Donate to Lismore's official Flood Fund Lismore City Council has established a Flood Fund to assist victims of the flood. This is the official Flood Fund for Lismore that can be found on our website www.lismore.nsw.gov.au Council has become aware that numerous people have established GoFundMe campaigns to help flood victims. While many of these have been set up with the best of intentions, Council can not verify donated monies will be used to help flood victims. To ensure donations reach the people they are intended for, and that you do not become a victim of a scam, we ask everyone to only donate to the official Lismore Flood Fund. A WORD FROM THE PRINCIPAL John Tozeland On the 28th of February in 2022 the City of Lismore was flooded leaving behind Death, Destruction and Disappointment with the lack of State and Federal Government assistance or lack of inactions in the first 72hours.
We are all heartbroken by the loss of four wonder Lismore locals who lost their lives during the early hours of Monday morning. Ou deepest regards and thoughts are with the families during these challenging times.
OUR COVER is the Fijian Abbitoir worker's who demonstrated an extraordinary example of bravery and generosity. That bravery is particularly poignant given our literal politicians are telling people to crowdfund for flood recovery instead of using, I don’t know, our taxes?
I would also like to acknowledge those who have lost businesses and their homes, and to the many that are now displaced by the catastrophic floods.
The Fijian community in Lismore has also volunteered during the clean up of the town. As well as helping with the practical side of things, images emerged of the men singing during the clean up operation to raise the town’s spirits. Even though some of our politicians treat disasters as photo opportunities, it’s absolutely wonderful to know that there’s still some powerful good in the world.

Support for businesses Our Local Government Area has been impacted by a major 1 in 500-year flood event that has affected our business community and many businesses require financial support as soon as possible. Lismore City Council will help to ensure our community is kept up to date with available financial assistance from both government and private agencies. Financial assistance is currently available, and Lismore City Council is encouraging businesses to keep up to date with funding opportunities and apply where possible. Some of the funding available is the Federal Government Disaster Recovery Payment and Disaster Recovery Allowance which can help support business owners and their family. Charities such as Aussie Helpers Charity are devoted to helping our famers, farmer families and communities survive through the tough times with financial assistance, counselling, livestock feed and much more. Westpac has today launched a $2 million fund to help small businesses impacted for Westpac and St George Customers with $3,000 in cash grants. Keeping our business community up to date with available funding and financial support is a first step to helping business owners and staff grapple with the challenge of trying to plan their next steps. Today Janelle Saffin MP and I took the Deputy Federal Oppostion Leader Richard Marles, Federal Shadow Minister for Natural Disaster and Emergency Management Murray Watt, and State Shadow Minister for Emergency Services and Recovery Jihad Dib out to the SCU evacuation centre. We heard harrowing stories of survival, and powerful stories of heroism. But we also heard about the frustration and anger of people who feel they were abandoned - let down by a lack of coordination, a lack of resources, and a government that was Missing in Action when it was needed the most. As Richard Marles said to the media afterwards, this is a catastrophe on a national scale that requires national leadership. The Northern Rivers community needs help urgently.

Queensland and New South Wales have been hit hard by the severe flooding. As the massive clean-up bill continues to rise, flood affected communities are preparing for even more severe weather and flash-flooding in the coming days. But there is some relief on the way with the Australia Unites: Red Cross Flood Appeal. Nine and Network 10 are uniting for a telethon to help the people and communities affected by the devastating floods across Queensland and New South Wales in recent days. What is the Red Cross Flood Appeal? Australia Unites: Red Cross Flood Appeal will be a joint fundraising telethon with stars from both networks joining forces to support the most vulnerable people in the communities affected by the worst floods in Australia's recorded history.
Where will the proceeds from the Red Cross Flood Appeal go? All proceeds from the telethon will be donated to the Australian Red Cross. As most of you know, We Al-li’s head office is in Lismore. If you’ve seen the news this morning you’ll know that Lismore is under water. We Al-li is and always has been first responders to communities in need. At this time Aunty Judy, Carlie Atkinson, David Ryan and their children are safe at their home which thankfully is up a hill just outside of Lismore. Their power is out and they will wait for the road to open so that they can get out to support people in their beloved community. Please be patient with any urgent work requests, as they have other priorities right now. We would like to send love to our We Al-li extended families who are also being affected by these floods right now and have lost their homes. The We Al-li office is under water, but everyone is safe, and that is the most important thing. Despite the flood, Jyllie’s still smiling and is hopeful that the many, necessary repairs can be made - with the hope of being able to run the iconic (and everso popular) Lantern Parade again in 2022. But Jyllie needs help... It is LightnUp crew Jyllie (with a foot injury) Kathy and Brett with some wonderful volunteers attempting the mammoth clean up that Lismore is enduring. ALL of the Lanterns need to be moved out of the premises and temporarily relocated, so that the floors and walls can be cleaned, and all the irreparable items can be cleared out. There are 100s of lanterns, of all shapes and sizes… with nowhere else onsite for them to be stored. Space is of a premium right now in this region, so (if the weather would cooperate) the lanterns could be moved outside on to the street.

