VCA Code of Practice 20.1.16 - A member shall take responsible action to reduce the incidence of hereditary diseases in accordance with the ANKC Code of Practice for Hereditary Diseases and shall comply with Dogs Victoria’s Code of Practice for Hereditary Diseases (Code 20.3), and the Prevention of Cruelty to Animals Act 1986, particularly with respect to the Code of Practice for the Responsible Breeding of Animals with Heritable Defects that Cause Disease.
VCA Code of Practice 20.1.25 - A member shall ensure that all dogs sold or disposed of by that member are in the best possible state of health. Where any known physical abnormalities exist, a breeder health declaration shall be supplied which includes details of the known physical abnormality at the time of sale and how that abnormality may affect future health and welfare of the dog. This shall be signed in acknowledgement by the recipient. With the exception of matters disclosed in the health declaration, a member shall abide by the following as a minimum practice when selling dogs.
VCA Code of Practice 20.1.25.2 - Where a dog is returned to the member within 21 days of sale accompanied by a statement from a veterinary practitioner that the animal is unacceptable for health reasons, the member must take back the animal and refund 100% of the purchase price.
VCA Code of Practice 20.1.25.3 - If an animal is diagnosed with, suffering from, dies of, or is euthanised from a physical defect or disease that is directly traceable to the point of sale within three years of purchase, the member must, subject to a second veterinary opinion, refund 100% of the purchase price where the owner of the animal provides supporting statements from a veterinary practitioner, including test results where a suitable test is available. Owners of the animal must make veterinary reports and test results available to the breeder for the breeder to obtain their own veterinary advice (second opinion), and for the purpose of informing future breeding management.
VCA Code of Practice 20.3.2.1 - Members will take responsible action to reduce the incidence of hereditary diseases in their breeds.
VCA Code of Practice 20.3.2.5 - Ensure that the proposed mating fits within the parameters of responsible action as
approved by Dogs Victoria to reduce hereditary diseases within the breed. (amended 15/08/18)
VCA Code of Practice 20.3.2.6 - Before any puppy or adult animal is sold, the prospective owners be advised that the seller has taken all reasonable steps to ensure that the animal is healthy as stated in the Dogs Victoria Code of Ethics by way of a health declaration in accordance with 20.1.25. (amended 15/08/18)
VCA Code of Practice 20.3.2.7 - If the reason for diagnosis, death, or euthanasia of a dog is a result of a known heritable defect, the parents and any offspring from those parents still held by the breeder must be tested and managed for the heritable defect. Breeder’s records must link test results and death certificates with the individual dog’s microchip or registration number. (amended 15/08/18)
VCA Code of Practice 20.1.2 - A member shall not engage in any behaviour that is contrary to the standards accepted by the community.
VCA Code of Practice 20.1.4 – Members shall constantly strive to improve their knowledge of their chosen breed or breeds, and their knowledge of the requirements for the care, welfare and betterment of dogs.
VCA Rule 2.17 - Members shall strictly observe and act in conformity with and not otherwise than in accordance with the Rules, Regulations, Code of Ethics and Codes of Practice of the VCA and shall not conduct themselves in such a manner as to bring the VCA into disrepute or to bring themselves as a breeder, owner, exhibitor, handler, show official, judge or as a VCA member into disrepute.
Disciplinary Hearing held on 17 February 2025.
Penalty: 5.6.1.4 - All dogs currently registered to the respondent shall be marked not for breeding and no litter shall be accepted for registration effective from 17/02/2025. This includes any litter that has already been disposed of or currently available for sale.
5.6.1.6 - The membership of the respondent is disqualified for life effective 17/02/2025.
5.6.1.7 - No dog registered to the respondent will be transferred out of the respondent’s name unless evidence of desexing is provided.

They will conduct themselves by displaying good manners, respecting other participants, officials and judges.
The following is the expectation of Dogs Victoria of all attending an event authorised by it.
• You will act so that the experience of others attending a Dogs Victoria event may be enriched.
Behaviour not tolerated
• Abusive or aggressive behaviour towards anyone attending the event whether it be the judge, event officials or management or participants.
• Harassment which may be defined as causing alarm, distress or anxiety, physical violence, threats, offensive language or verbal abuse.

b. Under Regulation 5.6.1.7, the Respondent is required to issue (by providing through DV Compliance) a formal written letter of apology for acting in an aggressive, abusive and disrespectful way to the specified DV members;
c. In the event that the Respondent fails or refuses to issue a formal written letter of apology to any of the specified DV members, the Respondent will be further suspended from taking part in or having any official role with any event or participating in any VCA committee held or conducted under VCA Rules and Regulations until the Respondent issues a formal written letter of apology for acting in an aggressive, abusive and disrespectful way to each of the specified DV members.

DOG SUSPENSION / PENALTY
Weimaraner (Longhair) – CH. A2O Ch BROMHUND FAIR GAME (3100448505) has committed a level 4 offence - Aggression towards another dog. Automatic suspension from all ANKC approved activities other than training for a period of four months, from 30 March 2025, at which time the owner may apply to have the dog assessed. The suspension remains in force until the dog achieves a pass result when assessed and the dog becomes eligible for reinstatement.
Victorian Canine Association Management Committee Elections 2025
At the close of nominations at 4pm on Monday 6 January 2025 five nominations were received for the four positions on the Management Committee.

CHANGES TO VCA REGULATIONS
EFFECTIVE 15 JUNE 2025 PART
7.6.16 insert new
7.6.16 At any Dogs Australia Championship, MultiGroup or Group Championship Show, FCI Shows excluded, a dog shall not be exhibited in a General Class or Group Specials, under a Judge who has awarded that dog a Best Exhibit in Group award during the period of six months prior to the date of the aforementioned show. In any case where an entry has been lodged prior to such award having been made, it is the responsibility of the exhibitor/owner of that dog to advise the Club concerned and the entry is to be cancelled and the entry fee refunded.
SCHEDULE SUBMISSION DATES
2025 Dogs Victoria Agility Top Dog Finalist Selection Criteria
There will be separate competitions for Top Dog Agility and Top Dog Jumping. The following rules apply to each event:
General Guidelines:
• Competitors must be registered with Dogs Victoria and residents of Victoria.
• Trial Secretaries must ensure that their results are correctly entered into K9 entries. If results are recorded through other entry systems, these must be sent to vicagilitycomm@gmail.com before 31 August 2025.
Selection of finalists for each competition will be made on the following basis:
1. Qualifying Period: Passes must be gained at trials between 1 November 2024 and 31 August 2025. The qualifying year has been shortened due to changes in dates, making it crucial for competitors to gain their passes within this timeframe.
2. Eligible Classes for Passes: Passes will be awarded from Victorian Master and/or Elite Agility or Jumping classes.
a. Interstate Passes: A maximum of three passes from interstate events (including National events) may be nominated by competitors. These must be submitted by email to vicagilitycomm@gmail.com before 31 August 2025 with copies of pass cards.
b. Restricted Trials Trials: Passes from Restricted Trials are not eligible.
c. Proof of Passes: Competitors may be asked to provide proof of passes upon request.
3. Qualifying Placings: Placings from first to tenth in Master and Elite classes are eligible, in accordance with ANKC Agility Rules.
4. Pass Eligibility:
• A maximum of 10 Master and/or Elite passes will be considered for each of Agility and Jumping.
• A minimum of six passes is required to be eligible for each event.
5. Points Allocation for Passes: Each pass will be awarded points based on the following table:
Relevant paperwork should be sent to events@dogsvictoria.org.au. Failure to comply will result in a late fee of $100 being applied.
6. Finalist Selection:
• Finalists will be determined based on highest point totals. The maximum number of finalists will be 20 dogs for each event.
• Tiebreaker: In case of ties, qualifiers will be determined by a count back (first place, second place, etc.).
7. Qualifying by Height:
• The number of qualifiers in each height group will be based on the total number of dogs with qualifying passes in Master and Elite Agility or Jumping classes during the 2024-2025 season.
• The number of placings eligible will match the number of dogs qualifying for each height.
• There is no guarantee that all height groups will be represented in the finals, depending on the number of passes earned.
Top Dog Finals:
• The finals will consist of one round each of Master Agility or Master Jumping and will be held in height categories.
• There will be separate awards for Top Dog Agility and Top Dog Jumping.
• Finals will be held after 31 August 2025.
• Dogs may be subjected to pass a soundness check before participating in the finals. This check will be performed by a veterinarian selected by the Committee on the day of the competition.
• Bitches in season are eligible to compete in the finals, but competitors must inform the Committee if their bitch is in season prior to the start of proceedings.

