1.0 PROJECT INTRODUCTION INTRODUCTION TO PROJECT BRIEF This project is to design an ‘Urban Room’ in the heart of Kuala Lumpur, where it should demonstrate architectural interventions, which are drawn from the needs of the people, place, and is timely and relevant. This project should be highly engaging to appeal to the target user from all socioeconomic backgrounds, age, and ethnicity. Thus complementing and heightening the quality of the urban fabric through its architecture. Where the essence of the community can be strengthened with architecture that may blend in or be a driver to enhance the image of the place and its community.

PROJECT OBJECTIVES • Providing public space to promote community development • Establishing an urban respite and recreational facilities within a fastpaced city centre • To provide a platform for economic growth and advancement of local skillsets.

• To change the perception of different groups towards each other.

• To abolish the social stigma of the immediate context and its users.

• To provide opportunities for growth and learning to establish a more self-sufficient community.

PROJECT GOALS • To ensure the project can be delivered according to the project timeline within the budget and scope of works.

• To incorporate green and sustainable design strategies to optimise building efficiency and lower future running costs.

• Utilise available resources efficiently to prevent any unintended wastage.

PROJECT CLIENT Yayasan Chow Kit (YCK) is a NGO platform aiming to help and empower at-risk youth and children in Kuala Lumpur, by providing a diverse range of aid, facilities and education to enhance the livelihood of the marginalised. They offer programmes for education, arts and counselling to give opportunities for the children, ensuring equal development and welfare for the children.

Universal Music Malaysia(UMM), a division of Universal Music Group (UMG), the world leader in music-based entertainment.

Client Vision : Collaboration of YCK and UMM as main client could provide a better space for children to grow up in the community with a range of children friendly programmes for both migrants and locals.

The Kuala Lumpur City Hall is the city board that regulates the city of Kuala Lumpur. It guarantees the advancement of the city which covers viewpoints identifying with open transportation and city beautification. They are also responsible to ensure the design, planning and execution of the building are in compliance with the UBBL by laws set by the government.

1.0 PROJECT INTRODUCTION 1.2 Roles and Responsibility of Project Team 1.2.1 Architect Architects are appointed by the client as the lead consultant for the project, being in charge of design and project planning. They advice the client on appointing other consultants and construction professionals relevant to the project. Before the project is built, the architect will also prepare documents and relevant procurement drawings for planning applications. During construction, the architect will coordinate with the contractor to ensure client’s budget, design and quality requirements are met on time, ensuring the contract is fairly administered. Hence, the architect is involved in a project from beginning to the end, a critical role to ensure the client’s project is to be realized.

1.2.2 Quantity Surveyor Quantity Surveyor ensures timely delivery of the project with minimal effect on expenses as they manage the costs relating to building and engineering projects. From early design costs to final figures, quantity surveyors sought to minimize project costs to enhance value for money whilst ensuring that the project meets all legal and quality assurance requirements and regulations.

They also act as an estimator, negotiator, project coordinator and an expense manager for this project.

ROLES AND RESPONSIBILITY 1. Advising on the potential of a site and feasibility of initial design cost estimation.

2. Assisting in the valuation of claims 3. Preparing and evaluating costs of tenderers and contracts.

4. Arranging staff payments and settling final accounts 5. Reviewing construction plans and preparing quantity requirements.

6. Scrutinizing maintenance and material costs, as well as contracts to ensure the best deals.

7. Liaising with site managers, clients, contractors, and subcontractors.

8. Preparing reports, analyses, contracts, budgets, risk assessment, and other documents.

9. Advising managers and clients on improvements and new strategies.

10. Keeping track of materials and ordering more when required.

11. Documenting any changes in design and updating budgets.

1.2.3 Civil and Structural Engineer For this project, the appointed C&S engineer would be required to co-ordinate and consult with the architect. They are to advice on preliminary investigation and survey of proposed building sites to determine the ground conditions to assess foundation options, advising the architect’s design planning regarding technical problems and provide expert technical knowledge for the infrastructure and structural works of the project.

