Outstanding Canine Contribution Award
Throughout the year, dog events are conducted by affiliates, and dogs of all shapes and sizes compete. The outstanding canine contribution award is not necessarily targeted at those who compete in these events, but to the dogs who contribute outside the environment of competitions.
We think of the therapy dogs, assistance dogs, those visiting schools, nursing homes, and involved in all facets of interaction with the general public – so raising the profile of dogs throughout the community.
Crufts – the largest dog show in the world – runs a Friends for Life Award each year – highlighting amazing contribution by our canine companions.

Regulation 3.3.5 be amended to read
3.3.5 Companion Membership
3.3.5.1 A person aged 18 years or over may apply for Dogs Victoria membership as Single or Joint Companion Members
3.3.5.2 A family comprising one or two persons aged 18 years of age and any number of dependents aged 7 but less than 18 years may apply for Family Companion Membership.
3.3.5.3 Companion Members are subject to the Constitution, Rules, Regulations and Codes of Dogs Victoria, and are limited to the following privileges stated in VCA Rule 2.12.
3.3.5.2.1 delete To transfer a DOGS VICTORIA registered dog to their name; If the dog is on the Main Register, it will be identified as not for breeding and not for export; (Amended 15/04/25)

16.1 TRIALS
16.1.1 All SprintDog Trials are to be held under the Rules of Dogs Australia for SprintDog and Dogs Victoria Rules and Regulations.
16.2 OFFICIALS
16.2.1 All judges and officials must wear fully enclosed footwear.
16.2.2 Where a contracted Judge does not attend within 30 minutes of the scheduled start time for that judge, the organising affiliate is to appoint a suitably qualified replacement judge.
16.2.3 A person must not officiate alone as a Sprint Marshal at any Dogs Victoria SprintDog event unless they have successfully completed the Dogs Victoria SprintDog Subcommittee Sprint Marshal Training Program.
16.2.4 A person enrolled in the Dogs Victoria SprintDog Subcommittee Sprint Marshal Training Program may act as Sprint Marshal only under the direct supervision of an approved Mentor.
16.2.5 Any fees payable to judges and other contracted officials must be paid within the period specified in Regulation 3.5.10.
16.3 PARTICIPANTS
16.3.1 All participants must wear fully enclosed footwear.
16.4 RESTRICTED TRIALS
16.4.1 Restricted Trials may be held by a breed specific or group specific club, subject to approval by the SprintDog Subcommittee.
16.5 SCHEDULES
16.5.1 Schedules, Judges’ and Lure Operators’ Contracts must be submitted to the Dogs Victoria Office for approval. The schedule must contain the following information:
16.5.1.1 The date on which the entries close as the first item appearing on the first page of the prize schedule.
16.5.1.2 Notification to the effect that the body is affiliated with Dogs Victoria and that the exhibition event is held under the Rules and Regulations of Dogs Victoria and that a copy of them may be perused at the office of the Secretary of the Exhibition.which are available on the Dogs Victoria website.
16.5.1.3 The name of the Affiliate conducting the exhibition trial
16.5.1.4 The correct status of the exhibition trial, whether it is an open or restricted event.
16.5.1.5 The name and address of the venue on at which the exhibition trial is to be held.
16.5.1.6 The date on which the exhibition trial is to be held.
16.5.1.7 The address and email address to which entries are to be sent and the telephone number of the Club Secretary or Trial Secretary.
16.5.1.8 The name of each Judge and Lure Operator.

16.6 TRIAL ENTRIES
16.6.1 Acknowledgment of receipt of postal entries will only be given if a stamped self-addressed envelope is included with the entry form. Online entries will be acknowledged via email.
16.6.2 A dog having been entered by the scheduled closing date of a fixture trial, and if a title has been gained in SprintDog prior to the date of the fixture trial, and if the title application has been lodged with the Member body, is able to upgrade to the next class at the discretion of the affiliate conducting the fixture trial
16.6.3 Each committee or affiliate conducting a SprintDog event may allocate priority entry to not more than twenty (20) officials/helpers required for the safe and efficient running of the event. The total number of entries by such members shall not exceed forty (40) dogs. Unless otherwise approved by the SprintDog subcommittee, each official/helper may enter no more than two (2) dogs within the total cap of forty (40) dogs.
16.6.4 The Event Secretary or Trial Manager must maintain a record of all official/helper allocations including the person’s name, role and number of dogs entered. The SprintDog subcommittee may request these records at any time, and any breach may result in the event being deemed non-compliant with SprintDog regulations.
16.7 CATALOGUES
16.7.1 The SprintDog catalogue shall contain:
16.7.1.1 The name of the Affiliate conducting the fixture trial
16.7.1.2 A notification to the effect that the body is affiliated with Dogs Victoria and that the fixture trial is held under the Rules and Regulations of Dogs Victoria and that a copy may be perused at the office of the Secretary of the fixture. which are available on the Dogs Victoria website.
16.7.1.3 The name and address of the venue at which the fixture trial is being held.
16.7.1.4 The date/s on which the fixture trial is being held.
16.7.1.5 List of Judges showing their judging commitments as per the prize schedule and the name(s) of the Lure Operator(s).
16.7.1.6 Time at which judging will commence.
16.7.1.7 Notification of any alterations to the prize schedule.
16.7.1.8 Name of Dogs Victoria Representative.
16.7.1.9 Each entry to show name of the exhibitor, name of the exhibit and the exhibit number.
16.7.1.10 The precincts of the Trial.
16.7.1.11 Notification that the event will be subject to Regulations 3.5.20 and 16.10.
16.8 PRECINCTS OF THE TRIAL
16.8.1 The trial management committee will determine the precincts of the Trial.
16.8.2 The running of dogs off lead within areas designated as trial precincts is not permitted.
16.9 CHECK IN PROCEDURES

At the June 2026 Dogs Australia Special Board meeting, Directors resolved/considered the following:
1. Conformation Judges Training
It was RESOLVED that that the Conformation National Judges Training committee meet in person over a weekend in South Australia before the end of August 2026 to decide on a compulsory National Conformation Judges training scheme for all member bodies to adhere to and present to the October meeting.

