Northeast Iowa Community College’s Quest for Success.

When Northeast Iowa Community College (NICC) President Penny Wills arrived in 2004, work had just begun on a new accreditation process, Action Quality Improvement Projects (AQIP), through the Higher Learning Commission.

Under President Wills’ leadership, the college has made great strides in its quest for success. By tying the college’s annual budget process to strategic planning, the college is matching its limited funds to the programs that will have the largest impact. In addition, the college has developed a grant and advancement office to help diversify and find additional resources to maximize its success.

The College receives $750,000 in grant funding from IJobs to help fund the library project on the Peosta campus.

From the dedication to meet the ever changing needs of our stakeholders to the stewardship of our financial, human and environmental resources, Northeast Iowa Community College is living its values of service, respect, innovation, stewardship and integrity every day.

Throughout this report you will find what we are doing with the bond levy funds you so graciously entrusted to us on December 11, 2007. The decisions we make now will impact our students for years to come, and this is not something we take lightly.

The College is also concerned about its environmental resources. From the little things we do to save money to adding Geothermal in our new student center, we are making a difference. You will also read about how service is incorporated into our curriculum, teaching students the value and importance of giving back.

Through innovation and collaboration with our business and workforce partners, we are breaking down barriers for students. Staff at the IowaWorks center assists job seekers with training, re-training, educational services and career help all under one roof.

The College is at a pivotal point in its history. We have our largest enrollments ever, but we are also facing our lowest level of state funding in years. We are being called upon by our federal and state leaders to be agents of change in an educational revolution that calls for new programs and curriculum to meet the needs of the 21st century workforce.

Since 1981, the Northeast Iowa Community College Foundation has supported the College with financial resources that are so vital to its success.

Whether it be funding for programs, infrastructure, technology or student scholarships, the Northeast Iowa Community College Foundation is committed to finding resources for college projects in which other sources of funding are unavailable.

Only one-third of the College’s costs are covered by state general aid and about one-half is covered through tuition. The goal of the Foundation is to cover the remaining gap so that an affordable education is open to everyone.

In this report, you will find examples of donors who have created endowments to provide students with scholarships into perpetuity. You will also read about the College’s newest alumni inducted into the Hall of Fame. These alums represent thousands of others who have graduated from NICC and are doing great work in our communities.

With your generous support the Northeast Iowa Community College Foundation will continue to give scholarships and grants to ensure excellence in our curriculum, students, faculty and the infrastructure and equipment that supports them.

“This family truly needed the help and what our students did to help them definitely made an impact,” said Popp. “Later that same day, they saw the family at the soup kitchen our students were volunteering at, and the family thanked them again.”

Service learning benefits others in need and develops NICC students’ intellectual and spiritual growth. Confronting the effects of economic hardship in the community helps students learn to express their humanity and to make a difference in the lives of others.

Part neringt o ConnectWorkers t o Jobs Northeast Iowa Community College (NICC) and Iowa Workforce Development (IWD) make the difference for area workers seeking employment, training and re-training, and a fresh start on a new career. Now Dubuque-area community members have all the services they will need in one location.

In 2008, NICC completely renovated an under-utilized floor of the Town Clock Center for Professional Development, in Dubuque, to include offices for a One Stop workforce center, consisting of staff from IWD, East Central Intergovernmental

The Town Clock Center for Professional Development location is one of only five One Stop centers in Iowa. The agencies renamed their combined operations IowaWorks.

services NICC celebrated the center’s official opening with a ribbon cutting ceremony held on Wednesday, Oct. 7. The Dubuque Chamber of Commerce and Dubuque Ambassadors joined city, business and workforce development leaders to applaud the completed development on the facility’s third floor.

The City of Dubuque worked with NICC during construction to include a walkway to connect an adjacent parking ramp to the offices on the upper level. The walkway accommodates clients who have disabilities and need access to the centers services.