Dogs are the first animals ever to have been domesticated by humans, and it shows in our longstanding friendship. Not only are dogs our best friends and beloved family members, but they’ve helped pave the way to a happier and more prosperous society.
Throughout co-evolution, our canine companions have supported and shaped our human lives for the better. Today, PD celebrates their involvement in sports and conformation and their capacity as working dogs and as service dogs.
Conformation
Dog shows are a momentous way to showcase our pedigree pups and are some of the most popular competitive dog events.
Conformation events help us celebrate the structure, movement, and temperament of pedigree dogs, showcasing the results of pedigree dog breeding. PD would like to congratulate the breeders, handlers and conformation judges for their expertise.
Dog sports
Dog sports provide an opportunity to bond with our dogs through a combination of teamwork, communication, and having a shared goal. Activities like agility, flyball, obedience, and dock diving are great ways to focus on our dogs while helping provide them with physical and mental stimulation.
Working dogs
Search and rescue dogs help locate missing people in disasters, while herding and livestock dogs support farmers in managing their animals.

In therapy and emotional support roles, dogs provide comfort and connection to those in need. Whether serving on the frontline with law enforcement or quietly supporting in homes, working dogs are true partners in improving lives every day.
Assistance dogs
Assistance dogs, also known as service dogs, are highly trained to help people with disabilities live more independently. They perform essential tasks like opening doors, retrieving items, and providing emotional support.
There are several types, including guide dogs, hearing dogs, psychiatric (PTSD) dogs, autism assistance dogs, and physical disability assistance dogs. These dogs undergo around two years of intensive training and must pass a Public Access Test to be accredited.
Once qualified, they have legal access to public spaces. assistance dogs not only help with daily tasks but also improve confidence, safety, and quality of life for their handlers.

First Aid for Dogs
All dog owners need to know a little animal first aid. Whether it is for a time when your own pet gets injured or is unwell, or if you see an injured animal when you are out and about.
First Aid Principles
First aid principles for animals are really no different to those for human first aid, so if you have ever done a human first aid course, you can probably apply a lot of the theory to animals.
The first rule of First Aid is to ‘do no harm’ – don’t let your actions make things worse. In most cases, this means transferring the animal to proper veterinary care as soon as possible or seeking proper veterinary advice. This is not the time for ‘Dr Google’.
Injured and unwell animals should be checked by a veterinarian as soon as possible.
First aid is not a substitute for proper veterinary care. Early veterinary intervention should always be the priority.
Safety First!
Following on from the human first aid principles, the next step is to check for danger before rushing in to help.
In any emergency situation, remaining as calm as possible is key. We all want to jump in to help an injured animal (probably more so than an injured person!), but we need to make sure that we are not putting ourselves into danger to do so.
For example, if an animal has been hit by a vehicle, is injured and on the road or in a place that presents danger from traffic, you need to make sure it is safe before rushing in to help.
If there has been a dog fight, you need to be careful that you do not get bitten trying to break the fight up, and make sure the dogs are properly separated so there is no chance of things starting up again.

Injured animals are often scared and frightened and even the sweetest, gentlest pet may behave in a way we don’t expect to protect themselves from further pain.
You need to move slowly and carefully and manage your own safety by using appropriate restraints such as leashes and muzzles if needed.
Remember injured animals may panic, try to escape, lash out or even bite when you go to handle them so be super cautious. Be very aware of where you position yourself and keep an eye on what is happening around you as you approach or handle the injured animal.
Sometimes covering the animal’s head/eyes with a blanket or towel can help reduce stress and help calm the animal.
If you need a muzzle, but don’t have one handy – you can fashion one with a leash or some elastic bandage.
How serious is it?
You will need to make a quick assessment of the seriousness of the injury or illness – does the animal need urgent veterinary attention? If you are not sure, call your local vet clinic for advice.
Injuries that involve ears and eyes, or injuries to pregnant females, or newborn puppies may be more serious that you expect.
Dog fight wounds may not look serious on the surface but can hide significant damage to underlying tissues and are very prone to serious infection.

First Aid for Dogs
You should then decide whether or not you are going to immediately transport the animal to the vets, and if you are then ring ahead to let them know you are coming. If you are not sure, then you should consult your veterinarian for advice.
Having the contact details of the local vet as well as the local after-hours clinic or emergency centre displayed in a prominent place at home, or stored in your phone is very handy in a situation like this.
In most cases, the local veterinarian will not be too far away, so getting the animal safely in the car and to the vet should be your number one priority.
Spending a lot of time bandaging, splinting, or dressing an injury is usually a waste of time as the vet will simply remove all of your handy work on arrival, and the animal will have undergone unnecessary pain and stress, and treatment will have been delayed.
That is not to say that keeping a wound clean, keeping a lame leg still, or using pressure to stop bleeding should not be done, but be very conscious about delaying proper veterinary treatment.
Only a minor injury?
If the injury is not a serious one – you may choose to apply some simple first aid measures yourself. If there is a small wound, you can flush it and then apply a disinfectant such as BetadineTM to the area.
Saline solution (salty water) is safest for flushing and cleaning wounds as it does not sting and is safe if the animal decides to lick the area.
Be very careful about using anything on an animal’s skin that would be toxic if put in their mouth as animals are naturally going to lick at an injury, especially things like tea tree oil and eucalyptus oil or Dettol which can be toxic if ingested.
You will still need to document the injury, and any treatment given, and the animal will need to be monitored closely to ensure infection or other complications do not develop.
Moving an Injured Animal
If you need to transport an injured animal, the aim is to minimise the pain and distress caused by moving injured body parts.
Bring your vehicle as close as possible to the injured animal, and if possible, have someone to help you. Fitting a collar and leash, and even a muzzle, will aid in control and help minimise unnecessary movement. It will also help with restraining the animal in the vehicle – especially in unfamiliar cars, or where your normal car restraints are not available.
If you are dealing with a dog that cannot walk, you may have to gently move it onto a blanket or towel, then use the blanket or towel like a stretcher. Try to move carefully so that you don’t make any injuries worse.
Pro Tip – It is a great idea to teach your dog to wear a muzzle – even if they never need to.
By introducing a muzzle in a positive way, and gradually teaching your dog to accept a muzzle, can both reduce their stress if they need to wear one, and can make putting one on in an emergency much safer.

