Amazon breaks ground on fulfillment centre in Barrhaven Second Ottawa facility at 416-Fallowfield will create more than 1,000 full-time jobs

By Jeff Morris Amazon.com, Inc. has announced plans to open its second Ottawa facility, which will be located within the CitiGate Corporate Business Park at the Highway 416-Fallowfield Road interchange in Barrhaven.

The new fulfillment centre, which is anticipated to open in 2021, will create more than 1,000 new, full-time jobs starting at $16 an hour with comprehensive benefits and opportunities in an industry-leading workplace.

This will be Amazon’s eighth facility in Ontario and its 14th fulfillment centre in Canada.

Last year, the company opened a warehouse facility east of Greely at the Highway 417-Boundary Road interchange.

Broccolini, the builder and developer of both Amazon facilities, also has plans for a ware-

house facility at the Highway 416-Roger Stevens Drive interchange in North Gower. The decision to allow for a zoning amendment to make that warehouse facility possible is currently being appealed by a group of residents in the vicinity of the location. A tenant for that location has yet to be announced, but wide speculation in the business community has been that it will be e-commerce related.

When finished, the three combined warehouse facilities would bring close to 3,000 jobs to rural south Ottawa.

At this new fulfillment centre, employees will work alongside Amazon robotics to pick, pack and ship small items to customers such as books, electronics and toys. This will be Amazon’s newest robotics fulfillment centre in Canada.

Broccolini, who built the first Amazon facility at Highway 417 and Boundary Road, has broken ground on

the new facility with an anticipated 14-month construction deadline. Broccolini will hire technical experts from a wide range of fields to ensure timely project delivery, creating over 700 jobs at construction launch.

Amazon is also planning five new delivery stations across Ontario in Whitby, Oakville, Cambridge, Brampton, and Scarborough, with the sites anticipated to launch in 2020.

Delivery stations power the last mile of Amazon’s order fulfillment process.

Packages are transported to delivery stations from Amazon fulfillment and sortation centers, and then loaded into vehicles for delivery to customers. They will create hundreds of permanent, full-time and part-time jobs, in addition to offering entrepreneurs the opportunity to build their own small business delivering Amazon

packages, and independent contractors the flexibility to be their own boss and create their own schedule delivering for Amazon Flex.

Nurses protest in front of MacLeod’s office over Bill 124

By Jeff Morris Nurses from Local 83 of the Ontario Nurses Association joined the growing number of protests across the province last Thursday as they gathered in front of Nepean MPP Lisa MacLeod’s office to protest Ontario’s Bill 124.

Last month, the ONA released a statement saying it is deeply disappointed that the province’s hospital-sector registered nurses (RNs) and health-care professionals will see just a one-percent wage increase retroactive to April 1, 2020 and one per cent at the end of the contract (April 1, 2021) in a one-year, arbitrated contract.

“Our hospital-sector RNs and health-care professionals have been hailed as heroes throughout the COVID-19 pandemic,” notes ONA President Vicki McKenna, RN. “They have put their health and the health of their own families at risk to provide care for their patients, even without necessarily having access to proper protective equipment. Yet, due to the provincial government’s wage suppression legislation (Bill 124 – Protecting a Sustainable Public Sector for Future Generations Act), Ontario’s highly skilled RNs will again fall further behind with a wage increase that does not come close to the rate of inflation or the increases received by their male comparators.”

The ONA said in a media release that RNs and healthcare professionals have

suffered under austerity measures implemented by successive governments for more than a decade, with increases of less than the rate of inflation for many consecutive years. They have worked long, very difficult hours throughout the COVID-19 pandemic, and hundreds have been infected with the coronavirus due to a lack of PPE. “RNs continue to be the backbone of our health-care system,” says McKenna.

“We want to be at the bedside, to provide care for those who need us, and employers demand that dedication.

Yet at the bargaining table, employers and government continue to undervalue and disrespect our female-dominated professionals. RNs have been constrained from reaching a fair agreement.

This is unacceptable.”

The local march was organized by Angel Paniagua Perez. In his time as a nurse, he said he and his colleagues have never received a raise equal to the rate of inflation.

Lately, the wage increases have been one per cent.