ROLES AND RESPONSIBILITY 1. Undertaking technical and feasibility studies including site investigations 2. Using a range of computer software for developing detailed designs 3. Liaising with clients and a variety of professionals including architects and subcontractors 4. Compiling job specs and supervising tendering procedures 5. Resolving design and development problems 6. Managing budgets and project resources 7. Scheduling material and equipment purchases and deliveries 8. Making sure the project complies with legal requirements, especially health and safety 9. Assessing the sustainability and environmental impact of projects 10. Ensuring projects run smoothly and structures are completed within budget and on time.

1.2.4 Interior Designer The appointed interior designers are responsible to design according to spatial requirements and allocating the most ideal decorations and spatial planning for each space. They specialize in the coordination of colors, lighting and materials within a space.

ROLES AND RESPONSIBILITY 1. Develop schematics and floor plans clearly defining furniture and display placement.

2. Preparing specifications of materials and furnishings related to the interior works.

3. Advice clients and coordinate with the consulting team on appropriate design choices for relevant spaces.

4. Creating timeline for the commencement of interior works and project cost estimations.

5. Coordinating materials and overseeing installation of materials and furnishings.

1.2.5 Mechanical and Electrical Engineer Mechanical and Electrical engineers are in charge of designing service systems for the building to make it more efficient, functional and safe. The job scope of Mechanical and Electrical engineers includes designing systems of ventilation, air conditioning (HVAC) lifts, lighting, electrical supply, telecommunication systems and more.

ROLES AND RESPONSIBILITY 1. Preparing detailing for building services design of building.

2. Interpreting design and drawings to propose ideal building service systems to client.

3. Preparing tender documents regarding mechanical and electrical works of the building.

4. Investigate equipment failures and difficulties to diagnose faulty operation, and to make recommendations to client and contractors.

5. Ensuring installation of building services on site are as per contract agreement.

6. Certifying of Form G of CCC for approval for completed mechanical and electrical works.

1.2.6 Landscape Architect Landscape architect is appointed for this project as a designer for the open spaces complimenting the built architecture. The landscape architect coordinates the arrangement of existing and proposed land features, They are in charge of designing the compound lighting, street furniture, landscaping and vegetation of the building ROLES AND RESPONSIBILITY 1. Analyzing site condition to determine potential of site for proposal to client.

2. Preparing cost estimation of softscape works.

3. Preparing specifications of vegetations involved in landscape design.

4. Conducting environmental impact assessments of project.

5. Coordinating with local authorities for approval of landscape works.

6. Certifying of Form G of CCC for approval for completed landscape works.

1.2.7 Town Planner The main contractor appointed for this project is binded under a traditional contract to construct the design completed by the consulting team with approval from the client. The contractors are required to communicate with the consultants and client to update and ensure the project construction is running smoothly. As the main contractor is only in charge of common construction works, sub contractors are employed for more specified tasks.

ROLES AND RESPONSIBILITY 1. Proposing ideal construction pricing to client for competitive tendering.

2. Prepare an appropriate overall project construction timeline 3. Coordinating inputs of other consultants correctly and translating them to real life construction.

The site needs a stimulant or a change in the existing system of community by cultivating a meaningful social culture and conversations.

Site B is located on a land used as a parking spot in the heart of Kuala Lumpur in the midst of famous tourists spot, such as Jalan Alor, Jalan Bukit Bintang and Jalan Pudu.

2.3 PESTEL POLITICS

The site is located adjacent to well known Jalan Pudu and Jalan Bukit Bintang, also nearby a cultural food hub street with is Jalan Alor. As it is located in the capital of Malaysia, Kuala Lumpur, it is surrounded by the governemt bodies such as Kuala Lumpur City Hall, DBKL.

The site is surrounded by varios vribrant and rich arts, cultural and heritage building. Therefore, the main site economical gain is generated by the local businesses, migrants businesses and target tourists.

SOCIAL

ECONOMICAL

Majority of users in the surrounding context are from the locals and migrants as the permanent user group. During the weekdays, the lacking of availability of amenities and unsafe environmental quality, the site are very usual with busttling traffic during traffic hours without high social quality. While the nightlife during the weekends tends to concentrate at a nearby street called Jalan Changkat.

DBKL developed an urban design strategy that street defined architecture where the building proposed must be adjacent to the surrounding neighbourhood.Green technology such as rainwater harvesting system to be abide as part of Green Building Index. New and modern TECHNOLOGY construction seem to be on a rise around that area, this development will contribute to that change and adapt to the modern technologies in construction.

