their majority on the Court is all that mattered.

The President and his increasingly partisan congressional supporters and the cheering crowds in his increasingly frequent rallies on taxpayer time and money clearly seem to believe that Democrats and liberals are a greater threat to America than Russians and North Koreans. Many more Republicans voiced outrage over peaceful protests and the civil disobedience during the nomination process, both essential American traditions, than they did to the viciousness of the white supremacist violence at Charlottesville last year.

One of the great virtues of the American Constitution has been the provisions that have protected the rights of minorities. However, as we sadly discovered in the 19th Century, these provisions are open to abuse by those willing to manipulate power ruthlessly in order to sustain their interests over those of the majority and of individual fellow citizens. That was the essence of the nullification controversy and the slavery crisis which led to our Civil War when a selfish minority was willing to revert to force to maintain their privileges at the expense of the majority of the American people.

The election of 2000 marked the beginning of a new period in American history during which a Republican minority has repeatedly contrived to control the instruments of power for its exclusive benefit, rather than the nation as a whole. First, a narrow Republican majority on the Supreme Court intervened in the 2000 election controversy to manufacture an Electoral College victory (271 to 266) for George W. Bush and put him in the White House with more than a half million less votes than Al Gore.

Then despite Democratic support for President Bush’s war on terror, cooperation with his No Child Left Behind educational reforms and other bipartisan efforts, the Tom DeLay led Republican Party simultaneously revived the Gingrich winner-take-all philosophy and worked tirelessly to redraw electoral districts across much of the nation. The goal was to undermine the representation of increasing minority populations who side with the Democrats in favor of declining Republican leaning white publics that vote Republican, and it worked. The unprecedented gerrymandering actually enabled Republicans to increase their congressional and state legislative strength for over a decade.

In 2008 despite Barack Obama’s election by a large majority, the Republicans formulated a new goal of preventing his reelection in 2012. By adopting a practice of ultra-opposition in Congress, many traditional 4 Joaquín NOVEMBER 2018

areas of some bipartisan cooperation in public policy, such as education, environment, trade and foreign policy, were stalemated.

They also succeeded perversely in blocking many mundane actions, such as approving of nominations to the lower courts, and even shut down the government over budget approval and debt extension measures that had been the subject of bipartisan collaboration for over half a century. The birther movement wed the GOP to ethnic hatred and the beginning of the Party’s disregard for truth and the deconstruction of our bipartisan national narrative. The ultimate rejection of common interest and Constitutional responsibility was in refusing to allow even consideration of a moderate Democratic nominee, Merrick Garland, to the Supreme Court for nearly a year.

As the 2016 elections approached, the growing tribalism of the Republican approach to government resulted in another drastic outcome. Desperate to reverse Obama’s national popularity and in order to counter the prospect of another Democratic candidate viewed as a monstrous foe, Hillary Gene Bigler, PhD Clinton, the RepubliWriter & consultant cans decided to take on on global affairs, their own monster. Unidos Contra la Intimidación

tockton Unificado mostró su determinación contra la intimidación escolar celebrando el Día de la Unidad, emblemático evento del Mes Nacional de Prevención de la Intimidación. Para participar en el Día de la Unidad, los docentes, personal y estudiantes vistieron de naranja como muestra de apoyo a los estudiantes que han sido víctimas de acoso o intimidación.

Los estudiantes de la Primaria Hong Kingston realizaron su marcha anual de Día de la Unidad dando vueltas al patio, completo con estandartes naranjas y estudiantes coreando “¡No más intimidación!”. Luego los estudiantes presenciaron “Las Jirafas No Bailan”, especial comedia puesta en escena por estudiantes PLUS. Muchos más a través del Distrito fueron encabezados por estudiantes en el programa PLUS —iniciativa a cargo de jóvenes que se vale cualidades de liderazgo social para conectar a todos los alumnos de un campus.

tockton Unified schools took a stand against bullying by celebrating Unity Day, the signature event of National Bullying Prevention Month. To participate in Unity Day, faculty, staff, and students wore orange to show support for students who have been bullied.

Students at Hong Kingston Elementary attended their annual Unity Day march around the playground, complete with orange banners and students chanting, “No more bullying!” Students then attended a special play of “Giraffes Can’t Dance”

presented by PLUS students.

Many more across the district were led by students in the PLUS program, a youthfacilitated program that utilizes social leadership qualities to connect all students on a campus.

jalá me pudiese acordar de mis sueños esa noche! Lo que sí recuerdo es la primera imagen cuando abrí los ojos al amanecer. Veo la figura de un indígena recogiendo pedazos de leña y, volteando, veo cortas llamas casi lengüeteándole sus pies descalzos. Escucho los suaves sonidos de las consonantes de una lengua nativa. Donde dominan la “t” y las “s”. A veces casi imagino que sé lo que dicen. Cuando les hablo en español las respuestas son directas y cortas, pero respetuosas.

Esperan a que coma primero. No puedo cambiar eso. Llegan un par de hombres tarahumaras que recogen naranjas. “Buenos Días” y ambos estiran su mano para saludar, solo un toque, no la estrechan. Cuando se han ido me pregunto si realmente los vi. Deben haber sido unas cinco palabras que intercambiaron niños y hombres.

Es hora de iniciar la caminata cerro arriba porque pronto el día estará de lleno sobre nosotros. Serpenteamos para ascender, parando aquí y allá. Lorenzo demuestra su dominio de la honda, disparando piedras a cien pies con velocidad y puntería. No detenemos para un almuerzo de tortillas y frijoles en la primera cresta. El almuerzo incluye un par de partidas de tiro de moneda. Avanzamos hacia la cima.

Rodamos rocas cañón abajo y tentamos al demonio dando rebotes en una flexible rama de roble que crece horizontal, proyectándose sobre el vacío. Es diversión gratuita. Lo estoy pasando bien con estos chicos. No obstante, el último trecho me está matando pero ellos siguen dándole adelante como si nada.

Luego cruzamos otro cordón de cerros ¡Me lleva la…! esperaba que esta fuera la cima y se distingue todavía otro cordón en la distancia y renuevo la marcha, siguiendo a los chicos que parecieran no caminar, sino danzar. Sí, ahora recuerdo, los tarahumara son conocidos por un juego parecido al fútbol que cubre hasta doscientas millas de distancia, que continua sin parar por dos días, en los que patean una pelota de madera, pasándola de 6 Joaquín NOVEMBER 2018

corredor a corredor. Son corredores de primera línea, conocidos por su “caza por persistencia” en la que siguen a venados o pavos a un paso constante por un día o dos hasta que el animal, literalmente, cae de cansancio.

Por fin pasamos las pequeñas granjas y estamos de regreso en la tiendita para una Coca-Cola. Uno pone el dinero en un canasto y se sirve solo. En el lugar hay cinco o seis hombres hablando en tarahumara. Me cuido de no llamar su atención porque sé que si uno los mira directamente se irán. Soy la visita.

Es su tienda. Así que me siento dándoles la espalda, relajándome y adaptándome a la situación. Aquí no hay alcohol por lo que el ambiente es muy tranquilo. El gobierno está instalando electricidad y para el próximo año tendrán agua corriente.

Noté algo en la puerta de la tienda, lo que me da un escalofrío. Un anuncio de cuarentena por Paludismo. Hmm. Se me llena la cabeza de temores cuando pienso que he comprado comida en una tienda que está en cuarentena.

Pronto es hora de irse y le extiendo la mano a Lorenzo para un leve contacto y enfilo de regreso a casa de Gustavo. No ha vuelto aun de sus ventas en el tren turístico. Parto leña y hablo con su mujer.

