Colonel Ménard commands the 2nd Canadian Division Support Group Yves Bélanger, Servir

It was on July 8 at Montreal Garrison that Colonel Jason Langelier handed over command of the 2nd Canadian Division Support Group (2 CDSG) to Colonel Serge Ménard.

At the very beginning of the ceremony, the Band of the Royal 22e Régiment (R22eR), under the direction of Major Vincent Roy, performed an unfinished version of the very first march of 2 CDSG. This was commissioned a few months ago by Col Langelier for the tenth anniversary of the Support Group, in 2023. It was Sergeant Guillaume Larouche, of the R22eR Band, who undertook the task of composing this march.

Visibly very moved, Col Langelier warmly thanked all those who accompanied him during his mandate. He said he had a deep sense of pride and belonging to 2 CDSG “I now realize the indispensable contribution of this organization, of this institutional support within the framework of the Canadian Forces mission.”

Upon taking office in 2020, Col Langelier said he relied on the success of the analyzes of his predecessor, Brigadier-General Dave Abboud, and continued to implement the optimization of 2 CDSG and its units. “We have reviewed our structure, our methods, in addition to updating our service catalogs, our directives and our management, information and resource tools.” He assured that the agenda of the changes made, which are continuing, favorably positions the 2 CDSG for the future.

As for him, the designated commander of 2 CDSG, Colonel Serge Ménard, thanked the chain of command for the confidence shown in him. After two years of absence due to the COVID-19 pandemic, the OKPIAPIK camp was back at the Valcartier Cadet Training Centre. Nearly 300 Junior Canadian Rangers (JCR) from 35 remote communities participated in the event between June 26 and July 2.

By holding this activity, the 2nd Canadian Ranger Patrol Group (2 CRPG) wanted to reinvigorate the interest of young people from remote and isolated communities to participate in this youth program adapted to their culture and the reality of their community. “The OKPIAPIK camp offers JCRs in our area of ​​responsibility a one-week formative exchange between Inuit, Cree, Innu, Naskapi, Francophone and Anglophone youth from the four corners of the province,” recalled Lieutenant-Colonel Nicolas Hilaréguy, commander of 2 CRPG.

Throughout their time at camp, JCRs have gained knowledge and life experience that they can use when they return to their community. The young people were divided into three levels according to their experience and age: basic, advanced and leadership.

“Throughout the week, the daily role of leadership was taken on by JCR-Staff, allowing them to perfect their leadership while receiving support and advice from Rangers and instructors,” says Captain Julie Pagé, Public Affairs Officer of 2 CRPG.

The change of command ceremony at 25 Canadian Forces Supply Depot (25 CFSD) took place on June 21 between Commander Andrew Cauty, outgoing Commanding Officer, and Lieutenant-Colonel Jérémy Lajeunesse, designated Commander.

The event took place in the main building of 25 CFSD in the presence of the Commander of the Canadian Materiel Support Group (CMSG), Captain (Navy) Bruce Creighton, and the Chief Warrant Officer of the CMSG, CWO Don Cormier.

A successful ceremony!

Sergeant Pascal Caron, Recruiter Canadian Forces Recruiting Centre Quebec – Sherbrooke Detachment

The swearing-in ceremony is undoubtedly the last step to be taken in order to be enrolled in the Canadian Armed Forces (CAF).

During this ceremony, the future CAF member will take an oath of allegiance and obtain their first rank.

On Wednesday, June 29, 2022, under the honorary presidency of LieutenantColonel Caroline Chartier, Deputy Commandant of Royal Military

College Saint-Jean (RMC Saint-Jean), 74 men and women from the Montreal and Sherbrooke regions were received as officers in the CAF during a swearing-in ceremony at RMC Saint-Jean.

Enrolled under the Regular Force Officer Training Program (ROTP), new officer cadets and naval cadets will begin the Basic Military Officer Qualification (BMOQ) at the Canadian Forces Leadership and Recruit School located at Saint-Jean Garrison, to then undertake studies in various academic fields related to engineering, science and the arts.