First Aid for Dogs
Broken Bones
If your dog is suddenly very lame, or one of its legs does not look right, there could be damage to the bones or ligaments. These injuries usually need an x-ray assessment, so getting the dog to the vet is critical.
Try to minimise the movement of the injured area as movement can be very painful and can lead to further damage of the surrounding tissues. Remember to keep yourself safe, and handle the animal carefully.
Cuts, Lacerations and Puncture Wounds
Some superficial wounds can be managed at home with gentle cleaning and application of a disinfectant such as BetadineTM. However, if the damage looks to be deeper, or the wound is very open, then it will most likely need veterinary assessment and treatment.
Infection can easily cause more problems than the original wound, so early intervention is critical. There is a window of a few hours where early treatment can mean that infection does not have an opportunity to take hold and inflammation is minimised.
If your pet has been in a fight, it’s very important you seek veterinary care immediately because bite wounds are highly likely to become infected, and there is often significant damage to underlying tissues that is not visible from the surface.
Bites and Stings – Allergic Reactions
If your pet suddenly develops swelling of their face, including their muzzle or around their eyes, and/or rashes or bumps (hives) on their body (with or without being very itchy) they may be having an allergic reaction.
Some pets will experience such reactions to insect bites or stings, to new food exposures, or to substances in their environment.
In most cases, allergic reactions are not life threatening, however the pain and discomfort can be significant. Dogs often cause secondary damage trying to rub, bite or lick at irritated areas so a visit to the vet for treatment to reduce the irritation and swelling is advised.
Vomiting and Diarrhoea
Dogs, especially young puppies, are notorious for chewing on and eating just about anything! In most cases, the high-acid environment in their gut deals with the items they scavenge.
Sometimes, though, the body deals with unwanted items by expelling them from the gut – either by vomiting or moving them through the bowel quickly resulting in diarrhoea.
Of course, there are a LOT of different reasons why a dog may vomit or have loose stools – some more sinister than others. There is a very big difference between ‘I ate something that upset my tummy’ and viral gastroenteritis or a bowel obstruction caused by a foreign body.
If your dog has an upset stomach, here is a rough guide:
» If you have seen your dog eating something it should not have, or suspect it has swallowed something dangerous, you should immediately consult your veterinarian.
» If the dog looks unwell, is lethargic, or if there is blood visible in the poop or vomit – you should immediately consult a veterinarian.
» If the dog is otherwise bright and happy, a single vomit or bout of loose poop may not be a concern. However, you will need to watch closely to check that things don’t change. Make sure the dog is drinking, and don’t offer any food for 6-8 hours.
If they continue to vomit, or have a number of bouts of diarrhoea in this time, you should consult a veterinarian.
If they are acting normally, and there is no recurrence you can then try a small amount of very plain food (such as boiled chicken) as a first meal and continue to monitor their progress over the next few days.
First Aid for Dogs

Poisons
Pets can accidentally ingest toxic substances such as household cleaners, medications, plants, or human foods that are not suitable for animals.
Depending on the type of poison, the symptoms can vary and might include vomiting, diarrhea, drooling, seizures, or lethargy.
If you suspect your pet has ingested a toxic substance or poison, contact your vet for advice. I
n some cases, your vet may be able to give your pet medication to make them vomit, but in some cases inducing vomiting is not recommended as the poison can cause more damage.
Medications
Never give your pets medication without consulting your vet first, even if they have had that medication before.
Medication that has been prescribed for another animal, or that has been ‘left over’ from a previous treatment should not be used unless specifically approved and the correct dosage calculated by your vet.
Where a veterinarian has prescribed medication, you need to complete the course fully, even if your pet ‘looks better’.
First Aid Kit for Dogs
As a pet owner, it is a good idea to be prepared. A basic pet first aid kit can be super helpful in an emergency.
Your veterinarian will be able to suggest items for your first aid kit and will be able to show you some simple first aid techniques that you can apply if needed.
A basic first aid kit should contain gloves, saline solution, iodine antiseptic, some gauze swabs, non-adhesive dressings and bandages along with scissors and tweezers.
Having a sturdy blanket or strong towel in the boot of your car can also be a great idea.
Pet First Aid Training Courses
If you are looking to up your skill level, there are a number of pet first aid courses available in Melbourne through organisations such as Red Cross and RSPCA.
Your local vet clinic may also offer classes.
This service is free during regular hours, but they do charge a fee for out-of-hours calls.
Their website - animalpoisons.com.au offers some excellent advice for pet owners who are concerned their pet has been exposed to a poison or toxic substance.

Jumping Up On People
Although we all love a bit of enthusiasm in a greeting, dogs that jump all over people uninvited can become a bit of a nuisance.
It might be fine on a sunny afternoon when you get home from a tough day at work and may seem super cute in a tiny puppy. Still, it loses its appeal when the dog is a hefty 40kg adult, or when the dog has muddy paws, and you are dressed to go out.
Dogs that routinely jump up on their family or visitors can also potentially cause injury. Sharp claws can scratch or tear grandma’s fragile skin or accidentally scratch the face of a toddler. If the dog catches the person off-balance, it could potentially lead to a fall.
Dogs that are over-enthusiastic with their greetings can also frighten people who are not used to dogs or who have had a bad experience in the past; this is especially true of larger breeds of dog.
So why do dogs to jump up on people?
Jumping up to greet people is thought to have its origins from an innate behaviour displayed by very young puppies to solicit food from their mother. The puppies jump up to lick the corners of their mother’s mouth, which triggers a regurgitation response, delivering semi-digested food that the puppies can then eat. Quite simply, this behaviour is ‘hard-wired’ in all dog breeds and then reinforced very early with food.
Licking at the faces of other dogs often continues into later life as a form of appeasement greeting, especially when young puppies are meeting older dogs. Because human faces are well off the ground, there is a theory that jumping up at a human is the dog’s way of trying to get closer to our face to perform this greeting.
Unfortunately, we humans often encourage and reinforce this behaviour unintentionally. When puppies are small and cute, or when dogs are new to a household, we often let them jump up on us and reach down and give them a pat or cuddle (or pick them up) when they do this.
From the dog’s point of view, they get lots of attention and interaction when they jump up (the greeting behaviour of jumping up is reinforced repeatedly with pats, games and attention) so they learn that this is a behaviour that ‘works’.
But I am not reinforcing the dog for jumping up – I tell him off!
A lot of old-school training techniques suggested that giving the dog a verbal ‘correction’, or physically pushing the dog down was the way to stop this behaviour.
It is not uncommon to see people try to push the jumping dog down with their hands, lifting their knee, or yelling and making a lot of noise to try to stop this behaviour.
The problem with these options is the dog may actually see it as a type of game – I jump up, and you push me down – lots of fun! They still have your 100% attention, and you are still interacting with them, so they are getting reinforced for a behaviour that you really don’t want.
There is also the risk of the dog getting hurt or injured if it gets tipped off balance as it is pushed away.
Coaching polite greetings
Just like young children, we need to teach our dogs what we DO want them to do. Simply telling them ‘No’ doesn’t do anything to teach them the correct response.
You cannot just expect that your puppy or dog will comprehend that YOU might like the occasional jump up, super enthusiastic greeting, but that they can’t do it with other family members, elderly people, people in the street, young children or when they have muddy feet.
You need to think about what your preferred greeting behaviour actually is and then work to reinforce the dog heavily for doing that.
For most people, their preferred greeting is for the dog to sit in front of them, but you may choose ‘four feet on the floor’ as an acceptable position if you have a dog that finds sitting difficult (such as some of the larger sighthounds).
Then we need to make it very clear to the dog, over repeated learning events, that he will be reinforced with treats, toys, pats and interactions when he is in the ‘greeting position’, and he will get none of this if he is not.

