NEWS FROM QUEEN’S PARK The Ontario government continues to protect the health

and safety of the public during the COVID-19 outbreak by extending all emergency orders in force under s.7.0.2 (4) of the Emergency Management and Civil Protection Act to June 9, 2020.

Current emergency orders include the closure of outdoor playgrounds, play structures and equipment, public swimming pools and outdoor water facilities, as well as bars and restaurants except for takeout and delivery.

Additionally, there continues to be restrictions on social gatherings of more than five people, and staff redeployment rules remain in place for long-term care homes and congregate settings like retirement homes and women’s shelters.

Health and Safety Top Priority The Ontario government is protecting the health and safety of students during the COVID-19 outbreak by keeping schools closed for the rest of this school year. This decision was made after consulting with the Chief Medical Officer of Health, health experts on the COVID-19 Command Table, and medical experts at The Hospital for Sick Children. At the same time, the government is planning for the reopening of schools for the 2020-21 school year, the gradual reopening of child care, and the opening of summer day camps subject to the continuing progress in trends of key public health indicators.

All students who were on track to graduate from secondary school before the initial school closure order was made in March will be able to graduate, and all students will receive report cards.

Later this summer, the government will announce

a plan to strengthen learning and safety protocols to enable students and staff to return to in-class instruction for the 2020-21 school year.

That plan will be bolstered by an enhanced province-wide virtual learning program that will allow all students to learn, regardless of the challenges that may transpire in the coming months.

Private schools, licensed child care centres and EarlyON programs will also remain closed for the safety and protection of children, families and staff through Stage 1 of the Framework for Reopening the Province.

Emergency child care will continue to operate and provide support for health care and other frontline workers.

A gradual reopening of child care is expected to begin when the province is ready to transition to Stage 2 based on public health criteria, which will include robust safety protocols for the safety of Ontario’s youngest learners and their staff.

New programs focus on hospitality workers and apprentices

As the economy gradually reopens, the Ontario government is helping people affected by COVID-19 get back to work. The province is investing in Ontario’s first Virtual Action Centre, an online counselling and training portal, to support laid off and unemployed hospitality workers, and is helping apprentices by providing grants to purchase tools, protective equipment and clothing for their trade, along with forgiving previous loans to purchase tools.

The government is providing an Ontario Tools Grant of $2.5 million in 2020-21 and $7.5 million in 2021-22 and ongoing. This will help new eligible apprentices purchase the equipment they need to start their careers.

The government is also forgiving more than $10 million in outstanding loans owed by apprentices for tool purchases made at the beginning of their careers. The Loans for Tools Program allowed thousands of new apprentices to buy tools, equipment, clothing, manuals and code books required for their

trade. About 19,000 apprentices who participated in the program owed, on average, $495.

The government is also investing nearly $2 million to open a Virtual Action Centre in partnership with UNITE HERE Local 75. This virtual job training resource will provide up to 7,000 unemployed workers in the hospitality sector with access to a wide range of services and supports online and over the phone.

RVCA reaches milestone of 100,000 shoreline plants

RVCA’s Shoreline Naturalization Program has reached a milestone — this spring they planted their 100,000th shoreline plant.

The Shoreline Naturalization Program was established in 2009 to help shoreline landowners and groups create natural, resilient shoreline buffers that protect property from erosion, provide critical wildlife habitat and, improve water quality. The program is geared to waterfront landowners who have wetlands, streams, rivers, and lakes within the Rideau Valley watershed. Lake associations, not-for-profits, and stream/creek/river groups are eligible as well.

‘It’s been great seeing the program grow over the years. More and more people realize the import-

ance of maintaining natural shoreline buffers. It shows every year with the number of calls we get,” says Meaghan McDonald, RVCA’s Lake Planning/ Shoreline Stewardship Coordinator.

There are a lot of benefits to naturalizing your shoreline. Shoreline plants filter runoff that contains pollutants such as fertilizers, soil, road salt, vehicle fluids, pet waste and septic leachate. They improve wildlife habitat by providing food, safe travel areas and places to live. They provide shade over the water, which creates habitat and resting areas for fish. Shade cools water temperatures, which is good for many fish species.

