ONTARIO PROVIDES ADDITION SUPPORT FOR MUNICIPLAITIES DURING COVID-19

The Ontario government is providing an additional $500 million to help the province’s 444 municipalities address ongoing COVID-19 operating costs. The new financial relief will help ensure the delivery of critical services and keep capital projects on track. Ottawa will be receiving just over $33.3 million in funding.

Ontario’s funding is being prioritized to help municipalities hardest hit by the pandemic and can be used to address the unique needs of each community based on COVID-19 related operating pressures. This funding is being allocated based on a combination of a base amount using Municipal Property Assessment Corporation (MPAC) household data and an amount

based on the proportion of provincial COVID-19 cases (from January 1, 2021 to February 18, 2021) in the municipality’s respective Public Health Unit.

This provincial investment builds on the $1.39 billion in operating funding that was provided to municipal partners through the joint federal-provincial Safe Restart Agreement.

The second phase of the Safe Restart Agreement was allocated to all Ontario municipalities in December, to ensure that no community entered 2021 facing an operating deficit from 2020.

ONTARIO INCREASES SUPPORT FOR TRANSIT ACROSS THE PROVINCE The Ontario government is providing $150 million in additional funding to help municipal transit systems address the financial impacts of the COVID-19 pandemic. This funding is in addition to the $2 billion previously committed by Ontario and the federal government through the Safe Restart

Agreement to help municipalities continue to deliver critical transit services.

During the peak of the pandemic, ridership dropped up to 90% of normal levels for some of Ontario’s transit systems, which resulted in significant financial impacts for municipalities. Ottawa is receiving over $73.3 million in funding.

The additional $150 million in provincial funding means that there is a total of $650 million in funding still available to municipalities up to December 31, 2021, with extensions to December 2022 granted on a case-by-case basis. In addition, Ontario is calling on the federal government to match the additional funding announced today to help ensure municipal financial needs continue to be met.

As part of the Safe Restart Agreement funding, municipalities need to work with the province to explore options to ensure local transit is safe, sustainable, affordable and integrated, both

during the COVID-19 pandemic and beyond.

To support this work, Ontario is allowing municipalities to use Safe Restart Agreement funding towards new initiatives to make it easier and more affordable to travel between different transit systems, like adding capacity for on-demand microtransit and increasing fare and service integration across the region.

ARAC approves rezoning to allow for 10 homes on Highcroft Drive Ottawa’s Agricultural and Rural Affairs Committee has approved a modification to the Official Plan for 1164 and 1166 Highcroft Drive in Manotick that will increase the density of the property to a maximum of 29 units per gross Hectare, which would accommodate 10 detached dwellings on the property.

The proposal would allow for higher density development within the Village of Manotick which will support the economic prosperity of the Village and provides for alternative housing forms within the Village of Manotick.

The properties are located on the south side of Highcroft Drive, approximately 50 metres from the intersection of Highcroft Drive and Manotick Main Street. The lands have a combined lot frontage on Highcroft Drive of ap-

proximately 60 metres, and a combined lot area of approximately 3,600 square metres.

Currently, these two lots are occupied by one detached dwelling per lot with existing trees lining most of the property boundaries. Adjacent properties in the surrounding neighbourhood are predominantly residential in nature and occupied by detached dwellings. Adjacent properties along Manotick Main Street are commercial and office oriented, with some of the properties on the west side of Manotick Main Street having been converted from residential dwellings to their current non-residential uses.

The development proposes to introduce a planned unit development over both parcels accommodating 10 detached dwellings and a

private road. This results in a proposed density of 29 units per hectare.

The Official Plan Amendment was required, in relation to the Manotick Secondary Plan, to permit an increase in density from 12 to 29 units per gross hectare in order to accommodate the proposed planned unit development.

The Zoning By-law Amendment would add a planned unit development as a permitted use on the lands and would modify the performance standards of the underlying zone to reflect the site layout reviewed through the concurrent Site Plan Control application.

The intent of the unit development is to increase residential density on the properties in order to provide a transition between the Village Core and the existing

low-density residential neighbourhood as well as supporting the economic viability of the Village Core.

By proposing development within the boundaries of the Village of Manotick and within walking distance to the Village Core, the development is consistent with policies guided to sustain the financial wellbeing of the municipality and village.

The proposal also meets the intensification policies of the PPS by directing development to a settlement area and is of a density which efficiently uses land and provides for a mix of residential uses and densities within the village.

The proposed planned unit development is located adjacent to, and within walking distance of the Village Core. By

increasing the density of the lands, the development proposal encourages active transportation to the village core and provides additional residential capacity which will support the economic viability of the village.

