Dear Friends of the Lexington Junior League Charity Horse Show,

It is my privilege to welcome you July 10-15th to the 87th annual Lexington Junior League Charity Horse Show at the beautiful Rolex Stadium at the Kentucky Horse Park!

When I joined the Junior League of Lexington almost six years ago, I could never have imagined I would spend five of those years serving on the Horse Show Board. It has truly been an honor to play a small role in the illustrious Saddlebred industry, as well as to give back to my community of Lexington through this incredible event. The Show is, first and foremost, a fundraiser that provides critical funding to the nonprofits of Central Kentucky.

Through decades of hard work and perseverance, through a venue move and a global pandemic, the Show has retained it's grandeur. The Board and I have worked tirelessly this last year to build on the 86 years of legacy created by the women who served before us. We offer better events, better seating, better customer service than ever before and our genuine hope is the Show only continues to showcase the impressive women of our League and the captivating history of the Saddlebred horse

We know we could not pull off one of the greatest traditions in the American Saddlebred industry without our engaged volunteers, our dedicated staff, and our strongest supporters We thank each and every one of you for your commitment to the Saddlebred industry, the Lexington and Central Kentucky communities, and to 87 years of the Lexington Junior League Charity Horse Show!

The

Junior League of

Lexington: Nearly 100 Years of Serving the Bluegrass

Ten women dedicated to volunteerism and improving the Lexington community founded the Junior League of Lexington (JLL) in 1924 and built the foundation of community service for which today’s League is known. For almost 100 years, many strong women from around the Bluegrass have united and worked together to improve life for all citizens of our community.

Our mission statement challenges us to promote voluntarism and improve our community through the effective action and leadership of trained volunteers The JLL has answered this call through its long history of supporting more than 130 local nonprofit organizations with both our time and our finances

The JLL has been a founding contributor for many important local organizations still serving our community, including Baby Health Services (1938), the Lexington Children’s Theater (1939), the Opportunity Workshop of Lexington (1961), the Living Arts and Science Center (1968), Chrysalis House (1978), and the Hope Center Recovery Program for Women (2000) In addition to these important monetary donations, JLL members continue to offer an even more important donation: dedication through volunteering. Members volunteer their time to organizations throughout the Bluegrass in many different ways, from helping with everyday tasks like spring cleaning and meal preparation to serving as board members for numerous area nonprofit organizations. In total, members contribute more than 3,500 volunteer service hours to other central Kentucky nonprofits each year!

Developing women ’ s potential is another focus of the JLL, and we have created some truly unique avenues for accomplishing this goal each year since 1924 We are well known for the Lexington Junior League Horse Show, which began in 1937 and continues to draw visitors from around the country each July League members put in countless hours every year to make this event a success, and we ’ re excited that you ’ re joining us for our 87th year!

Back in 1924, our charter members saw an opportunity to make a difference. Through the combined energy and vision of our membership over the past ten decades, the JLL has indeed made a difference by touching many lives in need This same energy and vision are alive in our membership today as we continue to strive to make a difference in our community. This horse show allows us to continue our vision and make a difference not only in our community, but in yours Thank you for your support!

The Junior League of Lexington awarded $30,000 in grants to deserving community agencies for 2023 In addition to financial support, the League will provide volunteers to serve these agencies Our volunteer support adds an additional estimated $5,000 of value to the following agencies:

Specialty seating early bird pricing will be available through April 30, 2023.

Regular specialty seating sales will begin on May 1, 2023, and will be in effect through the end of the show. Contact horseshowboxes@gmail.com with questions about specialty seating pricing and availability.

Parking passes for the week will be available for purchase on a limited basis.

General admission pricing for evening classes is $10 Monday-Saturday. Children 2 and under are free. Morning classes are free.

Exhibitor weeklong wristbands are $50.

Visa, MasterCard, American Express, and Discover credit cards are accepted.

Make all checks payable to the Junior League of Lexington. A $25 fee will be assessed for checks returned for non-sufficient funds or credit cards declined.

Proof of negative Coggins within the past 12 months is required of every horse entering the show grounds. A copy of the test results should be attached to the entry form; otherwise, they must be presented to the Secretary upon arrival NO ENTRY WILL BE ACCEPTED WITHOUT CURRENT TEST RESULTS.

