espite the concerted effort by President Biden and all but two of the Democrats in both Houses of Congress, the historic effort to pass a voting rights bill was defeated on January 19 by the failure to eliminate the filibuster rule in the Senate.1 In essence, Republican obstruction is preventing this bill or any of the rest of what are viewed as crucial legislative projects from being completed for the nation.

At a time when many scholars and respected observers of U.S. politics are already sounding alarms over the increasing political violence and real prospects of open conflict here, the historic parallel of this action to our experience leading up to the Civil War should not be ignored.2 The ability of the Southern slavocracy at that time to use the filibuster and its control of the Supreme Court to impose a series of actions, such as the Kansas-Nebraska Act and Dredd Scott, awakened the anti-slavery majority in America to the minority rule that was threatening to exercise still greater and more arbitrary power over society.

The result was the backlash formation of the Republican Party and the spreading of conviction that the power of slavocracy had to be checked by the election of Abraham Lincoln. Of course, the response of the southern states was secession, actually nullification of the Constitution, and the escalation of the violence to Civil War. Many observers today believe that the paralysis being imposed by the minority on government today may again be creating conditions that could lead to civil war.

fenders of slavery discovered in the 1820s that they could use a parliamentary maneuver in the U.S. Senate called the filibuster, a term first used to describe the pirates of the Caribbean, to nullify the ability of the federal government to act against slaveholding interests. After Calhoun’s death in 1850, Southern hotheads lost his patience and willingness to be content with more restrained exercise of their power. The result was an egregious increase in political violence against their opponents, especially in Congress and the Border States. The comparison to the January 6 attack on Congress and the ongoing campaign to undermine the Democratic and anti-white supremacy majority especially in today’s swing states should be obvious, but this is a part of the nullification story that many of our contemporary insurgents try to hide. The key impulse behind their willingness to support Trump, excuse insurrection, resort to piracy in Congress, suppress minority voting, inject partisan controls over elections, and undermine the majority rule principle of our Constitution is their effort to maintain the white supremacy power of today’s no longer pro civil rights Republican Party.3 Two Democratic senators -- Manchin of West Virginia and SineGene Bigler, PhD ma of Arizona who voted Writer & consultant with all the Republicans on global affairs, to block the January former professor, 19 effort to change the retired diplomat filibuster rule and block the potential increase in minority rule power -- justified their action by purporting to uphold the institutional power of the Senate and its ability to be an instrument of deliberation and compromise. Manchin was repeatedly pictured in news and broadcast reports as he spoke in the Senate alongside a large blue sign falsely claiming that “The U.S. has NEVER (emphasis in the original) been able to end debate with a simple majority,” but Adam Jentleson masterfully documents in his brilliant study of the Senate that the original rules of the Senate established in 1789 included standard parliamentary provision for closing debate by simple majority vote.4 However, in a revision of the rules in 1806, this provision was apparently left out by mistake. It was this flaw, discovered by Calhoun and his collaborators more than twenty years later that enabled them to make the first use of the filibuster; that is, talking endlessly until a supermajority originally of two thirds and now 4 Joaquín FEBRuary 2022

of three fifths of the Senate vote for cloture (an end to debate).

Manchin and Sinema allege that the practice of unlimited debate, maintaining the filibuster, upholds the Senate tradition as a great deliberative body and promotes compromises to overcome the rigidity of partisan politics. Yet again both claims are spurious.

After Republican senators led by Majority Leader Mitch McConnell adopted their goal of preventing President Obama from passing any of his bills, they have also simply eliminated debate on any bill not supported by three fifths of the members. Rather than foster deliberation, the modern application of the filibuster is to eliminate almost completely. In fact, the Republicans assented to debate on voting rights only so that Manchin and Sinema would be vindicated in this specific case even though the outcome of the vote – thus the potential for the debate to be meaningful – was also predetermined.

The story about compromise may be worse. Rationality, civility and our Constitutional tradition all value compromise, but the record of compromises that involve the side of slavery and white supremacy have all worked out badly, especially from a long run percontinues on page 24 spective. Si bien socialmente generalizamos sobre “Start-Ups” (negocios comenzados de cero), en Stockton Impact Corps hemos clasificado las razones por las que las personas optan por lanzar una empresa —ya que la pasión y el amor por la idea ofrecen un camino más claro hacia el éxito.

Estas son las cinco categorías que identificamos: Amor por Crear - estos emprendedores construyen a partir del amor por lo que hacen. Tienden a ser personas apasionadas con la fuerte convicción que pueden administrar lo que les saben hacer les dará una sensación de control, logro y orgullo.

Los creadores tienden a participar en todos los niveles de la empresa. El tiempo no es un problema y están dispuestos a aprender cosas nuevas para garantizar el éxito de la empresa. eing a business owner may be driven by your passion and love for what you want to achieve. Often, drivers for start-ups are aspiration for freedom from financial stress, leadership (the boss), and control of your own time. If you decide to roll-up the sleeves and start your own business, consider the reasons why you are launching it. Understanding your reason will help identify the right team and narrow your margin of error.

Sean Bryant, at Investopedia, highlighted that in 2019 the failure rate of startups was around 90%.

“Research concludes 21.5% of startups fail in the first year, 30% in the second year, 50% in the fifth year, and 70% in their 10th year,” wrote Bryant in November 9, 2020.

While socially we generalize about business start-ups we, at Stockton Impact Corps, have classified the reasons why people opt to launch a business —as that passion and love for the idea offers a clearer pathway to success.

Here are five categories we identified: Love for Creation – These entrepreneurs build up from the love for what they do. They tend to be passionate individuals with a strong conviction that running a business doing what they know will give them a sense of control, accomplishment, and pride.

The creators tend to engage at every level of the company. Time is not an issue, and they are willing to learn new skills to ensure the company’s success.

Often, they bring together a team to support their practices and they will not stop until they reached their visionary success.

Love for Legacy - Often these business owners build plans with a future in mind. In addition to a focus on future stability they develop a succession plan: the future of the company and their families.

Also, they want to improve or offer new products to start or leave a legacy.

The legacy developer wants to impact beyond the common business, and they tend to believe in communities that will benefit from their goods and services.

Love for Freedom - Seeking work environment control —the freedom-seekers want to take control of their schedules, career, and environment. The most continued on next page common mistake the loveFEBRuary 2022 Joaquín 5

for-freedom-seekers find is that being self-employed or having an independent venture takes lots of time and now there is a multitude of bosses that you must respond to. While you may have control of the schedule, when it is closed, a small business it is not generating revenue — which in turn, may create limitations on your financial freedom.

Love to Survive - Some people become entrepreneurs because they need to survive. The constant demand to pay the bills and the fixed wage rate of their employment inspires them to open their own business.

These entrepreneurs tend to SEEK A NEED for a business venture because the need for profits is the main driving force. The need may force them to take greater risks and they will be willing to do what it takes to make the business survive.

Love to Replicate - Similar to being in school and copying others’ work; this entrepreneur sees the success of others and tries to copy them exactly. Their website, designs, presentations, and strategies are a replica of others in the industry.

