Budget The City’s primary revenue comes from property and sales taxes. The $68M budget includes the general fund and fund balance. The City’s general fund is used to pay for expenses that are recurring. The fund balance is used when expenses are beyond what the general fund has budgeted. It is almost as if the City’s general fund is its checking account while the fund balance is its savings account. The City’s Capital Improvement Plan (CIP) identifies capital projects and equipment purchases, such as dump trucks, fire trucks, parks, or new streets and sidewalks, that are financed.

Business The City of Kannapolis is one the fastestgrowing cities in North Carolina, and is often lauded for its highly ranked business climate. This is exemplified by the growing North Carolina Research Campus, investment in infrastructure and the fostering of economic development opportunities for businesses. As the 20th largest city in the state we strive to provide clear, timely information about opportunities to do business in our City. The City’s development services are designed to provide a smooth, efficient approach to ensuring quality growth of business. Kannapolis is home to over 2,500 businesses including: Amazon,Gordon Food Service, Shoe Show, Ei Pharmaceutical Solutions, Cabarrus Health Alliance, Cabarrus County Social Services, Stanley Black & Decker, NC Research Campus and Stewart-Haas Racing (the only Formula 1 team in the United States). The City is seeking partners to invest in development of the downtown core. Our Downtown Revitalization Plan calls for a new sports and entertainment venue, performing arts center and other anchor projects to be built in partnership with
private investors over the next decade. Adjacent to the North Carolina Research Campus, the revitalized downtown will be a catalyst to recruit supporting business investments for the campus and other firms already located in the City. Kannapolis has more than 350,000 square feet of new shell space available, as well as other industrial properties, mixed-use, office and commercial properties and land for development. City Council MAYOR M. Darrell Hinnant 704-920-4317 (O) | 704-244-0342 (C) dhinnant@kannapolisnc.gov Kannapolis is governed by a Mayor and a City Council, consisting of six members who are elected to four-year terms. The Mayor serves as the spokesperson for the Council and is authorized to execute legal documents on behalf of the City. The Kannapolis City Council meets regularly on the second and fourth Monday of each month. The first meeting is known as a Work Session meeting, a less formal meeting which allows council to discuss issues in greater detail. On the fourth Monday of each month the regular business meeting is held, and residents have an opportunity to speak on issues at this time. Meetings are held in the City Hall Council Chambers, 401 Laureate Way, at 6 PM (unless otherwise noted). Agendas for the City Council meetings are posted on the website the Friday before each meeting. The public is welcome at all City Council meetings.

City-Council Manager Form of Government Kannapolis operates using the council-manager form of government. The City Council acts as the legislative body in establishing policy and the City Manager handles the dayto-day implementation of these policies and the management of the City organization. City Taxes & Fees In the City of Kannapolis we have a 0.63 cent property tax, while Cabarrus County has a tax rate of 0.70 cents and Rowan County has a tax rate of .6625 Cents. To calculate your property tax, multiply your house value (median house value in Kannapolis is $150,000) by the tax rate (City tax rate + County Tax rate), then divide it by 100.
An example using Cabarrus County tax rate: (0.63+.070)
$150,000 x $1.33 = $1,995 100
Kannapolis assesses user fees to cover expenses for stormwater, water, sewer, and environmental services (garbage/recycling/ yard debris).
Community Development With its community development program, the City strives to accomplish two primary goals:

Current Projects It is an exciting time to be a resident of the City of Kannapolis! Phase I, the streetscape and infrastructure improvements, are under way in Downtown. The Downtown Revitalization Project will further economic development in the City and includes plans for a sports and entertainment complex, performing arts center, new apartments, retail and restaurant space. The City continues to grow with an average of 1,000 people annually. Elected Officials & Voting Kannapolis is unique in that the City is partially located in Cabarrus County and Rowan County.

In Kannapolis you are represented locally by a City Council (see page 4) and either the Cabarrus County Commission or the Rowan County Commission (depending upon your residency). In North Carolina, you are automatically registered to vote when you apply for your N.C. Driver’s License. All residents of North Carolina are represented in the United States Senate by two senators and in the United States House of Representatives by 13 members. Representation in the NC House, the NC Senate, and the US House is determined by district. Each resident of the state has one representative in each of those