In addition, given the location of the lands on the periphery of the low-density residential designation, and by maintaining detached dwellings as the only permitted residential uses, these properties become a transition area between the Village Core and Gaps designation, and with the existing low density residential neighbourhood.

In order to service the property, both water and sanitary services will be extended from Manotick Main Street to the lands; the cost of these service extensions will be borne by the developer. Mu-

nicipal services will be provided to the four lots fronting on to Highcroft Drive; private water and sanitary lines will then be brought onsite via the private road to service the remaining six lots.

The proposed development involves the infill and intensification of the lot, providing a transition between the denser Village Core and the low-density nature of the existing residential neighbourhood.

The layout of the site proposes four dwellings fronting onto Highcroft Drive; while the front yard setbacks and perceived lot widths of these units are reduced, the development maintains the single family nature of the neighbourhood with these units fronting on and maintaining private driveways directly onto Highcroft Drive.

OCDSB parents have until Mar. 14 to make decision on in-person or online learning for Sept.

Parents of students in the Ottawa-Carleton District School Board must decide whether their children will attend school or opt for online learning for the 2021-22 school year

by March 14.

The board issued a form to parents Monday which is due back at 11:59 p.m. Sun., March 14. If the parents do not return the form, it will be assumed that they will be returning to school in person.

In an announcement Monday, the board stated they “believe that student learning and wellbeing is best supported through in-person learning.” They added that inperson learning supports mental health, the capacity to support engagement for children, and it better meets the needs of vulnerable students and those learning the English language.

“We know from experience that with ap-

propriate protocols in place, schools can safely operate with limited evidence of transmission of COVID-19,” the board states. “We plan to continue safety precautions in schools and expect that as vaccine distribution continues, the risk of spread is reduced. Over the course of the 2021-2022 school year, we hope to resume regular operations incrementally and as it is safe to do so, continuing to work closely and be guided by the advice from Ottawa Public Health.”

OCDSB associate director of learning Brett Reynolds said in the board’s meeting in late February that the expectation is that the vast majority of parents will be sending their children to school for in-person learning.

K - 8 in-person learning will be modelled on what is currently being offered.

Students will continue to be cohorted by class, and staff will rotate from class to class

as the schedule demands.

There will be a continued focus on reducing the number of educator contacts who are delivering instruction to each homeroom/cohort. The use of learning management systems (such as Google Classroom) will remain in place for each class in order to support a transition to remote learning should the need arise, or where individual students are required to isolate.

In-person secondary school learning will begin with the current safety measures in place.

In September, the school year will be organized into quadmesters except for the International Baccalaureate Program schools which follow octomesters.

At this time, the board expects that students will continue to be grouped

into cohorts, A and B with only one cohort attending each day. The OCDSB says once provincial and health advice supports

the removal of cohorting, daily attendance, and/or a return to the regular semester format, they will look to implement those

changes as quickly as possible.

The OCDSB will offer virtual elementary and secondary OCV schools for students who wish to learn in this model. With more students returning to in-person classes, we may have fewer elementary OCV campuses and will continue to have one OCV secondary campus.

Elementary OCV will offer the 50/50 Kindergarten program, the English Program and the Early French Immersion Program. Middle French Immersion and the Alternative Program will not be available in OCV. Students in OCV will receive 180 to 225 minutes of synchronous instruction per day. The OCV elementary school day will start at 9:00 a.m. and end at 3:30 p.m. There will be 90 minutes of scheduled nutrition breaks and recesses supervised by families.

OCV Secondary will offer a full selection of courses in each grade level and in all three program pathways: locally developed/workplace, applied, college preparation, university preparation. However, OCV will not include access to system programs, such as Secondary High Skills Majors (SHSM), Advanced Placement (AP), International Baccalaureate (IB), Arts Canterbury, which will only be available through in-person schools. The current plan is for OCV to be organized in quadmesters in the fall.

The OCDSB said inperson learning is the best format to support students with special education needs, particularly those in specialized program classes. For this reason, in the 2021-2022 school year specialized program classes will return to inperson delivery only. Stu-

dents with special education needs in regular classes will continue to be supported with the necessary accommodations/ modifications provided in their Individual Education Plan (IEP) in-person or in OCV. While the board needs early information for planning purposes, the tight window to decide on what to do for September will be difficult for some families.

“The reality is, none of us know what September is going to look like,” said Ottawa-Carleton Assembly of School Councils Co-Chair Malaka Hendela in an interview with CBC. “So this could be all for naught. This could be a huge amount of [planning] and then at the last minute — like [what] happened last September — we’re delayed, we have to pivot, we have to change everything again.”