While modeling success it is a smart practice, copying is not modeling. Modeling success means you figure how to make others’ content relevant to your business, but establishing you as who you are. If you copy, you simply look at someone else’s plan and act on it, not knowing why and how it became their plan.

If you are planning to open a business identify YOUR love. Although launching a business may be a generalized and it may sound simple, by knowing what moves your passion you will be able to make-or-break issues to ensure the concept survives.

El error más común que encuentran los amantes de la libertad es que trabajar por cuenta propia o mantener una empresa independiente lleva mucho tiempo y ahora hay una multitud de jefes a los que debes responder. Si bien se puede tener el control de su horario, cuando una pequeña empresa está cerrada no genera ingresos —lo que a su vez puede crear limitaciones a su libertad financiera.

Amor por Supervivencia - Algunas personas se vuelven emprendedoras porque necesitan sobrevivir. La constante necesidad de pagar cuentas y el salario fijo de su empleo los empuja a abrir su propio negocio.

Estos emprendedores tienden a BUSCAR UNA CARENCIA donde emprender un negocio. La necesidad de ganancias es su principal fuerza motriz.

La necesidad puede obligarlos a asumir mayores riesgos y estarán dispuestos a hacer lo que sea necesario para que el negocio sobreviva.

Amor de Replicar – Igual que cuando en la escuela copiaban el trabajo de otros; este emprendedor ve el éxito de los demás y trata de copiarlos exactamente. Su sitio virtual, diseños, presentaciones y estrategias son una réplica de otros en la industria.

Si bien seguir un ejemplo exitoso es una buena idea, copiar no es seguir ejemplos. Modelarse en otros significa hallar qué contenido tienen que sea relevante para su negocio, pero estableciendo su propia identidad. Si copia, simplemente mira el plan de otra persona y lo aplica… sin saber por qué o cómo llegó a ser su plan.

Si está pensando en abrir un negocio identifique primero “su amor”. Aunque lanzar un negocio puede ser igual para cualquiera y puede parecer simple, el saber por qué lo hace, podrá ser el factor entre si fracasa o logra que el concepto sobreviva.

a Matrícula Abierta ofrece a los estudiantes del SUSD la oportunidad de estudiar en escuelas fuera de su área de residencia. El superintendente o una persona designada determinará la capacidad de cada escuela de admitir estudiantes de fuera de su área de servicio; esto se hará a través de un proceso de selección al azar e imparcial.

Si hay más solicitudes que espacios, se hará una lista de espera de solicitantes, y se establecerá un orden de clasificación para indicar el orden en que se aceptarán los estudiantes.

El Período de Matrícula Abierta para Escuela Secundaria comienza el 1 de febrero y finaliza el 4 de marzo de 2022.

The Superintendent or Designee shall determine the capacity of each school through a random, unbiased selection process for the admittance of students from outside a school’s attendance area. If there are more requests than spaces, there will be an applicant waitlist.

A rank order shall be established to indicate the order in which students will be accepted.

High School Open Enrollment Window begins on February 1 and ends March 4, 2022.

High School Open Enrollment/Intradistrict Application Elementary Open Enrollment Window begins on March 1 and ends on April 8, 2022.

Elementary K-8 Open Enrollment/Interdistrict Application *NOTE* Current 2021 - 2022 school year, 8th-grade students must use the High School application.

Open-enrollment schools have attendance boundaries and priority will be given to students who live within their assigned school boundaries.

All students who submit applications to the District by the end of the open enrollment period shall be considered for admission to their school of choice for the following school year under the district’s open enrollment policy. Requests submitted after the open enrollment period will be based on schools that have space and will be processed later in the year.

The school accepting the student under the open enrollment process becomes the student’s school of attendance for the duration of the time that the student remains at any grade level offered at that school.

The district does not provide transportation for students who reside outside their school’s attendance area. Parents or guardians will be responsible for their own transportation.

Once a student is accepted and attends the school of choice, the student may be subject to displacement if they fail to comply with the following guidelines: • Maintain a satisfactory record of daily attendance.

• Comply with all state laws and school and district rules and regulations with regard to student discipline.

• Maintain a satisfactory record of academic progress.

Students who wish to return to their neighborhood school must reapply during the open enrollment period.

Some grade levels may be impacted due to class size limitations and space availability in our schools. This may impact the number of approved applications.

In response to the increase of reported activity associated with Immigration and Customs Enforcement (ICE) across the nation, and in recognition of the need for consistent and accurate information on citizenship rights, we offer the Safe Haven Parent and Community Manual.

The SUSD Safe Haven Parent and Community Manual is a tool for families to understand our Safe Heaven designation, as well as the law. The manual was developed to promote understanding, transparency, and awareness of your citizenship rights and protections. We hope that this tool will provide a small amount of comfort and clarity.

ajo la administración de Enrique Peña Nieto, la agroindustria recibió permiso para sembrar, experimentalmente, maíz transgénico en el norte de México.

Pero, en 2013, se ordenó el inmediato cese del maíz transgénico porque “la contaminación [del maíz nativo] estaba bien documentada y los tribunales emitieron la orden judicial citando el potencial de daño permanente al medio ambiente”1. El gobierno mexicano empleó el principio de precaución, anteponiendo el bien público al interés privado. El principio de precaución tomó en cuenta 1) la salud del pueblo mexicano y el medioambiente, 2) la protección de los agricultores mexicanos y la soberanía y seguridad alimentaria de México, 3) la protección y conservación de las 59 variedades nativas de maíz de la contaminación del polen, preservando así la integridad y biodiversidad del maíz en México, y 4) la selección por las tradiciones agroecológicas de la milpa.

Se estaba dando prioridad a la continuación de los cultivos intercalados en lugar de la adopción del monocultivo2&3 por encima de los intereses económicos de las corporaciones multinacionales del hemisferio norte como Bayer, Corteva, Syngenta, Cargill y Kellogg2&4. Esto ha continuado en la administración de Andrés Manuel López Obrador.

Esencialmente, México ha estado optando por controlar su propio sistema alimentario. Es resistir la pérdida de la soberanía alimentaria y el abuso del derecho a la semilla de los agricultores. Los pseudo-llamados “acuerdos de administración” mediante los cuales los agricultores firman en la línea punteada, convirtiéndolos en “arrendatarios” de invenciones biotecnológicas, evitan que los agricultores intercambien, vuelvan a plantar, almacenen, regalen o vendan semillas. Esto significa que las corporaciones multinacionales de agronegocios controlan efectivamente qué cultivos se aprueban para sembrar3.

ricultores a menudo se enfrentan a un serio desafío, ya que no hay versiones alternativas de otras empresas competidoras”. Por ejemplo, “en Kenia, como en la India, Bayer-Mahyco tiene el poder absoluto y el control del mercado Thomas Block —situación habilitada por Middlefield, OH el gobierno con casi total ausencia de participación pública” (Ibíd.).