Nearly 300 relatives and friends warmly applauded the officer cadets and naval cadets. They encouraged them to pursue their dreams. LCol Chartier took the opportunity to thank the families for their involvement and support while reminding the young leaders that they will need this support in the years to come. Chief Petty Officer 2nd Class Alexandra Miller, Regimental Sergeant Major of the RMC Saint-Jean Officer Cadet Squadron, also addressed the new enlisted, emphasizing that “You have to be patient! The challenges that await you will sometimes be easy, so-

metimes difficult, but patience will allow you to experience the best of what an extraordinary career can offer”.

Through a rigorous selection process, these candidates were chosen based on their leadership potential, academic background, community involvement and athletic accomplishments. They will attend RMC Saint-Jean or the Royal Military College of Canada in Kingston.

A great challenge awaits these candidates and we wish them good luck!

In Novembre 2020, the appointed honorary colonel of the 438 Tactical Helicopter Squadron (438 THS), Mr. Jacques Duchesneau, had a plan to set up the Noble Wildcat Foundation. The charity has obtained its charter in December 2021 and has just appointed its president, Ms. Mélissa Haney.

HCol Duchesneau is very proud of the choice of the president of the new foundation. “She is a pilot for Air Inuit. She is the first Inuit to become a captain for this company.”

He mentions that Ms. Haney is a true pioneer. “She is a role model in her community and across Canada. She wrote a page of history. In 2016, a postage stamp was created in her honor.”

The HCol of 438 THS is particularly happy to have a woman at the head of the foundation. “I find it positive that there are more women in the unit leadership positions.”

THE FOUNDATION

Mr. Duchesneau explains that the Noble Wildcat Foundation is an independent, private institution that is self-financed by private funds. “The purpose is to be the guardian of the heritage of 438 THS and it supports six mandates. The first is to fund activities related to Remembrance Day, to the death of active members or

retirees.” The foundation also has the mission of highlighting the exceptional work of members of the unit, either through the designation of employee of the month and employee of the year. It will also provide scholarships for the development of new talent and to enable development within the reserve unit.

“Another mandate will consist of offering

mentoring and helping relationships between leaders and young people looking for models to follow.” Immortalizing the history and heritage of 438 THS through exhibitions, conferences, museum activities and book production will also be on the program.

Finally, the last mandate of the Noble Wildcat Foundation will be the creation of an emergency fund to provide occasional support to the families of CAF members from 438 THS who are experiencing financial difficulties. “The goal is to raise capital of $200,000. Within two years, we plan to donate 5% of this capital.”

HCol Duchesneau mentions that with the current economic situation, this emergency fund will be welcome. “We have families and single mothers among our reservists who do not have it easy and who are already struggling to balance their budget. A little financial help can only be beneficial for them.” Note that only military members of 438 THS will be able to benefit from this emergency fund.

CAF members: funding for your return to school Major André F Berdais Public Affairs Officer, CDA

A new educational expense reimbursement (EER) program went live in August 2021, reopening opportunities and funding to Canadian Armed Forces (CAF) Regular and Primary Reserve members.

The new CAF Self-Development Program (MILPERS Instruction 01/21) allows CAF members to submit new applications in the Self Development Reimbursement Education Expense Reimbursement software (SDPEER.) Previously approved Individual Learning Plans (ILP) in the electronic ILP system will continue to be managed and funded until the end of Fiscal Year 2022/23, at which time they will be formally cancelled in accordance with CANFORGEN 96/22. Members with these old ILPs will have to transition their ILPs to the new program should they wish to continue to seek reimbursement under the new policy. During the transition, members with older ILPs will need to submit a SDP into the new SDPEER system in accordance with the new Canadian Forces Military Personnel Instruction 01/21.

This new CF Mil Pers Inst 01/21 also outlines the process of supporting Ill and Injured Regular Force members as they consider their tran-

sition options.

Primary Reservists will continue to be entitled to educational reimbursement and will be required to submit their ILP and Self-Development Plan within the year that they are seeking reimbursement. As with Regular Force members, it is necessary for Reservists to adhere to policy timelines to claim any entitled funds.

The new CAF Self-Development Program represents a modernization of the current CF Mil Pers Instr 17/04 program, and is designed to offer self-development educational expense reimbursement programs to a larger number of CAF members. The new program will also ensure that Canadian Defence Academy (CDA) funding is provided within defined funding envelopes, yet is agile enough to respond to increases in funding, if those opportunities arise. This will permit a more equitable distribution of educational opportunities to all CAF members.

