ABOUT JUMPSTART JumpStart Overview JumpStart drives economic vitality by connecting entrepreneurs to the opportunities and resources they need to succeed. Founded in 2004 to remove barriers in technology and innovation, JumpStart is a leader in entrepreneurial support. Backed by public, private and philanthropic partners, the nonprofit organization focuses on scaling high-growth tech startups and small businesses, helping them realize their potential and grow into durable, competitive companies that strengthen Ohio’s economy. For over two decades, JumpStart has worked alongside entrepreneurs at defining moments of growth, when access to advisors, capital and connections can accelerate momentum. Through no-cost, handson advising and meaningful introductions, entrepreneurs can unlock new pathways to long-term success and build ventures shaped by their vision, persistence and drive to solve real problems. JumpStart also coordinates a broader ecosystem of mission-aligned advisors and resources that meets tech founders where they are while fueling job creation, energizing local economies and strengthening the region over time. This work is about more than growing businesses. It is about helping people with the determination to build something meaningful bring their vision to life and create lasting prosperity for the communities they call home.

2025 Programmatic Highlights Supporting Business Growth In 2025, JumpStart continued to evolve its programs and services to meet the needs of high growth tech startups and small businesses across Ohio. Two areas defined the year: launching new pathways for small businesses ready to scale and deepening the intensive wraparound support that gives high-potential tech startups their best chance to succeed. Supporting Growth‑Stage Small Businesses Building on the learning and outcomes of its Small Business Impact Program, JumpStart launched two new programs in 2025 designed for established firms pursuing their next stage of growth. CapitalReady is a four-month accelerator for lower middle market businesses that provides up to $20,000 to support financial planning, growth strategy and exit readiness. ScaleReady supports founders by focusing on strengthening operating procedures, promoting knowledge transfer and team growth through targeted education, coaching and a $5,000 services stipend. Both programs graduated their first cohorts in 2025 and are included in the economic impacts modeled in this report. Accelerating Technology Startup Development 2025 marked the first full year of Trailblazer Accelerator graduations—a milestone that reflects the program’s increasing importance in Ohio’s technology startup ecosystem. Focused on pre-seed and seed-stage software and health tech companies solving real problems, the highly competitive program is designed for founders at a critical growth stage who are ready to make the most of intensive support. Along with providing hands-on advising, education and connections to investor and customer networks, companies have access to a baseline of $50,000 in non-dilutive funding. This project-based funding allows founders to engage professional service providers in areas such as product development, marketing, legal assistance and more, all to help meet critical milestones. Together, the Software and HealthTech Trailblazer programs have completed seven cohorts through 2025. Across these efforts, JumpStart embedded practical AI tools, use cases and applied components aligned to how the technology is increasingly shaping their industries.

