WELCOME Welcome to Jersey! We are thrilled to be hosting the 2019 Plenary Assembly and hope you enjoy your stay on our beautiful island.

My own background in the post, parcel and distribution industry is extensive, for over 25 years’ I’ve worked in senior positions in Royal Mail and DHL Express, was CEO of Postcomm (the UK’s postal regulator), have provided advice to government and was vice-chair of the European Regulators’ Group for Post.

I am delighted we have the opportunity to host this fantastic event and bring together so many postal authorities.

THE E VE NT PostEurop is the member-driven association which represents European public postal operators since 1993. It is committed to supporting and developing a sustainable and competitive European postal communication market accessible to all customers and ensuring a modern universal service. It is a restricted union of the UPU and participates regularly in UPU related activities.

The annual Plenary Assembly gathers Members of the association to discuss and approve matters pertaining to the governance of organisation. One of the largest recurring events for PostEurop, it welcomes members from 52 European postal administration, dignitaries from the UPU and international restricted unions, CEOs, other stakeholders and postal experts.

Participants look forward to the Business Innovation Forum organised alongside the Plenary Assembly, which provides them with deeper insights into current postal interest areas, from Regulatory issues to New Market Trends. The Business Innovation Forum in Jersey will focus on future Innovations and pitches from a selected number of start-ups that drive convenience in E-Commerce services and enable new services using IT (translated into complex algorithms and Artificial Intelligence, Automation & Robotics applications).

WELCOME TO JE RSE Y Jersey is the largest of the Channel Islands, sitting in the English Channel, just 14 miles off the coast of France.

A self-governing dependency of the United Kingdom, it benefits from a mix of both British and French cultures.

JERSEY POST

The island-wide postal service became available.

Jersey’s postal service was introduced and regular weekly sailings to Weymouth were established.

Charles William Le Geyt was appointed as the first Postmaster. Everyone who was due post would have to call at his house in St Helier for their letters.

1794

1829 1798 Le Geyt appointed Jersey’s very first letter carrier, Mary Godfrey who delivered letters around St Helier. Mary worked for the post office for 45 years in total.

Jersey was the first place in the British Isles to erect freestanding roadside post boxes. Anthony Trollope, a surveyor for the General Post Office recommended their introduction to improve postal services.

1862 As the island’s postal service steadily grew, official uniforms were issued to postmen and women.

1852

1873 The first train that left St Helier for Gorey carried a bag of mail.

1830

Red stipulated as the official colour of post boxes in order to make them more visible to the public.

1874

‘Jersey Penny Post’ was introduced, allowing residents to send a letter for one penny.

• Partners with Homecall Limited to further develop and deliver Call & Check.

• Invests in A2B Limited, a mail and fulfilment solutions company based in Hong Kong and China.

• Jersey Post Global Logistics launches offering logistical services around the world.

Jersey government took over responsibility for the postal service in Jersey and the Bureau began to produce its own stamps.

Joe Murphy was the first postman in Jersey to deliver mail by bicycle.

1920 1918

Oscar Filleul Mourant worked to keep the island’s postal system operating during the occupation.

1930 The island’s postal service started to acquire motorised vehicles.

Jack Counter, a private in the 1st Battalion during the First World War was awarded the Victoria Cross in 1918 for carrying vital messages on the battlefield, after seeing five runners killed before he volunteered.

He came to Jersey with his regiment in 1919 and when he was demobilised in 1921 he returned to the island to work as a postman.

Jersey Airport officially opened and mail arrived into the island by air for the first time.

1937

2004 1997 ‘Promail’, a mailing house, was put into operation to handle printing, enveloping and destination sorting work.

1940 1952 One of the first post boxes to bear the EIIR cipher was unveiled in St Helier, on the site of one of the first pillar boxes.

Jersey Post Logistics was recognised internationally at the World Mail Awards when it received the ‘Award for Enterprise’.

1969 1970 Jersey stamps became highly popular with collectors and the Jersey Philatelic Bureau saw a boom with standing order customers exceeding 50,000 in numbers.

The first letter sorting machine was introduced together with code sorting desks at Mont Millais.