“We here from the government that we are heroes for the work we do,” said Paniagua Perez. “But Bill 124 has crippled our ability to get more than one per cent each year. Nurses are essential health care workers and have no right to strike.

We can’t strike like teachers can.”

Discontent over Bill 124 has been there since the bill was passed in November, 2019. The COVID-19 pandemic has brought even more attention to the situation.

“During this pandemic the public has seen our

work, and they value our work,” said Paniagua Perez. “When COVID-19 hit, it was a huge mess for everyone. There was a big emotional toll on the nurses that were working with COVID-19 patients. We have to protect ourselves and make sure our families are protected.”

Regardless of the pan-

demic, Paniagua Perez says it’s time for Ontario’s nurses to be heard.

“It’s our time,” he said.

“If not now, when? If we can’t stand up now, when do we stand up? This is our time to make sure we our heard. This has been going on for so many years, it is our turn to be shown that we are valued like policemen,

firemen and other essential workers are.”

ONA is the union representing more than 68,000 registered nurses and health-care professionals, as well as more than 18,000 nursing student affiliates, providing care in hospitals, long-term care facilities, public health, the community, clinics and industry.

Speeding becoming a problem on Longfields and Paul Metivier

Ottawa Police have increased traffic enforcement on Longfields Drive after a severe singlevehicle collision on July 13th. A motorist struck a hydro pole at Paul Metivier, flipping the vehicle, which then wedged itself up against a house at the corner of the intersection.

This happened in the middle of the day. It’s sheer luck no one was killed.

Residents in the area were quick to point out speeding is a big problem along Longfields and Paul Metivier. My office has received a handful of complaints over the last couple of years, but nothing to indicate the severity of the problem we are currently experiencing.

That’s why we are taking immediate action to find a long term solution.

I spoke with Deputy Police Chief Steve Bell, who immediately stepped up traffic patrols along Longfields. Police patrols have been onsite and have issued tickets. Police will also be involved in a traffic engineering and safety audit requested by my office. Longfields currently has two roundabouts, and

a third one will be constructed toward Prince of Wales.

This will be studied too, along with the possible need for traffic calming measures.

In the meantime, I encourage everyone who uses Longfields to please slow down.

My office will be meeting with senior city staff on July 23rd to discuss Ottawa’s policy on roundabouts.

This, after my office, identified several issues with the construction of the new roundabout at Longfields and GolfLinks that made it very difficult for large vehicles to navigate through the roundabout.

As a result, some modifications were made. I am told that when construction is complete, the roundabout will accommodate larger vehicles, like transports.

Roundabouts are to be considered as the first option at new intersections, per City policy. They slow traffic but ensure it continues to flow, which is better for the environment. Still, I want to understand the criteria used to determine where they are located and how they impact large vehicular traffic.

This spring, we had a spate of highly unusual attacks on humans in Riverside South, and a couple close calls in Barrhaven.

What was Trudeau thinking?

Just when you think our prime minister may actually be growing into his job, he does something so ill-considered, so tone-deaf and so contrary to generally accepted political convention that all the confidence he has earned in the past few weeks evaporates in a flash.

Such was Justin Trudeau’s foolish and inexplicable attachment to the WE Charity, an organization to which he and his wife Sophie Grégoire Trudeau have a personal connection.

WE was initially granted a $19.5-million sole source contract to administer the $912-million Canada Student Service Grant.

Finally, after a string of critical stories about its internal turmoil and labour practices, the group mercifully exited the contract late last week.

It was pretty much impossible for the contract to continue in the face of such controversy. But WE’s withdrawal comes too late to spare Trudeau’s image – so carefully cultivated through his daily COVID-19 briefings – as a prudent and thoughtful leader.

Instead, Canadians are once again asking themselves: “What was he thinking?”

WE is clearly in no state to run a federal program as it deals with its internal upheaval. The chairs of both WE’s Canadian and U.S. boards of directors resigned in the spring. Most of the other members of both boards have been replaced and staff have been laid off in response to the COVID-19 pandemic.

As an experienced politician, Trudeau ought to have stayed away from recommending WE for any federal work. To do otherwise merely reinforces the deeply-rooted public belief that the leader in power gets to throw favours to his buddies, if not for financial gain then at least to win a popularity contest with his cohort.

