FOREWARD BY THE PRESIDENT Distinguished Colleagues,

It is with great pleasure upon the three-decade anniversary of the International Association of Permanent Representatives to the United Nations, established in New York on February 2, 1988, I welcome the publication of this yearbook celebrating Permanent Representatives to the United Nations and our membership over many years. The International Association was created by a group of like-minded Permanent Representatives to be an institutional forum of association between Former and active Permanent Representatives to the U.N., to foster personal amicable relations between them; to serve as a channel of continuing contact and communication between active and former Permanent Representatives worldwide; and to serve as a focal point for the continued involvement in activities of International Institutions and Forums. With these lofty objectives in mind, continuing the great traditions, mission, work, and achievements of past Presidencies on April 4, 2018, the General Assembly adopted by consensus the landmark resolution titled “International Association of Permanent Representatives to the United Nations” under agenda item “Strengthening the United Nations System”. In this new status we have secured both physical and cyberspace for the Association’s future activities. Over the last years, by means of Innovative and technological platforms we have expanded our network through nurture and dedication to more than 300 members communicating from all over the globe, and as part of our directory. With support of our membership, we hope this endeavor prosper in strength and numbers. The IAPR and members of our Executive Board have organized special events in honor of the Secretary General, and ceremonies to acknowledge our Vintage Ambassadors, Permanent Representatives who have served for more than a decade to the United Nations, as well as participated in many welcoming and farewells of many esteemed colleagues. In the fulfilment of these achievements, we thank our Honorary President Daniele Bodini, our past Presidents of IAPR, the Executive Board members who served throughout the years, Secretary General António Guterres and all former Secretary Generals, as trusted patrons of the Association starting with Ambassador Perez de Cuellar. We count on IAPR and all our present generation of statesmen, politicians, diplomats and International Community at large to further contribute to a collective undertaking at Headquarters and beyond to foster and enhance the image and credibility of the United Nations.

Mr. President, I have the honor to introduce, under agenda item 123 Strengthening the United Nations System, draft resolution A/72/L.45 titled International Association of Permanent Representatives to the United Nations. Our gratitude goes to the delegation of Belarus for their leadership in the drafting and consultation process, and to all sponsors and Member States for their constructive participation and support. In May 1948 (257- III) the General Assembly adopted a resolution regarding the establishment of Permanent Missions, considering their presence serves to assist the realization of purposes and principles of the UN and the necessary liaisons between the Member States, and the Secretariat in periods between Sessions of the different organs of this body, and referencing the generalization of the institutions of Permanent Missions and the accreditation of Permanent Representatives. The “International Association” was founded February 2, 1988 in the United Nations Headquarters by a group of like-minded Permanent Representatives acting in their personal capacity with the objective to serve, as an institutional forum of continued communication between Permanent Representatives to the United Nations, present, former and future. The establishment of the Association furthered the role of the diplomatic community who serve with distinction in harmonizing the actions of all nations for the attainment of common ends. In the words of International Association of Permanent Representatives founding President, Ambassador Samir S. Shihabi, “Those who shoulder the responsibility of representing their countries have a duty in respect to society at large. The qualities, the experience, the perspective of the International Association’s distinguished membership, constitute a unique asset for the United Nations and for the diplomatic community at large.” Secretary General Pérez de Cuellar, a member and first patron of the Association, expressed that “As Former Permanent Representative to the United Nations myself, I am convinced that you are resolved to help the United Nations in its mission of securing peace, promoting and protecting human rights, and in the achievement of sustainable development.” And “It is my sincere hope that the Association will enjoy great success as a reward to the remarkable imagination and industry that has launched it on its way”. The International Association of Permanent Representatives in four decades, by means of the Executive Boards and its Membership at large, through dedicated endeavors and joint cooperation have advanced intercultural dialogue and strengthened the work and prestige of the Organization and International Community at large. Finally, allow me to express my sincere hope in that this draft resolution will be adopted by consensus.

International Association of Permanent Representatives to the United Nations The General Assembly, Guided by the Charter of the United Nations, Mindful of the importance of the atmosphere of trusting and respectful dialogue and interaction among the permanent representatives of States Members of the United Nations for the successful promotion of the noble principles and purposes of the Charter of the United Nations, Willing to facilitate the exchange and proliferation of good diplomatic practices, experience and insight, as well as the preservation of the institutional memory of the United Nations diplomatic community, Recalling that the International Association of Permanent Representatives to the United Nations was established on 2 February 1988 in New York upon the initiative of the Permanent Representative of Saudi Arabia to the United Nations, Samir Shihabi, as an informal forum and a framework for regular communication and consultation among former and current permanent representatives to the United Nations, Bearing in mind the close personal ties of amity and friendship that are forged between permanent representatives to the United Nations in their common pursuit of the shared objectives of the United Nations, Wishing to promote informal interpersonal communication among former and current permanent representatives to the United Nations and to ensure the continuity thereof, 1. Acknowledges with appreciation the role played by the former Permanent Representative of Saudi Arabia to the United Nations, Samir Shihabi and all subsequent presidents of the International Association of Permanent Representatives to the United Nations in leading and developing the Association and guiding it towards the achievement of its goals and objectives; 2. Recognizes the important role played by the Association and its positive contribution to the activity of the Organization through the promotion of better interpersonal connectedness and a climate of trust and openness, as well as the exchange of good practices and experience; 3. Invites the States Members of the United Nations to support the work of the Association and encourage the participation of former and current permanent representatives to the United Nations in the events and forums of the Association; 4. Authorizes the Secretary-General to continue to provide the Association, from within existing resources, with facilities on a non-remuneration basis and to replace its current office with a more suitable space to enable the Association to convene its meetings; 5. Calls upon the Secretary-General to provide the Association with a separate web page, to be hosted on the delegates section of the United Nations web site, with content provided by the Association and updated from time to time with information on its recent activities; 6. Authorizes the use by the Association of the United Nations emblem alongside the emblem of the Association, provided that guidelines for the use thereof are followed.