Hoy se ha atrasado Gustavo y ya han regresado todas las camionetas. Por fin entra en la casa, porque se ha tenido que venir a pie. Le pregunto si tiene una guitarra, y pron-

to regresa con una que halló en casa de sus padres. Los deleito con mi música esa noche.

Le escribo unas notas y aprende a tocarlas bastante rápido.

Paso otra noche en el asiento de la Chevy, escuchando un montón de tos y el llanto del bebé. La mañana es más fría y puedo notar que cambia el tiempo. Estamos a mediados de noviembre. Lorenzo dice que lloverá en tres o cuatro días y que dentro de una semana estará nevando. Noto algo nuevo en la puerta de su casa ¡Es otro aviso de cuarentena! ¡Chin! Debo saber que está pasando. Gustavo dice que el gobierno trajo píldoras para todo el mundo, pero no se las toman. Me lleva a la casa que están levantando con adobes de ladrillo. Es mucho más grande y tendrá piso de cemento y electricidad. Pero los hábitos son los mismos; escupir en el suelo y tirar los restos del vaso también.

Sí. Está cambiando el clima. Esta mañana nos encontramos arropados alrededor de la estufa en la cocina mientras su esposa hace gorditas —pastelillos de maíz rellenos de papa y chile para vender en el tren turístico. Me doy cuenta que ya es hora de irme. Él quiere que me case con su hermana (¡Que la canción! ¡Ya me han puesto en esta misma situación más de una vez!)

wish I could remember my dreams that night! I do recall the first image of the dawn though, as I opened my eyes. I see the shape of an Indian picking up pieces of wood and turned over to see short flames licking at bare feet. I hear soft consonant sounds of an Indian language: T’s and S’s dominating.

Sometimes I almost imagine I know what they are saying. When I talk to them in Spanish the answers are direct and short but polite.

They wait until I eat first. I can’t change that. A couple of Tarahumara men come along

picking oranges. “Buenos días”, and we both reach to shake hands, but it is just a touch, no grip. As they leave I wonder if I really saw them. There may have been five words exchanged between the kids and the men.

Soon it is time to begin the hike uphill as the head of the day will soon be on us. We are weaving uphill, stopping now and then.

Lorenzo is demonstrating his prowess with his sling, shooting stones a hundred feet with speed and accuracy. We stop for a lunch of tortillas y frijoles on the first rim. A couple

of games of coin toss happens during lunch.

We move on towards the top. We roll rocks into the canyon and take a wild ride bouncing on the supple branch of an oak growing sideways hanging over a cliff. This is simple fun. I’m having a blast with these kids. The last stretch is killing me though and they are still jamming on ahead.

Then we cross another ridge. Jeez! I had hoped this would be the top. Another ridge looms in the distance and I plod on, following the kids who are almost dancing along. Yes, I remember now, the Tarahumara are known for a soccer-like game that encompasses up to two hundred miles of distance, and continues nonstop for two days, in which they kick a wooden ball, passing it from runner to runner. They are world-class runners, known for “persistence hunting” of deer and wild turkeys by following them at a steady pace for a day or two until the animal literally drops from exhaustion.

Finally we pass the little farms and are back at the store for a coke. You put your money in the basket and help yourself. Five or six men are standing around talking Tarahumara. I keep a low profile because I know if I look at them directly they’ll go away. I’m the visitor; it’s their store. So I sit with my back turned, relaxing and taking it in. there is a very tranquil feeling. The government is installing electricity now and next year will bring running water.

I notice something on the door of the store, which gives me a start. A quarantine notice of “Paludismo”. Hmm. The thoughts swim through my head as I think about buying food from a store that is under quarantine. Soon it is time to go and I extend my hand to Lorenzo for a touch and head back to Gustavo’s. He is not back yet from vending to the tourist train.

I chop wood and talk to his wife.

Today Gustavo is late returning as all the trucks have already returned. He finally enters the house, having had to walk back. I ask him if he has a guitar, and soon he returns with one he found at his parents’ house. They enjoy my music that night. I write down some chords and he learns to play quickly.

I spend another night on the Chevy seat, listening to much coughing and the crying of the baby. Next morning is colder and I can tell the weather is changing. It is mid November now. Lorenzo said it will rain in three or four days and will be snowing within a week. My eyes catch something on the door to their house, and it is another quarantine sign! Damn! I must find out what this is. GusWarren Haak tavo says the government De Anza College gave out pills to everyCupertino, CA one, but they don’t take them. He takes me over to the house he is building of adobe bricks.

It is larger and will have a cement floor and electricity. The habits remain the same though; spitting on the floor and dumping the remains of your glass on it.

Yes, the weather is changing. We are huddled around the stove in the kitchen this morning as his wife makes gorditas – corn cakes filled with potatoes and chili to sell to the tourist train. I realize it is time for me to move on. He wants me to marry his sister. (Boy, have I been in that situation several times)!

The truck is late as I bid goodbye to Guadalupe and the kids and so we set off to walk three miles to the train station. One lady is carrying the gorditas, and the other the hot sauce. The train arrives and I squeak by with my few pesos left to buy a ticket to Chihuahua, and eat gorditas. Some Mexicans on the train explain what Paludismo is: it is a blood disease carried by mosquitoes, like Malaria. Oh boy!

I grow uneasy as I count my bites.

there is no problem for me at this time of year because I’m heading north where it will be colder. If I get fever and chills though, after 15 days, go and get a blood test. I’m feeling really run down from the last few days. A good meal and a real night’s sleep do me wonders.

The next day I am headed north by train.

After a flop in a cheap hotel I found myself walking across the International Bridge from Ciudad Juarez to El Paso. As I was still “living the 70’s” my wandering was not through. I decided to head to Española, New Mexico to visit a woman I had met in 1979 in Otavalo, Ecuador. That’s another story.

Sin embargo si dentro de los próximos quince días me afiebro y siento escalofríos, debo hacerme un examen de sangre. Me siento realmente agotado por los pasados días. Una buena comida y una noche bien dormida me hace milagros.

El próximo día me dirijo al norte vía ferrocarril. Después de una mala noche en un hotel de tercera me hallo caminando por el Puente Internacional desde Ciudad Juárez a El Paso.

Dado que estaba “viviendo los 1970s” mis correrías no habían concluido. Decidí enfilar a Española, Nuevo México, a visitar a una mujer que había conocido el 1970 en Otavalo, Ecuador. Pero eso es otra historia.

Este número contiene los dos últimos relatos de inmigrantes hispanoamericanos en Lakewood, NJ, o sus alrededores, donde el autor —jubilado del Servicio de Relaciones Exteriores de los EEUU, y su esposa, sirvieron como voluntarios (2014 y 2016), conociendo de las aspiraciones, experiencias y retos de la comunidad inmigrante hispanoamericana.

Escapando la Violencia de Honduras A Eduardo y su familia les estaba yendo mucho mejor que a la mayoría en su país. Era propietario de una joyería en Tegucigalpa que les proporcionaba un sólido ingreso. Tenía un matrimonio estable, dos talentosos hijos que eran destacados estudiantes, y había aceptado el puesto de obispo de una congregación de la Iglesia de Jesucristo de los Santos de los Últimos Días. El día que su empleado vino desde el interior a decirle que dos hombres venían a ver al obispo, asumió que venían por un asunto de la iglesia. Resultó que era por otro asunto. Le informaron que estaban preocupados por su familia y ofrecían ‘protegérsela’ por una cuota.