These plants are key to erosion protection. They slow

erosion processes down by trapping soil in place.

They control runoff. Too many soil particles in the water can be problematic for aquatic wildlife by reducing clarity, burying fish spawning grounds, clogging fish gills and limiting aquatic plant growth.

A buffer of shoreline plants means less work maintaining your waterfront.

All you need to do is prune to maintain your wonderful, water views. Shoreline vegetation also helps with flood abatement. The plants slow down surface water runoff and absorb it into the ground.

Urban Boundary Expansion will not affect Manotick, Richmond The growth of Ottawa’s Urban Boundary will not impact the villages of Manotick or Richmond.

On Wed., May 27, Ottawa City Council passed the “balanced growth” recommendation made jointly by the city’s Planning Committee and Agricultural and Rural Affairs Committee which will see the urban boundary grow by 1,281 hectares.

The vote came after the committees passed a plan that will see 1,350-1,650 hectares of housing and employment lands added to Ottawa’s urban lands. According to city staff, the extra land is needed to accommodate the approximately 400,000 new residents Ottawa is projected to add by 2046. Staff is expecting that 40 per cent of population growth will be absorbed by new builds on Ottawa’s existing and expanded development land while 60 per cent will need to be fulfilled through intensification. The committees voted 10 to 1 in favour of a staff recommendation to expand the urban boundary by between 1,350 and 1,650 hectares. Councillor Jeff Leiper voted against the proposal.

The vote came after 28

hours of discussion, debate and hearing from the public on the proposal to expand the urban boundary and increasing intensification.

Rideau-Goulbourn Coun. Scott Moffatt argued that while Ottawa does need to intensify, the urban boundary must be pushed in the near-term to give the city time to ramp up its intensification rates, which are currently targeted at 51 per cent. Moffatt also said that surrounding communities – Manotick and Richmond are both in his ward – will need time to prepare for the change that is coming. The changes, he said, will not come overnight.

“Council made an important decision to increase our intensification rate to one of the highest rates in the country,” Moffatt said.

“At the same time, we ensured the protection of our best agricultural lands.”

Residents of both Manotick and Richmond had expressed concerned over the sprawling suburb of Barrhaven and the impact of how its dense housing could affect the character of the Rideau-Goulbourn villages. Moffatt said that maintaining the rural village character of both Man-

otick and Richmond were a major concern in the plan.

“A buffer around our villages was included allowing them to preserve their rural identities,” Moffatt said. “While Manotick and Richmond are slated to see growth within their boundaries, those boundaries will remain as is for years to come.”

Mayor Jim Watson commented last week that some of the councillors who opposed the urban boundary expansion also voted against growth within their own wards. Barrhaven Councillor Jan Harder chairs the city’s Planning Committee. She understood the importance of separation between suburban and rural Ottawa.

“The increase in the urban boundary is needed to accommodate the growth the city will have, but it was important that we protected our prime agricultural lands,” Harder said.

There is already a problem with Harder’s Barrhaven Ward and Moffatt’s Rideau-Goulbourn Ward growing into each other.

Expansion to the south of the Half Moon Bay and Stonebridge neighbourhoods have resulted in

homes which are in Barrhaven being built in Rideau-Goulbourn.

Land on the eastern edge of the Stonebridge Golf Course which is going to be developed for more housing

by Mattamy also falls within the Rideau-Goulbourn Ward.

“The boundary will be adjusted by the next election, but it is an example of why it was important to address the urban boundary issue,” Harder said.

“Barrhaven is poised for growth. There are two large recreation centres and there is a lot of work being built on infrastructure this year.

Barrhaven could be neatly bordered by the river to the east, to Fallowfield Road to the north, to the 416 to the west, and to Barnsdale Road to the south.”

The city’s plans call for the expansion of Ottawa’s urban area by 1,281 hectares of new residential lands and to have 60 per cent of new dwellings be built in already developed areas by 2046. A decision on adding between 69 and 369 hectares of employment lands has been deferred until staff complete the required studies.