It was AGREED that the offer of a Mutual Cooperation Agreement from the American Kennel Club be accepted.
9. Public Awareness Campaign
It was agreed that Dogs Australia develop and implement a national public awareness campaign comparable to the Fédération Cynologique Internationale ‘Imagine Life Without Them’ initiative and similar campaigns conducted by the American Kennel Club, together with an ongoing web-based campaign.

c. Mode of inheritance if known; Percentage (with known DNA testable conditions) of affected carrier and normal in the current population. These can be obtained from the major testing facilities both locally and overseas;
d. Desired breeding strategy for DNA testable diseases - with the desired strategy being to not produce any more affected progeny and at the same time keep as diverse a gene pool as possible.
e. For non DNA testable diseases the breeding aim is to lower the incidence of severe inherited disease across the breed as a whole.
f. And are of sufficient maturity from which to be bred. (Added 06/21, 4.2.5 – effective01/01/22)
8.18.3 The proposed BS should then be sent to the Dogs Australia Canine Health & Wellbeing Committee (CHWC) for comment, advice and assistance in the final wording and understanding (including any ramifications of their decisions). This is then sent back to the NBC/Breed Club. [If it is a Breed Specialty Club(s), they must work through their State Controlling Body.]
8.18.4 Once the final wording has been accepted, the BS made available to all owners and breeders of the breed involved in each State/Territory journal, website and social media pages in a timely manner. (Amended 06/21, 4.2.6 – effective 01/01/22)
8.18.5 The survey results are then published in Member Bodies Journals/Gazettes.
8.18.6 If the result of the BS is in the affirmative the LRL is then applied, with commencement dates usually 6 months after ratification by the Dogs Australia.

It was RESOLVED that amendments to Regulations Part 6 – The Register & Registration, Clause 6.9 Registration of Associate Dogs made at the February 2026 Board meeting be rescinded at this time.
Current reads:
6.9.1 Effective from 1 January 2027 It is compulsory PRIOR to the registration of an Associate Dog on the National Database, that the application to register such dog is accompanied by a Sterilisation Certificate or a recognised Animal Register official document confirming the dog is neutered, or where the dog is being registered through an Dogs Australia recognised Kindred body, a letter of authenticity, issued by the recognised body detailing the dog’s reproductive status.
6.9.2 Any person registering an entire dog on the Associate Register must be a voting full member of the member body in which they reside.
6.9.3 The dog to be permanently identified by Microchip and the permanent identified number to be recorded on the documentation as provided at 6.9.1.
6.9.4 The Breed is to be recorded as ‘Associate’ with a (AR) number assigned by the Dogs Australia Member Body and only the following details are to be recorded on the National Database:
a. Name (to conform to Dogs Australia regulations). Where there is an Dogs Australia registered prefix it is to be included as part of the name.
b. sex - indicated only as either Dog, Bitch or Neutered.
c. microchip number.
d. date of birth (or approximate).
e. colour.
f. Breeder (if known).
g. Current owners name and address.
Note: The suspected breed or cross breed may be recorded in the notes field for further reference.

6.9.5 The Dogs Australia Member Body will produce an Associate Register Certificate for an Associate dog, which indicates the above details.
6.9.6 A litter born to both the Sire and Dam on the Associate Register may be registered on the Associate register where the owner has a registered prefix with the Dogs Australia and is a current financial member of a Dogs Australia Member body.
6.9.7 To be recognised as a Kindred Body the entity must make application to Dogs Australia for recognition. The application must stipulate the activities conducted by the entity, time in existence, number of members and dogs registered to them and why they are making application to be associated with Dogs Australia. The Dogs Australia Board of Directors is to assess the application at the next available board meeting and notify the entity as soon as possible after the meeting.

Identifying Puppy Scams and Puppy Farms
These days, we all turn to the internet when we are looking for information. It makes sense that people looking to add a pet to their family spend time online researching the breeds they are interested in, looking for a breeder, or browsing through dogs available for adoption at their local shelter.
With online shopping becoming the norm, it is understandable that many people would assume purchasing a puppy would be no different to purchasing other items online. Unfortunately, unscrupulous breeders and puppy farmers have taken advantage of this social trend, using it to hide poor breeding practices, or worse still, tricking pet lovers into paying for animals that do not exist.
The Australian Competition and Consumer Commission (ACCC) has reported that every year, puppy scams cost Australians hundreds of thousands of dollars. With the travel restrictions imposed due to the COVID-19 pandemic, the number of scams has skyrocketed.
How do Puppy Scams work?
The typical puppy scam begins with a glossy, well presented website listing animals for sale. Often the breeds or mixes represented are those in high demand, where sourcing a puppy can be difficult due to their current popularity –breeds such as French Bulldogs, Pugs, and mixes such as ‘Cavoodles’ feature commonly.
Unsuspecting purchasers are lured in with an array of cute puppy photos and ‘too good to be true’ prices. The advertisements may look genuine; displaying microchip numbers, source numbers or membership numbers of legitimate breeders (often these details are lifted from other online sources).
Similar to online shopping portals, purchasers are encouraged to ‘buy it now’, by merely clicking a button. This sends the unsuspecting purchaser to a payment portal or instructs them to transfer money into a bank account without any contact with the breeder at all.
After payment, there might be some contact from the breeder, often with a story about needing additional money to pay for shipping or transport of the puppy to the purchaser’s location. The purchaser is told that collection of the pup in person is not possible and that they need to deposit further funds to cover shipping or delivery of the pup.
Sadly no puppy ever arrives. The purchaser soon realises that they have been conned, and the seller shuts down all forms of contact – disappearing into the night with significant sums of money.
So how do you recognise a Puppy Scam?
Scam websites are often very professional looking, so it can be hard to tell if they are legitimate. The first thing to remember is that no reputable breeder will want to sell you a puppy without meeting you, or speaking to you in person first.
Tip # 1 – Speak to the Breeder
Reputable breeders want to make sure that their puppies are going to the right homes. They will want to ask questions to check that the breed is right for you and that you have the knowledge and situation to ensure that their puppy will have a long, healthy and happy life. If the person only seems interested in finalising the sale or transport details, they may be a scammer.
Tip # 2 - Never pay money for a puppy you have not seen
Many scam websites use photographs of puppies that they have simply downloaded from other websites or stock photograph sites.
The ACCC recommends that you use a reverse image search engine to check if the photos you are looking at appear on multiple websites. One such search engine is tineye.com