Como la mayoría de sus compatriotas, Abelardo no confiaba en las autoridades como para llevar el tema a su atención, por lo que comenzó a pagar. Con el pasar del tiempo los pagos requeridos comenzaron a subir dado que los pandilleros probablemente creían, equivocadamente, que él podía conseguir dinero no solo de su negocio, sino también de su iglesia. A principios del 2014 le informaron que debía entregar una suma que estaba muy fuera de su alcance en un plazo de una semana o algo terrible le pasaría a un miembro de su familia. Sabía que era una amenaza muy real porque ya había visto lo que le había pasado a otros que ignoraron demandas similares. Compró boletos aéreos para su familia, consiguió visas de visita y tres días más tarde llegaron a la casa de un primo en Nueva Jersey. Esto le proporcionó una base temporal mientras trataba de obtener asilo y un lugar permanente donde vivir. Unas semanas más tarde la familia se mudó a Utah, donde pudo hallar un trabajo de tiempo parcial con un joyero. A este punto perdimos contacto con él.

This issue contains the two remaining stories of Hispanic immigrants residing in or near Lakewood, New Jersey, where the author, a retired Foreign Service Officer, and his wife served as community service volunteers from 2014-2016 and learned of the aspirations, experiences and challenges of the Hispanic immigrant community.

Fleeing Violence in Honduras Eduardo and his family were doing much better than most people in his country. He owned a jewelry business in Tegucigalpa that provided a solid income. He had a stable marriage, two talented children who were outstanding students, and he had accepted the position of bishop for a congregation of the Church of Jesus Christ of Latter-day Saints. The day his employee came to the back room to tell him two men wanted to see the Obispo (bishop), he assumed they had come on church business. It turned out they had other business. They informed him they were worried about his family and offered ‘to protect’ it for a fee. Like most of his fellow citizens, Abelardo did not have enough confidence in the authorities to bring the matter to their attention and he began making payments. Over time the required payments increased as the gang members probably wrongly assumed he could get money not only from his business, but his church. In early 2014 he was told he would have to come up with an amount that was well beyond his means within a week or something terrible would happen to a member of his family. He knew this was not an idle threat as he had seen what happened to others who ignored the demands. He bought plane tickets for his family, managed to get them visitor visas and three days later they arrived at the home of a cousin in New Jersey.

It gave him a temporary base from which he could try to look into asylum and a more permanent place to live. A few weeks later, the family moved to Utah, where he was able to find at least part-time work with a jeweler. We lost contact with them at this point. continúa a la vuelta

Es aquí donde se enfrentaron a una disparidad demográfica que frustra a mucho inmigrante masculino: son muchísimo más los hombres que las mujeres quienes migran a los Estado Unidos. En esto, Lakewood se parece a un campamento minero. Aquellos que buscan pareja deben competir por alguien en un muy reducido grupo de jóvenes hispanas solteras, o hallar la forma de conectarse con alguien fuera de su cultura, una complicada empresa para alguien con limitaciones tanto en su educación como en el dominio del lenguaje — además del problema de haber inmigrado sin autorización. En muchos aspectos, estos jóvenes eran atractivos candidatos. Bien parecidos, sobrios, con empleo y respetuosos, pero, para cuando nosotros nos alejamos de su comunidad, estaban aún buscando compañía.

Los hispanos se han enfrentado a muchos de los mismos desafíos y oportunidades que experimentaron inmigrantes anteriores, pero muchas de sus dificultades están, mayoritariamente, confinadas a sus comunidades. En los últimos años tanto las actitudes de la gente como las políticas gubernamentales han complicado las cosas. Los empresarios todavía los reciben y en muchas partes del país son aceptados como simplemente una pieza más de la diversidad de la fibra cultural estadounidense pero, su creciente número, temores de la ciudadanía de su posible asociación con pandillas y el tráfico de drogas, agendas políticas, y campañas de control por el gobierno, han hecho la inmigración cada vez más difícil. que intentan traerse a sus familiares lamentan el alza de la tarifa de un coyote —$1000 a $3000 hace algunos años— a entre $8 y $10 mil por estos días, acompañados de una alta posibilidad de fracaso.

Unos pocos de aquellos que conocimos decidieron regresarse su lugar de origen, pero la mayoría están empeñados en vivir el resto de sus vidas en su país de adopción, tanto para su propio beneficio como el de sus familias.

Mientras la vida siga percibiéndose mejor en El Norte, van a seguir existiendo inventivos migrantes dispuestos a correr el riesgo y buscar oportunidades en este país.

Jorge hails from Puebla, Juan from Guatemala. Both came across the border in Texas seeking work to help support their families back home. Both quickly picked up valuable skills in construction and settled into steady employment, one as a painter and the other as a framer. Their earnings and simple life style produced an income that allowed them to make monthly remittances to their mothers and still have money left over. As they approached their upper twenties they began thinking about marriage and starting a family. This is where they ran up against a demographic imbalance that plagues many young immigrant men. Far fewer young women migrate to the United States than young men. In this respect, Lakewood resembles a mining camp. Those seek-

ing partners must compete for one in a very limited pool of young single Hispanic women or find a way to connect with someone outside their culture, a daunting venture for someone with limited education and English language skills and the baggage of an unauthorized entry. In many respects these young men were attractive candidates. They were handsome, sober, employed and respectful, but as of the time we left their community, they were still searching for companions.

Hispanics have faced many of the same difficulties and opportunities experienced by earlier immigrants, but some of their challenges are largely confined to their communities. In recent years public attitudes and government policies have made things more difficult. Employers still welcome them and in many parts of the country they are regarded simply as one piece in the patchwork that makes up the U.S. cultural quilt, but their high numbers, public fears of their association with the drug trade and gangs, political agendas and government crackdowns have made entry increasingly difficult. Those trying to bring family members lament the increase from a typical coyote fee of $1000-3000 several years ago to $8-10,000 accompanied by higher failure rates in recent times.

A few of those we knew decided to return to their countries of origin, but the majority were committed to living the rest of their lives in their adopted country for their own benefit and for the benefit of their families. As long as life appears better in El Norte, resourceful migrants will continue to run the risks and seek opportunities in this country.

Health Going to Ashes Thomas Block, West Farmington, OH

I

t is no secret that coal ash poses toxic problems for the coal industry. Where does the industry put the ash debris after the coal has been burnt to fuel power plants?

One place is in Mabette Colon’s neighborhood. Every morning while Mabette is in school, her mother wipes the ash dust from the furniture in their home. By the time she returns home from school, the dust from the five-story high mountain of coal ash nearby, has settled anew. It sneaks in through the cracks and pores of their home1. Mabette has suffered multiple breaks in her brittle bones in her 18 years due to the cadmium in the dust that Mabette breathes in. Her mother suffers from osteoporosis due to the coal ash exposure. Friends and relatives who live around her suffer from rare cancers and are plagued by respiratory diseases. Clean, unpolluted air does not exist in Mabette’s neighborhood. She might as well live in a coal mine.

In 2015, the first-ever coal ash regulations were passed under the Obama administration.

This long-needed attention was in response to a lawsuit on behalf of a dozen organizations protesting the leaking of coal ash sludge into groundwater aquifers, lakes, rivers, and streams from unlined ponds, landfills, and earthen dams2. These coal ash impoundments contain cobalt, lead, lith- i um, molybdenum, cadmium, radium, thallium, arsenic, e t c . 3.

Un lugar de éstos es el vecindario de Mabette Colón. Cada mañana, mientras Mabette está en la escuela, su madre saca el polvo de ceniza que cubre los muebles de su casa.

landfills that were breached by tropical storm Florence, sending their toxic brew of chemicals burying North Carolina communities under that ash5. There is no need to mention the pig poop that is also coating portions of North Carolina as a result of the same hurricane.