This balanced growth

scenario will provide greater housing diversity within built-up areas, particularly near existing or planned transit hubs, along with sufficient housing supply outside the Greenbelt. This complements the City’s goal to expand the number of 15-minute neighbourhoods in Ottawa – communities where people can live without a car because daily needs are all within a 15-minute walk of home.

The Growth Management Strategy is a key part of the City’s Official Plan and will address housing needs in the future. The City has determined the population will grow by 402,000 people by 2046 and this growth will require the provision of an additional 195,000 residential units.

City staff approved a Balanced Scenario that would include an increase in intensification, some growth in the urban boundary and continued growth in rural villages that have the necessary infrastructure.

The focus will be on development close to existing transportation nodes, limiting the need for new infrastructure and creating walkable neighbourhoods.

Intensification is expected

to be a mix of high-rise close to transit and smaller 3-4 unit buildings integrated into existing neighbourhoods. Most of the growth in rural villages is already accounted for in existing development plans such as Manotick’s Mahogany Development and Richmond’s Fox Run. Accortding to Ottawa City staff, a slight majority of the growth will be achieved through intensification. By 2045, 51 per cent of the new households will be built in existing urban areas, with the intensification target rising to 60 per cent by 2046. The remaining 49 per cent of the growth will be accommodated within the expanded boundary.

The future expansion of the urban boundary would be based on several criteria, some of which could change following the recent hearing. The criteria include how close the parcels are to existing development, how close they are to transit, what infrastructure already exists in the area, and more.

The strategy will inform the new Official Plan, which will guide development and growth in Ottawa until 2046.

OP-ED: The Imaginary Unicorn “Balance Sheet”

Bill Morneau has told Parliament 20 times that the government’s “balance sheet” is strong.

On May 13th, I asked the Finance Minister to tell us about the balance sheet’s three main parts: assets, liabilities and equity.

What is the dollar value of the assets on the government’s balance sheet?

No answer.

How about liabilities?

No answer.

Equity?

No luck.

If he does not know any of the three balance sheet components, how could he possibly say the balance sheet is strong? In truth, the government doesn’t actually publish anything called a “balance sheet”, contrary to the Finance Minister’s constant use of the term.

(Throwing around words with no thought to their meaning can be a dangerous thing). The government does publish a “Consolidated Statement of Financial Position” (which is now more than a year out of date)

and a “Condensed statement of assets and liabilities”, but nothing called a “balance sheet”.

But pulling from reports

by Finance Canada and the Parliamentary Budget Officer, we can extrapolate one.

The “net equity” is often called the “federal debt”, which is a deceptive term.

Normal people would say that the debt is the total liabilities of $1.49 trillion.

What government calls its debt is actually the net worth… which is negative $962 billion. You read that correctly: if the Government of Canada sold all its assets and put all the proceeds into paying debts, it would be left with a negative net worth of $962 billion—almost a trillion dollars.

Lop off some zeroes to make the numbers more digestible. Imagine your only asset was a $531,000 house and it had a $1,493,000 mortgage—a mortgage three times the value of the house. Your net worth would be minus $962,000.

You would give the keys to the bank and walk away from your house bankrupt.

So, why is government

not yet bankrupt? Because its balance sheet has an invisible asset whose value is literally priceless: taxing power. The asset is the net present value of all future taxes government can collect. It is the only reason governments can defy financial gravity and avoid collapsing under crushing debt.

Can the federal government really count on taxpayers to prop up its trillion dollars of negative net worth?

Advocates of deficit spending say “yes” because the federal government’s debtto-GDP ratio will only be about 50% at the end of this fiscal year, below the 66.6% in the mid-1990s when the Wall Street Journal called Canada “an honorary member of the Third World,” and the lending markets literally refused to lend the government another cent.

Lawn signs salute high school graduates of 2020

It’s a small action with a big impact for students who are left without a traditional graduation due to the COVID-19 pandemic.

St. Francis Xavier High School in Riverside South is just one of many schools across Ottawa which surprised their graduating grade 12 students with a sign on their lawn reading: “home of a St. Francis Xavier H.S. graduate.”