CFRA’s Brian Fraser: A wonderful life taken far too soon

Brian Fraser, a technical producer of the “Morning Rush with Bill Carroll” on CFRA, has passed away after a longfought battle with leukaemia.

The 26-year-old Brockville native, has been very vocal with his cancer journey since first being diagnosed. His upbeat attitude and willingness to fight was inspiring to anyone who knew him and those who crossed his path.

During the sitting of Parliament on February 26, Carleton MP Pierre Poilievre paid tribute to Fraser and offered his condolences to the family.

“Genius, savant, lighting quick: those were the words that legendary Ottawa broadcaster Bill Carrol used to describe 26-year-old Brian Fraser,” said Poilievre. “Brian was known for lighting up the newsroom at CFRA. As the technical producer he always knew how to interspace exactly the right jingle, clip, or piece of music to bring laughter to the thousands of listeners who enjoyed the show across the

city and beyond.”

Fraser, a graduate of Algonquin Colleges radio broadcasting program, had a strong passion for sports. He appeared on the front page of the Manotick Messenger in 2016 giving colour commentary during a Nepean Raiders game.

Fraser got the news no young adult would want to hear the day after attending a colleague’s wedding where he felt unwell. What was thought to be just a sore stomach turned out to be a fight for his life.

In the two years since his life-changing diagnosis, the sports fan has encouraged literally thousands of people to donate blood and in return has helped save countless lives.

While in hospital during the spring, Fraser conducted an interview with CTV National News anchor Lisa LaFlamme during a special COVID-19 broadcast. Moments after the interview aired, Canadian Blood Services’ website experienced an “unprecedented surge of activity from Canadians who had been touched

Fraser passed away peacefully on February 25, watching the team he loved most win big 6-1 in a game against the Calgary Flames. His father, Rick Fraser, announced his passing over Twitter on Thursday night.

“So we wished Brian a Bon-voyage with a Sens win,” he said. “Brian Fraser passed away tonight after a hard fought battle. We know he is at peace and looking for ways to watch down on us.”

The Ottawa Senators — a team Fraser admired so much — held a moment of silence during their morning skate and raised their sticks to the heavens to remember their number one biggest sports fan.

“He’s a longtime Ottawa Senators’ fan and someone who has been part of our group since I got here,” said Ottawa Senators coach D.J. Smith during a virtual media availability.

“I know our players have been in contact with him and I’ve been texting with him throughout the year. No matter what our struggles, he lived every day to watch our team play and to root for these guys.”

On Friday morning, just hours after the news of Fraser’s passing broke, radio host Bill Carroll went ahead with his four-hour morning show program from his Manotick home.

Carroll spent the majority of his time reminiscing about Fraser, discussing their sports rivalries and love for radio.

“He loved a few things — the Ottawa Senators and sports in general,” said Carroll during CTV Morning Live. The show ‘Survivor’ which I just recently learned, and his passion for helping other people.”

Shortly after Christmas, Fraser decided to end all his leukaemia treatments, wanting to make the most memories with whatever time he had left.

“It’s more important to me to spend whatever time I have left with my family, and my friends rather than suffer through more treatment, knowing I won’t get the results to make it worth it. I’d rather make new happy memories with the people that I love, so that’s what I’m gonna do,” the

courageous Brockville native wrote on Twitter.

Carroll interviewed Fraser on his show shortly after he made the announcement. The radio host said he was inspired

by Fraser’s courage and upbeat personality through the devastating ordeal.

“He didn’t want to make this last journey; he was too young and he felt that he did not leave a legacy and hadn’t accomplished anything,” said Carroll. “This young man taught me I think the most important lesson which is how to face death. That is a hell of a gift.”

Fraser relied heavily on his faith during the tough times and even then put others first.

“I don’t plan on disappearing,” Fraser said in his

It’s hard to believe how much our lives have changed in a year

The arrival of spring this year almost coincides with the one-year anniversary of when COVID-19 descended on us. It’s just so hard to believe how much our lives have been changed.

For many of us it’s meant isolating at home, schooling from the kitchen table, and more shopping on line.

These “new normal” patterns of behaviour are neither healthy for us or for our economy.

The cycle of lockdowns, as predicted, hit our local businesses hard.

You’ll notice closed up store fronts, and we’re told

to expect more before we are out of this pandemic.

Over the last several months, the City of Ottawa has been promoting its “Shop Local” campaign.

The Barrhaven Independent & Manotick Messenger are also promoting businesses here in our community.

Although these campaigns

have been somewhat successful, our local small business owners need much more help. That’s why I am appealing to everyone to pitch in – not to prop up some wealthy stranger who has a shop here and spends his or her money in some other country.

Neighbours and friends who chose to invest their life-savings, time, energy and commitment here, own many struggling businesses in our community.