It should continue to be utilized by those who are able to do so in all corners and fields of society at large. ARTICLES OF ASSOCIATION Convening on this day, February the 2nd, Nineteen Hundred and Eighty-Eighth, in the City of New York, the seat of the Headquarters of the United Nations, we the undersigned Permanent Representatives to the United Nations, acting solemnly, in our personal capacities; Recognizing the universal ideals and noble principles of the United Nations Charter to be our common endeavor, and bearing in mind also the close personal ties of amity and friendship that are forged between Permanent Representatives in common pursuit of these shared objectives; Recognizing further the positive contribution that senior diplomats who serve their countries as Permanent Representatives to the United Nations can continue to make through the co-ordination of their experience and relationships; Considering moreover the constructive role that can be played by a formalized framework of regular communication and consultation between past and present Permanent Representatives for these ends as well as towards the promotion of international public consciousness of the aims and principles of the United Nations; DO HEREBY AGREE to establish an INTERNATIONAL ASSOCIATION OF PERMANENT REPRESENTATIVES TO THE UNITED NATIONS, hereinafter referred to as the INTERNATIONAL ASSOCIATION; DO HEREBY FURTHERMORE AGREE at this INAUGURAL MEETING to establish ourselves as the FOUNDING EXECUTIVE BOARD, and in that capacity to unanimously elect the following officers, who will also officiate as President, Vice-President, and Vice-President-Treasurer, respectively, of the Association: Chairman

DO HEREBY AGREE to approve the following objectives, functions, and organization and rules of the Association: ARTICLE I: OBJECTIVES 1. To be an institutional forum of association between former and active Permanent Representatives to the United Nations, to foster personal amicable relations between them, and to facilitate steps towards this objective; 2. To serve as a channel of continuing contact and communication between active and former Permanent Representatives worldwide; 3. To serve as a focal point for the continued involvement of former Permanent Representatives in the activities of international institutions and fora. ARTICLE II: FUNCTIONS 1.
To act as a common platform for all its members for the purpose of:
- Providing a framework for coordination and cooperation between members for the purpose of organizing activities in pursuance of UN objectives; - Arranging meetings of its members on various occasions and in different regions; - Acting as a liaison between its members and the different national and international fora in order to hold functions for activities of common interest to any member or group of members in the cultural, political, and other forums; - Publishing a monthly newsletter on the activities of the Association and its members, and on matters of interest to the members; - Publishing an annual directory; - Providing facilities for its members in world, political, cultural, and other centers of Interest that enhance their efforts and facilitate their activities. ARTICLE III: MEMBERSHIP - All Permanent Representatives, past, present, and future (any person who presents his credentials to the Secretary-General as Permanent Representative), are eligible for membership. - The Board approves membership. In justifying circumstances, it can decide otherwise in respect of present or future membership. - Membership ln the Association is personal and independent of official commitments. - A membership card will be issued to all members duly signed by any two, the President and/or Vice-President and/ or the Vice-President-Treasurer. - Membership is for one calendar year, renewable.
ARTICLE IV: ORGANIZATION AND GENERAL RULES An Executive Board of 13 members, from among the active Permanent Representatives in New York distributed as follows:
3 Members from the African Region 3 Members from the Aslan Region 3 Members from the Latin American and Caribbean Regions 2 Members from the Western European Region 1 Member from the Eastern European Region 1 Member to be elected at large.

Term of office of the Board is 3 years (starting 1st of July). The Founding Executive Board will serve until June 30, 1990.
- The Chairman, Vice-Chairman, and Vlce-Chairman-Treasurer to be elected by the Board from among its members for a term of one year (starting 1st July). - If a Board Member relinquishes his post, or his duty tour in New York comes to an end, the Board will elect a new member from the same geographic group to complete the outgoing member’s term. - Board Members are eligible for re-election. - Elections for the Board will take place in June, and consequently for its officers, following the elections. - The Board will formulate the arrangements necessary for carrying out the objectives and functions of the Association not covered by these terms of reference. - The Board is the Authority to Interpret these Articles of Association. Any change in the text requires two-thirds majority of the members present and voting. - Quorum for the Board is seven. In case of equal voles, the side with the vote of the President will prevail. - Balloting for elections to the Board may take place in writing, or by post, or telex. - The Board will meet once a month or whenever it is deemed necessary at the request of the Chairman or of any two Board Members to the Chairman. ARTICLE V: FINANCING - -
Membership fee is $30 per year. Voluntary Contributions.