As a quick aside, it must be noted that the federal government allows individual states to determine how disposal of wastewater from fracking wells and coal ash can be used to “de-ice” roads during winter only to be absorbed into the ground during spring thawing, especially in Appalachia6.

While Mabette was speaking to Congress, the Environmental Protection Agency’s (EPA) administrator Scott Pruitt was planning to undermine Obama’s coal ash regulations that require utility companies to inspect their coal ash heaps and monitor surrounding grounds for contamination. Joyce and Jim Cravens of Indianapolis, IN, must filter out the arsenic, lead, and molybdenum contaminants from their well water situated within a mile from the Indianapolis Power and Light’s Harding Street station. Their lives and others’ depend on the monitoring of the coal ash pit: “That’s why we needed this rule so gutting it would have particularly disastrous consequences in large coal ash-producing states, states such as Indiana”7. Yet, utility companies have told Pruitt that the inspections and monitoring are too expensive.

The present administration’s plans would also ignore the dangers to citizens with a lax requirement that polluters leisurely clean up their coal ash spills. For instance, Pruitt’s rewrite deliberately omits “In the event of a release from a Coal Combustion Residuals (CCR) unit, the owner or operator must immediately take all necessary measures to control the source(s) so as to reduce or eliminate, to the maximum extent feasible, further releases of contaminants into the environment.”

His arguments would return oversight to a bureaucracy crippled by the private sector prior to Obama regulations and characterized by the 2008 spill of toxic coal ash sludge from a Tennessee Valley Authority (TVA) plant in Harriman, TN, that released over a billion gallons of toxic sludge, and a 2014 broken pipe at the Duke Energy’s Dan River plant polluting 70 miles of the that river in North Carolina and Virginia with 39,000 tons of coal ash8.

Jack Spadaro, a former administrator of the National Mine Health and Safety Academy, shockingly responded, “Removing the duty to immediately respond to a disaster places 12 Joaquín NOVEMBER 2018

communities near coal ash dams in great jeopardy”9.

Duke Energy’s Cayuga Generating Station along the Wabash River in Indiana critically needs frequent monitoring. The groundwater around the plant moves more fluidly as does the groundwater along other waterways 4.

While remedial actions such as excavation and lining of pits —according to utilities— are too expensive, they propose a ludicrously, deceptive cap-in-place solution which has been approved by the Pruitt’s EPA as “equally protective” as the lining. How placing a “cap” over a liquid mass will stop the contaminating and leaching of heavy metals and other poisons into the groundwater is insane!

Y eso sin mencionar el estiércol porcino que también tapiza áreas de Carolina del Norte, producto del mismo huracán.

Como dato aparte, notemos que el gobierno federal permite a los estados determinar individualmente cómo desechar residuos de fracturación hidráulica y ceniza carbonífera utilizándolas como “deshielante” de caminos durante el invierno, solo para ser absorbidos por el suelo durante los deshielos primaverales, especialmente en las montañas Apalaches6.

At 5 years old, I started to show a love of and skill in art. I created my first clay sculpture after the rain on the land where my house was built, in Honduras, an area of red and black dirt hills and my first painting was done with colored pencils. I am a sculptor, painter, musician and master tailor.

My goal is to share my talent and knowledge of art with those in the community and to encourage others in spiritual and material ways – in the ways I see and think about art… a science of life and freedom.

A los cinco años comencé a mostrar atracción y talento por el arte. Realicé mi primera escultura de arcilla después de la lluvia, en la tierra donde se levantaba mi casa en Honduras, en un área de colinas rojas y negras, y mi primera obra fue pintada con lápices de colores.

Soy escultor, pintor, músico y maestro sastre.

Mi objetivo es compartir mi talento y conocimiento del arte con aquellos en la comunidad, y motivar a otros en forma espiritual y material —de la manera en que yo veo el arte…una ciencia de vida y libertad.

Sinaloa’s Kenia Garcia was the “living” face of the 2018 Mexican Heritage Center’s Día de los Muertos events — the “Día de Muertos Demystified” symposium, and the “Muertos Ball at the Ave on the Mile” on the last days of October. Future Catrina Pageant winners will earn a free professional prep and photo session and will be featured on the cover of the next Joaquin Magazine Día de Muertos’ editions.

Kenia García, de Sinaloa, fue la cara viva de los eventos patrocinados por el Centro del Patrimonio Mexicano, el simposio “El Día de Muertos desmitificado”, y el “Baile de Muertos en el (restaurant) Ave on the Mile” celebrados a fines de este pasado Octubre. Are You a Lawnmower Parent?

efore you get mad thinking I’m stereotyping Latinos as gardeners and landscapers, hold up. It’s not that kind of parent I’m talking about, I’m referring to the type of Latino parent who plows down any obstacle or hardship in their child’s path. When their kid is distressed because of homework overload, lawnmower parents go into plow mode. Or, when their child is having personal conflicts with peers at school, they start revving up their lawnmowers.

They do this because they’re loving parents and believe protecting their kids from adversity is going to make them happier.

They want to clear the path, so their kids can glide through life without the challenges they grew up with.

But, shifting into lawnmower parent mode is a bad idea. To better explain how it is dangerous, let me a share a quick story.

This past week during a walk, a woman in front of me abruptly stopped because her son threw himself on the ground. This little guy wanted something and began crying.

on the floor in their jobs, marriages, and in other challenging situations. They don’t learn the skills to “suck it up” and figure out how to move through a challenge, obstacle, or crisis.

What they learned is that if they don’t get their way, or if something becomes too difficult, they get to wimp out and go into coddle mode.

As Quetzal Mama, I’d never recommend that a parent shield their kids from adversity.

Instead, I’d tell them to lean into the hardship.

Don’t run from it. Run toward it. Yes, embrace the obstacles. In fact, there’s been a lot of coverage on this topic of “overparenting”, “helicopter parenting” or “lawnmower parenting.” For example, former Stanford University Dean, Julie Lythcott-Haims, talked about this in her book: How to Raise an Adult: Break Free of the Overparenting Trap and Prepare Your Kids for Success. And recently, Dr. Sheryl Ziegler spoke about this in her book, Mommy Burnout. Lastly, I speak about this in my parenting book, How to Raise Latino Superstars, in English and Spanish.

So, what does this have to do with college admissions? It has a lot to do with college admissions. For one, students who have learned how to deal with adversity will have stronger academic outcomes including higher GPA’s, higher graduation rates, higher rates of college enrollment, and higher rates of completing college degrees. Second, colleges are very interested in students who have adapted, overcome, and maneuvered through life’s hardships. In fact, one of the prompts on the Common Application (the one used for nearly all competitive private colleges) specifically asks about failures, obstacles, and hardships.

Why would these colleges care? Because they want students who have learned how to overcome challenges. Many of their incoming freshman encounter culture shock, academic overload, and cutthroat competition. These colleges know that students who are skillful at dealing with crisis and major hardships will be able to cope and adapt. Ultimately, these students will be successful at their campuses.

In fact, read below the #2 prompt for students applying to colleges like Stanford, Harvard, and Yale: The lessons we take from obstacles we encounter can be fundamental to later success. Recount a time when you faced a challenge, setback, or failure. How did it affect you, and what did you learn from the experience?

how to successfully tackle life’s challenges.

When our kids witness us dealing with hardships by working through them, and not running from them or having a meltdown, they develop confidence and strategies to do the same. Thus, when they’re confronted with a crisis, they can deal with it. It’s kind of like saying, “M’ijo, it’s nothing. Watch how papá does this. You can do the same.”

