HMA: Blue Cross reinstatement of 4 hospitals a positive step but a crisis still looms » Blue Cross says offer reflects 'leadership,” while hospital group bemoans continued 'squeeze' By TED CARTER I STAFF WRITER ted.carter@msbusiness.com

Health Management Associates executives Tuesday welcomed Blue Cross & Blue Shield of Mississippi's offer to reinstate in-network provider status to four HMA hospitals but say the contractual impasse still leaves some Mississippi communities facing a medical provider crisis. Late Monday afternoon, Blue Cross & Blue Shield of Mississippi gave notice it is willing to reinstate network provider status starting Tuesday to Memorial Regional Medical Center in Amory, Northwest Regional Medical Center in

Clarksdale, Tri-Lakes Medical Center in Batesville and Women’s Hospital in Flowood. In a press statement, the Naples, Fla.-based HMA termed Blue Cross Blue Shield of Mississippi 's partial concession offer an acknowledgment that “their decision to lock out 10 hospitals from their provider network was causing devastating consequences for patients, policyholders and communities.” HMA said the other half-dozen hospitals See SQUEEZE, Page 33

Mississippi hospitals, including five in metro Jackson. However, the head of the Mississippi Association of Health Plans said he expects health care providers such as HMA will soon be more willing to talk business with members of the trade group. “What I think this is creating,” said association CEO Jeffrey Drozda, is an atmosphere in which “physicians and other groups will be more open to negotiating with other plans.” Should Blue Cross ultimately sever all ties with Health Management Associates and next year with University of Mississippi Medical Center at expiration of a negotiated one-year contract extension, “other plans would be more than happy to step in,” said Drozda, whose 12-member trade group does not include Blue Cross & Blue Shield of Mississippi. Association members UnitedHealthCare and Cigna declined to say what they might do should Blue Cross drop two major Mississippi clients. UnitedHealthCare, however, noted that it is aggressively growing its commercial employer business in Mississippi, having increased its policyholders in that category by 13,000 since last October. Aetna, which will acquire Northwest Mississippi’s Coventry Health in a soonto-close deal, says it is exploring opportu-

surers such as Aetna, UnitedHealthCare and Cigna move to acquire any business that Blue Cross drops. Some of the carriers already use HMA hospitals and clinics as network providers, she said. “I would imagine there are a lot of conversations” underway, she added. Blue Cross & Blue Shield on Monday offered to reinstate three rural hospitals – Memorial Regional Medical Center in Amory; Northwest Regional Medical Center in Clarksdale; and Tri-Lakes Medical Center in Batesville. The hospitals are the only ones in each of the communities. Amory, Clarksdale and Batesville employers that contract with Blue Cross for company health coverage had faced the prospect of their workers having to travel to hospitals and clinics in other cities. The week before Blue Cross & Blue Shield made the offer to reinstate the three rural hospitals along with Womens Hospital in Flowood, HMA’s Ragan predicted there would be lots of “fallout” if employers under a Blue Cross plan had to travel long distances for care. Blue Cross has avoided some of the fallout for now through its concession to the three rural hospitals. Meanwhile, with open enrollment periods under way, employers whose workers depend on HMA hospitals and clinics for medical care must decide whether to renew with Blue Cross or seek new carriers. Blue Cross insists its policyholders will still have ample options. “Our group customers know we provide a statewide

nities for increasing its market presence in Jackson and on the Mississippi coast. It won’t happen overnight, said Andrea Meoli, marketing president of Aetna’s Mississippi, Georgia and Alabama markets. But Aetna intends to give Mississippians more choice through more competition in the marketplace, Meoli said. Aetna will take a measured approach, she added. “Our goal is to create partnerships with providers that are long lasting,” she said in a phone interview Tuesday. “The last position we want to put ourselves in is to come into a market and exit quickly because of financial inviability.” Aetna has national health coverage contracts with HomeDepot and UPS that include Mississippi employees of both entities. While Coventry is limited in its geographic reach for now, completion of the acquisition could position it for growth outside of Northwest Mississippi, Meoli said. The merged Aetna-Coventry entity, Aetna spokesman Mark Cherniak said, will be “focusing on markets where we can deliver value.” Meanwhile, Health Management Associates spokeswoman Kace Ragan said HMA will not be surprised if other big in-

network of options,” the company said in a statement provided by spokeswoman Meredith Virden. The company said most group plan administrators are focusing this enrollment season on how the Affordable Care Act and its new rating rules and benefit requirements, along with new taxes and fees, will affect their premiums. “We are working with our group administrators to minimize the impact as much as possible,” the company said. Many Blue Cross-insured employees in metro Jackson who rely on HMA’s four other area hospitals for care will be forced to find new providers once HMA decides it can no longer afford to charge Blue Cross policyholders at in-network levels. Among them are the 25,000 employees of the 2,500 area companies that are part of the Greater Jackson Chamber Partnership’s Chamber-Plus Purchasing Alliance. “Blue Cross will still be our partner,” said Duane O’Neill, Chamber president and CEO. Whatever headaches the situation creates will only last through 2014. The health insurance part of the Purchasing Alliance will be phased out once the employer mandate goes into effect in 2015, said O’Neill, referring to the federal requirement that companies with 50 or more workers offer coverage to their workers.

