The collection of holiday foods in the Uedakah bin, located in the lobby of the Jewish Community Center until Monday Sept. 13, was organized by the Tzcdakah Committee of Jewish Family Service.

Foods appropriate (o lite holiday include, apples, honey, vegetables, chicken, brisket, challah, soup, jello, eggs and wine Arrangements for pick up of perishable items can lie made by calling Cheryl Cooper, chairman of the project, at 39I-75M or Mollim- Cnssman at 339-3344.

Because of the wide

variety of foods used on Itosh Hashanah, cosh donations will be appreciated and used to purchase appropriate foods. Checks should be made out to Jewish Family Service and mailed to the office at the; Jewish Community Center.

Any questions about this project can be answered by calling Jewish Family Service at 330 2024.

Families on the receiving end of the holiday food distribution are appreciative and thank all whose spirit of sharing contributes so much to their holiday observance.

Tliis new column is being introduced in an attempt to bring you, the readers of the Jewish Press, everything you have always wanted to know about kosher foods. It will be written and compiled on a monthly basis by members of the Vaad Hakashrut of Omaha and will include a variety of items alibut "kashrut" (the Hebrew word for kosher) including an update on new kosher products in this area, a few new kosher recipes, and even such other information as kosher vacation spots and good kosher restaurants around the world.

To begin with, this column needs a name with "ta'am" (taste and appeal)! The person submitting the prize* winning name will receive one kosher salami, chub sire!

At the outset you ought to know the kashrut inspection and supervision is presently being provided to Nebraska Kosher Meat Market, Sherman's Bakery, Friedman's Bakery, the Bagel Bin and Bagel Joe's Deli by a "mashgiach" - an overseer of kashrut. When the new kitchen at the Jewish Community Center is opened shortly to serve the new Blumkin Home and other organizations it will also be under the supervision of a mashgiach. These "overseers of kashrut" arc employed by the Vaad Hakashrut, the organization which is responsible for the maintenance of kashrut in Omaha's Jewish institutions and food establishments under their supervision.

To our best knowledge, special sections for kosherpackaged foods are presently maintained by Ilinky Dinky at 72nd and Dodge, Baker's at 72nd and Blondo and 132nd and Center, Food City at 120th and Center and 00th and Maple, Louie's Market on Military Avenue and World of Food at 7Cth and Dodge. Other kosher foods are also available throughout these stores including the freezer sections.

A newly appointed committee of 12 women will soon begin checking the above listed stores and other food markets to watch for new kosher products marked with the appropriate symbols indicating the product is kosher, VVe will convey this information to you as we learn it and next month will go into detail about the kosher symbols used on food products. Also we will publicize other stores carrying kosher food products as they arc brought to our attention.

As you prepare for the High ifoly days, you'll be glad to know that Chocolate Greeetlng Cards, indivldaully giftboxed and bearing the OH, arc available through Oamar (334-2000 or 333-7116). A variety of kosher foods for parties and special events Is available through E.L. Nogg Fruit Company, Inc. Their booklet Includes a listing of kosherbaked delicacies as well as letters of certification guaranteeing the kashrut of the products.(339-4600).

Goodrich Dairies carry Itaskas Kosher Cream Cheese, the same kind you enjoy during Passover.

Duncan Hines packaged cake mixes carry an O-l) which certifies them as kosher. However, they arc not all "parev." Check the list of Ingredients to sec if "whey" or any other dairy product is used which makes the product "dairy." Some of the cake-mixes now carry a small "d" next to the O-U symbol indicating the cake is "dairy."

W'atch for the markings on margarine also. Only those marked "parvc" arc made without o milk product.

A great process The Jewish people have a reputation for appreciating advanced education, intellectual stimulation, and artistic entertainment.

In Omaha, the Jewish community is well represented in academic circles and the arts.

Beyond these avenues, where can one seek intellectual stimulation?

This editorial writer recommends what many must consider the most unlikely of places — the meetings of the Federation's Board of Directors.

The word unlikely is used because most often the board meetings are only attended by members of the board. This situation exists although the meetings are open and observers are welcome.

To give the reader an idea of what happens at a board meeting, a description of the process and a single agenda item will be discussed.