Mientras tanto, Bayer, que aún insiste en que su glifosato es seguro y aún niega responsabilidad por sus efectos negativos4, acordó pagar $9,6 mil millones para resolver las propiedades cancerígenas del glifosato, así como otros $2 mil millones para resolver futuros reclamos. En abril de 2021, un juez mexicano derogó la prohibición de control interno mexicano dado que incapacitaba al país para lograr su “seguridad y soberanía alimentaria”4. Esta decisión fue revocada de inmediato —México importa alrededor del 30% de su maíz anualmente bajo el Tratado entre los Estados Unidos de América, los Estados Unidos Mexicanos y Canadá (T-MEC), sucesor del Tratado de Libre Comercio de América del Norte (TLCAN). Esto equivale a aproximadamente 16 millones de toneladas de maíz amarillo, en su mayoría de los EEUU, en su mayoría para alimentación animal y usos industriales —y en su mayoría transgénicos.

Sin embargo, en los últimos dos años, la producción nacional en México aumentó un 7 por ciento. Víctor Suárez, el Viceministro de Agricultura sostiene que México puede hacer los ajustes necesarios y dejar de usar maíz transgénico estadounidense4. Cabe destacar que la prohibición se impone únicamente al maíz transgénico y no al maíz orgánico o notransgénico. Sin embargo, existen disposiciones en virtud del T-MEC que se refieren a las obligaciones comerciales.

La Implacable Guerra al Pequeño Agricultor: From NAFTA to USMCA

U

nder the Enrique Peña Nieto administration, agribusiness was given permission to experimentally plant GMO maize in northern Mexico.

But, in 2013, an immediate cessation was placed on the GM maize because “contamination [of native maize] was well documented and the courts issued the injunction citing the potential for permanent damage to the environment”1. The precautionary principle, citing the public good above private interest, was employed by the Mexican government. The precautionary principle took into account 1) the health of the Mexican people and the environment, 2) the protection of Mexican farmers and Mexico’s food sovereignty and security, 3) the protection and conserving of the 59 native varieties of maize from pollen contamination thus preserving the integrity and biodiversity of maize in Mexico, and 4) selecting for the agroecological traditions of the milpa.

The continuation of intercropping rather than the adoption of monocropping2&3 was being given priority ahead of economic interests of northern hemispheric multinational corporations such as Bayer, Corteva, Syngenta, Cargill and Kellogg2&4. This has continued into the Andres Manuel Lopez Obrador’s administration.

Essentially, Mexico has been opting to control its own food system. It is resisting the loss of food sovereignty and the abuse of the farmers’ right to seed. So-called stewardship

agreements whereby farmers sign on the dotted line, making them “renters” of biotech inventions, prevent farmers from swapping, replanting, storing, giving away or selling seeds. This means that multinational agribusiness corporations are effectively controlling what crops are approved for planting3.

“Once these crops become entrenched in the market and food ecosystem, farmers are often faced with a serious challenge as there are no alternative versions from other competing companies.” For instance, “in Kenya -- as in India -- Bayer-Mahyco has absolute power and market control, a situation enabled by the government with little public discourse” (Ibid).

Meanwhile, Bayer, who still insists that its glyphosate is safe and still denies its liability4, agreed to a $9.6 billion settlement to resolve glyphosate’s cancer-causing properties as well as another $2 billion to settle future claims!

In April of 2021, a Mexican judge abrogated Mexico’s ban due to the country’s inability to achieve “food security and sovereignty”4.

This decision was immediately revoked.

Mexico imports about 30% of its maize annually under the United States-Mexico-Canada Agreement, (USMCA) —North American Free Trade Agreement (NAFTA)’s successor.

This amounts to approximately 16 million tons of yellow maize mostly from the US, mostly for animal feed and industry uses and mostly GMO. In the last couple years, though, domestic

production in Mexico increased by 7 percent.

Victor Suarez, the deputy agriculture minister maintains that Mexico can make the necessary adjustments and wean itself off of US GMO maize4. It must be emphasized that the ban is imposed only on GMO maize and not on organic or non-GMO maize. But, there are provisions under the USMCA which pertain to trade obligations.

Mexico has found itself enmeshed in a web of capitalistic intrigue for rejecting agribusiness’ mendacity. Agribusiness has unleashed its bulldog, CropLife America, against Mexico along with bludgeoning the Biden administration to interfere with Mexico’s decision. Under the Trump administration, CropLife America badgered the US trade representative and the Department of Agriculture to influence Mexico.

The US trade representative “warned Mexico’s Minister of Economy that Mexico’s actions threatened the ‘strength of our bilateral relationship’.” 2&3 The Pesticide Action Network Mexico responded, “We are part of the No Maize No Country Campaign, a broad coalition of peasant organizations, non-profit NGOs, academics and consumers, which (…) fight for food sovereignty with the agroecological transformation of agricultural systems that guarantee the right to produce and consume healthy, nutritious food, free of pesticides and transgenics”3. continued on next page

At the end of April and the beginning of May, 2021, over 80 organizations advised the Biden administration to stop interfering in Mexico’s planned phaseout of glyphosate and GMO maize. Another 6,900 individual signatures were also delivered protesting U.S. meddling. But, it must be remembered that the U.S. Department of Agriculture is headed by Tom Vilsack, who originated the Seed Preemption Bill while still governor of Iowa which nullified local communities from regulating the planting of GMO crops for which he was named Governor of the Year by the Biotechnology Industry Organization, a lobbying group that has included Monsanto7.

It must also be mentioned that President Obrador is left-leaning and the U.S. does not appreciate leftist indulgent countries south of the border. Just ask ex-President Zelaya of Honduras, deposed in 2009 by US counterinsurgents actively involved in a program dubbed Honduras Convive, a commitment to corporate rule!8 De NAFTA a USMCA viene de la vuelta

CropLife America, contra México —y ha golpeado a la administración Biden para que interfiera con la decisión de México. Bajo la administración de Trump, CropLife America acosó al representante comercial de EEUU y al Departamento de Agricultura para influir en México.

El representante comercial de EEUU “advirtió al secretario de Economía de México que las acciones de México amenazaban la ‘fortaleza de nuestra relación bilateral’”.2 y 3 La Red Mexicana de Acción Anti-Plaguicidas respondió: “Somos parte de la Campaña No Maíz No País, una amplia coalición de organizaciones campesinas, ONG sin fines de lucro, académicos y consumidores, que (…) luchan por la soberanía alimentaria con la transformación agroecológica de los sistemas agrícolas; que garanticen el derecho a producir y consumir alimentos sanos, nutritivos, libres de plaguicidas y transgénicos”3.

A fines de abril y principios de mayo de 2021, más de 80 organizaciones recomendaron a la administración de Biden que dejara de interferir en la eliminación gradual y planificada del glifosato y maíz transgénico en México.

Slogans and Far Right Opportunism

Putting Words in Our Mouths?

nitially, the “Defund the Police” issue was linked to the deaths of George Floyd and Breonna Taylor and focused on police brutality.

It became a rallying cry for changes in policing and evolved into a demand for divesting funds from police departments and re-investing them in non-policing forms of public safety.