IWD’s One Stop centers in Decorah, Manchester, New Hampton and Oelwein are staffed by many agencies including NICC. In 2008 alone, the centers offered multiple services to over 28,000 individuals and posted over 4,500 job openings for area businesses. At IWD’s previous location on Iowa Street, in Dubuque, the workforce development team provided employment services to over 15,000 individuals annually and the cramped quarters hindered IWD’s ability to expand its services to a larger group of job seekers.

The passage of the $35 million bond levy in December 2007 made the NICC Town Clock Center for Professional Development renovations possible along with additional support from the City of Dubuque.

Creating Educational Dreams

For many years, friends of Northeast Iowa Community College (NICC) have demonstrated their commitment to the educational mission through annual scholarship programs and financial contributions as well as through endowments and bequests. Scholarship endowments are especially important because the initial contributions can be supplemented over time and only interest is utilized, thereby providing scholarship assistance to students in perpetuity. These gifts transform students’ lives by offering an opportunity to earn a college degree.

“Take an area like green jobs in renewable energy and conservation,” stated Lenny Graves, dean of career and technical programs. “To install solar hot water heaters requires heating and air conditioning skills. To make windmills work, you need electrician skills. Likewise, for building trades professionals, knowing how to conduct an energy audit or weatherize a home will be valuable.”

These are skills that NICC is adding to its curriculum and that is why advisory committees from business and industry are so important. Graves added that the College’s new wind turbine maintenance and repair program as well as the chemical technician and computerized numerical control programs will be offered beginning Fall 2010. New lab space and

occupations in the state will require a postsecondary education. Many of these occupations will require less than a four-year degree and are in high-tech areas.

classrooms will also better accommodate current programs like heating and air conditioning, automotive technology, welding, carpentry and construction technology, electrician, diesel mechanics, electronic technology and computer technology.

The remaining building projects will help students stay engaged in the learning process by providing open study spaces and areas for students to gather and connect. These projects also showcase additional space for student support services such as advising, counseling, disability services and the learning center.

The new student center on the Calmar campus as well as the new joint library project with the City of Peosta and Dubuque County will help achieve those goals. The Calmar facility is expected to be complete

by January 2011 and the Peosta project estimated completion date is August 2011.

“NICC will continue to be the leading economic and workforce driver in our community,” said Dr. Wills.

“These projects would not be possible without taxpayer support and will prove to be invaluable as traditional manufacturing jobs transition into those that require more technological skills .”

In addition to supporting area workforce needs, these projects are serving as an economic stimulus program for the region. “Approximately 150 workers are on construction sites at any given time,” said John Noel, vice president of finance and administration. “And

over $7,000,000 has been paid out to contractors since March 1, 2009.”

Noel adds that due to the College’s use of a construction management firm, all projects have come at or below original estimates with very little change orders. That, coupled with the fact that the projects are matched to the long-term strategic needs of the College and plans are reviewed regularly by community members, showcases the commitment of NICC to spending local taxpayer funds both prudently and effectively.

NICC reached a record high enrollment of 4,916 students in Spring 2008. It also has the highest number of part-time students with over 58 percent.

Jim Hosch Memorial Scholarship (Creating Educational Dreams continued from page 7)

Dr. Bruce Meyer Scholarship Dental Assisting students have a new scholarship opportunity to help with the financial costs of college.

An endowment fund, created with a bequest by Dr. Bruce and Cece Meyer, provides funding for students in good academic standing who demonstrate financial need. Dr. Meyer actively participated in students’ learning at the college by offering his dental expertise in clinics and allowing his dental practice to serve as an internship for dental assisting students. Cece Meyer created an endowment of $12,000 for students in the Dental Assisting program shortly after her husband passed away in August 2008.

Over the course of three decades, the vast majority of dental assistants Dr. Meyer hired were NICC Dental Assisting graduates, said Cece Meyer.

“NICC graduates are always well trained, the College has such a good program and we wanted to help produce more quality dental assistants,” she said. “I think Bruce would be glad to know that we provided this endowment for NICC students,” she said.

In its first year, the Regional Academy for Math and Science (RAMS) served 139 high school students in 14 different courses.