From 30 to 40 members of the board customarily seat themselves at four tables in the shape of a rectangle in Boom 10 of the Jewish Community Center. At one end of the room seats are available for observers.

The president calls the meeting to order at 7:30 p.m., the treasurer gives his report, and agenda items are discussed one by one.

Members of the board, in turn, ask questions and make statements to bring out the facts of a request so that they will be comfortable with the vote that follows.

At the August board meeting, Dr. Martin Wolf, director, Department of Jewish Education, advised the members that an Iranian student at Creighton University had asked for a loan of $6,000 to assist in his graduate studies.

Many board members asked questions, many made statements. There was a genuine feeling of wantingtohelp this fellow Jew, but in the final vote, his request was denied.

The request was turned down on the grounds that the Federation was not able to take care of the needs of current scholarship and loan requests through its existing channels, thus to provide communal funds in this case would not be advisable.

This was a difficult and heart-rendering decision but intellectually satisfying. The Democratic process works well and the next time the reader might wanttobe there to enjoy.

By David Sllverberg Near East Report The end of the siege of Beirut brings new challenges to the American media. In the past the media have been covering a military convulsion, and upheaval caused by I'LO depredations.

Now (he media must cover statesmanship and diplomacy, which will have a lasting impact on the region and the future course of Arab-Israeli relations.

The major story which will emerge from the current conflict will be the reconstruction and reconslitution of Lebanon. The first step" will be Presidential elections.

Lebanon must re-build institutions destroyed by years of Syrian occupation end PLO terror and that story will be an account of a climactic political drama. While it cannot be fitted into a single 90 second report, it will be of lasting impact.

The only article remotely approaching this subject so far was David ShipJer's July 25 stray in The New York That* chronicling the return of Christian families to their PLOravaged homes in the south.

Before the saga of Lebanon is over, the story now unfolding will need to transform war correspondents into students of diplomacy.

While cameras and newspapers continue to focus on Beirut, diplomats arc looking ahead to (he withdrawal of Syria and Israel from Lebanon. Israel has repeatedly stated its Intention to withdraw. Syria, on the other hand.

To the Editor: We would like to chare with the Jewish community of Omaha some of our feelings of excitement which we experienced while attending a major Jewish educators' convention which concluded August Id. Held at Brantkis University near Boston, the Conference on Alternatives in Jewish Education attracted over 1,500 Jewish educators.

We experienced the thrill of spending Shabbat on the Brandeis campus, sharing the camaraderie of approximately 230 fellow CAJEers who chose to arrive in lime to celebrate Shabbat together.

The area of computers in Jewish education captured the interest of many in attendance. We were privileged to be among those who presented sessions on the topic of computers in Jewish education, including the exciting new field of computer assisted television instruction.

Earlier this year the E.K. Newman Grant Committee awarded Beth Israel Synagogue the use of video equipment to pursue the computer assisted television project. With the assistance of Rabbi Allan Gonsher and Peggy Saks, we prepared an interactive video lesson on the subject of "How to Put on Tefillin" as a prototype to demonstrate at the CAJE convention.

This is the first model of a computer assisted interactive television lessontoappear in the field of Jewish education and we are gratefultothe Newman Grant Committee which had the far-sighted vision to give us the support and encouragement to pursue this project, The response to the new concepts was extremely enthusiastic. A third story to come out of the ashes of Lebanon will be Jordan's future course. Freed from PLO threat, Jordan's King Hussein now had room to maneuver as never before.

He contracted to buy Soviet air defense ml&silea but their worthlessncss was demonstrated by Israel's ability to destroy them in the Bckaa Valley. His Chief of Staff, Zatd bin Shakar recently visited Washington where he discussed the sale of arms to Jordan. There, according to reliable sources, he was told that Jordan must join Camp David.

Will King Hussein do so? Can Hussein end 35 years of hostility and come to terms with the reality of Israel?

These issues present the media with a major challenge and new opportunities to take a long view and ask penetrating questions.

Twenty-two-year-old Laurie Weidcnbaum, daughter of ex-Reagan advisor Murray Weidcnbaum, has been working in the management training program at Brandeis following her graduation this year from Drake University.

Asked why her father had resigned his job with the Reagan Administration, Laurie said he simply missed teaching at Washington University, where he established a "business center" which Laurie said was "his baby."

