The Judicial Service Commission (JSC) interviews were held from 12 - 23 April 2021 in Sandton, Johannesburg. A total of 74 shortlisted candidates were interviewed by the JSC. Thirty-five (35) candidates were recommended to President Ramaphosa for appointment and we list them below.
CONSTITUTIONAL COURT
The Judicial Service Commission has recommended the following candidates for the two vacant positions in the Constitutional Court:
Judge KhathreeSetiloane is currently a Judge at the Gauteng Local Division since 2010. In 1995, she served at the Constitutional Court as a Law Clerk.
Judge F Khathree-Setiloane Judge N J Kollapen Judge Kollapen is currently a Judge at the Gauteng Local Division, Pretoria, since 2011. In 1996, Judge Kollapen served as the Chairperson for the South African Human Rights Commission.
Judge M B Molemela Justice M B Molemela was appointed to the Supreme Court of Appeal in 2018. Justice Molemela is a former Judge President of the Free State Division of the High Court.
Judge R S Mathopo Justice R S Mathopo joined the Judiciary in 2006 as a Judge in the Gauteng Division of the High Court and in 2015 was appointed to the Supreme Court of Appeal.
Judge B Vally Judge B. Vally joined the bench in 2012 as a Judge in the Gauteng Division of the High Court.
SUPREME COURT OF APPEAL
The JSC recommended the following candidates for the Supreme Court of Appeal positions:
Judge Z Carelse Judge Z Carelse joined the Judiciary in 2009, and is currently a Judge in the Gauteng Division of the High Court.
Judge W Hughes Judge W Hughes is currently serving as a Judge in the Gauteng Division of the High Court,Pretoria, since 2013.
Judge T R Gorven Judge T R Gorven is currently serving as a Judge in the KwaZuluNatal Division of the High Court, since 2008. In 1980, he worked as a Public Prosecutor for the Department of Justice. Judge MabindlaBoqwana joined the Judiciary in 2013 and is currently a Judge in the Western Cape Division of the High Court.

Judge S P Mothle Judge Mothle joined the Judiciary in 2011 as a Judge in the Gauteng Division of the High Court.
FREE STATE DIVISION OF THE HIGH COURT
The Judicial Service Commission recommended Judge N. M Mbhele for the Deputy Judge President position for the Free State Division of High Court.
Judge N M Mbhele joined the Judiciary in 2016 as a Judge in the Free State Division of the High Court.

LIMPOPO DIVISION OF THE HIGH COURT
The Judicial Service Commission recommended Judge M. V Semenya for the position of Deputy Judge President position for the Limpopo Division of High Court.
Judge M V Semenya Judge M V Semenya joined the bench in 2017 as a Judge in the Limpopo Division of the High Court.
NORTHERN CAPE DIVISION OF THE HIGH COURT
The Judicial Service Commission (JSC) recommended the following candidates for the Northern Cape Division of High Court positions:
Judge M V Phatshoane Judge Phatshoane joined the Judiciary in 2011 as a Judge in the Northern Cape Division of High Court. She was recommend for the Deputy Judge President position at the Division.
Advocate A P S Nxumalo was admitted as an Advocate in 1999 in Nigeria and was admitted as an Advocate in Johannesburg in 2006. Advocate L G Lever SC was admitted as an Advocate in 1988. He was appointed as a Senior Counsel in 2016.

GAUTENG DIVISION OF THE HIGH COURT
Judge R T Sutherland Judge Sutherland was appointed as a Judge in the Gauteng Division of the High Court in 2012. In 2014, he was appointed as Judge in the Labour Appeal Court. He has been nominated for the Deputy Judge President position at the Division.
Advocate P G Malindi SC was admitted as an Advocate in 1995. He has served as an acting Judge in various Divisions of the High Court.
Mr N M Manoim was admitted as an Attorney of the High Court of South Africa in 1984. He has served as an acting Judge in the Gauteng Division of the High Court since 2019. Judge Mali was appointed as a Judge in 2016. She is currently serving as a Judge in the Mpumalanga Division of the High Court.
Mr M P N Mbongwe was admitted as an Attorney of the High Court in 1985, and he has served as an Acting Judge in the Gauteng Division of the High Court.