ast month, C Spire made a bold announcement that we are poised and ready to deploy 1 Gigabit per second (Gig) broadband Internet access to homes in communities across Mississippi. As C Spire’s CEO, it’s ultimately my decision where to take our company and what to offer our customers. It’s my responsibility to provide the very best service and continue to stay ahead our customers’ needs and desires. I take that responsibility seriously. Also, as the leader of a Mississippi-based corporation, a graduate of two Mississippi universities, a resident of Hinds County and a Clarksdale native, my roots are firmly planted here in the Magnolia State and my passion is to help move it forward as best I can. I believe we can move Mississippi forward and transform our entire region into a magnet for technology investment and economic growth by bringing the technology of tomorrow to cities, towns and neighborhoods — today. We need to be able to provide our kids with the competitive advantage of digital learning tools. We need to be able to offer small business owners and start-ups access to network capacity and bandwidth to support their innovations. We need to provide our government and civic leaders with technology to engage with the public in a more intimate way and provide improved services that makes everyone’s lives better. But, before all of that is possible, Mississippi needs to make a commitment to provide the infrastructure to make the opportunities of the future a reality. If you BUILD It, They will come: The first “IT is the infrastructure that’s available now and it’s called 1 Gig ultra high-speed fiber Internet and C Spire is ready to deploy it in communities around the state. The second “IT are the many possibilities that await when 1 Gig, 100-times-faster Internet access become available. While we know some of the real benefits that fiber offers to individuals, families, businesses and entire communities, we’ve just scratched the surface of what’s possible with this next-generation infrastructure. The unknown potential and the unleashing of our collective creativity is the most exciting aspect of this initiative. One Gig Fiber Internet access has the potential to create impactful, lasting and positive change in any community, city or state that has the good fortune of offering it to its residents. In fact, when Google Fiber made 1 Gig Internet access available to thousands in Kansas City, Kansas, things started to happen — really good things — that changed that city forever. In just a few months after deployment and availability, home values jumped, digital education initiatives accelerated overnight, the entire region was coined the “Silicon Prairie and a next-generation Start Up Village popped up to support the many entrepreneurs that had been waiting for this kind of technology to get their innovations up and running. Kansas City is just one city. Our goal is to deliver breakthrough Internet technology to communities across our state. The first step to moving Mississippi forward has been accomplished: C Spire is ready and willing to deploy Fiber to the Home. However, the next step is, in my opinion, the most critical piece to the puzzle: Getting cities, towns, local communities, even neighborhoods to rally in support and collectively demand that Fiber To The Home makes it

“Get Fiber First challenge and declared their intent to partner with us to make this next-generation service available today. From Southaven to Hu Meena Gulfport, communities up and down the state have answered our call-to-action with creative, aggressive campaigns featuring activities ranging from rallies and

Agritourism spreading across the state By LISA MONTI I CONTRIBUTOR mbj@msbusiness.com

A working farm, a Halloween corn maze and pumpkin patch, a petting zoo, wagon rides, you pick ’em farms, a winery and Christmas tree farms amount to year round agritourism activities in Mississippi that generate $150 million annually. Tourism officials say agritourism is now one of the fastest growing tourism markets, providing employment and revenue for local business owners. Activities promoting agritourism, such as those held statewide during the month of October, help farmers and landowners by giving them more visibility and increasing the demand for their products, officials said. “Mississippi’s agricultural industry is flourishing, and our state continues to produce some of the most diverse and enticing attractions for visitors seeking an authentic experience,” Malcolm White, director of the Mississippi Development Authority’s Tourism Division, said. “Visiting our agritourism sites is a great way to gain hands-on experience and learn how things are grown, made and produced in a natural

setting. And more importantly, it’s fun for the whole family.” The state’s 13 welcome centers showcase different themes every month and in October it’s agritourism’s turn. The Bethel Plantation home and working farm helped educate visitors at the Woodville Hospitality Station earlier this month. Nanette Carter, supervisor of the Hospitality Station, said the center hosts visitors traveling along Highway 61. “A lot of people stop by,” she said. Travelers are familiar with the state’s blues music heritage but not necessarily its agritourism side. Those who stopped at the center on Oct. 1 got a first hand look at one of Bethel Farm’s inhabitants they likely had never seen before: A Nigerian dwarf dairy goat. White isn’t exaggerating when he said the state’s attractions are diverse. The broad agritourism category includes winery tours, a shrimping tour, agricultural fairs and festivals, farmers markets, garden and nursery tours, agriculture related museums, hayrides, wildlife viewing, farm or ranch vacations, fishing and birdwatching are all considered agritourism activities.