USEF GR 845

1 All horses entering the grounds must be accompanied by documentation of Equine Influenza Virus and Equine Herpes Virus (Rhinopneumonitis) vaccinations within 6 months prior to entering the property. Horses not in compliance with this rule may be required to leave the competition grounds upon request by Competition Management Documentation should consist of one of the following methods mentioned below The frequency of the vaccine administration should be per the vaccine manufacturers’ or veterinarian’s recommendations. It is recommended that vaccines are administered by or under the direction of a veterinarian.

2. In the case of vaccines administered by a veterinarian, the exhibitor, upon request by Competition Management, must provide documentation from the veterinarian documenting that the horse in question received the vaccinations, the name of the vaccines and date of vaccine administration

3. In the case of vaccines administered by a person other than a veterinarian, the exhibitor, upon request by Competition Management, must provide a receipt of vaccine purchase which is signed by the owner, or agent with care, custody and control of the horse; name, serial number and expiration date of the vaccine; and date of vaccine administration.

4 In the case of a horse that is unable to receive either of the vaccinations due to a history of adverse reactions, the exhibitor, upon requests by Competition Management, must provide a letter from the veterinarian on official letterhead stating that the horse in question cannot be vaccinated due to medical concerns and a log of temperatures taken twice daily for the seven days prior to entering the competition grounds These horses must also have their temperature taken and logged twice daily while on the competition grounds. The log of temperatures should be provided to the Competition Management, steward, or technical delegate when requested.

Copies of all necessary health papers will be requested in the horse show office at check in Thank you for your cooperation.

EVERY CLASS OFFERED HEREIN WHICH IS COVERED BY THE RULES AND SPECIFICATIONS OF THE CURRENT USEF RULE BOOK WILL BE CONDUCTED AND JUDGED IN ACCORDANCE THEREWITH

1 RESERVATIONS | The Lexington Junior League Charity Horse Show reserves the right to:

a. Vary or add to the list of invited officials

b. Cancel or combine any class with three entries or less

c. Refuse any entry without explanation or recourse

d. Hold eliminations where the number of entries warrant

2. ENTRIES | Entries close June 3, 2023. All entry fees, stall fees, USEF fee, etc. MUST BE PAID IN ADVANCE with entries prior to the closing dates as outlined above. Entries must be made on our official form. Copies may be made of the official entry form. 13. DRESS CODE | The following dress code has been adopted and will apply to all trainers, handlers, grooms and other participants entering the show ring: (1) Collared shirts are required; stable names and logos are acceptable; (2) Shirts must be tucked in while in the show ring; (3) Slacks or khaki pants only (no denim or shorts); (4) Billed hats must be worn forward

14. ADMITTANCE PASSES | Every exhibitor, trainer and handler MUST have a wristband for admittance to the seating areas and grandstand areas.

15 TROPHIES | All Perpetual, Memorial and Challenge trophies will remain in the possession of the Junior League of Lexington until retired Trophies will be given to the winners

16 CREDENTIALS | Current measurement cards or valid measurement forms issued by the USEF must be presented to the Secretary before showing any pony If not available, the pony must be measured at the show Measurement times will be announced No pony will be able to show without measurement forms Amateur certification should be made available to the Secretary A current copy of all rider, owner, and trainer USEF membership cards should be attached with the entry or presented at time of check in

17. DOGS | Dogs are not permitted on the show grounds unless on a leash

STABLE AREA PARKING | For security reasons, access to the stable area will be restricted to owners and trainers who have purchased a STABLE ACCESS PERMIT from the Horse Show Office The permit will be $30 and allows access daily. Parking will be accessible through the Kentucky Horse Park Campground entrance. Cars or trucks parked blocking emergency vehicle access will be towed with no warning. Any damage caused by a parked car or truck in the stable area will be the responsibility of the owner of the vehicle.