1991

The postal operation moved to purpose built headquarters at Rue des Pres Trading Estate.

1996

Two women became full time ‘postwomen’, making them the first two female postal delivery officers in Jersey since Mary Godfray.

1993

1990 Postcodes were introduced.

1971 The rapidly growing postal operation moved from Broad Street to Mont Millais.

JERSEY POST INTERNATIONAL LIMITED WAS ESTABLISHED IN 1969 AND INCORPORATED IN 2006.

Skillweb Deliver has allowed Jersey Post to implement a greater range of value-added services. SecureDrop enables a resident to nominate a safely accessible, weatherproof location within the grounds of a property, which can be used when they are not at home. A network of parcel lockers has also been integrated with the tracking system, so registered customers can be alerted when an item is received and provided with a unique pin code to gain access.

Part of Jersey Post’s strategy to better serve residents is the rapid enablement of eCommerce retailers who had previously found delivery to the Channel Islands a challenge. By helping them to gain access to this lucrative market of over 100,000 local residents on Jersey alone, they have introduced new services that were previously not available.

Strategic partner, Skillweb has continually enhanced its advanced parcel management solution to keep pace with changing delivery needs and provide the infrastructure to quickly engage business partners. This has leveraged Jersey Post’s significant investment in automated parcel sortation and its close and electronically integrated relationship with Jersey Customs.

Jersey Post is using mobile workforce and item tracking solution Skillweb Deliver to underpin the solution. In particular, the software has enabled the deployment of a range of new innovations that enhance final mile delivery and streamline operational processes. As a result, Jersey Post has improved choice and increased first time delivery success, while handling an additional 46,000 parcels a month without the need for any additional labour and reducing Average Unit Cost by 54%.

Meanwhile, Jersey Post is using Skillweb Deliver to streamline customs clearance for time critical and urgent deliveries. The software is helping to automate the processing of shipments, so the letter and parcel delivery provider can speed-up clearance times, avoid unnecessary delays and enhance the last-mile experience.

“The customs integration will enable Jersey Post to create frictionless clearance for time critical work and support business development moving forward,” explains Niall McClure, Managing Director of Postal and Logistics at Jersey Post. “Our aim was to create a seamless and rapid advice process, so our retail customers have complete peace of mind that we can meet their exact delivery requirements. This latest development has resulted from our desire to operate quicker and more effectively for the benefit of our clients and the island’s residents.”

Along with providing the Skillweb Deliver software platform, strategic partner Skillweb is engaging directly with the Jersey Post operational team in a programme of continual improvement. This means they are actively identifying areas within the operation that could further benefit from technology innovation, which will ultimately increase efficiency, enhance customer service and improve postal team satisfaction.

Ice Age visitors, occupying forces, languages and local traditions, have moulded Jersey’s unique history over time. From World War II bunkers to ancient burial grounds, farmhouses, castles and caves, the island offers much to discover, with many local organisations, including Jersey Heritage, The National Trust for Jersey and the Channel Islands Occupation Society, working hard to tell our island’s story.

The Channel Islands were the only part of the British Isles to fall into enemy hands when German forces occupied them between 1940 and 1945. Many of the coastal military zones and inland sites are still visible to this day. Many are open to the public, allowing visitors a glimpse at what life would have been like during that period. The surrender of Germany was announced on the 8th May 1945 with the official arrival of allied forces on May 9th, our Liberation Day. The Jersey War Tunnels complex, in a former hospital excavated by slave labour, documents the island’s 5-year German occupation during WWII.

MONT ORGUEIL

Jersey Museum & Art Gallery presents history from 250,000 years ago when the first people arrived in Jersey and continues through the centuries to explore the factors that have shaped this unique Island and the people who live here. Visitors can find out about Jersey’s link with the English Crown despite being so close to France; listen to Jèrriais (Jersey-French) being spoken; learn about the Island’s traditional farming industry and watch fascinating archive footage of the early years of tourism.

Mont Orgueil Castle has cast its imposing shadow over the beautiful fishing port of Gorey for more than 800 years. One of the finest examples of a medieval fortress in existence, Mont Orgueil has witnessed many of the critical events that have shaped Jersey’s history.

