A

t a time when polarization and divisive rhetoric impact our own country and numerous other societies around the world, the importance of peace and conflict studies (PACS) is ever greater. We are committed to exploring violent conflict as a human problem and peace as a human potential through the work undertaken in the undergraduate PACS program, the research completed

by PACS professors and students, in adult and community education, and through collaborations with other peacebuilding institutions. Building on this mission, The Baker Institute for Peace and Conflict Studies has engaged in many exciting and rewarding endeavors during the 2018-2019 academic year.

The Baker Institute continues to have a national and international reach.

The map on page 7 depicts the countries in which guest speakers and research colleagues live, and where students have traveled with PACS-related courses and conferences.

As part of The Baker Institute’s speaker series, we hosted Emily Welty, Ph.D., a senior member of the International Campaign to Abolish Nuclear Weapons (ICAN), the organization that was awarded the 2017 Nobel Peace Prize. Welty shared ICAN’s philosophy and practice in creating a nuclear weapons-free world. Pages 10 to 13 of this report detail the diverse range of guest speakers who have contributed to this year’s programming.

The Baker Institute also hosted the first semester-long PACS scholar in residence. Caecelia van Peski, an award-winning peacebuilder from the Netherlands, spent the spring semester at Juniata teaching, mentoring, and engaging in both collegial and community endeavors. Now based in Geneva,

van Peski continues to serve as a Fellow of The Baker Institute, facilitating collaborations between The Baker Institute and other peacebuilding institutions.

Students in the Peace and Conflict Studies Program continued to excel: Liliane Pari Umuhoza spoke at the United Nations twice, and numerous PACS students represented The Baker Institute at a range of conferences, including the Nobel Peace Prize Forum in Minneapolis and the Peace and Justice Studies Association conference in Philadelphia.

Both Professor Celia Cook-Huffman and I contributed to the field of peace and conflict studies in a range of ways.

Cook-Huffman published a chapter in The Handbook of Peace and Conflict Studies, and accompanied 20 students to Rwanda for a course on post-conflict peacebuilding.

I served on the executive board of the IMPACT project, an international field building network for arts, culture and conflict transformation. Pages 8 to 9 of this report provide further information regarding our contributions.

The Baker Institute engaged in collaborations with other U.S.-based and international peacebuilding organizations, including at Brandeis University, Maseno University in Kenya, and the Pachaysana Institute in Ecuador, among others.

We continue to build on the legacy of generous donors, visionary founders, and passionately committed students and alums, and we extend our deep gratitude to them for the difference they are making in transforming conflict and building peace around the world.

The Baker Institute for Peace & Conflict Studies: Goals, Sponsorships, and Reach Our mission is to apply the resources of the academic community to the study of warfare and deep-rooted conflict as human problems and to the study of peace as a human potential.

We provide an excellent undergraduate education in peace and conflict studies to students of Juniata College including emphasis on both practical and theoretical knowledge and on preparation for graduate education and useful careers.

We offer continuing adult education and community outreach in conflict management and war/peace studies through seminars, conferences, public lectures and workshops.

We provide leadership in the development of peace and conflict studies as an academic program through research, curriculum development, consultation and education.

We initiate and support cooperation among existing programs and institutions to strengthen peace and conflict studies in content and methodology, enhance its legitimacy, and develop its constituency both in and out of the academic community.

Strategic Plan 2016-2019: PRIORITY 1: The Baker

Institute will demonstrate excellence in the Undergraduate Program.

Excellence in the undergraduate program will be established through a number of activities and will be identifiable in a variety of outcomes. The Baker Institute staff seeks to create a vibrant, fully enrolled, academically rigorous Program of Emphasis (POE) in peace and conflict studies (PACS) that is visible on campus and in the surrounding community. We expect students to be part of a community of engaged learners that is sustained by a clearly-structured POE. Students are supported in becoming critical thinkers with a high level of expertise in their field.

In addition to supporting the needs of PACS students, the curriculum will support a number of other programs and departments and build partnerships for innovative programming within the campus community and beyond.

PRIORITY 2: The Baker

Institute will implement effective Adult Education and Community Outreach Programs.