They have children who attend local schools; they support local youth sports teams, scouts, girl guides and doz-

ens of other local groups and clubs. These businesses employ our friends, families and neighbours. They are the anchors of our communities, and they need our help.

Instead of shopping online from a big box store, or using one of the large online click and ship retailers, try looking for what you need at one of the many local shops.

You can still shop online and use the curbside pick-up option.

You can order take-out and enjoy some of the unique dishes offered by a local chef or restaurant. Purchasing a

gift card or certificate is also a great way to support local, even if you might not need something right now. Doing what we can to help our struggling local businesses is up to all of us, but that is also where our collective strength is. We all shop, eat out and buy things. Targeting those efforts here in our community is essential.

Canada’s vaccine rollout continues, and as more and more people receive their shots, we will gradually see our economy begin to heal as well.

For local businesses that

have long been the anchors of our communities, we must now be their anchors, doing what we can to help them survive so that our community will be whole when we finally reopen.

For years we have turned to our local businesses for support. Let’s do what we can to provide them with the support they now desperately need. Remember, Shop Local!

The City’s Emergency Operations Centre and Ottawa Public Health are doing everything possible to ensure Ottawa residents who want to receive the COVID-19 vaccine will be able to access it as quickly and efficiently as possible, dependent on vaccine supply and in alignment with the provincial framework.

The total amount of vaccines that will be distributed to the City of Ottawa and precise delivery dates are not yet known. These decisions are made by the province and subject to vaccine procurement from the federal government.

The City of Ottawa has identified the following locations for future community clinics to administer vaccines: • Ottawa City Hall, 110 Laurier Avenue W. • Horticulture Building, 1525 Princess Patricia Way • Eva James Memorial Centre, 65 Stonehaven Drive • Ruddy Family YMCAYWCA, 265 Centrum Boulevard • Nepean Sportsplex, 1701 Woodroffe Avenue • Canterbury Recreation Complex, 2185 Arch Street • St-Laurent Complex,

In addition to community clinics, mobile vaccination teams will continue to be deployed as needed to reach targeted populations, including homeless and rural residents. Pop-up clinics will also be set up at select sites for multiple days but are not permanent. They will be located in neighbourhoods experiencing higher rates of COVID-19 transmission.

Timelines for opening community clinics will depend on vaccine supply and community clinics will be opened incrementally as supply increases. Under the province’s phased approach to vaccine roll-out, these community clinics are unlikely to be fully operational until Phase 2 (starting April 2021), dependent on vaccine availability.

Once fully operational, these community clinics will operate from 8:00 a.m. to 10:00 p.m., seven days a week and have the capacity to administer a total of nearly 11,000 immunizations per day.

I very much understand the desire to see clinics offered in our rural communities. I have been discussing this with our Vaccination Task Force in recent days. As the vaccine supply continues to ramp up, we are anticipating that pharmacies and medical centres will be including in the deployment strategy by the Province. Our team will certainly keep an eye on this and ensure to keep you informed.

In recent days, our office has started to receive questions about vaccinations clinics in the rural area. At our last Council meeting on Wednesday, February 24, Council requested the list of high priority neighbourhoods that would be offered COVID-19 vaccines through pop-up clinics. Of note, none of these high priority neighbourhoods are in the rural area.

As the City works through the list of high priority areas, the pop-up vaccination clinics will only be available to individuals who are born in or before 1941 or who are adult recipients of chronic home care and who live in these neighbourhoods. For lack of a better way, the City will be using the boundaries of the neighbourhoods as classified by the Ottawa Neighbourhood Study (ONS), can be viewed on ONS Neighbourhood Maps website.

The location of additional clinics will be announced on Mondays as staff proceed through planning for these neighbourhoods in the coming weeks. Details on the roll out to the next priority neighbourhoods including specific maps will be provided on a regular basis moving forward. The first three neighbourhoods identified are the following:

Many women wear their heart on their sleeve, others keep their feelings private. It seems many do not want to get in touch with their emotions so keep themselves occupied with other things instead of listening to what their hearts are saying. We were created with emotion for a reason - emotions are like a release valve for the heart.

Need a local event to remind you of how much local Women are involved in our community? I suggest “Chic Time in the Tick”. Unfortunately, this year the event is moved to 2022 due to Covid -19. That means two years in a row that we have missed “Chic Time in the Tick”! Can you imagine the wonderful event it will be in 2022!

Don’t let huts or hockey nets go down with the ice

It’s officially March!

And you know what that means: time to haul in your fishing huts, hockey nets and other on-ice gear before the ice is out.

