PURPOSE OF CHANGE To establish clear and enforceable regulations for the recreational use and enjoyment of the TKPOA Pavilion Beach Amenity by members, their family members, guests, and tenants.

ASSO C I AT I ON GE NE R A L R UL E S S E CT ION 40 0 : PAV I L I O N B E AC H R U L E S ALL PATRONS ARE REQUIRED TO ABIDE BY THE TKPOA AMENITY ACCESS PASS POLICY, INCLUDING BUT NOT LIMITED TO: •

Entry into the beach facilities requires a valid amenity access pass. Cardholders may bring up to three (3) guests and must remain with their guests while utilizing Association amenities. Children 5 and under do not require guest passes and do not count towards the three (3) person guest per card limit.

If the amenity access pass does not release the entry gate, cardholder must visit the TKPOA Pavilion Office to correct the card prior to entry into facility.

If the photograph on the amenity access pass does not match the person utilizing the card, entry into facility will not be permitted.

Children under the age of 16 must be accompanied by an amenity access passholder.

No lifeguard on duty. Adult supervision for children under 16 is required.

Music must be kept at a reasonable volume to maintain an enjoyable and peaceful environment. Amplified or excessively loud music that is considered a nuisance is not permitted.

Children under 6 must be under supervision of an adult while swimming.

No charcoal or open flame BBQs or grills. BBQs and grills with enclosed flames are permitted, electric or propane only. Use of BBQs or grills is prohibited on state mandated red flag days.

No drunk or disorderly behavior. Any individual suspected of being under the influence will be immediately asked to leave the facility.

Bottles, glass, and other hazardous objects are prohibited.

be beached and must be anchored or buoyed 20 feet from the shore, outside of the marked swimming zone.

Only pets on leash and under control by owner are allowed. Owner accepts responsibility and liability for their pets at all times.

Pet waste must be cleaned up and disposed of immediately.

Leave no trace. Dispose of all trash in provided bins or take with you for proper disposal.

Be mindful. Smoking/vaping permitted away from other beach patrons so as to not cause a nuisance. Please utilize the disposal cartridge located next to the garbage bins.

No running, climbing, or jumping off of the pier.

Fishing from the beach area or pier is prohibited.

Bicycles, roller skates, in-line skates, skateboards, scooters, etc. are not allowed on the pier at any time.

Climbing over the gates, fences, walls to the beach area is prohibited and considered trespassing.

Restrooms available at the Outdoor Pool Facility during seasonal hours.

Beach access beyond the pavilion is permitted up to the high-water mark. Beyond the highwater mark is private property, please be mindful and don’t trespass onto neighboring properties.

All patrons, guests, and staff members are required to abide by all posted rules and safety regulations at the Beach Facility.

Violation of any of these rules may result in disciplinary action, including but not limited to suspension of amenity access privileges and/or a fine. Violations are submitted to the Board of Directors for review.

UPDATE TO THE LONG-TERM LAGOON MANAGEMENT PLAN

criteria, resulting in the 75% reduction of Aquatic Invasive Plant (AIP) threshold criteria adopted by TRPA. A high-level overview of the draft IMP was shared at the Waterways Committee Meeting in December, and the recording is available on the TKPOA website.

Early in 2025, the Waterways team provided a timeline outlining the pathway forward for the year. At that time, the plan included small group workshops and a public science symposium where the Control Methods Test (CMT) results would be discussed in detail. The anticipated outcome of this would be development of the long-term plan along with a permit application to be submitted in the beginning of 2026.

In late summer and early fall, there was a shift in thinking among our regulatory and funding partners (TRPA, The League to Save Lake Tahoe, and the Lahontan Water Board). It was decided that smallgroup workshops and a science symposium were not the right paths forward. Instead, following a more standard practice, it was decided that TKPOA should develop and submit an application for what it deems to be the best science-supported long-term plan. This approach will allow the environmental review to begin in a more timely manner.

Overall, this seems like a positive step forward for TKPOA, as it keeps the decisions about what goes into the permit application fully in the Association’s control and prevents claims of any “pre-decisional” actions by the agencies prior to the start of the environmental review process.

Lead scientist Dr. Lars Anderson has been at the forefront guiding the scientific direction and developing the strategy for the Integrated Management Program (IMP), which is the basis for the permit application. This IMP includes adaptive management practices, a priority on non-chemical methods, and the use of best available technology to comply with the Basin Plan Exemption (BPE)

The timeline going forward remains the same: a permit application will be submitted in 2026 to begin the Environmental Impact Report and Statement (EIR/EIS) process, with implementation of the five-year permit targeted for 2028. In the meantime, the Waterways Team will continue to implement all non-chemical methods available including Diver Assisted Suction Harvesting (DASH), UV Light, and Bottom Barriers, to the extent feasible, with the focus of fragment containment within the Keys Lagoons.