The Institute will support programs that reach beyond the borders of the campus to engage faculty and staff in community development opportunities and projects that develop community-college relations.

Of specific interest will be efforts in the nexus between theory and practice and projects that expand the community of people engaged in initiating and sustaining peace processes.

What is Peace and Conflict Studies?

Peace and Conflict Studies (PACS) is an interdisciplinary field that begins with the perspective that war and violence are not inevitable aspects of the human condition and that there are more productive and lasting means for addressing human conflicts.

PACS draws from political science, sociology, history, anthropology, psychology, and philosophy, among other fields.

Daniel Bryan is an artist, activist, educator, and executive director of the Pachaysana Institute in Quito, Ecuador, and resident director of BCA Study Abroad.

Caecilia van Peski is a Dutch diplomat, a licensed psychologist, and an authority in the field of peace and security, democratization, elections and human rights, whose achievements have received national and international recognition.

2018-2019 Sponsorships The Baker Institute supported the following projects and institutions through sponsorship: NOBEL PEACE PRIZE FORUM For 30 years, the Nobel Peace Prize Forum Minneapolis has provided an important, highly visible international platform that celebrated the accomplishments of Nobel Peace Prize winners. Held annually in the fall at Augsburg University, the Forum has created opportunities to learn from the work of the laureates and provided opportunities to support the ongoing work of reducing violence and fostering peace while highlighting the work of the laureates. It has served as a portal and a platform to draw inspiration from these exemplary leaders and to educate a new generation of peacemakers and change agents to carry forward the work and goals, as stated in Alfred Nobel’s will, of promoting “fraternity between nations, for the abolition or reduction of standing armies and for the holding and promotion of peace congresses.”

PEACE & JUSTICE STUDIES ASSOCIATION The Peace and Justice Studies Association (PJSA) serves as a professional association for scholars and practitioners in the field of peace and conflict studies. PJSA is dedicated to bringing together academics, educators, and activists to explore alternatives to violence and share visions and strategies for peacebuilding, social justice, and social change. Walker is an elected board member of PJSA.

WAGING NONVIOLENCE Waging Nonviolence is an independent, non-profit media platform dedicated to providing original reporting and expert analysis of social movements around the world.

IMPACT PROJECT A collaboration between the Peacebuilding and the Arts Program at Brandeis University, The Baker Institute, and Maseno University in Kenya, IMPACT designed an infrastructure to strengthen the ecosystem of arts, culture, and conflict transformation (ACCT).

The Reach of The Baker Institute Emily Welty, senior member of the 2017 Nobel Peace Prize-winning International Campaign to Abolish Nuclear Weapons gave a September 8, 2018, lecture titled “We are unstoppable; Another world is possible.”

The Baker Institute supported the travel, accommodations, and registration of six PACS students and one faculty member to the 2018 Nobel Peace Prize Forum, “The Paradox of Peace,” Sept. 13-15, 2018.

Ronnie Yimsut, a senior landscape architect with the U.S. Forestry Service in Milwaukee, Wis., and the first Cambodian genocide survivor to speak at Juniata, gave an April 2, 2019, talk during Genocide Awareness & Action Week.

Samuel Munderere, chief executive of Survivors Fund in Rwanda, gave a May 2, 2019, talk to the Juniata and Huntingdon communities titled “The life of Rwanda genocide survivors 25 years on.”

The Baker Institute for Peace and Conflict Studies at Juniata College hosts peace scholars, artists, activists, and practitioners for speaking engagements and residencies, and sends students out into the world through conference, study abroad, and internship opportunities.

Research and Professional Development POLLY O. WALKER, PH.D.

Director, The Baker Institute Elizabeth Evans Baker Professor of Peace and Conflict Studies

Polly O. Walker, Ph.D., served on the Executive Committee for the IMPACT project (Imagining a Program for Arts, Culture, and Conflict Transformation).

The committee met weekly to develop and implement plans to complete the project, which was funded by the Mellon Foundation. The program included inperson and online learning exchanges between approximately 500 people around the world; a design lab at Brandeis University with 30 leaders from a range of nations; creation of a leadership circle; facilitation of international working groups; and the creation of regional hubs around the world that link scholars, artists, and practitioners in this field. Walker was one of the executive members of a committee that planned and facilitated an international gathering on Indigenous Nonviolent Resistance. The gathering included American Indian leaders, elders, and youth focused on actively pursuing conflict transformation. The gathering was held at the Resistance Studies Program at Amherst College.

