a place in history On June 22, 1948, the Empire Windrush landed at Tilbury Docks, Essex.

The arrival of 492 passengers from the Caribbean marked a pivotal moment in Britain’s history, and has come to stand for the rich diversity of this nation.

A new project to recognise and celebrate the immense contribution our local Windrush generation has made to Luton life has been launched – and they would like to hear from anyone who has a story to share.

A partnership between the community and Luton Council, The Luton Windrush Partnership Programme (LWPP) has a number of activities planned including the Reminiscence Project with St. Monica’s Day Centre. The programme will also host yearly civic commemorations to be held on national Windrush Day (22 June) as well as work with Lea Manor High School and a Windrush Thanksgiving and Celebration Service with Beulah Apostolic Church.

Norma Hoyte, programme coordinator, said: “We wanted to find a way to get our elders together to say ‘we are part of the history of this country’, and a vital part of the history of this town.

“We honour and salute our Windrush generation for their many sacrifices, customs and cultures they taught us.”

Rose’s story In 1956, a 16-day crossing aboard the SS Auriga brought Rose Allen from the Caribbean island of Montserrat to the docks of Southampton.

She made the journey alone to join her husband, Samuel, to find a better life for her family. And she was prepared to work for it.

From clearing tables in Houndsditch and cleaning London’s prestigious Royal Free Hospital to working in a sausage skin factory and, finally, a pen manufacturer in Stevenage, Rose worked hard to help support her six daughters.

She and Samuel, who worked at Hatfield Aerodrome, would have another two girls following their arrival in the UK. And in 1968, the

family made the move to Luton. “I came here for work - life was not always easy and we didn’t expect it to be”, she said.

“But it is a nice place to live. Everywhere I go I make friends and I have plenty in this town.”

Many of those friends were made at St Margaret’s Methodist Church, where Rose was a dedicated member of the choir for many years.

“I was raised by an aunt in Montserrat who was an organist and choir mistress. My passion for singing began at the tender age of five”, she says. “Singing is my lifeline. I joined the choir at St Margaret’s and was there for many years. I still donate to the church but when you get on in age you know when enough is enough. I sing at St Monica’s Day Centre now.”

Still bursting into rendition from time to time, Rose has been known to have a little dance in the corridors of St Monica’s – where she has attended on a regular basis for 38 years - with her walking stick for support.

Long-term friend Lorna Malcolm says: “Rose is a most incredible lady, with an incredible voice and memory for her age.

Her range of songs is astonishing”.

With a broad network of friends, eight daughters and a large caring family, Rose says she has been ‘truly blessed’.

“I’m trusting the dear Lord to see me to 100 years, and yes I will still be singing then.”

a Hat Factory Arts Centre Special THE REOPENING On Friday 6 September the Hat Factory Arts Centre reopened after 18 months of refurbishment work was completed.

The launch performance was a spectacular affair, with aerialists Pirates of the Carabina scaling the building to the sound of the Revellers Steel band and local poet Lee Nelson. Behind them, the silhouettes of dance troupe Next Generation Youth Theatre – choreographed by the incredible Tangled Feet – were stark contrast to the brightly backlit windows.

We were delighted to invite Hazel Simmons (council leader), Mark Titchner (Beacon artist) and journalist Sarfraz Mansoor to lead the ribbon cutting ceremony. All have strong ties to Luton, and are passionate about developing the creative arts within the town.

IT’S VERY REWARDING! Twelve years ago, after fostering for over 25 years, Carole Wells and husband David decided to become mother and baby foster carers.

Carole’s home reflects her personality – she is warm, welcoming and comforting. There’s a menagerie of animals with a dog, some bantam hens, a rabbit and an aviary. It’s a safe, happy place - perfect for a child.

“I had three boys and I loved them but I always wanted a girl, so we decided to adopt. While we were going through the process, Luton social services asked us if we had thought about fostering. The thought of children filling my home made me very happy so I applied. Whilst being assessed I fell pregnant and had my little girl. We began fostering when she was six months old”

“Just seeing people’s lives changed is the best thing about fostering.”

Mother and baby or parent and child fostering involves the placement of a parent, mother or father and child who is experiencing difficulties. A baby's social worker may make the decision for the fostering placement, if the parent needs extra help but doesn't have the support of an extended family.

“It’s not about taking other's kids; it’s about helping families without judgment when they are in a difficult situation. Helping them move on and eventually go home”.

“A baby needs close contact with parents and it can be hard on a baby to be separated from them. They need a proper routine, to feed and care for them – this makes a connection which doesn’t happen if they only see them for a few hours a week.”

