ELLEN O’BRIEN STAFF WRITER Abill that would add anti-Semitism to the list of crimes reported by the Arizona Department of Public Safety (DPS) and adopt a new definition of anti-Semitism is currently making its way through the Arizona House and Senate. Arizona Senate President Karen Fann introduced Senate Bill 1143 and Rep. Alma Hernandez introduced House Bill 2683 in January. The identical bills would require DPS to collect information on crimes that are motivated by anti-Semitism, in addition to current requirements to report on crimes motivated by prejudice based on race, religion, national origin, sexual orientation, gender and disability. “It is difficult if not impossible to ensure that data being collected on anti-Semitism is valid in the absence of an objective, standardized definition,” said Jake Bennett, director of state legislative affairs for the Israeli-American Coalition for Action. “Senate President Fann and Rep. Alma Hernandez have very good relationships with the Jewish community. They were very concerned about the rising tide of anti-Semitism and decided to proactively take up the issue.” The bill provides an important framework for understanding and tracking hate crimes, said Paul Rockower, executive director at the Jewish Community Relations Council of Greater Phoenix. “It’s meant to be a way of helping people in law enforcement to understand what anti-Semitism entails and how you can frame that in the context of hate crimes,” Rockower said. “In part, that’s important ELLEN O’BRIEN STAFF WRITER The 2019 Jewish Community Study shows a growing population that is active in charitable giving and generally agrees about the importance of living an ethical and moral life but disagrees on issues ranging from attending Jewish schools to the Israeli-Palestinian peace process. USE Society, the Jewish Federation of Greater Phoenix’s newest group, is filling the gap in professional development “Programs for professional women almost always include how to balance family life and your career, how to be a woman in the business world, things like that. That’s valid, and it’s very important, but that is not what we wanted this to be,” said Jaime Fox, development associate at the Jewish Federation of Greater Phoenix. “This group gets the same topics, the same opportuni- ties that men’s leadership and business panels would showcase. This is career-focused events and networking.” FUSE is a collaboration between the Federation and Fennemore Craig, P.C., a regional law firm with offices in Phoenix. Fox credits Courtney Beller, the director and vice chair of business litigation at Fennemore Craig, with making FUSE reality. “There was nothing really focused on helping women in the Jewish community succeed professionally,” Beller said. “I felt like there was a really big need and it didn’t exist, so I wanted to take The group will hold a wine, nosh and networking event at a private home on Feb. 18, featuring a short presentation by Beller and Rabbi Elana Kanter. ELLEN O’BRIEN STAFF WRITER An Arizona man associated with a neo-Nazi group was among four arrested on Wednesday, Feb. 26, and charged with conspiracy to threaten and intimidate Mala Blomquist, the editor of Arizona Jewish Life, and an unnamed member of the Arizona Association of Black Journalists. All four
became active in 2016, according to the Anti-Defamation League. The group’s members “are preparing for a race war to combat what they consider the cultural and racial displacement of the white race,” reported the ADL. The group’s propaganda includes references to Charles Manson and Nazi iconography. Johnny Roman Garza, 20, of Queen Creek, Arizona, is accused of leaving threatening, anti-Semitic flyers at Blomquist’s home. The ADL praised law enforcement for taking swift action. “The incident, of course, is unfortunate, but it is an

Adult day care
Adult day care, the supervised care of older adults, provides activities such as meals and socializing one or more days a week during specified daytime hours.
Participants — who primarily have physical and/or cognitive limitations and need physical and/or psychological assistance and a chance to socialize — return to their homes each evening. Adult day care is often used to provide a respite to family members caring for an older person who cannot safely be left alone in the home.

Home-health services
Home-health services, medically related services provided to patients in a home setting rather than in a medical facility (such as a hospital or a primary health care center), include medical or psychological assessment, wound care, medication teaching, pain management, disease education and management, physical therapy, speech therapy or occupational therapy.
Practitioners providing homehealth care aim to help patients increase their ability to perform the daily activities of life. Home-health care can be covered under most insurance programs, but one should always verify the coverage before signing up for this service.
Nonmedical home care
Nonmedical home care helps with the day-to-day tasks of living and
provides some companionship. Such care helps both seniors and their families by taking some of the stress out of daily caregiving.
Nonmedical senior care companies focus on companionship, but also assist with daily needs, such as meal preparation, running errands, medication reminders, light housecleaning, incidental transportation to doctor visits and other nonmedical tasks.
This is currently an unregulated business, so potential clients should vet companies thoroughly before signing up for their services.
Medicare, other insurance
The Medicare alphabet can confuse the savviest consumer. Medicare Part A is hospital/acute care insurance. Medicare Part B covers ancillary services and physician visits. Medicare Part D is a prescription benefit. In addition, there is Medigap (providers include AARP, United Health Care, Aetna, etc.), a type of private insurance that helps cover some costs that Medicare doesn’t pay. In addition, because Medicare doesn’t cover care for chronic conditions, disabilities or other conditions over an extended period, seniors and their families should consider long-term care insurance to cover such needs should they arise.
Senior centers
Senior centers are community agencies for older adults. These centers offer nutritional, recreational, educational, health and legal services.