The “Defund The Police” debate is essentially about how cities and city officials should address crime prevention and violence in their communities.

Should the focus be on treating the symptom of violent crime with aggressive policing or should the focus be on treating the root-causes of crime and violence through social services investment?

Also, intertwined within the debate are questions regarding the effectiveness of police tactics, scope of assignments, and institutional accountability. Many in the defund movement argue, that police have been harmful and detract from the safety and quality of life in African American and Latino communities —evidenced by the murder of George Floyd and the death of Breonna Taylor. This has led to and fueled the demand for police reform.

Of course, there is a wide spectrum of views regarding what police reform means.

The more radical proponents call for complete defunding and abolition of police departments but most reform-oriented critics have a more moderate view of the changes needed. The most consistent themes have been advocacy for shifting some funding and duties to social service providers including mental health professionals, social workers, victim advocates, etc.

An outstanding example of a city cutting police department funding and reinvesting in social service programs is Austin, Texas.

Councilmember, Greg Casar was one of the more vocal advocates for police reform who helped pass reform measures in Austin. A college educated son of Mexican immigrants, continued on next page Casar obser ved,

that for decades Austin had spent significant sums of money policing and jailing the homeless as well as paying for related emergency rooms and 911 calls instead of reinvesting in programs that could reduce homelessness.

Further, Casar stated, “By adjusting the police budget even just a little bit, we are going to be able to house and help hundreds of people...” through the purchase of two hotels.

Additionally, a portion of Austin police department funds were reallocated to emergency medical services for Covid 19, community medics, mental health first responders, substance abuse programs, food programs, workforce development, victim support, and parks as well as other social services.

The above are examples of both reinvesting in social services as well as narrowing the scope of police enforcement. It could be argued, that the Austin reforms will reduce police contact with populations suffering social/psychological crisis and, as a result, reduce the likelihood of police violence.

Casar argued, that “We know that we can solve the mental health crisis with treatment and care, not with handcuffs and jail.”

There are a number of policing practices addressed in the defunding debate that are seen as contributing to police agEd Ramírez gression and conflict with Linden, CA minority communities.

Some of the most contentious issues are related to use-of-force policy, fines-for-fees policing, the war on drugs, cops in the schools, and aggressive policing of low-level offenses. Similar to the controversial and discontinued practice of stop-and frisk, low-level offense policing is predicated on the assumption that major crime will be reduced.

However, a 2017 study published in Nature Human Behavior found that aggressive policing of low-level offenses could have the opposite effect and actually increase crime.

Critics argue, that fewer police interactions, stops, and arrests means fewer things could go wrong (e.g., death at the hands of police).

Additionally, other issues on the reform agenda include: implementing police de-escalation training; elimination of racial profiling and over-policing in minority neighborhoods; crime victim support; community-led public safety; and, changes in police internal culture, training and hiring practices.

The issue of sustaining the reform initiatives seen in Austin and other cities is questionable because of the backlash generated by conservative politicians. Texas Governor Greg Abbot has already threatened to intervene and force Austin to re-instate its police budget through state legislation. Police unions and Republican politicians have engaged in fearmongering and race-baiting to sway public opinion and voters against police reform.

Some observers see the Defund the Police slogan as a misfortunate selection of terms and a political liability, because it can easily be mis-interpreted and elicit fear of lawlessness and social disorder. Apparently, Republican politicians were able use it to influence Tejanos in South Texas in 2020. South Texas is now seen as Trump country, at least in part, because of a backlash against defund the police. Local sheriffs (e.g., Brooks & Hidalgo Counties), police departments (e.g., Falfurrias, Mission & McAllen) and the Border Patrol are major Tejano employers, and it was apparently seen as a threat to their friends and families’ livelihood.

To complicate matters there has been a recent increase in violent crime across the U.S. Conservative critics were quick to blame police reform for the increases. However, Criminologists hesitate to point to a single factor because 2020 was a unique year considering the pandemic, racial justice protests, increased gun purchases, wide-spread layoffs, school and office closures, and a hotly contested election. ¿“Desfinanciar” la Policía? viene de la vuelta

lguien recuerda el viejo jingle infantil que decía...

“Frijoles, frijoles es bueno comerlos con los dedos, cuanto más comes más te tiras pedos, cuanto más te tiras pedos mejor se siente la vida, así que come algunos frijoles en cada comida”?

Hace algunos años —cuando mi hijo era todavía chico— nos asomamos a la ventana y lo vimos peleándose en la banqueta con el niño gabacho de al lado. Cuando los separamos, mi hijo naturalmente se sintió mortificado.

Le preguntamos por qué estaba peleando. Y, entre lágrimas, respondió: “¡Me llamó Bean Boy (frijolero)!” No tengo idea de dónde salió ese sobrenombre pero tenía mis sospechas.

No hay duda de que los frijoles han tenido históricamente una mala reputación ¿Y quién puede olvidar el despectivo moquete para los mexicanos: “Beaners”?

Mi mamá siempre se refirió a los frijoles como “la comida del pobre”. Pero siempre teníamos frijoles en la nevera. Los comíamos a diario. Juro que podía comer frijoles todos los días y no me cansaba de comerlos. El día que le pagaban su sueldo en la conservera Tillie Lewis de Modesto, íbamos al centro a cobrar su cheque. Invariablemente, nos deteníamos en la panadería de la Calle 10 y comprábamos una hogaza de pan francés. Una vez en casa calentaba unos frijoles y nos los comíamos con el pan. Ella siempre se comía las puntas del pan. ¡Qué banquete!

Mis primeros recuerdos de los frijoles son escucharlos hirviendo en la estufa. Nunca olvidaré las veces que se iba a trabajar dejándome instrucciones explícitas de poner los frijoles para que estuvieran listos para la cena cuando llegara a casa del trabajo. “No se te olvide echarles agua pa’que no se quemen”.

Some years ago —when my son was a kid— we looked out the window of our house and saw him fighting on the sidewalk with the White kid from next door. When we broke up the fight, my son naturally flustered, and we asked him why he was fighting, he answered tearfully, “he called me a Bean Boy!” I have no idea where that label came from but I had my suspicions. There’s no question beans have had historically had a bad rap. And who can forget that derogatory label for Mexicans: “Beaners.”?

But we always had beans in the fridge. We ate them daily. I swear I could eat beans every day and not get tired of them. I would turn on the stove about two times, and then make it over to my friend Charlie’s house for a quick game of Monopoly… …and just when his token would land on my hotel on Park Place with five hotels on it, I would recall the beans! I’d race home but too late. Have you ever smelt burned beans? The smell would permeate the entire house, maybe even the whole barrio! There was no escaping it. me, of course, but one time I got a good whipping for it.

I liked frijoles just about any way, frijoles de la olla (cooked) or refritos (refried). She made the best refrieds that I’ve ever tasted. She said they had to be fried in manteca (lard) and the lard had to be sizzling hot in order to fry them correctly. I could hear the sizzling sound of the cold beans as she spooned them into a hot frying pan all the way to my bedroom!