The Story of Jersey exhibit has won the Visit England ‘Best Told Story’ Accolade. The exhibit includes a short film on entry to the museum and an illustrated ‘Journal of Jean Chevalier’ iBook, which can be read on an iPad mounted next to the actual 1,000-page manuscript that Jean Chevalier wrote from 1643 to 1651, during the English Civil War. The iBook describes the life and times of Jersey during this turbulent era.

Specially commissioned artwork teaches the story of the castle, and exhibits include the medieval ‘wheel of urine’ and the ‘witchcraft’ exhibit. High on the battlements, with their commanding view of the surrounding hillsides and distant French coast, stand wooden soldiers who ‘guard’ the Castle.

Elizabeth Castle

The castle possesses a network of staircases, towers and secret rooms to discover gruesome tales and hidden treasures, surrounded by breath-taking views of the French coast.

ELIZABETH CASTLE Built on a rocky islet in St Aubin’s Bay, Elizabeth Castle has defended Jersey for more than 300 years. An amphibious Castle Ferry delivers passengers from the beach, or you can walk out along the causeway at low tide.

Elizabeth Castle is steeped in Jersey’s history. Battlements date back to the 1590s when Sir Walter Raleigh was Governor of Jersey from 1600 until 1603. The grounds gave refuge to King Charles II during the English Civil War, and the bunkers were re-fortified to command the sea approaches to Jersey during the German Occupation in World War II. There is also the hermitage where St Helier is thought to have lived around 550 A.D, and Living History demonstrations to teach what life was like for the soldiers who were garrisoned here.

BOTANIC GARDENS AT SAMARÈS MANOR

Discover Jersey’s maritime past in this uniquely interactive museum where you can see, touch, hear and even smell the exhibits.

The Botanic Gardens are a privately owned development of gardens created in the 1920s by Sir James Knott. The gardens are diverse in style, extensive, tranquil and peaceful including a renowned herb garden and Japanese garden. The manor house and a rural life museum are open to the public.

Jersey’s landscape and history have been shaped by the sea, and this museum tells the story of the Island’s unique maritime environment and rich seafaring past. Set by the historic harbour of St Helier, the Maritime Museum is all about seafaring, navigation and the elements, told through the stories of Jersey people.

The Maritime Museum brings alive Jersey’s maritime past with interactive exhibits, teaching how to design and float a ship, offering songs and stories of the sea, and telling the Island’s myths and legends.

LA HOUGUE BIE La Hougue Bie is one of the ten oldest buildings in the world and features one of Europe’s finest passage graves where you can learn about life in Jersey’s Neolithic community 6,000 years ago. A medieval chapel sits on top of the prehistoric mound and dolmen dominating this tranquil and spiritual site. Unlike many other dolmens, you can stand inside the chamber of the passage grave and feel the heart of this place of worship.

Ancient treasures are kept in the geology and archaeology museum, including coin hoards, axes, swords and spears. Also on site is a command bunker built during the German Occupation, housing a unique memorial to the slave-workers who were brought to the Channel Islands by invading Nazi forces during the Second World War. La Hougue Bie is also home to the world’s largest Celtic coin hoard.

The display shows some of the gold and silver treasures found in the hoard and conservators can be watched painstakingly excavating more coins and treasure from the hoard.

Wealthy shipping line owner, Sir James Knott, created these unique gardens, which have always offered exceptional planting conditions, in the 1920s. In recent years they have undergone further development and diversification, creating new gardens and introducing unique plant collections.

The herb garden was the inspiration of garden designer John Brookes.

Its design, which now incorporates the rose and lavender garden, can be best appreciated from the viewing platform. Culinary, fragrant, cosmetic and medicinal herbs are planted in large blocks within an abstract array of gravel paths.

HAMPTONNE COUNTRY LIFE MUSEUM Hamptonne Country Life Museum gives a unique insight into the rural life carried on in Jersey for centuries. The house and farm, which date back to the 15th Century, are brought to life with characters from the Island’s past. Old crafts and quirky traditions from the resident Goodwyf or Manservant can be discovered in the orchard.