Tip #3 – Thoroughly check the credentials supplied
If the website or advertisement states that they are a registered breeder – contact the organisation they claim to be a member of and check that the membership number is valid.
You also want to make sure that the name of the breeder, location and the breed advertised match the records held, and that the number is not a legitimate breeder’s registration number that is being misused by someone else.
In Victoria, if there is a Source Number provided (required for all advertisements selling dogs or cats), you can check the details paired with the source number by visiting the Pet Exchange Register website - https://per.animalwelfare. vic.gov.au/
If you find an advert that seems incorrect or suspect, you can also report it to the Pet Exchange Register directly.
If there are microchip numbers displayed, you can use a Google search to see if they appear on other websites.
What is a Puppy Farm?
Puppy Farms are breeding facilities where the primary focus is profit, rather than the health and welfare of the animals involved. Breeding animals are typically bred at every heat cycle to ensure a constant turnover of puppies, and the housing is often overcrowded and unclean.
Most Puppy farms have large numbers of breeding animals, sometimes with an assortment of different breeds or mixes. Animals are housed in cramped, filthy conditions, and are not provided with appropriate veterinary care, exercise, handling or affection. Puppy farms are a serious welfare concern, both for the puppies they produce and for the breeding animals that are forced to remain in these terrible conditions.
Whilst large, commercial type puppy farms are easier to spot, it is important to note that breeding operations that fail to meet the physical, mental and behavioural needs of the animals involved can also occur on a smaller scale in someone’s suburban backyard.
How can I avoid purchasing a puppy bred by a Puppy Farmer?
Tip #1 – Insist on visiting
Many puppy farmers rely on selling their puppies via the internet. That way, prospective puppy owners are none the wiser as to how the litter has been housed or raised.
A reputable breeder will want to meet you in person and will be happy to show you their facilities. You should also ask to meet the mother of the litter, and see her interacting with her pups. After all, you want to see the mother’s size, type of coat, and also assess her temperament as this will have a significant impact on the future temperament of any puppies.
Be wary of any breeder who is reluctant to have you visit or collect your puppy in person. One who has an excuse for why you cannot view the mother of the litter or their other dogs.
Tip #2 – Never agree to collect your puppy at a meeting place or have it ‘delivered.’
Be wary if the breeder suggests they meet you somewhere rather than their home – in a carpark, highway service centre etc. – to hand over your puppy. This may be a strategy to prevent you from seeing the conditions at their home. Never agree to have the puppy delivered, unless you have already visited the litter previously.
If you live in another state, ask the breeder for a video chat (via platforms such as Face Time, WhatsApp or Zoom) where they can answer your questions, show you the pups and their mother, and give you a tour of the area where the litter is raised and housed.
Tip #3 – Don’t feel obliged to purchase
Many prospective puppy purchasers ‘feel sorry’ for the puppies, or want to ‘rescue’ them from the terrible conditions in which they are housed. In doing so, they end up unwittingly encouraging and enabling the puppy farmer - financing the operation.
Instead, if you have concerns, report the breeder to the appropriate authority.

DOGS VICTORIA REGULATIONS
4.4.4 Except as provided for in these Regulations any member selling, supplying or disposing of a dog to another person must supply to that person the signed registration certificate duly completed with the name and of the person and the transfer date, within one calendar month of disposal unless Management Committee otherwise directs. A member shall not include any contractual provisions contrary to this regulation. (15/11/11)
4.4.5 Any member who sells a registered dog without transfer of registration to the purchaser must obtain the agreement of the purchaser in writing that the dog will either not be transferred into the name of the purchaser or deregistered with Dogs Victoria.
4.4.6 A member shall not sell any dog in such a manner as to cause the purchaser to believe the dog being sold is registered with Dogs Victoria if it is not. (15/09/19)
4.4.6.1 A member may indicate during the sale that a dog which is not as yet registered with Dogs Victoria is intended to be registered in accordance with Regulation 4.1.3
DOGS AUSTRALIA REGULATIONS Part 6 Section 8
Breeding
8.3 All bitches eight years of age and over at the time of a mating must have a current veterinary certificate stating that the bitch is in good health at the time of breeding. This certificate must be presented at the time of registration of the litter resulting from this mating. A current veterinarian certificate is defined as being within three months prior to the mating. (Added BOD 10/11)
8.4 First generation (father/daughter, mother/son, brother/ sister) matings are not permitted. Dogs Australia Member Bodies will not register the progeny of father/daughter, mother/son, brother/sister matings on the Main Register unless application was made to the Member Body and approval was given prior to the mating on the basis of health or genetic reasons to the benefit of the breed. Any breach of this regulation will constitute an offence by the member/ members who are the owners of the sire and dam of the litter. The progeny resulting from such a breach will be registered on the Limited Register and endorsed ‘never to be upgraded’ and any further penalties may be determined by the member’s member body. 8.5 First Degree Mating protocols: (Added 10/12, 6.6.1)
8.5.1 Applications shall be made prior to the mating to the relevant Dogs Australia Member Body and the following information is the minimum required for the Member Body to make deliberation:
a. Grounds for the mating should include details of the dogs to be mated and relevant health test results;
b. Desired outcomes for the mating;
c. When the intended mating is likely to occur.
8.5.2 Where prior approval has not been sought or granted by the Member Body. All progeny are to be registered on the Limited Register and the record flagged never to be upgraded to the Main Register. (Added 10/13 – 6.5.1)