De la olla beans were also special. She would dice some onions and cilantro for toppings with maybe a dash of jack cheese. Of course, she always used her favorite clay pot from Mexico to cook them in. I never knew where she got it but she claimed the frijoles Richard Ríos tasted best cooked in it.

Stockton, CA And who was I to argue with her? It was an ugly clay pot, lop sided and all burnt at the bottom.

“Mom, can’t you find a better looking pot?”

I would tease her. “No, I like this one.” She put a small plate on top to create steam inside.

Special was to eat them in a rolled up flour tortilla, especially the refritos, since they were thick with no juice to run out of the ends, but always with her very hot sauce. I also loved it when she made tostadas with them. Her beans were special since she always put a couple cloves of garlic in them. Ah... never again!

In Mexico, I was first introduced to black beans at my wife’s family home. They were usually cooked and refried and all the restaurants served only black beans in those days,

not pintos. They had a distinct flavor when compared to the pintos, but equally tasty. Not long ago I was introduced to some Peruvian beans that were whitish in color and very tasty. Come to think of it, from one Beaner to another, there’s no such thing as a bad bean.

Beaners know this.

After my mom died in 1985, my wife and I have tried to replicate the flavor of her delicious beans to little avail. I even tried using her old pot, which I kept after her demise, but still failed at it. Today, we still have beans regularly. We usually cook up a large batch and freeze half them after placing them in zip lock bags for later use.

I have never looked at beans as “poor man’s food” and even if I was rich, I’d still be eating beans. As you can see, I am a Beaner at heart, even though I still burn them from time to time. Wait!! What’s that smell? Something burning? Oh, damn; it’s the beans!! I’ll be right back so I can finish this!

Confesiones de un “Frijolero” viene de la vuelta

he probado en mi vida. Decía que tenían que freírse en manteca y que la manteca tenía que estar muy caliente para freírlos correctamente.

Podía escuchar el chisporroteo de los frijoles fríos mientras los metía en una sartén caliente ¡desde lejos y sin moverme de mi cuarto!

Los frijoles de la olla también eran especiales. Picaba algunas cebollas y cilantro como aderezos... con tal vez una pizca de queso Jack. Por supuesto, ella siempre usaba su olla mexicana de barro favorita para cocinarlos.

Nunca supe de dónde la sacó, pero afirmaba que los frijoles sabían mejor cocidos allí ¿Y quién era yo para discutírselo? Era una vasija de barro fea, torcida y toda quemada por debajo. “Mamá, ¿no habrá un traste que se

vea mejor?” la molestaba diciéndole. “No, me gusta éste,” respondía poniéndole un pequeño plato encima para crear vapor en el interior.

Comerlos en una tortilla de harina enrollada era algo especial, sobre todo los refritos, ya que eran espesos y sin jugo que se le chorreara por las puntas, pero siempre con su salsa bien picante. También me encantaba cuando hacía tostadas con ellos. Sus frijoles eran especiales ya que siempre les ponía un par de dientes de ajo. ¡Ah… nunca más he probado algo así!

Por primera vez conocí los frijoles negros en México. En la casa de la familia de mi esposa. Por lo general, se cocinaban y refreían, y todos los restaurantes servían solo frijoles negros en esos días, no pintos. Tenían un sabor distinto en comparación con los pintos, pero igualmente sabrosos. No hace mucho me dieron a probar unos frijoles peruanos que eran de color blanquecino y muy sabrosos. Ahora que lo pienso, entre Frijoleros, no existe tal cosa como un frijol malo. Todo frijolero sabe eso.

Después que muriera mi madre en 1985, mi esposa y yo hemos tratado de replicar el sabor de sus deliciosos frijoles con poco éxito. Incluso traté de usar su vieja vasija —que conservé después de su funeral, pero aun así no resultó. Hoy y por lo regular, todavía comemos frijoles. En general cocinamos un buena cantidad y, después de colocarlos en bolsas con cierre hermético después, los congelamos para comerlos otro día.

Nunca he considerado los frijoles como “comida del pobre” e incluso si fuera rico, seguiría comiendo frijoles. Como puede ver, soy un Beaner de corazón, aunque todavía los quemo de vez en cuando. ¡¡Esperen!! ¿Qué es ese olor? ¿Algo se quema? ¡Demonios; son los frijoles! ¡Vuelvo enseguida y termino con este escrito!

Saturday, July 2 t is 7 am and Matli is up and out on the streets. I am still sore from all the walking.

Matli brings us cappuccinos with bread. The French love their bread.

I don’t drink coffee at all back in the States, but when I travel I drink it to keep regular. Who wants to be constipated while traveling?

Well, today we will leave Paris. We want to see French villages.

The city is exciting, but it is too crowded and busy.

They don’t ever sleep here. At 10 pm, it is still light outside, just like in England.

At 4 am this morning, some idiots were fighting under our window.

Today we took a train to Bordeaux in southern France. It is a three-hour ride.

It is a very fast train. The train we were supposed to be on left at 11:35 am and we boarded a train scheduled to leave 11:30 am. We had learned that two trains were leaving to Bordeaux at about the same time.

Everything was going so smoothly as we boarded the train and found our seats. Our seats were roomy and comfortable.

Our seats even had a nice table between us; it seemed too good to be true. There we were getting all comfy, when a man and his girlfriend approached us with a ticket in hand claiming their seats. We compared the tickets and discovered our mistake; we were on the wrong coach. We found the right coach but two people were in our seats.

We thought the train might have been overbooked. We told the couple that they were in our seats, but they refused to move. They had the same coach and seats as we did. An American living in Paris came to our rescue. He told us what we didn’t want to hear-- we were on the wrong train and the right train was about to leave at 11:35 am! sábado, 2 de julio on las 7 am y Matli está en pie y ya en la calle. Todavía estoy dolorida de tanto caminar.

Matli trae capuchinos con pan. Los franceses aman su pan. Jamás tomo café en los Estados Unidos, pero cuando viajo lo tomo para parecer ‘regular’. ¿Quién quiere andar estreñida mientras viaja?

Bueno, hoy saldremos de París. Queremos ver las villas francesas. La ciudad es emocionante, pero está demasiado llena de gente andando por todos lados. Nunca duermen aquí. A las 10 de la noche, todavía hay luz afuera, como en Inglaterra. A las 4 am de esta mañana, algunos idiotas estaban peleando debajo de nuestra ventana.

Hoy tomamos un tren a Burdeos en el sur de Francia. Es un viaje de tres horas.

Es un tren muy rápido. El tren en el que se suponía que íbamos a salir a las 11:35 am y abordamos un tren programado para salir a las 11:30 am. Nos habíamos enterado de que dos trenes partían hacia Burdeos más o menos a la misma hora. Todo iba tan bien cuando abordamos el tren y encontramos nuestros lugares.

Nuestros asientos eran espaciosos y cómodos. Incluso tenían una linda mesa entre nuestros asientos; parecía demasiado bueno para ser verdad. Allí estábamos todos acomodados, cuando un hombre y su novia se nos acercaron con boleto en mano reclamando sus asientos. Comparamos los boletos y descubrimos nuestro error; Estábamos en el vagón equivocado. Encontramos el vagon correcto, pero dos personas estaban en nuestros asientos.

