Advancing Commerce for Economic Prosperity The Chamber’s Mission is to Promote and Sustain Economic Property in Boca Raton, Boynton Beach and South Palm Beach County. To carry out that mission, the Chamber operates to create a pro-business environment for all businesses to prosper and commerce to advance. In its 70 history, the Chamber has worked vigorously to ensure that businesses are represented at the state and local levels when policies affecting the business community are being considered. Florida’s 2022 Legislative Session ended with the approval of a state budget of $112 billion, the largest in the State’s history. The budget includes $43 billion in general revenue, $37 billion in federal cash and $3.5 billion from pandemic relief funds. Job creators saw legislators invest significant long-term funding in Florida’s continued economic momentum and preparation for the nearly 4 million additional residents expected by 2023. Through the Boca Chamber’s effective advocacy efforts, we helped ensure the passage and signing of two Chamber backed priorities – the extension of COVID-19 liability protections and VISIT FLORIDA funding. Originally passed in 2021, COVID-19 liability protections allowed healthcare workers on the front lines of the pandemic to continue caring for Floridians without fear of facing frivolous litigation. This priority legislation extends that protection through June 2023. Tourism is a key driver of Florida’s $1.23 trillion economy. The mission of the Florida Tourism Marketing Association, VISIT FLORIDA, is even more important as our state continues its economic momentum out of the pandemic. Extending the funding of VISIT FLORIDA allows it to continue its significant impact on Florida’s economy. To learn more about this year’s legislative session, turn to page 6.

The Chamber plays an integral role in projects that advance commerce in the region. From the support and advocacy of Mizner Park, to the new Boynton Beach Downtown, to the creation of incentives to attract major corporate headquarters, the Chamber is leading the charge. Most recently, your Chamber actively and publicly supported the new Boca Raton Brightline Train Station. The creation of this station allows for Boca-based businesses to attract skilled workers from Miami-Dade and Broward Counties. In addition to the accessibility of a broader workforce, the station allows for increased tourism activity to support our retail centers, restaurants, and hotels. This project will boost our local economy and advance commerce through our region. The Chamber is proud to be an original, current, and future advocate for this game changing project. To learn more about the Boca Raton train station and Brightline’s President, Patrick Goddard, the visionary leading the Brightline movement, turn to page 12. Advancing commerce through investing in our future workforce is a main priority for the Chamber. More than $1.8 million have been granted to Boca Raton Public Schools through its charitable, non-profit arm - Golden Bell Education Foundation. Today’s students are tomorrow’s employees. By investing in our students, we will ensure the necessary workforce and leadership for our business community. In addition to these valuable grants, the Foundation creates burgeoning entrepreneurs and future business leaders through its Young Entrepreneur Academy. To learn more about these young business owners and job creators, turn to page 15. Showcasing the great leaders that advance commerce in our community, the Chamber recognizes Business Excellence during our Annual Business Awards Luncheon. This event honors a Business of the Year, Business Leader of the Year, and Small Business Leader of the Year, all of whom represent the very best in business! These recipients join an elite group of past honorees. Like their predecessors, they have made outstanding contributions to the business world and significant changes to the communities they serve. As leaders in their industries, they advance commerce through job creation and contribution to our overall economic and community growth. A top priority of the Boca Chamber was extending the necessary COVID-19 protections for healthcare providers through June 2023. Originally passed in 2021, the extension of these protections means healthcare workers on the front lines of the pandemic can continue caring for Floridians without fear of facing frivolous litigation. Another priority was extending the statutory authority of the Florida Tourism Marketing Association, also known as VISIT FLORIDA. This allows VISIT FLORIDA to continue its important mission of driving tourism’s economic impact in Florida. Tourism is a key driver of Florida’s $1.23 trillion economy, and the mission of VISIT FLORIDA is even more important as our state continues its economic momentum out of the pandemic. In addition to the passage of Healthcare COVID-19 Liability Protection and VISIT FLORDIA funding, below are a few additional highlights of the Boca Chamber legislative priorities that we advocated for and were passed this session: • Continued Investment in Diversifying Florida’s Economy: Full funding of VISIT FLORIDA, Enterprise Florida and Space Florida continues Florida’s economic momentum to becoming a top 10 global economy by 2030. • Significant Long-Term Infrastructure Funding: Investment in the infrastructure necessary to meet the needs of current and future Floridians with another $10 billion+ for the FDOT’s five-year workplan, approximately $362 million for attainable workforce housing, and record funding for water quality, resiliency, and environmental restoration efforts. • Local Business Protection Act: Protects local businesses from burdensome and overreaching local government regulations by allowing local businesses to recoup damages if a regulation results in a significant loss of business profitability. Explain Brightline’s impact on attracting companies to move to South Florida. Many of the companies that are moving to South Florida are coming from areas in the Northeast (NYC) or Chicago which already have a robust transportation network that people count on daily. Brightline is that network in Florida, and companies are strategically positioning offices next to our stations as an added perk for employees. Brightline has made a tremendous impact by connecting the three most populated and economic centers in South Florida. And now, by connecting Boca and Aventura, this opens employers up to a larger talent pool that simultaneously allows employees a unique quality of life that didn’t exist prior to direct, seamless connectivity. Once our Orlando station begins service in early 2023, these groups will have quick and easy access to one of the busiest in the country.