The festivals run the gamut as well. There’s the Mississippi Gourd Festival in Raleigh, the brand new Mississippi Peanut Festival in Collins and the 61st annual Mississippi Gulf Coast Camellia Show just to name a few. Among the state’s registered agritourism venues is A Stroka Gene-US Alpacas, a working alpaca farm, in Stringer. Owner Mary Ann Stroka moved the operation about a year ago from near Buffalo, N.Y., to Mississippi. It took two trips to haul the 38 animals and the assorted equipment for the five-year-old enterprise, she said. Visitors to the alpaca farm, which is open year round, learn about the animals and the fiber they produce. Demonstrations from shearing to making finished products are offered, as are classes in all fiber arts. RV and motor home hook-ups are available to visitors. The farm guests can do “as much or as little as they want of farm life,” Stroka said, including chores and learning the whole process from sheering the animals to making finished products like hats made out of the yarn. The farm tours are especially popular

with school and church groups. “We show people the raw fiber and how we card and spin,” she said. “That’s the best thing since we’ve been here.” Interest in the farm is growing, Stroka said. Local residents will visit the farm and then when they have guests from out of town they bring them to see the alpacas. Stroka is planning the first ever Stringer Alpaca Festival Nov. 23, which she hopes becomes an annual event. “You’ll get to meet and feed the alpacas and learn about them,” she said. Thirty five vendors will also be on hand, along with a dulcimer group. Food, pony rides and bounce houses also will be available. Operations such as Stroka’s farm can pay the state $50 a year to register with the Mississippi Department of Agriculture and Commerce. The department lists registered venues on its website at www.mdac.state.ms.us. The state’s Agritourism Trail attractions also can be found at the Mississippi Development Authority Tourism Division’s web site at www.visitmississippi.org.

Belk at Dogwood Festival upgrades, enlarges to meet Flowood retail demand » Already ranked in the top 10 in volume among the privately owned retail chain's 304 stores, the Dogwood Festival store's expansion was an obvious choice, executives say By TED CARTER I STAFF WRITER ted.carter@msbusiness.com

A $9-million expansion leaves no doubt about where Charlottebased Belk thinks Flowood's retail market is headed. In fact, the need to simply keep up with current market demand led Belk to enlarge its store at Dogwood Festival by 40,000 square feet, company executives say. The new expansion to 210,000 square feet is the second in seven years for the former home of McRae's department store. This latest bulk-up is expected to help Belk be a big player in a market that “is just exploding,” said Belk executive Jan Clevenger just ahead of last Wednesday's grand “reopening” of the company's Special to the Mississippi Business Journal

Center for Justice and Women’s Fund — 10 years of making a better Mississippi

T

he Mississippi Center for Justice and the Women’s Fund of Mississippi launched 10 years ago this year with missions so daunting they could have left the leadership of both organizations wondering “Where do we start?” The answer for the pair of fledgling non-profits was to simply put one foot in front of the other and push forward for a better Mississippi. Both have shown that much can be accomplished in 10 years, one as a public service law firm established to combat discrimination and poverty statewide and the other a grants foundation dedicated to enhancing the economic security of girls, women and families. The Mississippi Center for Justice and the Women’s Fund of Mississippi have selected October as their an-

niversary celebrations month. The Center for Justice hosted a capacity gathering of members and supporters for its 2013 “Champions of Justice Dinner” at the Jackson Convention Complex Thursday night (Oct. 10). The Women’s Fund will celebrate its 10th year by putting a spotlight on 10 “Women of Vision” at an Oct. 24 luncheon at the Jackson Convention Complex. While the October anniversary events showcase 10 years of improving the lives for many whose existence is a daily struggle, the events are an acknowledgement of the support — both financial and otherwise — the two organizations receive from Mississippi’s businesses, partner organizations and individuals who simply want to help to make a difference.

Better housing, increased employment and educational opportunities, improved healthcare and nutrition, enhanced family planning, freedom from discrimination — the efforts to make these advancements for a better Mississippi required time and money. Businesses and everyday Mississippians provided both. October signals a change of seasons in the Magnolia State. It’s indeed the appropriate month to celebrate two organizations that are bringing the kinds of changes to Mississippi that we all can celebrate. Happy anniversaries to the Center for Justice and the Women’s Fund of Mississippi. We’ll be cheering you on as you continue putting one foot in front of the other to move our home state forward.

Yates among nation’s top builders By BECKY GILLETTE I CONTRIBUTOR mbj@msbusiness.com

