Ontario deploys rapid tests to more essential workplaces and settings

NEWS FROM QUEEN’S PARK

Based on the successful use of rapid tests in select settings across the province, the Ontario government is

deploying test kits to more essential workplaces and sectors in order to quickly identify and help stop the spread of COVID-19. Rapid tests are now being used in long-term care homes, retirement homes, congregate care settings, First Nations communities and many essential workplaces.

To enhance protection against COVID-19 variants and support a safe and gradual return to the COVID-19 Response Framework, Ontario has deployed approximately two million rapid antigen tests and 175,000 rapid diagnostic tests to essential workplaces and highly vulnerable settings like long-term care homes and retirement homes. At scale, the province will be deploying

approximately one million tests per week across targeted sectors.

In addition to essential workplaces, Ontario is providing rapid antigen tests to other targeted settings across the province as part of its Provincial Antigen Screening Program. This includes: • More than 905,000 rapid antigen tests have been deployed to 455 long-term care homes, and going forward, the province will provide approximately 385,000 tests per week for asymptomatic staff, support workers, essential caregivers, students and volunteers.

• Approximately 220,000 rapid antigen tests have been deployed to 152 retirement homes, and going forward, the province plans to provide up to 118,000 tests per week for asymptomatic staff and essential visitors such as personal support workers or other care providers entering retirement homes.

• 170,000 rapid tests have been sent to over 160 workplaces, including 30 essential industry sites. As Ontario begins to safely and gradually transition to a revised and strengthened COVID-19 Response Framework the province will continue to deploy rapid testing in workplaces, including up to 300,000 COVID-19 tests per week for asymptomatic staff in key sectors such as manufacturing, warehousing, supply chain, mining, construction and food processing.

• Working with a broad range of congregate care settings to onboard interested organizations to deploy rapid antigen tests in the coming days and weeks, including to residential mental health, adult and children’s residences, supportive housing and other congregate living settings.

As announced on February 1, Ontario is further expanding asymptomatic and symptom-

atic testing to schools that are resuming in-person learning.

To support school reopening, over 4,000 ID NOW rapid diagnostic tests have been distributed to assessment centres for the rapid testing of symptomatic children in areas where turnaround times for results are above target.

Ontario has rolled out an additional 175,000 ID NOW tests to hospitals and assessment centres in 108 rural and remote communities across the province. This includes deployment to 43 Indigenous sites to support communityled efforts to prevent the spread of COVID-19, and to four public health units to use in early outbreak investigations and testing campaigns for vulnerable populations, including the homeless and people living in congregate settings.

The province continues to ensure that anyone who needs a test can get a test and receive their results as quickly as pos-

sible. Anyone who falls within the current Provincial Testing Guidance should continue to seek publicly funded testing, available at participating pharmacies, specimen collection centres, and assessment centres. If you have COVID-19 symptoms, you should get tested at an assessment centre.

Messenger a multiple finalist for provincial community newspaper awards Special to the Messenger The Manotick Messenger and its sister publication, the Barrhaven Independent, have been nominated for six provincial newspaper awards.

The Ontario Community Newspaper Association (OCNA) announced the three finalists for each of their 2020 Better Newspaper Competition Premier Awards Tuesday. There are close to 300 community newspapers in Ontario.

A feature story on country music star Brett Kissel, which ran in both the Messenger and Independent, is among the three finalists for best arts and entertainment story. Kissel gave a heartfelt interview about what it has been like to be a performer during the COVID-19 pandemic. He gave three drive-in con-

certs at the Richmond Fairgrounds in September, and the feature not only previewed the concert but also gave Kissel the opportunity to express his love of visiting Eastern Ontario and share some special memories of playing at the Richmond Fair over the past decade.

Another story that ran in both the Messenger and Independent has been named a finalist in the Best Feature Writing category.

In February, 2020, Messenger editor Jeff Morris gave a detailed account of what he went through both physically and emotionally during his battle with bone marrow cancer. In ‘A Battle Fought, A Battle Won,’ he told the story of how he thought he had a concussion after a hitting his head on the seatbelt shoulder strap clip in

a minor fender bender at a stop sign in Barrhaven.

He eventually went to the Kemptville General Hospital to get checked out, and was shocked to learn that a tumor caused by the cancer had eaten a large chunk of his skull. Within weeks, Morris was rushed into emergency brain surgery at the Ottawa Civic Hospital’s neuro centre, as the tumor had penetrated his brain and was about 36-48 hours away from claiming his life.

In addition to the feature writing award, Morris is also up for the Ontario Humour Columnist of the Year Award. He has won the award multiple times in previous years, and this is the 13th time in the past 16 years that his From the Other Side column has been a finalist for the award. Steve Galea of

the Elmira-Woolwich Observer and James Culic of Niagara This Week are the finalists.