In 1999, Jim Hosch and friends of the dairy industry throughout northeast Iowa joined together to create the Northeast Iowa Community-Based Dairy Foundation. Through a strong partnership with NICC and Iowa State University, the foundation opened The Dairy Center in 2000 to strengthen and build the dairy industry in northeast Iowa.

Jim Hosch passed away in June 2008, leaving a legacy of commitment to students in agriculture education and a desire to further the mission of the Dairy Center.

“Jim was a graduate of Iowa State University and worked as the Clayton County Extension Education Director for 43 years. He worked very hard on the Iowa Dairy Story exhibit and getting the curriculum established for the center,” said his wife, Madonna Hosch. “I know there is a real need and I am sure he would have wanted NICC and Iowa State to continue to work together,” she said.

The Jim Hosch Memorial Scholarship Fund is open to all students enrolled in the NICC Dairy Science program and was established through a gift of $5,000 with the intent to add to the endowment. Scholarship recipients will be announced each year at the Dairy Science Banquet.

In 2009, NICC added 1058 new jobs and provided over $10 million in training.

tax revenue and patronage of local businesses. There is also a lesser known story to the financial picture. The NICC economic development team provides training for area businesses and assists local companies grow and improve their bottom line. Collaboration with local and state agencies helps bring new businesses to the region, such as IBM, whose new employees received training locally through NICC. From June through October, the college coordinated training for IBM in several computer science and programming areas. These sessions, which accounted for nearly 450 hours of training time, often make the difference for companies large and small that want to increase their business success, according to Ken Vande Berg, NICC vice president of economic development.

“I think that the training NICC provides for existing companies helps the companies grow stronger. With better skills, management techniques, production processes and efficiencies, businesses become more

competitive and more profitable. Employee training enables them to compete for more business and improve their market share; training positions the companies to grow, thus creating more jobs,” said Vande Berg.

The college demonstrates a solid history of training success for local business. From 1985 to 2009, the college added 11,820 jobs in northeast Iowa and bond sales to provide funding for the training reached $51,505,000. During this past fiscal year 2009 alone, the training NICC coordinated added 1,058 jobs to the local economy and bond sales figures were $10,220,000.

In a tough economy, training budgets and funding for professional development gets trimmed to the essentials. So, where do companies in northeast Iowa obtain funding to develop their employees?

For companies in Iowa, two jobs training programs – the 260F Iowa Jobs Training Program and the 260E Iowa New Jobs Program – are state-funded and assist companies seeking to expand and improve their employees’ skills. NICC works in concert with state and local agencies and individual companies to assess the training need, coordinate the application and proposal and help to secure funding.

NICC provides customized training in a variety of work areas, including manufacturing, welding, customer service, computers and Workplace Lean, just to name a few. NICC makes a good match between each trainer and the company, designs the

Other successful business training stories include Featherlite, Inc., located in Cresco. Featherlite manufactures horse and livestock trailers, car, recreational and customized specialty trailers to fit many diverse customer needs. The company took advantage of NICC training opportunities in Lean Manufacturing, A3 Problem Solving, Value Stream Mapping, Supervision and Six Sigma training. Human Resource Manager for Featherlite, Cindy Helmke said that A3 Problem Solving training in particular boosted morale and created cost savings for the company.

“Our company has saved over $260,000 since we started the A3 training two years ago,” stated Helmke.

“Featherlite employees also get great job satisfaction that they were part of a company change effort.”

Companies looking to improve their employees’ skills and get high quality training at an affordable cost turn to NICC throughout the year. NICC helps local NICC’s economic businesses grow and impact on northeast create job opportunities Iowa is estimated at for northeast Iowans. $215 million annually.

Since 2007, Northeast Iowa Community College (NICC) has honored distinguished alumni with Alumni Hall of Fame induction celebrations held at the Calmar and Peosta campuses. Recipients are nominated by a colleague and go through a rigorous selection process based on career success and service to their community. The alumni chosen to be inducted into the Alumni Hall of Fame fully embodies the NICC values

of service, respect, integrity, innovation and stewardship. Since it inception, 32 alumni have been inducted into the Northeast Iowa Community College Alumni Hall of Fame.