Building materials, benches and shovels, garbage and other waste can pollute our rivers and lakes, harm fish and wildlife and create hazards for boaters and swimmers in the spring.

by March 15. However, as the sun gets stronger and the weather begins to warm, it’s wise to remove them sooner rather than later. If you wait too long, you may find the ice too thin to access your belongings!

MVCA wants improved pedestrian access throughout Manotick The Manotick Village and Community Association has submitted comments on the draft Official Plan encouraging the City to improve pedestrian access throughout the Village, establish guidelines to deter large trucks from cutting through rural villages to access provincial highways and clarify rural design guidelines to guide new development in villages. The Association also commented on other areas of the draft Plan that impact on rural villages including climate change and mobility.

The Plan commits the City to protecting rural villages with a 1 km buffer around village boundaries, a rural economic development strategy to encourage the establishment of small to medium sized businesses in villages, the construction of warehouse facilities close to provincial highways and the development of 15-minute neighbourhoods.

While Manotick has the characteristics of a 15-minute neighbourhood with retail and commercial businesses within walking distance of many of the homes, it needs more safe pedestrian connections between neighbourhoods and the downtown core. The MVCA submission has highlighted this as an area that needs to be addressed.

The other major concern for local residents is the volume of truck traffic going through rural villages. The MVCA has flagged the need to consider the upstream and downstream impact of the establishment of more warehouse and storage facilities in rural areas. The major eastwest truck routes in the south end of the City cut through rural villages, resulting in noxious fumes from trucks driving past schools, residences and seniors’ buildings. The Association has been working for years to address this issue and continues to do so in this submission to the City.

The MVCA also noted the positive step of developing rural design guidelines. Currently, any new commercial development is reviewed by the Urban Design Review Panel. The Panel looks at design through an urban lens

which makes it difficult to ensure that new buildings in villages fit within the existing architecture.

Still time to comment on the draft Official Plan

Residents still have an opportunity to provide feedback on the specifics of the draft Official Plan before the final version goes to Council in the fall.

The City has created one pagers highlighting the key components of the Plan along with a feedback form which consists of two ranking questions and a comment box. Deadline for feedback is March 12.

The proposal now goes to City Council for final okay before it moves into the next phase of development.

ARAC rezoning vote prohibits development on Mansfield Rd. cropland The City of Ottawa Agriculture and Rural Affairs Committee voted to approve a zoning amendment that would prohibit residential housing on a parcel of land between Richmond and Munster.

The 42.3-hectare site is located on Mansfield Road near Conley Road, and also has frontage onto Bleeks Road. The property is currently used as cropland, and is surrounded by similar agricultural parcels, as well as the Richmond Fen Wetland Complex.

The Zoning By-law amendment restricts new residential development and prevents the loss of agricultural land to other competing uses. This Zon-

ing By-law amendment protects the rural landscape by supporting the continued productive use of agricultural lands.

The lands to which the proposed Zoning By-law amendment applies were the subject of an application for a surplus farm dwelling severance and an application for a rural residential severance. The severance requests were granted by the Committee of Adjustment on July 22, 2020 and September 16, 2020 with a condition that the owner rezone the retained farmland to prohibit residential development and to allow the zoning designation of the entire property to be consist-

ent with the Official Plan designations.

The site is currently zoned Agricultural Zone (AG). It is proposed to rezone approximately 20.76 hectares of farmland to prohibit future residential uses and to rezone approximately 20.98 hectares of woodland to Rural Countryside Zone (RU) to allow the zoning designation of the entire property to be consistent with the Official Plan designations in accordance with conditions of severance. Guinness World Record attempt for local cyclist Local cyclist Lucy Hempstead will attempt to break the Guinness World Record for greatest simulated distance on a static cycle in 24 hours by a woman.

It’s frustrating, with the pandemic, since our education has become so restricted. We’re unable to do most labs, or go into detailed understanding of the concepts. Wow! I sound like such a nerd right now.”

Greatest Accomplishments: “I’ve got two: My greatest accomplishment, outside of academics, is definitely the 2019 OTHS Music Council Haunted House. I had participated in the Haunted House in previous years, but that year was my first (and last) year in charge. It was fun, and scary. People were really into it. It’s one of my proudest moments at Osgoode.

My greatest academic accomplishment was actually this year. It was in my English Class, where I wrote an essay entitled Dungeons & Dragons: Part of a Balanced Breakfast. I scored 100% on it. Open your heart to chaos kids. Life’s a lot more fun.”

Favourite thing to read: “Since I was little, reading has always been a favourite pastime of mine. I love fantasy and fiction novels - I enjoy disappearing into the

Tabletop games are much better played on a tabletop, but we’ve made do. We set up video calls when we can and play for 3-4 hours. Apart from that, I also enjoy drawing, listening to music, and playing video games. I’m currently playing Horizon Zero Dawn on the PS4.”