HE RECENT recession has been tough on the construction industry, but the Yates Companies has fared very well during the economic slump maintaining annual revenues averaging $1.5 billion over the past few years. “We have maintained our annual revenues during the recession and over the past couple of years have seen that volume start to go up,” said Jared Fuller, marketing director of W.G. Yates & Sons Construction, one of six companies under the Yates Companies umbrella. “We have more than 12,000 employees throughout all of our companies. We pretty much work all across the U.S. and have offices in Maine, Montana and in multiple states throughout the Southeast from Texas over to Florida and up through Tennessee. We’re a global construction service provider. We have worked in more than 10 different countries across the globe. Basically we do anything from preconstruction and engineering services through construction and close out.” Other Yates Companies are JESCO Construction in Tupelo, Edwards Electric Service in Philadelphia, Superior Asphalt in Byram, Blaine Construction in Knoxville, Tenn., and Merit Electrical in Prairieville, La. Yates Companies, which is the secondlargest company based in Mississippi

based on annual sales, is ranked by Engineering News Record as among the top construction services providers in the country. Yates Construction was awarded the 2013 ABC Excellence in Construction Award for work on the Kickapoo Traditional Tribe of Texas Capital Improvement Program project in South Texas. The company has grown from humble beginnings when it was founded by Bill Yates in 1964. Bill Yates is the chairman of The Yates Companies Inc. and is based in the home office in Philadelphia. William Yates, president and CEO of Yates Construction, is based in the Biloxi office. Fuller said the company has a very di-

verse scope of business and has a major focus on recruiting and retaining the right people, and giving them the tools and resources to be successful. “The success of the company centers around our people,” Fuller said. “We have the best people in the industry. We also have a very progressive business model with the diversity of the type of work we can do being in the forefront. We are vertically integrated, which is a very unique aspect of Yates. We can self perform a lot of the trades. That is a big differentiator that allows us to do a lot of different types of work.” Yates just completed a large manufac-

Other current projects include the River Downs Casino in Cincinnati, Ohio, a large Department of State project in Mexico, a polysilicon manufacturing facility outside of Chattanooga, Tenn., and the Golden Nugget Casino and Resort in Lake Charles, La. On the Gulf Coast, Yates has been the dominant force in casino construction and renovation building the Beau Rivage, and working on the IP, the Imperial Palace, Grand Casino, Isle of Capri and Treasure Bay. Yates also completed the Wallace Creek Regimental Complex, a large military complex with dorms and other supporting facilities in North Carolina, logging two million work hours without a lost time incident. “Safety is number one,” Fuller said. “It is our first core value. We push that from the top down. That is our number one focus. We start off meetings and management calls with safety moments or safety near hits where we identify a potential issue before it happens and discuss proactive measures on how to plan the work safely. We have proactive safety programs such as behavioral-based safety. We have an internal program called our brother’s keeper program where we have peers look out after each other.” Fuller said through the collaboration of everyone at Yates Construction, they have achieved a high level of safety success and have been recognized locally and nationally. In the past few years, Yates has collected 40 significant safety awards including the ABC National Safety Excellence Award, the highest level of safety recognition from Associated Builders and Contractors. “Utilizing behavioral-based safety management, our culture supports a zero-injury philosophy achieved by ongoing education, training and behavioral modification,” Fuller said. “Our policy encourages dedication and an unwavering awareness to the safety and well-being of the job site as a whole. Experience, continuing education, and personal responsibility ensure adherence to strict safety standards, and the results of our commitment are evidenced by continuously low experience modification rates and incident rates.” Fuller said the prospects for work in the year ahead looks very positive. “We see work picking up,” he said. “Certainly there are more opportunities out there than 12 to 18 months ago, so that is a good sign.”

State growth gets national attention » Optimism abounds for the future, but Mississippi still has problems to solve By FRANK BROWN frank.brown@msbusiness.com

ISTORICALLY, economic growth is not a term that nation’s analysts have quickly associated with Mississippi, but the outlook might be improving on several fronts. According to Gov. Phil Bryant’s office, the American Legislative Exchange Council recently placed Mississippi among the Top 10 states for overall economic outlook for 2013, and the Kauffman Index of Entrepreneurial Activity named Mississippi fifth for business startup activity in 2012. American City Business Journals also recently named Gov. Bryant 14th among U.S. governors for job creation in its On Numbers rankings. Area Development Magazine, an economic development publication, awarded Mississippi a second consecutive Silver Shovel Award for strong economic development performance, and Bankrate.com named Mississippi the number five state for retirement, citing the state’s low taxes and lower-than-average cost of living. In fiscal year 2013, which ended June 30, revenue collections exceeded estimates by more than $295 million — further evidence of economic improvement. “I am very pleased to see Mississippi’s economy showing such strong evidence of improvement. We are working hard to

build a business-friendly climate that attracts new jobs and new business investment, and we are seeing the results,” Gov. Phil Bryant said in a news release last July when revenue numbers were released. “Since I’ve taken office, we’ve announced the creation of more than 6,300 new jobs and more than $1 billion

in private sector investment. Companies like Yokohoma, GE and Roxul can choose where to do business, and they are choosing Mississippi because Mississippi Works.” Mississippi’s attractiveness to outside entities is mainly because low taxes, low average wages and weak unions.