Lismore CBD Magazine is supporting The Lismore Lantern Parade to re-establish this iconic event for Lismore. We're all in this together! And in the spirit of community, we wanted to feature an update on a beloved Lismore institution Lismore Lantern Parade! Sadly, like most of Lismore, the Lantern Parade was not immune to Mother Nature's force. The record flood height has impacted their space severely. Photos don't really do justice to the ruin downstairs. Waters reached over 1m into the upstairs workroom and storage facility. There is a LOT of damage to lanterns and equipment. We are not expecting miracles but we are hoping to save this wonderful asset to Lismore.

Lismore mayor Steve Krieg says the disaster — a record 14.37 metres, two metres above the 1954 and 1974 levels — will change the city forever. It has to change to survive, he says. “This was our Cyclone Tracy,” Krieg says. “This wasn’t a big flood event: this was a demolition.”

Took this outside our 2nd story apartment corner of Magellan and Keen st in the CBD. The 2022 flood level is approx, we have flood water about a metre high in our apartment came in through the steps and behind the building but don't think it hit the upstairs windows. Just goes to show how climate change is driving more extreme weather events, from catastrophic bush fires to flood waters like this metres higher than anything recorded before. SES Community Meeting was held at 5pm 03/03/202 at the SCU. Mayor Steve Krieg emotionally connects to the audience, as he talks of the losses everyone has endured. He spoke of losing his home and business and empathised with those in the same situation. A round of applause, as he went on to commend all the hard work that is ongoing to bring us through this devastating flood. He introduced Scott Tanner (Richmond River Police Chief) who stated we are still in a Rescue and Recovery stage. A transition will shortly see a Lismore Flood Recovery Committee formed. The committee will oversee the Local CBD and Residential Recovery. Reinforcements will arrive from tomorrow with extra Police and army. The number of army personnel will be at least 500 in the next few days to help with cleaning Lismore. Medical Services and arranging alternate accommodation for those who have been evacuated from their homes. Meantime the rescue Helicopter was continuously arriving and departing. The message from the Mayor was that we will get through this together.

MASSIVE APPRECIATION TO THESE AMAZING GUYS! Yesterday, when we went to assess the house and start doing the cleanup I was told by our family friend and very close friend of my dad - @angiegarft that her son @jadengarft was in town with some friends helping people in Lismore with cleaning up their houses... and that they were all headed to my house to help!! I had no IDEA what was about to come.. then ALL of these men rocked up to my home and completely got everything out in next to no time! They have been coming over here from Byron Bay/Ballina/Lennox.. EVERY DAY since Monday.. rescuing people on boats and going to different people homes to assist with their clean-ups!!
I am SO endeared by the strength, empathy and love that every single one of these beautiful men have.. they have witnessed soo much of the devastating impacts and still continue to show up and clean up! I was so overwhelmed with love and gratitude yesterday.. that I couldn’t even pull the words together to share it! We saw this rainbow on the way back to my sisters and it truly solidified our feelings of hope, love and gratitude. In amongst the pain, loss, Greif and heartache, we are so blessed to have what we have... And it’s the people that are out there like these guys that bring back hope and strength into our lives! Fijian Abattoir Workers Saved Lives During The Lismore Floods & Are Now Helping The Clean Up As Lismore faces its worst-ever flood disaster, throughout the week 45 Fijian abattoir workers have volunteered during the flooding,, including helping to save aged care residents and cleaning up postflood. They’ve been volunteering since Monday. Many of the volunteers — who are here as part of the Pacific Labour Scheme (PALM) — only arrived in Lismore three weeks ago. Fijian volunteers made news this week after pitching in to rescue people from floods They arrived just weeks ago for work, but when floods paralysed the region they couldn't get to their jobs. So they got to work helping the community instead. Semi Sailosi Lutua, one of the volunteers, told the ABC that they found people looking for help on a flood support Facebook group. “We just told locals we’re here and we could help out,” he said. “I was going down in the boats with mates grabbing all the people. It’s so sad man, seeing all the water everywhere. “We go from rescues here [in Lismore] back to the evacuation centre … We stayed up late until 2am the other night just to help out in the evacuation centre to help people out.” The Fijian abattoir workers also aided SES and emergency volunteers to evacuate 60 nursing home residents.