Career Goals: “I’ve applied to some universities for neuroscience/biology programs. I’m super fascinated by how the brain functions at a fundament al level, and one day, after many years of school, study the intelligence and consciousness of non-human animals.

If that doesn’t work out, I can always go build a cottage in a forest, and start a goat farm.”

Even at 20-below, there is nothing like a dip in the Rideau It’s not uncommon for people to take a dip into the Rideau River.

Unless it’s January. And February. And now, March.

Since December, a group of area residents has been starting their day off with a dip in the frozen waters of the Rideau River. Some who have seen or heard of the group have been fascinated by their ritual. Others just think they are crazy.

“I thought the same thing,” said Rob Lachapelle, who has dipped in the Rideau every morning since early December.

Lachappelle is part of a group of 15 to 20 people who ventures into the water on the south end of Long Island in Manotick on a daily basis. On some days, he says, the group is as large as 40 people.

“I used to be a commercial diver and I hated cold water,” he said. “But this is different. It’s part of the Wim Hof Method, and the cold therapy makes you feel great. I am hooked.”

The Wim Hof Method is a body science program developed by Dutch extreme athlete and health sciences pioneer Wim Hof. There are three elements to the program. Cold therapy is one, along with breathing techniques and a commitment to go outside of your comfort zone.

Some of the benefits claimed by the method are more energy, a boosted immune system, better sleep, arthritis and fybromyalgia relief, metabolism improvements, mental health benefits and stress relief, and improved metabolism.

“For most of us, it’s our

first year doing this,” Lachapelle said. “Some may have done it before, but this is the first year for us as a group.”

Lachapelle said the group is loosely organized. They break the ice every morning, and the water is waste deep. There are people of all ages in the group, including children as young as 10 and 12. Some go in up to their waist, while others will squat down and go in up to their necks. Some will also dunk their heads to submerge their faces and heads.

“Everyone has their own tolerance,” he said. “The average time is two to five minutes. My longest time in the water has been about 12 or 13 minutes. The longest I have seen a member of our group do is 21 minutes.

At that point, the challenge becomes completely mental.”

For the cold therapy to be effective, the recommended temperature is below 10 degrees. The water in the Rideau in the winter is usually barely above zero, hovering around one degree.

“People come out of the water with a big smile,” Lachapelle said. “They feel like they have accomplished something, and there is a little bit of euphoria. For a lot of us, the dip anchors our day. Most of the people that do it say the physical and mental health benefits are tremendous.”

While many people have spent much of the last year isolated and couped up, the morning dip has been therapeutic as a social outlet. The group meets out-

side, and social distancing is practiced.

“A lot of the people that come as families are already in their own bubbles,” Lachapelle said.

“A lot of people also have more flexibility if they are working from home.”

While the river will be thawing out over the next few weeks, the group plans on continuing to take a dip year-round and continue following the Wim Hof Method.

“It’s so good for your health,” he said. “We want to keep doing this.”

He added that more people are always welcome in the unofficial group.

“There is no business attached to this or no monetary benefit for the group in any way,” Lachapelle said.

“But we do know how it’s made us feel.”

Man charged in relation to Commercial Robberies in Manotick and Osgoode Frontline Patrol officers responded to four commercial robberies between January 7th and February 24th in the rural South Ottawa end.

On January 7th, a man entered a business in the 1100 block of Beaverwood Drive in Manotick with his face covered and demanded money. The suspect then fled the area on foot.

On January 12th, the suspect entered a business in the 5600 block of Osgoode Main Street with his face covered and demanded money. He then fled the area on foot.

On February 22nd, the suspect entered a business in the 8200 block of Victoria Street with his face covered and demanded money. He then fled the area on foot.

On February 24th, the suspect entered a business in the 5000 block of Mitch Owens Drive with his face covered, pulled out a knife, and demanded money. Responding officers obtained information that the suspect was headed to Kemptville. OPP officers located and arrested the suspect.

The Ottawa Police Robbery Unit has charged Nicholas Joyce-Labossiere, 29 years old, of Kemptville with four counts of Robbery, four counts of Disguise with Intent, and one Possession of a weapon.

Joyce-Labossiere remains in custody.

Greely Legion

You are not likely to see Archibald “Moonlight” Graham or Shoeless Joe Jackson showing up to play, but you will see hundreds of young players from across the city taking advantage of the baseball practice facility built inside the Greely Legion.

The baseball facility was the idea of local coach Paul Villeneuve, who runs the Ottawa Patriots Baseball Club. He saw a story in the Manotick Messenger that a GoFundMe page had been set up for the financiallystrapped Legion. He approached them with his plan that has turned into a winwin scenario.

