The Ombudsman's office is available at all times Over the past few weeks, Gregory Lick, the Ombudsman for the Department of National Defence (DND) and the Canadian Armed Forces (CAF), has conducted a series of virtual lectures for members of the military community. His goal was to present the mandate of his team and the services they offer to all civilian and military personnel of the CAF.

The job of the Ombudsman and his team is first and foremost to ensure that the DND and the CAF treat personnel and family members of the military community fairly. It also studies the programs offered by the DND and the CAF and offers recommendations for improving them. “We are here to protect access to programs, services and resources that can contribute to the well-being of all these people,” Mr. Lick said in an interview with Servir newspaper.

In all, nearly two million people have access to the services of Gregory Lick's team.

DON'T WAIT

Those who think that the Ombudsman's office is an authority of last resort are wrong. “On the contrary, we can help people from the start of a process by directing them, for example, to the right service to file a complaint.”

Mr. Lick indicates that in some cases, his team will intervene immediately in the file. “It happened that we have been involved from the beginning in situations of health or financial issues.”

For the Montreal region, there are 261.“In general, for 80% of complaints, a fair solution is found in less than 30 days. For the other 20%, we must count about 60 days.”

Mr. Lick claims that his team eventually finds a fair solution for 100% of the complaints filed. “Of course, not all of these solutions are necessarily pleasing to complainants.”

AN INDEPENDENT AND CONFIDENTIAL SERVICE

In interview, as during virtual meetings with employees, Gregory Lick recalled that the Ombudsman's office is independent of the military chain of command. “We are perfectly objective and impartial. Unlike lawyers, we do not represent either party in a dispute. If we

The DND/CAF Ombudsman started out in the Naval Reserve in 1981, and in 1985 joined the Canadian Coast Guard as an Engineer Cadet. He then rose through the ranks to reach, in 2013, the position of Director of Operational Support responsible for all support activities across the country (icebreaking, search and rescue, aids to navigation, communications and marine traffic services, waterways and maritime security). He holds a bachelor's degree in mathematics and nautical science and a master's degree in business administration from Queen's University.

Forced to leave Ukraine before the end of his deployment

Major Unger arrived in Ukraine on September 23 to work as Chief of Operations for Joint Task ForceUkraine. At that moment, he had no idea that everything would end so abruptly. “We knew from the moment we arrived that there were tensions. The team that preceded us told us that in the spring, there were Russian mobs on the borders of Ukraine. No one believed, however, that the situation would degenerate to such a point.”

About 200 CAF members were stationed at 15 different sites across Ukraine. Their mission was to provide training to improve and strengthen the security forces of this Eastern European country. Major Unger explained that due to the intensification of the Russian presence near the borders, as early as December, Canadians were recalled to Kyiv. “These were two soldiers who worked in Kharkiv, on the border of Russia.

For their safety, we brought them back to the capital.”

Subsequently, Canadian troops deployed in Ukraine continued to monitor the situation closely. “Fortunately, we were in contact with military intelligence, which helped us avoid getting into dangerous situations.”

RUNNING AWAY

Major Unger admits that until the last moment, neither Ukrainians nor Canadians could believe that Vladimir Putin's troops would end up invading Ukraine in this way. “Especially the way it was done by acting on three fronts.”

He mentions that on February 13, he received the order to get all Canadian soldiers out of the country within 12 hours. “It was in the middle of the night.

Several had to leave like thieves without being able to greet the Ukrainians with whom they had been working for several months. He explains that some of his compatriots found it difficult.

“Over the months, we have all forged ties with the Ukrainian soldiers and civilians we met. Leaving them there, alone to face the Russians, was not easy.

But our duty was to follow the directives of our chain of command. That's what we did.”

Fortunately, once in Poland, the Canadian soldiers were all able to get

to close their files. “With teleworking, it was possible to close files by entering into communication with our Ukrainian counterparts.”

Major Unger, for his part, was very happy to be able to join the only real contact he made during his stay in Kyiv. “I communicate with this person from time to time to make sure they are well and to support them morally.”

Major Unger, of the Black Watch (Royal Highland Regiment) of Canada, was not on his first deployment on foreign soil.

“In 1989 I took part in an operation in Cyprus and in 2006, I was deployed to Afghanistan.”

“It was quite a professional challenge.

I am very happy with how it went since everyone got out of Ukraine safe and sound. In addition, we managed to get all the critical equipment out,” he concludes.

This course is intended for CAF members of intermediate hierarchical level (sergeant to lieutenant-colonel), coming from different trades and environments. As a result, participants came from almost all Canadian Divisions (1, 2, 4 and 5) as well as several command elements (Navy, Canadian Joint Operations Command, Canadian Army Doctrine and Training Centre). This great diversity enriches the cohorts with the expertise, experience and knowledge of all its members.