Each member, upon being admitted or re-admitted to membership of the Victorian Canine Association Inc. shall be bound by the Victorian Canine Association Inc. (hereinafter ‘Dogs Victoria’) Code of Practice.
Ethics
20.1.1 A member shall not knowingly or recklessly misrepresent the ANKC or Dogs Victoria.
20.1.2 A member shall not engage in any behaviour that is contrary to the standards accepted by the community.
20.1.3 A member shall display good sportsmanship and conduct at all times so as to reflect credit upon themselves, the ANKC and Dogs Victoria.
20.1.4 Members shall constantly strive to improve their knowledge of their chosen breed or breeds, and their knowledge of the requirements for the care, welfare and betterment of dogs.
20.1.5 Members shall ensure proper care for all dogs under their control, whereby
20.1.5.1 Food shall be provided in sufficient quantity and nutritional quality; it must be canine appropriate and nutritionally balanced to meet the daily requirements for the condition, activities, age and size of the each dog. All dogs shall have access, in their housing area, at all times, to a sufficient supply of fresh, clean, water daily. Food and water utensils shall be kept clean;
20.1.5.2 Dogs shall be housed in a safe and secure manner that is suitable for the size and containment requirements of the dog and provides protection from adverse environmental conditions and climatic extremes. Adequate ventilation and sufficient space must be provided for dogs to stand. The flooring area of pens/cages shall not be made from uncovered suspended wire. Each dog older than 16 weeks of age shall have access to a separate bed or sufficient bedding material that all animals can sleep comfortably at the same time;
20.1.5.3 Dog sleeping, housing and exercise areas shall be kept clean and at a good standard of hygiene by cleaning any faeces, wasted food, and soiled bedding daily. Where pens and kennels are cleaning by hosing, material on floors (toys, bedding, food, faeces etc) shall be removed prior. Hard surfaces in pens and kennels should be disinfected weekly or more often if required. Veterinary advice shall be sought for managing the cleaning of premises and management of isolation if a contagious illness occurs in dogs;
20.1.5.4 All dogs of all age and breeding status shall be provided with an appropriate amount of daily exercise, social contact and enrichment suitable to the individual needs of the dog;
20.1.5.5 Where dogs are tethered, they shall be tethered in accordance with the Prevention of Cruelty to Animals Act 1986 and Regulations. Pregnant bitches of more than 7 weeks gestation, whelping bitches and lactating bitches with puppies shall not be tethered. Puppies under 16 weeks of age shall not be tethered.
20.1.5.6 Dogs shall be transported in a safe and secure manner. Dogs shall not be transported in the boot of a sedan type car. When on the back of a ute or trailer, dogs must be appropriately tethered or caged. Sealed transport containers shall have multiple ventilation holes.
20.1.5.7 Veterinary care is provided as required in accordance with the Code of Practice for the Private Keeping of Dogs. Additional veterinary requirements for breeding dogs is described in Section 20.8 Code of Practice for Breeding Animal Health Management.
20.1.6 A member who leaves a dog owned by them in the care of another person shall remain responsible for that dog.
20.1.7 A member shall take all appropriate lawful measures to assist a dog in distress.
20.1.8 A member shall positively enhance the reputation of dog breeders and owners by ensuring that dogs owned by the member are not a danger or nuisance to the community.
20.1.9 A member shall not participate in nor support any activity in that involves cruelty or damage to animals, excluding legal hunting activities.
20.1.9.1 Dogs shall not be trained or worked beyond their willingness and capabilities. All training methods used shall be humane and not cause undue fear, distress or pain.
20.1.9.2 Dog Collars
The use of dog collars incorporating protrusions designed to puncture or bruise the dog’s skin, or electronic collars designed to deliver an electric shock to the dog is prohibited at any VCA sanctioned event, training activities, or any activity which may reasonably be seen to be in connection with the VCA. 20.1.10 A member shall make every effort to rehome any dog no longer required by that member to a suitable home. A member shall not dispose of dogs owned or bred by the member to a pound or animal refuge except in exceptional circumstances and following notification in writing to Dogs Victoria. In this instance, depending on circumstances Dogs Victoria may request that any breeder prefix also be suspended or surrendered.
Breeding
20.1.11 A member shall breed primarily for the purpose of improving the quality and / or working ability of the breed in accordance with the breed standard, and not specifically or predominantly for the pet or commercial market.
20.1.11.1 If breeding animals are determined to be no longer suitable for breeding, or are retired and are to be rehomed, they must be prevented from further breeding by transfer to limited register, neutering, contraception, contract of agreement or other means.
20.1.12 A member shall not breed with a bitch unless they have reached adequate maturity for that breed as determined by Dogs Victoria, without the prior approval of Dogs Victoria. Where the Rules, Regulations and Codes of Practice are otherwise silent, the minimum age for breeding a bitch shall be 12 months [see attached Minimum Breeding Age for Bitches]. (15/11/18)
20.1.12.1 The progeny of any matings that are not permitted by 20.1.12 will be registered on the Limited Register and endorsed “never to be upgraded”. It will be a breach of Code 20.1.12 by the member/s who are the owners of the sire and dam of the litter constituting an offence against Dogs Victoria Rules, Regulations and Codes.