The Power of Collaboration JumpStart does not work alone, and that is by design. We collaborate with a broad network of partners committed to helping talented founders with bold ideas succeed. One of the clearest examples of this collaboration is JumpStart’s role as lead applicant for the Ohio Third Frontier’s Entrepreneurial Services Provider Program, or ESP program, a statewide initiative supporting high potential technology companies at every stage of growth. In this role, JumpStart secures and directs public funds to the region, aligning activity across ESP Partner organizations. Together, this ESP Network supports companies within its 39 counties and across Ohio, helping more technology businesses start and scale. Private and philanthropic partners match the state’s commitment one-to-one, extending the reach and long-term impact of every dollar deployed. JumpStart and its ESP Partners support tech startups at every stage, from ideation to growth and exit. In 2025, services across this Network were organized under a Centers of Excellence framework to better connect founders with industry-specific programming, early-stage validation, prototyping and education. EXECUTIVE SUMMARY About this Report The purpose of this study is to quantify how the support provided by JumpStart and its ESP Partners translates into measurable economic activity across Ohio. JumpStart engaged Silverlode Consulting to estimate the economic and fiscal impacts of companies served by JumpStart and its Partners during 2025. The analysis was conducted using IMPLAN, a widely used and accepted methodology for estimating regional economic impacts. These companies were surveyed using Qualtrics. JumpStart and its Partners administered surveys, and provided the resulting data to Silverlode Consulting. Survey respondents reported employment, payroll, revenue and other operational information necessary to complete the analysis. The sections that follow present a detailed assessment of the impacts generated by companies served by JumpStart and its Partners, represented through 32 distinct economic impact models (segments). These segments analyze impacts by program type, business sector (technology startup or small business) and leadership classification (companies led by women, companies led by Black entrepreneurs and companies led by Latino/Hispanic entrepreneurs).1 The segments are not additive, as individual companies may be represented in more than one model. This Executive Summary presents key findings from three perspectives: 1. Total Economic Impact — The economic impact of all companies assisted by JumpStart and its ESP Network Partners (JumpStart + Partners Supported Companies), as well as the economic impact of companies solely served by JumpStart (JumpStart Supported Companies). 2. Tech Startup Services Impact — The economic impact of tech startups supported by JumpStart and its ESP Partners (JumpStart + Partners Supported Tech Startups), analyzed across five categories: JumpStart + Partners Supported Tech Startups, JumpStart Serviced Tech Companies, JumpStart Funded Tech Companies and Network Serviced Tech Companies. 3. Small Business Services Impact — The economic impact of small businesses supported by JumpStart (JumpStart Supported Small Businesses).

TOTAL ECONOMIC IMPACT JumpStart + Partners Supported Companies Since 2010, startups and small businesses supported by JumpStart and its ESP Partners have directly and indirectly contributed an estimated $16.9 billion in cumulative economic activity.2

STUDY METHODOLOGY What Is an Economic Impact Analysis? An economic impact analysis examines how an organization, industry or event affects a region’s economy. When economic activity takes place, it creates ripples of economic activity as spending moves through businesses and households. These effects are measured using a Regional Input-Output methodology. Economic impacts are grouped into three components: direct impacts, indirect impacts and induced impacts. Direct impacts represent the initial economic activity being analyzed and serve as the starting point of the analysis. Indirect impacts capture the changes in the industries that provide goods and services to the economic activity being modeled (e.g., suppliers and service providers). Induced impacts are the impact of changes in household spending resulting from the direct and indirect effects. Total impact represents the combined effect of all direct, indirect, and induced activity. The image below illustrates these relationships.

Real-Life Example Consider an entrepreneur who owns a bakery. She participates in JumpStart’s Small Business Impact Program and works with JumpStart mentors to develop her business plan. The bakery subsequently experiences an increase in sales and hires new employees. The baker’s economic activity (e.g., jobs, payroll, and revenue) are direct impacts. If the bakery purchases new ovens, the jobs and revenue associated with producing, delivering, etc., the ovens are indirect impacts. When the bakery’s and oven manufacturer’s employees use their paychecks to buy everyday items like groceries, the jobs, payroll and revenues resulting from this household spending are the induced impacts. Together, these direct, indirect, and induced effects show how support for one small business can create broader economic benefits across the region.

How to Read the Impact Tables The illustration below explains how to read the economic impact tables in this report. Left to Right The total impact figures shown in the far-right column of each table represent the combined effects of: direct impacts, which reflect the activity of companies served by JumpStart and its Partners; and indirect and induced impacts, which capture the additional economic activity generated as this spending flows to suppliers and local businesses and supports household spending. Bottom to Top The top table shows the total impacts for the entire section (in this case, all companies served by JumpStart and its Partners). Lower tables below detail these impacts by company type (for example, companies led by women, Black entrepreneurs, and Latino/Hispanic entrepreneurs). Because individual companies may fall into more than one category, these subcategories cannot be added together. For example, a single company may be led by both a woman and a Black entrepreneur and therefore appear in multiple tables.