Principal Sean Kelly said the school decided to get in on the trend because students have had a difficult year due to the teacher strike and now a health pandemic.

“We had seen collectively some articles out of the United States in terms of high schools doing that kind of thing, and sacred heart high school I think was the first in our board to this type of thing as well,” said Kelly. “As

much as realized this has been done before, we were really overwhelmed at the very joyous response from our students and our parents.”

A letter went out to parents a week before the signs went up on students’ lawns and were asked to keep it a secret from their children.

A team of 50 staff and volunteers helped distribute the signs, with all of them being delivered in less than a day.

“Certainly the homes where I visited the students were quite surprised — that’s saying they were awake because it was quite early in the morning,” Kelly joked.

Gloucester SouthNepean Councillor Carol Anne Meehan also volunteered her time, saying: “Its been a tough year for so many students... Signs don’t replace ceremonies or the prom but tell we’re proud of them.”

Grade 12 STFX student Heba Aweiwi plans to attend the University of Ottawa in the fall, and is disappointed her family won’t get to cheer her on as she walks across the stage.

She says waking up to a sign on her lawn was a highlight of the past few months, saying the gesture went a long way.

“Celebrating with a grad sign was the highlight of this whole pandemic,” she said. “This little gesture was so beautiful and made me feel that we have not been forgotten.”

Trisha Desroches said the effects of the pandemic have been hard to swallow.

“I’m the type of person to always be thinking about the next step I take, and it was hard to think that I wouldn’t be ending this chapter of my life the way I hoped

I would,” Desroches states. “It’s been hard letting it sink in, and I’m not sure I’ve fully accepted it yet.”

“The grad signs were such a nice gesture (because) I feel like no one has really understood what we have been dealing with during this pandemic,” she added. “The signs to me were just an

extra gratification of our hard work and recognition that we are all in this together.”

Kelly says the Ottawa Catholic School Board has made it clear they would like to hold a traditional graduation ceremony in October if it’s safe to do so. Until then, the school plans to continue celebrating

Lily, my senior cat of undetermined years (other than that they are many), looked up at me quizzically.

“You okay, dear human?” she asked quietly.

This alone bespoke the recent change in our circumstances. Lily is many things. But, quiet?

No, never that. A small brindle-coated, somewhat Siamese-marked wannabe of that fabled breed, she exploits their one characteristic under her control: her voice. Her remarks vary from simply loud to strident, unremitting, eardrum-threatening auditory assaults.

Yes, there had been a shift that left us both in moods of subdued contemplation.

“He knew something was wrong, you know,” she continued. “We both did. The litter bore the evidence over many days. Thank you, by the way, for providing three

But as the days became weeks, my mounting sleep deficit threatened my health, perhaps my very sanity.

“Okay, okay! You win.

We’ll try to find a new friend for you, Lily.”

“I don’t want a new friend, human. I want Braveheart!”

“Well, he has traveled over the Rainbow Bridge, Lily. And that is generally a one-way ticket. We’ll talk more about that another time.”

Enter, Mel. “Wow!” exclaimed Lily. “You got the large, economy size?”

“Give it a chance, Lily!”

She did. Her initial fascination cooled. They would never be BFFs but were cordial with each other. Once again, sleep gained its rightful place on my daily schedule.

Life was good. Mel fancied himself a guard

cat. Lily fancied Mel, most days.

And then, about ten days ago, the only constant – change – entered our realm once again. Litter box donations became loose, then blood-tinged, then even more so.

Sherri, my vet, returned my call. She listened to my observations without interruption.

“When this develops suddenly and progresses rapidly, it is never good news in cats, Diane.” she said when I had finished.

She continued, “Chronic conditions like irritable bowel syndrome are more insidious in nature. This is acute and, 99% of the time, it signals lymphoma, probably widespread. It is terminal.

All I can offer you is palliative measures unless you want me to investigate in hopes of a 1% alternative finding.”

“I think not,” I said.

“Mel is probably anemic now and his condition

will only deteriorate.

He has certainly slowed down – Now that I think of it, has not chased Lily for some time. - sleeps more, eats less. And Mel’s all-time favourite activity has always been eating. It would be cruel to procrastinate until the inevitable arrival of pain.