Jumping Up on People
At the very start of coaching polite greeting behaviours, you should try to set you and your dog up for success.
Pick a time when the dog is not super excited (so not when you or the kids first come home), and things are relatively calm and arm yourself with some of your dog’s favourite treats and a toy.
Ideally, start with your dog on a leash and ask another family member to stand still and hold onto the leash as you do some training. The person holding the leash is not to do anything – no jerking or pulling on the leash and they do not need to say anything. They are simply there to stop the dog from following you.
The plan is for you to approach the dog and greet it – ‘Hello Bella/Spot’. If the dog goes to jump up, you simply turn and walk away – no yelling, no eye contact, no pushing or pulling – just walk away.
The fact that you walk away provides a ‘consequence’ for the dog – if you jump up, I will move away, and you don’t get the chance to interact.
Repeat this ‘approach and greet’ until the dog sits (or just stands there and does not jump up at you), and then immediately reward the dog with a treat, pat or cuddle. Repeat a few times, then end the session with a short game or something else the dog values.
Like all new behaviours that you would like your pet to master, you will need to practise regularly. Try to take time out each day to coach the behaviours you want, and try hard to reinforce the ones you don’t.
The more consistent you are, and the more times the dog is reinforced for the correct behaviour, the sooner the dog will offer the four on the floor response or a sit.
Training Tip !
To help you fit the training sessions into everyday life, stash some treats at the places you are likely to greet your dog, such as the front or back door or the side gate. That way, if they offer the desired behaviour outside of a planned training session, you can still reinforce them.
Once your dog masters ‘Level 1 of Human Greeting Behaviour’, you can then start to practise this same routine with a variety of people, all of whom do the same thing. Ask friends and family to help you. y
You will also have to practise the greeting behaviour in different locations - on your walks, outside the shops, at the park, and anywhere else your dog may greet people.
If everyone that the dog greets does the same thing, your dog will soon start to learn that there are never any pats or attention unless all four feet are on the ground.
If your dog does greet someone politely without being ‘set up’ to do so, make sure that you reward the dog yourself. Just make sure you remember to carry some treats the dog really likes when out on your walks – pack them with your leash and poo bags, so you don’t forget to take them!
If you realise someone about to greet the dog when you are out and about, you can then either hand the person one of your treats and ask them to give it to the dog when he does the right thing, or reward the dog yourself.

Jumping Up on People
Progress takes time
Having a dog that is super reliable when greeting people will take time and patience. There will be scenarios that your dog masters very quickly, and others that may be a bit harder because the dog will be super excited and less able to control their emotions.
To start with, your dog may not be able to contain their excitement when you first come home. Sometimes they need to settle a little before they can muster the emotional control to be able to achieve a polite greeting.
If this is the case, you can simply delay greeting your dog for the first 10 minutes or so after you come home. When your pet seems to settle a little, then go out and work on your greeting behaviour.
If doorways are a place that you seem to have trouble – as you go out into the backyard or as you come through the gate - practise the same routine here.
Open the gate or door, if the dog goes to jump up, gently shut the door and take a few steps away. Then open it again, close it, open it, close it, until the dog offers ‘four on the floor’ or a sit. Then you can quickly reward the dog with a treat, and then go outside and give your pet all the cuddles and pats you want.
For dogs who like to play, another option is to keep a few toys or a ball near the gate or back door, and immediately throw one as you come through into the yard. The dog will learn to expect the toy and will focus on chasing after it rather than ‘mugging’ you.
But what if I WANT my dog to jump up and greet me?
This is fine – we all love an excited greeting some of the time!
The key is to help your dog get it right by having an, ‘it’s OK to jump up now’ cue. That way, you can enjoy this type of interaction, without the dog thinking it is appropriate all of the time.

VCA REGULATIONS
4.4.4 Except as provided for in these Regulations any member selling, supplying or disposing of a dog to another person must supply to that person the signed registration certificate duly completed with the name and of the person and the transfer date, within one calendar month of disposal unless Management Committee otherwise directs. A member shall not include any contractual provisions contrary to this regulation. (15/11/11)
4.4.5 Any member who sells a registered dog without transfer of registration to the purchaser must obtain the agreement of the purchaser in writing that the dog will either not be transferred into the name of the purchaser or deregistered with the VCA.
4.4.6 A member shall not sell any dog in such a manner as to cause the purchaser to believe the dog being sold is registered with the VCA if it is not. (15/09/19)
4.4.6.1 A member may indicate during the sale that a dog which is not as yet registered with the VCA is intended to be registered in accordance with Regulation 4.1.3
ANKC LTD REGULATIONS Part 6 Section 8 Breeding
8.3 All bitches eight years of age and over at the time of a mating must have a current veterinary certificate stating that the bitch is in good health at the time of breeding. This certificate must be presented at the time of registration of the litter resulting from this mating. A current veterinarian certificate is defined as being within three months prior to the mating. (Added BOD 10/11)
8.4 First generation (father/daughter, mother/son, brother/ sister) matings are not permitted. ANKC Ltd Member Bodies will not register the progeny of father/daughter, mother/ son, brother/sister matings on the Main Register unless application was made to the Member Body and approval was given prior to the mating on the basis of health or genetic reasons to the benefit of the breed. Any breach of this regulation will constitute an offence by the member/ members who are the owners of the sire and dam of the litter. The progeny resulting from such a breach will be registered on the Limited Register and endorsed ‘never to be upgraded’ and any further penalties may be determined by the member’s member body. 8.5 First Degree Mating protocols: (Added 10/12, 6.6.1)
8.5.1 Applications shall be made prior to the mating to the relevant ANKC Ltd Member Body and the following information is the minimum required for the Member Body to make deliberation:
a. Grounds for the mating should include details of the dogs to be mated and relevant health test results;
b. Desired outcomes for the mating;
c. When the intended mating is likely to occur.
8.5.2 Where prior approval has not been sought or granted by the Member Body. All progeny are to be registered on the Limited Register and the record flagged never to be upgraded to the Main Register. (Added 10/13 – 6.5.1)