◆ RESOURCES Arizona Health Care Cost Containment System (AHCCCS)
Arizona’s Medicaid agency, known as AHCCCS (Arizona Health Care Cost Containment System), provides the Arizona Long Term Care System (ALTCS) for individuals who are 65 or older, blind or disabled and need ongoing services at a nursing facility level of care. However, program participants do not have to reside in a nursing home.
AHCCCS (pronounced “access”) uses several contractors to provide long-term care services under ALTCS.
An ALTCS contractor works like a health maintenance organization (HMO). The program contractor works with doctors, nursing homes, assisted-living facilities, hospitals, pharmacies, specialists, etc., to provide care. Each enrollee is assigned a case manager who will coordinate their care. Many ALTCS participants live in their own homes or an assisted-living facility and receive needed in-home services. There are several agencies in the Valley that provide services for Alzheimer’s care. Community-based services, such as Banner Alzheimer’s Institute and the Alzheimer’s Association, provide resources and research to the community. There are also many places throughout the Valley that offer full-time care for a loved one who is suffering from various forms of dementia.

Alzheimer’s Special Care Units (SCUs) exist to better meet dementia residents’ needs and to protect residents without dementia in nursing homes and residential-care facilities. Special care unit growth has become a challenge for Alzheimer’s advocates concerned about the quality of long-term care.
Nearly 60% of nursing home residents have Alzheimer’s or another form of dementia. In recent years, the number of nursing homes that have developed SCUs designed to serve residents with Alzheimer’s disease has proliferated. Special care dementia units now represent one of the fastestgrowing parts of the nursing home business.
Until recently, facilities did not have to meet any specific standards, beyond the nursing home regulations and standards to which all nursing homes are held, in order to promote themselves as being special-care units.
Many facilities did not offer the same services or a comparable level of care, making it impossible for families of Alzheimer’s patients to determine a correct placement for their loved one. Often, the term special care unit was used as a marketing scheme where the only distinguishing factor was that the unit was locked.

HUD housing (Low-income
housing)
Looking for housing options for yourself, an aging parent, relative or friend? Do some research first to determine what kind of assistance or living arrangement is needed, and what health insurance might cover. Then, check the website of HUD (the U.S. Department of Housing and Urban Development) for financial assistance resources and guides for making the right choice. HUD counselors are available to answer any questions. HUD Housing options include apartment living and staying in your home.
Staying in the home: Options include reverse mortgages for seniors, federal housing programs, housing counseling and rural housing loans.
Apartments: Options include apartments for the elderly and people with disabilities, finding affordable rents, public housing, housing choice vouchers (Section 8) and rural rental help.

Meal programs
There are several different meal programs available for seniors in the Valley. The Area Agency on Aging is an excellent resource to find the meal-delivery service in your area. Several private-pay meal-delivery services are available as well. Many of the meal programs ask for a donation or a nominal fee.
Social Security
How survivor benefits work: Currently, Social Security retirement benefits terminate at death. However, if two people have been married for at least nine months at the date of death (except in the case of an accident, which would provide another process through pre-existing insurance policies), a survivor benefit is available to the widow/er. Survivor benefits are based on two factors:
1. The age at which the deceased spouse originally claimed his or her benefit.
a. If the deceased claimed reduced benefits before full retirement age (FRA), the survivor benefit will be limited to the higher person’s actual benefit or 82.5% of the FRA benefit.
b. If the deceased person died before FRA without taking his or her own retirement benefits, the survivor benefit will be equal to the deceased person’s FRA benefit.
c. If the deceased person lived past the FRA or claims after FRA, the survivor benefit will include all the maximized benefits accrued.
2. The age at which the surviving person claims the survivor benefit.
a. If the surviving person claims before FRA, the survivor benefit will be reduced.
b. If the surviving person claims at FRA or later, his or her survivor benefit will equal 100 percent of the deceased spouse’s benefit (survivor benefits do not appreciate past the beneficiary’s FRA).

Centers for Independent Living (CIL) provide nonemergency transportation to medical appointments, jobs, social activities and CIL-related events.
Some CILs also offer travel training, where seniors can learn the overall transit system and how to use public transportation so that they can be more independent in the community. Seniors may be required to pay for transportation services; however, travel vouchers might be available to help defray costs.
The Arizona Statewide Independent Living Council lists the CILs in the state (including Arizona Bridge to Independent Living, see listing below) on its website, azsilc.org. Contact the CIL in your area about the availability of transportation services.

Public Transportation
Various communities offer public transportation, such as buses, Ride Share, route-based shuttle services, door-to-door pick up services and Dial-a-Ride. City or county governments can provide information.