On the other hand, if we parents allow our kids to have meltdowns —and even commiserate with them— we’re doing more harm than good. I’m not saying to ignore your child or to coldly dismiss their crisis. Instead, acknowledge the situation, express some healthy empathy, but then shift into empowerment mode.

Steering clear of the lawnmower parenting mode will benefit your child, his future employer, future life partner, and your future grandkids! ¿Es Ud. un Papá Cortacésped? viene de la vuelta

ésta no era la primera vez que este chico recurría a ello. Había aprendido que si se tiraba al suelo en público, su mamá iba a correr a complacerlo. Quería decirle que cuando uno se doblega y consiente a sus hijos cada vez que arman un escándalo todos pierden. De hecho, esos mismos chicos crecen Quetzal Mama Roxanne Ocampo para, metafóricamente, lanzarse al suelo en sus San Marcos, CA empleos, matrimonios, y otros retos de la vida. Nunca aprendieron la habilidad “de aguantárselas” y pensar como sobrepasar un desafío, obstáculo o crisis. Lo que han aprendido es que si no se hace lo que ellos quieren, o si algo se pone demasiado difícil, pueden amorrarse y enfrascarse en modo-capricho.

Como Quetzal Mama, nunca recomendaría que un papá proteja a sus niños de la adversidad. En cambio les diría que se hagan cargo, que no se le escondan, sino que le salgan al paso. Sí, recibir los obstáculos como oportunidades. De hecho se ha escrito mucho en el tema de “sobre-criar”, “papás- helicóptero” y “papás-cortacésped”. Por ejemplo, la ex-decana de la Universidad de Stanford, Julie Lythcott-Haims, escribe sobre esto en su libro Cómo Criar a un Adulto: Libérese de la Trampa de Sobre-Criar y Preparen a Sus Hijos para Triunfar. Y, más recientemente, la Dra. Sheryl Ziegler tocó el tema en su libro, Mommy Burnout (Fatiga Maternal). Finalmente, yo abordo el tema en mi libro de crianza, Como Criar Súperestrellas Latinas, tanto en

inglés como en español.

Y bueno ¿Qué tiene todo esto que ver con el ingreso a la universidad? Mucho. Para empezar, aquellos estudiantes que han aprendido a enfrentar la adversidad van a tener resultados académicos más sólidos, con un mejor promedio de calificaciones, mejores posibilidades de graduación, de ingreso universitario, y de terminar una carrera. Segundo, las universidades están muy interesadas en estudiantes que se han adaptado, superado o sorteado las barreras de la vida. De hecho, una de las preguntas de la Solicitud Común (la que utilizan casi todas la universidades exclusivistas) consulta específicamente sobre fracasos, obstáculos y dificultades. ¿Por qué es importante para estas universidades? Porque quieren estudiantes que han aprendido a sobrepasar barreras. Muchos de los universitarios novatos se enfrentan a un shock cultural, sobrecargo académico, y competencia brutal. Estas universidades saben que los estudiantes que tienen experiencia en enfrentar crisis y obstáculos mayores podrán superarlas y adaptarse. Al final, estos estudiantes triunfarán en estas escuelas. Por otro lado, si los padres permiten que sus chicos se amorren —en incluso se solidaricen con ellos— están haciéndoles más daño que favor. No estoy proponiendo que ignoren a su chico o que fríamente desdeñen su crisis. Lo que digo es, admitan el problema, demuestren una sana empatía, para luego darles confianza en que pueden salir solos del conflicto.

n su nuevo libro, Olivia Sosa captura la experiencia de vida de su padre y tíos en noventa páginas de hechos históricos y familiares. Una maravillosa fuente de archivo histórico embebido en una biografía de gente que conocimos y quisimos, individuos que nos deleitaron cuando estábamos alegres o nos consolaron cuando estábamos tristes.

“Los Mariachis de Chapala” le cantaron a México desde Chapala a Guadalajara, desde donde una joven seguidora del grupo llamada Eva siguió a su hombre —el que eventualmente sería el padre de Olivia— a Cananea, a Mexicali para cruzar la frontera, llegar a Los Ángeles, y finalmente a Stockton donde se convirtieron en el mariachi Los Jilgueros.

Sosa describe el amor por la música, tocado en instrumentos hechos a mano, sin instrucción formal, esencialmente basándose en su oído y los consejos de otros músicos.

I

n her new book, Olivia Sosa has captured her father and uncles’ life experience in ninety pages of family and historical fact. What a wonderful source of archival history placed in a biography about people we knew and loved, individuals who entertained us when we were happy and soothed our sorrow when we were sad.

“Los Mariachis de Chapala” enter tained Mexico from Chapala to Guadalajara where a young groupie named Eva followed her man —who was to become Olivia’s Richard Soto father— to Cananea and Biblioteca then Mexicali crossing the San Joaquin border and making their Murrieta Library way to Los Angeles and then Stockton where they became mariachi Los Jilgueros.

Sosa describes the love of music played on hand made instruments without official training, just relying on their ears and consejos from other musicians. The life of a musician has never been easy —and this has never been illustrated better than by Sosa, as she

translates her father’s words and his journey and the many broken promises that were made to his family. So many payments never made, accommodations that never came through, food that was never delivered.

In one of the most tragically narrated scenes, Mr. Sosa describes the treachery inflicted upon him —and thousands of other innocent Mexican campesinos looking for work— under the dog-eat-dog Bracero Program. If you think that life was easy coming to the United States with promises of milk and honey in your eyes you need to read this heart-wrenching chapter. But all was not bad, and Mr. Sosa also tell us of a farmer who did care for his workers.

The highlights of this book are the documenting of personal lives lost, the tremendous love of music that kept them going, playing and entertaining from one town to the next.

We in Stockton, myself, my sisters and our friends loved the music of Los Jilgueros and, now, I have had the opportunity to read their life story.

This small but exciting book was worth the wait. Thank you, Olivia Sosa, for sharing your family and their music with us. Los Jilgueros became part of the fabric de Stockton.

They saw, yes they saw the beginning of a New Age, a Quinto Sol, Fifth Sun four already expended. It would be the last, the Last Sun for you.

Setting forever into a despicable horizon, then rising as sun of blood, greed and corruption.

Yet you welcomed these men clad in iron, with their priests bearing New Gods, riding on demons with four legs, bearing swords of steel and spitting death. were these the gods prophesied you must have wondered? so you kept a cautious hand on your lance and knife.

Had Tezcatlipoca failed you? Had the heaps of the sacrificed corpses have been all in vain? you led them to the heart of tenochtitlan and offered them gold and turquoise in exchange for trinkets. mirrors reflecting images of evil, war, corruption and desolation.

You paraded them through your city streets as guests and how they must have marveled at your monuments, your pyramids, canals and market places touting wares of all the Americas.

But when they took your king hostage, you knew these were not friends, and his murder that night was the supreme insult! and when the moon was just right your armies pounced! only to discover that they too bled crimson. your army of warriors had caught them asleep.

Those seeking escape on the levies found your bridges gone! plunging into dead space and the bitter cold waters of lake texcoco, some drowning with their booty of gold, rather than to let it go and swim to safety. from your boats you heaved your spears and launched your arrows of obsidian into the Soft hearts of these scoundrels and they died by the hundreds on this wretched night, this sad night, this Noche Triste.

Foolishly you must have celebrated this fleeting triumph believing those who survived would crawl back to the hell they came from; but how could you foresee they would only regroup to return again, engorged by hundreds of your enemies, mercenaries seeking revenge for the years of war and oppression you had exacted on them.

O’ Tenochtitlan wondrous floating city in this watery paradise; your feeble prayers, sacrifices and defenses were no match for the eagle, and his brutal talons.