Pensamos que el tren podría haber estado sobrevendido. Le dijimos a la pareja que estaban en nuestros asientos, pero se negaron a moverse.

to find the other one before it left. We had to move very quickly. We had about four minutes stepping off the wrong train. I ran carrying my heavy backpack with three minutes to go.

I was running so fast that I thought my heart was going to burst out of my chest! We made it, sweat and all.

This time we found our seats and they were our assigned ones. All the code numbers on the train ticket checked. I didn’t want to get too comfy until the train moved, only then would I know if we were safe. With final assurance that we were on the right train, in the right seats, and leaving at the right time, we ordered a much-deserved bottle of French wine.

What a pleasant ride. Across from us sat a family of four. They were the first friendly French people I met. We exchanged greetings and I entertained the little boy with funny faces and gestures as I do with most children.

The countryside full of vineyards was beautiful. I was so happy to be passing by wide-open spaces. Now, I felt like we were on vacation.

Bordeaux is a quiet town. Of course getting there on a Saturday must have had something to do with it. It was quiet because the kids on vacation don’t come here. Only a few people were staying in the hotel. Daylight is brilliant in Bordeaux. It is very beautiful. Now I know why the artists here paint outdoors. The sun is so healing and warm. It is truly refreshing.

That early evening, we strolled to town for dinner. I had a duck neck salad with apricot glaze and Matli had a big piece of beef. The beef was rather red; too red for his liking.

I shared my chocolate brownie for dessert.

Bread is served with every meal. The portions are small; just enough to satisfy you without having to stuff yourself to the point where you have to loosen up your belt or unzip your pants. This way you can eat what you want as long as the portions are small. When I return to the States, I am going to practice this method of eating.

You don’t see many fat people here in France; the women are thin but shapely. All of them look like movie stars and they eat lots of bread! Of course they are chain smokers, too!

went to the park. We headed back to our room and on the way bought fruit and chocolates. We sat at the lounge, talked to the hotel clerk and drank cokes and beers. It was a nice relaxing on Sunday. At one point while we were walking, I was talking about the French and their damn bread. Just as I was saying something bad about the French, I managed to step on dog shit. Ugh! You see! God punished me for speaking badly about the French.

When we first arrived in Bordeaux, we took a taxi from the train station to our hotel.

Matli asked the driver if he spoke Spanish?

Nodding his head, the driver said “No.” Matli then asked the driver in a cocky tone, “You live close to the Spanish border and you don’t speak Spanish?” I thought “oh no! the ugly American is coming out!” Well the taxi driver stiffed us by charging us too much money and taking us to an expensive hotel.

Matli and I both think the hotel is haunted. Its hallways are dark. The lights come on in front of you as you walk down the hall and turn off behind you as you pass. It can be pretty scary at night. I had the worst dreams last Sonya Fe night and we both heard Las Cruces, NM strange sounds throughout the night. Matli heard thumping down the halls, voices, and we both felt a burst of cold energy on a summer night When walking through town in the morning, I kept thinking of the “Storming of the Bastille” as I looked at the architecture of these buildings stacked upon one another. Everyone lives so close to each other. As I looked at the buildings, I couldn’t help but think of the history of the people whom once lived here: their lives, their stories. I feel dead people all around me. I hope Spain and Italy are more like Mexico, full of life.

Well, I thought we would relax today, but that isn’t our nature. After having a very long nap, we got up and walked about ten miles.

Matli said it was about four to five miles.

Anyway we walked and walked. We walked along the river and passed by the Arab quarters. The faces of the Arab men scared me.

smile or any friendly sign. In fact they looked downright angry.

Chica de Barrio Va a Europa VI viene de la vuelta

Un estadounidense que vive en París vino a nuestro rescate. Nos dijo lo que no queríamos escuchar: estábamos en el tren equivocado ¡y nuestro tren estaba a punto de partir a las 11:35 am! Tuvimos sólo diez minutos para encontrar al otro antes de que se fuera. Tuvimos que movernos muy rápido. Nos tomó unos cuatro minutos bajarnos del tren equivocado. Corrí cargando mi pesada mochila con tres minutos para para alcanzarlo ¡Corría tan rápido que pensé que mi corazón se me iba a salir del pecho! Lo logramos, con sudor y de todo.

Esta vez encontramos nuestros asientos y eran los que nos habían asignado. Todos los números de código en el billete de tren comprobados. No quería ponerme demasiado cómoda hasta que el tren se moviera, solo entonces sabría si estábamos a salvo. Con la seguridad final de que estábamos en el tren correcto, en los asientos correctos y saliendo a la hora correcta, pedimos una merecida botella de vino francés.

Que agradable paseo. Frente a nosotros se sentó una familia de cuatro. Fueron los primeros franceses amistosos que conocí.

Intercambiamos saludos y entretuve al pequeño con muecas y gestos divertidos como hago con la mayoría de los niños. El campo lleno de viñedos era hermoso. Estaba tan feliz de estar pasando por espacios abiertos. Ahora, me sentí como si estuviéramos de vacaciones.

Burdeos es una ciudad tranquila. Por supuesto, llegar allí un sábado debe haber tenido algo que ver con eso. Estaba tranquila porque la juventud de vacaciones no viene aquí. Sólo unas pocas personas se alojaban en el hotel. La luz del día es brillante en Burdeos.

Es muy bonito. Ahora sé por qué los artistas aquí pintan al aire libre. El sol es tan curativo y cálido. Es realmente refrescante.

Esa tarde, dimos un paseo hasta la ciudad para cenar. Comí una ensalada de cuello de pato con glaseado de albaricoque y Matli un gran trozo de res. La carne estaba bastante roja; demasiado rojo para su gusto. Compartí mi brownie de chocolate para el postre. El pan se sirve con cada comida. Las porciones son pequeñas; solo lo suficiente para satisfacerte sin tener que llenarte hasta el punto de tener que aflojarte el cinturón o desabrocharte los pantalones. De esta manera puedes comer lo que quieras siempre y cuando las porciones sean pequeñas. Cuando regrese a los Estados Unidos, voy a practicar este método de alimentación.

9 domingo, 3 de julio Hoy, todo está cerrado. Así que Matli y yo fuimos al parque. Regresamos a nuestra habitación y en el camino compramos frutas y chocolates. Nos sentamos en el salón, hablamos con el recepcionista del hotel y bebimos Coca Cola y cervezas. Fue un agradable descanso el domingo. En un momento mientras caminábamos, estaba hablando de los franceses y su maldito pan. Justo cuando estaba diciendo algo malo sobre los franceses, que piso una mierda de perro ¡Puaj! ¡Pues sí! Dios me castigó por hablar mal de los franceses.