Dogs Victoria Regulations Part 20 Codes - 20.1 Code of Practice
20.1 CODE OF PRACTICE
(amended 14/04/25, 15/02/24, 15/03/23, 15/09/22, 15/08/22, 15/10/21, 15/09/19, 15/08/18)
Each member, upon being admitted or re-admitted to membership of the Victorian Canine Association Inc. shall be bound by the Victorian Canine Association Inc. (hereinafter ‘Dogs Victoria’) Code of Practice.
Ethics
20.1.1 A member shall not knowingly or recklessly misrepresent the ANKC or Dogs Victoria.
20.1.2 A member shall not engage in any behaviour that is contrary to the standards accepted by the community.
20.1.3 A member shall display good sportsmanship and conduct at all times so as to reflect credit upon themselves, the ANKC and Dogs Victoria.
20.1.4 Members shall constantly strive to improve their knowledge of their chosen breed or breeds, and their knowledge of the requirements for the care, welfare and betterment of dogs.
20.1.5 Members shall ensure proper care for all dogs under their control, whereby
20.1.5.1 Food shall be provided in sufficient quantity and nutritional quality; it must be canine appropriate and nutritionally balanced to meet the daily requirements for the condition, activities, age and size of the each dog. All dogs shall have access, in their housing area, at all times, to a sufficient supply of fresh, clean, water daily. Food and water utensils shall be kept clean;
20.1.5.2 Dogs shall be housed in a safe and secure manner that is suitable for the size and containment requirements of the dog and provides protection from adverse environmental conditions and climatic extremes. Adequate ventilation and sufficient space must be provided for dogs to stand. The flooring area of pens/cages shall not be made from uncovered suspended wire. Each dog older than 16 weeks of age shall have access to a separate bed or sufficient bedding material that all animals can sleep comfortably at the same time;
20.1.5.3 Dog sleeping, housing and exercise areas shall be kept clean and at a good standard of hygiene by cleaning any faeces, wasted food, and soiled bedding daily. Where pens and kennels are cleaning by hosing, material on floors (toys, bedding, food, faeces etc) shall be removed prior. Hard surfaces in pens and kennels should be disinfected weekly or more often if required. Veterinary advice shall be sought for managing the cleaning of premises and management of isolation if a contagious illness occurs in dogs;
20.1.5.4 All dogs of all age and breeding status shall be provided with an appropriate amount of daily exercise, social contact and enrichment suitable to the individual needs of the dog;
20.1.5.5 Where dogs are tethered, they shall be tethered in accordance with the Prevention of Cruelty to Animals Act 1986 and Regulations. Pregnant bitches of more than 7 weeks gestation, whelping bitches and lactating bitches with puppies shall not be tethered. Puppies under 16 weeks of age shall not be tethered.
20.1.5.6 Dogs shall be transported in a safe and secure manner. Dogs shall not be transported in the boot of a sedan type car. When on the back of a ute or trailer, dogs must be appropriately tethered or caged. Sealed transport containers shall have multiple ventilation holes.
20.1.5.7 Veterinary care is provided as required in accordance with the Code of Practice for the Private Keeping of Dogs. Additional veterinary requirements for breeding dogs is described in Section 20.8 Code of Practice for Breeding Animal Health Management.
20.1.6 A member who leaves a dog owned by them in the care of another person shall remain responsible for that dog.
20.1.7 A member shall take all appropriate lawful measures to assist a dog in distress.
20.1.8 A member shall positively enhance the reputation of dog breeders and owners by ensuring that dogs owned by the member are not a danger or nuisance to the community.
20.1.9 A member shall not participate in nor support any activity in that involves cruelty or damage to animals, excluding legal hunting activities.
20.1.9.1 Dogs shall not be trained or worked beyond their willingness and capabilities. All training methods used shall be humane and not cause undue fear, distress or pain.
20.1.9.2 Dog Collars
The use of dog collars incorporating protrusions designed to puncture or bruise the dog’s skin, or electronic collars designed to deliver an electric shock to the dog is prohibited at any VCA sanctioned event, training activities, or any activity which may reasonably be seen to be in connection with the VCA. 20.1.10 A member shall make every effort to rehome any dog no longer required by that member to a suitable home. A member shall not dispose of dogs owned or bred by the member to a pound or animal refuge except in exceptional circumstances and following notification in writing to Dogs Victoria. In this instance, depending on circumstances Dogs Victoria may request that any breeder prefix also be suspended or surrendered.
Breeding
20.1.11 A member shall breed primarily for the purpose of improving the quality and / or working ability of the breed in accordance with the breed standard, and not specifically or predominantly for the pet or commercial market.
20.1.11.1 If breeding animals are determined to be no longer suitable for breeding, or are retired and are to be rehomed, they must be prevented from further breeding by transfer to limited register, neutering, contraception, contract of agreement or other means.
20.1.12 A member shall not breed with a bitch unless they have reached adequate maturity for that breed as determined by Dogs Victoria, without the prior approval of Dogs Victoria. Where the Rules, Regulations and Codes of Practice are otherwise silent, the minimum age for breeding a bitch shall be 12 months [see attached Minimum Breeding Age for Bitches]. (15/11/18)
20.1.12.1 The progeny of any matings that are not permitted by 20.1.12 will be registered on the Limited Register and endorsed “never to be upgraded”. It will be a breach of Code 20.1.12 by the member/s who are the owners of the sire and dam of the litter constituting an offence against Dogs Victoria Rules, Regulations and Codes.
20.1.13 A member shall not breed a bitch causing it to whelp more than twice in eighteen months. without the prior approval of Dogs Victoria. (amended 15/08/22)
20.1.14 A member shall not breed with a bitch causing it to whelp more than five times in its lifetime (amended 15.03.17)
20.1.14.1 First generation breeding (i.e. father / daughter; brother / sister; mother / son) matings are not permitted.
20.1.14.2 The progeny of any matings that are not permitted by 20.1.14.1 will be registered on the Limited Register and endorsed “never to be upgraded”. It will be a breach of Code 20.1.14 by the member/s who are the owners of the sire and dam of the litter constituting an offence against Dogs Victoria Rules, Regulations and Codes.
20.1.14.3 All bitches eight years of age and over at the time of a mating must have a current veterinary certificate stating that the bitch is in good health at the time of breeding. This certificate must be presented at the time of registration of the litter resulting from this mating. A current veterinarian certificate is defined as being within three months prior to the mating. (15/08/15)
20.1.15 A member shall not permit any of that member’s purebred dogs No breeding shall take place unless both the dog and bitch are on the Main Register. Dogs and bitches are not permitted to be mated to a dog or bitch of a different breed, to a cross bred dog or bitch, or to a dog not on the Main Register without the prior approval of Dogs Victoria. an unregistered dog or bitch of the same breed.
20.1.15.1 A member shall not permit any of that member’s unregistered dogs to be mated to any other unregistered dog, with the exception of dogs registered with a Registry Body recognised by ANKC Ltd (unless an exemption is granted by Dogs Victoria). (amended 15.03.17, 15.04.18)
20.1.16 A member shall take responsible action to reduce the incidence of hereditary diseases in accordance with the ANKC Code of Practice for Hereditary Diseases and shall comply with Dogs Victoria’s Code of Practice for Hereditary Diseases (Code 20.3), and the Prevention of Cruelty to Animals Act 1986, particularly with respect to the Code of Practice for the Responsible Breeding of Animals with Heritable Defects that Cause Disease.
20.1.17 A member shall not, within Australia, sell or otherwise transfer from that member’s care any puppy under eight [8] weeks of age. (amended 15.05.17)
20.1.18 A member shall not export a puppy under the age of eleven [11] weeks, or such greater age permitted under the livestock import requirements of the country to which the puppy is being exported.