She said the resignation had nothing to do with any disapproval of Reagan's economic policies, Laurie said she hopes (o become more active in the Omaha Jewish community, partly for social reasons, and also because she is committed to Judaism. "I find I have more in common with Jewish people." she said, "and I'd like to meet some other young Jewish people.

As far as religion goes. I went to Sunday school, learned some Hebrew, and was confirmed.

Mitch visited Israel on a trip sponsored by North American Federation of Temple Youth, while the girls went on the Camp Itamah (rip.

This was their first (rip to Israel and they made an extra effort to visit the Jewish Press to tell their story. Why? "We had heard a lot about trips to Israel from those who have gone before, hut' we wanted everybody to know how great (he trip really is," they said, "Our expectations were more than fulfilled....they were exceeded."

Now that they have traveled to the Middle F.ast they are turning their attention lo encouraging all youth in Omaha to visit.

Each kept a diary of his experiences and plans to use the information for speaking and writing opportunities.

Milch said that he had planned to write just brief notes every night but that he was excited to the point where his comments took up pages and pages.

Genetic message directs Catcher's disease at Jews

By Jill Murray Washington University The notorious Tay-Sachs disease, which each year reaps a tragic harvest of mental retardation, paralysis and infant death, is the best-known killer lurking in the genes of Eastern European Jews and their ancestors. But it is not the most common crippler.

Researchers at the National Institutes of Health are teaming with those at Washington University in St. Louis to unravel the deadly genetic message transmitted by yet another hereditary curse on the chosen people-a crippler and sometime killer called "Gaucher's disease."

Discovered by a French medical student 100 years ago, the disease causes sore joints, weak and brittle bones and a large abdomen.

However, the physical problems associated with the disease can very drastically.

In certain individuals, ft can be agonisingly painful and

disabling, sometimes leading to death; in others, it is barely detectable. There is no cure. But rapid progress in treatment and in basic bone research is lending new hope (hat one day the disease will be understood and successfully treated.

Although rare among UKgeneral population, as many as 1 in 12 Eastern European Jews arc thought lo carry the abnormal, recessive Gaucher gene. When paired with a normal gene, the disease is blocked. But when two carriers have children, about one in four of the siblings inherit a condition in which the body lacks an enzyme necessary for breaking down complex fats in the blood.

"What we're trying to figure out," says Washington University's Arnold Kahn. "is how the accumulation of these fats results In bone disease. That's the major stumbling block."

Kahn, Ph.D., professor of

biomedical science in lite Schoool of Dental Medicine, and Steven Tcitclbaum, M.D.. professor of pathology in the School of Medicine, are trying to determine the exact nature of bone lesions caused by the illness. Last year they teamed up with an NIH research group headed by John Barranger, M.D.f'h.D.lo mount a fullscale campaign aimed at defining the mechanisms underlying the bone abnormalities associated with Gaucher's disease.

"This is the kind of investigation that tends to have the highest yield," explains Kahn. "It's like a marriage. We have the expertise here at Washington University to probe the skeletal aspects of the disease, while NIH has the expertise in the biochemistry and clinical study of Gauchcr's disease patients. deficiency in the disease " At Mil's clinical center in Bcthesda, Md. more than 400 Gaucher's patients have been seen in the past eight years.

Although symptoms can appear at any age. (he disease most commonly strikes in the middle to late teenage years. Infants born with it may suffer from severe mental retardation.

But in its most common form, Type I, the greatest problem is with the skeleton.

The victim's bones gradually become pitted and porous, and literally fall apart.

Wheelchairs, crutches and surgery become necessary.

At present, only ex-

perimental treatments are available. One is an enzyme replacement technique, but it lias met with only marginal clinical .success.

Another alternative is Ihe bone marrow transplant-a procedure which carries a significant risk of lifethreatening complications, "This is obviously something that should be reserved only for the most severely affected patients." says Barningcr. Moreover, he adds, "such transplants arc not always possible. If a patient's relatives ore not suitable' as donors, the chance of finding a person with matching tissues outside the family in one in a million. However, in severe cases, every effort should be made to examine the usefulness of this approach."

"There is a strong identification for me because of the soulfulncs and joy that li apparent in Jewish music," he told the Jewish Press. He said that Jewish culture has a strong emotional clement—the suffering, the heroic, the joyful—that has Influenced his music.