When Trudeau’s poor judgment has been exposed in the past, he has asked for the public’s forgiveness. Canadians have generally been pretty gracious and most have given our PM the benefit of the doubt, even for the egregious black-face racist makeup he wore when he was a younger, seemingly less mature, man.

Canadians did so because they believe a person can change and acquire wisdom with age. But that’s not always the case. Sometimes, people who are forgiven for past sins use it as a hall pass that merely sets them up to test the public’s tolerance yet again with new outrages.

Trudeau doesn’t appear to be a humble and contrite person who is learning from past indiscretions. Instead, he more and more appears to be the kid who thinks he has his parents wrapped around his finger.

We expect more, so much more, from a national leader.

Automated speed zone in school zone on Longfields Drive

This time last year people were lamenting the lack of warm weather. I think I heard we had 2 days all summer over 30 degrees. Fast forward then to this summer where on 2 hands you can count the number of days the temperature has dropped below 30 degrees.

Some like it hot, some people not. Wow quick clips from that very old 1959 Some Like It Hot movie starring Marilyn Munroe, Tony Curtis, and Jack Lemmon, just came to mind. If you want a good laugh, look it up.

Last Friday Ottawa entered STAGE 3 in the new COVID world. Let’s all do our part to be cautious, methodical and safe so we can remain in STAGE 3. Keep safe everyone and thanks very much for all your efforts in getting us here.

Changes proposed would allow school boards to select the best candidates for director of education for their respective communities reduce red tape that is preventing access to school for some First Nation students and by limiting unproductive suspensions for our very youngest students.

Students with severe learning disabilities will have an opportunity to complete their studies in the upcoming school year and by broadening the mandates of TVO and TFO, our broadcasters will be able to support students’ learning needs better during these challenging times.

Automated speed

enforcement puts the focus on safety

The City of Ottawa will issue speeding tickets through the Automated Speed Enforcement program began Monday, July 13.

Since December 2019, signs have been posted in designated community safety zones warning drivers that speed cameras are coming soon. New signs will warn motorists when speed cameras are in use.

Vehicles that speed could have their picture taken. The registered owner would receive a ticket in the mail about 30 days later, showing their vehicle, license plate and the location, time of day and recorded speed. Drivers will not receive demerit points for tickets issued through the program.

The City has four cameras – two fixed and two mobile – that will rotate through eight community safety zones.

Those zones are also home to 11 schools. The cameras are intended to help reduce speeding and make the roads safer for children and other vulnerable road users.

In Barrhaven this automated speed enforcement will be on Longfields Drive between Berrigan Drive and Hobblebush Street: - École élémentaire catholique Pierre-Elliott-Trudeau - St. Mother Teresa High School Longfields-Davidson Heights Secondary School The pilot project is meant to evaluate the effectiveness of speed cameras at reducing instances of speeding in the vicinity of schools. A report will be presented to Transportation Committee and Council

in mid-2021 with recommendations on the use of speed cameras within Ottawa moving forward.

The City will reinvest revenue collected from automated speed enforcement back into road safety initiatives under the Strategic Road Safety Action Plan.

City prepares for the Province’s stage three reopening framework

The City has reopened all park play structures and equipment and is relaxing facility, sports field and ball diamond rental restrictions for organized sports play and practices, as part of the Province’s stage three reopening framework.

The City will continue to examine the path forward this summer for resuming other recreation and cultural programming.

Park play structures and equipment

Effective on Friday, July 17, all playground and exercise equipment at City parks will reopen after being closed for the past four months. All users are reminded to practice physical distancing from people outside your household, avoid touching your face, and wash your hands after using park equipment.

Outdoor and indoor facility rentals

With outdoor gathering restrictions expanded to no more than 100 people, rentals for sports fields, ball diamonds, and parks have been relaxed.

Team sports can now resume competitive play provided participants adhere to physical dis-

tancing guidelines, avoid prolonged and deliberate physical contact, and follow the guidelines of their governing organizations.