Walker continues to collaborate with Maseno University and Maasai Mara University on training and research for scholars and artists involved in peacebuilding in Kenya. They envision a week-long event during the 2019-2020 academic year that will bring members of this collaboration to Juniata for a week of training on collaborative research in artsbased peacebuilding initiatives.

Walker worked with Daniel Bryan, executive director of Pachaysana Institute in Quito, Ecuador, to develop a collaborative research/practice project on epistemological pluralism. The intent of the project is to reduce epistemic violence within the academy. Daniel will

be working with Indigenous communities in Ecuador to articulate how their epistemology might be understood within higher education. During the 2019-2020 academic year, Daniel and Indigenous leaders will come to Juniata to facilitate workshops and conversations on how we might engage more deeply with epistemological pluralism on our campus.

Walker is an elected member of the board of the Peace and Justice Studies Association (a USA/Canada organization). She is also a board member of the International Peace Research Association.

She presented a paper, “Impact: Designing a Global Infrastructure for Arts, Culture, and Conflict Transformation,” at the Revolutionary Nonviolence in Violent Times, International Peace & Justice Studies Conference, Philadelphia, Pa., Sept. 27-30, 2018.

Cook-Huffman published a chapter in the Handbook of Peace and Conflict Studies (Routledge, in press) titled “Identity Matters: Social Identity and Social Change,” and a chapter in Peace Leadership: The Quest for Connectedness (Routledge, 2018) titled “Women, Leadership, and Building Peace.”

Cook-Huffman accompanied 20 students to a January term in Rwanda for the Rwanda: Post-Conflict Peacebuilding IC (interdisciplinary colloquia) course.

Emily Welty, Ph.D., is a Nobel Peace Prize-winning academic, ecumenist, activist, and artist living and working in New York City. She is the Director of Peace and Justice Studies and an Associate Professor at Pace University where she teaches classes focusing on nonviolence, humanitarianism, and reconciliation and transitional justice. She has a Ph.D. from SOAS at the University of London, an M.A. in International Peace and Conflict Resolution from American University, and a B.A. from the College of Wooster.

Welty is the Vice Moderator of the World Council of Churches Commission on International Affairs and is the chair of the Nuclear Disarmament Working Group. She is a senior member of the International Campaign to Abolish Nuclear Weapons (ICAN) where she works on faith-based engagement in nuclear disarmament.

Jerry McCann is a licensed civil and structural engineer in the State of California who has spent over a dozen years of his professional life engineering and overseeing the construction of public and commercial structures. He has worked with the Peace Corps and with Interpeace, an international peacebuilding organization based in Switzerland with links to the United Nations. After living over 20 years in Africa and traveling to over 60 countries in the last 30 years, he now serves as Senior Advisor to

In this time of fear, turmoil and anger, Theatre of Witness brings people together across divides of difference to bear witness to the beauty of meaningful engagement, to cultivate empathy and truly listen to the stories of people we’ve never heard before. Sepinuck hosted a screening of her latest film, Walk in My Shoes, created with and performed by four Philadelphia police officers and three community members to explore societal wounds and share the performer’s stories and visions of a more peaceful and just future.

Educator, activist and artist Daniel Bryan, executive director of Pachaysana Institute in Quito, Ecuador, specializes in the use of participatory theatre as a means of education, empowerment, and development. He is also the BCA Study Abroad resident director.

Teya Sepinuck is a visionary artist who has worked at the intersections of art/ social change/spirituality/education and peacemaking for the past 30 years.

Nicole Gross-Camp, Ph.D., is an interdisciplinary environmental social scientist specializing in the African tropics.

She joined Allegheny College’s Department of Environmental Science in northwestern Pennsylvania in spring 2018, where her focus is primarily on teaching, including global environmental justice and environmental problem analysis. She retains an active interest in community-forestry and human well-being, particularly in Tanzania, as a means of achieving equitable and sustainable conservation outcomes for people and planet. Her PACS salon talk concerned ethical community engagement.