How you must have wept when they surrounded your island cut off from food and water, bleakly awaiting the inevitable; valiantly (or foolishly) tried flee the incessant barrage of cannon balls that devastated all that you knew of as your world and though you vowed to fight to the last man and woman it was desolation, hunger and disease that brought you to your knees as you watched the quinto sol rise, shining bright as ever over a vanquished nation to be subjected to New Masters, New Gods and a new language for 300 hundred years to come.

Vieron, sí vieron el comienzo de la Nueva Era, un Quinto Sol cuatro ya idos. Iba a ser el último, el Último Sol para ti.

Poniéndose para siempre en un despreciable horizonte, para luego levantarse como sol de sangre, codicia y corrupción.

No obstante acogiste a estos hombres vestidos de hierro, con sus sacerdotes cargando Nuevos Dioses, cabalgando en demonios de cuatro patas, portando espadas de acero y escupiendo muerte. ¿Eran éstos los dioses profetizados, se preguntarían ustedes?

Por eso mantuviste cautelosa la mano en tu lanza y cuchillo. ¿Te había abandonado Tezcatlipoca? ¿Habían sido las montañas de cadáveres, sacrificios en vano? Tú los llevaste al corazón de Tenochtitlán y les ofreciste oro y turquesa a cambio de bagatelas.

Espejos que reflejan imágenes del mal, guerra, corrupción y desolación.

(The Sad Night) marks the night Hernan Cortez and his soldiers were driven out of Tenochtitlan by the Aztecs/Mexica after their king, Moctezuma II, is murdered.

Cortez lost as many as 500 of his men this night and he was gravely wounded. He would gather new forces and with native allies, return a year later to conquer them.

The Aztecs surrendered on August 13, 1521. The Aztecs believed they had lived through four “suns” or ages in the past, each ending in catastrophe, and that the Fifth Sun would be their last.

Nota del autor: La Noche Triste marca la noche en que Hernán Cortez y sus soldados fueron expulsados de Tenochtitlán por los aztecas-mechicas después que su rey, Moctezuma II fuera asesinado. n a pit they found my brother’s shirt; a bit wrinkled as he usually wore it during the demonstrations, demanding freedom for the latest arrestees.

It still showed the mending that my mother’s accurate stitches little by little, darned by needle, and now transformed in gaps like eye-witnesses to the mute massacre.

Today my brother rises from the depths, howling to the moon.

They also found his girlfriend’s white blouse with smears of blood, like red flowers blossoming in early spring.

She prayed alongside the workers in the improvised chapel at the sidewalk during the strike; the soldiers desecrated the wall behind leaving carnage and a sequel of screams that refused to deny what they saw.

They found my sister’s blouse with a void over its heart.

Her little classmates, now without voice, held unconsciously a bygone time.

She fell, short of her eleventh year, her hand stretched and an extinguished shriek.

To her side was the strangled grandma, with the rest of her basket’s remains and a stream of voices still singing names and surnames.

There were some neighbors waving their hands as if on their daily walk; with their skulls pulverized. There were strangers who tripped into hell and some other passersby intermingled with the bullets, busy sculpting bone lumps.

They were curled up, alone, waiting for the oblivion of gunpowder.

There were five, or ten, or twenty, I don’t know how many. There were hundreds, thousands.

They were mountains, rivers of boiling bones, trembling in rage, like drums.

Telluric bellowing exploding like uncomfortable blisters, deflowering the dermis, overflowing into undesirable belches, like spurting rivers from the clandestine graves

Aún tenía el remiendo con las puntadas intactas que mi madre fue zurciendo a punta de aguja, ahora convertida en boquetes como ojos testigo de la masacre muda.

Hoy surge mi hermano desde las entrañas rugiendo libre a la luna.

También encontraron la camisa blanca de su novia con plastas de sangre como flores rojas que se exhiben temprano en primavera.

Muertos Bring Life to Stockton Ed Ramírez, Linden, CA

Muertos dan Vida a Stockton

his year the Mexican Heritage Center (MHC) sponsored an expanded Día de los Muertos celebration in Stockton - organized by MHC’s Día de los Muertos Fiesta Board.

The Fiesta board was headed by Saul Serna and his wife Sonya who took leadership roles in organizing three events including: a symposium on origins and history; a ball (dance) at the Ave On The Mile restaurant; and an expanded Street Fiesta. These events combined with the MHC’s Altar Exhibition and Blessing organized by MHC President Grace Madrid launched an impressive initiative that enhanced appreciation for cultural diversity and artistic expression in Stockton.

This year altars’ exhibition in the MHC’s gallery contained a wide variety of exhibits (altars and art work). The altars captured deep cultural roots embodying the meaning and symbols of a five century old Mexican tradition as well as contemporary artistic and creative expression. The color, artistry and level of investment (time and money) represented in the exhibits was eye catching and an impressive celebration of the lives of the deceased loved ones honored in the altars.

Each year there is usually a center-piece exhibit featuring an organization, but this year the Orosco family was featured. This family has an impressive history of participation and leadership in Mexican American athletics in Stockton. Two of the family’s patriarchs, Sachus (1927-2015) and Primo (1929-2015) were co-founders of the Cal-Mex Baseball League —established in 1955. Over the last 63 years, the Cal-Mex League has become an athletic “institution” in the San Joaquin Valley.

ste año, el Centro del Patrimonio Mexicano (MHC) auspició una ampliada celebración de Día de los Muertos en Stockton —organizada por el comité Fiesta de Día de los Muertos de dicha organización.

El comité de la Fiesta fue encabezado por Saúl Serna y su esposa Sonya, quien asumió el liderazgo en la organización de tres eventos que se presentaron: un simposio en orígenes e historia; un baile en el restorán Ave on the Mile, y una Fiesta Callejera extendida. Estos eventos, combinados con la Exhibición y Bendición de Altares en el MHC —bajo la dirección de la presidente del MHC, Gracie Madrid— dieron inicio a una gran iniciativa que buscó ampliar la apreciación por diversidad cultural y expresión artística en Stockton.

La exhibición de altares de este año en la galería del MHC comprendía una amplia gama de displays (tanto altares como artes plásticas). Los altares encarnan profundas raíces culturales que reflejan el significado y simbolismo de una tradición mexicanas de ya medio milenio, aunadas a expresiones artísticas y creativas contemporáneas. El color, detallismo y entrega (en tiempo y dinero) representado en los displays era tan llamativo como impresionante en la celebración de la vida de los seres queridos homenajeados en estos altares.

Cada año hay, generalmente, una pieza central representando a una organización, pero este año se destacó a la familia Orosco. Esta familia tiene una impresionante historia de participación y liderazgo en el atletismo mexicoamericano de Stockton.

Dos de los patriarcas de esta familia, Sachus (19272015) y Primo (1929-2015) fueron co-fundadores de la Liga de Béisbol Cal-Mex —establecida en 1955. Por los subsiguientes 63 años, la Liga Cal-Mex se ha instaurado como una “institución” atlética continúa a la vuelta

maintained the baseball diamond at Stribley Park. League co-founder Primo Orosco also won league batting titles, founded the PanAmerican baseball club and was an accomplished amateur boxer and champion. Also, honored in the altar were: Tony Orosco (19222010) an AAU heavyweight boxing champion (1947) who managed the Stockton Jamaica during the 1950’s and 1960’s; Joe Orosco (1924-2016) an AAU, U.S. Army and Golden Gloves middleweight boxing champion; Catalina Orosco Vasquez (1926-1996) for a time Joe’s sparring partner and mother of nine; and, Beatrice (Bea) Orosco Hernandez (1931-2016) who served on the Fine Arts and Cultural Affairs Commission of Los Alamitos, Ca. Under the leadership of Sonya Serna, the symposium on the origins of Día de los Muertos was held at the MHC’s gallery on October 19th - with 130 in attendance. The event was successful in achieving its goal – clarifying the origins and dispelling misconceptions— drawing surprising commentaries like, “I thought it (Día de los Muertos) was Mexican Halloween,” “didn’t really know anything other than it was a Mexican traditional holiday,” “didn’t know it had a Catholic and Christian foundation,” etc.