Green Building Index (GBI) isn’t quite applied around the site’s context. Therefore, there is an aim to reduce the amount of artificial lighting and ventilation system used, replacing with a passive system. Not only that, vibrants connection to the site promotes friendly walking experiENVIRONMENTAL ence and reduce transportation in the site.

The new construction of the city lobby will abide to by-laws according to the regulations of the Uniform Building By-Laws 1984 (UBBL 1984).

It’s design, safety, construction method and other criterias of the building will abide all the requirements as stated. The legal requirement also set by other relevant authorities such as Dewan Bandaraya Kuala Lumpur.

We start to develop a general plan and basic exterior design and how the building operates through sketches and consultions with clients.

As sketch is refined, preliminary estimation for cost of construction based on current area, volume and shared with clients.

We prepare and submit drawings and necessary documents to the relevant authorities as required under any relevant laws.

Documents like sketches, models and emails are compiled for the main contractor of the project.

With the team of engineers,finalize on the technical aspects and engineering, after obtaining the necessary approvals from client. This includes the structural detailing and engineering.

Client prepares to select the contractor for the project and we will invite tenders to work or collaborate with other consultants engaged by client.

The results of the tenders are then evaluated by the design team and a report as well as recommendation will be submitted to client.

Contract given to the chosen contractor and begin preparing the building contract documents, either alone or with other consultants appointed.

3.0 PROJECT PHASES 3.1 Basic Services in Architectural Practice After satisfied that the building is fit and safe for occupancy, we will issue a certificate of completion and compliance to the main contractor, that satisfies built drawings and submitting maintenance manuals together with all warranties to client.

After being satisfied that all defects to the building have been rectified, we will issue a certificate of making good defects.

Finally, we will prepare the final accounts for the contract and issue a final certificate of payment to the contractor.

We consult client to select the appropriate materials, including the interior finishes, windows, doors and fixtures.

We will revise the drawings with more details to allow other consultants to commence their respective detailed design work. For exp, the engineers will begin on the structure, plumbing, electrical, heating and ventilation systems if necessary.

We together with client finalizes the interior and exterior design, the design development phase ends.

After the CD, we will then supervise the construction works to ensure the construction is done in compliance to the CD. The submittals and drawings from contractor and product manufacturers are reviewed, as well as the application for payment from the main contractor.

Questions from the main contractor are also resolved by us as the architects, as there are always unforeseen circumstances that happens in the construction project.

3.0 PROJECT PHASES 3.2 Process of Planning and Building Submissions and Project Tender 3.2.1 Schematic Design Stage During this stage :-

1. Discuss with clients & stakeholders to determine the project’s development objectives and requirements.

2. Prepare a preliminary design proposal to interpret and/or formulate the project’s brief/terms of reference based on information from the Client.

3. Lead the coordination with consultant Mechanical & Electrical and Civil & Structural Engineers, Quantity Surveyors, and associated professionals such as Property Consultants, Land Surveyors and Town Planners, to ensure the preliminary design proposal meet the Client’s requirements.

4. Upon the Client’s approval of the preliminary design proposal and instruction, to prepare and submit schematic design drawings to the local authority for planning approval [Kebenaran Merancang or equivalent] based on the specific Local Authorities requirements.

5. If any kind of appeal is required for the planning approval, then to check with the Local Authorities on the possibilities of the appeal to be approved before submission. Pre-council or pre-submission checks with the Local Authorities will be done prior to the formal submission.

In Malaysia, any building / settlement that one intent to build must firstly obtain the approval of Development Order (Kebenaran Merancang).

In order to get this Development Order sort out, developer or client must get their consultant team on board: 1. Architect – To furnish client with all necessary drawings and will act as the Superintendent Officer (S.O).

To advise regarding the local planning rules & regula tions and will submit the complete set of D.O. submission to OSC on behalf of client / developer.

Advise client regarding the necessary civil & structural requirement and also to provide the necessary draings.

4. M&E Consultant - To advise client regarding the necessary mechanical & electrical requirement and also to provide the necessary drawings.

5. Quantity Surveyor - To advise regarding the preliminary cost / feasibility of the project and later stage for tender and claim verification.