He deserves better than that.”

And so, yesterday, here at home, a home he had guarded so well, the Rainbow Bridge came into view. Sherri shepherded Mel towards the bright horizon beyond as I held him in my arms speaking softly, nuzzling an ear and caressing a thumb-endowed paw.

In moments, the crossing was complete; our gentle giant was at peace.

Braveheart, Stretch, Tiger Underfoot and assorted others including five Siamese rascals welcomed him warmly into the fold. We loved him too much to deny him this

peaceful transition only because, as survivors, Lily and I wished to delay the sadness of his loss.

“You’re as quiet as I am this time, Lily,” I remarked. “How are you doing, my little friend?”

“Tell me more about the Rainbow Bridge,” came her reply. “You said you would, remember?”

“Yes, I do, Lily. As much as I can understand it, it seems to be like this, something I learned when my BFF, my husband, Roy, spoke to me in a dream after his journey.

He told me many things.

But, most importantly about the bridge, these were his words: ‘Don’t cry yourself into states of minor dehydration, Diane. I am fine; really fine. If you only knew!

What has happened is not hard to understand.

When we met, we were both teachers. I taught driving; you taught nursing. All of life is about

teaching and learning, Diane. Life is the teacher. We are the learners.

Now, I have completed my course work. And so, I graduated. And when you complete yours, I’ll be here to welcome you home.’

“So, there you have it, Lily. We are only here for a time; however long it takes each of us to learn what we need to know.

Animals, being much smarter than humans, achieve that much more quickly. Then, we graduate. Graduation is a new beginning. Even in this life, it is marked with celebration. So, it is not something to be feared.

We miss those who go ahead of us, just as parents miss their children when they leave home.

But parents also celebrate the fact that they have raised competent adults.”

“I had no idea, dear human. And, when you put it like that, it makes a lot of sense. Seems natural.”

“That, it is, Lily.”

“One other thing, my human...”

“What’s that, my little friend?”

“Are you going to get another cat?”

“Do you what me to do that, Lily?”

“No; not this time... unless you want to, of course. I have never been First Cat before. I would like to be First Cat now.

Just you and me, okay?”

“Okay, Lily. I was hoping you’d say that, my dear First Cat.” Our cup, then, is it half empty, or half full? Or worse, has it been drained past half empty by accumulating losses? None of these! More than half full, now as always. We have a lifetime of memories, more yet to learn seemingly, and we have each other. Our cup runs over.

City waves fee to help restaurants re-open their patios Local restaurants caught a break at the May 27 Ottawa City Council meeting as they prepare to inch toward reopening.

Council approved changes to the Right of Way Patio By-law to make it easier for restaurants and cafés to open patios in the City’s right of way this year. The City will waive the daily rate for patios and tourist kiosks, along with the annual permit fee for café seating permits. The City will also allow an unlimited number of café seating permits where there is space available.

For the past two months, restaurants in Manotick and Richmond have been surviving the pandemic by offering take-out and curbside pick up. Restaurants in both villages have become destinations over the years, attracting not only local customers, but also bringing visitors from neighbouring communities and throughout Ottawa to their respective communities to shop and spend money.

While the timeline of patio openings is still uncertain, the one thing that is definite is that there will be changes in

how patios operate after they re-open. Patios are expected to have restrictions placed on them when business resumes outdoors for local restaurants.

Capacity will be reduced as patios will need to be reconfigured to allow for proper social distancing.

The Mill Tavern, pictured during last year’s Dickinson Days Parade, is one of several restaurants in South Carleton who are anticipating the re-opening of patios.

It’s worse.

Yes, the federal debtto-GDP is lower now.

But the total debts of all levels of government, businesses and households are much higher.

There is no point drawing a distinction between public and private debt. They are all intertwined and supported by the same economy.