She oversees the development and distribution of resources on nonviolent action and conducts workshops on strategic planning for human rights organizations, universities, and governments, and for individuals and groups struggling for diverse objectives including to oppose dictatorship, combat corruption, and to attain political rights, economic justice, environmental protection, and women’s empowerment. She is currently a Director’s Fellow at the MIT Media Lab, where she is exploring how innovations in technology and education, among other fields, can contribute to greater effectiveness in the study and application of nonviolent struggle. Omékongo Dibinga,Ph.D., is a motivational speaker, trilingual poet, TV talk show host, rapper, and professor of cross-cultural communication at American University.

His writings and performances have appeared in O Magazine, as well as on TV and radio in millions of homes in over 150 countries on networks like CNN, BET, The BBC, NPR, Music Choice, and Voice of

America. He has published and produced seven books, seven fusion music and motivational CDs, and one independent DVD. He was one of five international recipients out of 750,000 to win the first ever “CNN iReport Spirit Award” and has received over 1,000,000 views on CNN.com. Dibinga has studied at Harvard, MIT, Princeton, Georgetown, Morehouse, and The Fletcher School, where he earned his M.A. in Law & Diplomacy. Samuel Munderere is chief executive of Survivors Fund (SURF) in Kigali, Rwanda, where he has worked for more than 13 years to improve the lives of vulnerable people.

He has a profound understanding of the issues facing women and children in Rwanda and extensive experience with programs that seek to empower them and transform their lives. His expertise is in managing educational and counseling projects, and he has supported 850 youth born of genocidal rape, as well as their mothers. Munderere holds a Master’s degree in International Development Management from the University of Westminster (London, U.K.) and a Bachelor’s degree in Social Work and Social Administration from Bugema University. His talk was titled “The life of Rwanda genocide survivors 25 years on,” and was held at the Stone Church to welcome both the Juniata and Huntingdon communities.

Caecilia Johanna van Peski is a Dutch diplomat, licensed psychologist, and an authority in the field of peace and security, democratization, elections and human rights whose achievements have received national and international recognition. She is counted among the most influential women of her generation in the Netherlands. In 2010, she was appointed United Nations Special Representative for her country.

Van Peski’s spring 2019 residency was marked by her commitment to what she called “partnering for peace,” an ambitious vision she has for what The Baker Institute is accomplishing through its residency program. The Baker Institute brings in scholars, artists, activists, and other peace practitioners to contribute to PACS programming and opportunities for students. “’Partnering for Peace’ refers to something The Baker Institute aspires to: connecting those who work for and speak the language of peace around the globe,” said van Peski, whose professional work has always included interaction with students and young professionals.

She first studied psychology and became a professor at Polytechnical University in The Netherlands, her permanent place of residence.

“I have what I call a ‘creative career,’ having worked in multilateral environments, in organizations like the United Nations and the Organization for Security and Cooperation in Europe, as well as, for the past 12 years, being a practitioner, a peacekeeper, in the field,” Van Peski noted.

In both master classes, van Peski emphasized the role of the international community, including civil society, and the role of women in peacekeeping. Master classes were open to all students and faculty, as well as members of the Huntingdon community. The first master class had about 30 participants; the second master class had about 23 participants.

Caecilia van Peski on a 2014-2016 deployment for the Organization for Security and Cooperation in Europe’s Special Monitoring Mission to Ukraine, via the Dutch Ministry of Foreign Affairs. In the position of Deputy Patrol Hub Leader, Acting Patrol Hub Leader and Monitoring Officer, Van Peski contributed to oversight of the package of measures for the implementation of the Minsk I and II Agreements. The Lemkin Summit is an annual conference that engages in conversation and action surrounding genocide and mass atrocities, with a focus on the Democratic Republic of Congo, Angola, Sudan, and Somalia.

I’m a sophomore PACS student and am grateful for the opportunity to continue learning through experiences outside of the classroom. Being able to study genocide this winter in Rwanda and then to continue my learning with funding to study in D.C. is such an amazing opportunity.