“I was looking at commercial space to create a training facility where teams could practice,” Villeneuve said. “I looked at the old Foodland building in Greely, but it’s owned by Sobey’s.

Then I saw the story on the Greely Legion, and I thought they might be interested.”

The spacious Greely Legion building was perfect for what Villeneuve was willing to do. For the Legion, renting the facility while they have been closed for the better part of the last year has infused them with much-

Villeneuve spent about $10,000 of his own money to help turn the large building into a baseball practice facility. Artificial turf was put on the floor, and batting cages were brought in.

In addition to the Patriots, a number of teams and clubs from across the region are taking advantage of the facility. Villeneuve charges teams a very reasonable rate of $60 per hour to use the complex.

“It really has been a winwin situation,” said Villeneuve, who manages the complex for the Legion. “It has helped the Legion stay alive, and from a baseball standpoint, it’s exactly what we were looking for. A lot of different teams and associations will benefit from having this. The building is exactly what we were looking for.”

The facility is run within the parameters of all COVID-19 parameters.

Making sure the facility was safe for players and coaches was a top priority.

Homemade rocks, old brooms turn Jock into winter playground

By Jeff Morris Cooperstown is the home of baseball, Almonte’s James Naismith invented basketball in Springfield, Massachusetts, and Montreal and Windsor, Nova Scotia both claim to be the birthplace of ice hockey.

But there is no doubt that Richmond is the birthplace of shufflecurl.

“I didn’t think that during the COVID lockdown I would invent a new game, but that’s how it worked out,” joked Terry Westrate.

The original plan was to make curling rocks and create a curling rink on the Jock River by Westrate’s home.

He ran into roadblock after roadblock, but was happy with the end result.

“I was looking for some-

thing to do outside,” he said.

“When winter came, it was too cold for the firepit, but I wanted to do something where we could get together and have something to do.”

Westrate went on Google to find out how to make curling rocks. He found a YouTube video from the Backyard Bros. and went to work. In December, he spent 16 nights making 16 curling stones.

“I only had a mould for one, so I made one every day,” he said. “But then we had a couple of setbacks.”

COVID restrictions that were put in place on Boxing Day, along with a couple of stretches of mild weather, put Westrate’s plans on ice.

When the ice on the Jock River was ready, Westrate

went out to test his homemade rocks.

“They wouldn’t slide,” he said. “I followed all the instructions and tried a few things, but I couldn’t get them to slide.”

Since curling shoes have a plastic slider on the soul, Westrate used the same principal and applied them to his homemade curling rocks.

“After that, the rocks slid beautifully, but they could only go straight,” he said.

“They wouldn’t curl.”

And just how football evolved from rugby, shufflecurl evolved from curling.

“We couldn’t curl them like regular rocks, and none of us really felt like going down on one knee to curl them anyway,” he said.

It was all about fun as the weather and the COVID restrictions finally co-operated for local families to enjoy the outdoor weekend sunshine.

“So we decided to push them with brooms like in shuffleboard.” The lack of sweeping, he said, made it possible to hold onto a beverage with your other hand.

Westrate made his rink, which like making the rocks, had a learning curve.

“I didn’t want to shovel 160 feet of snow, so our rink is 80 feet long,” he said. “And Kool-Aid powder doesn’t work to colour the ice. I ended up using a water soluble kids paint.”

Even though the rocks would not curl, he said the ice on the river “would take the rocks in six or seven different directions,” adding an element of difficulty to the game. He also posted a note on Facebook that he

was looking for old brooms that people wanted to get rid of. He went around the community and gathered all brooms, and the weekend of shufflecurl was about to take place.

For two weekends, three families gathered on the ice to enjoy the rink and the homemade curling rocks.

“The river is like a highway,” Westrate said. “There were walkers and snowmobilers and a lot of people.

A lot of people stopped to watch us and ask us what we were doing. They thought it was great.”

The second weekend was complete with hot dogs and marshmallows cooked over an open fire outside under the bright sunshine. The

Elders took down the Young Guns in a dramatic extra end final to win the first Shufflecurl Cup. “We really had a lot of fun, and it was great to get outside and do something and enjoy the sunshine on the river,” he said. “We had three families out with our kids, and we are all in the same bubble.”

There is a long offseason until the 2022 shufflecurl season, and Westrate is not sure what advancements the game will make before then.

“I am just glad we all got to have some fun,” he said.

“One of the women told me when we were done that it was the most fun she had all winter. That made it all worth while for me.”