The invisible asset on the government’s balance sheet—taxation power—becomes much less valuable when heavily-indebted businesses and households cannot afford taxes. Conversely, household and corporate debts become the debt of government, which must bailout families and firms in a crisis, as we now see. For example, the government-backed

Canadian Mortgage and Housing Corporation (CMHC) now insures a half-a-trillion dollars of mortgages. When households default, government picks up the tab and vice versa. So, the only thing that matters is the total public and private debt as a share of GDP. The economy is like a horse carrying big bags of debt on his back up a hill. There is just one horse who must carry not only federal government debt, but also all the provincial, municipal, household and corporate debt. As of 2018 (BEFORE COVID-19!), total public and private debt equalled about 356% of GDP. So, the horse carried more than three and a half times his weight that year.

Worse, the horse is now starving while his owners are piling hun-

dreds of billions in new debt on his back. Household debt as a share of GDP will rise from today’s record 100% to 130% by the third quarter of this year, says the CMHC. Businesses are also adding massive debts just to stay alive during shutdown.

All told, total private and public debt could reach 400% of GDP by the end of this fiscal year. These numbers would crush previous records, and are far higher than the 275% we had in the debt crisis of the mid-1990s.

The only difference now is interest rates are lower. When they rise (and they will), these debts will break the horse’s back. Whispering in his ear about imaginary “balance sheets” will not stop him from collapsing. He is a horse after all. Not a unicorn.

City looking for comments on Manotick watermain links

With the arrival of June, the nice weather is upon us and certain restrictions are loosening up. As you get out and enjoy the weather, visit your favourite coffee shop or just go for a walk, it still incredibly important to take all the same precautions you were taking in March. I know our local businesses are working to reopen and make sure their customers and staff are safe in doing so. We are starting to see more requirements for wearing masks, including on OC Transpo. If you feel it may be difficult to maintain physical distancing, wear a mask. Thank you to everyone for doing your part.

Ottawa Public Health provided the following update on Long Term Care Homes on May 23rd.

Clearly, this has been the most significant challenge facing communities during the pandemic. As a result, I feel it is important to continue to share these updates.

Long-Term Care Homes: Operational Update

Ottawa Public Health (OPH) is working with the Champlain Health Region Incident Command (CHRIC) to provide COVID-19 surveillance testing for those residents living in, and staff working at, Ottawa retirement homes (RHs). OPH and CHRIC have established a risk-based approach to surveillance testing at RHs, which include assessments of all RH facilities to determine their rating as green (lower risk), yellow (moderate risk), or red (higher risk).

RHs identified as either yellow or red, as well as those currently experiencing a COVID-19 outbreak are prioritized for OPH and CHRIC support and surveillance testing.

Testing at RHs is being completed in collaboration with CHRIC partners, including the Ottawa Hospital, Montfort Hospital, Queensway Carleton Hospital, Eastern Ontario Regional Laboratory As-

sociation, Ottawa Paramedic Services and OPH. Surveillance testing has been completed for 5 higher risk RHs, with further testing plans underway. Most important to stopping the transmission and deaths associated with COVID-19 in RHs is strict adherence to infection prevention and control (IPAC) measures, including universal masking of healthcare workers, physical distancing and cohorting of residents and workers as much as possible.

OPH will continue to risk assess RHs to ensure that those residents and staff at highest risk receive testing and supports to control their outbreaks.

Congregate Care Settings

Further to the update on congregate care settings provided last week, CHRIC has initiated the Congregate Care & Living Operations Task Force to further support congregate living settings. The steering committee includes representative leaders from across the diverse sector and OPH. Working in collaboration with the task force is the Kids Come First Congregate Care COVID-19 Support Team, which will focus on facilities serving children, youth, young adults or adults with developmental disabilities.

Collaboratively, these

partners are actively identifying which congregate care settings are most in need of additional supports, including surveillance testing for COVID-19, in order to prevent and mitigate impacts of an outbreak.

Risk is assessed based on a combination of factors, including client vulnerability, staffing levels, IPAC/facility considerations, PPE and practices.

As of May 22nd, surveillance testing has been completed for 2 congregate living settings where cases of COVID-19 had been identified.

Manotick Watermain Project

The City of Ottawa is inviting residents to review and provide comments for the Manotick (Phase 1) and North Island Watermain Links project on ottawa.ca/ manotickphase1 by June 12, 2020. Information can be submited by email or by phone to the contact below.

