Budget The City’s primary revenue comes from property and sales taxes. The $68M budget includes the general fund and fund balance. The City’s general fund is used to pay for expenses that are recurring. The fund balance is used when expenses are beyond what the general fund has budgeted. It is almost as if the City’s general fund is its checking account while the fund balance is its savings account. The City’s Capital Improvement Plan (CIP) identifies capital projects and equipment purchases, such as dump trucks, fire trucks, parks, or new streets and sidewalks, that are financed.

City Taxes & Fees In the City of Kannapolis we have a 0.63 cent property tax, while Cabarrus County has a tax rate of 0.70 cents and Rowan County has a tax rate of .6625 Cents. To calculate your property tax, multiply your house value (median house value in Kannapolis is $150,000) by the tax rate (City tax rate + County Tax rate), then divide it by 100.

An example using Cabarrus County tax rate: (0.63+.070)

$150,000 x $1.33 = $1,995 100

Kannapolis assesses user fees to cover expenses for stormwater, water, sewer, and environmental services (garbage/recycling/ yard debris).

Community Development With its community development program, the City strives to accomplish two primary goals:

• Installation of infrastructure to improve quality of life and stimulate investment in neighborhoods