Another volunteer Apenisa Marau told The Daily Telegraph that the decision to volunteer was an “instinct”. “With the boys, it is more just like an instinct. They just wanted to be out there to see what we could do for the community, it was such a coming together,” he said. Marau told radio station 2GB about the experience. “It was really hard, and quite terrifying trying to get those elderly people out of their homes,” he said. “Most of them were bedridden, in wheelchairs, some of them were just trying to stay afloat. ‘They were pretty shocked by the time we reached them, but we were glad we were able to get them to safety.” It’s an extraordinary example of bravery and generosity. Relief for Lismore Community Pastor Tim Merritt at The Seventh Day Adventist Church in Lismore says they have hauled all of the stock in their op shop out onto the church floor to distribute free to locals. They began their operation on Monday, and are also now preparing food and hot drinks to give some comfort to the victims of Lismore’s worst ever flood. Due to the extreme generosity of the community in sending so many clothes to the church, their stock has remained constant, and survivors are encouraged to come and get whatever they need. The SES is also collecting supplies from the church to take to locals unable to make it there themselves. Pastor Merritt says that they are also now helping take the stress off evacuation centres, which are struggling to sort through vast quantities of donations.

The Northern Rivers Conservatorium sustained 8 feet of water through the first floor of its heritage building in the Lismore CBD. We have lost virtually all musical equipment, office equipment, furniture and tools on both the ground floor and first floor. Thank you, thank you from the bottom of our hearts to the amazing band of more than 60 volunteers, our staff, students and Bennet crew who did an amazing job on Day 1 of our Big Clean-up. Day 2 will commence at 9am on Saturday 5th March. The main task for day 2 will be the removal of masonite boarding from our hardwood floors and removing it from the building. We are aiming to have this completed by midday when we are expecting the Firies to arrive to hose out the building. David Stuart In 1979 as a 17 year old I worked with Graham Cremin and Gerry Mazzer on the then Commercial Hotel (now Mary Gahooleys) in Lismore. We were builders labourers working under Owen Lynn who was the Master Builder. It was the first job for a lot of us. Graham lived in bangalow I think his people had the servo going up the hill and sadly Gerry was killed in a car crash not long after. Both were good fellas to work with.. Donna Maree Jim Melville yes my husband & I knew Gerard through Lennox Head Lifesavers. He was tragically killed in a car accident near Beau Farms. Coming from Ballina there is a plaque on a tree just before you go up the hill to Lismore on the right

Firstly our heart goes out to all of Lismore, one and all have been affected in some way or knows some one who has. This is an unprecedented catastrophe and we know everyone is feeling the pain. We have been buoyed by the incredible generosity of our Metropole family of staff and friends who have been working tirelessly to get us out of the mess. The messages of support and love that we have received is incredible and helps us to move forward one step at a time. To that end we have a goal! Firstly, a massive thank you to everyone that helped us these last few days. The generosity of people has been truly humbling. We are still a long way from being clean but there is a light at the end of the tunnel. We will be re-opening, but it could be a few months. Before we re-open we want to give back to the community that has lost so much. Right now, we have 7 dry rooms upstairs with queen beds and private showers. We would like to offer these for free for 2 months to people who have been completely devastated. However, we are unable to have people upstairs until the building is fire safe first. This means replacing a lot of gyprock downstairs on the ceiling, fixing the fire system, air conducts and electrical. The legends at Joel Jenson constructions have offered to give some free labour to help replace the gyprock ceilings but it’s a big job so any help to them would be fantastic, Frigid Air are going to prioritise fixing the duct work, we have an electrician coming to certify the building this week to make it safe. Essential energy have stated they will get us a generator to give power to the accommodation once we have the certificate. Also the fire brigade will provide us with temporary smoke detectors while we find someone to replace the fire systems. If you know someone that is desperate for a clean bed please let us know, we will try our best to be fair, we will need to prioritise people without a support network. (PM us) unfortunately, the hotel has no disability access upstairs. Big shout out to the legends at @stoneandwood, BlackHops and our amazing team who have worked tirelessly to clean this massive venue down. We are eternally grateful.

