' So even if we could eliminate all beverage cans and bottles, 80% of the litter would remain - mostly cardboard, paper and plastic Items But there is another method of litter control which has worked much better than forced depoeit "bottle bills." This approach is a "comprehensive litter control law " Washington State has such a law, and it has worked well Total litter was reduced by 66% four years after the law went into effect' By contrast, Oregon's official state study says litter was reduced only 10 6% a year after their "bottle bill" law went into effect. ' A subsequent study for a can manufacturer found a reduction of 3% after five years ' In the next session of the Nebraska Legislature, a comprehensive litter control law will be introduced We urge you to support it, and to vote against Propoaition 301, the "can and bottle bill." Panage of Propoation 301 will indefinitely postpone a solution to our total litter problem.