20.1.13 A member shall not breed a bitch causing it to whelp more than twice in eighteen months. without the prior approval of Dogs Victoria. (amended 15/08/22)
20.1.14 A member shall not breed with a bitch causing it to whelp more than five times in its lifetime (amended 15.03.17)
20.1.14.1 First generation breeding (i.e. father / daughter; brother / sister; mother / son) matings are not permitted.
20.1.14.2 The progeny of any matings that are not permitted by 20.1.14.1 will be registered on the Limited Register and endorsed “never to be upgraded”. It will be a breach of Code 20.1.14 by the member/s who are the owners of the sire and dam of the litter constituting an offence against Dogs Victoria Rules, Regulations and Codes.
20.1.14.3 All bitches eight years of age and over at the time of a mating must have a current veterinary certificate stating that the bitch is in good health at the time of breeding. This certificate must be presented at the time of registration of the litter resulting from this mating. A current veterinarian certificate is defined as being within three months prior to the mating. (15/08/15)
20.1.15 A member shall not permit any of that member’s purebred dogs No breeding shall take place unless both the dog and bitch are on the Main Register. Dogs and bitches are not permitted to be mated to a dog or bitch of a different breed, to a cross bred dog or bitch, or to a dog not on the Main Register without the prior approval of Dogs Victoria. an unregistered dog or bitch of the same breed.
20.1.15.1 A member shall not permit any of that member’s unregistered dogs to be mated to any other unregistered dog, with the exception of dogs registered with a Registry Body recognised by ANKC Ltd (unless an exemption is granted by Dogs Victoria). (amended 15.03.17, 15.04.18)
20.1.16 A member shall take responsible action to reduce the incidence of hereditary diseases in accordance with the ANKC Code of Practice for Hereditary Diseases and shall comply with Dogs Victoria’s Code of Practice for Hereditary Diseases (Code 20.3), and the Prevention of Cruelty to Animals Act 1986, particularly with respect to the Code of Practice for the Responsible Breeding of Animals with Heritable Defects that Cause Disease.
20.1.17 A member shall not, within Australia, sell or otherwise transfer from that member’s care any puppy under eight [8] weeks of age. (amended 15.05.17)
20.1.18 A member shall not export a puppy under the age of eleven [11] weeks, or such greater age permitted under the livestock import requirements of the country to which the puppy is being exported.
20.1.19 A member shall not knowingly sell a dog to any person residing in an overseas country known to be involved in the utilisation of dogs for the meat trade without first satisfying the VCA that the purchaser is a member of an ANKC recognised canine controlling body in the overseas country. The member and purchaser must acknowledge in writing to the VCA that the intention of the sale is for the improvement of the quality of that breed in the overseas country, and not for any other purpose. Further, the dog is not to be shipped until the export pedigree is approved by Dogs Victoria. (Amended 15/03/23)
20.1.20 A member shall ensure that persons acquiring dogs from that member understand the requirements for the care, welfare and responsible ownership of the dog, and that they have the time and facilities, e.g. adequate fences, sufficient room and proper shelter, to fulfil their responsibilities.
20.1.21 A breeder shall be expected to maintain reasonable contact with the purchasers of dogs from that breeder and to offer continued advice and reasonable assistance.
20.1.22 Record keeping requirements: (15/09/19) (15/11/11)
20.1.22.1 A breeder shall create a record file for each individual puppy born, and maintain until ownership changes or the animal is deceased. A breeder shall make available all records for inspection by an authorised officer or as directed by an officer of Dogs Victoria. Copies of these records must be retained by the breeder for a minimum of 3 5 years from date of last entry. (amended 15/09/22)
Dogs Victoria Regulations Part 20 Codes - 20.1 Code of Practice
20.1.22.1.1 Records to be kept for puppies under 12 weeks of age shall include the following (copies of original documents are acceptable where originals accompany the puppy to its new owner):
• a copy of the litter registration form, or alternatively: -name, -microchip number (when implanted); -sex; -breed; -date of birth; -colour and markings (if applicable); and -dam and sire registered names and numbers
• health care history including vaccination records, internal and external parasite control,
• purchase/disposal record including name and of new owner (where applicable),
• copy of health declaration, and
• record of return (if applicable) with supporting documentation.
20.1.22.1.2 Records to be kept for dogs over the age of 12 weeks acquired or retained by breeders for the purpose of breeding shall include:
• either ANKC registration certificate, or alternatively:
-registered name and number when registration details become available; (amended 15/09/19)
- microchip number; - sex; - breed;
- date of birth;
- colour and marking (if applicable); and - dam and sire registered name and numbers
• council registration certificate;
• health care history including vaccination records or titre tests, internal and external parasite control,
• breeding status and breeding history,
• purchase/disposal records including name and of new owner (where applicable), and
• record of return (if applicable) with supporting documentation.
20.1.22.2 Records of breeding history for dams must include dates of mating or artificial insemination, dates of whelping, number of puppies born alive, number of puppies stillborn, record of any whelping complications and resultant treatment, microchip numbers for live pups at 8 weeks, and post-partum veterinary treatment.