20.1.19 A member shall not knowingly sell a dog to any person residing in an overseas country known to be involved in the utilisation of dogs for the meat trade without first satisfying the VCA that the purchaser is a member of an ANKC recognised canine controlling body in the overseas country. The member and purchaser must acknowledge in writing to the VCA that the intention of the sale is for the improvement of the quality of that breed in the overseas country, and not for any other purpose. Further, the dog is not to be shipped until the export pedigree is approved by Dogs Victoria. (Amended 15/03/23)
20.1.20 A member shall ensure that persons acquiring dogs from that member understand the requirements for the care, welfare and responsible ownership of the dog, and that they have the time and facilities, e.g. adequate fences, sufficient room and proper shelter, to fulfil their responsibilities.
20.1.21 A breeder shall be expected to maintain reasonable contact with the purchasers of dogs from that breeder and to offer continued advice and reasonable assistance.
20.1.22 Record keeping requirements: (15/09/19) (15/11/11)
20.1.22.1 A breeder shall create a record file for each individual puppy born, and maintain until ownership changes or the animal is deceased. A breeder shall make available all records for inspection by an authorised officer or as directed by an officer of Dogs Victoria. Copies of these records must be retained by the breeder for a minimum of 3 5 years from date of last entry. (amended 15/09/22)
Dogs Victoria Regulations Part 20 Codes - 20.1 Code of Practice
20.1.22.1.1 Records to be kept for puppies under 12 weeks of age shall include the following (copies of original documents are acceptable where originals accompany the puppy to its new owner):
• a copy of the litter registration form, or alternatively: -name, -microchip number (when implanted); -sex; -breed; -date of birth; -colour and markings (if applicable); and -dam and sire registered names and numbers
• health care history including vaccination records, internal and external parasite control,
• purchase/disposal record including name and of new owner (where applicable),
• copy of health declaration, and
• record of return (if applicable) with supporting documentation.
20.1.22.1.2 Records to be kept for dogs over the age of 12 weeks acquired or retained by breeders for the purpose of breeding shall include:
• either ANKC registration certificate, or alternatively:
-registered name and number when registration details become available; (amended 15/09/19)
- microchip number; - sex; - breed;
- date of birth;
- colour and marking (if applicable); and
- dam and sire registered name and numbers
• council registration certificate;
• health care history including vaccination records or titre tests, internal and external parasite control,
• breeding status and breeding history,
• purchase/disposal records including name and of new owner (where applicable), and
• record of return (if applicable) with supporting documentation.
20.1.22.2 Records of breeding history for dams must include dates of mating or artificial insemination, dates of whelping, number of puppies born alive, number of puppies stillborn, record of any whelping complications and resultant treatment, microchip numbers for live pups at 8 weeks, and post-partum veterinary treatment.
20.1.23 A member shall provide to all recipients of dogs sold or otherwise disposed of by that member, written details of:
20.1.23.1 The breed characteristics;
20.1.23.2 Vaccination record and / or requirements including the due date of the next vaccination or recommended timing for next titre;
20.1.23.3 Responsible dog ownership information;
20.1.23.4 All documentation required by Dogs Victoria
20.1.23.5 Records on internal and external parasite control;
20.1.23.6 Records of microchip number with a signed transfer of owner form;
20.1.23.7 A desexing certificate (if applicable); and
20.1.23.8 A written health declaration in accordance with 20.1.25.
20.1.24 A member shall not incorrectly describe nor knowingly misrepresent the characteristics of a breed.
20.1.25 A member shall ensure that all dogs sold or disposed of by that member are in the best possible state of health. Where any known physical abnormalities exist, a breeder health declaration shall be supplied which includes details of the known physical abnormality at the time of sale and how that abnormality may affect future health and welfare of the dog. This shall be signed in acknowledgement by the recipient. With the exception of matters disclosed in the health declaration, a member shall abide by the following as a minimum practice when selling dogs;
20.1.25.1 Where a dog is returned to the member within 3 days of sale, for any reason not supported by a statement from a veterinary practitioner, the member must take back the animal and refund 75% of the purchase price.
20.1.25.2 Where a dog is returned to the member within 21 days of sale accompanied by a statement from a veterinary practitioner that the animal is unacceptable for health reasons, the member must take back the animal and refund 100% of the purchase price.
20.1.25.3 If an animal is diagnosed with, suffering from, dies of, or is euthanased from a physical defect or disease that is directly traceable to the point of sale within 3 years of purchase, the member must, subject to a second veterinary opinion, refund 100% of the purchase price where the owner of the animal provides supporting statements from a veterinary practitioner, including test results where a suitable test is available. Owners of the animal must make veterinary reports and test results available to the breeder for the breeder to obtain their own veterinary advice (second opinion), and for the purpose of informing future breeding management.
20.1.26 A member shall not:
20.1.26.1 Sell or dispose of a dog to a commercial pet wholesaler or retail pet shop.
20.1.26.2 Allow a dog owned by that member to be given as a prize or donation or to be auctioned.
20.1.26.3 Advertise in any media or other display, the sale or disposal of a dog without the inclusion of the member’s Dogs Victoria membership number, source number and, unless subject to written veterinary advice that the health of the dog is liable to be significantly prejudiced if it is implanted, each dog’s full microchip number. It is mandatory that the following wording is included in any advertisements: “Please contact Dogs Victoria on email: office@dogsvictoria.org.au to verify my membership”. (amended 15/08/22)
General
20.1.27 A member who provides or makes available a dog for use in a film, advertisement, promotion, or any media or public display must ensure that:
20.1.27.1 The dog is portrayed in a manner consistent with its breed characteristics and temperament as described in the Standard for that breed; and
20.1.27.2 The dog is presented in a manner that is unlikely to create a negative reaction to dogs generally or that breed in particular and that if there is any likelihood of a negative impression, this is at the same time corrected through the development of a story line that presents the dog or breed in a balanced manner.
20.1.28 A member shall not indulge in false or misleading advertising relating to the conformation, characteristics or performance of that member’s dog.
20.1.29 A member shall not misrepresent nor malign the conformation, characteristics or performance of another member’s dog.
20.1.30 A member shall not misrepresent, malign, impugn or denigrate another member or person in such a way as to bring discredit upon themselves or Dogs Victoria. (14/02/13)
20.1.31 A member must not at any time communicate with a judge in a way that could reasonably be interpreted as intended to influence a judge’s decision. This prohibition includes conduct which could reasonably give rise to the impression that the member is attempting to influence a judge’s attitude to the member, an exhibit entered at a show, trial or test, or a decision of a judge at any such event.
The prohibition extends to conduct of a member prior to an event but does not extend to anything contained in a paid advertisement that is published commercially. (15/02/24)
Dogs Victoria - Show Regulations
All affiliates advertising schedules are affiliated with Dogs Victoria and their shows are held under the Rules and Regulations of Dogs Victoria. A copy may be inspected at the office of the secretary of the fixture on the day of the show.
The following Rules/Regulations apply to all schedules.
No person over the age of 18 years who is a resident of Victoria can exhibit, handle, officiate in the judging ring, or register an animal with Dogs Victoria unless he or she is a financial member of Dogs Victoria.
EXHIBITORS PLEASE NOTE: The committee of the club holding the fixture reserves the right to substitute judges if the entry is excessive. Judging for all shows will be in alphabetical order unless otherwise stated in the schedule.
DEFINITION OF CLASSES: (Age of exhibits is now not published in each schedule).
See Prize Schedule for classes offered. It does not follow that, because a class is defined here, there necessarily is one offered for any particular breed. Please read the schedule carefully and complete the entry form in block letters.