The funding model will be based on a “course by course” approval process, using a prioritization matrix publish on the SDPEER website (SDPEER-PARFS). Members without or with limited DWAN access can apply through the Help Desk: SDPEER-PARFS@forces.gc.ca .

WHEN AND HOW?

Professional development and aca-

demic advancement of military members provide important value to the CAF, as they bring the fresh ideas, critical thinking, and deeper outlooks required by modern and effective professional armed forces.

The new CAF Self-Development Program ensures that military members’ educational pursuits are supported within available financial allocations.

The application and approval process takes about one week to complete. However funding for a course must be submitted two months prior to the month in which the course will start and therefore, CAF members are encouraged to submit their application and courses as early as possible.

Note that the program for EER is for a maximum of up to four funded courses per fiscal year. Each course start date must be during a different month, e.g. CAF members cannot be reimbursed for two classes starting in September. This seemingly bureaucratic limitation is based on providing a responsive, more equitable, and better-managed education reimbursement program to be available to all CAF members within the allotted budget. The policy instrument and program will be regularly reviewed to make any required improvements.

The new CAF Self-Development

Program is ready to receive new requests from CAF members. To apply for a new Self-Development Program, all applications must be submitted through the new SDPEER application at: https://sdpeer-parfs. forces.mil.ca/ (accessible only on the Defence Intranet).

She hosts a Ukrainian family

Since May 30, the family of MarieEmmanuelle Porlier, a second language teacher at the Canadian Forces Language School – SaintJean Detachment, has welcomed three Ukrainian refugees into their home: Wiam Abou Omar, his spouse Anna-Maria and their fouryear-old daughter, Halyna.

Ms. Porlier maintains that this family project was first initiated by her husband, Patrick Smith. “Usually, it is me who proposes the special projects and he is open. This time, it was him who, in the spring, offered to welcome a Ukrainian family to our home seeking to flee the war initiated by the Russians.”

After discussing it, the little family decided to go ahead with this humanitarian project. “It was important that everyone agreed, even our sons Benjamin (10 year old) and Nicolas (7 year old), because our house is not that big. In addition, we only have one bathroom. With us, it is an organized chaos. You have to be ready to live in such a situation,” she says, laughing.

THE IMPORTANCE OF A GOOD MATCH

Marie-Emmanuelle Porlier explains that there are several ways to help Ukrainian refugees. “We have chosen to house and feed them for six months. However, we could also have given our name only to provide transport, donate money or give language lessons.”

After taking various steps with aid organizations, the match finally took place. “We took the time to chat with them through the web to get to know each other. It is important, in such a project, to ensure that the pairing is

good, because living in promiscuity can sometimes create certain frictions.”

It was on May 30 that their hosts arrived on Canadian soil. “Actually, they weren’t in Ukraine when the war started. They were in Lebanon, the father's country of origin, since his mother was very ill. Learning that their house in Kharkiv was destroyed, they could not return home.”

INTEGRATION IS GOING WELL

As soon as he arrived, Wiam Abou Omar already had a job waiting for him at FDC Aéro Composites. “He holds a bachelor’s degree in aerospace engineering as well as a master’s degree in geocomposite. For the moment, his diplomas are not re-

Over the past few weeks, the majority of employees of the Personnel Support Programs (PSP) of Saint-Jean Garrison have moved into their new premises in the Fieldhouse.

Covering an area of 10,000 square feet, the new sports centre has a huge divisible gymnasium, equipped with a 200-meter indoor running track.

There is also a weight room and a rehabilitation room, both of which are large. Resilient floors cover these two rooms as well as the running track.

These facilities will, among other things, better meet the needs of the Canadian Forces Leadership and Recruit School and other units in the region. “The PSP team is looking forward to welcoming its customers to the new premises. We are working with all the partners of the project so that the opening takes place during the summer”, mentioned Sébastien Despars, Deputy Manager PSP West and responsible for the Fieldhouse project.

Servir will present a photo report when all the work has been completed.

Mr. Omar now having a job, the newcomers were able to quickly start looking for a place to settle. “They have already signed their lease and will soon be able to start their new life here.”

The second language teacher says she also managed to find a midwife for Anna-Maria who is currently carrying a second child. “She is expected to give birth in the fall. This caused her a lot of worry. She is now reassured.”

