjail] is just designed to warehouse humans,” he says.

Butsch says that for any occupational danger his members face, they constantly have to fight for the protective gear or processes to deal with the danger. “We had to fight for protective equipment to deal with fentanyl. That should never have required a fight. Our job can be dangerous. But we have to fight for every protection.”

So why isn’t the state of corrections and the working conditions of correction employees a huge issue in our community, or provincially or nationally? Many people I talked to cited a societal indifference to COs. It is front-line work, but it happens “behind the walls” -- outside the experience and view of the community. Culturally, prison guards are often presented as largely negative figures. As Butsch jokes, “we are the poor cousins of first responders.” There is also a perception held by some that they are merely overpaid government workers. In fact there was a time when COs had wage parity with the OPP, but that situation has long passed.

However, given the apparent state of working conditions in corrections, such outreach may be premature. When I asked several people if they would recommend working as a CO to a child they replied “absolutely not” or “never in a million years.”

Something must be done, but what? Butsch has one modest proposal: have a full-time psychologist on staff for correction workers to try to address the epidemic of stress-related leave and PTSD. As Butsch asks, “How do we stop it?”

As he sadly concludes, “people are hurting.” And they are our people.

Brenda Roxburgh of Victoria County Career Services sees a strong potential for social enterprises: “I have always seen social enterprises as an opportunity to learn employability skills – both technical and soft skills in a way which inherently allows for mistakes and builds on them rather than penalizing the individual. Working in a more structured and supported environment also allows the employee to develop some strong and effective work habits which then makes them much more attractive to prospective employers later.”

Despite the challenges of financing and finding an underserved market, a social enterprise may be in Lindsay’s future.

A social enterprise “is something which I feel my organization will pursue in the coming years, likely in collaboration with our community partners as a means to better prepare individuals for the workplace,” says Roxburgh.

Social service organizations in Lindsay send a staff person to a bi-weekly forum called ”The Situation Table.” This group includes a representative from Kawartha Lakes Police Service and works to address the immediate needs of a struggling individual. Powers describes its effectiveness: “I think one of the strengths of this community is service providers who work well together, which enhances the response to those in need. This is a very caring and collaborative community with a high level of expertise among service providers.”

REINTEGRATION IS ESSENTIAL

“Corrections doesn’t work unless people get reintegrated into society,” says Gaudette. When engaged in meaningful work he has witnessed “a great change in people who demonstrate dedication on the job and appreciation for the opportunity.” Second chances can be the foundation of a new life for people with a record and a safer community for everyone.

We need to be open to the idea that a person has done their time and wants to put it behind them.

We should challenge the need for ‘police checks’ in jobs that do not have an applicant in contact with vulnerable persons.

We should know that people who have done time are likely to internalize the stigma which affects their self-esteem and ability to move on.

We must encourage employers to play a role and be open to the possibility that an applicant with a record could be a great employee.

Local federal candidates square off with different visions for riding The race to elect a brand new parliament is on for Oct. 21 and the candidates running in Haliburton-Kawartha Lakes-Brock offer up competing visions for federal representation.

New Democratic Party candidate Barbara Doyle believes her history gives her an edge over her opponents, at least when it comes to understanding what life is like for both the middle class and those who need additional supports in our communities.

“My personal history has given me the advantage, perhaps over my opponents, of knowing what it is really like to be on both sides of the economic fence. I have been solidly ‘middle class,’ but I have also been homeless, living in the shelter for safety from domestic violence,” Doyle tells the Advocate.

She says she has given to food banks “and I have used them.”

“I put myself through college as an adult for legal studies and I still have student loans,” she notes.

“I believe that politicians need to be ethical, transparent and hard-working but it helps if they can also have a depth of understanding about need.”

Doyle says her experiences have shown her that many of our support systems need reform or simply don’t work well enough to be effective.

The NDP commits to a ban on single-use plastics – and that’s why Doyle won’t have any election signs leading up to the election.

Doyle believes we need a government that reflects the true makeup of the country, “not just the top 1 per cent.”

Gene Balfour, candidate for the People’s Party of Canada, takes a different view. He says that governments (in general) have taken on too many responsibilities that affect the lives of Canadians. There are consequences for this, he says, including “tax inflation.”

“The average worker remits 53 per cent of annual earnings to all forms of taxation compared to 38 per cent in 1961. It’s no wonder that housing, raising families and paying energy bills is such a financial challenge for many,” Balfour says.