“It always seems to be the three of us up for this award,” Morris said. “Usually I lose to Steve Galea in this category, but for the last year or two we have both lost to James Culic.

And then Steve and I are like, what’s with the new guy and who does he think he is? But seriously, Steve and James are both brilliant columnists and it’s an honour to be a finalist with both of them.”

A series of features that ran in the Barrhaven Independent called ‘30 Years, 30 People’ is a finalist for the Best News/Feature Series. To celebrate the Barrhaven Independent’s 30th anniversary in 2020, the newspaper has run a feature over 30 issues that profiles

someone who has made an impact on the community since the newspaper was launched in 1990.

Skyler Fraser, who is the graphics manager for the Manotick Messenger and Barrhaven Independent, is a finalist for two awards – Best Creative Ad and Best In-House Promotion.

“We’re a very small team here, much smaller than most of the community newspapers in the province,” Morris said. “Gary Coulombe, our advertising manager, brings passion and experience and enthusiasm, and is the glue that

holds us together. Charlie Senack is a great young reporter with a bright future.

Skyler Fraser and Ryan Birtch are extremely talented and hard working in our graphics department, and we also have a lot of contributors in the community like Larry Ellis, Phill Potter, Grace Thrasher, Greg Newton and our local politicians who provide us with great content. We even have the best letter to the editor writer in the province in Andy Braid.”

Richmond Village Association elects board at virtual AGM

The Richmond Village Association has elected its 2021 board of directors.

“Our focus is on trying to improve the Village of Richmond,” said Richmond Village Association President Ryan Pinet as the Richmond Village Association held its Annual General Meeting via Zoom Wednesday night.”

Pinet returns as the President of the association. Returning directors are Judy Wagdin, Jordan Newman, Roland Rotter and Sylvain Sauve. Glenn Fisher has also joined the board for his first term.

Although the board is in place, volunteers are still needed for the many activities the RVA runs throughout the year.

“2021 will be a relaunch year for us,” said Pinet. “We will be looking for extra hands at the volunteer level.”

Pinet gave a rundown of the different activities and programs the RVA oper-

ates throughout the year.

One of them, the summer fun day, was postponed due to the COVID-19 pandemic. The spring clean-up, community garage sale and the walking club were also affected by the pandemic. Also affected is a community bus for seniors operated by Rural Ottawa South Support Services (ROSSS).

The Richmond Santa Claus parade, however, was a huge success. Pinet said the RVA worked with the Richmond Agricultural Society to hold the event in a drive-by format at the Richmond Fairgrounds. Estimates are that close to 1,500 cars drove through the stationary parade.

For the youth of Richmond, the RVA operates a youth program that, before the pandemic, was meeting twice a month at the Richmond Community Centre. The program is run by paid facilitators, and the RVA receives funding from the City of Ottawa to operate the pro-

gram.

“The Richmond Youth Centre is another initiative that is part of the RVA. This provides an opportunity for local youth to, twice a month, get together and develop some connections in the community with peers and have that supportive environment where youth can come together.”

The RVA also plays a role in advocacy for the community. The board’s vice-president, Jordan Newman, took the lead on most of the advocacy items.

“That involves things like being heavily involved with the Official Plan Review, as new developments are happening in Richmond,” Pinet said.

“We are in contact with the city regularly on these issues.”

Pinet said that, by definition, all residents and businesses in the Village of Richmond are automically members of the RVA. There are no membership dues, as there are in many other community asso-

ciations. Because of that, the RVA relies heavily on volunteers to organize and run events like the Santa Claus Parade.

Those volunteers looking for a deeper level of involvement are needed for

the RVA’s programming.

“An organization like ours needs a very diverse skill set,” Pinet said.

153-year-old Dickinson House Museum getting a facelift

By Brian Earl Anyone who has looked carefully at the exterior of Manotick’s Dickinson House Museum will realize that the wood siding and trim have suf-

fered from the wind, rain and snow over the 153 years since its construction. The City of Ottawa, which owns the house, has awarded a contract to Madison Construction Limited to give the ven-

erable building a facelift.

The work will include the remediation of the existing wood siding and wood trim, painting and repairs to doors, windows and shutters.

City Council approves draft for Growth Management Strategy Another step in the development of a new Official Plan for Ottawa was completed when City Council approved the draft Growth Management Strategy on February 10.

As was expected, there were a few contentious issues with the draft Strategy, as amended by a joint Planning and Agriculture & Rural Affairs Committee. Both the Tewin development, a new community proposed for the east end of the City and the Riverside South development proposed on prime agricultural land generated considerable discussion.

The decision to award the allocation of land for development in the Tewin project will have long term implications for rural residents with increased traffic on rural roads. Council did take a positive step in directing City staff to report back to Council with confirmation of the financial commitment by the proponents, Algonquins of Ontario and Taggart, to cover all infrastructure costs to link the new development with City services and roads.