24 GOLF CARTS | All operators of Golf Carts and other motorized Vehicles must possess a valid, state issued motor vehicle operator’s license If an individual without a valid license is found to be operating a golf cart or motorized vehicle with or without an adult present, the Junior League of Lexington will fine that individual $100 and the vehicle will be held by the show until the fine is paid In the event an individual is found to violate the above a second time, he/she will be barred from showing for the balance of the show and his/her trainer of record and all horses in the trainer’s care and custody will also be barred from showing for the balance of the show and all premiums won to date by any of those horses will be forfeited. USEF GR 1301.7 Minors who do not have a valid driver’s license which allows them to operate a motorized vehicle in the state in which they reside will not be permitted to operate a motorized vehicle of any kind, including, but not limited to, golf carts, motorcycles, scooters, or farm utility vehicles, on the competition grounds of licensed competitions. Minors who have a valid temporary license may operate the above-described motorized vehicles as long as they are accompanied by an adult with a valid driver’s license The parent(s), legal guardian(s), or individual who signs the entry blank as a parent or guardian of a minor operating a motorized vehicle in violation of this rule are solely responsible for any damages, claims, losses, or actions resulting from that operation Violations of this rule will be cause for sanctions against the parent(s), guardian(s), and/or trainer(s) who are responsible for the child committing the offense Penalties may include exclusion of the child, parent(s), guardian(s), and/or trainer(s) from the competition grounds for the remainder of the competition and charges being filed against any of the above individuals in accordance with Chapter 6 Wheelchairs and other mobility assistance devices for individuals with disabilities are exempt from this rule

We have been advised by the Commonwealth of Kentucky Transportation Cabinet as follows:

Any motor vehicle having in excess of 26,000 pounds registered gross weight must participate in IFTA fuel tax program through their base state or they must secure a “fuel Permit” from the Division of Motor Carriers of the Transportation Cabinet, which is valid for a consecutive 10-day period A fee of $40 is charged for that permit.

Kentucky also has a heavy vehicle mileage tax, which applies to vehicles with a registered gross weight of 60,000 pounds or more. Such vehicles are required to obtain a “Highway Use Permit” if they do not already have a KYU license.

In addition, motor vehicles operating in for hire carriage are required to qualify with the Kentucky Transportation Cabinet interstate movements involving vehicles licensed in other states will probably be entitled to reciprocal privileges regarding licensing requirements. Out of state licensed vehicles must pay a $10 fee for a vehicle identification card Farm plated vehicles are exempt from all taxes and Kentucky size and weight limitations, license requirements and reciprocal privileges may be verified by inquiry directly to:

USEF MEMBERSHIP STATEMENT | Life, senior active and junior active members shall be eligible to participate in all classes at Regular Competitions, Eventing Competitions at the Modified Level or above, Combined Driving Competitions at the Advanced Level, Dressage Competitions, Endurance Rides and Vaulting Competitions: (See GR828 4 of the Federation rules) Life, senior active and junior active members shall be eligible to participate in all classes at Regular Competitions, Eventing Competitions at the Modified Level or above and Combined Driving Competitions at the Advanced Level, Dressage, Reining and Vaulting Competitions and Endurance Rides A non-member may participate as a handler, rider, driver, owner, lessee, or agent, at Regular Competitions, Eventing Competitions, Dressage Competitions, Reining Competitions and Combined Driving Competitions upon payment of a Show Pass fee Participants in the following classes are exempted from the Requirements of this rule: 1) leadline; 2) exhibitions; 3) games and races; 4) classes for 4-H members; 5) walk trot (exception: Friesian performance FR231) and academy classes (academy classes are classes limited to horses used regularly in a lesson program); 6) USDF introductory level tests, pas de deux and quadrille classes; 7) NRHA Endorsed Reining Competitions 8) Opportunity classes, 9) citizens of other nations who have proof, in English, of current membership in good standing of their own National Federation, 10) USEA beginner novice division; and 11) assistant handlers in Dressage Sport Horse Breeding classes

PROTECTIVE HEADGEAR STATEMENT | Please be reminded that protective headgear passing ASTM standards is recommended by USEF, however it is not a requirement.

If the operator of the device is a minor, the parent/legal guardian or individual who signs the entry blank as a parent or guardian of a minor operating the device in violation of this rule is accountable and may be subject to penalties. Wheelchairs and other mobility assistance devices for individuals with disabilities are exempt from this rule.

SHARPS CONTAINERS STATEMENT | GR 1210 4

Competition management shall place a minimum of one sharps container per each competition, whether or not stabling is provided Additionally, at least one sharps container per fifty occupied stalls for the disposal of needles and other disposable sharp instruments in convenient locations in barns housing competition horses It is competition management’s responsibility to replace such containers when full and dispose of them properly Competition management may fine any individuals including trainers, owners, exhibitors, or their agents up to $100 for improper disposal of needles or other sharp disposable instruments Competition management will place a notice of this requirement either in its prize list or on a specific handout given to trainers on check-in at the competition If local law has different requirements, local law will prevail Competitions on the show grounds will be considered in violation of the rules and may be subject to penalty as determined by the CEO or Executive Director and/or the Hearing Committee