The proposed work includes the installation of new watermains. As part of the project, tree removal will be required; the project team is working with Forestry Services and new trees will be planted as part of the landscaping plans. The purpose of the project is to provide increased capacity and reliability of drinking water supply across the Rideau River to Manotick, resulting in additional benefits to the drinking water supply to the Barrhaven South and Riverside South communities.

Affected areas within

the project limits, all or portions thereof, include: • River Road: Solarium Avenue to Walter UptonCollins Park • Through Walter Upton-Collin Park to David Bartlett Park, crossing under the Rideau River • Through David Bartlett Park to McLean Crescent • McLean Crescent: Driscoll Drive to Barnsdale Road • Barnsdale Road: McLean Crescent to Rideau Valley Drive, crossing under the Rideau River Construction is planned to begin this and is expected to be completed in the fall 2021. Notifications will be sent to residents prior to the start of construction. J.L. Richards & Associates Limited, a local consulting engineering firm, has been retained by the City of Ottawa to develop design drawings and specifications, and provide contract administration services for the construction contract.

a new, wider sidewalk, and new asphalt. Due to the nature of the work, the bridge will be closed to vehicles for approximately 16 weeks. Pedestrian and cyclist access across the bridge will be maintained throughout construction.

Construction is expected to commence in early June and will take approximately 18 weeks to complete. The City of Ottawa has retained National Structures Inc 2011, to complete the work.

A:Ticks live in high grass, leaf piles or wooded areas and wait for a human to pass by to attach on to. In order to prevent tick Pharmacist bites, wear long sleeves and pants or apply a repellant with 20-30% DEET to exposed areas. Once home, brush all clothing off while outside and check the entire body and head for ticks. If a tick is found attached to the skin, remove it with tweezers and clean the area with soap and water. If a tick has been attached for more than 36 hours, contact a health professional to discuss what further action may be recommended.

Ottawa Police Services Board As a member of the Police Services Board, I was appalled to learn this week that 14 female employees of the service have come forward to say they were sexually assaulted or harassed by male officers in the past three years. It’s believed many more are afraid to come forward.

Joan McKenna is working on a plan to encourage more female officers to report assaults. An independent third party they can speak with is being considered.

I firmly believe the public should know the identity of any officer convicted of sexual assault and that he be fired. I will work to ensure that happens.

The decision over whether to expand Ottawa’s Urban Boundary was one of the most difficult in my short time as a city councillor.

Philosophically I do not want the city to grow past the current boundaries. So many new subdivisions built over the past ten years still require efficient transit that will enable residents to get to work and move around their new communities without a vehicle. Recreation centres like the one-promised years ago to Riverside South years isn’t built yet.

Every high school in the South end is bursting at the seams. Kids are bussed away. We have so much catching up to do.

Yet, we approved a plan that will add more land for housing.

Those who oppose the plan on environment grounds are upset, but it wasn’t a simple yes or no decision.

Memories of when the Lighthouse opened for the season

When I think of the “Lighthouse” the first thing that comes to my mind is the sound of the wonderful music of the various bands that played in that great building during the late 1940s until the early 1960s. The “Lighthouse” was a dance pavilion, built in 1935 by Doug Wallace and Harry Boyd of Osgoode, resembling a lighthouse complete with tower and light.

It is remarkable that this building was constructed in the middle of the great depression; a place for fun when so many was out of work. The building had an enclosed indoor dance floor and an outdoor concrete pad that

was a great place to dance on warm summer evenings. The “Lighthouse” was “the” place to be on Saturday evenings from late spring until early fall; admission, as I recall, was forty cents during the late 1940s.

Dancing was always to the music of a live orchestra; some of the familiar bands were Cliff Wilkes, Russ Hayes, Frank Hicks, Jon DeFalco who played the great music of the 40s

and 50s – the Glenn Miller sound. Music like “String of Pearls”, “Moonlight Serenade”, “Tuxedo Junction”, “My Blue Heaven” and always the home waltz “Goodnight Sweetheart”. The evening always ended with the National Anthem.