Dogs Australia - Dogs Victoria CLASS CLASSIFICATIONS
1. BABY PUPPY, for dogs of three months and under six months of age.
2. MINOR PUPPY, for dogs of six and under nine months of age.
3. PUPPY, for dogs of six months of age and under 12 months of age
4. JUNIOR, for dogs of nine months and under 18 months of age.
5. INTERMEDIATE, for dogs of 18 months and under 36 months of age.
6. NOVICE, for dogs six months of age or over which have not won a first prize at any parade/open show or championship show (subject to member body rules). Baby puppy and local classes excepted.
7. GRADUATE, for dogs six months of age or over which have not won a challenge certificate.
8. LIMIT, for dogs over 12 months of age which are not champions, or have gained sufficient points to qualify as a champion.
NOTE - The qualifications for the NOVICE, GRADUATE and LIMIT classes, shall only include wins up to and including the day before the date of the entry close.
9. STATE BRED, for dogs six months of age or over, whelped in the state or territory in which it is exhibited.
10. AUSTRALIAN BRED, for dogs six months of age or over, whelped in Australia. (A state and/or territory may reserve the right to exclude all, or any, of the recognised Australian breeds.)
11. OPEN, for all dogs six months of age or over, and of a breed or variety recognised by the ANKC.
12. VETERAN, 7 years and over
13. VETERAN, 10 years and over NOTE: ANKC Regulations Part 5, Clause 1.5 Only entire dogs and bitches can compete in the veteran classes at specialist and semi-specialist show where the winners are eligible to compete for challenge certificates
14. BRED BY EXHIBITOR, For dogs aged six months and over. The exhibit must be owned and handled by the breeder of record. The exhibit must be handled throughout the breed classes, all group and general specials classes by the owner or part owner of the prefix under which the exhibit was originally registered.
15. PUPPY NEUTER, for neuter dogs aged six and under twelve months.
16. JUNIOR NEUTER, For neuter dogs aged nine and under eighteen months.
17. INTERMEDIATE NEUTER, For neuter dogs aged eighteen and under thirty-six months.
18. OPEN NEUTER, for neuter dogs aged six months or over.
19. ANKC clause 3.2 “Classes 15, 16, 17 & 18 shall be ineligible to compete against entire exhibits for challenge or best of breed awards.”
20. To compete in neuter classes a dog must be registered as a neuter on the main register.
21. CHAMPION CLASS, for exhibits which have qualified as champions. This class is for both dogs and bitches for each breed at open shows. The winners of these classes are not eligible to compete for best dog, best bitch, or best of breed therefore they cannot compete for any group award other than best champion in group or any in show award other than best champion in show. The above class shall be judged as the first class of each breed at open shows. Where class 21 or 21A are not offered champions shall compete in ordinary classes.
Refer to Dogs Australia Regulation Part 5 Section 7.7 for neuter championship points system.
LOCAL CLASSES AT CHAMPIONSHIP SHOWS
- are classes for exhibits of at least six months of age owned by exhibitors residing within a specified radius of the exhibition. The body holding the exhibition shall have the power to specify any radius up to 50 km. If the radius is not specified in the schedule it shall be taken to be 50 km. Local classes may not be offered within 160 km radius of the GPO Melbourne. Wins in local classes shall count against the eligibility of a dog only for restricted local classes.
7.2.17 Baby puppies are not eligible to compete outside of baby puppy class except for applicable special classes.
Dogs Australia Regulations Part 5 - Show, Section 1, Clause 1.6 Where a member body regulations allow for property and special classes at specialty shows, neuter dogs and bitches shall be eligible to enter.
Challenge Certificates
7.7.19 When a specialist breed club or semispecialist (variety breed) club is conducting its annual championship show, challenge and best of breed certificates shall be restricted (not be offered) for that breed at any other championship show conducted on that day in Victoria. At that other championship show: 7.7.19.1 the scheduled classes for the breed to which the restriction refers may be conducted, 7.7.19.2 the “restricted” winners of these classes may compete for special prizes such as “best of class in group” and “best of class in
show”. 7.7.19.3 the “restricted” winner may not compete for “best of breed”, “best in group” or best in show” or any other competition which is available to challenge or best of breed winners only. Where permission has been granted for a breed club or variety breed club championship show to be conducted in conjunction with, and on the same grounds as, the championship show of its group club or an all breeds championship show, this Regulation shall not apply.
National Shows
Where a national show is held, no challenge certificates shall be awarded for the breed/s involved in the national show, within a radius of 1000 km from the show on that day/s.
Junior Handler Classes at all Breeds Championship Shows
Dogs Australia Regulations Part 15B, Section 7
An affiliated club, other than a breed or group specialist club, must conduct a junior handler competition at one of its shows in each calendar year. 7.1 Where an affiliated club conducts more than one show over a weekend the junior handler competition must not be conducted on a regular school day and must be conducted on the weekend or days proclaimed a school holiday unless out of school hours.
7.2 Where a junior handler competition is to be held by an affiliated club, the competition must be advertised in the official schedule lodged with the controlling body in respect of the show. 7.3 Entry fees may not be charged in respect of junior handler competitions.
Correctness of details on the entry forms Every person who enters a dog in any fixture conducted under these Regulations shall be responsible for the correctness of details on the entry form. The dog entered is to be owned or leased by the person who is named as the exhibitor on the entry form and registered as such with the State Controlling Body in which the exhibitor resides. The dog entered must hold a current vaccination certificate issued by a veterinarian. Exhibitors and dogs participating at an exhibition do so at their own risk.
REGISTRATION AND EXHIBITION OF DOGS
Regulation 3.3.1
A person cannot exhibit, handle or officiate at a VCA approved exhibition, or participate in VCA breeding activities, unless that person is a financial member of an Dogs Australia recognised state member canine controlling body.
Children under the age of seven years are not permitted to exhibit, handle or officiate in the judging ring at approved Dogs Victoria fixtures.
Dogs Australia Regulations Part 5 Section 8
8.2 Excepting as provided for in Regulation 8.3, handlers at all competitions must be financial members of the controlling body in the state or territory in which they reside.
8.3 A person, who is not a resident of Australia, and is able to provide written advice to the secretary of the affiliate conducting the event from the recognised controlling body of their country of residence that they are permitted to handle dogs at championship exhibitions held in that country, may handle at all competitions conducted by member bodies for a period of up to three months on each visit.