Survey Data JumpStart administered surveys through Qualtrics to all companies receiving services and funding from JumpStart and its ESP Partners. Partner programs and services are defined as any funding and/or business assistance provided to companies through JumpStart’s ESP Partnership Network. To be included in the modeling for this report, companies were required to have responded to the survey, have a valid industry code and have reported at least two of the following through the survey: one or more jobs (including contractor jobs), payroll or revenue. In instances where a company included enough information to be included in the IMPLAN analysis (two out of the three criteria above), the missing data was estimated by IMPLAN using industry averages. A minimum of two companies with modelable data was required to generate impact results for a specific program and demographic category. Of the 920 companies which responded to the surveys, 503 (55%) provided sufficient information to be included in the economic impact modeling. The majority of companies without modelable data are earlystage businesses that do not yet have jobs, payroll or sales to report. JumpStart will continue to support and survey these companies to measure their growth over time. For all companies, “led by” is defined as having a co-founder, CEO or president that self-identifies as a woman or as Black or Latino/Hispanic.
IMPLAN IMPLAN (IMpact analysis for PLANning)—one of the most well-respected and widely used methodologies for regional economic impacts analysis—was used to estimate the annual impact of the operating activities of companies served by JumpStart and its Partners. This study utilizes 2024 IMPLAN data, the most current data available at the time of analysis. IMPLAN is an input-output model originally developed by the US Forest Service in the 1970s and is now used by over 1,000 universities, government agencies and consulting firms. IMPLAN estimates how economic activity in one industry supports activity in other industries through supply chain and household spending effects. IMPLAN’s underlying data are derived from sources including the US Bureau of Economic Analysis (BEA) and other federal datasets.

AREAS OF ANALYSIS This report analyzes the economic impact of companies served by JumpStart and its collaborative ESP Partners. The analysis is organized into seven sections, corresponding to the far-left column of the table below. The analysis includes impacts for all companies served (total companies), as well as subsets of companies—referred to as segments—that examine impacts for companies led by women, Black entrepreneurs and Latino or Hispanic entrepreneurs. Segments with fewer than two companies with sufficient data were excluded to ensure reliable results. Where applicable, segments were included to reflect impacts of companies participating in specific JumpStart programs including Impact, Trailblazer Accelerators, CapitalReady and ScaleReady. Together, this results in 32 distinct economic impact models, as represented in the table below, which indicates the segments that were included for each program.