Taxpayers will still be on the hook for the long term maintenance of the infrastructure however.

The Riverside South discussion was of particular interest to local residents because of its impact on prime agricultural land. The MVCA has been advocating for the protection of prime agricultural land when determining what land will be identified for future urban development. We were pleased that Council had voted to protect this type of land last May so the reversal of that commitment in the Riverside South neighbourhood was quite a surprise. We were also concerned about the precedent it set for future development.

At the recent Council meeting, Councillor Moffatt tabled a motion to test the soil quality of the Riverside South parcel to determine if its status had changed. If it is determined that the land is no longer of high quality, it will facilitate the develop-

ment of the land while still adhering to the May commitment to protect prime farm land. After much discussion, Council approved the motion 14 -10.

The debate at Council highlighted the need for rural residents to address the attitude that development of small parcels of prime agricultural land is acceptable given we have 93,000 hectares of farmland within the City limits. However, a parcel here and a parcel there soon add up to the loss of several hectares. And once urban development butts up against farms, it becomes difficult for farmers to operate (i.e. they can’t drive farm vehicles on rural roads converted to arterial roads and they can’t spread manure because the smell is offensive to urbanites) and they eventually cede the land to developers. This is a fundamental issue for rural residents who find themselves constantly fighting against development to protect good farm land and a rural way of life.

Still time to comment on the draft Official Plan

Residents still have an opportunity to provide feedback on the specifics of the draft Official Plan before the final version goes to Council in the fall. The city has created one pagers highlighting the key components of the Plan along with a feedback form which consists of two ranking questions and a comment box. Deadline for feedback is March 12. Parks and Recreation

The City is continuing its consultations on a draft Parks and Recreation Facility Master Plan. It is an opportunity to identify barriers to using indoor recreation facilities and also to highlight the need for any additional facilities in Manotick.

In addition to the survey, City staff are conducting consultation sessions online with the last one slated for February 25 from 9:30 – 11:30 a.m.

Truck Traffic

The MVCA continues to get queries about what can be done to reduce the volume of truck traffic going through the Village. As many longtime residents know, this has been an ongoing issue for some time and continues to worsen. There are many reasons why trucks go through the Village. For example, it is a more direct east-west route for companies based in the Hawthorne industrial area and for the warehouse facilities in the Mitch Owens/ Boundary Road area in the east end who need to access Highway 416 or the west end of the City. As well, a good portion of the traffic at the moment is due to the construction to widen Strandherd Drive in Barrhaven.

The MVCA will be doing some data collection at the Bridge and Main intersections in the coming months to get a better sense of where the trucks are coming from.

Pantonium app could help stop Ottawa’s transit madness It’s almost a year that COVID-19 derailed the world as we knew it. While most of us have had to learn to cope and pivot, the same cannot be said for Ottawa’s expensive transit system.

Last April, when ridership on LRT and the bus network plummeted to record lows of twenty percent, many of us around the council table wanted to know when service would be scaled back to save money.

We were told it just wasn’t possible, too cumbersome to change, and the buses had to be there when riders returned.

So we’ve lost a million dollars a week for ten months.

You do the math. As I watched another empty double-decker on Longfields this week, I decided it’s time to stop the madness. Surely there’s technology, I thought, that can

reduce the need for fixed routes through the suburbs when few people are taking the bus.

It turns out - there is.

A Canadian company called Pantonium has developed a rideshare app for transit. It was used in a pilot project in Belleville a few years ago, replacing latenight bus loops that were mostly empty.

Anyone who needed a bus booked one using the app. It cut down on fuel costs and prevented long waits for frustrated riders.

Belleville, Stratford, Regina and Saskatoon, and several American cities have all partnered with Pantonium,

transforming public transit into demand transit.

The president and CEO Remi Desa told me the app can be used in any city, not to replace all routes but to augment service along with under-utilized ones. Riders choose where and when they travel.

It would allow Ottawa, he says, to scale down the size of vehicles on the road on specific routes. Data is

in real-time, so the app responds immediately to any change in information or requests.

Paul Buck, transit manager in Belleville, can’t say enough about the app. He is a native of Edmonton, where demand for service in lowvolume areas has existed for twenty years.

We have the technology to solve some of our transit problems. It’s 2021, after all.

So why aren’t we using it?

Para Transpo already operates on a similar callfor-service model. All we need is for those in charge to show a willingness to consider any option.

Before the pandemic, no one thought so many of us could work from home, now look at us.

With a Transit-on-Demand app, we could provide better service to customers,

save money AND the wear and tear on all those empty buses now rattling around our suburbs.

Poilievre given newly created file as O’Toole shuffles shadow cabinet

By Jeff Morris Carleton MP Pierre Poilievre has a new position in the Conservative Party of Canada’s shadow cabinet.