The City has cancelled all existing July indoor rental agreements for events, meetings and community activities. Staff are reaching out to August rental contract holders to advise them that all indoor events for more than 50 people will be cancelled. However, the City will consider rental requests in August for up to 50 people on a case-by-case basis.

These rentals would need to adhere to physical distancing guidelines and the City’s mandatory masking by-law.

Recreation and cultural programming and facilities

The City is examining how to best resume additional Recreation and Cultural programming offerings throughout the summer, including access to fitness facilities and programs.

The City is working to design programs and retrofit facilities to support physical distancing and to help protect participants and staff.

Municipal childcare centres

Effective July 27, all licensed childcare centres will be able to move from the current cohort size of 10 to a cohort size of 15 children, with a requirement to maintain ratios and group sizes under 15, as set out under the Child Care and Early Years Act. This should bring the childcare sector to approximately 90 per cent of its operating capacity before the COVID-19 outbreak.

Barrhaven native Angela Schwarzkopf wins Juno Award Former Nepean School of Music teacher tops in Classic Solo or Chamber category

By Charlie Senack A Barrhaven native is still reeling with excitement after winning a Juno Award in the Classical Solo or Chamber category for the debut of her first album.

Angela Schwarzkopf, who now lives in Toronto, released her first album called ‘DETACH’ in November of last year. Her dream was made possible by a Canadian Label called Redshift Records which supports young up and coming musicians.

Just before her album was released, Redshift Records encouraged the Barrhaven native to apply to the Junos.

But with only five days before the deadline neared, Schwarzkopf had to act fast.

“It never even crossed my mind before that I might consider applying for the Junos with my album,” she said. “The label was encouraging me to do it so I applied with their help.”

Two months later in January, Schwarzkopf received a call from the Junos asking if she would be available to attend the press event for the nominees. That’s when she started to wonder if she was nominated.

“It did not feel real that I was nominated until I went to the actual event and it still does not feel real now,” states Schwarzkopf. “I could hardly believe it. I mean it’s my first album.”

The 49th edition of the Junos was scheduled to take place in Saskatoon, Saskatchewan on March 15, 2020. But about a week before Canada’s biggest music award show was supposed to take place, organizers cancelled the event due to coronavirus concerns.

“Through our collaborative discussions and with input and guidance and the full support of our trusted partners, including the Province of Saskatchewan, the City of Saskatoon, Tour-

ism Saskatoon, Saskatchewan Health Authority and Saskatchewan Ministry of Health, it is with an incredibly heavy heart that we collectively confirm the cancellation of the 49th Annual Juno Awards and Juno Week activities in Saskatoon due to concerns surrounding COVID-19,” a spokesperson for the Junos said in a statement at the time.

Like many nominees, Schwarzkopf says she was just six hours away from boarding a plane with her husband to fly to the event.

“I was actually just sitting at home and I was in a custom gown that had just been made for me to wear for the Junos and I was practicing what I was going to perform that weekend,” she recounted. “I checked my email and found out that it was not happening.”

It was disappointing, says Schwarzkopf, who was excited to network and meet with others in her category.

But organizers of the Junos were adamant on making sure the award show still took place in some capacity.

On June 29, they held a virtual ceremony instead.

“It was a weird way to find out that you’ve won, but I’m just so grateful that the Junos went ahead and did it. I don’t think I could have waited any longer,” says Schwarzkopf, who added she had to film an acceptance speech from her living room.

Also watching the award show virtually was Tom and Jane Schwarzkopf, Angela’s parents who have resided in Barrhaven for the last 31 years.

The two were still bursting with pride and excitement when reached by phone at their Barrhaven residence last week.

“We have always recognized her talent and she’s always been extremely musical,” said Angela’s mother, Jane. “She’s not competi-

tive with others but she is with herself and we are just unbelievably proud that the committee at the Junos was able to see that and recognize it.”

“The fact that she was actually nominated made us over the moon, but the fact that she won… well I’m sure you could have heard us at the end of the street, echoed Angela’s father, Tom. Tom was also proud to point out Angela is the first Canadian to receive a Doctorate in Harp Performance and is a course instructor at the University of Toronto, the Glenn Gould School of Music and is the harp instructor at McMaster University.