Lobbying on Capitol Hill was a highlight of the trip, as it served as a way to apply my knowledge to effective action. We had the opportunity to meet with Senators Bob Casey and Pat Toomey and local Huntingdon Representative John Joyce to lobby the U.S. government to take action on certain bills that are critically related to Human Rights abuses in the D.R.C. and Sudan. Peacebuilding and the Arts Class Field Trip to Carlisle January 31, 2019 Professor Walker’s Peacebuilding and the Arts class traveled to the grounds of the former Carlisle Indian Industrial School and Dickinson College’s Trout Gallery in Carlisle, Pa. The Trout Museum featured artist Shan Goshorn’s “Resisting the Mission” exhibit, which used baskets woven using traditional Cherokee double-weave techniques to provide commentary on the epistemic violence and cultural genocide committed by the Carlisle Indian Industrial School. The artwork featured the varying perspectives of Indigenous students.

“In Polly Walker’s Peacebuilding and the Arts class, we had the opportunity to interact with the types of visual art and conflicts we would study throughout the course. We took a day trip to Carlisle, Pa., to learn about the Carlisle Indian Industrial School…through the lens of the historical society, the local archives, an art museum, and the memorial at the Army War College.

The Carlisle Indian Industrial School was an education and assimilation theory-in-practice by General Henry J. Pratt. Pratt believed that through basic education, vocational training, and cultural assimilation, Native Americans could join the wider European-setter society. However, this project was a cultural disaster for Native students. Many children were removed from their tribes, sometimes forcibly, and sent across the country on their own. Many lost their culture, family relations, language, epistemology, and even their lives.

While in Carlisle, we visited the Trout Gallery at Dickinson College to view a hand-woven basket exhibit by Cherokee citizen Shan Goshorn. Her baskets combined broken Native–U.S. Government treaties, speeches given by Pratt, and personal artifacts from students that attended the Carlisle Indian Industrial School.

This out-of-class experience was vital to solidifying our understanding of the relationship between art and peacebuilding. It was truly a pivotal moment in our understanding, being able to see the role art can play in peacebuilding efforts and the impact those movements can have on individuals. The ability to form a connection to the materials physically, rather than just reading about them in articles, helped us apply concepts more easily.”

Student Internships at The Baker Institute Madalyn Hadley-Miller ’19 serves as research/web intern The Baker Institute Madalyn Hadley-Miller ’19, Peace and Conflict Studies and Human Resource Management POE, from Tyrone, Pa., accepted an internship and research position with The Baker Institute that, coupled with her perspective as a current student, contributed to a nuanced approach to web design in the summer of 2018.

“My main goals, which I feel were met, were to modernize The Baker Institute’s content, add interactive components, showcase alumni, and highlight PACS’ role in human rights and social justice work,” said Hadley-Miller.

Hadley-Miller’s position began with intensive research on other PACS programs in the U.S. She examined the web presences of programs at institutions both comparably sized and larger than Juniata. As a rising senior, it wasn’t so long ago that Hadley-Miller was searching for a college program of study to call her own, so she took notes about what stood out to her, what drew her in and made her interested in learning more.

One of Hadley-Miller’s key findings was that the most well-known and seemingly popular programs highlighted their ability to equip students to take direct social justice action and have real and visible impact on the world around them. As such, the new homepage design emphasizes The Baker Institute’s prioritizing of social justice efforts that create “agents of change” at Juniata.

Peace and Conflict Studies is an interdisciplinary path in which students have the freedom to explore the wide variety of courses in Juniata’s Liberal Arts catalog. They are challenged to become changemakers.

With a dual academic focus, Hadley-Miller used her personal experience to inform her belief that the program could benefit from a stronger focus on how other disciplines have what PACS faculty term “peace strands,” and how PACS can be integrated into most existing programs.

“Once you understand how PACS has roots and relevance in nearly every field, the possibilities for an impactful career become limitless,” Hadley-Miller enthused.

Hadley-Miller worked directly with Baker Institute Assistant Stacia Fleegal, who has a Master of Fine Arts degree in writing and a background in publishing, editing, content management, and social media. Together, they integrated Hadley-Miller’s findings and The Baker Institute’s strategic plan for a more dynamic web presence into a comprehensive website overhaul that would: 1) showcase alums; 2) better promote The Baker Institute’s funding, networking, travel, and research opportunities for students; 3) act as an archive for The Baker Institute’s robust guest speaker series and scholars-in-residence program; and 4) present a narrative about what The Baker Institute is doing both on and off campus to promote peace and prevent violence worldwide.