20.1.23 A member shall provide to all recipients of dogs sold or otherwise disposed of by that member, written details of:
20.1.23.1 The breed characteristics;
20.1.23.2 Vaccination record and / or requirements including the due date of the next vaccination or recommended timing for next titre;
20.1.23.3 Responsible dog ownership information;
20.1.23.4 All documentation required by Dogs Victoria
20.1.23.5 Records on internal and external parasite control;
20.1.23.6 Records of microchip number with a signed transfer of owner form;
20.1.23.7 A desexing certificate (if applicable); and
20.1.23.8 A written health declaration in accordance with 20.1.25.
20.1.24 A member shall not incorrectly describe nor knowingly misrepresent the characteristics of a breed.
20.1.25 A member shall ensure that all dogs sold or disposed of by that member are in the best possible state of health. Where any known physical abnormalities exist, a breeder health declaration shall be supplied which includes details of the known physical abnormality at the time of sale and how that abnormality may affect future health and welfare of the dog. This shall be signed in acknowledgement by the recipient. With the exception of matters disclosed in the health declaration, a member shall abide by the following as a minimum practice when selling dogs;
20.1.25.1 Where a dog is returned to the member within 3 days of sale, for any reason not supported by a statement from a veterinary practitioner, the member must take back the animal and refund 75% of the purchase price.
20.1.25.2 Where a dog is returned to the member within 21 days of sale accompanied by a statement from a veterinary practitioner that the animal is unacceptable for health reasons, the member must take back the animal and refund 100% of the purchase price.
20.1.25.3 If an animal is diagnosed with, suffering from, dies of, or is euthanased from a physical defect or disease that is directly traceable to the point of sale within 3 years of purchase, the member must, subject to a second veterinary opinion, refund 100% of the purchase price where the owner of the animal provides supporting statements from a veterinary practitioner, including test results where a suitable test is available. Owners of the animal must make veterinary reports and test results available to the breeder for the breeder to obtain their own veterinary advice (second opinion), and for the purpose of informing future breeding management.
20.1.26 A member shall not:
20.1.26.1 Sell or dispose of a dog to a commercial pet wholesaler or retail pet shop.
20.1.26.2 Allow a dog owned by that member to be given as a prize or donation or to be auctioned.
20.1.26.3 Advertise in any media or other display, the sale or disposal of a dog without the inclusion of the member’s Dogs Victoria membership number, source number and, unless subject to written veterinary advice that the health of the dog is liable to be significantly prejudiced if it is implanted, each dog’s full microchip number. It is mandatory that the following wording is included in any advertisements: “Please contact Dogs Victoria on email: office@dogsvictoria.org.au to verify my membership”. (amended 15/08/22)
General
20.1.27 A member who provides or makes available a dog for use in a film, advertisement, promotion, or any media or public display must ensure that:
20.1.27.1 The dog is portrayed in a manner consistent with its breed characteristics and temperament as described in the Standard for that breed; and
20.1.27.2 The dog is presented in a manner that is unlikely to create a negative reaction to dogs generally or that breed in particular and that if there is any likelihood of a negative impression, this is at the same time corrected through the development of a story line that presents the dog or breed in a balanced manner.
20.1.28 A member shall not indulge in false or misleading advertising relating to the conformation, characteristics or performance of that member’s dog.
20.1.29 A member shall not misrepresent nor malign the conformation, characteristics or performance of another member’s dog.
20.1.30 A member shall not misrepresent, malign, impugn or denigrate another member or person in such a way as to bring discredit upon themselves or Dogs Victoria. (14/02/13)
20.1.31 A member must not at any time communicate with a judge in a way that could reasonably be interpreted as intended to influence a judge’s decision. This prohibition includes conduct which could reasonably give rise to the impression that the member is attempting to influence a judge’s attitude to the member, an exhibit entered at a show, trial or test, or a decision of a judge at any such event.
The prohibition extends to conduct of a member prior to an event but does not extend to anything contained in a paid advertisement that is published commercially. (15/02/24)
Dogs Victoria - Show Regulations
All affiliates advertising schedules are affiliated with Dogs Victoria and their shows are held under the Rules and Regulations of Dogs Victoria. A copy may be inspected at the office of the secretary of the fixture on the day of the show.
The following Rules/Regulations apply to all schedules.
No person over the age of 18 years who is a resident of Victoria can exhibit, handle, officiate in the judging ring, or register an animal with Dogs Victoria unless he or she is a financial member of Dogs Victoria.
EXHIBITORS PLEASE NOTE: The committee of the club holding the fixture reserves the right to substitute judges if the entry is excessive. Judging for all shows will be in alphabetical order unless otherwise stated in the schedule.
DEFINITION OF CLASSES: (Age of exhibits is now not published in each schedule).
See Prize Schedule for classes offered. It does not follow that, because a class is defined here, there necessarily is one offered for any particular breed. Please read the schedule carefully and complete the entry form in block letters.

