Executive Summary

Executive Summary The strategic plan is an essential roadmap that was developed with intentionality and future-focused priorities that outline the vision, define goals, objectives, strategies, key performance indicators and initiatives for both the short- and long-term. Informed by residents of all ages, key stakeholders and other leaders, Reimagine Rockdale is a data-informed and imaginative opportunity to develop a new strategic plan through the examination and review of constructs that may influence the future. Rockdale County is facing challenges which are similar to many counties throughout the United States due to growth, economic and demographic changes, and paradigm shifts. The global COVID-19 pandemic expedited much needed advancements in administrative services, technology, and communications within Rockdale County Government. It helped set the tone for future-forward operational efficiencies that promote a more resilient and improved form of government, vital to the public service industry. Rockdale County’s demographic shifts now reflect a community of residents with majority age groups of 15 – 17 years old and 66+ years old; including changes in population and moderate shifts in cultural diversity. Adapting to these changes can be challenging for local governments; however, Rockdale County continues to make strides addressing diversity, equity, and inclusion to meet the needs of its constituents; and has been nationally recognized during the global pandemic for its efforts.

IMPORTANCE OF SMART GROWTH Development decisions affect many aspects of people’s everyday lives - their homes, their health, the schools their children attend, the taxes they pay, their daily commute, the natural environmental around them, and economic opportunity in their community. As Rockdale takes steps towards positioning the County for Smart Growth, our priorities consider development and conservation strategies that help protect our health and natural environment and make our communities more attractive, economically stronger, socially diverse, and resilient to changing landscapes.

Our Journey

The Past:

Our Progress The first settlers came to the area in the early 1700s, and populated the area along Hightower Trail. In 1816, the area officially opened to settlers, and a railroad was built to connect Augusta to Marthasville (current day Atlanta). The settlement’s first inhabitant was a blacksmith by the name of Holcombe. He owned a substantial amount of land and opposed the railroad coming through his property. Dr. W.D. Conyers, a Covington banker and railroad director, offered to buy the land from Holcombe. The two agreed on a price of $700. Holcombe sold the land to Dr. Conyers, and the land was donated to the railroad. The construction of the railroad remains an important element to the beginning of Conyers. First known as Conyers Station, the railroad authority named the City after Dr. Conyers because he easily negotiated the land transaction and played an integral role in its construction. By 1854, Conyers’ population reached 400, and the citizens advocated for the town’s incorporation. The Legislature introduced and passed a bill, and on February 16, 1854, Conyers became a town. The quick growth of Conyers continued during the Reconstruction Period (1867 – 1877), with the town’s population soaring from 300 to 2,000 citizens. The rapid growth and rising independence created a desire for separation from what was known as the “Upper End”, from Newton County. This spur in growth led to the creation of Rockdale County. Citizens elected John F. Hardin and John Harris of Newton County to the Legislature. In 1870 the state legislature created Rockdale County, naming it for the granite strata that produced the rocky hills and dales in the area. The bill to create a new county from Newton and Henry Counties, was approved on Oct. 18, 1870. Rockdale became Georgia’s 133rd county and is the second smallest in size of Georgia’s 159 counties. Covering 128 square miles, Rockdale borders Gwinnett and Walton Counties on the north, Newton on the south, and Henry and DeKalb Counties on the west.

Rockdale County celebrated 150 years

2021

Celebrated the Juneteenth Holiday for the first time. Chance to Advocate for Criminal Justice Reform It was of little surprise when Rockdale County, a majority Black county, voted to make Juneteenth an official holiday. But it may be surprising to hear the holiday is related to the criminal justice system. “Juneteenth by June 19, 1865, was a day that commemorates specifically the freedom of slaves who were in Galveston, Texas, who, after twoand-a-half years, had just learned of their freedom,” Johnson said. “And when I first learned about Juneteenth, the one thing I thought about was, that is so unfair; it took two and a half years for these people to learn about their freedom, they had the right to be free. And yet they would deny that freedom for over two and a half years. That’s the ultimate injustice.” Johnson said she knows what the criminal justice system has meant for African Americans and American history. “This has been a system that has been used as a tool of oppression for many, many years,” she said. “I knew that I had an obligation to always do the right thing, to seek equity, to seek justice.” Excerpt from 11Alive article, “Voices for Equality” published June 18, 2021

The removal of a 107-year-old Confederate monument located at the historic Courthouse in the heart of Olde Town Conyers, an executive decision made by Chairman Nesbitt on June 30, 2020, to symbolize “equal justice for all.” The Rockdale County Board of Commissioners voted unanimously at its meeting on September 22, 2020, to add Juneteenth (June 19) as an official county holiday beginning in 2021 (a year before the U.S. President announced it as a federal holiday). The Rockdale County Board of Commissioners made history at its December 8, 2020, meeting by appointing Marian McDaniel as the new Rockdale County Fire Chief, making her the first female and African-American fire chief in the department’s history and the 12th African-American female fire chief in the nation.

Access and Inclusion Initiatives In our quest for a more equitable and inclusive County, we often discuss diversity and equality but we must not overlook the equally vital aspects of accessibility and inclusion which strengthen our sense of belonging. These twin pillars are indispensable in the pursuit of true diversity, equity, and inclusion (DEI). Belonging is particularly essential in educational and workplace settings. When individuals feel like they belong, they are more likely to thrive and contribute fully to their communities and organizations. Accessibility and inclusion intersect and reinforce each other. When we prioritize accessibility, we create the conditions for inclusion to flourish.