Opposition leader Erin O’Toole shuffled his roster of critics last week as the Conservatives are prioritizing the rebuilding of the Canadian economy after the COVID-19 pandemic.

Poilievre had been the party’s finance critic for the past few years, and was relentless with the pressure he put on Liberal Prime Minister Justin Trudeau over ethics issues, including the WE scandal, to the Liberal Government’s handling of the federal debt.

“Canadians are worried about their economic future,” O’Toole said in a media release. “Canadians have seen what happened when the Liberal government was in charge of getting vaccines, can we trust them with our economic recovery? Canada’s Conservatives

are here to secure jobs, secure our economy, and secure our future.”

As part of the shuffle, Poilievre will be placed in a new role as Shadow Critic for Jobs and Industry.

While some viewed Poilievre’s move as a demotion, Conservative insiders say that the move is lateral at worst.

They say the move shows the importance that O’Toole is placing on this new portfolio that was created during the shuffle.

“Our team is relentlessly focused on rounding the corner in this pandemic and getting Canadians back to work,” O’Toole said. “We can’t afford a Liberal economic experiment that has failed wherever it’s been tried before and will put untold Canadians out of work.”

Earlier this month, Poilievre was critical of the Trudeau Liberals and the job situation in Canada.

“Canada lost 213,000 jobs in January,” Poilievre said.

“That’s fewer paychecks for

families and even more credit card debt for households…

Conservatives are focused on securing real jobs, in real industries, for all Canadians.”

Poilievre weas critical of more than just the jobs lost in January.

“The Liberals need to present a budget, their first in two years, that will get Canadians back to work and bring our economy roaring back to life,” Poilievre said. “Justin Trudeau and Chrystia Freeland have left Canada with the lowest vaccination rates, biggest deficit and among the highest jobless rate in the G7.

“Canada needs a workerled recovery that will unleash the true economic potential of our 20-million-person workforce in order to recover from the worst economic downturn since the Great Depression. We will continue to work for those who have been left behind by Justin Trudeau and focus on creating prosperity and getting Canadians back to work.”

Marlborough Pub and EaterySurviving the Pandemic

Business can be risky anytime, but the COVID-19 Pandemic and resulting lockdowns have made this past year the most difficult for anyone trying to make a living running one. Hopefully, we are all doing our part and trying to support local, but money has been tight for many.

Fourteen years ago, Jason Moore and Steve Moffatt partnered together to open the Marlborough Pub and Eatery in North Gower Ontario. It’s become a popular spot for friends and family to gather to enjoy good flavourful food in an atmosphere that keeps them returning for more.

It hasn’t been easy during the pandemic, but Jason and Steve have been extremely innovative in their efforts to keep their restaurant going.

They are surviving the lockdowns by offering their full

menu via take-out or delivery. This meant re-organizing all the space in the restaurant to allow for containers and food packing to efficiently offer this service. Pick up is self explanatory, but delivery is available to all local areas including North Gower, Kars, Osgoode, Manotick and EQuenelle.

By modifying their business during this time, Jason and Steve managed to keep 75% of their original staff employed. They offer special products such as Pizza kits which include everything customers need to make their own pizzas at home. Along the same vein are cocktail and drink kits resulting in an at home pub experience for anyone wanting something special along with the takeout and delivery options.

Now the restaurant is once again open to the public from 11:30 am to 8:00 pm, 7 days a week. All COVID-19 busi-

ness protocols are being followed. Their aim is to provide delicious food and keep everyone as safe as possible.

If dining out is not something you’re interested in, the entire menu is still available for take-out or delivery.

Any restaurant or public serving business that is still in existence has made every effort to work with the restrictions that have been imposed on all of us. Most important for Jason and Steve is their unending gratitude to staff and patrons that have helped keep their doors open. Hopefully, the worst is over and soon we will be able to return to “normal”.

Tsega found guilty of manslaughter again in Michael Swan retrial

Sam Tsega has been found guilty of manslaughter for the second time for his role in the 2010 Manotick/Richmond-area killing of 19-year-old Michael Swan.

And once again, Tsega is out on bail, living about a half mile away from the victim’s family in Barrhaven.

Tsega has been living with his mother at her home since June, 2017, when he won his first appeal. Dale Swan, the victim’s father, told the Independent three years ago that it was “a slap in the face that (Tsega) is right here, living in the community that close to us.”

Swan said having Tsega in the neighbourhood is a constant reminder of what happened to his son.

Tsega, who was also 19 at the time of the murder, was granted a second trial in February 2019 after a ruling by the Ontario Court of Appeal. While Tsega was not with the three intruders at the time of the home invasion, he plotted the break and enter which led to Swan’s death.

“We were happy and probably more relieved at the outcome,” said Dale Swan, the father of the victim. “Nothing has changed.