Angela is also the first Canadian harpist to win a Juno in 25 years, and the third in the history of the 49year event.

During the summer, Angela is on faculty at the internationally renowned Young Artist’s Harp Seminar in the US. She is also the newly appointed harp examiner with the Royal Conservatory College of Examiners and serves as a Director at Large for the American Harp Society, where was appointed 2nd vice-president this summer.

Now living in Toronto, Angela says she tries to make it back to Barrhaven as often as she can. Growing up, she attended Barrhaven Public School and then Cedarview Middle School,

“I loved growing up in Barrhaven and I have the best memories of all the green spaces and playing with my friends,” she said.

“Now living in a big city, I really miss that sense of community.”

When asked what’s next, Angela says it’s difficult to predict given the uncer-

tainty around the COVID-19 health pandemic.

“I think it’s going to open a lot of amazing doors for me,” the harp player said.

“It feels a little unclear right now when we are in this weird place where I can’t perform very much. At the same time I have a lot of time right now to think about what my next project will be.”

Barrhaven Independent 30 years, 30 people: Don Winchester

As we celebrate our 30th Anniversary, the Barrhaven Independent will be featuring 30 people who have played a prominent role in building and shaping our community from the time we were a sleepy little suburb in 1990 to the thriving city of more than 100,000 we are now.

In this issue, we are featuring Don Winchester, who has been a driving force in enriching lives within the Barrhaven seniors community.

Don Winchester and his wife Marilyn have been active in the community since moving here from Calgary in 2011. He reached out to Councillor Harder who

was interested in starting a seniors group in Barrhaven.

That led to a meeting in December, 2013 with Mayor Watson, Councillor Harder, and seniors from the community to discuss the need for programs and services for older adults in Barrhaven.

In 2014 Don became the Co-founder and President of the Barrhaven Seniors’ Council, a popular and active organization in the community that is now a registered charity with almost

600 members. Don is being recognized for his energy, leadership and enthusiasm in delivering programs and services to seniors. Before the Council was active, seniors had to leave the community for programs. Now they enjoy bridge and euchre clubs; social activities, chair exercises and other outings closer to home.

Don’s motivation and leadership in steering this group to success has given members new friendships and a sense of community through weekly activities and the best potlucks in the neighbourhood. As the Senior Advisor of the Project Steering Committee for the Barrhaven Community and Cultural Centre, Don’s dream is to have a quality, new centre for programs and services for the seniors of Barrhaven.

Mayor Jim Watson, Barrhaven Councillor Jan Harder, and Gloucester-South Nepean Councillor Michael Qaqish presented the Mayor’s City Builder Award today at City Council to Don Winchester, the President of the Barrhaven Seniors’ Council, for his many contributions to the community.

Police apologize for how they handled racial profiling incident

Ottawa police have apologized for how they handled a situation after a 21-year-old Barrhaven Black man says he was racially profiled by a white woman while walking on Stonebridge trail.

The encounter took place on Monday, July 6 when Ntwali Bashizi was riding his bike through the park, something he does a few times a week.

During his ride, Baskizi said he regularly takes a break along a bridge to rest and take in the sights.

He took a break from the heat on Monday when he pulled over to the side of the bridge and plugged in

his Beats headphones to listen to music.

That’s when he noticed a woman standing on the side of the trail wanting to pass the bridge.

“I was sitting there for about five minutes and I had noticed this woman did not walk by me,” he recounted in an interview with the Barrhaven Independent. “I looked in her direction and I realized she was talking to me. I paused my music and took off my headphones and she told me she was going to wait there and to get off the trail — get off the bridge so she could get by.”

It’s presumed she asked Baskizi to get off

the bridge as a way to stay six-feet apart from one another while practicing physical distancing. He told her she had enough room to pass, noting the bridge was the same width as the trail.

That’s when Baskizi alleges the woman took out her phone and started taking pictures of him sitting at the bridge.

“That’s when I took out my phone and decided to start recording the entire interaction,” he said.

The woman then pulled out her phone and allegedly called police.

At the start you cannot hear what the woman is saying, but you can see her walking back and

forth in the bushes while talking on the phone. She ends the call by saying to Bashizi, “Stay there.