Fire Kannapolis Fire personnel are trained to respond to fire and emergency health situations. The fire department has an ISO rating of 4. This rating is used for insurance purposes. It is a rating based on fire station water systems, communication systems and how fast they respond to calls. A 4 is an excellent score and should result in lower insurance premiums for your home or business. Garbage, Recycling, & Yard Debris The City provides garbage, yard waste, and bulky item collection for each household once a week. Recycling collection is every other week. The City provides one garbage cart and one recycling cart per household. To find out your garbage/yard waste and recycling day, please visit www.kannapolisnc.gov. Parks & Recreation
The Kannapolis Parks and Recreation Department has been recognized by the Commission for Accreditation of Park and Recreation Agencies (CAPRA) for excellence in operations and service. They are now recognized as one of only 149 departments in the country to receive this accreditation, which establishes them as being in the top 1% of parks and recreation departments in the United States. Numerous area park and recreation facilities offer many opportunities to enjoy the outdoors and an active lifestyle. They include: Bakers Creek Park and Greenway, Veteran’s Park, Vietnam Veterans Park, Village Park, Walter M Safrit Park, Dale Earnhardt Tribute Plaza and Lake Fisher Reservoir. The Parks and Recreation Department also partners with the Kannapolis YMCA, the Cabarrus Arts Council, the Cabarrus County Library-Kannapolis Branch, and other organizations to provide programs and events.
The Village Park Amphitheater is the largest in Cabarrus County. The awardwinning Summer Entertainment Series (for the events calendar, visit www.kannapolisnc. gov/parksandrec) continues to grow— attracting over 50,000 people annually. It is also home to the Rotary Express Train, a g-24 scale replica CP Huntington engine and three coaches. Our 1989 Bertazzon Carousel is the only double decker carousel in North Carolina. It was manufactured in Italy, and has 1,800 lights, Brazilian oak decking, and charming handpainted Venetian murals. The distinctive carousel horses rotate to carnival music. The ride accommodates approximately 60 people and is handicap accessible. We also have a Splash Pad at Village Park and a putt-putt course and greenway at Baker’s Creek. Police The Kannapolis Police Department is a nationally accredited department who concentrates on preventing crime and building strong community relationships. Kannapolis has one of the lowest crime rates in N.C. due to these efforts. We participate in community events and partner with local business to educate citizens. • Community Watch: This crime prevention program involves citizens working together with each other and law enforcement to reduce crime and victimization in their communities. • Citizen Police Academy: This program’s main objective is promoting a strong relationship between the police and the citizens it serves. Citizens who attend will be taught traffic enforcement, use of force, firearms, police ethics, and crime scene tactics. Evening classes are held weekly at various locations during a 9-week period in the spring. For further information, email sbelk@kannapolisnc.gov or call 704-920-4343. • Operation Medicine Drop: To protect kids, prevent overdoses, and protect our waterways, a medicine drop box is located in the lobby of City Hall for residents to dispose of unused and expired medications. • Project Safe Cabarrus: This State and Federal law aims to improve the quality of life for Cabarrus County residents by addressing illegal gun, gang, and violent crime in the county. • D.A.R.E. and G.R.E.A.T.: These two programs are well-known police-taught classes, and are conducted with the purpose of preventing underage drinking and drug use along with delinquency, youth violence, and gang membership.

Special Events We host a variety of events with something for everyone. The Jiggy with the Piggy Festival in May kicks off the event schedule. The Kannapolis Farmers Market is every Thursday from May to September. The Summer Concert and Movie Series runs from June through August and includes concerts, movies, Stories Under the Stars performances for children and much more. Cruise-Ins and the Kaleidoscope Cultural Arts Festivals are held several

Run Kannapolis and Loop the Loop are part of the City’s Discover a Healthy Life brand. We welcome people of all ages and all abilities to participate in these events. Hosted by Carolinas Healthcare System Northeast – Run Kannapolis is eight 5K walks/runs in the City. Runners/walkers are encouraged to participate in the entire series of races and series awards will be provided to only those who finish at least five events. Loop the Loop is a series of loops in downtown Kannapolis and around area schools, ranging from a half mile to three miles. Follow the signs and sidewalk markers to walk, bike or run the loops. Kannapolis Christmas is a chance for families and our community as a whole to get together during the holidays. The Tree Lighting is the start of the Celebration of Lights in Kannapolis. The Celebration of Lights boasts more than 250,000 lights. Transportation/Getting Here BY CAR Kannapolis is easily accessible from Interstate 85 exits 54 through 63. The City is just 25 minutes northeast of Charlotte, NC on Interstate 85. The Personnel Advisory Board is composed of three persons designated by the City Council, with authority to hear employees’ grievances and recommend decisions to the City Manager.
The Planning & Zoning Commission advises City Council on issues related to the Land Use Plan and Unified Development Ordinance. The Board of Adjustment hears appeals and can grant conditional use permits based on their interpretation of the Unified Development Ordinance and the Kannapolis Zoning Map. The Parks and Recreation Commission advises City Council on all matters

Adopt-a-Street allows for residents and organizations to adopt at least one mile and commit to picking up trash at least four times a year. The City provides all equipment and bags. Water The Water Resources Division provides safe and sufficient drinking water, collects and treats wastewater, maintains the City’s infrastructure, and works in collaboration with other public and private sector organizations to enhance the region’s environmental resources. The City operates its own water treatment plant where water from Kannapolis Lake is collected and processed into clean drinking water. The average daily demand for water in Kannapolis is 4 million gallons.