Additionally, a parallel effort specific to the water quality – The Water Quality Improvements Project (WQIP) – will continue working on solutions for circulation, nutrients, and algae. Currently, Existing Conditions reports are being finalized that summarize all the information we know about the Keys Lagoons. This is an important step in educating stakeholders and correcting misinformation, with the goal of bringing agency partners, stakeholders and the public to the same baseline of knowledge so discussions about projects moving forward can be as productive as possible.

Funding for all these efforts will come entirely from the previously approved special assessment.

No new assessments or additional homeowner funding will be required. TRPA and The League will also continue to contribute financial support and participate as key partners.

Waterways staff will continue to provide updates as we move through the process on these larger topics.

The Waterways website – keysweedsmanagement. org – will have the most up-to-date information, along with the history, current strategies, and all published reports to help keep our homeowners and public informed of the process.

This is a friendly reminder that the first quarter assessment was charged on January 1st, 2026! Please be sure to check your account statement and disclosure documents for the 2026 Budget and Quarterly Assessment amount. The 2026 Annual Disclosure has been mailed to all members and is posted on the TKPOA website. The information needed to set up assessment payments can be found below and is listed on your quarterly statement.

PAYMENT OPTIONS ARE: 1.

ClickPay – FirstService Residential’s online payment service provider. You can access ClickPay by visiting https://login.clickpay.com/firstservice.

Please note that ClickPay charges a service fee depending on form of payment.

2. Bill Pay – Your bank’s bill pay service. The Association does not accept assessment payments at the on-site Pavilion office. Payments that are dropped off at the Pavilion office will be mailed to the lockbox address, PO Box 30354 for processing.

Members are encouraged to mail their payments directly or utilize the online payment option to avoid late fees and interest charges.

ASSESSMENT PAYMENT FAQS Q: How are assessment charges applied to my account?

A: Regular quarterly assessments are due based on the following schedule each year: • First Quarter due January 1st, considered delinquent if received after January 30th.

• Second Quarter due April 1st, considered delinquent if received after April 30th.

• Third Quarter due July 1st, considered delinquent if received after July 30th.

• Fourth Quarter due October 1st, considered delinquent if received after October 30th.

Assessment charges, for regular or special assessments, are not applied to owner accounts until the respective due dates. Using the regular quarterly assessment as an example, the first quarter assessment will not be charged to an owner’s account until the January 1st due date.

At the December 17th, 2025 Board meeting, the TKPOA Board of Directors adopted the following proposed changes to the Association Operating Rules.

PURPOSE OF CHANGE To enact a new TKPOA Vacation Rental (VHR) and Hosted Rental Permit program for property owners who obtain a City of South Lake Tahoe VHR or Hosted Rental Permit; to clarify rules for rental properties to prevent nuisances and to protect the quiet enjoyment of the Tahoe Keys for all members, their family members, guests, and renters.

Whereas, the Tahoe Keys is a private family-oriented, residential community that is located in a scenic and quiet environment. The close proximity of the residences in the Tahoe Keys increases the likelihood that disruptive behavior will impact other residents; and a number of properties within the Tahoe Keys are offered as short term vacation rentals through Vacation Rental Agencies, Vacation Rentals by Owner, and/or by other methods; and in compliance with the City of South Lake Tahoe’s ordinance regulating Vacation Home Rentals (VHRs), the TKPOA has adopted the following Owner and Renter Program Policy: 1. Rental permit from the City of South Lake Tahoe (CSLT) must register with the TKPOA administrative office and secure an annual “TKPOA Rental Permit” for their property to operate a short-term vacation or hosted rental within the Tahoe Keys. a. By Dave Peterson A white Christmas is a few days away, so it is time for my 2025 year-end wrap-up article. We covered a lot of ground this year, so I will stick to the high points:

Bulkheads. Bulkheads are one of our costliest asset replacement items. They were all built in the 1960s and 70s, which makes them over 50 years old, and their useful lives expired all at the same time. Some bulkheads have been replaced over the years, like Islanders II and III, Cove 2, and Kristine Lebo’s waterways department not those bordering the two entrance channels. But only shepherded the IMP process forward, they all the others need attention. In 2024 we replaced handled our continual environmental permitting the Cove 3C bulkhead, and will soon commence compliance activities, and completed a huge work on Cove 3A. TKPOA Rental Permit Program By: Heather Blumenthal, Operations Manager

At the December 17th, 2025, Board of Directors meeting, the Tahoe Keys Property Owners Association Board adopted a revised Owner, Renter, and Hosted Renter Policy, full text of this newly adopted policy can be found on page 16.

The TKPOA Owner, Renter, and Hosted Renter Policy is an updated version of the Association’s short term rental permit policy that was in place prior to the passage of Measure T which prohibited short term rentals outside of the City’s tourist core.