His mother was raised in Israel and moved to Los Angeles after World I. Mr. Pollack grew up in Los Angeles with a traditional Jewish education and background that included belonging to Mixrachi and llabonim.

By Ellen Gordman Federation Staff Jewish organizations and institutions that sponsor programs to enhance the Jewish identity of youth and college students in the greater Omaha area may apply for funds from the Esther K. Newman Grants Committee.

The committee can allocate approximately $10,000 in 1332 for programs which meet the guidelines established by the Esther K. Newman Memorial Fund.

According to Howard Kaslow, chairman of the Esther K. Newman Committee, emphasis la placed on new and innovative programs.

Sponsoring groups are encouraged to participate financially or In kind. Organizations are encouraged to work together to provide programs that can meet the needs of a crosssection ot Jewish youth, he said.

AIPA C director plans The Arab fear of the PLO Omaha talk, Sept. 13 11} David Friedman

By Ellen Gordman Federation Staff Tom Dine, executive director of the American Israel Public Affairs Committee, will address the Omaha Jewish comunity at the JCC on Monday, Sept. 13 at 8 p.m.

Mr. Dine will speak on the current status of United States-Israel relations.

The American Israel Public Affairs comittce (AIPAC) is the only Jewish organization registered to lobby on issues affecting brae) and world Jewry.

The AIPAC sta(( works to ensure Israel's security and welfare with support from the United Slates government. AIPAC has a distinguished record of representing its positions credibly and effectively on Capitol Hill, to the Administration and through the media, to the American public.

AIPAC works closely with other American Jewish organizations, all of whose top leaders serve on its executive committee.

AIPAC receives no monetary assistance from those organizations, from Israel or any foreign group

Tom Dine The American Israel Public Affaire Committee has been called "(he most powerful, best-run and effective foreign policy Interest group in Washington, "by the New Vork Times.

The Washington Post called AIPAC "a power to be reckoned with at the White House, State and Defense Departments, and on Capitol Hill."

Mr. Dine, specialist on American foreign policy and defense policy, has been executive director of the American Public Affairs Committee since 1080.

Washln|{tonlan magazine called him one of the 100

most influential people in Washington.

Mr. Dine addressed the participants on the recent Omaha Men's Mission to Washington, D.C. All those who heard him speak said that he was dynamic, in(cresting, and knowledgeable about the current state of AmericanIsraeli relations.

During a 10 year career on Capitol Hill, he was deputy foreign policy advisor to Senator Edward M. Kennedy; SALT advisor to Senator Edmund Muskle; director of the national security staff of the Senate Budget Committee and legislative assistant for foreign affairs to Senator frank Church.

Before going to Capitol Hill, Mr. Dine served as personal assistant to Ambassador Chester Bowles at the American Embassy in New Delhi, India; congressional llaslon of the U.S. Peace Corps; and a Peace Corps Volunteer in the Philippines from 1902-1064.

Mr. Dine was born in Cincinnati, lie has a B.A. from Colgate University and an M.A. from the University of California.

WASHINGTON (JTA) "1 think there does seem to be a hesitation in many countries to accept in their country a group of people who have a pattern of arming themselves and in effect forming a government within a government. It's not anything that a country that can help It will tolerate."

This was the reply by Secretary of State George Shultz at his Senate confirmation hearing when he was aaked about the difficulty In finding an Arab country that would take in the some 6,000 Palestine Liberation Organization terrorists now in west Beirut. But Arab reluctance may have been based, on an even greater fear of the PLO than just an implied threat.

An example is described by former Secretory of State Henry Kissinger in his wellwritten and interesting second volume of memoirs, "Years of Uphcavel."

Kissinger reports on the PLO's willingness to accept Jordan as a Palestinian state in return for the overthrow of King Hussein.

In mid-1973, Hichard Helms then U.S. Ambassodor to' Iran, wrote Kissinger that one of his aides had been approached by an associate of PLO chief

Yosir Arafat seeking a dialogue with the U.S. on the propositions that "Israel is here to stay" and Jordan should be the place for a Palestinian state.