JumpStart + Partners Supported Companies4 In 2025, small businesses and tech startups supported with services and/or funding provided by JumpStart and/or its ESP Network Partners contributed an estimated $1.9 billion in economic activity across Ohio. This total includes an estimated $556 million of economic activity associated with companies led by women, $113 million associated with companies led by Black entrepreneurs and $55 million associated with companies led by Latino/Hispanic entrepreneurs. These companies supported an estimated 10,702 total jobs5 in Ohio. JUMPSTART + PARTNERS SUPPORTED TECH STARTUPS ECONOMIC IMPACTS This section analyzes the 2025 economic impact of tech startup companies supported by JumpStart and its ESP Network Partners through funding and services. These services are supported by Ohio’s Entrepreneurial Services Provider (ESP) Program, a part of the technologybased economic development initiative known as Ohio Third Frontier. JumpStart and 13 Partner organizations operate out of Northeast Ohio, and 3 Partner organizations12 operate out of Northwest Ohio. Together, this ESP Network provides entrepreneurial assistance to technology startups located across these regions and the state. JumpStart + Partners Supported Tech Startups includes three segments, each modeled separately. Companies may be represented in more than one segment. These segments include: • JumpStart Serviced Tech Companies — Companies that received business advisory services directly from JumpStart in 2025 or earlier. • JumpStart Funded Tech Companies — Companies that received equity investment from JumpStartaffiliated funds in 2025 or earlier. • Network Serviced Tech Companies — Companies that received services from one or more ESP Partner organizations in 2025 or earlier. Impacts are also modeled for tech companies led by women, Black entrepreneurs and Latino/Hispanic entrepreneurs in all instances where at least two modelable companies exist within a segment. In addition, JumpStart + Partners Supported Tech Startups impacts are estimated for companies that participated in the Trailblazer Accelerator Program, a three-month accelerator for pre-seed and seed-stage health tech and software startups that provides advising, access to mentors and experts, non-dilutive funding opportunities, and connections to investment resources. JumpStart + Partners Supported Tech Startups13 In 2025, tech companies supported with services and/or funding provided by JumpStart and/or its ESP Network Partners contributed an estimated $1.8 billion of economic activity across Ohio. This includes an estimated $480 million of economic activity associated with companies led by women, $67 million associated with companies led by Black entrepreneurs and $36 million associated with companies led by Latino/Hispanic entrepreneurs. An estimated $36M of economic activity was associated with JumpStart’s Trailblazer Accelerator Program (TAP) companies.14 These tech startup companies supported an estimated 9,236 total jobs15 in Ohio. Of these jobs, 1,980 were associated with the economic activity of companies led by women, 510 with companies led by Black entrepreneurs and 204 with companies led by Latino/Hispanic entrepreneurs. 370 jobs were associated with the economic activity of TAP companies. Jobs supported by tech companies receiving services and/or funding had approximately $817 million of associated annual labor income, including benefits, and sustained an estimated 6,135 households in Ohio. JUMPSTART SUPPORTED SMALL BUSINESSES ECONOMIC IMPACTS This section examines the economic impact of small businesses that received technical assistance and educational programming from JumpStart. Services are provided at no cost through the generous support of KeyBank Foundation, Cleveland Foundation, Cleveland Browns, City of Cleveland, CliftonLarsonAllen (CLA), Cuyahoga County, Gessner Family Foundation, Huntington Bank, Local Initiatives Support Corporation (LISC), Nestlé, PNC Foundation, Stark Community Foundation, Stark Economic Development Board and Stark County Port Authority. JumpStart provides a range of support for scaling small businesses, including free one-on-one business advising, accelerator programs, educational workshops and networking, resource connections and access to capital. Impacts are estimated for the following JumpStart small business offerings: • Impact Program – A 12-week intensive for revenue-generating small businesses that helped participants develop financial projections, collaborate with peers and refine capital pitches. Each cohort concluded with an Entrepreneur Showcase, where participants presented their businesses and competed for grant funding. • ScaleReady Program – Designed for established small business owners preparing to move beyond the founder-led stage, ScaleReady helps entrepreneurs build the systems, processes and mindset needed for sustainable growth. Participants receive hands-on instruction, practical tools, expert coaching and a $5,000 services stipend. • CapitalReady Program – A four-month accelerator for established lower middle market businesses focused on cash flow management, financial strategy, growth planning, leadership development and exit readiness. Graduates receive up to $20,000 to support implementation of their business plans. The impacts for all small business programs are also modeled for companies led by women, Black entrepreneurs and Latino/Hispanic entrepreneurs. Companies may fall into more than one of these six segments. The analysis area in this section is highlighted in orange in the matrix below.

JumpStart Supported Small Businesses24 In 2025, small businesses supported through JumpStart directly and indirectly contributed an estimated $131 million in economic activity across Ohio. This total includes an estimated $77 million of economic activity associated with companies led by women, $50 million with companies led by Black entrepreneurs and $19 million with companies led by Latino/Hispanic entrepreneurs. This total economic activity also includes $60 million associated with Impact Program Participants, $20 million with CapitalReady Program Participants and $9 million with ScaleReady Program Participants. As newer offerings with only one graduating cohort each, CapitalReady and ScaleReady are expected to see their impact grow over time. These small businesses supported an estimated 1,564 total jobs25 in Ohio. Of these jobs, 1,019 were associated with companies led by women, 617 with companies led by Black entrepreneurs and 306 with companies led by Latino/Hispanic entrepreneurs. Further, 678 of the total jobs were associated with the economic activity of Impact Program participants, 122 with CapitalReady Program participants and 124 with ScaleReady Program participants. Jobs supported by small businesses assisted by JumpStart had approximately $56 million of associated annual labor income, including benefits, and sustained an estimated 1,039 households across Ohio. These companies generated an estimated $7 million in state and local tax revenue in Ohio and $12 million in federal tax revenue in 2025.