Dogs Australia - Dogs Victoria CLASS CLASSIFICATIONS
1. BABY PUPPY, for dogs of three months and under six months of age.
2. MINOR PUPPY, for dogs of six and under nine months of age.
3. PUPPY, for dogs of six months of age and under 12 months of age
4. JUNIOR, for dogs of nine months and under 18 months of age.
5. INTERMEDIATE, for dogs of 18 months and under 36 months of age.
6. NOVICE, for dogs six months of age or over which have not won a first prize at any parade/open show or championship show (subject to member body rules). Baby puppy and local classes excepted.
7. GRADUATE, for dogs six months of age or over which have not won a challenge certificate.
8. LIMIT, for dogs over 12 months of age which are not champions, or have gained sufficient points to qualify as a champion.
NOTE - The qualifications for the NOVICE, GRADUATE and LIMIT classes, shall only include wins up to and including the day before the date of the entry close.
9. STATE BRED, for dogs six months of age or over, whelped in the state or territory in which it is exhibited.
10. AUSTRALIAN BRED, for dogs six months of age or over, whelped in Australia. (A state and/or territory may reserve the right to exclude all, or any, of the recognised Australian breeds.)
11. OPEN, for all dogs six months of age or over, and of a breed or variety recognised by the ANKC.
12. VETERAN, 7 years and over
13. VETERAN, 10 years and over NOTE: ANKC Regulations Part 5, Clause 1.5 Only entire dogs and bitches can compete in the veteran classes at specialist and semi-specialist show where the winners are eligible to compete for challenge certificates
14. BRED BY EXHIBITOR, For dogs aged six months and over. The exhibit must be owned and handled by the breeder of record. The exhibit must be handled throughout the breed classes, all group and general specials classes by the owner or part owner of the prefix under which the exhibit was originally registered.
15. PUPPY NEUTER, for neuter dogs aged six and under twelve months.
16. JUNIOR NEUTER, For neuter dogs aged nine and under eighteen months.
17. INTERMEDIATE NEUTER, For neuter dogs aged eighteen and under thirty-six months.
18. OPEN NEUTER, for neuter dogs aged six months or over.
19. ANKC clause 3.2 “Classes 15, 16, 17 & 18 shall be ineligible to compete against entire exhibits for challenge or best of breed awards.”
20. To compete in neuter classes a dog must be registered as a neuter on the main register.
21. CHAMPION CLASS, for exhibits which have qualified as champions. This class is for both dogs and bitches for each breed at open shows. The winners of these classes are not eligible to compete for best dog, best bitch, or best of breed therefore they cannot compete for any group award other than best champion in group or any in show award other than best champion in show. The above class shall be judged as the first class of each breed at open shows. Where class 21 or 21A are not offered champions shall compete in ordinary classes.
Refer to Dogs Australia Regulation Part 5 Section 7.7 for neuter championship points system.
LOCAL CLASSES AT CHAMPIONSHIP SHOWS
- are classes for exhibits of at least six months of age owned by exhibitors residing within a specified radius of the exhibition. The body holding the exhibition shall have the power to specify any radius up to 50 km. If the radius is not specified in the schedule it shall be taken to be 50 km. Local classes may not be offered within 160 km radius of the GPO Melbourne. Wins in local classes shall count against the eligibility of a dog only for restricted local classes.
7.2.17 Baby puppies are not eligible to compete outside of baby puppy class except for applicable special classes.
Dogs Australia Regulations Part 5 - Show, Section 1, Clause 1.6 Where a member body regulations allow for property and special classes at specialty shows, neuter dogs and bitches shall be eligible to enter.
Challenge Certificates
7.7.19 When a specialist breed club or semispecialist (variety breed) club is conducting its annual championship show, challenge and best of breed certificates shall be restricted (not be offered) for that breed at any other championship show conducted on that day in Victoria. At that other championship show: 7.7.19.1 the scheduled classes for the breed to which the restriction refers may be conducted, 7.7.19.2 the “restricted” winners of these classes may compete for special prizes such as “best of class in group” and “best of class in
show”. 7.7.19.3 the “restricted” winner may not compete for “best of breed”, “best in group” or best in show” or any other competition which is available to challenge or best of breed winners only. Where permission has been granted for a breed club or variety breed club championship show to be conducted in conjunction with, and on the same grounds as, the championship show of its group club or an all breeds championship show, this Regulation shall not apply.
National Shows
Where a national show is held, no challenge certificates shall be awarded for the breed/s involved in the national show, within a radius of 1000 km from the show on that day/s.
Junior Handler Classes at all Breeds Championship Shows
Dogs Australia Regulations Part 15B, Section 7
An affiliated club, other than a breed or group specialist club, must conduct a junior handler competition at one of its shows in each calendar year. 7.1 Where an affiliated club conducts more than one show over a weekend the junior handler competition must not be conducted on a regular school day and must be conducted on the weekend or days proclaimed a school holiday unless out of school hours.
7.2 Where a junior handler competition is to be held by an affiliated club, the competition must be advertised in the official schedule lodged with the controlling body in respect of the show. 7.3 Entry fees may not be charged in respect of junior handler competitions.
Correctness of details on the entry forms Every person who enters a dog in any fixture conducted under these Regulations shall be responsible for the correctness of details on the entry form. The dog entered is to be owned or leased by the person who is named as the exhibitor on the entry form and registered as such with the State Controlling Body in which the exhibitor resides. The dog entered must hold a current vaccination certificate issued by a veterinarian. Exhibitors and dogs participating at an exhibition do so at their own risk.
REGISTRATION AND EXHIBITION OF DOGS
Regulation 3.3.1
A person cannot exhibit, handle or officiate at a VCA approved exhibition, or participate in VCA breeding activities, unless that person is a financial member of an Dogs Australia recognised state member canine controlling body.
Children under the age of seven years are not permitted to exhibit, handle or officiate in the judging ring at approved Dogs Victoria fixtures.