At the end of August, she will attend La Relance school in order to learn

French. Her husband will take intensive courses in the fall to familiarize himself with the language of Molière and promote his integration. “This family wants to adapt quickly in order to return to a normal life.”

BONDS THAT WILL ENDURE

Mrs. Porlier is very happy with the gesture made with regard to the young Ukrainian family. “It's obvious that bonds have developed between us and that we intend to keep them once our two families are physically separated.”

In the meantime, the two families take advantage of the summer to carry out different activities such as strawberry picking, walking in the woods or going for a bike ride.

There are lots of good reasons to volunteer. It isn’t just about doing something selfless, we also do it for ourselves. Of course it is worthwhile to dedicate your time to a cause that means something to you, but there are many other advantages as well.

Additionally, the childcare service is offered free of charge during volunteer time, so many young mothers are also on our volunteer team.

FACE NEW CHALLENGES

Whether it be for our board of directors, or implementing new initiatives for the community, volunteering presents many opportunities to face new challenges.

Several new projects have come to fruition thanks to the ideas and involvement of our volunteers.

MEETING WITH NEW PEOPLE

Several of the Military Family Resource Centre (MFRC) volunteers said that they started volunteering so that they could meet new people and integrate more into their community; some have even made lifelong friends.

The interaction among our volunteer groups also makes for a great time to practice a second language. We often see participants in

our language courses join volunteer groups so that they can have an additional opportunity to practice their new skills.

What is a crisis?

In short, it is a temporary moment where someone is faced with a new situation, such as a change of job, a move, a breakup, etc.

Each person has their own strategies to cope with these changes, which are a part of life. Some people will exercise to reduce anxiety, while others spend time with friends to take their mind off things. We talk about crises when all our usual strategies fail to have an impact. The individual then finds themselves at an impasse, not knowing what to do or how to get out of that state. (Caplan, 1964).

If Corporal Goelen could change jobs Corporal Charles Goelen, of the 34 Service Battalion, has many interests in life. A lawyer in a private practice, the reservist is notably a black belt in karate. His biggest dream, however, is to become a professional singer.

The artist currently prioritizes English for his compositions. “I have always loved Anglophone music. In addition, it is the language that has the greatest reach at the musical level.”

The Belgian-born CAF member explains that from childhood he was attracted to music. “From age 6 to 14, my parents made me take singing lessons.”

Once in Cegep, he founded or joined various musical groups, including an a capella singing group.

He also liked to sing alone while accompanying himself on the guitar. “It was at Champlain College, in 2014, that I presented my first solo show.”

SINGER-SONGWRITER

Cpl Goelen's passion for music does not stop at performing, as he is also a songwriter. He already has three songs to his credit, including Superglue, which can be heard on most music platforms.

The reservist confirms that it is difficult to find a place in arts and entertainment business where there are many candidates, but where few will end up breaking through. “Being known to the public is a very big challenge, but I remain confident. Either way, I love what I do.”

The singer-songwriter maintains that with his various jobs and his many passions, he nevertheless manages to find time to rest and have a good time with his friends. “I'm a very busy guy, but I still consider my life to be well balanced,” he laughs.

Over the past few weeks, five recognition ceremonies have been held in person or virtually to highlight the significant contribution of reservist employers to the Canadian Armed Forces (CAF).

These ceremonies were organized by the Directorate of Employer Support Programs (DESP), under the aegis of the Chief of the Reserves in Ottawa, and by the Canadian Forces Liaison Council.

Lieutenant-Colonel François Couture, liaison officer at the DESP, maintains that it is important to recognize and thank the employers and educational institutions that have enabled reservists to contribute to the mission of the CAF and to serve their country. “On an ongoing basis, our reservists are invited to name their employer themselves to thank them for their support for the leave they have obtained.”

He recalls that always, and particularly in recent years, Reserve Force members have answered the call and have made a tangible contribution to the many Canadian CAF operations abroad, whether in Afghanistan, in Africa and even in Ukraine. “They also contributed significantly to Canada and Quebec, as part of operations in support of the authorities for the population.”

PSP membership card holders (sports centre subscription) have free access to the swimming pool at all times.

Since July 11, the outdoor pool at Saint-Jean Garrison has been open to everyone. It will remain so until September 11.