Although Lismore is familiar with floods this one was much higher and came so quickly that even possessions they had placed above the level of previous floodwaters were lost. Three houses were completely submerged and two cars were destroyed, as well as essential items and sentimental possessions. This beautiful family—Wally, Andy, and their two small children, Clancy and Ned—have lost everything in the devastating floods that hit Lismore on Bundjalung Country earlier this week. After being rescued from their rooftop as the floodwaters rose in the early hours of Monday morning, the first thing Wally & Andy were worried about was their neighbours, family and friends. A few words from Maali
Tim, Riina and Imbi's new lives in Lismore have been totally devastated by these unprecedented floods that have inundated northern NSW. This is their first home that they moved into only seven months ago, which was to be the start of a new life. They understood the possible risks of living in Lismore, but the house they purchased was built 100 years ago and had survived floods before, the highest of these having reached the floor level of the elevated Queenslander style weatherboard house. But this flood, like nothing Lismore has ever seen before, has submerged the house (along with thousands of others) up to the roof. Tim and Riina, as with most people in the region, do not have flood insurance as the cost is prohibitive. Due to an important medical appointment, the family happened to be in Sydney this last week. Thankfully they avoided the drama of the evacuation. Still, they have now lost everything they own, including many precious and sentimental family items and memories of those no longer with us. The damage to the house is yet to be assessed, but having been totally submerged, major reconstruction work will be required. So money will be required for an unknown amount of building materials, labour, furniture, household goods, food and many things that haven't been thought of, including living for an extended period until the house can be repaired. Our hope is for Tim, Riina and Imbi to get back to normal family life, knowing that this will take many months in the town they have made home. Northern Rivers Stained Glass Emergency Fund

My name is Rah and my partner Maire not only lost her home like many others, she also lost everything in her business Northern Rivers stained Glass down in the lismore cbd. So many people contacting her to see how they can help, feeling so helpless. So if you have the capacity to contribute in the way of a donation it will be welcome.
This double whammy for Maire losing both her business and her home with her 2 daughters and pets. Her business is nearly 3 years old with moving location only 1 year and 2 days before the flood hit. We prepared as much as we could, got out what we could with many people helping. We thought we had done everything we could, but no one expected this amount of water or it rushing through so fierce. Everything we had strapped down and packed was demolished by the flood water. Her shop isn’t safe to go into and from the photos doesn’t look structurally safe enough to go into for a long time. The last few days we have been cleaning out the debris and salvaging what we can save from her house, and then today the photos came through of her shop. Catastrophic is the only word I can think of, we thought we knew what we were expecting but we never expected this. Like everyone she has lost thousands of dollars worth of things that cannot be replaced. I want to help her like she has helped so many other people. I once had a guy say to me “your partners shop makes lismore colorful” and it did. The artwork she created was and is incredible and the gift shop she created for the other 50 plus artists and creators to put there work in was such a colorful part of this town . On the 28th February 2022 my best friend’s shop, The Curious Kookaburra, was hit by unprecedented flooding in Lismore NSW. The shop supports over 30 local artists and makers who have now lost the majority of their work. The creative workshop space which was also newly reopened after covid restrictions and lockdowns has also submerged in water over the ceiling. I often talk to people of my fondness for this place, our Star Court Arcade. When I was a child, the arcade was home to the only cinema in town. It was my grandmother who took me to the cinema and she lovingly put up with I watching films like Return of the Jedi, E.T, Ghostbusters, Burke and Wills, Young Einstein, and Malcom. When I grew older, I still visited this place to see Pulp Fiction and Raise the Red Lantern. But it wasn’t just a place to watch films, it was a beautiful shopping arcade that I used to window shop with my mother and grandmother. My great great great grandfather and uncle had one of the first photography studios in Lismore on this site. This place is in my bones. This history was one of the driving reasons to take over this business. To see images like this hurts quite deeply. Reads in Ireland The Read family were natives of Pettigo, County Donegal, Ireland. Pettigo is on the border between Northern Ireland and Ireland. Early records show that land was held by the Read family in the Parish of Templecarn, and that Read families also lived in 2 streets in Pettigo (alternate spelling Reid). George had been born c1816 to James Read and Jane Knox, who were both deceased prior to the family’s emigration to Australia. Jane was born c1825 in Tullycarne: her maiden surname was Stevenson, with alternative spelling Stephenson. Note that these dates do not match up with the death certificate for George Read and it seems both George and Jane lowered their ages by approximately 10 years when they emigrated. James, son of George and Jane, emigrated to Australia in 1856. he was joined in Australia the following year (1857) by two of his brothers, George and John. After they had established themselves in Australia, the three brothers paid the deposit to enable their parents George and Jane, and the remaining siblings, to also emigrate to Australia.The Depositors Journal of 1862 shows that James Read paid the deposit for the family on the 1st November 1862. George Read and his wife Jane along with their youngest six children said goodbye to Georges' parents James and Jane and left Pettigo to go to Australia. They sailed from Plymouth on the 30th May 1863 on the ship 'Spitfire', and after an 86-day voyage they arrived in Sydney. In charge of the ship were Master J.M Eloe and Surgeon Arthur Jartlett. The Spitfire carried 420 immigrants, comprising 25 married males, 31 married females, 150 single males, 147 single females, 27 male and 35 female children between age of one and twelve, 9 males and 2 females less than one year. Two births and two deaths took place on the voyage. The family settled at Morpeth in New South Wales.