Early on the morning of Feb. 22, 2010, three masked men broke into Swan’s home on Moodie Drive, just north of Bankfield/Brophy Rd. They demanded information about a stash of marijuana and cash, then ordered the Barrhaven teen to the ground. Swan was shot and killed, execution style, in front of his girlfriend and another friend.

The trial first entered the Elgin Street Courthouse in 2017, seven years after the killing. Tsega was sentenced to nine years in prison and the three other men from Toronto were convicted for murder.

The crown wanted to sentence Tsega to 14-16 years behind bars; meanwhile his attorney, Mark Erel, had requested a 6-8 year sentence.

“If Tsega would have just served his sentence, there is a chance he would be free,” Dale Sawn said. “Had he done his time, he would be eligible for parole by now.”

Kristopher McLellan, one of the three men who admitted to pulling the trigger which killed Swan, was convicted of first-degree murder. His accomplice, Dylon Barnett, was convicted of second-degree murder and sentences to life with no chance of parole for 12 years.

Kyle Mullen, who was

also an accomplice, was initially convicted of seconddegree murder, but won a second trial after the appeal court ruled the trial judge made “serious” errors in the case. Mullen pleaded guilty to a lesser offence of manslaughter and was able to walk free in September 2019 due to time already served.

In Tsega’s case, the court heard how the young man had no previous criminal record and volunteered in his spare time. They also heard how Tsega played varsity lacrosse and held down a job despite having a brain injury which caused learning problems. While in his third year of business studies at Carleton University, Tsega was kicked off the Ravens lacrosse team and suspended from his studies.

He is not allowed on campus at Carleton.

Justice Catherine Aitken said, at the time, that Tsega was “highly responsible and blameworthy” for Swan’s death, even though he wasn’t the one to pull the trigger and wasn’t with the intruders at the time of the murder.

“It was about just what we thought it would end up being,” said Dale Swan, Michaels father, after the 2017 trial.

“It will never bring my

son back”, echoed Michaels mother, Rea. “Every day I have to wake up knowing that I’m never going to see him again.”

In an empty courtroom on January 29, 2021, Superior Court Justice Sally Gomery read her long-awaited decision of convicting Tsega of manslaughter for the second time. The courtroom was near empty due to COVID-19 restrictions and technical issues messed with the online hearing.

Family and friends of Swan waited for the verdict in a “virtual” courtroom, however couldn’t see the proceedings take place due to a blank screen on the Zoom call and an audio feed which was muted through the judge’s verdict which was lengthy.

Dale Swan was not happy with how the judge handled the sentencing.

“I was happy with the verdict, but disappointed that we had to sit on pins and needles for two hours.”

Swan said that usually, the verdict will be read and then an explanation of the details will be given. Superior Court Justice Gomery, however, talked about the case for two hours before announcing that Tsega was guilty.

find Tsega not guilty,” Swan said. “The Crown was taking notes and I was wondering if they were planning to appeal, and then it looked like he was guilty, and his lawyer started taking notes.”

Swan said he could not handle the stress, and had to leave the courtroom.

“I couldn’t take it anymore,” he said. “The judge put us through this needlessly. I’m not sure she realized what we were going

through.

“I was worried about what would happen if he was acquitted. Would the crown appeal? I didn’t know what we would do.

I couldn’t have sat in the court room and watched the man that was responsible for the events that led to my son’s murder get off after 11 years.”

Tsega’s sentencing hearing is expected to take place later in the spring.

Unfortunately, confusion about its intent led to many unintended concerns. At the end of the day, it was easier to alleviate the confusion by removing the Gold Belt title and map.

Keeping on the topic of agricultural lands, Council did decide to ensure that any lands that are currently designated as prime farmland, but proposed for potential growth, must undertake a soils evaluation study to get on the ground information to determine whether or not these parcels of land are, in fact, prime agricultural lands. I believe it is important that Council makes their decision on any piece of land with all the available data. This Official Plan sets forward a path for the next 25 years. We must evaluate all decisions with as much evidence to support our positions as possible because of the long-term impact.

On the matter of the Tewin/new community proposal, Council also provided clear direction to Planning staff to report back to Council on key concerns relating to that proposed community.

COVID-19 Self-Isolati on Recently, our office received an inquiry about what an elderly couple should do if one is required to self-isolate. In a onebathroom home, this could prove challenging. We asked Ottawa Public Health for a response. They provided us with the following: From the perspective of preventing spread beyond this couple, both need to self-isolate: • The case until they’re no longer infectious (10 days from start of symptoms) • The contact for 14 days from break of contact with the case. By the time the case is diagnosed, the contact may already have become infected but won’t know that for a while since incubation period takes days. The more days of cumulative exposure to the case, the higher the prob-

ability the contact will get infected.