What are the most important strategic priorities for Brightline over the next three years? Complete our full system to Orlando. We’ve always said that our business thesis is to connect city pairs that are too short to fly and too far to drive. We are on track to complete our Orlando extension by the end of 2022 and welcoming passengers onboard is our top priority. Completing our South Florida System: We are bringing online Boca Raton and Aventura at the end of this year. This will be extremely impactful to our South Florida system but will enhance our offering when we connect Orlando. Breaking ground outside of Florida: Our next system, Brightline West, will connect Las Vegas to the Los Angeles Metro Region. We are expected to receive permits by the end of the year which will lead us into construction.

GOLDEN BELL EDUCATION FOUNDATION
The Greater Boca Raton Chamber of Commerce’s Education Foundation exists to support the Boca Raton public school system by administering funds and educational programs that promote business skills and workforce readiness. The Golden Bell Education Foundation has been awarding grants for over thirty years, impacting more than 850,000 students’ education. Please take a moment to read the narrative below from Ms. Jessica Bartoszek about the impact Golden Bell Grants have had on her career and teaching. " What does a science teacher in Palm Beach County do without a Golden Bell grant? The answer, not much. Science teachers are required to do labs with their students on a weekly basis, yet the school district only provides each teacher approximately $250 a year to pay for materials. I teach Marine Biology, as well as Anatomy and Physiology at West Boca High School; dissections are a huge part of these classes. Students constantly tell me that the main reason they register for these science electives is because they want to do the dissections. Hands-on activities fuel the fire for knowledge, not a textbook. So now let’s discuss the all-powerful dollar: In Marine Biology, we culminate the year by dissecting a Spiny Dogfish Shark. The cost of a shark is about $30. So, if we do the math, I can only purchase eight sharks for three classes of students. Ridiculous, right? That’s just the shark, what about all those other weeks that necessitate a lab? Remember that I also teach Anatomy, so what about those students? Their dissections include a cow eye, sheep brain, sheep heart, pig uterus, and at the end of the year we culminate with a cat. So how do I pay for all of these? The answer, a Golden Bell grant. Golden Bell has been funding my classroom for almost a decade. Their application process is simple and user friendly. The check comes at the beginning of the year so everything can be purchased early. They also provide us with a delicious breakfast and teachers never turn down food! I strongly believe that the Golden Bell grant is an integral factor in the success of schools in Boca Raton. Long ago, I made the decision to drive 45 minutes each way to teach in Boca, in large part because I am confident that I can get the funds needed to run a successful classroom, keeping the students involved and engaged on a daily basis. I could never find this anywhere else in the county. As a veteran teacher with over 30 years in the classroom, I want to say thank you to the Boca Raton Chamber of Commerce for their continued dedication to teachers and students in their area schools. This years Young Entrepreneurs Academy (YEA!) class had a sweet finish
Every year the Golden Bell Education Foundation hosts a chapter of the Young Entrepreneur Academy! program. In this program, students grade 6-12 create and develop a business plan while working in close partnership with local leaders of industries, community members and educators. The program is broken up into three segments as students are guided by their instructors and mentors, assisting, and challenging them throughout the nine-month long program. This year’s program came to a close on Wednesday, March 9th at the Investor Panel Competition held at the Boca Raton Innovation Campus. Students took the stage as they pitched their business plans to a panel of investors and requested funding. Each panelist is allocated a certain amount of money to distribute amongst their favorite businesses, our judges were so impressed - each student walked away with funding to help cover their startup costs. This year’s top three winners were Recipe Bounce by Robyn Sverdlik, Bridge Mate by Charlotte Rowling, and Gravitate by Nicholas Nau. All three businesses earned the most points and were granted the most funding. Our first-place winner, Robyn Sverdlik created Recipe Bounce to teach anyone the skills they need to bake from scratch without leaving their home. Recipe Bounce will have a monthly subscription where you receive baking supplies and three recipes with instructional videos a month. ‘Delicious shouldn’t be difficult!’ Learn more about the program or register for next year’s program at yeausa.org