Wildcats girls’ hockey players blow the whistle on racism

By Charlie Senack A group of students from the Barrhaven and Manotick areas are doing their part to bring an end to racism on and off the ice.

The students are part of Rise Academy, a virtual not-for-profit high school for youth ages 13 to 21. It’s geared towards young individuals who are interested in social action and social justice issues.

They use their passions, motivations and strengths to create meaningful work and change.

Back in July as the problem around racism surfaced following the death of George Floyd, the students, who are also part of the Nepean Wildcats hockey team, wanted to find a way to mix their • change. love of sport and “The girls were listening to everything going on around thrum and wanted to do something,” said Rise founder and principal Rebecca Chambers, who used to teach at John McCrae High School. “I think what a lot of people are finding is that it’s a really big issue and they are looking up police brutality and racism to find

out more.”

Chambers and the group of students started to brainstorm a list of ideas and decided to create a campaign which mirrored the ice bucket challenge, which went viral in 2014 as a way of raising money for ALS. On Saturday, February 20, the girls kicked off their ‘Blow the Whistle on Racism’ campaign during a virtual gathering over Zoom. During the roughly two-and-a-half hour event, The students had an opportunity to interview 11 guests who are passionate about bringing an end to racism. Many of them had some sort of connection to hockey, but all shared the same common goal: becoming allies and agents of change.

It was also held during Black History Month which recognizes the hardships people of colour have faced and the change they are trying to create.

Among the well-known guests in attendance were Ron MacLean, host of Hockey night in Canada, Bob Dawson, the first Black player in the Intercollegiate Hockey League, and Fred Brathwaite, a

former NHL goalie who grew up in Barrhaven and lives in the area.

MacLean, who has recently tried to bring a light to racial injustice issues through his platforms, talked about his upbringing and how he didn’t fully recognize racism still existed until after the death of George Floyd.

“I think for me it really took the death of George Floyd to really allow me to understand the scope of my own ignorance,” said MacLean when asked why he was passionate about the cause.

“I wanted to do something but I did not think I’d make an impact at all.

When I started this I told Rebecca that I wanted to work on racism and help with the issue.”

Sacca’s classmate Maia Peters, a student at St. Joseph High School in Barrhaven, agreed saying the social justice movement in the summer sparked her interest and passion on the topic.

“When we first started I think we decided to go with this topic because I think everyone knows what was going on at the time and it was heart-

breaking to see what was going on — especially in the United States,” she said. “We thought that we should rake something that we love like hockey — because it isn’t always so inclusive — and try to do something about it and I think it’s been amazing so far.”

Other students involved in the project include Naomi Chambers, a student at Castor Valley Elementary School in Greely, and Savannah Smith, a student at St. Francis Xavier High School in Riverside South.

The students have been working with Bob Dawson, a Black hockey player himself, who says he’s

experienced firsthand racism in the game he loves.

He’s now using his experiences to spark change and is a Black hockey historian and writer. He’s now also the project advisor on the ‘Blow the Whistle on Racism’ campaign.

“For me, being on the receiving end of racial slurs and harassment and physical abuse in playing hockey — especially in 1967 when I was the first Black person to post in the Atlantic Collegiate hockey league — makes me proud and happy to be part of this project,” he said. “During the course of warmups stretching by the boards I’d hear the Nword, coon, snowflake, and that sort of thing.

During the course of a game I would hear the Nword and players would be very physical.”

While this sort of behaviour is no longer as common, it still sadly takes place on and off the ice, says Dawson, adding that’s why it’s so inspiring to see young individuals from the community try and spark change.

Fred Brathwaite, a former NHLer who used to play for the Edmonton Oilers and Calgary Flames, agrees saying every action counts. Brathwaite now lives in the Stonebridge area of Barrhaven but is currently in Las Vegas where he is a goaltending coach with the Las Vegas Knights.

“I think it’s great.

I think people need to know the stories and I

think people need to know how things have been and how we can try to change things,” he said.

For Chambers, a teacher who uses nontraditional methods as a way of engaging students, says she’s received countless comments from people who have learned a lot through the students initiative. She saw conversations are being held around diner tables — including her own — about important topics that can sometimes be uncomfortable to talk about.

“By teaching this way and giving these kids the opportunity to do things that they care about, I learn so much about things I necessarily would not dive this deep into,” she said. “I feel like I’m a better person, my family

is a better group of people, because of these things. I come home every night and we end up having these conversations about all these projects we are working on.”

The students are encouraging everyone to get in on their ‘Blow the Whistle on racism’ hockey challenge. All you have to do is take a video of you doing your favourite hockey shot, or trick, and post it on social media under the hashtag #blowthewhistleonracism. You are also asked to nominate and tag three others who you want to get in on the campaign.