In this circumstance it will be quite difficult to effectively isolate the person who doesn’t yet have COVID from their partner if they stay in the same apartment. While it will depend upon individual circumstances, one of them should consider going to the voluntary isolation centre. The VIC takes both cases and contacts. Whoever stays behind needs support since they can’t leave, and they will need food delivered. Again, based on individual circumstances, it may make sense for them to also go to the VIC if they don’t have family supports to bring food, but they would stay in a different room.

able information before we make a final decision on these and other matters in the fall of 2021. Prior to the Council meeting, that direction was cloudier. It seemed as though Council was being asked to approve of something that we did not have a full understanding of. To me, that was cause for concern.

I am hopeful that we will get more answers before September 2021 when the Official Plan comes back to Committee and Council.

The City of Ottawa’s Official Plan review process is a multi-year process. We launched the review at the end of 2019 and the Plan is intended to come to Council at the end of 2021. That is not the only part, however, as the City’s Planning Department will then embark on a review of the various Secondary Plans, including Richmond, Manotick and North Gower. Those reviews will likely begin in 2022.

With a multi-year review, things generally move slow and there is plenty of time to consider what is being proposed and what is being changed.

My last two columns and three consecutive episodes of our Twenty One Podcast show that the last three weeks have not exactly followed a path of slow, diligent consideration.

Plenty of changes since the report was first released a month ago. Allow me to summarize.

To begin, the proposed Gold Belt will not move forward. For those who supported the idea, the policies surrounding agriculturally designated lands remain in place. The position City staff attempted to put forward was that the City could expand in the future without needing to absorb agricultural land.

That fact remains. The Gold Belt, for all intents and purposes, was a map highlighting our existing land designations to best illustrate where we could

Manotick teen among Ontario Volunteer Service Awards winners

A Manotick teen was among 6,600 Ontarians to be recognized during this year’s annual ‘Ontario Volunteer Service Awards’ which were held over Zoom on Feb. 9.

Alice Nesrallah, a grade 10 student at St. Marks High School, located at 1040 Dozois Rd. In Manotick, was awarded for her years of work with the Osgoode Youth Association — an experience she continued even after completing her 40 hours of mandatory community service hours.

“We mostly just do things to help our community and make it better,” she said.

“There is a whole group of us who have been doing it for a while — we have gotten pretty close — and we just all love helping out our community.

In recent months, the Osgoode Youth Association beautified Osgoode Village during Christmas to make the neighbourhood look festive — a little act of kindness

that went a long way during COVID-19. For Valentine’s Day, the group made cards which they distributed to seniors.

“We have been trying to keep the community involved and keep their spirits up (during the recent stay-athome orders),” states Nesrallah. “We have made sun catchers for seniors and we have been organizing little events to keep everyone involved during these times.”

The celebration which gives credit to every day Ontarians who are working hard to better the province, had to be held virtually this year due to COVID-19 restrictions. In a normal year the ceremony is held at the Nepean Sportsplex.

Nepean MPP Lisa MacLeod, Carleton MPP Goldie Ghamari, and Premier Doug Ford, were among multiple politicians and government officials who attended the virtual gathering.

MacLeod, who is also the minister of tourism, culture and sport, said between

all those awarded, there are over 82,347 combined hours of volunteer service. The minister added that over half of Ontario’s not-for-profits are run by volunteers.

“We literally could not operate Ontario without the volunteer sectors that we so much cherish,” she said.

“That is why these awards are so important for each

Premier Ford said Ontario wouldn’t be the great province it is without so many people dedicating their time and energy to important causes. He said their work is more important now than ever due to the pandemic.

“I’m so happy that we are able to recognize over 6,600 volunteers who have been getting us through this pandemic,” he said. “Everyone pitching in and helping out and showing the true Ontario spirit. We can’t wait to get back to normal — or the new normal — and we see light at the end of the tunnel.

Because there was no inperson award ceremony this year, a certificate and pin has been mailed to each recipient’s home. MacLeod says she’s hopeful next year’s celebration can take place in the traditional sense at the Nepean Sportsplex.

March break typically brings a boost in tourism to Ontario thanks to its ski hills and attractions. But as we enter almost a year of living with COVID-19 in our communities, Nepean MPP Lisa MacLeod, who is also the minister of tourism, culture and sport, says public safety comes first.

Last week the province’s education minister announced March break would be moved to April to “limit community transmission.” It’s the second March break to be altered due to COVID-19.

Many sectors rely on March break for a boost in business with many saying the week is like a second Christmas rush.

They were negatively impacted in 2020 when the World Health Organization declared the coronavirus a world-wide global pandemic forcing shutdowns to follow.

“Obviously last year my sector dealt with the emergency orders on the 13th of March which meant March break programming was effectively eliminated last year,” said MacLeod. “These sectors will have a long road to recovery.”

In a traditional year, the sectors MacLeod manages would represent about $25 billion in economic activity, also driving an important social and cultural bottom line. This year, that’s not the case.