Cuando llegamos por primera vez a Burdeos, tomamos un taxi desde la estación de tren hasta nuestro hotel. Matli le preguntó al conductor si hablaba español. Negando con la cabeza, el conductor dijo “No”. Matli le preguntó en un tono medio molesto al conductor: “¿Vive cerca de la frontera española y no hablas español?” Pensé, “¡oh no! ¡está asomando el “Americano Feo”! Compromise during the Constitutional Convention that established the three fifths count of slaves and created equal representation in the Senate, supposedly to protect the interest of small states, was —as Madison and Hamilton predicted— a horrible mistake. Many see it as America’s original sin. Rather than protection for small states, the Great Compromise increased the power of slave holders and aristocrats by creating an anti-democratic instrument for minority rule that has frustrated the majority of the American people time and again throughout our history. The same was true with respect to the compromises of 1850 and the Kansas-Nebraska Act which resulted in increasing slaveholder power and rights to abuse those who resisted the power of the slavocracy.

Jentleson also documents that over half of all the uses of the filibuster since 1876 have been to prevent civil rights and anti-lynching laws from passing. From 1957 to 1964, one continuous filibuster prevented any civil rights law from even coming to a vote in Congress.

As the great segregation lion of the Senate, Richard B. Russell of Georgia, pointed out about his more than thirty years of unashamed racism and manipulation of the body, “any Southern white man worth a pinch of salt would give his all to sustain white supremacy.”

Then in 1994, a Congressman from Georgia, Newt Gingrich, led the incorporation of Russell’s enterprise into the Republican Revolution with the goal of just blocking any bills proposed by the Democrats in either house.

Rather than legislation or any other work of the people, the priority of the Republicans in both houses became simply stopping the Democrats. The practice became so commonplace that political scientists started calling it

vetoism.5 It was precisely the same practice that undermined the Articles of Confederation Congress and led the Framers to institute the majority rule principle into our Constitution.

As reported in last month’s issue of JOAQUIN, the challenges of containing the spread of political violence and overcoming minoritarnism should be at the forefront of the American agenda in 2022 to save our American democracy. For over two centuries, the government of the United States was the model of democratic government that inspired other countries to overcome their monarchies and other forms of authoritarian rule. However, since the opening of the 21st Century, the whole world has looked on with increasing dismay at the declining quality of America’s democracy. A variety of efforts by political scientists to measure the qualities of democracy and compare the governments of countries around the world have noted the startling decline in the quality of America’s system. As the new century began, the U.S. was still among the top handful of democracies, but then the downward slide started to become a cause of greater concern.

Freedom House, one of the first organizations to develop a method of comparing countries during the Cold War, was especially concerned with the basic rights and freedoms of the people in countries around the world.

It was also one of the first to call alarm as the U.S. dropped from the top of its list to just fifteen from 2015 to 2020. Almost a dozen countries which had long been close friends of the U.S. and followed the U.S. example of expanding the opportunities of all the citizens to participate in government and benefit from the rule of the people suddenly jumped ahead of the U.S. In fact, even countries such as Germany, Japan, and Italy which the U.S. had helped recover from Fascism were rated as

having more freedom and better democracies than the U.S. Other measurements which placed greater emphasis on the overall quality of governance and the ability to govern and respond to the needs and desires of the people rather than just their freedom showed even greater declines in the quality of America’s government. The highly respected Varieties of Democracy project at the University of Gothenburg in Sweden, in which this author participated with scholars from all over the world for a number of years, rated the United States as just the 32nd best liberal democracy in 2021 among the 202 countries that it studied in great detail. The VDem report also expressed increasing concern about the tendency in the United States to what they refer to as autocratizing or the increasing imposition of minority over majority interests.

Another highly reputable measurement system called the Quality of Democracy Index based at the University of Wurzburg in Germany put the U.S. in 36th place. What American would not be dismayed to learn that our country’s government would be considered as about the same quality as Jamaica and Chile and far below those of all the other highly industrialized and wealthy countries of the world?

In both these studies and in other commentaries about the decline in the quality of government in the U.S., the observers have emphasized two autocratizing tendencies: (1) the emphasis that competing parties put on holding or winning office over their programs of government, and (2) the willingness of political actors and leaders to manipulate electoral systems to gain advantages over their opponents. Lawrence Lessig points out that in a majority of U.S. states gerrymandering has led to a situation in which minorities control state legislatures, but the worst cases, such as Wisconsin where the GOP won just 44.7

percent of the vote but holds 64.6 percent of the seats, are red states, while an increasing number of blue states have moved to nonpartisan commissions which reject gerrymandering. He also notes that GOP officials have openly acknowledged that they oppose allowing more people to vote simply because “it puts us at a competitive disadvantage.”

In other words, this confirms the GOP interest in holding office rather than government as was shown by the Party’s failure to even adopt a platform in 2020.6 Yet as the Framers of our Constitution clearly understood, minority rule was not just a threat to the quality of democracy but to the life of the country and its citizens. As if on cue, one of the world’s leading medical journals, Lancet, published a study led by Thomas Bollyky at the Council on Foreign Relations of the performance of 177 countries in dealing with the COVID Pandemic. The study shows that the terrible performance by the United States, one of the worst in the world, and other countries with high death rates such as Belgium, the U.K., Brazil and the Philippines, was associated with a lack of trust in government and low interpersonal trust in their fellow citizens. In contrast, countries with high trust in government and fellow citizens, such as Denmark, South Korea and Vietnam, had very low death and hospitalization rates.7 The data suggest that the U.S. could have saved nearly half a million lives by restoring the high trust in government that was evident in the U.S. from the 1940s to the early 1960s.8 Bollyky explained that trust in science was not the crucial factor that trusts in government and other citizens was shown to be. Rather, trust in government and other citizens apparently reflect a greater sense of social contract and collective action (see table in the opposite page).

The result was the promotion of public cooperation with what actually proved to be a variety of different approaches to the Pandemic rather than just the path of science. The record of decline in the U.S. data on trust in government shows that the first substantial reduction among both black and white citizens may have been related to the Johnson administration’s handling of both Civil Rights/Great Society programs and the Vietnam War. However, the most notable and steepest decline of trust occurred among black Americans during the Nixon administration as the Republican Party increasingly embraced the Southern Strategy that Dixiecrats had been promoting for more than a decade.

Afterwards, as partisan competition focused on winning and holding office, rather than governing, trust continued to decline until reaching a historic low point during the Trump administration.

Trust in government has risen a little under President Biden, especially among non-white Americans, but the difficulty of rebuilding a sense of social contract and emphasis on what government does rather than who wields power will be crucial for completing the struggle with the Pandemic and the revival of our economy. The challenge facing America seems to be whether the majority can pull together to rebuild enough trust to eliminate filibuster nullification and the autocratizing of America’s democracy before the desperation of the minority to maintain their power will again lead to destructive insurrection and civil war.

Mas tarde, en 1994, un congresista de Georgia, Newt Gingrich, lideró la incorporación de la Iniciativa Russell a la revolución republicana con el objetivo de bloquear cualquier proyecto de ley propuesto por los demócratas en cualquiera de las dos cámaras.