VA Veterans Pension
The U.S. Department of Veterans Affairs (VA) Veterans Pension program provides monthly payments to wartime veterans who meet certain age or disability requirements, and who have income and net worth within certain limits.
Eligibility
In order to qualify, a veteran must have a net worth of less than $129, 094 and not have received a dishonorable discharge. In addition, they must either be at least 65 years old, have a permanent and total disability, be a patient in a nursing home for long-term care because of a disability, or be receiving Social Security Disability Insurance or Supplemental Security Insurance.
In order to meet service requirements, the veteran must have:
• Started on active duty before Sept. 8, 1980 and served at least 90 days on active duty with at least one day during wartime or
• Started on active duty as an enlisted person after Sept. 7, 1980 and served at least 24 months or the full period for which you were called or ordered to active duty (with some exceptions) with at least one day during wartime or
• Been an officer and started active duty after Oct. 16, 1981 and not have previously served on active duty for at least 24 months.
How to apply
A veteran may apply online at va.gov/pension, by mail, in person or with the help of a trained professional. Required documents include Social Security number or VA file number; military history; financial information and financial information of dependents; work history; bank account direct deposit information; and medical information.

VA Aid and Attendance or Housebound benefits provide monthly payments added to the amount of a monthly VA pension for qualified veterans and survivors.
A VA pension recipient may qualify for Aid and Attendance benefits if they require the aid of another person to perform personal functions, are bedridden, are a patient in a nursing home due to mental or physical incapacity, or have limited eyesight. A VA pension recipient may qualify for Housebound benefits if they spend most of their time in their home because of a permanent disability. No veteran or surviving spouse may receive both Aid and Attendance benefits and Housebound benefits at the same time.

Senior housing (Continuing Care Retirement Communities)
Continuing Care Retirement Communities (CCRC) offer residents the ability to “age in place” with the knowledge that they won’t need to move to other facilities for health reasons.
Whereas most retirement communities offer independent living and assisted living only, Continuing Care Retirement Communities provide a continuum
of care that includes independent and assisted living, secured Alzheimer’s care and skilled-nursing care.
Each level of care is provided in a separate building and/or area of a campus and nearly all residents move into the community while living independently (without the need for assisted-living or skilled-nursing services).
Contracts
CCRCs may offer three basic types of contracts: life care (Type A), modified (Type B), and non-traditional (Type C). The primary difference between the first two is the amount of skillednursing care received, without a change in the monthly fee. In the third type, the resident is financially responsible for all care.
Life Care Contracts (Type A)
Life care contracts include unlimited enriched-housing/assisted-living care (if offered by the community) and
unlimited skilled-nursing-facility services, along with independent housing and residential services and amenities. The resident’s monthly fee cannot change due to a change in the level of covered health care needed by the resident (except for normal operating costs and inflation adjustments).
Modified Contracts (Type B)
Modified contracts include independent housing and residential services but include only a limited number of days in a skilled-nursing facility. The number of skilled-nursing days covered in a modified contract may vary, but the contract must include at least 60 days of skilled-nursing-facility coverage, exclusive of Medicare days. As in the life care contract, the resident’s monthly fee cannot change due to a change in the level of covered health care needed during the skilled-nursing-facility benefit period specified in the contract. Modified contracts may also include

an enriched-housing/assisted-living benefit (if this service is offered by the community). If included in the contract, the resident’s monthly fee cannot change due to a need for enrichedhousing/assisted-living services during this covered benefit period. When the contract’s health-care-facility days have been exhausted, the resident must then pay a market or per diem rate if additional skilled-nursing-care days (or enriched-housing/assisted-living days) are needed.
Non-traditional, fee-for-service contracts (Type C)
Non-traditional, fee-for-service continuing-care contracts include independent housing, residential amenities and social activities, and access to a continuum of long-term-care services. The long-term-care services, enriched-housing/assisted-living and skilled-nursing-facility care are available on a fee-for-service or per diem basis. There is no long-term-care benefit included in the contract; the resident pays for long-term care if and when needed.
Senior housing (Assisted Living)
Assisted living is an alternative to the CCRC independent-living concept. It is not appropriate for people who need 24-hour nursing care. Instead, assisted living is more of a philosophy of care that promotes the residents’ dignity.
These facilities provide supervision and assistance with activities of daily living, coordination of services by outside health-care providers and monitoring of resident activities that ensure their health, safety and well-being.

Senior housing (Skilled-nursing/ Long-term Care)
A nursing home is normally the highest level of care for older adults outside of a hospital. Nursing homes provide what is called custodial care and help with their activities of daily living, including getting in and out of bed, and providing assistance with feeding, bathing and dressing.
However, nursing homes differ from
other senior housing options in that they also provide a high level of medical care. A licensed physician supervises each patient’s care and a nurse or other medical professional is almost always on the premises. Skilled-nursing care is available on site, usually 24 hours a day. Other medical professionals, such as occupational or physical therapists, are also available. This allows the delivery of medical procedures and therapies on site that would not be possible in other housing.
Skilled nursing is usually used to describe a Medicare stay for an acute medical condition, such as a broken hip or stroke. Once a resident has completed the therapy for standard recovery covered by Medicare, the resident either graduates and goes home or moves into long-term-care living at the nursing home.