“We estimate early days in the pandemic that the tourism sector has lost about $20 billion,” stated MacLeod. “It’s obviously something that we are concerned about… (but)

right now is not the time to be travelling.”

Once the pandemic is over and travel can resume, the province plans to unveil a 20 per cent Ontario travel incentive tax credit valued at about $150 million. It will aim to promote staycations and have Ontarians reconnect. The province however did see a slight uptick in travel over the summer as COVID-19 cases remained steady.

MacLeod herself went on a province-wide tour of Ontario this summer as a way of promoting supporting local in regions close to home.

MacLeod also says there is some light shining through for her ministry as ski hills get the green light to reopen.

“We were happy to see earlier this week some relief for our sectors, ski hills in particular, where they were able to re-open in green zones this week and the rest of Interim Next week with the exception of Toronto, Peel, and York,” she said.

MacLeod, who is also in charge of the sport ministry, said protocols put in place to allow NHL games seem to be working well for players, coaches and staff.

When asked if we could see crowds in the stands sometime in the near future, MacLeod said it’s unlikely given how the situation is changing daily and the concern of dangerous new variants.

She did however add that she’s been asked by the Premier to look at how the reopening of other sectors could get underway.

ARAC discusses improving broadband in Ottawa’s rural wards

By Jeff Morris If 2020 taught us one thing about the RideauGoulbourn and Osgoode Wards in Ottawa, it’s that rural broadband internet has to improve.

The city’s Agriculture and Rural Affairs Committee discussed rural broadband at their meeting via Zoom earlier this month.

The committee members absorbed a presentation from the Rural Ontario Municipalities Association (ROMA) entitled ‘Broadband Connectivity: A Municipal Roadmap’.

ARAC voted to direct staff to provide an information report no later than the end of Q2 2021 to describe the current policy and financial environment on rural broadband, the role of senior governments, the role of the city, and areas that economic development with support from Right of Way can advocate for improved service in Ottawa.

“I don’t want to state the obvious, but this has been an issue for such a long time, and it’s taken on quite a bit of urgency right now,” said Gloucester-South Nepean Councillor Carol Anne Meehan. “I’m wondering if, in any of our communication (with the ROMA and the province), if there’s a way to highlight that this is no longer an option. It can’t wait. This is affecting chil-

dren’s schooling. The burners have to be put on now.

We can’t wait anymore.

This has to be done, and done fast.”

The regulatory and funding roles for telecommunications fall primarily with the federal and provincial governments. Despite not having a mandated role in telecommunications, local governments have increasingly made strategic decisions to invest time and resources to improve connectivity in the last decade.

Local governments understand that communities that are connected and productive are more likely to have economic prosperity, recover faster, and compete in a global market. The recent announcements of public funding programs like the province’s investment of nearly $1 billion including doubling the investment in the Improving Connectivity in Ontario (ICON) program, and the $1.75 billion Universal Broadband Fund (UBF) from the Government of Canada validate this assertion.

The COVID-19 pandemic exposed the need for improved broadband service in rural Ottawa. There have been initiatives to support communities in Eastern Ontario, but communities like Manotick, Richmond, North Gower, Kars and Osgoode were not included as they are part of the City

of Ottawa and not Eastern Ontario. With rural Ottawa residents working from home while their children are taking classes online, broadband service has become a significant issue.

Rideau-Goulbourn Councillor Scott Moffatt is among those who have had rural broadband issues. He said XPlornet is currently looking at the grant program to provide better service throughout rural Ottawa.

“I live out in more remote area, and I have been working with different providers,” Moffatt said. “I know Xplornet has upgraded to a better service now because they are expanding their service offering in the area. Storm as well. I have spoken with Bell and I intend to reach out and speak with Rogers and Telus too.

“Personally, whoever the service provider is, I’m not too concerned. What I care about is that we do what we can to get the best service possible for our constituents across this city.”

Moffatt echoed the comments made by ARAC Chair Eli El-Chantiri about the rural wards being at a disadvantage because they are not part of provincial initiatives aimed at improving services in Eastern Ontario.

“We often do get left out,” Moffatt said. “There’s the Eastern Ontario Resource Network that’s doing a one gig project. Ottawa’s

left out of that. They’re kind of doing their thing together, and we’ve got to focus on our own because we’re part of that bigger city. There’s a bit of a gap sometimes, but we have to work with our private partners and ISP’s to hopefully capitalize on some of these investment opportunities.”

Osgoode Ward Councillor George Darouze called broadband a “very important subject” in the city’s rural areas.

“We all face it, every day, day in, and day out,” Darouze said. “We all have the same issues and the same challenges.”

Darouze said he wants to see Ottawa get a piece of the ROMA funding. He added

that because the rural areas are considered part of the City of Ottawa, they are not eligible for many grants.