Both the “indigenous” and “Spanish/ European” historical roots were explored, and Alicia Ramirez discussed teaching Día de los Muertos at the K-12 grade levels. She shared the student learning process, common student impressions and insights —as well as pictures of student class projects (altars and La Catrina dolls).

Students greeted and signed guests, dispensed handouts and copies of Joaquin Magazine (October issue dedicated to Día de los Muertos). Once in the gallery, guests were treated to an abundant spread of tasty Mexican appetizers, wine tasting and, after the presentations, to the talent of singer/guitarist Dinorah Klinger.

Student hosts represented both Cesar Chavez High School (MEChA) and the Delta Vista program at Venture Academy. Of note, Councilwoman Christina Fugazi attended and facilitated participation by the Delta Vista program students demonstrating her impressive level of community involvement and support.

ton with a Catrina contest and an excellent Taco Bar. This year’s Street Fiesta was expanded to a four-street layout that included a parade, a car show, food vendors, 30 arts “n” crafts vendors, altar exhibits, face painters, a kids’ corner, a Catrina pageant, folkloric dancers, Aztec dancers, live Latin music by the local group Latin Soul, and the South American rhythms of San Francisco’s Sang Matiz.

The Fiesta signaled the conclusion of a great sequence of creative, and well-designed of Día de los Muertos events.

Sachus Orosco jugó y fungió, además, como director del equipo, propietario, comisionado de la liga, anunciador de juegos, e incluso se preocupaba del mantenimiento del diamante de béisbol en el Parque Stribley. El co-fundador Primo Orosco —además de talentoso y campeón de box aficionado— también Ed Ramírez obtuvo títulos de bateador Linden, CA de liga, fundó el club de béisbol Pan American. El 19 de octubre —bajo el liderazgo de Sonya Serna y con 130 asistentes— se realizó el “simposio” sobre los orígenes del Día de los Muertos en la galería del MHC. El evento fue exitoso en su objetivo —aclarar los orígenes y corregir distorsiones— con muchos y sorprendentes comentarios como “pensaba que (Día de los Muertos) era una Noche de Brujas mexicana”, “no sabía mucho más que no fuera que era una celebración tradicional mexicana”, “no sabía que tenía raíces católicas y cristianas”, etc.

Se abordaron tanto las raíces históricas “indígenas” como “euroespañolas”, y Alicia Ramírez habló de su experiencia de enseñar sobre Día de Muertos a nivel de kínder a 12º grado.

Detalló el proceso de aprendizaje estudiantil, impresiones y reacciones de los estudiantes —como también ilustraciones de proyectos de salón de clases (altares y muñecas de La Catrina) Los est udiantes i nscribían, entregaban volantes y copias de la revista Joaquín (edición de Octubre dedicada al Día de los Muertos). Una vez en la galería, las visitas se podían deleitar con una abundante variedad de antojitos mexicanos, muestras vinícolas y —después de las presentaciones— al talento de la cantante y guitarrista Dinorah Klinger.

Los estudiantes-anfitriones representaban tanto a la Secundaria César Chávez como al programa Delta Vista de la Academia Venture.

Digno de nota, asistió la concejal Christina Fugazzi —quien facilitó la participación de los estudiantes del programa Delta Vista, demostrando su gran nivel de integración y respaldo a la comunidad.

El “Baile de Día de Muertos” del 26 de octubre, combinó cumbia, merengue y reggaetón con un concurso de Catrinas y un excelente Taco Bar. La fiesta callejera de este año se extendió hasta cubrir cuatro cuadras e incluyó un desfile, una exhibición de autos, ventas de comida, treinta puestos de artesanía, altares, caritas pintadas, juegos infantiles, concurso de belleza catrina, bailes folclóricos, aztecas, la música latina del grupo local Latin Soul y el ritmo sudamericano de Sang Matiz, de San Francisco.

La Fiesta marcó la conclusión de una gran secuencia de creativos y bien-planeados eventos de Día de los Muertos.

The Sinking Valley El Valle se Hunde

C

entral Valley residents live on the dry side of the mountain which impedes any social improvements. Not only are we hobbled by inept local governments, and political indifference, but drought conditions add to our stranger than fiction existence.

In a time when water ran naturally, Southern California and large areas of the Central Valley remained unpopulated or agriculturally modest, relying mostly in underground aquifers. Lands were inexpensive and investing in a greener future was a risky business. Then magic happened. It was called lobbying. Dry land investors and owners managed to get taxpayers to pay for huge aqueduct systems and reservoirs that kept former Central Valley parched farms wet, and Southern California golf clubs and pricey subdivisions green —and residential pools filled.

But climate change does not heed politics or special interests, and a dwindling Sierra snowpack and insufficient rain diminished fresh water supplies, while summer Jorge Martínez Stockton, CA temperatures steadily increase year after year, causing longer droughts and stressing irrigation resources. So farmers —and specially Big Ag industry— went back to pumping the ground. This time not for subsistence, but to protect their investments.

This greatly affects, indirectly, the most vulnerable Central Valley communities. Most unincorporated —largely agricultural worker bedroom enclaves— and suburbs depend on water tapped through wells. These are the first to feel the impact of dwindling flows, initially by quantity, then by quality, as they intake tox-

Governor Jerry Brown signed a bill tracking groundwater drilling, but its enactment does not apply until 2020, which leaves many thousands of suburban and rural residents exposed.

Groundwater occupies an underground space that is heavily compressed by layers of soil and —while pumping and replenishing rotation is equal, little changes. But if it is not, the weight collapses the void and the earth naturally sinks. According to the Department of Water Resources the Central Valley has sunk five inches between I-5 and Highway 99 due to over-pumping of groundwater. The sunken area —known as subsidence— is the size of Rhode Island. An area near Corcoran, in the Tulare basin, sank 13 inches in an 8-month period. Inversionistas y propietarios de tierra seca lograron que los contribuyentes pagaran por grandes acueductos y represas que regaron los áridos ranchos, enverdecieron los clubes de golf y afluentes fraccionamientos del sur californiano —y llenaron sus albercas residenciales.

Pero al cambio climático no lo afectan ni las políticas ni intereses creados, y una decreciente acumulación de nieve en la Sierra e insuficiente lluvia han reducido las reservas de agua dulce, al tiempo que el alza anual en temperaturas veraniegas causan sequías más largas y agotan los recursos de irrigación.

Así, los rancheros —y especialmente la agroindustria— retornan a la práctica de bombear el subsuelo. Esta vez no por subsistencia, sino para proteger su inversión.

I nd i rect a mente, esto afecta en gran medida a las comunidades más vulnerables del Valle Central.

La mayoría de los poblados rurales —generalmente residencia de trabajadores agrícolas— y los suburbios urbanos dependen de aguas extraídas desde pozos.

Estos son los primeros en sentir el impacto de la reducción en flujos, primero en cantidad, luego en calidad dado que bombean minerales tóxicos sin disolver que, antes, se mantenían en el fondo de nuestros acuíferos.