No dress code was spelled out for visitors to the “Lighthouse” but most people came dressed up; ladies wore skirts or dresses, rarely slacks and men wore jackets and slacks, no runners or jeans, the jackets soon came off when a jitterbug piece was played. For many it was the only night of the week when they had the use of the family car.

People from late teens to seventies spent an enjoyable evening together.

Many other activities took place at the “Lighthouse” besides dancing.

The fact that it was built on the banks of the Rideau River made it an ideal location for picnics, boating, fishing and swimming. The “Lighthouse” opened in 1935 with a regatta and soon became the centre for many future July 1st Dominion Day regattas.

Stuntman Stu facing second bone marrow transplant

There are a lot of thoughts and prayers flowing to Ottawa radio personality “Stuntman Stu” Schwartz, who is back in the hospital, preparing for his second bone marrow transplant.

Schwartz had a very public fight with leukemia in 2016 and had his first bone marrow transplant. Two years later, Schwartz got the opportunity to meet and thank 50-yearold tour company operator David Levi from Israel, who was the bone marrow donor.

Schwartz was matched with the Ezer Mizion, a non-profit organization that manages the largest international bone

marrow registry.

Schwartz relapsed a few months ago, and went through a second round of treatments that finished in March.

“I will be pumped with a lot of chemo to remove the DNA from my previous donor,” Schwartz said on CTV Morning Ottawa last week.

The treatment put Schwartz’s immune system “down to nothing.” He was required to stay in the hospital to avoid being exposed to any outside infections, including the COVID-19 virus.

“There are a multitude of challenges and things that

could go wrong,” Schwartz said. “My headspace is that things will go right. The second bone marrow transplant is riskier, but this is what I need to do to stay alive.

When you’re seeing this diagnosis and this solution, you don’t argue with it. You say, ‘Okay, I trust the team of doctors and the transplant team.’”

Schwartz added that it is important to focus on the positives during the treatment and procedure.

“It’s a roller coaster of emotions,” he said. “I’ve given a lot of advice to people in the last four years who have been diagnosed and now I’m

giving me back my own advice, which is kind of crazy.”

There is a new donor for this transplant, as a recipient is not able to receive a transplant from the same bone marrow donor more than once.

Levi, who was Schwartz’s first donor, had almost forgotten the day, nearly a decade earlier, when his older sister had convinced him to go along when she registered to be a bone marrow donor.

They had both given DNA samples that were kept in the “bank,” one of which was matched to Schwartz.

MANOTICK MESSENGER stu continues from page 18 “After a few weeks, she told me I am a perfect match and asked if I would be a donor,” said Levi. He answered immediately that he would. “I didn’t even ask my wife before I said ‘yes,’ because I felt that it is my body and my decision,” he said.

The process of donating was, according to Levi, very easy and painless.

First, he had daily injections for four days “to grow the white blood cells.” On the fifth day, he went to the hospital and was hooked up to a machine for about 6½ hours to extract his bone marrow. Two days later, the transplant took place.

“I asked them not to tell me about the patient.

The only thing I wanted to

know was whether it was successful,” said Levi.

It was successful.

Schwartz’s life was saved and he wanted to meet the donor, so he asked Ezer Mizion to arrange a meeting. Urged by his wife to agree to the get together because it might encourage other people to become donors, Levi gave his consent and allowed Ezer Mizion to facilitate the reunion.

At the Ottawa airport on March 19, 2018, the emotional encounter took place between Schwartz and Levi, two men who under any other circumstance would probably never have met, but are now connected by their shared DNA. They embraced and each one called the other a hero.

The following evening, Schwartz took Levi and his family (his wife and two children accompanied him on the trip) to an Ottawa Senators game. “The game was overwhelming,” said Schwartz. “They gave a standing ovation for both of us at the game.”

Schwartz will not know the identity of the new donor for two years, but added hopefully he could meet them as he met Levi.

“The person that is saving my life for a second time – I can’t wait to meet them,” Schwartz said.

“When I meet that person I will be just as excited as meeting David, because there is someone out there in the world who has saved my life, and you can’t put a price on that.”