During the summer, visitors can meet the Hamptonne calves and piglets in the traditional farmstead. Syvret House at Hamptonne Country Life Museum has recently undergone a major refurbishment, and the newly decorated and furnished farmhouse gives a unique window into 1940s rural life, including; agricultural traditions, day-to-day family life, language, religion and the experience of the German Occupation.

• Jersey is less than one hour away from UK airports, such as London Gatwick, London City, Southampton, Liverpool, Birmingham, Cardiff • There are regular flights to Jersey from Gatwick Airport through British Airways and EasyJet. Flybe also flies to Jersey from various destinations • Many flights and good connections from Amsterdam, Paris CDG, Munich, Frankfurt, Geneva, Zurich, Dublin • Ferry available from St Malo Eurostar to St Pancras, then Thameslink trains to London Gatwick We will be arranging coaches from Jersey Airport once we have received flight information from all attendees. There are also taxis and public buses available from the airport. Taxis cost on average £15-£20 and take roughly 20 minutes, depending on traffic. The number 15 bus runs regularly from the Airport to Liberation Bus Station, which is only a short walk to the Radisson Blu Waterfront Hotel. Jersey has one of the largest tidal ranges in the world, and at low tide, the island nearly doubles in size. The tidal gyre doesn’t just create an ever-changing backdrop as the island turns from turquoise bays to rocky ‘lunar’ landscapes at low tide, it also creates low water habitats for rare sea creatures like ormers, related to abalone and prized as a delicacy in many cultures. Jersey is the furthest north they are found.

Although Jersey’s currency is sterling and traders accept UK money, the island has its own Jersey notes and coins, including a pound note.

TEN MINUTES FROM THE SEA

Charles II spent several years in exile on the island and it was in Jersey in 1649 that he was proclaimed king. In recognition of the island’s help, King Charles II gifted several parcels of land in the colonies to the island’s Bailiff, Sir George Carteret - one of them became the state known as New Jersey. It’s been calculated that Jersey would fit 189 times into New Jersey - 95 times if the tide is out.

Jersey is nine miles long by five miles wide, that’s smaller than Greater London. Yet despite our small size, Jersey has over 500 miles of roadway including our 15mph Green Lanes. Therefore, wherever you are on the island, you are never more than ten minutes away from the sea. Jersey’s St. Brelade’s Bay Beach was voted third best-rated beach in the UK in the TripAdvisor Traveller’s Choice Awards 2019!

THE JERSEY COW The Jersey cow is the second most popular cattle breed in the world!

The purebred Jersey cow originated from the island and Jersey cows can now be found as far afield as India, South America, USA, Australia and New Zealand. Our cows are famous for their rich and creamy milk.

Our cows have also been to incredible use by Jersey Overseas Aid (JOA), transforming thousands of lives by introducing Jersey cows to some of the world’s poorest communities. Their milk yield and vitamin quality improve whole families’ nutrition, while also providing them a product they can sell.

OLD JERSEY

JÈRRIAIS Jèrriais is the traditional language of Jersey and is closely related to French. It’s an integral part of Jersey’s heritage, as it used to be Jersey’s first language. It was important during the Occupation, as locals could talk without being understood by the Germans. The language is still evolving: new words are added to the Jèrriais vocabulary just as they are in English. According to the 2001 census, 2,874 people spoke Jèrriais (this is around 3% of the population; although about 15% have some understanding of the language).

Weather: Jersey enjoys one of the best sunshine records in the British Isles. It is the most southerly of the British Islands and has an enviable climate that is usually sunnier than mainland Britain. In October, the average temperature is 15°.

Required travel documents: Travelling from the UK, you will require a passport or driving license. Travelling from abroad, all British citizens must show a valid British passport and all European Union (EU) and European Economic Area (EEA) nationals must show a valid passport or identity card to immigration control on arrival in Jersey.

All non-European and non-EEA nationals who arrive from abroad must show a valid passport to immigration control on arrival.

You may need a visa depending on your nationality. The Jersey visa requirements are aligned to the UK visa requirements. You may be refused entry to Jersey if you don’t have the necessary visa. This applies to all passengers regardless of age.