7.6.8 Extreme Weather Conformation
This regulation takes effect from and including Effective 15/08/24, 15/06/24, 15/03/21
HEAT
The Extreme Heat Policy applies to all conformation shows held during the period declared by the Victorian State Government to be Summertime Daylight Savings, usually between October of one year and March of the following year.
NOTE 1: For the purpose of this regulation, the “forecast temperature for the location” is to be the temperature referred to on the Elders Weather Website 48 hours prior to the scheduled start of the show. Where the exact location is not noted, the temperature is to be taken from the closest noted location.
NOTE 2: This Regulation has been reviewed in light of the technological advances in the communication of temperature information, noting that the Elders Weather Website now provides hourly temperature forecasts and show committees must apply these hourly forecasts during the conduct of shows to ensure the temperatures do not exceed 36 degrees Celsius. At any point during the running of a show where the temperature forecast reaches or exceeds 36 degrees Celsius, the show must immediately be ceased.
1. CANCELLATION OF ALL EVENTS:
A show is to be cancelled where any one or more of the following apply:
1.1 the forecast temperature for the location in which the show is to be held is 39 degrees C or above;
1.2 the temperature reaches 36 degrees Celsius during the course of the show;
1.3 the fire danger rating for the district where the show is to be held is Catastrophic Severe, Extreme or Code Red;
1.4 a state-wide Total Fire Ban has been ordered for the district in which the event is to be held
1.5 Due to heat and/or bushfire Victoria has been declared as a State of Disaster or a State of Emergency and/or
1.6 the air quality raiting issued by Environment Protection Agency Authority has issued an alert for air quality as Extremely Hazardous for the district where the show is to be held is Very Poor or Extremely Poor
2. TEMPERATURE BETWEEN 36 DEGREES AND 39 DEGREES CELSIUS
Where the temperature is forecast to be between 36 degrees C and 39 degrees C, the following apply:
2.1 the show may be cancelled;
2.2 the show may be rescheduled to commence at 8.00pm where the forecast temperature is below 36 degrees Celsius at the commencement, and where the exhibition area has lighting and is available for use, and exhibitors must be advised they are not to arrive at the location or set-up prior to 6.30pm;
2.3 the show may be rescheduled to commence at 7.00am where in the reasonable consideration of the show committee, the judging will be completed before the temperature reaches 36 degrees Celsius;
2.4 the show may be moved to an indoor venue if the venue has cooling/airflow equipment and in the reasonable expectation of the show committee the temperature inside the venue will remain below 36 degrees Celsius during the running of the show;
2.5 application may be made by the show secretary directly to the Management Committee to have the show moved to the following day if:
2.5.1 the venue is available and
2.5.2 the forecast temperature of the area is less than 36 degrees Celsius and 2.5.3 there is no competing scheduled event.
2.6 If approved by the Management Committee the affiliate will notify exhibitors of the rescheduling of the show by posting a notice on all relevant social media platforms. The Chief Executive or delegate will cause a notice to be posted on all Dogs Victoria official social media platforms.
2.7 Where a show is held under 2.2 to 2.5, the show manager must monitor the temperature on the Elders Weather Website and cancel the show should the temperature reach or exceed 36 degrees Celsius. The secretary of the affiliate, or its delegate, must notify the Chief Executive of Dogs Victoria by telephone and email when a decision has been made to cancel a show. Once confirmed by the Chief Executive, the affiliate will notify all exhibitors of the cancellation of the show by posting a notice on all relevant social media platforms. The Chief Executive or delegate will cause a notice to be posted on all Dogs Victoria official social media platforms.
3 SUBSEQUENT REDUCTION IN TEMPERATURE
3.1 Where 48 hours prior to the commencement of the show the temperature was forecast to be 39 degrees Celsius or above, requiring the cancellation of a show, but as a result of a cool change the forecast is amended to be below 36 degrees Celsius at least 24 hours prior to the scheduled commencement of the show, the show secretary may make an application to the Management Committee to reinstate the show.
4 STATUS OF AWARDS WHERE SHOW IS CANCELLED
4.1 Where a show has commenced but is cancelled due to the temperature rising to 36 degrees Celsius or above, all awards made will stand.
5 REFUND OF ENTRY FEES
5.1 Where a show is cancelled either before or after commencement due to extreme heat, no refunds of entry fees will be made available
6. DOG LEVIES
6.1 Where the affiliate has cancelled a show before or after its commencement, the affiliate must submit a copy of the catalogue and pay all levies due to Dogs Victoria within 14 days of the scheduled event date.
7. AFFILIATE RESPONSIBILITIES
The following are recommendations for affiliate secretaries with a scheduled show between December and February:
7.1 develop a contingency plan (for example, ascertain whether your event venue is available early in the morning/in the evening/ the following day);
7.2 include a clause in all Judges Contracts stating that the appointment is contingent upon the judge elect being able to alter his/her arrangements should the show be moved to the evening/early morning or the following day;
7.3 ensure that accommodation and meals can be made available to judges required to alter their stay due to the operation of the Extreme Weather Policy;
7.4 insure travel expenses;
7.5 where an affiliate conducts only one show on a date, do not schedule day shows to commence after 9am or
7.6 do not schedule night shows to commence before 7pm.
Fire Danger
If the CFA fire danger rating for the district where the show is to be held is Catastrophic Extreme or Code Red then: The show must be cancelled
Gale Force Winds / Thunderstorms / Flood
If gale force winds, thunderstorms or floods are predicted for the district where the show is to be held then:
(a) The show MAY be cancelled or
(b) A wait and see approach may be adopted and
1. If the show proceeds, judging must stop during thunder storms or periods of heavy rain.
2. Judging may continue without a lunch break.
3. If possible the show may be moved inside.
4. If the committee of the affiliate deem the show to be unsafe once it has commenced, the show must be cancelled.
5. Should a show be cancelled after commencement all awards will stand.
Procedures for Affiliates and exhibitors to follow:
1. The forecast temperature for the district where the show is to be held will be as advised on the Elders Weather Website (www.eldersweather.com.au) at 10 am two days prior to the show. The Fire Danger Rating for the district where the show is to be held will be as advised on the CFA website (www.cfa.vic.gov.au) at 10 am two days prior to the show. In the event of an official declaration by the CFA the day prior to the show of Extreme or Code Red the show must be cancelled.
2. The gale force winds, thunderstorm or flood predictions for the district where the show is to be held will be as advised on the Elders Weather website (www.eldersweather.com.au) at 10 am two days prior to the show.
3. Where multiple shows are scheduled over a cluster of a number of days, then only those day(s), where the temperature is 36 degrees or higher, or the fire danger rating is Catastrophic Extreme or Code Red or gale force winds, thunderstorms or floods are predicted, will be affected.
4. It is the responsibility of the secretary of the affiliate or its delegate, and the exhibitor to check the forecast weather, the fire danger rating, or the gale force winds, thunderstorms and flood prediction, for the district where the show is to be held as in procedures 1 and 2 above.
5. The secretary of the affiliate or its delegate must notify the Chief Executive of Dogs Victoria by telephone when the decision has been made to cancel or reschedule a show.
6. The Chief Executive will place a notice on the Dogs Victoria Facebook page and website advising members of the status of any show affected by this regulation.
7. Exhibitors are to refer to the Dogs Victoria Facebook page and/or website to check the status of the show.
8. Where a show is cancelled, no refunds of entry fees will be refunded made available
Where the affiliate has cancelled a show the secretary or their delegate must submit a copy of the catalogue and pay all levies to Dogs Victoria within 14 days of the date of the cancelled show.