You’ll see, somebody’s coming.”

Bashizi replied by asking her if she called the cops to which she replied, “You’re right I did.”

He questioned if she was actually on the phone with authorities. That’s when she put the phone on speaker.

An Ottawa Police Employee could be heard telling Bashizi, who is studying law at Carleton University, “You’re intimidating her, sir, can you just stand to the side?”

Bashizi then said he was standing on the side and the woman had enough room to pass. He also added that he was by no means intimidating the woman.

He asked them to send an officer if they wished too, but the Ottawa Police employee said that was not needed.

“I would have shown them the video to show I was not intimidating this woman — she’s the one harassing me,” said Bashizi.

Bashizi said he was feeling

a mixture of emotions during the incident.

“At first in the video I was a little nervous — I think I was more nervous or more shaky about the whole situation happening,” he said. I wasn’t really nervous that the police were coming — I didn’t think they would care because it’s not like I was following her. It was just weird.”

In a Tweet sent out on Thursday, Ottawa Police told Bashizi’s brother they were fully reviewing this incident.

“At this point it is clear that this was not an appropriate use of the 911 system and the Service did not act appropriately in handling the call,” Ottawa Police said in a Tweet.

“Further conversations will take place tomorrow (Friday) where we will be offering a full and unreserved apology for our role in this very unfortunate incident.”

But Bashizi said that’s just not good enough. He has filled a police report against the woman and hopes justice

will be served.

“I’m not really satisfied with what they are doing,” Bashizi told the Independent.

“Whatever the woman was calling the police on me for, I want that to happen to her.

Any sort of legal action that can be brought to her I want to be put down.”

“She decided to involve the cops in this so we will involve the police,” he adds.

Bashizi said this won’t change his biking routes and still plans to ride his bike along Stonebridge trail.

Bashizi also said Police told him the woman was on the phone with them for nine minutes after returning to her car. He predicts it was a 20-30 minute walk from the trail to where she was parked.

The 21-year-old met with Ottawa Police to review the incident. He had hopes of listening to a recording of the call.

The Barrhaven Independent has been unable to identify the woman in the video.

City presented five options for ward boundary changes

Council requests sixth option to address population growth in Barrhaven, Gloucester-South Nepean and Cumberland The City of Ottawa has five options on the table for realigning ward boundaries based on the growth of the city both overall and in suburban areas. In most cases, Barrhaven will have two wards, with Riverside South becoming part of a Gloucester ward. The current Barrhaven ward will also extend further south to Barnsdale Road to correct the current situation of Barrhaven’s Half Moon Bay and Stonebridge communities crawling into the rural RideauGoulbourn ward.

The City of Ottawa Finance and Economic Development Committee received an update on the review of Ottawa’s ward

boundaries at its July 7 meeting. To ensure effective representation of Ottawa’s growing population, the City hired an independent consultant to conduct the review.

At the Ottawa City Council meeting on Wed., July 15, council requested the consultant develop a sixth option that addresses population growth in Barrhaven, Cumberland and Gloucester SouthNepean Wards, minimizes significant changes to existing boundaries, puts neighbouring and similar communities of interest in the same ward and maintains the current number of wards.

The report includes five options for new ward

boundaries. Of these, two options would maintain the same number of wards as provided by the City’s current ward boundaries (23). One option would provide a lower number of wards (17) and two options would provide an increased number of wards (25 and 24, respectively).

The first option would have 13 urban wards, nine suburban wards and three rural wards and increases the size of Council by two members. The average ward population is 46,000 for the 2026 target year.

Option 1 adds one urban ward in the core area to improve voter parity and capacity to represent and adds two suburban wards, one in

Ottawa East and one in Ottawa South, to improve voter parity in these areas.

One ward is removed from the rural area, as a result of the suburban population of Cumberland Ward becoming a separate suburban ward in Ottawa East. The extra suburban ward in the south would be with Gloucester-South Nepean becoming two wards split by the Rideau River.

The second option has 12 urban wards, nine suburban wards and three rural wards and increases the size of Council by one.

The average ward population is 47,900 for the 2026 target year.

Like Option 1, Option

2 responds to the support expressed for increasing the number wards during the project’s Round 1 process and the sentiment that Ottawa’s growing population requires more wards.