El gobernador Jerry Brown firmó una ley que supervisa la extracción de aguas subterráneas, pero no entra en vigencia hasta el 2020, lo que deja expuestos a muchos miles de residentes rurales y suburbanos.

that sank 8 inches in 4 months last year.

Evidence of what happens when this problem is ignored is that between 1925 and 1977 —when groundwater was the sole source of irrigation in large agricultural sections of the Central Valley— there were areas that sank 28 feet!

The main problem is that there is no real government oversight for drilling wells for groundwater so pumping is not only indiscriminate and irresponsible, but Big Ag has been paying farmers to pump well-water into aqueducts and canals that feed the Southern Valley and even Southern California. The proposed Twin Tunnels have the same purpose, but that’s a separate issue.

Therefore, groundwater over-pumping is having real consequences in our side of the mountain. According to a NASA research, roads can be broken, pipelines exhumed and the slope of the land altered, changing drainage patterns and increasing the danger of flooding.

El Valle se Hunde viene de la vuelta

se hunde. Según el Departamento de Recursos Hídricos el Valle Central, entre la Interestatal 5 y la Carretera 99 se ha hundido 5 pulgadas por causa del bombeo subterráneo excesivo.

El área hundida —denominado como subsidencia— es del tamaño de Rhode Island. El año pasado un área de Corcorán, en la cuenca de Tulare, se hundió en ocho pulgadas en un periodo de solo 8 meses.

Evidencia de lo que ocurre cuando se ignora este problema es que entre 1925 y 1977 —cuando las aguas subterráneas eran la única fuente de irrigación en grandes secciones agrícolas del Valle Central ¡hay áreas que se han hundido 29 pies!

El mayor problema es que no hay un verdadero control gubernamental respecto de perforar pozos de modo que el bombeo no solo es indiscriminado e irresponsable, sino que la agroindustria ha estado pagado a rancheros para que bombeen agua de pozo en los canales y acueductos que alimentan el sur del Valle, e incluso el sur de California. Los propuestos Túneles Gemelos tienen el mismo propósito, pero ese es otro asunto.

Por lo tanto, la sobre-extracción de aguas subterráneas está teniendo reales consecuencias en nuestro lado de la montaña. Según un estudio de la NASA, se pueden quebrar carreteras, pueden exponerse tuberías, y se puede alterar la cadencia de la tierra, cambiando los patrones naturales de las corrientes e incrementando el riesgo de inundaciones.

idential candidacy over to the one true popular demagogue, Donald Trump, they could find.

That extreme machination succeeded in producing the awkward outcome of an Electoral College victory for Trump with just 46 percent of the vote, and equally distorted outcomes for Congress. In the House, the Republicans got their majority of 241 seats (55 percent of the body) with just 49 percent of the votes cast. In the Senate, the GOP retained a two-seat majority and actually won 22 of the 34 contested races, with just 42 percent of the votes cast.

Now as a further consequence of that election, just 50 Republican senators, representing states with only 44 percent of the American people, have restored the Republican majority on the Supreme Court by appointing a highly partisan judge, approved by less than a third of the American people (barely 31 percent in a national opinion survey in September).

Tribalism is on the rise in the Democratic Party too. Yet they still embrace and empower the agendas of independents and ideologues, respect the diversity of Senators from Hirono to Menendez and Booker, advance a rising tide of power women, and celebrate all the rest of the complexity and creativity that America can throw at them without yet selling their souls to a populist demagogue or adopting a winner-take-all mentality.

As the 2018 elections approach, all Americans need to be asking whether they want more deepening of the partisan polarization that stimulates Republicans and threatens to undermine our most revered Constitutional traditions and democracy. It is my hope that the growing majority that supports the Democrats will be sufficient to convince Republicans to forsake their “politics as war” mentality to become a responsible minority before they have to be crushed and discredited the way their pro-slavery, Jim Crow, silk stocking, and segregationist predecessors were in the past. ¿Hay Paz en el Horizonte del GOP? viene de la pág. 4

aseguraba Obama nació en África— asoció al GOP con el racismo y fue el principio del desdeño por la verdad de ese Partido, y el desmantelamiento de nuestra narrativa nacional de bipartidismo. El rechazo al interés común y la responsabilidad constitucional más emblemático fue negarse siquiera a considerar —por casi un año— la nominación de un demócrata moderado, Merrick Garland, a la Corte Suprema.

A medida que se aproximaban las elecciones del 2016, el creciente tribalismo de la política del Partido Republicano concerniente al gobierno resultó en otro drástico desenlace. Desesperados por revertir la popularidad nacional de Obama y para contrarrestar el prospecto de otro candidato considerado un monstruoso rival, Hillary Clinton, los republicanos optaron por su propio monstruo.

Entregaron la candidatura presidencial de su partido al más popular y auténtico demagogo que pudieron encontrar, Donald Trump. Esta riesgosamente extrema maquinación les granjeó el bizarro triunfo en el Colegio Electoral para Trump con solo el 46 por ciento de los votos, y con un igualmente distorsionado resultado en el Congreso. En la Casa, los republicanos obtuvieron una mayoría de 241 escaños (55% de la asamblea) con solo el 49 por ciento de los votos contados. En el Senado, el GOP mantuvo su ventaja de dos escaños y, en realidad, ganaron 22 de las 52 elecciones en juego, pero con apenas el 42 por ciento de los votos sometidos.

Ahora, como consecuencia adicional de dicha elección, solo 50 senadores republicanos —representando solo al 44% de la ciudadanía estadounidense, han restaurado la mayoría republicana en la Corte Suprema confirmando a un juez abiertamente partidista, aprobado por menos de un tercio de la población nacional (apenas el 31% según una encuesta nacional de septiembre).

El tribalismo va en alza en el Partido Demócrata también. Aunque todavía abrazan y propugnan la agenda de independientes e ideólogos, respetan la diversidad de senadores desde Hirono a Menéndez y Booker, se unen a la marea del poder femenino, y celebran todo

el resto de la complejidad y creatividad que los EEUU les puede tirar al paso, sin, aun, venderse a un demagogo populista o adoptando una mentalidad de ganar-a-como-dé-lugar.

A medida que se aproximan las elecciones del 2018, todos los estadounidenses necesitan preguntarse si quieren que se ahonde la brecha de la polarización partidista que estimulan los republicanos y que amenaza con minar tanto nuestra democracia como nuestras más veneradas tradiciones constitucionales. Tengo la esperanza que la creciente mayoría que respalda a los demócratas será suficiente como para convencer a los republicanos de abandonar su mentalidad de “política es guerra” y transformarse en una minoría responsable, antes que terminen aplastados y desacreditados de la misma forma que sus predecesores pro-esclavitud, Jim Crow, ricachones y segregacionistas lo fueron en el pasado.

La Estación Generadora Cayuga de Duke Energy, adyacente al Río Wabash en Indiana, necesita frecuente y crítica supervisión. El desplazamiento de las aguas subterráneas alrededor de la planta es mucho más fluida, como es el caso de las aguas aledañas a otros cursos de agua4. Dado que remedios como excavaciones para revestir los estanques que, según las empresas utilitarias, es demasiado caro, han propuesto la descaradamente engañosa “solución” de tapar los estanques —alternativa aprobada por la EPA de Pruitt como “equivalentemente protectora” al revestimiento ¡Proponer que tapar la superficie de una masa líquida va a detener que se filtren los contaminantes, metales pesados y otros venenos en los acuíferos subterráneos es simplemente descabellado!

Pero de seguro que la pseudociencia de la EPA y el mundo mágico del “hermoso carbón limpio” que Trump aplicó a la industria carbonífera podrá explicar cómo semejante cosa es posible.