Hadley-Miller and Fleegal worked closely with members of the College’s marketing team to incorporate an interactive version of John Paul Lederach and Katie Mansfield’s “Strategic Peacebuilding Paths” color wheel, which connects various programs and speakers, PACS courses, and PACS student and alumni activities to specific paths in the field of peacebuilding, such as Restorative Justice and Education.

Other web updates include an expanded list of Resources (jobs and internships in the field of Peace and Conflict Studies), a photo gallery of recent student activities, and a list of PACS student and faculty research projects.

Liliane Pari Umuhoza ’19 completes third summer with SURF

The first opportunity came when Umuhoza became the recipient of a Raymond K. and Cora Fisher Adams Peace Fellowship to support an internship with SURF in the summer of 2016. Umuhoza said this award and the support of The Baker Institute gave her an opportunity to apply her experiences as a young Rwandan and a Juniata student to helping genocide survivors.

“I was working to support and learn from programs that involve economic development, livelihood security, counseling and trauma healing, and youth empowerment,” said Umuhoza. Specific tasks included working directly with some of the UNestimated 250,000 women who experienced rape during the genocide, many of whom subsequently became pregnant and/or contracted the HIV virus.

Umuhoza heard their testimonies and translated them to English to share with existing and potential donors so that SURF might keep its doors open.

Knowing there was more that she could do, Umuhoza didn’t stop after her internship. Drawing on her ever-expanding knowledge of reconciliation, conflict transformation, and restorative justice from PACS courses, she raised funds to return to Rwanda in the summer of 2017 to coordinate a retreat for some of the women she met through SURF. Those survivors received—and provided to one another—counseling support, financial guidance for business ideas, and

for some, a roomful of empathetic listeners as they shared their stories for the very first time.

The retreat was such a success that Umuhoza went back again in the summer of 2018.

Umuhoza interned twice with SURF, in 2016 and 2017, and the research she conducted during the summer of 2018 (separate from the retreats) became the basis of her senior thesis and 2019 Liberal Arts Symposium, titled “Creating a bridge-building model between trauma and recovery through survivors’ stories and academic literature.”

Highlights of Peace and Conflict Studies Students PACS student invited to speak at UN Liliane Pari Umuhoza ’19 spoke in Washington, D.C. at an event honoring Father Patrick Desbois with the first Raphael Lemkin Award for exemplary work in the fight against genocide, hosted by the World Jewish Congress and the Permanent Mission of Rwanda to the United Nations.

In an article covering the event, Rwanda Podium reports: “Panelist Liliane Pari Umuhoza, a child survivor of the genocide in Rwanda who has worked with other survivors over the years, elucidated that ‘the current challenges facing survivors are trauma.

It’s been 25 years, and people tend to forget or think that maybe with time it gets better, but healing and time are two different things.’ For survivors, the genocide is as clear as yesterday, she said. ‘So how can we prevent those horrors from happening again? We must eradicate the culture of impunity,’ she said, and work against the denial of genocide, which is a ‘form of victimization.’

As our first speaker of the week, we were honored to welcome Ronnie Yimsut, the first Cambodian Genocide survivor to visit our campus, along with his wife, Sokhym, who researches the lives of women during the Cambodian Genocide. Our second guest speaker, Omékongo Dibinga, is a trilingual poet, author, spoken word artist, rapper, and professor of cross-cultural communication at American University. As we’d hoped, both speaking engagements were well attended by students, staff, and faculty.

Possibly one of the most impactful moments of the week was during our Name Reading event on the quad. Throughout the day, student, staff, and faculty volunteers read the names of victims of genocide and mass atrocities throughout time and around the world. At one point, Ronnie Yimsut approached the microphone, reading the names of his family and friends; he confessed that some of those names he had not spoken aloud for years. At that moment, we realized how proud we were to be involved in what has become a mainstay of student activism at Juniata: the acknowledgement and honoring of lives lost to genocide, and a commitment to taking action to prevent such mass atrocities from happening again.