"1 considered King Hussein a valued friend of the United States and a principal hope for diplomatic progress in the region," Kissinger* wrote in his memoirs. "Our aim should be to strengthen his position, not to encourage a group that avowed its determination to overthrow him in its first communication with us."

Kissinger replied to Helms that the PLO should be told that while the U.S. was interested in hearing ideas from the Palestinians on how to promote a Middle East peace through negotiations, "the overthrow of existing governments in the Arab world was not acceptable; we are committed to the survival of the Kingdom of Jordan."

Kissinger said that 10 days later the U.S. received a similar approach from the PLO through King Hassan of Morocco. Then on October 10, four days after the Yom Kippur War had started, Arafat in a message to the U.S. predicted that Israel would rout Syria and Egypt and said the PLO wanted to

participate in the subsequent negotiations. "The 'score' it had to settle was with Jordan, not Israel, "according to Kissinger.

Gen. Vernon Walters had a meeting with a PLO representative in Morocco on November 3, the first and only by the U.S., according to Kissinger. He was instructed by Kissinger to tell the PLO that the Palestinian problem was not an international concern but an Inter-Arab one.

"It was up to the PLO to straighten out its relationships with other Arab states—with one proviso: We would participate in no maneuver aimed at Jordan; the PLO's real option was a reconciliation with the Hashcmite Kingdom not its o v e r t h r o w , " Kissinger wrote.

"What applied to Jordan was even more true of Israel.

Walters was to make clear that the United States would oppose any threat to the survival of Israel and any challenge to its Legitimacy." The only result of the Walters meeting with the representatives, according to Kissinger, was to achieve its original purpose of preventing radical assaults on the early stages of the post-Yom Kippur War peacemaking.

"Our goal was to assemble a dymanic curriculum guide with the most professional group possible and it is one of the most exciting and innovative documents I have seen," said Dr. Katz.

with experience at several levels of Jewish education; Jesse flasmusscn, former head of the Jewish Community Center prc-school and a master candidate at UNL; Liz Trcmbath, a special education specialist who recently completed her M.S. in counseling and who is a hospital administrator in counseling services at Midlands Hospital; Dr. Jonathan Roscnbaum, associate professor of Philosophy and Iteliglon at UNO and head of the Department of Education for the Jewish Federation of Omaha and Harris R, Goldstein, educational director of the Jewish Day School and a doctorate candidate at the Jewish

Theological Seminary.

The curriculum guide draws upon the available curricular guidelines in the United States. It defines the sequential goals of the Jewish Day School curriculum from grades kindergarten through sixth.

The document will be on file at the school in its final form.

Federation approves

By Morrii Malice lite Federation's Board of Directors has approved a special campaign (or 1883, Joining a nationwide effort toward easing Israel's social service needs.

In Omaha, the effort will show up as two lines on the pledge card This means that members of the Jewish Federation will be asked to provide two philanthropic gifts: a regular donation for local needs and the United Jewish Appeal, and a onetime special gift Federation President Paul Cohen told the Board that the extra need is to fund progams In Israel which were the responsibility of the Jewish Agency in past years.

These programs were turned over to the Government of Israel because of

shortfalls in campaign income but that Israel cannot at this time maintain these programs, be said.

Mr. Cohen pointed out that the cost of those programs, consisting of services in absorption, rural settlement, youth care and training, education, higher education and social programs Is $345. Of this amount, the share of the American Jewish community, through UJAcommunlty campaigns, is projected at (220 million.

"We must stand behind our commmitment to Israel." Mr. Cohen said, adding that the Campaign Cabinet here will determine Omaha's goal for 1823 at a future date.

In other action, the Board approved an allocation of up

to $100,000 for the land development program at the JCC. According to Joe Kirshenbaum, this involves drainage of the tract, preparation of soffball and soccer field), installation of a running track, a walkway and par course, seeding and watering system, sewer line and chain link fence.

Also, the Board approved the real estate listing of the Dr. Philip Shcr Home property at $4&5,00Q. They were advised that the Rose Blumkin Home will open the lint w«k in November.

Also, the Board approved the hiring of a third full time counselor-therapist by Jewish Family Service end rejected a loan application from an Iranian college student.