Balfour also points to a loss of social cohesion, saying that legislated political correctness “has divided Canadians into cultural and financial ‘tribes,’ all battling each other for privileges endowed by our political elites.”

“The expectation of dependency is now ingrained in Canadian culture. When we turn to the government to fix every problem, we lose the skills and habit of personal responsibility.”

Balfour says government deems that veterans’ needs are “not affordable” while “tax-funded paycheques support indiscriminate foreign aid and illegal immigrants.”

The PPC candidate is also a fan of “clear leadership with limited and defined priorities.”

“Prosperity for everyone only grows when elected leaders respect our citizens, are fair to everyone, encourage individual responsibility and cherish personal freedom.”

Conservative candidate Jamie Schmale (and the current Member of Parliament for Haliburton-Kawartha Lakes – Brock) is hoping for another win. He’s got “hard-working families” on his mind and wants to lower the cost of living, make maternity benefits tax-free, and protect the environment for future generations.

“I hear about the challenges our communities face on a daily basis,” Schmale tells the Advocate, such as a lack of access to reliable high speed internet and cellular service, “which limits business growth, hinders online studies for students in remote areas, and poses a safety risk to those who cannot access emergency services.”

“Despite municipalities in Eastern Ontario having a plan to fix some of these gaps, the current government waited until the eve of an election to act on this issue” by providing funding.

Schmale says the local riding is also home to many farming families “who provide the food we eat and power our economy.”

“Family-owned farming operations are now disadvantaged because this government failed to ensure stable markets for our agriculture. In order to attract younger people to enter the trade, the federal government needs to ensure that international markets are easily accessible.”

Judi Forbes, the Liberal candidate, is a mother of four and a past senior bank manager and local small business owner.

She tells the Advocate she wants a seat in the legislature “to help our communities prosper, and to build a stronger future for our families and our grandchildren.”

“To me, this election provides the people of Haliburton, Kawartha Lakes and Brock with a clear choice,” she says, rhyming off investments and aspirational programs like infrastructure, affordable housing, broadband services, education, national pharmacare, a public transit strategy, and putting a price on pollution.

Fraser — who only spoke about environmental issues in her response — says she has come to realize the magnitude of the environmental crisis that the earth faces.

She says environmental issues are critically important now more than ever and that importance “should be reflected in our politics.”

Parking enforcement

}} Wayne English has his eye on Lindsay’s downtown core

It’s a Monday, a few minutes before 10 am, and I’m standing outside the Bylaw Enforcement Office, where I’m to meet and then tag along with Wayne English.

As the church bells peal, Wayne, who’s been chatting with Burns Bulk Food store-owner Dan Burns across the street, approaches, hand outstretched.

He’s hard to miss: His red golf shirt and baseball cap are emblazoned with “Parking Control” and “LDBIA Community Liaison,” and a chunky electronic device is strapped to his waist. Sunglasses, black shorts, and dusty and well-worn-in walking shoes complete his outfit.

The only other person this might be is Wayne’s partner, John Hope, who wears the same uniform and also has white hair. John, though, is lankier and has a white moustache. (You’re unlikely to see them at the same time -- Wayne works three weekdays and John the other two.)

Before we set out, I ask about his background and responsibilities. Wayne, who is 70 now, grew up in Omemee (where his mother still lives) and attended LCVI. He’s had a long career in law enforcement: 25 years on the Lindsay police force; before that five years on the Toronto force. After retiring he worked part-time as an investigator for a law office and for an insurance company.

In May of 2018 Wayne was hired by the Lindsay BIA (Business Improvement Association), sworn in as a provincial offences official and named Parking Control Officer. His role, he was told, included systematically gathering and compiling statistical information on parking usage in the area bounded by Victoria, Peel, Lindsay, and Russell Streets, the BIA’s catchment.

Within that area are 218 municipal street parking and 309 parking lot spots. In addition there are 29 accessible spaces, bringing the total to 556.

Most downtown stores open at 9:30 am, so Wayne begins his rounds shortly before then. When we meet he’s already covered William and a section of Kent.

We set off down Kent and he shows me how he keeps track of parked vehicles and whether they’re exceeding the two-hour free-parking limit. He pulls out his device -- a kind of adapted cellphone with customdesigned software -- and keys in a license plate number, address, and “indicators” (I’m guessing he’s checking the tire valve stem position).