That said, there remains many areas for improvement. Mississippi’s unemployment is 8.5 percent, which ranks it 41st in the nation, according to the U.S. Department of Labor. It’s average weekly wage for fourth quarter of 2012 was $720, last in the nation, according to the Labor Department. In August, 33 of the state’s 82 counties had double-digit unemployment. According to Bryant’s office, revenue collection were estimated at $4.8 billion, but came in at $5 billion. The higher collections were highlighted by : » Corporate income tax: $61 million above projections. » Sales tax: $24 million over projections. » Individual income tax: $170 million above projections. Part of the revenue increase should be available as a cushion to help the governor and lawmakers address spending priorities in fiscal year 2015. The governor will issue his priorities this November, and lawmakers will set the budget for FY15 when they reconvene in January for the 2014 regular legislative session. “Our state’s strong performance is result of not only new jobs and economic activity but also fiscal prudence,” Gov. Bryant said in his news release. “In each of my Executive Budget Recommendations, I have urged the Legislature to save a portion of revenues instead of spending everything we take in. Lawmakers have heeded my calls, and Mississippi is now on more stable financial footing as a result. They should certainly continue this practice.” Preliminary figures recently released by the Bureau of Economic Analysis show Mississippi’s economy grew 2.4 percent in 2012, outperforming the Southeast’s 2.1 percent growth average. Along with the state’s revenue increase, the data prove that Mississippi is showing strong signs of recovery following the national recession. “Mississippi continues to strengthen its economic competitiveness,” said Blake Wilson, president and CEO of the Mississippi Economic Council. “Recent milestones are perfect examples of what can be accomplished with a strong business climate and intense focus on workforce development. This is another step in ensuring that Mississippi is in the position of greatest opportunity.” “Mississippi is working,” Gov. Bryant said of the state’s success. “We don’t intend to stop.”

Leadership developer Havens grows with HORNE

O

ne of my mentors has a phrase he likes to say about the importance of people development — Productive People Produce Profits Period! He understands that great organizations are made up of great people. I believe leaders’ ability to develop people around them is a critical skill and increasingly important in today’s knowledge economy. When I first started studying leadership, I was influenced by bestselling author John Maxwell, who said, “Leadership is influence. Leaders who mentor potential leaders multiply their effectiveness.” I was struck by the importance of developing yourself and taking the time to invest in the lives of others. As I have studied great leaders, they share a quality of lifting others up to be their best. They realize that business is a team sport and not a solo endeavor. Joey Havens, executive partner of HORNE LLP, is one of those leaders who strongly believe in the value of developing other leaders. Havens is a native of Batesville and graduated from football powerhouse South Panola High School, but he is quick to point out he was a baseball player. He earned a business degree from Ole Miss and received his CPA license in 1983. Out of college, he worked for two different CPA firms before joining HORNE in 1984 and has remained there ever since. Havens’ drive and determined spirit helped him achieve promotion into the partnership at the age of 30. Havens shared, “Making partner at

Two of the more recent leadership books that I have read which I think are excellent are The Advantage by Patrick Lencioni and Boundaries for Leaders by Dr. Henry Cloud.” First Job: ”In addition to working jobs like mowing lawns, bagging groceries, and shining shoes, I also had an entrepreneurial venture rigging fishing poles. There was a wholesaler of fishing supplies in my neighborhood, and I learned how to rig bream and crappie poles by the dozen. It was fantastic because the more I produced, the more I made.” Proudest Moment as a Leader: ”The most gratifying moments for me as a leader are when I receive feedback from a team member or client thanking me for influencing or impacting them in a way that helped them achieve something they did not believe was possible. To me, this is what leadership is about.” Hobbies/Interests: “I enjoy fishing on a quiet lake or deer hunting on a beautiful day where I can just enjoy God’s creation. Nothing is more special than a fall football game at Ole Miss where I can enjoy my family, friends, The Grove and my Rebels. “

what some then considered a young age provided me the opportunity to network, collaborate and interact with more leaders in our firm. I was able to learn from them in direct and indirect way. It was at this point, I believe, that my personal growth really accelerated.” With his growth, the firm continued to expand his roles and responsibilities, and he took on leadership responsibility as the partner in charge of health care services which became his primary focus area for a number of years. He later assumed the reins of HORNE’s disaster recovery practice and managed that team until 2012. Havens emphasized that, “One of the reasons I love HORNE so much is that it has always been an entrepreneurial firm that focused on people and growth. That is why I

have spent 29 years of my career focused on leadership development with HORNE.” One of his first real leadership experiences began as a manager with the firm working in tax and audit services in North Mississippi. He said, “In many ways, it was that school of hard knocks mentality. Learn from your mistakes until you figured it out.” Havens is a passionate lifelong learner, so he began to read personal development and leadership books at an early age. This passion for knowledge assisted him in his own personal growth, and he in turn has developed a passion for sharing his own knowledge with others. In fact, he collaborated with Dr. Joe Paul to write the book Creating Value, Your 90 Day Plan to Right Tracking Your Career. Early in his career, Havens says he learned that leadership is not about a title or posi-