The only child of Solomon and Rebecca Goldmann, Nahum was born in Poland in 1E>5 but grew up in Germany where his father was a writer acid teacher of Hebrew. At age 15, Goldmann began writing articles In the "Frankfurter Israellliscbes Fomilienblalt," a popular weekly in the German Jewish community. It was at this time that the teenage Goldmann began making speeches at early Zionist meetings and participating actively In Zionist education work.

Awarded his law degree from the University of Heidelberg in 1920, Goldmann. and fellow Zionist Jacob Klabkin a few years Later founded the E&hkol Publishing Company. Their idea was to Issue a new Jewish encyclopedia incorporating the most advanced research of Jewish scholars oil over the world.

Ten volumes of the Encyclopedia Judaica were published in German and two In Hebrew before the regime of Adilph Hitler halted the undertaking and forced Goldmann to flee to Switzerland.

Following World War II. which Goldmann spent in America, he resumed his project and expanded it to include an English-language edition.

The 15-voliune work has been described as "the most important Jewish publishing event of the 2fMh rwitury."

On a recent hot August day when the cooling system broke down, I was reminded \A Nebraska before the adve nt of air conditioning. Some of those memories made me question the term "good old days" I remember how hot summer could be, especially during some of the drought years in the 1930s. How the shades were drawn as soon as the sun hit the windows, to "keep out the heat." How children were encouraged to play in the basement, where it was cooler, I might add, ours didn't have a rcc room. It was simply a basement, with the usual amcnilies-a furnace, a hot water tank that was automatic only when a match was put to the gas ring, ond a monstrous looking electric contraption that washed the family clothes.

Good old days? Yes and no. I don't know to this day how my mother managed to can bushels of fresh fruit, pickles, Jellies and juices In that kitchen where the temperature must have averaged 100 degrees all summer.

My earliest memories of that kitchen conjure up a picture of a brand new refrigerator which occupied a place of honor. It was a big, while double door GE, with a round wahUls on top." I later learned that the whatsis was called a "monitor top." It didn't matter, because from that wonderful appliance came one meicbel alter another. Ice cubes, for instance. Neat, clean ice cubes that made a glass of water a big deal. Ice cream also came out of that mechanical miracle.

The recipe came with the rcfrigentor, and it was my idea of ambrosia. It seems to me lha. we ate many cold, mllchctilk meals al dinnertime during those hoi summer days. For one thing, the kitchen could be kept cooler, and if we didn't cat meat, we could have that terrific homemade Icecream lor dessert! Ucc cream had always come from the drugstore, where it was hand-packed, or from the tittle Reed's bungalow. Were those five cent cones KEAIXY as (all a* I remember Ihenj?)

We impovised a lot back then. If there was to be company for lunch, and maybe a bridge game, an electric fan was strategically placed lo blow directly across o coke of ice. Crude, perhaps, but an effective early coolant.

Often, at the end of one of (hose sweltering days, we'd read in the paper that somebody had tried to fry an egg on the sidewalk. Generally, it was a World Herald reporter on the comer of IClh and Farnam, and to be honest, I can't ,. recall whether or not It worked. But I do remember it was a regular hot weather occurrence!

Evenings, after dinner. Dad could sometimes be wheedled into taking the family out for a ride, "locool off."

(Those were the days of cheap gasoline.I Sometimes stopped at what might well love been the earliest drive-in; they served root beer in icy mugs. I remember the tiny mugs given to liulckids, free. I also think it must nave been the most delicious stuff in the world, or so it seemed at the time.

The ride usually took us west on Dodge, oil the way out to Elmwood Park, where many w W for a drink of cold sprint; • water. \That's what summer used to be like. Everybody K°l prickly heat, not just babies The first movie houses to air coo) were for special occasions, and a family with more than one electric fan wns lucky. Everything was in slow motion compared with now. It had to be. It was too hot to hurry!