Reads in Australia In 1856 James decided to emigrate to Australia. He sailed later that year on the ship 'Commodore Perry' arriving in Sydney on 1st May. He was sponsored to work for Mr. A.J Arch at Maitland, New South Wales. Australia needed skilled people such as farmers, carpenters, housemaids and labourers. These people decided to leave their families to travel thousands of miles across the sea to begin a new life in a country where there were many hardships. Overcrowding, poverty and unemployment in England and Ireland were rife. The British Government agreed to pay the passage for emigrants if they could pay their deposit or if they had skills that were needed in the colony. They would be granted free passage as long as they had a job to go to. Employers often paid the deposit for these new settlers on the condition that the immigrants work for them for a number of years after arrival. This scheme was called the Assisted Immigrant Scheme and these people were called free settlers. After arrival and a couple of years to establish themselves these Settlers often saved enough money to pay the deposit for the rest of the family to immigrate. This was the case for the Read Family. After two years James paid the deposit for his brothers George and John to come to Australia. George 22 and John 19 sailed from Liverpool, England on 12 October 1857 aboard the ship 'Peter Maxwell' arriving in Sydney on 10th January 1858 after ninety days at sea. Life aboard these ships was not pleasant, with squalid cramped surroundings, rife with disease. Many did not survive, especially infants under three years. The three brothers then decided to pay the deposit to bring their parents and the other six siblings to Australia. The Depositors Journal of 1862 shows that James Read paid the deposit for the family on the 1st November 1862. William Stevenson married Alice Sexton the second daughter of Robert and Margaret Sexton (nee Joley) in Maitland on 7th September 1866. His occupation listed on his Marriage Certificate was a bootmaker. Alice's father along with his father John and brother Burroughs had been deported from Huntington England to the colony in 1837, their crime sheep stealing. William and Alice had six children, two died as infants. Early in 1882, William visited Lismore to take Photographic Portraits. As advertised in 'The Northern Star' 4th February 1882. William S. READ photographer was on a visit to Lismore to set up his Photographic Studio at Mrs Geraghty's boarding house (next to the PO). He had arrived on the Steamer Coraki. While visiting William must have seen an opportunity to start a business in Lismore and sometime later in 1882 he moved Alice and the family to Lismore. In 1883 William and Alice had their last child Rupert Reginald.