tion.He stated, “In fact, in my opinion, some of the best leaders in organizations today lead effectively without a specific title. A title certainly doesn’t make me or anyone else a leader.” He ad- Martin Willoughby vises young leaders not to wait for a title, position or promotion to lead. He said, “Everyone can lead and do extraordinary things for their team.” Havens’ core leadership philosophy is rooted in servant leadership. He said, “It is my primary responsibility to serve my God, my family, my team and my clients first. It is not about me, it is about the people I have the privilege of serving.” He continued, “My purpose in life is to help others see and achieve their full potential.” Havens believes that leadership requires a sense of vision with a common purpose that empowers people to do extraordinary things. He emphasized, “Everybody within a team must lead for a team to be great. It’s never about one individual. I believe that exhibiting a positive attitude and having the uncommon discipline to create a laser focus on your purpose are critical character traits for effective leadership.” With 37 partners and more than 485 team members in 12 offices, HORNE has become a major player in the accounting industry since its inception in 1962. As Havens leads in his newest role as executive partner of the firm, his colleagues and clients will be well served by his leadership skills and humble philosophy of leadership. ust for fun — especially if you like France — read The Marseille Caper by Peter Mayle. He's the English expatriate who fell in love with the sunny South of France about 20 years ago and never returned to chilly, damp England. His first book, A Year in Provence, recounted the perils and joys of buying and renovating an old house in Provence. It met with wide spread approval and launched a writing career for this former advertising executive. Other non-fiction books about Provence followed — all delightful with Mayle's unbridled enthusiasm for the food, wine, scenery and culture of this region. As this area's biggest cheerleader, Mayle turned his efforts to writing fiction based in the South of France. Although not great literary works, they provide a relaxing romp of adventure » The Marseille Caper By Peter Mayle Published by Vintage Books $14.95 paperback

book is the second outing for lovable rouge and sleuth Sam Levitt, who's always on a quest for excitement and delectable dining. This time he represents a wealthy Marseille resident who's involved in the development of valuable waterfront property that turns ugly when the competition resorts to intrigue and dastardly means to gain the upper hand, including kidnapping Levitt's beautiful girl friend Elena. Levitt's trusty sidekick is once again Marseille journalist Philippe Davin, who provides local color and advice about wine and food while doing his best to expose the unscrupulous developers. Caper is an appropriate word in the title of this book. It really is a caper, one that's filled with fun and adventure.

Travel writers, photographers to crisscross Coast By LISA MONTI I CONTRIBUTOR mbj@msbusiness.com

Tourism officials on the Mississippi Coast have spent the last year preparing to host the prestigious Society of American Travel Writers annual conference Oct. 2025 in Biloxi. Now they’re in the final stages of fine tuning a complex schedule of events to showcase everything the area has to offer its visitors. More than 300 travel writers and photographers will take their pick of 50 small tours crisscrossing the Coast to inspect museums, art galleries, shopping centers, a blues hall, golf courses and charter boats. They will dine on local seafood, take a boat ride to Ship Island, see space artifacts at Infinity Science Center and tour historic buildings. “It’s an incredible opportunity to showcase the beautiful Gulf Coast that we all love and enjoy to travel writers from throughout the country,” said Pam Meinzinger, general manager of Gulfport Premium Outlets and chair of the host committee representing the Mississippi Gulf Coast Attractions Association. “We’ve pulled out all the stops for this group.”

Taryn Pratt Sammons, media relations manager for the Mississippi Gulf Coast Regional Convention & Visitors Bureau, said 323 SATW members have registered to attend the conference at Beau Rivage. “Our goal was between 250 to 300, so we met our goal.” SATW membership is an exclusive group, she said. “They consider themselves the best of the best.” To help coordinate the 50 mini tours to dozens of locations, organizers have enlisted the help of about 150 volunteers who will serve as tour guides for the visitors. The tourism industry, rebounding from a recession and the Gulf oil spill, understands the value of the national media spotlight so they’re putting their best foot forward for the group, organizers said. “The restaurants and small attractions

have been very receptive,” said Meinzinger. Capt. Louis Skrmetta of Ship Island Excursions is president of the Coast Attractions Association. He said landing the convention was highly competitive. “To get them here is real coup,” he said. Sammons said previous SATW meetings were held in Germany, New Zealand and Indianapolis. Next year’s meeting is in Iceland. “For them to come here is a pretty amazing thing,” she said. Organizers say they expect to start seeing the Coast’s amenities favorably mentioned in travel blogs almost immediately after the travel writers arrive. Articles and photographs should then appear in news-

papers and magazines and on web sites for months to come. “There should be some type of instant gratification for us from bloggers who will blog the same week they’re here.” Sammons said. “But due to editorial calendars or articles about specific events, a lot of stories may not come out for another year.” Skrmetta said word of mouth is a good way to spread the word about a destination but travel magazines and syndicated newspaper columns are invaluable. “It’s really good when you get an article in the Chicago Tribune or in St. Louis. The Midwest is a huge market for us.” Having writers here will make a big difference in people discovering this area, he said. “We know for a fact that we have got a good product to show the world,” Skrmetta said. “Travel writers to me are the best way to get your story out. It’s unbiased, and people depend on independent sources to decide where to travel to.” It may also help pull drivers off the interstate, he said. “People are bypassing us going to Florida or Alabama. And a lot people don’t know Mississippi even has a coastline. It’s important for these people to be here.” Skrmetta said the local communities should be ready for the visiting writers and photographers. “They could show up at your restaurant or shop and you want to make sure you’re really polished and ready to greet them. That’s what we want for them, a memorable experience down here. This is a huge thing for the state, not just the Gulf Coast.”