6. Land Surveyor To sort out the land matters.

Development Order Development Order is the confirmed planning of the development. Whatever is approved during the D.O. stage must be followed later on. The developer / client must settle off the land matters / preliminary design and as well as firm on the type of development as well as the build up area, number of units and number of parking provided.

All these must be coordinated by the consultant team and also from the developer side. Weekly / fortnightly Client- Consultant Meeting (CCM) may be required in order to coordinate on this submission and this process may takes up about 6 month to 2 years before D.O. is finally approved.

D.O submission can be made to the local authority department which is called One Stop Centre, OSC. OSC will act as a coordinator for the local authority internal department and also toward the external approval agencies like SYABAS, TNB and IWK. Submission Requirements Subseksyen 22 (2) of Act 172* has explained the things that should be considered by the local planning authority before considering or making a decision on an application for planning permission. Among them include: 1. Provisions - provisions of the development plan which has been gazetted or in preparation.

2. Instructions - the instructions given by the State Planning Committee (if any).

3. Provisions - Sewerage Services Act 1993.

4. Proposed Development Report.

5. Objections made Neighbouring landowners under Section 21.

6. Applications should consult the National Physical Planning Council (NPPC) 7. Commentaries of the technical departments concerned.

3.0 PROJECT PHASES 3.2 Process of Planning and Building Submissions and Project Tender 3.2..2 Design Development Stage During this stage :-

1. Upon issuance of the planning approval [Kebenaran Merancang or equivalent] by the local authority, to review the requirements set in the planning approval, 2. Lead the coordination with consultant Mechanical & Electrical and Civil & Structural Engineers and associated professionals such as Land Surveyors and Town Planners, in order to coply with the requirements set in the planning approval 3. Review the current/coordinated and authorities’ compliant design against the Client’s project brief/terms of reference including cost and time implications 4. Building Plan Approval Submission Requirements The submission requirements usually depend on the local departments. Different departments of the local authority in different district areas have different checklists for Building Plan Submission. Generally, the submission requires plan fee proof payment, fee calculation sheets with working calculations details as well as building plans endorsed by Architect/ Engineer including key plan, site plan, floor plan, roof plan and elevation plan (front, rear, and side).

Submittal requirements for land subdivision shall be resubmitted for Building Plan Approval, plus additional details sufficient for construction to be carried out such as follows: 1. Layout plans must be accompanied with setting out details showing precise location of the complete stormwater management system proposed.

2. Drawings of conveyance facilities shall show the longitudinal sections and cross-sections with indication of peak discharge water levels for the designated return periods.

3. Detention/retention and water quality control facilities shall be detailed out in plans and cross-sections. Additional details shall be included to show inlet/ outlet systems and other pertinent components.

4. Detailed calculations shall be submitted to show peak discharge and pollution reduction are under control. For infiltration control, soil investigation borelogs (showing ground water tables) shall be submitted together with laboratory soil permeability test results.

5. Design calculations and drawings shall generally follow the format as established in the SWM Manual.

6. Erosion and sedimentation control plan shall also be submitted.

3.2.3 Contract Documentation During this stage :1. Upon instruction from the Client, to prepare working details and construction drawings for the architectural works 2. Finalise detailed coordination with consultant Mechanical & Electrical and Civil & Structural Engineers in order to comply with the requirements and conditions set by the authorities in the Building Plans approval against the Client’s project brief/terms of reference, 3. Review the Tender Document prepared by the Quantity Surveyor to ensure completeness and conformity with the Architectural design and the Client’s project brief/terms of reference, 4. Review Project Cost and Schedule prior to the Calling of Tender against the Clients’ requirements 5. Coordinate the preparation of documentation for constructional purposes by all consultants.

6. Finalizing detailed design to enable preparation of bill of quantities (B/Q).

Bill of Quantities BQ is a document prepared by the cost consultant (often a quantity surveyor) that provides project specific measured quantities of the items of work identified by the drawings and specifications in the tender documentation.

The quantities may be measured in number, length, area, volume, weight or time.

Preparing a bill of quantities requires that the design is complete and a specification has been prepared.

The bill of quantities is issued to tenderers for them to prepare a price for carrying out the works. The bill of quantities assists tenderers in the calculation of construction costs for their tender, and, as it means all tendering contractors will be pricing the same quantities (rather than taking off quantities from the drawings and specifications themselves), it also provides a fair and accurate system for tendering.