The Plein soleil day camp of the Recreation Department of the Personnel Support Programs is back this summer at Saint-Jean Garrison.

From June 27 to August 19, children will have the chance to discover many ecosystems!

Each week, a new theme will be proposed such as the African savannah, the desert, the Amazon forest, the Arctic, the great mountain ranges, the oceans and the marshes. Outings will take place once a week.

The day camp is reserved for children aged 5 to 12 of CAF members and civilian employees of the garrison (public service and non-public funds). The day camp offers a program of bilingual activities (French and English) and will be held on the premises of Iberville Club (Building B-8).

The day camp will take place from 8 a.m. to 4 p.m., Monday to Friday.

Parents can also

register their child for daycare, which will be open from 7 a.m. to 8 a.m. and from 4 p.m. to 5 p.m.

REGISTRATIONS Camp and daycare registration will begin April 19 for the children of CAF members. Afterwards, in May, civilian employees will be able to enroll their children as well.

DAILY CHALLENGES

Student in the second year of the baccalaureate in international studies at the Royal Military College Saint-Jean (RMC Saint-Jean), Officer Cadet Nadège Harvey is currently pursuing her study session at the École royale militaire de Belgique (Royal Military School of Belgium) with the Officer Cadet Sara Wauthier.

The student admits that her biggest challenge since her arrival is to manage training, social life and the academic aspect. “I am a girl who likes to train a lot.

Fortunately, I maintain good discipline, because here, officer cadets party a lot more than we do at home,” she says, laughing.

It was on February 3 that the two students landed on Belgian soil. OCdt Harvey says she and her colleague felt at home from the moment they arrived.

“Belgians are really welcoming. The officer cadets here immediately integrated us into the group. It was really nice.”

It is within the framework of the baccalaureate in international studies that the two young women have the opportunity to carry out this internship. “We had the choice between Poland, South Korea, the United States and Belgium. Belgium was my first choice. OCdt Harvey already knew France and wanted to discover Belgian culture. “They speak the same language, but it's so different here.

I love Belgium! Their culture is very similar to that of Quebecers. Belgians are very interested in us and they are very welcoming.”

From an academic point of view, everything is going perfectly. However, she notes that the teaching methods differ.

“Here, courses are given by colonels and are more military. It's different! At RMC Saint-Jean, we are very lucky. The faculty is made up of civilians teachers who are luminaries in their fields.”

INTERCULTURAL EXCHANGES

A month after the arrival of officer cadets Harvey and Wauthier, Polish, Portuguese, Bulgarian and Swedish students also arrived at the École royale militaire de Belgique as part of cultural exchanges.

OCdt Harvey says it is nice to meet these young people who come from all over the world. “It allows us to discover other cultures and better understand how things are done there. It is interesting to know the point of view of other cultures on several subjects.”

countries are not at the same level when it comes to equality between men and women. “I realize that our mentality on this subject is more evolved than in several countries and I welcome that.”

THE VISITS

On weekends, all Belgian officer cadets return home. Only foreign students stay on the campus located in Brussels. “We take the opportunity to go on getaways.”

In addition to the capital, the two Canadian students discovered large cities, in particular Liège and Bruges. “Since several countries in Europe are easily accessible, we also went to visit Luxembourg,

Ireland and the Netherlands.”

A PLUS IN HER TRAINING

For OCdt Harvey, it is obvious that this study abroad experience is beneficial to her general training. “Since I arrived here, one of the things I feel is that I am learning to be much more open-minded.”

It is for this reason that until her return to the country scheduled for August 14, she tries not to miss anything while giving her all in her studies and sport. “I want to enjoy everything to get the maximum personal and military experience. Such a trip is very enriching and I feel privileged to be able to participate in it.” >7194-22s06

After winning a long fight to provide Quebec veterans with a license plate honoring their service, the committee of former CAF members led by Pierre Dugal is back with an ambitious new project: the allocation of a parking spaces reserved for veterans in each municipality in Quebec.

“This initiative is not expensive and it sends a clear message of respect and recognition to veterans,” explains Pierre Dugal. The committee would like Quebec veterans to mobilize by proposing to the members of their respective municipal councils to set up a parking space reserved for the use of veterans in their municipality. Over the next few months, the committee will be available to help each former CAF member in this effort to present the project to the elected municipal officials of the province.

“According to the good will of the

municipalities, we would like each of them to have a khaki-colored parking space, with the veteran inscription and a red maple leaf in its center”, specifies Mr. Dugal. He adds that our American neighbors have been providing this type of parking lot for decades.