For all those who do not have a PSP membership card (including active CAF members or veterans, employees of the public service and the general population), the costs are as follows:

During the week, it is accessible from 11:30 a.m. to 1:30 p.m. and from 4:30 p.m. to 7 p.m. On Saturdays and Sundays, the opening hours are from 10:30 a.m. to 6 p.m.

From May 17 to June 29, a weekly running camp was held at the Montreal Garrison. Thirty-six members of the Defence Team, mostly CAF members, accepted the invitation from Personnel Support Programs (PSP). Stay tuned, as another camp is planned.

Michael Maillet, fitness and sports instructor for the PSP, was in charge. He is very satisfied with the success of the activity. “It is clear that this type of training was missing from our clientele who were deprived of it due to the health crisis.”

He mentions that throughout the confinement imposed by the COVID-19 pandemic, many people have taken up running. “It was one of the sports disciplines easily accessible despite the sanitary measures.”

TWO GROUPS

Mr. Maillet indicates that from the beginning of the camp, two groups were formed. “Since we had people who were already running and others who wanted to start running, it was easier to separate the group in order to offer workshops more adapted to the needs of each one.”

Beginners have learned the basics, among other things, in order to avoid unnecessary injuries. “Little by little, we got them to complete a 5km circuit.” With the intermediate group, it was more tips and tricks that were shared in order to improve their performance.

A camp for running enthusiasts

Each training workshop consisted of a warm-up period. “We also spent five to ten minutes on information capsules.”

Of course, between workshops, participants were invited to run three to five times a week. “We cannot achieve the goal of running 5 km by training only once a week, during the workshops.

Our riders understood this very well and they were very motivated.”

Lieutenant Philippe Desharnais, of the 2nd Canadian Division Support Group Information Technology Services, was one of the participants in the running camp.

STAY TUNED

Given the success of this running camp, Michael Maillet maintains that the activity will be renewed. “However, we do not know when we will be able to do so.” In the meantime, he invites running fans not to miss the upcoming activities organized by the PSPs. “On October 6, we will have, among other things, the Obstacle Course that we will organize at the Montreal Garrison.”

“The best thing is always to contact a kinesiologist or a qualified running trainer to be accompanied in the practice of this sport,” recalls Michael Maillet, fitness and sports instructor at the Montreal Garrison.“Do not hesitate to speak to PSP staff if you have any questions!”

CFLRS

Several rearrangements and moves have taken place and will take place at the Saint-Jean garrison. After more than 12 years in the B-129, the Canadian Forces Leadership and Recruit School (CFLRS) multimedia section has moved within the Support division, in rooms A-221, A-222 and A-223. Indeed, the lack of air conditioning in the B-129 building (dating from the 1950s) precipitated a move that had been expected since the arrival of the academic building.

GATHER THE TEAM

The multimedia team has existed at the CFLRS for about twenty years. Over time, it

has been installed in several places, including the Support Division to which the section belongs. “The multimedia section completes our team within our lines,” said Major Shona Couturier, the Division’s Commandant. She adds that it is nice to have her members together, which allows her to interact more regularly with them.

Section manager Christine Geoffrion hopes the current location will be permanent. “The team is well established and we are very happy to be back in the Division,” she adds.

Only the photo studio remains to be moved.

For the moment, it remains in building B-129 room 111 until a new location is identified.

DROWNING IS PREVENTABLE!

This is what the theme of the 29th National Drowning Prevention Week, which will take place from July 17 to 23, reminds us. Despite its tragic and unexpected appearance, drowning is actually preventable in most cases. How? By adopting good practices!

In Quebec, more than seven out of ten drownings occur in white water. Think that the stand up paddle board is without risk? Not really… Despite its accessibility and the calm and peaceful nature of its practice (some even use it to do yoga), this increasingly popular activity has its share of unknown dangers: • Risk of being carried away by the current • Risk of accidental fall • Risk of hypothermia due to weather and water temperature Preventative Tips: • Make sure you know how to handle the paddle board before venturing offshore • Monitor the weather (winds, precipitation, temperature) • Wear your personal flotation device • Be sober and visible • If you can, go upstream and/or face the wind at the start of the ride, and not on the way back

KEEP AN EYE ON THE KIDS Another sad statistic: among children, lack of supervision is involved in nearly nine out of ten drowning cases.