“I look after them and let them bond with their baby. Gradually they start doing what they need to do to take care of their child and slowly become independent.”

The main difference from fostering just a child is that the mother is in control

of parenting and the foster carer will support and enable her to do that. They will encourage the mother to learn to be a mum and give reassurance. There is no judging or criticising.

“If I see something I think can be handled better, I don’t take away control, instead I gently offer a suggestion. When mum needs a break I help by looking after the child. When you are a new mum: it can be all consuming and when you don’t have that support it’s very hard.”

“The last placement we had the mother did really well and moved on to a mother and child residential home. When she left, she gave me a lovely card that said: “You’ve shown me a different way , thank you I shall never forget your support.” We still see her and she calls me if she wants support or advice".

“It’s very rewarding! I feel like I had a very fulfilled life. It’s a lovely feeling.”

London Airport Ltd A Luton Council company

Luton Council’s airport company – London Luton Airport Ltd (LLAL) – is consulting on its proposed long-term expansion of the airport. This is the second time it has asked for views –a consultation took place last summer to get early feedback on initial proposals.

LLAL is proposing sustainable, phased growth of the airport to 32 million passengers per year by 2039, by providing a second terminal north of the runway along with extensive new airfield infrastructure and highway improvements. There are no proposed changes to the existing single runway, and there are no proposals to increase the number of night flights currently allowed from 11.30pm to 6am.

LLAL is also proposing a new funding package. 32 million passengers per year would mean up to an extra £14m for local communities most impacted by the airport.

Robin Porter, Chief Executive of Luton Council, said the airport is key for the economic growth and prosperity of Luton and its surrounding areas.

“The proposed development would deliver enormous benefits, including an estimated 15,600 new jobs across Bedfordshire, Buckinghamshire and Hertfordshire. Around a third of those would be at the airport itself. This will help the council deliver on its ambitious goal to ensure no-one is living in poverty in the town by 2040.”

The proposals would bring impacts for the environment and people who live and work nearby. Measures tackling noise, climate change, air quality and travel to and from the airport will be addressed. LLAL’s new sustainability strategy includes a range of challenging targets, and an important target is to ensure that at least 45 per cent of airport passengers get to and from the airport by public transport from 2029 onwards.

LLAL will outline proposals to enhance the existing compensation and noise insulation schemes for residents most affected by an expanded airport.

It would also create a new area of public open space that is at least ten per cent bigger than

the existing Wigmore Valley Park, utilising the current main entrance and improving facilities and accessibility.

The proposed development is considered a Nationally Significant Infrastructure Project. LLAL will therefore be applying to the government for a Development Consent Order (DCO) to be examined by the government’s Planning Inspectorate. A final decision will be made by the Secretary of State for Transport – not Luton Council.

As many people as possible are being encouraged to give their views. All comments will be carefully considered before the application for consent is submitted.

The consultation runs from 16 October to 16 December and will include a number of drop-in events in Luton and neighbouring towns between 25 October and 7 December. The plans will be on view and project team experts will be on hand to answer any questions.

The Love Luton campaign has established this fund to provide financial support and monetary awards to community groups, local charities and organisations that support the people of Luton. Local groups can apply for grants of up to £3,000 per annum to help them continue to provide these essential services.

Love Luton’s seventh half marathon & 10k will bring visitors to the town from as far as Latvia and Ireland.

The course takes runners through our award-winning parks, the iconic Luton Hoo estate and some of the most scenic areas of the borough. Finishing in the town centre, it gives a boost to the local economy, with runners and spectators spending money there.

TAKE A STROLL It’s easy to jump in a car to get from A to B for short journeys, but try taking a walk to see parts of the town you may not have noticed before…

Luton has five conservation areas, of which the town centre has been one since the late 1990s. It might surprise you to know there are 24 grade II listed buildings in this area, as well as a number of other pieces of built heritage. These properties are mainly located in Castle Street, George Street, King Street and George Street West.

So take a wander - and don’t forget to look up! The architecture on some of these overlooked treasures is simply stunning.

Jon Hind was no stranger to performing in public. A keen singer, his bass voice is already put to good effect in the Luton Choral Society and the Hat Factory choir.

Singing is one thing, but through his involvement with People Power Passion he added an additional string to his bow – dancing. “I’d never danced on stage before, so doing that really pushed me to new limits. The performances were demanding, but everyone rose to the challenge. It was wonderful to meet so many new people from all ages and backgrounds. The whole experience was utterly memorable – perhaps the most moving moment was a spontaneous finale, when we all began singing in the Town Hall. It was an emotional end to an inspiring experience I shall never forget.”