The Rules and Enforcement Committee held a Town Hall Forum on November 12th, 2025, on the proposed TKPOA’s Owner, Renter, and Hosted Renter Policy and the policy language was sent out for membership review three times prior to the Board’s December adoption.

Summary of the TKPOA’s Owner, Renter, and Hosted Renter Policy:

• Beginning in 2026, all properties operating as a short term and/or hosted rental are required to obtain the required CSLT and TKPOA permits.

• TKPOA’s permit fees are based on occupancy as assigned by the City (see table below).

• Short-term and hosted rental guests may obtain amenity access passes at the TKPOA Pavilion Office Front Desk » $50 per 7-day pass; allows the cardholder plus 3 guests to enter the amenity facilities » Proof of rental must be provided that shows the property address, dates of rental, and tenant name(s) (copy of lease or phone confirmation). » Passes will only be provided to tenants listed on the lease or rental confirmation. » Tenants for properties that do not have a valid City or TKPOA rental permit will not be permitted to purchase amenity access passes • All single-family properties operating as a short term Keys Breeze

How to obtain a TKPOA Rental Permit 1.

Complete and submit the TKPOA Rental Permit Application with a copy of the property’s current City permit and proof of bear box installation to heather.blumenthal@fsresidential.com by February 17th, 2026. The application must be signed by the property owner of record.

2025 HARVESTING WRAP-UP The TKPOA Harvesting Operations concluded their season in early November. The 2025 season marked a record-breaking accomplishment in the total volume of aquatic weeds removed from our waterways. The crew successfully removed approximately 1,200 tons, exceeding last year’s total by 40%. Skimmer vessels accounted for roughly 200 tons alone. This is a significant achievement for our crew, as these totals represent the highest volumes ever recorded by TKPOA. August remained our highest producing month, with more than 300 tons removed.

Improvements were made to the fleet this year, including better tuned outboard motors and a redesigned paddlewheel hub to increase axial strength and reduce stresses caused by the forces from the wheels. Additionally, two yellow Weedoo boats were repaired and tested after being out of service for multiple years. These two boats should be helpful in getting into tight spaces the harvester cannot fit. We are excited to see how these boats will enhance the overall program next year.

The patrol boat, that was stationed at the West Channel, was successful in keeping weed fragments from leaving the lagoons and reminding boaters to utilize the Boat Back-Up Station before exiting the Keys. The Bubble Curtain maintained constant operation all year long. By prioritizing containment of fragments within the lagoons with these methods, we have maintained good standing of our partnerships with both the League and TRPA. Keys Breeze

At the 15th St. Lagoon, two containment screens were installed to prevent fragments from entering or exiting the system. This is another accomplishment in the containment program that will help in the efforts to keep Pope Marsh clear of invasive species. With the lagoon now isolated, TRPA plans to fund the diver DASH and Bottom Barrier work within that area nest year to begin eliminating that infestation.

BOTTOM BARRIER PROGRAM

In 2025, we reintroduced the TKPOA Bottom Barrier Program which encouraged homeowners to install bottom barriers around their dock space. To help make it as simple as possible, Waterways staff connected homeowners to contracted divers from Lake Defense Force. These divers worked directly with each homeowner to determine the optimal size and placement based on individual property needs. Participation in this voluntary program was successful in controlling areas in and around docks that our harvesters were unable to reach.

A collective area of more than 14,000 square feet was installed around docks in the lagoons.

After a debrief in early December with Ghislain “G” from Lake Defense Force on how the first season went, it was clear they had some operational issues with management turnover and a lack of understanding with what capacity they could handle.

To increase participation and provide better customer service, Lake Defense Force has created an online portal to manage the program. Their pricing information is now clearly outlined and they have eliminated their installation fee. Homeowners can use the website to ask questions or request service.

The reservation window to participate in the 2026 Bottom Barrier program, using divers from Lake Defense Force, will run from now until around March or April, as time is needed to construct the barriers for installation in May. Please keep an eye out for upcoming e-blasts and future editions of Keys Breeze, where we will provide exact dates for the reservation window. Thank you again to all the homeowners who did their part by utilizing the Boat Back-Up Station, removing weeds from their dock space with our pile pick-up program, installing bottom barriers, keeping grass and leaves from being blown into the lagoons, not sweeping goose droppings into the water, using nonphosphorus fertilizers, and removing pine needles from the gutters. Each of these actions, though they may seem small, collectively makes a significant difference in the health of our waterways.

Building on the success of 2025 and looking ahead to 2026, the harvesting crew will continue to refine procedures and make improvements to be even more effective and efficient, as we strive to provide the homeowners with the highest levels of service possible throughout their boating season.

