On Tuesday, as councillors were preparing to vote to appoint Singh as a replacement for Mayor Peter Milobar — who announced that morning he plans to take a leave of absence after his election as MLA for Kamloops-North Thompson — Marg Spina said she would be resigning as of June 30. Spina, who made her first council appearance of 2017, said the cancer for which she has been seeking treatment is “not curable.” “With the type of cancer I have, it can’t be combined with a dynamic or

stressful job,” Spina told council. Under provincial law, if Spina resigns before Jan. 1, 2018, her seat will need to be filled via byelection. Such a resignation would likely pave the way for Milobar to resign as well. Milobar was at a B.C. Liberal caucus meeting in Vancouver at the time of Spina’s announcement, but had earlier decided to take a leave, rather than resign and force a byelection. No byelections are necessary if resignations from council occur on or after Jan. 1 of an election year. The next civic election will be held on Oct. 20, 2018. Spina said her absence has already led to certain council duties going unfilled, noting committees she sat on have gone without council representation.