The next vehicle has no plate on the front. “Out of province,” is Wayne’s guess, and he’s right: It’s a visitor from Quebec. He doesn’t enter the vehicle into his system.

It’s clear he has a lot of discretion and that plastering windshields with tickets isn’t the goal. He and the BIA want a welcoming downtown and that’s more important. The purpose of monitoring parking is just to ensure responsible use of parking spots, an in-demand resource.

He tells me he will often explain regulations and give a warning; occasionally he takes back a ticket if a visitor has a good explanation.

When he started, he was issuing 15 to 30 tickets on Kent Street daily. The number dropped significantly. (“People know we’re out there and observe the limits,” he explains). Even with pressure from downtown street construction it’s now just six to eight tickets a day for street parking violations, six to 12 in the parking lots (where the limit has been four hours).

In his almost year-and-a-half he’s written only one ticket for abuse of an accessible spot, which carries a hefty $350 fine (other tickets are $15). Before issuing that ticket -- just in case it wasn’t an elderly person who’d forgotten to display a permit -- he talked to the owner of the nearest store and was told the car had been there overnight.

We move to a parking lot behind Kent Street and he fills me in on what he considers the most important part of the job: liaison. Before summer’s downtown road construction he, along with Engineering and Economic Development reps, met with each downtown business to explain what would be going on. During the construction he met routinely with the paving company’s liaison person and the construction site engineer to discuss progress and any issues or potential issues.

“It’s all about communication,” he says. (He’s been impressed by how cooperative businesses are. “It’s neighbours helping neighbours,” he says.)

Each month he reports to BIA’s Parking Committee, sharing statistics and any concerns or observations. (Two sample observations: Signs directing visitors to parking lots are unclear and hard to spot -- a white-on-green graphic with three pointing hands; and the alleys alongside the Olympia and Ward’s need to be better-signed to assist those unfamiliar with the downtown).

Back to Kent Street and a couple of final reflections. The first is that the part of Wayne’s job we’re most aware of -- enforcing parking regulations -- is the least important part of his job.

The second is that as Wayne carries out his duties he doesn’t inspire the kind of resentment or hostility I had anticipated. Sure, “People being people,” as Wayne notes; very occasionally he’ll get a glare or muttered comment, he tells me. But I see nothing but friendly, respectful exchanges. He chats briefly with a panhandler (one of three he sees occasionally), talks golf with a fellow in a Blue Jays cap, and fields a bylaws question (directing that person to the Municipal Bylaw Office).

My favourite exchange? A longtime resident spots a canoe lashed to a jeep outside Down to Earth, and asks “So, Wayne, how long can you dock a canoe on Kent Street?”

He smiles and continues down Kent Street to complete his first circuit.

Lindsay’s last hanging

}} The McGaughey Case of 1924 It’s May 25, 1924, and the evening is drawing nigh.

You are a senior student at S.S. No. 6 Ops Township, known to locals as “McArthur’s School,” and you have just had supper at Joseph Parrington’s place, down on what is now called Halter Road. You’ve been helping Mr. Parrington with chores since school began, and he has graciously invited you to eat with his family on this calm Sunday night.

You bid adieu to your host, and begin to walk northwards along the roadside. About five minutes into your walk, you hear the loud report of gunfire come from somewhere south of the Parrington place. Silence.

A few minutes later, another two shots ring out across the countryside. You begin walking a bit more briskly.

Several minutes pass. Suddenly, a touring car appears on the hill behind you. Its driver sounds his horn impatiently.

The automobile shoots past, kicking up dust and stones.

You know the car. It belongs to Fred McGaughey, a neighbouring farmer. Had you not been half-blinded by the dust, you might have noticed that McGaughey had a passenger beside him. A young lady. A young lady who is now barely clinging to life.

Soon you come within sight of the McGaughey farmhouse. There are lights on in the summer kitchen, out back. Loud voices, angry voices, carry from an open window. You keep walking. A distant siren shatters the stillness. Night passes.

News spreads like wildfire in rural communities.

Hours after her death the following day, all and sundry know about Beatrice Fee, the 19 year-old from nearby Omemee who Fred McGaughey riddled with bullets after she turned down his marriage proposal that night – or so folks say. Well-founded rumours circulate about him and Beatrice quarrelling in the former’s laneway over his drinking habits. The story fills the front page of the paper for a week. You read of how Lawrence

McGaughey valiantly intervened that night to prevent his older brother from taking his own life. You read of how certain citizens of Omemee, so upset over the situation, are prepared to bring bodily harm to McGaughey in the Victoria County Gaol, where he is incarcerated. You read of how Beatrice Fee urged her family to forgive him: “He was in a drunken rage and did not know what he was doing.” You read of how Leslie Frost, the brilliant young lawyer, has agreed to come to McGaughey’s defence.