Several days after the outbreak of the Lebanese operation, the American Jewish Joint Distribution Committee (JDC) announced an emergency allocation of $100,000 for relief activities in behalf of the local population of South

Contact was made in Sidon with the Catholic Helief Agency Carilas. Its secretary general for- &nilh Lebanon, had identified low homeless families tonv poranly being housed in Sidon and nearby Khaizaran These families required mattrevscs. cooking utensils, and underclothes. After verification of the request by the J1H' representative, an additional 200 cartons of eooking and eating utensils were purchased nnd delivered to Caritas in Sidon.

arriving on July 26. This included the following: 500 mattresses donated by Kibbutz Zikim in Israel, 1000 blankets donated by "Terre des Homines," and 6000 sets of underclothes purchased in Israel by AJJDC. Altogether, 15 truckloads of relief supplies were sent to Tyre and Sidon over a fourwcek |>eriod. It has been verified that these supplies have been efficiently distributed to 900 homeless families in Tyre, Sidon and Nahaliye, Following the initial emergency phase, JDC has turned its attention to equally critical, but second order relief and rehabilitation activities.

These are predominatly in the area of public health and basic reconstruction.

In the area of public health the following projects have been launched: An emergency campaign to inoculate ail children in South IA'banon against polio became necessary, following the discover}' of three polio cases, two tn Nahatlye and one in Tyre, An inoculation program intended to reach some co.ooo children up to tlw age of y, months was launched on July 27, and was expected to lie completed within two weeks JDC has provided up to 110,000 for the purchase of supplies, rental of minibuses to reach remote villages, and engaging public health personnel. The serum is being provided by the Ministries of Health of Lebanon and Israel Five thousand packets of Oral Kehydrulion solution (OILS) were purchased by JDC from the Hir Zell Pharmaceutical Company for shipment to South lxbanon on AUK I- These are being required for immediate treatment ol dysenteries which have developed among young t/cbanese and Palestinian children, and will be dispensed through Lebanese government and UNVVKA outpatient clinics.

The sum of $10,000 has been ullocated by JDC for the purchase of supplies needed by the eight outpatient clinics in South Lebanon i owned and operated by (he M'banese government and L'NWHA i so that they might resume normal activities in the service of local populations.

The supplies to be purchased include lab equipment and dialysis units.

In the area of prereconstruction activities, the JDC representative concluded a project with the mayor of Tyre in which two bulldozer* and eight heavy trucks contracted for by a local contractor will remove all debris from the 32 worst ttltcs identified by the mayor antl' members of the Tyre City Council.

Jewish leaders to aid Israeli

Now that Israel has smashed the military machine of the terrorist Palestine Liberation Organization and made the towns and villages In the Galilee safe from PLO terrorism and rocket fire, American Jewish leadership Is embarking energetically on an urgent project to raise an Emergency Fund of $200 million for Israel to enable the normal functioning there of humanitarian and cultural services which the government cannot support financially because of the, cost of the Lebanon campaign.

Nobody can say exactly how much the operation In Lebanon — which sent Yaslr Arafat and his guerrillas into exile and dispersion In small groups to a number of Moslem countries — will cost Israel. It is estimated the cost has reached about 13 billion to date. This will affect the restoration of pre-war life in Israel. Significant cuts will, of necessity, be made in government support for social welfare, education and health programs.

The people of Israel will pay, in additional taxes, about II .5 billion of the cost of the war. They cannot now bear the financial weight of the services for social welfare institutions, Including even services for the aged and handicapped. The government is also not in a position to contribute $73 million a year for the maintenance of the five universities in the country, and will be unable to subsidize other educational programs.

The burden of sharing the cost of meeting humanitarian and cultural needs — of helping to maintain the quality of life in Israel — must therefore fall upon world Jewry, primarily upon American Jewry. If three million Jews in Israel will pay $1.5 billion in additional taxes to bring the country back to normal life, would it be too much to ask the six million Jews in the United States to participate with $200 million in maintaining the quality of life in the Jewish State and prevent the distortion of the very nature of Israel's society?

This is the question posed by Jewish leadership in this country. The embarkation on a campaign for $200 million for an Emergency Fund — in addition to the regular contribution to Israel through the United Jewish Appeal and Jewish Federations — is the answer given to this question.

Top leaders of the United Jewish Appeal, Council of Jewish Federations and the American Joint Distribution Committee are actively engaged in seeking to obtain successful results for the Emergency Fund campaign, and they ere optimistic. They made initial visits to a number of larger communities and established that these communities are determined to participate in the sharing of post-war restoration of normal life in Israel.