At the December 17th, 2025 Board meeting, the TKPOA Board of Directors adopted the following changes to the Association Operating Rules.

PURPOSE OF CHANGE To add an amenity access pass option for short term renters for those property owners who obtain a City of South Lake Tahoe and TKPOA Vacation Rental Permit.

TAHOE KEYS AMENITY ACCESS CARDS POLICY 1. Proof of Member Status – Members are defined as either 1. those individuals listed on the recorded deed, 2. as the trustee/ co-trustee for a Trust listed on the recorded grant deed, or 3. as the corporation listed on the recorded grant deed, of a property located within the Tahoe Keys Property Owners Association. Those individuals who have assigned power of attorney to act on behalf of a deeded homeowner will also be considered members.

2. Corporate, Partnership Ownerships – Member ID cards will only be issued to up to four (4) of the officers of the corporation (President/ CEO, Vice President, Treasurer/ CFO, or Secretary). Officers of a corporation must be filed with the Secretary of State corporation filing each year and a copy provided to the Pavilion Office Front Desk in order to obtain amenity access cards.

3. Types of Amenity Access Cards – please scroll down for exact definition and requirements: a. Member Tahoe Keys Amenity Access Card – with photograph – valid for term of property ownership. b. Family Member Tahoe Keys Amenity Access Card – for property owner family members – with photograph – valid one year; automatically renewed if card assignment is not updated. c. Long term Renter Tahoe Keys Amenity Access Card – for rental tenants leasing a property for 30+ days - purchase and photograph required – valid for the term of rental agreement up to one year. d. Short-term Renter Tahoe Keys Amenity Access Card – for rental tenants leasing a property for less than 30 days – purchase and photograph required – valid for up to 1 week. e. Employee Tahoe Keys Amenity Access Card – photograph required – valid for term of on-site employment at the Tahoe Keys. f. Guest Card: Tahoe Keys Amenity Access Card – purchase and photograph required – valid for a length of stay, up to 7 days.

4. Amenity Access Cards Definitions and Requirements a. Member ID Cards – Only Members as defined under item 1 and their spouses/domestic partners (subject to card limits under item 5), may obtain a Tahoe Keys amenity access card for access to all Tahoe Keys amenities, lighthouse shores, and free boat launch access at the Tahoe Keys Marina.

Members must have a current valid Tahoe Keys amenity access card with a photograph in their possession when using any of the Association’s facilities. This includes swimming pools, spas, tennis courts, pickleball courts, parks, playground, beaches, volleyball court, pope marsh gate, and lighthouse shores pedestrian gate. Card carries guest privileges as defined under item 6. b. Family Member Cards – Family members sixteen (16) years and older may be assigned amenity access cards on the members’ account (subject to card limits under item 5). Family members are defined as parents, siblings, spouses, children, grandchildren, nieces, and nephews. Family member amenity access cards are for entry into Tahoe Keys amenities only and do not allow for boat launch access at the Tahoe Keys Marina or access into lighthouse shores. Family members must have a current, valid Tahoe Keys amenity access card with a photograph in their possession Keys Breeze

when using any of the Association’s facilities. This includes swimming pools, spas, tennis courts, pickleball courts, parks, playground, beaches, volleyball court, and pope marsh gate. Family cards may be assigned and renewed annually. Card carries guest privileges as defined under item 6. c. Long-term Renter Cards – Long-term Renters are defined as individuals who rent a property within the Tahoe Keys for a period of 30 or more days and are listed as the responsible parties on the rental lease/reservation. The property owner, or property manager on behalf of the property owner, must register their rental tenants and complete the rental registration form and rental guest checklist.

Renter amenity access cards may be picked up from the Pavilion Office during normal business hours.

Must present a valid state issued Driver’s License or Identification Card. Amenity access cards require a photograph and cost $50.00 for term of rental up to one year. Card carries guest privileges as defined in item 6. Renters must have a current, valid Tahoe Keys amenity access card with a photograph in their possession when using any of the Association facilities. This includes swimming pools, spas, tennis courts, pickleball courts, parks, playgrounds, beaches, and volleyball court. Renters do not have boat launching or lighthouse shores access. i. Renter cards apply towards the 5-amenity card limit per property as defined in item 5. Owners and/or property managers should assign 1 or more of the property cards to their tenants using the rental registration form, prior to the renter’s stay. d. Vacation Renter Cards – Short-term or Vacation Home Renters (VHR) are defined as individuals who rent a property within the Tahoe Keys for a period less than 30 days and are listed as the responsible parties on the rental lease/ reservation. VHR guests must visit the Pavilion Office during normal business hours to obtain their amenity access passes. Must present a copy of their lease agreement/reservation and a valid state issued Driver’s License or Identification Card. Children 5 (five) and under do not require an amenity access pass.
