Connection to the Neighborhoods Location of the Park

In 2024, Paris will host the summer Olympic and Paralympic games. Two of the venues, as well as the Olympic Village, are in the Commune of SaintDenis, just a few kilometers north of Paris. Surrounding the Olympic sites are diverse residential neighborhoods centered by an industrial zone of warehouses. This proposal redevelops the industrial area into an Olympic Park, with an emphasis on connecting Hauts-de-Seine to Seine-Saint-Denis and a legacy plan for usage of the site after the Olympic games end.

Research

Motion of the City Paris is a city of monuments. From the Eiffel Tower to Arc de Triomphe, there are many recognizable structures and statues. The city layout highlights these on avenues and axes. These axes often extend from the bridges that cross the Seine River. For example, the axis that is Avenue des Champs-Élysées runs from Grande Arche de la Défense to Place de la Concorde as a continuous straight street, and even extends to the Louvre as an architectural axis.

The experience of crossing the bridge is to be able to feel the urban fabric of the city in all directions. In the direction along the axis, one sees the condition in which the streets and sidewalks prepare to cross the Seine.

Further down, the famed facades of Parisian buildings line the axis, with one of the “carrots” visible at the end of the street. Looking out from the bridge offers vistas through Paris and the Seine, such as the typical quaint Parisian scenes often portrayed along the banks of the Seine.

The Olympics are about celebrating human abilities with the best in sport competing for their country. The concept for the Olympic Park draws from the motion of the Seine River through Paris and the motion of the human body, creating strong axes from existing conditions and Olympic sites. The park provides space for people to exercise, play, live, and relax next to the water and even directly over it. The park ties together the Olympic Village, Olympic venues, and neighborhoods of different socioeconomic classes.

Design

Master Plan The overall plan for the Olympic park connects Stade de France and aquatics centre on the east side of the site to a future indoor arena on the west side (L’Île Saint-Denis).

The site for the park is located on an existing area with industrial warehouses, which disrupt a series of residential neighborhoods around it.

By reclaiming this land for park space, it unites these neighborhoods to each other while providing open space.

The master plan creates a connection between the departments of Seine Saint-Denis, the poorest department in France, with Hauts-de-Seine, one of the wealthiest, by continuing the park onto L’Île Saint-Denis, with pedestrian bridges allowing circulation across the Seine and through the park.

Extension of Neighborhood Street Grid to Form Axes

The Olympic park also connects the Olympic Village (designed by Dominique Perrault) with the planned park containing the aquatics centre (designed by VenhoevenCS and Ateliers 2/3/4/) and existing Stade de France.

The planned pedestrian bridge across the A1 highway creates an axis to use as a starting point for construction the network of axes on site. Two other catalysts are the center point of the site on L’Île Saint-Denis and the street grid of the residential neighborhood to the west of Stade de France. These construct the pedestrian routes through the park.

Within the park are public playing fields, a bike path and gardens, a metro station, pedestrian bridges over the train tracks, and an amphitheater and pedestrian bridge on the Seine.

Intervention

The Olympic Park Legacy Plan

The N14 highway runs North-South along the Seine on the west side of the site, creating a barrier unfit for pedestrians to access the water from the park. To resolve this, the park gradually slopes to create a tunnel over the highway, while also providing the height needed to create an amphitheater on the river bank.

A pedestrian bridge also follows the main axis on the site with additional stepped seating incorporated into the design of the bridge. This transforms the Seine into a venue, where Canoe racing can take place during the Olympics and floating concerts can happen afterwards.

After the Olympic and Paralympic games end, the park still has plenty of uses. It is located in Saint-Denis, an area of low median household income and socioeconomic issues related to that. The addition of a large public space with activities and access to public transportation to an area of lower income creates a desirable public space that is used by the residents of that area, as well as drawing visitors from the adjacent higher income areas. This brings more revenue to the department of Seine Saint-Denis and the businesses within that area, while uniting the communities.

On the other side of the pedestrian bridge, on L’Île Saint-Denis, is a site large enough for an indoor Olympic arena. To the south of the arena is a large parking lot and parking deck, just off of the A86 highway. This arena, in combination with Stade de France, the aquatics centre, the open space in the park, and the Seine River, the Olympic park is able to host a majority of the events at the Olympic games, entirely accessible by metro and walking distance to the Olympic Village.

Meshing this park into the existing urban fabric is a profitable investment for France because it will always have use. Nearby schools can use the sports fields for activities, the infill street grid south of the park can be developed into housing, including affordable housing, and the Seine can be used as a space for exercise, entertainment, and relaxation. The legacy left by this Olympic park boosts the social, economic, and cultural standing of Saint-Denis.