At the time of writing these lines, more than a dozen municipalities in Quebec were already participating in the project. The committee leading this project initiative is supported by the Royal Canadian Legion, the Regroupement des vétérans du Royal 22e Régiment (Royal 22e Régiment veterans group), as well as by retired Major-General Alain Forand, a former commander of the 5 Canadian Mechanized Brigade Group and the Land Force Quebec Area (now the 2nd Canadian Division). Yvon Deshaies, Mayor of Louiseville (sponsor municipality of the project), also supports the initiative.

DEALING WITH TIGHT DEADLINES

MCpl Bastien enlisted in 2010 as an armoured soldier. He was stationed at various CAF bases across Canada before making his way to the School. During his first day at CFLRS, MCpl Bastien found a file on his desk. In addition to being new to his position, he was also facing the challenge of transitioning trades from being an armoured to logistics.

The file he discovered, already overdue, concerned the order of new 5-ton vehicles in order ensure the lifecycle management of the fleet occurred in a timely manner. The staffing circumstances at that moment made it so multiple positions in the sections were vacant. Therefore, MCpl Bastien needed to be autonomous, assume tasks that went beyond those of a master-corporal, surround himself with the right people to help him make the right recommendations and roll up his sleeves to get to work.

First stop, a meeting with the 2nd Canadian Division (2 Cnd Div) Transportation Controller. Following his meeting with him, he realizes the urgency of the case.

Faced with this urgent situation, he kept a cool head and asked for a few days to take the time to properly assess the file and make appropriate recommendations.

Despite the tight deadlines, his initiative prevented the unit from having to wait an extra year to order badly needed new vehicles.

PROFESSIONALISM AND SENSE OF DUTY

However, the story does not end there.

When the order had been approved by the responsible entities, they decided to approve the acquisition of four vehicles, an amount below the unit’s needs. Knowing the amount of approved vehicles would not be sufficient, MCpl Bastien used his professional knowledge and competencies, and to 2nd Cnd Div with justifications for eight additional vehicles. In the end, CLFRS obtained two more vehicles than previously approved, and the school will therefore benefit from six new 5-ton trucks.

He was honored for his outstanding service as the unit's LGBTQ2+ representative from July 2017 to July 2019. His work has included promoting diversity through regional community outreach programs, serving as a Positive Space Ambassador, a member of the Saint-Jean LGBTQ Sub-Committee, and a big brother to a LGBTQ+ young man. He helped improve the recruiting system of the Canadian Armed Forces and his dedication enabled them to take an important step in the inclusion of all groups in Canadian society.

In the words of sergeant Mathieu Villemaire, MCpl Bastien’s supervisor, MCpl Bastien is a hard-working soldier who is dedicated to his team and always willing to make the necessary sacrifices to ensure the task at hand is completed properly. Sgt Villemaire adds that MCpl Bastien “(…) is always ready to help and advise people, most of the time to his own detriment.”

An example of his willingness to always go further, MCpl Bastien is currently on the air brake instructor course at CFB Borden.

His motivation for attending the course is to avoid service failures in the section by having another qualified instructor. It is only one example among many that shows his humility, great sense of duty, and altruism. All of these qualities, in addition to his accomplishments, have earned him the CDS coin.

MCpl Bastien would like to acknowledge his section’s excellent teamwork in achieving this success.

However, their collaboration with units is essential. Servir Newspaper went to meet a small team that makes all the difference in the region!

He explains that without the support of this department, several training or exercises could not take place, because the units would lack equipment.

They must ensure that the equipment is in good condition and clean at all times in order to be ready for any task that arises. “For example, they are the ones who inspect the heaters and generators after each return to ensure that they will be functional during the next loan.”

When equipment is damaged and needs to be replaced, team members send it to the repair and disposal section. “If necessary, they order new equipment.”

To navigate through all the parts and equipment stored in the Boucherville building, the team uses the Defence Resource Management Information System. “We also use the Canadian Government Cataloguing System (CGCS) software. But, what makes the strength of our team is that we know bivouac equipment thoroughly as well as the various supply procedures, in particular those necessary for ordering rations”, concludes Sergeant Fernandez.

On December 6, Captain Samuel Archambault-Giguère, of the 52 Field Ambulance, was deployed for the second time to Latvia as part of Operation REASSURANCE. With the war currently waged by Russia against Ukraine, the officer explains that the presence of NATO forces is very reassuring for the Latvian population.

Capt Archambault-Giguère is working in Latvia as an S9 deputy (civil-military cooperation) and visits officer. “I am responsible for ensuring constant liaison with the civilian population by organizing several outreach activities.

For example, sports competitions such as NATO Vélo 22 – Poland in Estonia or the Estonia Cross-Country Skiing Competition. There are also presentations of NATO Forces in Latvian specialized schools or activities related to the festivities surrounding the 5th anniversary of NATO's presence in Latvia. This allows NATO forces to maintain close collaboration with the local population.