“Like councillor Moffatt mentioned, if Eastern Ontario had a specific program, we are excluded from it.”

Barrhaven Councillor Jan Harder weighed in by saying that Ottawa, as a technological leader in the country, should not face these problems.

“As every level of government comes out with more money to service rural broadband in Canada, we should have a piece of that,” Harder said. “We have an incredible set up that we can use in the heart of our city, in the geographic centre of Ottawa.

“Invest Ottawa has a lot of expertise and works extremely well with the staff that works with them. The more people we have looking for those opportunities and that funding, the sooner it will happen.”

Councillor Meehan added to her points that the city’s issues with broadband extend beyond the rural wards.

“It’s not just in the rural areas,” she said. “All throughout the city we are facing this. It’s prohibitive, I’m always asking the kids if they can stay off the computer (at certain times) so we can get into meetings. It’s an emergency, and we’ve got to do something now.”

Council approves plan to extend City of Ottawa’s urban boundary

On Wednesday, February 10th, I took part in a marathon City Council discussion regarding the upcoming Official Plan. Within this meeting, I agreed to a revised motion regarding the Goldbelt concept, removing the name tag and returning agricultural lands to their original designations.

I have been in regular contact with the board and Chair Councillor Luloff of OPL to advocate for the reopening of the library, I understand it’s a vital part to our community.

New research from Maru/Blue shows that 63 per cent of Canadian parents of elementary and high school students agree that their children lack appropriate computer skills for virtual learning.

BlackJacks hire Fabienne Perrin-Blizzard as assistant coach The Ottawa BlackJacks of the Canadian Elite Basketball League (CEBL) announced Wednesday that Fabienne Perrin-Blizzard has been named assistant coach of the Club.

A tough defensive-minded coach, Perrin-Blizzard will join the BlackJacks bench alongside head coach Charles Dubé-Brais and lead assistant coach Patrick Ewing Jr. She is the only woman to currently coach professional sports in the nation’s capital.

“I’ve coached at every level except this one, and I am very excited about the opportunity,” said Perrin-Blizzard, who is well known in the local basketball community. Coaching in the community is like a family business. Her husband, Carlos, spent several years as a volunteer coach with the South Gloucester Raiders and Nepean Eagles.

“It is an honour to join our local professional basketball team,” she said.

“I am thankful to take my career to the next level and be a part of a club that will inspire the next generation. I am looking forward to being reunited with the rest of the coaching staff on the sidelines at TD Place.”

A University of Ottawa Gee-Gees Hall of Famer, Perrin-Blizzard serves as the assistant coach for the Cadette Women’s National team and spent several years coaching Ontario’s provincial teams.

She co-founded Capital Courts Academy, a one-

stop training environment giving athletes the opportunity to participate in a comprehensive high-level program that support both academic and basketball goals. She is responsible for the management and direction of the academy and coaches the girls’ program.

In 2018, she joined the staff of the Cadette Women’s National U15-16 team as an assistant, winning silver at the FIBA Americas tournament. As a head coach for Ontario U15 and U17 provincial teams, she brought her teams to three national titles, in 2015, 2017 and 2018.

With a desire of making an impact in the growth and development of young athletes, Perrin-Blizzard has been an active member of the basketball community, from coaching at the club level to promoting technical and soft skills at various speaking events, including the Women Symposiums, the Women’s Forum Network and the SEED Hoop Forum Senegal. In May 2019, she flew to Senegal, where she served as guest coach for the Girls’ NBA Academy Africa kick-off.

Perrin-Blizzard is hoping that through her job with the Blackjacks, she can inspire other female coaches both locally and nationally.

“I believe that when you have an opportunity, it’s up to you what you do with that opportunity,” she said. “Part of this opportunity is telling young ladies that they can go out

and coach women or men in any sport.”

Perrin-Blizzard will be responsible for player development, which is one of her strengths as a coach.

She will also have defensive responsibilities, as well as scouting and planning.

“I am very excited to start working with Fabienne,” said BlackJacks head coach Charles DubéBrais. “She understands what it takes to build a winning team, having won many titles and awards as a player and as a coach.

She will bring something unique and a different perspective to the BlackJacks organization and will have a crucial role in the success of our team on and off the court.”

Perrin-Blizzard and her husband, Carlos, have two children. Tyra, 23, who played university basketball for the Windsor Lancers and the Ottawa Gee-Gees and is now transitioning to her first professional season overseas.

Dante, 21, played football throughout high school and is currently enrolled at the University of Guelph.

“Not only has Fabienne proved to be an amazing basketball coach, leading women’s national and provincial teams to gold medals, but she also understands the impact we want to have in the community, said BlackJacks General Manager Jevohn Shepherd. “Her values and vision align with ours and it was evident that she would be a great addition to our coaching staff.”