The contractor tenders against the bill of quantities, stating their price for each item.

This priced bill of quantities constitutes the tenderer’s offer. As the offer is built up of prescribed items, it is possible to compare both the overall price and individual items directly with other tenderers’ offers, allowing a detailed assessment of which aspects of a tender may offer good or poor value. This information can assist with tender negotiations.

B/Qs is not necessarily useful for every type of project or procurement system and this is the main issue contributing to the declining usage of B/Qs in the construction industry in Malaysia. This scenario is because of the processes of design, documentation and construction tend to run almost parallel to one another and the tendering process is much shortened. The adaptability of B/Qs depends on the types of procurement system in traditional procurement and non-traditional procurement system where both processes involved are different.

For non-traditional procurement system, the contractors still have to prepare a document comprised of the concept design or schematic design and a proper cost document for bidding purposes and this document can be as detailed as to become a “concise B/Qs” but there is no specific term used for such document.In traditional procurement system, the design and the construction are carried out by separate organizations.

Some basic characteristics of traditional procurement system are as follows: 1. Project delivery is a sequential process.

2. The design of the project is largely completed before work commences on site.

3. The responsibility for managing the project is divided between the client’s consultants and the contractors, and there is therefore little scope for involvement of either of the parties in the other’s activities.

4. Reimbursement of the client’s consultants is normally on a fee and expenses basis, whereas the contractor is paid for the work completed on admeasure or lump sum basis.

There are many different types of tenders that can be used in different given situations. There are open tenders, selective tenders and negotiated tenders. Selective tendering is chosen for this project. Selective tendering will tend to be faster than open tendering, and can be seen as less wasteful, as there is no pre-qualification process as part of the tender procedure itself, and only suppliers that are known to be appropriate for the proposed contract are invited to prepare tenders. It can also give clients greater confidence that their requirements will be satisfied.

Single Stage Tendering Tenderers are shortlisted by the client & the consul tant, and the bids will be obtained from the selected tenderers only. The adequate number of bidders maybe eight.

Selective Tendering

Selective (Competitive) Tendering Process Selective tendering only allows suppliers to submit tenders by invitation.

A pre-selected list of possible suppliers is prepared that are known by their track record to be suitable for a contract of the size, nature and complexity required. They might then be asked if they would be interested in tendering for the contract, and then based on the responses received, a number of them invited to tender (generally no more than 6).

From the tenders received, a preferred tenderer is selected based on criteria such as price and quality and negotiations entered into.

Consultants or experienced clients may maintain ‘approved’ lists of prospective suppliers appropriate for particular types of contract and then regularly review performance to assess whether they should remain on the list.

Two-Stage Tendering In the first stage, suitable contractors will be selected by evaluating their pre-qualification parameters (Past Experience, Strength of Resources, Financial Capabilities, etc..). In the second stage, negations will be carried out with the selected contractors and finalize the contractor, who is getting the award of the contract.

TENDER DOCUMENTS INCLUDE: 1. A letter of invitation to tender.

2. The form of tender.

3. Preliminaries: including pre-construction information and site waste management plan (if required).

4. The form of contract, contract conditions and amendments. This might include a model enabling amendment for building information modelling (BIM), making a BIM protocol a contractual document.

5. A tender pricing document (or contract sum analysis on design and build projects).

6. Employer’s information requirements for BIM. 7. Design drawings, and perhaps an existing building information model.

4.0 PROJECT PROCUREMENT 4.1 Cost Estimation CONTRACT PROCUREMENT ( Traditional Procurement Method ) The method of procurement selected for this project is traditional procurement.

The traditional procurement route involves separating the design process from the construction process. The main contractor will carry the works and prepare the tender documents. PAM Contract 2006 clearly states the project manager handles the most responsibility with the contractor following orders from the architect, therefore a separation between constyruction team and the design team and majority of the responsibility is transferred to the contractor.

LUMP SUM CONTRACT

Usually, the bill of payments are in a lump sum and the contractor can submit an adjustment of the contract sun if there is fluctuations or other circumstances. A lump sum contract is a contract with a single lump sum price for all of the works and the contractor is responsible for completing the project within the agreed fixed cost set forth in the contract.