Option 2 retains the twelve12 urban wards inside the Greenbelt.

Various boundaries have been adjusted to improve the functioning of the wards and establish easily recognizable boundaries. Within the urban area, this Option has the fewest boundary changes of any option. Option 2 can be considered as the Option that requires the least boundary adjustments, while still addressing the growth in

suburban Ottawa. The Option 2 suburban and rural ward boundaries are the same as in Option 1.

Option 3 This Option has 11 urban wards, nine suburban wards and three rural wards and maintains the size of Council.

A sizeable number of respondents during Round 1 of the project’s public process wanted to maintain the current number of wards.

Option 3 responds to the comments that either “things seem to be working fine” or “there should be no increase in the size of Council”. The average ward population is 50,000 for the 2026 target year.

First, two wards need to be added to the suburban area to improve voter parity and second, the rural population is too large to be reduced to two wards. This requires major changes to virtually all ward boundaries due to the “domino effect” of removing a ward. The Option 3 suburban and rural ward boundaries are the same as in Options 1 and 2,

with a second Barrhaven ward being added and the boundary between Barrhaven and RideauGoulbourn moving back to Barnsdale Road.

Option 4 also has 11 urban wards, nine suburban wards and three rural wards and maintains the size of Council. The average ward population is 50,000 for the 2026 target year.

Like Option 3, Option 4 responds to the support for maintaining the current number of wards expressed during Round

1 of the project’s public process. Option 4 also redistributes one ward in the urban area inside the Greenbelt. While Option 3 starts the design of new ward boundaries from the west of the urban area, Option 4 begins in the east. This results in very different boundaries in Option 4 than in Option 3. Option 4 is a distinctly different Option. The Option 4 suburban and rural ward boundaries are the same as in Options 1, 2 and 3.

Option 5 would have

the most impact on boundaries, with a reduction in wards from 23 to 17.

This Option has nine urban wards, six suburban wards and two rural wards. During the project’s public process another sizeable group of respondents thought that less than 20 wards would be appropriate for Ottawa, some suggesting wards should be reduced to as few as 7 or 8.

Option 5 responds to the sentiment that government should be small-

er and wards should be larger. The average ward population is 67,600 for the 2026 target year.

This Option represents a major departure from the current situation. It reduces the number of wards significantly, which leads to major ward boundary adjustments for all wards.

In this Option the rural wards are reduced to two, and one suburban ward and three urban wards are redistributed.

In this option, Rideau-Osgoode and West Carleton would become

one large rural ward, while Osgoode and the rural part of Cumberland would form the second rural ward. The boundary between RideauGoulbourn and Osgoode would no longer be the Rideau River. The new boundary would be Highway 416.

Councillors, residents and stakeholders will be able to provide their feedback on the options beginning in late August.

The consultant will recommend an option to the Committee in December.

Gurpreet Ronald denied bail as she awaits 2021 retrial

Gurpreet Ronald, who was convicted of first degree murder in the January, 2014 death of Jagtar Gill, has been denied bail.

In December, Ronald and her former boyfriend, Bhupinderpal Gill, won a new trial after the appeal court said the judge failed to instruct the jury of considering second degree murder as an option.

Bhupinderpal Gill was Jagtar Gill’s husband, and was also convicted of first degree murder.

The pair is awaiting a new trial, which is likely to take place in 2021.

Ronald was the one who was alleged to have gone into the Gill home in Barrhaven to beat Jagtar Gill, at home recovering from hernia surgery, with a weightlifting bar before stabbing her repeatedly. She then went to the Barrhaven Sobey’s to, according to police, let Bhupinderpal Gill know that the murder had been

committed.

Bhupinderpal returned home with his daughters after buying cake and flowers for the Gills’ 17th wedding anniversary. The couple’s oldest daughter, with a bouquet of roses for her mother in her hands, went into the house to find her mother, dead on the living room floor in a pool of blood, butchered with her neck cut open.

The verdict came five days after the jury was sequestered by Justice Julianne Parfatt. On July 15, she had delivered a two-hour charge to the jury, telling not to use “prejudice, sympathy or fear to come to a decision.” The jury was also informed that the verdict they would come to must be guilty or not guilty, and that finding them guilty of a lesser charge was not an option.

