Israelis Huntber Nearly 3,009,080 Israel's permanent population in July this year totalled 2,882,200, of whom 415,300 were non-Jews. Statistics published last week showed that the Jew: ish .birth-rate rose in 1968 to 22.8 per thousand, as against 21.5 per thousand in 1967. The total- population rose during the year by. 65,000, of whom 51,000 were Jews. Israel's Jews have a life expectancy among the highest in the world—69.8 for men and 73.4 for women. The Arabs of Israel trail only slightly behind: 68.4 years for men and 70.9 for women. By contrast, Arabs in Israeli-occupied and former Jordanian territories have a life expectancy of only about 50 years.

Critics of that analysis point out that two of the Alignment's seats went to Former Premier David Bcn-Gurion's State List, which won t h r e e seats-as against one in the sixth Knesset. Of Gahal's: additional four or five additional seats, three came from its dissident Free Center faction which dropped from four seats to one. Thus the actual shifts of strength in the two major political groupings involved only two or t h r e e seats.

Israeli analysts did a g r e e that the voters gave the Alignment carefully limited, support apparently out of fears that a political c o l o s s u s m i g h t emerge that might subjugate : the country. It appeared generally that the voting Israeli accepted the thesis propounded by the Government that peace-does not depend on what Israel says but on what the Arabs do. Thus, the vast majority gave their votes to the p a r t i e s which have ruled Israel since . the 1967 war. These parties stand for a retention of the cease-fire situation on the basis of reciprocity and for making no sweeping changes in the status of the Israeli-held territories until a 1 decision on their future can or must be••taken.--.-/--