Más que legislación o cualquier otro avance para el pueblo, la prioridad de los republicanos en ambas cámaras se convirtió simplemente en detener a los demócratas. La práctica se volvió tan común que los politólogos comenzaron a llamarla vetoísmo.5 Fue precisamente la misma práctica la que socavó los Artículos del Congreso de la Confederación y llevó a los Redactores a instituir el principio de la regla de la mayoría en nuestra Constitución.

Como se informó en la edición del mes pasado de JOAQUIN, los desafíos de contener la propagación de la violencia política y superar el minoritarismo deben estar al frente de la agenda estadounidense en 2022 para salvar nuestra democracia estadounidense. Durante más de dos siglos, el gobierno de los Estados Unidos fue el modelo de gobierno democrático que inspiró a otros países a superar sus monarquías y otras formas de gobierno autoritario. Sin embargo, desde la apertura del siglo XXI, el mundo entero ha visto con creciente consternación la calidad decreciente de la democracia estadounidense. En el gobierno de Estados Unidos, otras medidas que pusieron mayor énfasis en la calidad general de la gobernanza y la capacidad de gobernar y responder a las necesidades y deseos de la gente —en lugar de solo su libertad— mostraron disminuciones aún mayores. El muy respetado proyecto Varieties of Democracy (V-Dem) de la Universidad de Gotemburgo en Suecia, en el que este autor participó con académicos de todo el mundo durante varios años, calificó a Estados Unidos como la 32ª mejor democracia liberal en 2021 entre los 202 países que estudió con gran detalle. El informe de V-Dem también expresó una creciente preocupación por la tendencia que existe en los Estados Unidos a lo que ellos llaman autocratización —o la creciente imposición de los intereses de las minorías sobre los de la mayoría. Tanto en estos estudios como en otros comentarios sobre la disminución de la calidad del gobierno en los Estados Unidos, los observadores han enfatizado dos tendencias autocratizadoras: (1) el énfasis que los partidos en competencia ponen en ocupar o ganar cargos por sobre sus programas de gobierno, y (2) la voluntad de los actores y líderes políticos de manipular los sistemas electorales para obtener ventajas sobre sus oponentes.

Lawrence Lessig señala que en la mayoría de los estados de EEUU, el gerrymandering (re-dibujar un distrito de forma que asegure superioridad electoral sobre el partido rival) ha llevado a una situación en la que las minorías controlan las legislaturas estatales, pero en los peores casos, como Wisconsin, donde el Partido Republicano ganó solo el 44,7 por ciento de los votos pero tiene el 64,6 por ciento de los escaños, son estados rojos, mientras que un número cada vez mayor de estados azules se han trasladado a comisiones no partidistas que rechazan el gerrymandering. plataforma en 2020.6 Sin embargo, como tuvieron muy claro los redactores de nuestra Constitución, el gobierno de las minorías no era solo una amenaza para la calidad de la democracia, sino también para la vida del país y sus ciudadanos. Como si fuera una señal, una de las principales revistas médicas del mundo, Lancet, publicó un estudio dirigido por Thomas Bollyky en el Consejo de Relaciones Exteriores sobre el desempeño de 177 países en el manejo de la pandemia de COVID. El estudio muestra que el pésimo desempeño de Estados Unidos, uno de los peores del mundo —y de otros países con altas tasas de mortalidad como Bélgica, Reino Unido, Brasil y Filipinas— se asoció con la falta de confianza en el gobierno y la baja confianza interpersonal en sus conciudadanos. Por el contrario, los países con una gran confianza en el gobierno y sus conciudadanos, como Dinamarca, Corea del Sur y Vietnam, tenían tasas de mortalidad y hospitalización muy bajas.7 Los datos sugieren que EEUU podría haber salvado casi medio millón de vidas al restaurar la alta confianza en el gobierno que era evidente en EEUU desde la década de los 1940s y hasta principios de la de los 1960s.8 Bollyky explicó que la confianza en la ciencia no era un factor tan crucial como lo fue la confianza en el gobierno y otros ciudadanos (ver gráfico en la página 24).

Más bien, confianza en el gobierno y otros ciudadanos aparentemente refleja un mayor sentido de compromiso social y acción colectiva. El resultado fue la promoción de cooperación pública —que en realidad resultó ser una variedad de diferentes enfoques para la pandemia… en lugar de solo el camino de la ciencia. El historial de declive en los datos de EEUU sobre la confianza en el gobierno muestra que la primera reducción sustancial entre los ciudadanos blancos y negros puede haber estado relacionada con el manejo de la Administración Johnson y los programas de Derechos Civiles/Gran Sociedad y la Guerra de Vietnam. Sin embargo, el declive de confianza más notable y pronunciado ocurrió entre los estadounidenses negros durante la administración de Nixon cuando el Partido Republicano adoptó cada vez más la Estrategia del Sur —que los Dixiecrats había estado fomentando durante más de una década.

Posteriormente, a medida que la competencia partidista se enfocaba en “ganar y mantener el puesto” en lugar de gobernar, la confianza continuó decayendo hasta alcanzar un punto bajo histórico durante la Administración Trump.

La confianza en el gobierno ha aumentado algo bajo el presidente Biden —especialmente entre los estadounidenses que no son blancos— pero la dificultad de reconstruir un

Para 2020, de las 46 más grandes ciudades en los EEUU, veinte adoptaron algún tipo de reforma policial impulsada por el movimiento de refinanciación policial. El problema para que las iniciativas de reforma como las vistas en Austin y otras ciudades se mantengan es cuestionable, debido a la violenta reacción generada por políticos conservadores. El gobernador de Texas, Greg Abbot, ya amenazó con intervenir y obligar a Austin a restablecer su presupuesto policial a través de legislación estatal. Los sindicatos policiales y los políticos republicanos se han involucrado en infundir miedo y hostigamiento racial para influir en la opinión pública y el electorado en contra de cualquier reforma policial.

Algunos observadores ven el eslogan Desfinanciar la Policía como una mala selección de palabras y un riesgo político, porque puede malinterpretarse fácilmente y suscitar temor a la anarquía y el desorden social. Aparentemente, los políticos republicanos pudieron usarlo para influir en los tejanos del sur de Texas en el 2020. El sur de Texas ahora es visto como el país de Trump, al menos en parte, debido a la violenta reacción contra la “Desfinanciación de la Policía”. Los alguaciles locales (p. ej., los condados de Brooks e Hidalgo), los departamentos de policía (como Falfurrias, Mission y McAllen) y la Patrulla Fronteriza son los principales empleadores tejanos, y aparentemente se consideraba una amenaza para el sustento de sus amigos y familiares.

Para complicar las cosas, recientemente ha habido un aumento en delitos violentos en los EEUU. Los críticos conservadores se apresuraron a culpar la reforma policial por dicho aumento. Sin embargo, los criminólogos dudan en señalar un solo factor —porque 2020 fue un año inusual considerando la pandemia, las protestas por la justicia racial, el aumento de las compras de armas, los despidos generalizados, el cierre de escuelas y oficinas... y una elección muy disputada.