Detective Chris Benson found the bloodied weightlifting bar used to bludgeon Jagtar Gill in the family’s basement. He

replaced that bar with a replica covered in goat’s blood, and then hid cameras in the box it was in to catch Bhupinderpal Gill trying to dispose of it immediately after re-entering the house following the police investigation. Benson also wrote a note with the word “killer” on it, and left it on Gurpreet Ronald’s windshield at OC Transpo so that he could monitor her reaction.

The lawyers of both Ronald and Bhupinderpal Gill immediately indicated they would be appealing the decision.

According to CTV News in late June, Ronald’s lawyer Michael Spratt said in a statement: “Ms. Ronald and her family are understandably disappointed with the Court’s decision denying her bail application. We will now focus on preparing for trial where Ms. Ronald will address these allegations fully and directly and where she is confident she will be vindicated.”

Little League Baseball returns with practices, modifications

There will be baseball this year, but like everything else, it won’t be the same as we are still deep into the COVID-19 pandemic.

East Nepean Little League issued a statement on their plans for youth baseball in 2020 last week.

“East Nepean is happy to announce that baseball will be played in our area for the 2020 Season. While the season will be modified from previous seasons, as a result of the new requirements that we must follow, we are excited to see players back on the fields soon,” the notice on the organization’s website said.

Due to some requirement changes, ENLL will only be offering baseball for this year only at Rookie, Minor, Major, and a hybrid Junior/ Senior division. The goal will be to have both Canadian and National level of play at all levels, based on registration.

East Nepean Little League, upon reviewing information made available to it, has made the difficult decision to cancel the 2020 house league season for T-Ball, U-19 and Challenger. East Nepean shares in the disappointment with players and families that these programs are not able to run this season. However, we felt based on the information available this was the best decision. We hope to see all players from these levels back in 2021 for another season.

Currently East Nepean has approval only to run practices on fields. Practices will be team based and will be run by the coaching team. At this time, practices will go until mid-August. The number of practices is currently estimated at 7 per team (as in previous years, weather may impact some practice dates, we will make best attempts to reschedule, but will be dependent on field availability and can not guarantee all practices will be rescheduled if impacted).

If ENLL does not receive approval by the beginning of August to move to game play, ENLL will not carry the season beyond mid-August and the season would consist only of practices.

If ENLL receives approval

for game play by August, then a season of games will start early August and will run until mid-September. The number of games is currently estimated at 10 per team, with no playoffs. Schedule would allow for two games a week.

Note in September game start times would move to 5:30pm.

New for the 2020 season all players will be required to have their own helmet. Under current guidelines, there will be no sharing of helmets among teams. ENLL will provide uniforms once teyy are approved for game play.

There will be no uniforms provided for practices.

Bats will be shared, however if a player does have their own bat this can be used for their own personal use, provided the bat meets Little League Standards. This is encouraged to minimize sharing of equipment.

Catching gear will be provided to teams and will be sanitized between games.

There will be no sharing of catcher’s gear during a game.

Teams will have set catchers per game and only these players will use the sets of catching equipment. If a player does have their own catching gear to use, it is recommended that they use it this season.

Players will have the option to opt out of the catching position if they do not want to play that position.

If ENLL does re- ceive approval for game play, there will be some slight modifications. Modifications include the following: - All players will be required to wash hands between each half inning ENLL will provide soap and water for players and coaches.

If a player prefers they can bring hand sanitizer for their own personal use.

There will be no - more then three players in the dugout at any one time. Players will be required to line up along the first and third base line - Players will be required to have a small chair at each game to sit in when they are not on the field and will move this chair with them as they move through the batting line

- There will be no spectators allowed to sit behind home plate, all spectators will be required to sit in the outfield At this time, ENLL is anticipating that only one person per player will be allowed to attend a game.

Each team will require a Safety Manager. This volunteer position will focus on managing equipment and facility cleaning, as well as ensuring social distancing requirements.

Spectators will be required to follow social distancing rules of two metres apart if watching any game/practice, from their designated spot.