Already, 16 large Jewish communities have adopted the Emergency Fund campaign. The New York Federation has approved a $50 million goal for the fund and has advanced $25 million in cash to Israel for humanitarian needs. The communities in Cleveland, Chicago and Los Angeles have each contributed $1 million to the campaign from their endowment funds which are used outside of regular allocations. Detroit, Baltimore and Pittsburgh have similarly followed with special large contributions to the Emergency Fund from their endowment funds.

The president and executive vice-presidents of the U3K, and JDC, together with other top leaders, have made a special trip to Israel and also visited Lebanon to assess the situation. Upon their return to the United States they lost no time in initiating personal visits to communities in a number of cities to stimulate their participation In the Emergency Fund. In five days they visited six cities with good results. They established that the American Jewish community is firmly united — not divided — on the importance of aiding Israel to maintain the quality of its humanitarian and cultural programs.

There has been confusion in the minds of some people in the communities during the military developments in Lebanon, due primarily to biased reports in the media based on information from Syrian and PLO sources. This confusion evaporated to a great extent when the PLO was defeated and its terrorists driven out of Beirut together with their leader Arafat, and dispersed In small groups in other Arab countries. More than 30 communities In the larger cities and 55 smaller communities are now sending missions to Israel to Etudy on the spot the consequences of the war. The UJA is seeing to it that missions to Israel should proceed every week.

B'nai Mitzvah llyBenGallob NEW YORK, (JTA) - A number of measures to strengthen legal safeguards In New York State for purchasers of kosher products — including what was described as a landmark requirement for registration of kosher delicatessens for the first time — have been signed into laws by Governor Hugh Carey.

They are the first such kosher consumer projection laws in the United States, Rabbi Schulcm tlubin, chief supervisor of the kosher law enforcement division of New York State's Department of Agriculture and Markets, said today. The division, which has a staff of roving inspectors, is responsible for Implementation of the state's wide range of such protection measures.

The new laws also deal with meat and with poultry and parvc products. The latter refer to products which contain neither meat or milk Ingrrcdients and can be used with cither category.

Rubin said there are more than 200 kosher delicatessens in new York State. Under a law signed July 21, which will take effect September l, operators and owners of the delicatessens will \ be required to register the name of the individual who provides the rabbinical supervision which assures that the delicatessen Is kosher. tic said a registry will he in place in his division'office

by September 1 for. such registration. The law also will require registration of the name of the endorsing

rabbi at slaughterhouses.

That registration requirement applies to supervision of nonprepackaged mbat and meat preparations. Each such piece of meat or carcass has a tag indicating the name of the ritual slughtcrer, as well as the stamp of the federal Department of Agriculture.

He said that since every meat wholesaler handles both kosher and non-losher meat, the wholesalers must register with his division the name of the person assuring that his kosher meat is actually kosher. If there is no rabbinic supervisor in the plant of the wholesaler, the owner assumes the responsibility and must register accordingly.

Rubin said another bill, which will become law December 1, requires the dating of kosher poultry which has not been cvisernted, soaked and salted Immediately after, ritual slaughter. He pointed out that since Israel's birth as a state, the United Nations has changed dramatically from about 50 member states in 1943 to 1S7 at present.

"Sixty to 60 of these new states were created out of the urgency for Identity and a good number arc ruled by former terrorists," he said.

Mr. Klutznkk said that as a Jew he had a right and a duty to call for political discussion and that he would continue to do so.

"The real issue is not whether the Palestinians ore entitled to their rights but how to bring this about while securing Israel's security and regional stability."

Mr. Klulznick said that in order to Understand current events, it is necessary to read and study Jewish history.

He went back in time (o about 70 At), when the Roman* were preparing their last attack against the Second Commonwealth.

"There was an enormous Jewish Diaspora in Alexandria and fiomc but only Jews that came to the defense of Jerusalem were the accidental few hundred who were on vacation there."

He said, "There's a lesson there" for one to understand that this Commonwealth had little or no support from the Diaspora.

• In contrast, he described today's Third Commonwealth in which transportation and communication arc easily available "Israel is alive today because six million Jews in the United States ami five million elsewhere gave solid support from their centers of influence."

The world lias changed drahtically since I'illi, he said, adding that were it not for Czech arms Israel would not have been able to win its War of Independence.

"We forget," he said, that the United States did not supply arms directly to Israel until 1061.