William set up his Photographic Studio above The Star Court Arcade in Molesworth Street, Lismore. In 1882 he applied for a land grant of 80 acres somewhere in Lismore. William became quite a community man and served on the Lismore Municipal Council as an Alderman for at least ten years from 1887 to 1897. He was a member of the Masonic Lodge, the Hospital board, the Railway Children's Committee and the committee to start the first Lismore Show in 1885 at which he won first prize and a highly commended in the portrait section. Alice was a member of the Ladies Benevolent Society. When old enough William's sons joined the Photographic Business and about 1908 took over and ran the business under the name 'Read Bros Photography'. William at some time had purchased property at 80 Uralba Street where he resided until his death on 5th May 1926 aged 85 years. His son Stanley along his wife and children also lived at this address. Sometime between the end of 1926 and 1928, Stanley and Mary moved to Queensland, taking Alice then aged 80 years with them. Alice died on 16 March 1938 aged 84 years.

Trapped on the roof of her home in South Lismore, with floodwaters rising and rain pelting down, Jess Rankin took shelter under an unlikely household item - the washing basket. Rankin cut a forlorn figure as she sheltered as best she could with her her two young children and elderly father on the roof of the Caniaba Street home.

The historic Corndale Hall once stood here. Now, all that is visible is part of the toilet block. Historic Corndale Hall (1891) has been washed away in the floods sweeping the Northern Rivers of NSW. The hall, which is a centrepiece of the valley community between Lismore and Clunes, got washed off its stumps.

Better music for Lismore. A VISION FOR REGIONAL RADIO Tourist radio is not dead yet. Two brothers, Matt and John White have a vision for radio in regional cities that mixes great music with local information that is relevant to both locals and visitors. They call it Local Sounds Lismore. “We want to bring a local feel, professional sounding radio and the music people love to Lismore residents and tourists alike” John White said. John and Matt started their radio careers at community station YYY in Brisbane’s north in the early 90’s. Matt continued to work in radio industry across Australia over the past 25 years. John chose a career in the finance industry and continued his love for music playing in a rock band around Brisbane.
“We love radio and live music and want to bring the old tourist radio into the modern age, giving tourists a compelling reason to visit Lismore” said Matt White. “Our Air News Media partnership is key part of our model, we want to give listeners the latest news with a regular and comprehensive update. Air News provides a professional service that we believe is as good as the BBC.” John White said “We launched 3 weeks ago and have had a fantastic response from people living around Lismore and the region, listeners from outside the region are lapping up the local information. Because we are digital we can track new and repeat listeners and can already see daily growth. 70% of our listeners this week had listened in the preceding weeks, so we know the format is working”. Men & Family Centre wins national contract to develop online Men’s Behaviour Change Program for regional men The Northern Rivers-based Men & Family Centre (M&FC) has won a contract from No to Violence to develop and implement an online Men’s Behaviour Change Program (MBCP) for men in rural, regional and remote locations. The project could dramatically improve access to MBCPs for men in the regions, which are often unavailable outside of metropolitan or major regional centres. M&FC Co-Manager Lainie Rees said the organisation was chosen to lead the project because of its recognised expertise in the Men’s Behaviour Change field, and its understanding of the needs of regional communities. “Our established Men’s Behaviour Change Program (MBCP) is normally delivered through face-to-face group meetings.
“Over the past two years, however, face-to-face group meetings have been difficult to deliver due to COVID restrictions. This has forced us to look into online options to keep clients engaged with our service. “We’re excited by the opportunity to take the lessons we’ve learned over the past two years and apply them to the development and delivery of a full online behaviour change program for men living in rural, regional, and remote areas.” MBCPs aim to support men's behaviour change by directly challenging attitudes and behaviours that are driven by gender inequality and increasing men's understanding of the impacts these attitudes and behaviours have on affected family members. MBCPs attempt to increase the safety of women and children by supporting men to hold themselves accountable for their violent and abusive behaviours. The project is being managed by No to Violence – the largest peak body in Australia representing organisations and individuals working with men to end family violence. No to Violence CEO Jacqui Watt said the project was an important step in understanding online MBCPs for marginalised men. “We know that men living in rural, regional, and remote areas are too often unable to access MBCPs because of geographic limitations. "This project aims to understand the extent to which MBCPs designed specifically for the online space and for particular audiences are effective—and the implications for future programming.” “We are excited to work closely with the Men & Family Centre on this pilot as part of our ongoing commitment to collaborating with our member organisations to strengthen our practices and keep women, children and families safe,” explained Watt. The Monash Gender and Family Violence Prevention Centre has been contracted to conduct a full program evaluation.