I also take care of managing visits for the battle group.”

As part of his job, the officer is also responsible for organizing cohesion activities for the troops. These are multinational and bring all nations together. “For example, we organized a sugar shack day a few weeks ago. It's very nice.”

He ends by mentioning that the presence of NATO forces is precious in this region of the globe. “My job is to collaborate daily with the Latvians. I can say that the vast majority of them feel reassured to see us among them and that we are pampered to be so well perceived and welcomed in their country. We are very grateful for that.”

However, I appreciate these two work experiences.”

The officer says that the most difficult thing in this type of deployment is to work with different nationalities. “We work well together, but it is sometimes more complicated to understand each other on certain subjects. The military culture is different from one country to another. It takes more communication and patience, on both sides.”

TROOP MORALE

So far, the situation in Ukraine has not had any impact on the daily activities of troops in Latvia. “We’re receiving additional reinforcements; but that does not change our tasks. It just adds administrative and logistical details.”

The situation in Ukraine affects the whole world. For Canadian Armed Forces (CAF) members who currently find themselves in a former Soviet Union country, the situation is unique.

“Of course it rocked us at first, but then it strengthened our sense of belonging to the CAF. We feel even more of a duty to our loved ones and to Canada. Morale is high and people are proud to be here and serve.”

Capt Archambault-Giguère goes on to say that on days when morale is low, he finds himself lucky to be surrounded by good friends. “They are invaluable when I need to share my concerns.” He also admits that the many recreation activities organized by the Personnel Support Programs greatly help people to feel more at home and to connect with others.

His first visit to Latvia was from August 2018 to July 2019. He explains that these two deployment experiences are very different. “I would say there is a lot more work to do now. The reality is quite different on Camp Adazi (main base of the Latvian National Armed Forces, 45 minutes northeast of Riga) than in Riga, where I lived during my first deployment. At that time, I was residing in the city and my daily life was more like that of a traditional urban life.

On the camp, I am permanently at my place of work, which means with the same people, in the same environment.

Giguère interacts daily with Latvians, both military and civilian. He admits that Vladimir Putin's war in Ukraine is causing some stress. “However, life goes on here. Latvians focus on the present.

They welcome Ukrainian refugees and participate in the international effort in this crisis.”

With the arrival of spring and the upsurge in the popularity of cycling over the past two years, you may be tempted to reconnect with your bike. If you haven't ride in years, that's okay. Cycling is something you can't forget!

It is not mandatory to wear one in Quebec, but it is essential for your safety. A damaged brain leaves more scars than a broken collarbone!

And the helmet?

Sunlight, perspiration, temperature and storage conditions affect the effectiveness of the material inside the helmet.

Change your helmet after approximately five years, or even earlier if you have used it intensively.

On the road...

A helmet is effective against only one impact. Afterwards, it must be changed, even if there is no sign of apparent damage.

You must ride in the direction of automobile traffic, unless the signs authorize contraflow traffic for cyclists.

It is forbidden to pedal with one or more headphones

It is forbidden to manipulate a portable electronic device

It is forbidden to ride on the sidewalks, unless the signage authorizes it. For example, under certain viaducts or when necessary

The 2022 Jeep Wrangler: A Relevant PHEV Jeep!

The presentation of the fourth generation of the Jeep Wrangler announces the new approach of the manufacturer Stellantis for the electrification of its range of commercial vehicles. It's a small step in the right direction by introducing us to a plug-in hybrid Jeep or, if you prefer, a PHEV (Plug-in Hybrid Electric Vehicle).

Its exterior line and interior presentation are certainly up to date from a technological point of view, while retaining the DNA of the recreational aspect of Jeep vehicles. By offering a PHEV version, the Jeep Wrangler 4xe is undoubtedly relevant with rising gas prices and an essential environmental conscience these days.

Inside, it compares to other gasoline versions: the ergonomics and positioning of all equipment are similar.

From the driver's seat, the dials can be read quite well. The infotainment system screen is raised above the centre console and allows reading without taking your eyes off the road too much.

On their way to the national running championship

Lt(N) Bullock discovered the benefits of running in 2019. He plans to participate in the half marathon of the national championship. “I like personal challenges that this discipline allows me to take up.” He also explains that he practises sports such as swimming, fencing and cycling. Although he mostly trains alone, five to seven times a week, Lt(N) Bullock also enjoys participating in some group training. “It's nice to do this as a team. It's motivating.”

Cpl Chang, who will participate in the 5 km race, trains three to four times a week. “What I particularly like about this discipline is that I can train on my own. Of course, I have a trainer, but I can run alone at several times of the week,” says the CAF member who has been running for four years.