remain at risk over Blue Cross' Sept. 1 severing of its provider contracts with HMA in response to an HMA lawsuit seeking an additional $19 million in reimbursements. The hospital company has continued treating Blue Cross Blue Shield policyholders as innetwork patients but says the costs make it unlikely the hospitals can continue doing that for long. HMA, in its response Tuesday, said Blue Cross' 81 percent share of Mississippi's private health insurance market lets it continue “to squeeze the remaining hospitals” owned by HMA in the state. “At the end of the day, however, one thing is certain: Insurance giants should not get to decide which patients and communities have access to quality health care,” said Dwayne Blaylock, CEO of HMA's River Oaks Hospital in Jackson. Blaylock termed the Blue Cross offer for the four hospitals “a step in the right direction” but hardly a fix for the hardships the impasse is causing. “What about babies and mothers who need River Oaks’ cutting edge neonatal unit? This time, Blue Cross is extending the offer out of its duty to show “leadership” in the dispute that could force closure of the Flowood, Amory, Clarksdale, Batesville and HMA hospitals

expanded store at Dogwood Festival. The store never actually closed as it underwent the $9 million in interior improvement and the addition of 20,000 square feet to each of the store's two levels. As store manager, Tim O'Dougherty had the job of keeping things running smoothly as, in his words, workers brought “a lot of newness” to the store's interior and added the new space. The interior improvements include design and lighting upgrades as well as new display bays and fixtures. The additional square footage lets Belk offer the additional designer brands and other merchandise for which customers have been asking, O'Dougherty said. Already ranked in the top 10 in volume among the privately owned retail chain's 304 stores in 16 states, the Dogwood Festival store's expansion was an obvious choice, executives said. “The growth was already there,” O'Dougherty said. “The expansion happened because of our sales growth. “Support has been phenomenal through the years,” added O'Dougherty, who is in his third year as store manager and will be hiring 47 new workers for the expanded store. Clevenger, executive vice president and chair of the company's Western Division, which includes Mississippi, said Belk occupies a higher-end retail category in which it has little competition in metro Jackson other than the Dillard's store at Northpark Mall in Ridgeland. That store, Clevenger said, must complete with the newness of both the Flowood Belk

elsewhere in Mississippi. “Since HMA is not willing to take the necessary action for these hospitals that provide a unique service to their community, Blue Cross & Blue Shield of Mississippi will take the leadership role and move forward,” said Meredith Virden, manager of communications. “As to the other HMA hospitals, significant issues regarding HMA’s charges and lack of focus on managing healthcare costs are still of great concern.”

store and the one at Northpark, which underwent a $2 million refurbishment last year. Some added competition is expected with next month's opening of the Outlets of Mississippi retail plaza in Pearl, which will include a Saks' Off-Firth Avenue store. “We have a lot of similar things,” Clevenger said. She said she doubts that without some quality restaurants on the premises or nearby, the Outlets of Mississippi should not pose too big a threat to the Flowood retail market. “I expect it to hit this store a tiny bit,” she conceded. Clevenger, who manages 100 stores in her region, said Macys is the primary competitor to Belk. On the cyber side, Belk is ranked among the tops nationally in Internet retail sales. “We're seeing double digit growth there,” she said. But shopping online can't replace the fun experience of shopping a brick & mortar store — a theory supported by in-store sales growth in recent years, Clevenger noted. “Brick & mortar has a lot of opportunity as long as we keep reinventing ourselves.” While other retailers rode out on the recession of the last decade by holding their cash close and even closing in some markets, Belk invested in making its stores bigger and better. “We changed the direction. We took the money we would have spent opening new stores updating and enlarging our stores. That's what we executed in Northpark and Flowood.” Meanwhile, expectations for the future in Flowood couldn’t be higher, according to Clevenger. “Flowood has always seen growth, even in the recession,” she said. “This store has the newest of every concept we have. It looks like our flagship store in Charlotte.”

Blue Cross said in a follow up to the press statement that the offer gives “these four hospitals the opportunity to reinstate as network hospitals effective Oct. 15 based on their prior Network agreement. There is no deadline or time frame to respond.” The member-funded insurer emphasized that it felt the four hospitals are too valuable to their communities to be put at risk by the contractual dispute. “It is for this reason that we have moved forward with giving these hospitals the opportunity to be reinstated as Network hospitals,” Blue Cross said on an email reply. HMA spokeswoman Kace Ragan said late Monday HMA is uncertain how long it can afford to continue treating Blue Cross policyholders as in-network patients. “It is definitely impacting our hospitals,” she said. Confusion over the in-network status of patients has caused HMA hospitals to see drop offs in emergency room visits, surgical scheduling and other hospital services, according to Ragan. The drop off is hurting HMA’s financial health and could bear on how long the hospital group can continue treating Blue Cross & Blue Shield policyholders as in-network patients, she said.