8.2 Excepting as provided for in Regulation 8.3, handlers at all competitions must be financial members of the controlling body in the state or territory in which they reside.
8.3 A person, who is not a resident of Australia, and is able to provide written advice to the secretary of the affiliate conducting the event from the recognised controlling body of their country of residence that they are permitted to handle dogs at championship exhibitions held in that country, may handle at all competitions conducted by member bodies for a period of up to three months on each visit.
Dogs Victoria Regulations Part 3 Extreme Weather - General
3.5.20 SCOPE
This regulation applies to all types of events conducted by Dogs Victoria and its Affiliates including those whose rules and regulations do not otherwise contain an Extreme Weather or Heat Policy. Where Dogs Australia and/or other Dogs Victoria rules and/or regulations conflict with or are inconsistent with this regulation those rules and regulations prevail and override regulation
3.5.20 and its sub regulations.

3.5.20.2 DEFINITIONS
Refer to Regulation 3.2 Definitions. Unless otherwise stated references to Regulations mean Dogs Victoria Regulations.
3.5.20.3 MEMBER RESPONSIBILITIES
Members are to be alert to potential extreme weather conditions and monitor available information before travelling to/from an event and while at an event. The welfare of people and their dogs is to be the paramount consideration. Members are to be familiar with the Dogs Victoria Extreme Weather Guidelines and are required to take reasonable steps to protect themselves, their dogs and others from danger.
3.5.20.4 AFFILIATE RESPONSIBILITIES
It is the responsibility of the Affiliate conducting an event to monitor the forecast and current weather conditions and warnings.
The Affiliate must comply with any laws, Government Declarations/Directions (such as a State of Disaster or State of Emergency) and the applicable Dogs Australia and Dogs Victoria rules and regulations. Affiliates are to:
• check the forecast temperature on the BOM website (www.bom.gov.au) or BOM Weather app 48 hours prior to the scheduled commencement of the event
• check the Fire Danger Rating for the district where the event is to be held, using the CFA website, (www. cfa.vic.gov.au) 48 hours prior to the commencement of the event and 24 hours prior to the commencement of the event
• check wind, storm and flood forecasts and warnings on the BOM website or BOM Weather app 48 hours prior to the scheduled commencement of the event
• check air quality forecasts on the EPA website (www. epa.vic.gov.au) at 5pm on the day before the event, when the forecast is published
• monitor the temperature on the BOM website or BOM Weather app, during the event if the temperature is likely to reach, exceed or (if applicable) fall below the temperature limit. The temperature is to be monitored hourly
• alert attendees to seek the safest possible shelter immediately, when lightning can be seen or thunder heard according to the “30/30 lightning safety rule” or other reliable tracking system that is in use
• be familiar with the Dogs Victoria Extreme Weather Guidelines; and
• contact the Office Operations Manager of Dogs Victoria by email at the earliest possible time but not more than 48 hours before the scheduled commencement time for an event if it is proposed that an event be cancelled, postponed, moved indoors or the commencement time changed. Once the proposal has been approved by the President or Vice President or as otherwise delegated, the affiliate must take all reasonable action to advise affected people via immediate means of communication, such as social media.
If an urgent decision needs to be made, immediately prior to commencement of an event or during competition, due to an unforeseen weather occurrence, the affiliate may make a decision in consultation with the officiating judges and VCA representative. The Office Operations Manager of Dogs Victoria must be advised, by email, of the decision and reasons for it, as soon as reasonably practicable.
3.5.20.5 CANCELLATION OF EVENTS (refer to Regulation 3.5.20.4 for approval requirements)
Unless otherwise provided in discipline specific regulations, an event must be cancelled where any one or more of the following apply:
• the forecast temperature for the location in which the event is to be held is 39 degrees Celsius or higher.
• the temperature reaches 36 degrees Celsius during the course of the event, as measured by two successive readings taken at 15-minute intervals using the BOM Website or BOM Weather app, or if they are unavailable an outdoor thermometer located in an open south facing shaded location with maximum airflow, and if at all possible, no more than 10 metres from the competition area.
For Earthdog and Herding competitions, the event is to be cancelled when the temperature reaches 34 degrees Celsius during the course of the event, as measured by two successive readings taken at 15-minute intervals using the BOM Website or BOM Weather app, or if they are unavailable a thermometer located in an open south facing shaded location with maximum airflow, and if at all possible, no more than 10 metres from the competition area.
If in the reasonable opinion of the affiliate, using the BOM Website or BOM Weather app, an imminent drop in the temperature is expected, the cancellation may be deferred for 15 minutes at which time a third temperature reading must be taken. If at the time of the third reading, the temperature has not fallen below the applicable temperature limit the event must be cancelled.
• the Fire Danger Rating for the district in which the event is to be held is Catastrophic
• a Total Fire Ban has been declared for the State of Victoria or the Fire Weather District in which the event is to be held
• moderate or severe flooding is forecast for the Flood Watch Area where an event is to be held, and the event is to be held in a rural area. If moderate or severe flooding is forecast for the Flood Watch Area where an event is to be held in an urban location, then the event may be cancelled
• when the Environment Protection Authority (EPA) air quality forecast for the location nearest to the event is Very Poor or Extremely Poor
• inclement weather is forecast for the district where the event is to be held, and the affiliate reasonably considers the conditions to be unsafe
• 90 minutes has passed since the suspension of judging due to inclement weather or unsafe conditions and the inclement weather or unsafe conditions still exist; or
• a law or government Declaration or Direction requires cancellation.
3.5.20.6 ‘WAIT AND SEE’ APPROACH - JUDGING TO BE SUSPENDED
Unless otherwise provided in discipline specific regulations, a ‘wait and see’ approach may be taken but judging must be suspended:
• in the period between the first and second (and if applicable) third temperature readings being obtained in accordance with the Regulations
• if inclement weather occurs during an event. Conditions must be reviewed every 15 minutes, and, subject to Regulation 3.5.20.9, the event may proceed if the weather subsequently clears
• if the affiliate committee considers the conditions to be unsafe once the event has commenced.
3.5.20.7 ‘WAIT AND SEE’ APPROACH - JUDGING MAY CONTINUE
• if moderate or severe flooding is forecast for the Flood Watch Area where an event is to be held in an urban location, within that Flood Watch Area. Judging may continue if it is safe to do so
• if inclement weather is predicted during an event. Conditions must be reviewed every 15 minutes, and judging may continue if it is safe to do so.
3.5.20.8 POSTPONEMENT, RELOCATION (INCLUDES MOVE INDOORS) AND CHANGE OF EVENT COMMENCEMENT TIME DUE TO EXTREME WEATHER
• Postponement, relocation or change of event commencement time may be considered if weather, venue and the calendar of events permit.
• An earlier commencement time may be proposed where in the reasonable consideration of the affiliate, the event will be completed before the temperature reaches the applicable temperature limit. For Draft, the applicable temperature limit is 32 degrees Celsius.
• An event may be rescheduled to commence at 8pm where the forecast temperature is below the applicable temperature limit, and where the exhibition/competition area has lighting and is available for use. Exhibitors/competitors must be advised they are not to arrive at the location or setup prior to 6.30pm

3.5.20.9 LIGHTNING AND THUNDER
If lightning can be seen or thunder heard, judging is to be suspended immediately, and anyone outdoors should seek shelter indoors, in a substantial building if at all possible, or in a closed metal-roofed vehicle unless the lightning is more than 10 kilometres away. In the absence of specific information from BOM Weather Radar or the BOM Weather app or a reliable lightning location system, the “30/30 lightning safety rule” must be used which means that all outdoor activity must cease immediately if the time between seeing a lightning flash and hearing the resultant thunder is less than 30 seconds. Outdoor activities must not resume until at least 30 minutes after the last sound of thunder is heard.
3.5.20.10 REFUNDS OF ENTRY FEES FOR EVENTS CANCELLED DUE TO EXTREME WEATHER
Except where regulation 3.5.20.10.1 applies, a refund of the entry fee will be available if an event is cancelled due to extreme weather and the entry is withdrawn within 14 days from the date of cancellation.
3.5.20.10.1 - If an event is cancelled after commencement, only dogs that are yet to compete will be eligible to have their entry fee refunded.
3.5.20.10.2 - The affiliate must submit a copy of the catalogue, if it has been prepared before cancellation of the event, to Dogs Victoria within 21 days of the cancellation of the event.