Over the summer, the papers busy themselves with covering Lindsay’s Old Home Week, among other matters. But the McGaughey affair is not far from the public consciousness. By early October, the accused is sitting in the prisoner’s dock at the County Courthouse. Hundreds of eyes are glued to him, and to his defence lawyer, Frost – who one day will become premier of Ontario and later, chancellor of Trent University.

You’ve been following the case since the beginning. The prosecution insists that Fred McGaughey was a drunken, hardened criminal; selfishly bent on marrying Beatrice Fee against her wishes. Frost, in McGaughey’s defence, has secured the services of three doctors – Beemer, English, and Ryan – to make the case that McGaughey was suffering from “catatonic dementia praecox,” a mental illness that, Frost argues, made him not criminally responsible.

It will all be for naught. “As I walked up to the court room today,” says Frost as the trial nears its end, “I was reminded that the autumn leaves are falling, some are hanging on, others falling early. So it is with us. We must all depart, some early and some late.” Frost’s words are prophetic. The stars are brightly shining on December 4, as McGaughey’s relatives bid him farewell in the Victoria County Gaol. Very early the next morning, Fred McGaughey will hang by the neck until dead in the gaol’s courtyard, the last such person to be executed in Lindsay. You think of Frost’s cryptic comments. Two leaves have fallen this year, both in the prime of life...

Very early the next morning, Fred McGaughey will hang by the neck until dead in the gaol’s courtyard, the last such person to be executed in Lindsay.

THE LEGACY

Ninety-five years later. Halter Road is a peaceful place. Horses happily neigh, just footsteps away from the lane in which Fred McGaughey and Beatrice Fee quarrelled moments before their story took a dark turn.

The major players in this tragic tale are all gone. Lawrence McGaughey, who went on to work at Fee Motors, died in 1977, the events of 1924 no doubt haunting him to the end. Those events, says one descendant, were preceded by a tragic backstory of hard times in the McGaughey household. “The father died young with rectal cancer, leaving [Fred] at about age 14 to run the farm,” explains Gail Johnson, whose grandmother was Fred’s older sister. “Money was not plentiful and farming was not easy with no social assistance or supports in those days,” she continues. “No one can know now what emotions were felt or words said, but the outcome was tragic for the people involved and their families for generations to follow.”

Ninety-five years later, the McGaughey case remains as relevant as ever.

Mental illness, solutions to substance abuse, and efforts to curb gun-related violence are among some of the most pressing challenges facing our decisionmakers.

To quote Pete Seeger, “When will they ever learn. When will they ever learn?”

The country and the city

I got a little scared recently reading the words of Stephen King, one of my favourite horror authors. But it wasn’t from one his thrillers; it was a quotation on living in the city: “City life is no life for the country man, for such a man that life is a kind of damnation.”

That got me thinking because we were just packing up our country house and moving into Lindsay. Technically, since we were moving from the Greater Glenarm Area (or the GGA, as future planners might one day call it) to Lindsay, we were moving from one part of the City of Kawartha Lakes to another.

But we all know calling either a city is more than a bit of a stretch. Still though, the move from farmhouse to residential street will mean changes, both big and small, for my family.

The little kids are having to transition from riding their bikes in the relative safety of a farmyard to the big-town traffic of Lindsay. School buses will now just be something they only see at their school. Most scary for them? They might go from what seems like a thousand snow days a year to the rare one when the actual school is closed.

If our city had any regular and reliable public transit, we might have been able to swing staying in the country. But our 14-year-old wants to enter the workforce and that would not have been possible given our schedules. Not to mention there are now feasible opportunities for activities and sports for the whole family.

Weirdly enough, while we will be surrounded by less greenery we will be, in fact, living a greener life. Gone will be the daily commute of 60 kms for two cars and the carbon consumption that went with it. So it is a change. But I find myself asking if it is a fundamental change.

I am reminded of the writings of cultural theorist Raymond Williams, who wrote in his 1973 book The City and the Country, that the division is a bit artificial, with the country being frequently described in idyllic terms and the city more often in stark and brutal terms.