Ms M M Munzhelele Ms M M Munzhelele is as a Regional Court Magistrate at the Sibasa Magistrates Court in Thohoyandou. She has served as an Acting Judge of the Gauteng Division of the High Court. Advocate P D Phahlane was admitted as an Advocate of the High Court in 2002. She has served as an Acting Judge in the Gauteng Division of the High Court.
NORTH WEST DIVISION OF THE HIGH COURT
The Judicial Service Commission has recommended Mr Petersen and Advocate Snyman SC for the 2 positions in the North West Division of the High Court.
Mr A H Petersen Mr A H Petersen has been a Regional Magistrate in Johannesburg since 2010. He has been an acting Judge in the Gauteng Division of the High Court as well as the North West Division of the High Court. Advocate Snyman has served as an acting Judge in the Gauteng Division of the High Court as well as the North West Division of the High Court.

MPUMALANGA DIVISION OF THE HIGH COURT
Judge S S Mphahlele
Mr T V Ratshibvumo Judge S S Mphahlele was admitted as an Attorney of the High Court in 1998. In 2013 she was appointed as a Judge in the Gauteng Division of the High Court. She has been recommended for the Deputy Judge President position in the Division.
Mr T V Ratshibvumo joined the Judiciary as a Magistrate in 2000, and was appointed as a Regional Magistrate in 2009. He has served as an acting Judge in the Gauteng Division of the High Court as well as the Mpumalanga Division of the High Court.

Ms L D Vukeya Advocate T M Mankge is an Acting Judge at the Mpumalanga Division of the High Court, serving at both Middelburg and Nelspruit. Advocate Mankge was admitted as an Advocate of the High Court in 2014.
Ms L D Vukeya is a Regional Magistrate in Middleburg, Mpumalanga. She has served as an acting Judge in the Gauteng Division of the High Court as well as the Mpumalanga Division of the High Court.
KWAZULU-NATAL DIVISION OF THE HIGH COURT
Mr MT Ncube was recommended by the Judicial Service Commission for secondment to the Land Claims Court in the KwaZulu-Natal Division of the High Court and recommended the following candidates for the 3 judicial vacancies in the KwaZulu-Natal Division of the High Court:

Mr B S M Bedderson Mr M T Ncube He has been a Magistrate for 38 years, first as a District Court Magistrate and then as a Regional Court Magistrate since 2014. Mr Ncube has served as an acting Judge in the Land Claims Court.
Mr B S M Bedderson was admitted as an Advocate of the High Court in 1999. He has served as an acting Judge in the KwaZulu-Natal Division of the High Court.

Mr M E Nkosi Advocate C Sibiya has served as an acting Judge in the KwaZulu-Natal Division of the High Court. She was admitted as an Advocate of the High Court in 2008.
Mr M E Nkosi has sat as an acting Judge in the KwaZulu-Natal Division of the High Court. He was admitted as an Attorney of the High Court of South Africa in 1994.
WESTERN CAPE DIVISION OF THE HIGH COURT
The Judicial Service Commission recommended Mr M Francis and Adv N Mangcu-Lockwood for the two judicial vacancies in the Western Cape Division of the High Court.
Mr M Francis Mr M Francis was admitted as an Attorney in 1993. He has sat as an acting Judge in the Western Cape Division of the High Court. Advocate N MangcuLockwood was admitted as an Advocate of the High Court in 2005. She has sat as an acting Judge in the Western Cape Division of the High Court.

LABOUR COURT
The JSC recommended Advocate MT Phehane for one judicial vacancy in the Labour Court.
Adv M T M Phehane Advocate MT Phehane has sat as an acting Judge in the Labour Court, Johannesburg. She was admitted as an Advocate of the High Court in 2012.