A VIEW FROM THE STENNIS INSTITUTE

The demise of the Republicans? No way

A

lthough the latest poll numbers indicate that the Republican attempt to wear the latest government shutdown like a badge of honor might not be working as planned, the obituaries for the Republican Party being recited by any number of left leaning pundits are as equally off the mark. If anything, the giddy predictions of a total Republican Party collapse are indicative of the level of isolation of Washington from the country beyond the Capital beltway. That said, there are indeed interesting shifts inside the Republican machinery that will likely change things for some time to come. Rather than being indicative of the demise of the party, these changes resemble more the actions associated with party transformation of the type that comes along every few decades. Those of us with a little gray around the temples have witnessed this sort of protracted event before. One should recall a similar upheaval in the Democratic Party of the 1960s and early 1970s. From the time of the conclusion of the Civil War until the 1950s the term “Solid South” was used to refer to the granite-like wall of opposition that Southern Democrats erected between the southern states and the Republican Party of the Northern aggressor President Abraham Lincoln. Prior to 1960 it was virtually unthinkable that a southerner born and bred would identify with the Republican Party. By 1960 the Democrats and the Republicans had

embarked on paths whose combined effects would flip the parties upside down, so to speak. In 1964 Republican Barry Goldwater ran an anti-big government campaign fully embracing classical conservative ideology. Though Goldwater was annihilated by Southern Democrat Lyndon Johnson,

Eugene McCarthy in 1968 followed by liberal Democratic Party standard bearer George McGovern in 1972. McCarthy made plenty of noise, but ultimately lost the nomination to Hubert Humphrey. The ultra-liberal McGovern gained the Democratic nomination, but was clobbered by Republican Richard

... the view from the perch in Washington would appear to be trending heavily toward Democratic blue. From the perspective of the states, however, there are times when things look Republican red for as far as the eye can see. the seeds for the establishment of the coming southern Republican base had been planted. At about the same time, the liberal wing of the Democratic Party was coming to life in a big way, led first by darling of the University anti-war movement

Nixon. Just as was the case with Goldwater on the right, McGovern’s quota-driven nomination planted the seeds for President Obama’s breakthrough as a successful Democratic liberal. All the while that these events were taking place the once vaunted Southern Democrats were running away from their radical northern counterparts. In the end as the old guard Democrats in the South faded from the scene, their replacements, the youthful Thad Cochran and Trent Lott, came from the once despised Republican Party. What does this have to do with politics today? First, the far right, radical wing of the Republican Party has gained muscle and numbers just as the far left of the Democrats had done George McGovern’s day. We look at the map today and see that the “Solid Democratic South” has become the Solid Republican South. Likewise the moderate-to-liberal “Rockefeller Republicans” of New England have virtually disappeared, surrendering that heavily populated part of the country to the Democrats. So is the demise of the Republican Party a total myth? No, and that depends. Nationally, it is said

town hall meetings to special events and celebrations, dedicated websites, online digital campaigns — even advertising on freeway billboards and at high school and college football games. All of these activities have helped galvanize community support, generated positive consumer engagement and have elevated their areas to the top of the list for initial consideration. These communities already know that 1 Gig Fiber to the Home will dramatically change the way they connect with their world — making every part of their Internet life faster, richer and more vibrant. They understand that C Spire is ready to build the “IT,” but we can’t do it alone. That same sense of urgency, resolve and

sarcastically of course, that the Archie Bunker wing of Marty Wiseman the Republicans occupies about a third of the party. This is a reference to older, white, conservative, antigovernment types who are quite at home in the Republican base. As these loyal supporters pass from the scene will they be replaced in equal numbers by enthusiastic young Republicans or will large numbers of these potential Republicans gravitate toward the Democrats as their active political lives commence? On another important front, the Republicans are doing quite well. Of the 50 states, 30 state legislatures and 30 governorships are in Republican hands. Aided by the conservative policy group, the American Legislative Exchange Council (ALEC), the Republican Party is knitting together a multi-state legislative agenda that is proving quite effective on many issues, ranging from voting laws to reproductive issues and many more. Furthermore, Republican strength at the State level has afforded that party opportunities to lock down a large number of U.S. House seats through the redistricting process. On a cautionary note, Republicans must be aware of demographic characteristics of the voting population that in the immediate past have not been favorable to them. If the GOP does not become more sensitive in this area there will be many fewer warm bodies available to replace the Archie Bunker Republicans. In sum, the view from the perch in Washington would appear to be trending heavily toward Democratic blue. From the perspective of the states, however, there are times when things look Republican red for as far as the eye can see. For the Democrats the question is: What will break the vice-like grip Republicans currently have on the states? For the Republicans, the question must be how to multiply success in the states to national success. And yes, the demise of the Republican Party has been greatly exaggerated.
