Delay, Distraction or Dutiful Procedure by Angela Jackson

Carson residents waited three long weeks to find out the official count of the June 2, 2015 Special Municipal Election to fill the empty City Council Member seat. On June 23, 2015 The Carson Courier caught up with City Clerk Jim Dear to discuss the reason for the result delay. According to Dear , “There was no questioning of the validity of votes, that was a rumor. This is the time it takes to do it right. If you rush it you make mistakes.”

When asked about the amount of time taken, Dear shared unofficial notes from the April 7, 2015 City Council Meeting which considers the June meeting schedule changes due to the Special Municipal Election on Tuesday June 2, 2015. The minutes mention three alternative’s for the month of June. The second option mentions opting out of the June 2nd meeting, having the regularly scheduled June 16th meeting,

Obviously, the Mayor Albert Robles had a different option in mind when he stated his disappointment on the process at the June 16th City Council Meeting . “I am thoroughly disappointed that 2 weeks later we still don’t have these ballots counted.” said Robles. Dear challenged the Mayor on June 16, 2015 and threatened to sue the City of Carson for misconduct if they proceeded to install Hilton.

. Apparently, the installation that appeared to take place on the 16th was actually an appointment so the City Council could continue to operate while Dear carefully counted the votes.

At the June 16th City Council meeting Jawane Hilton was appointed to fill the council seat until his foreseeable installation took place the following week. Hilton stated, “What took place last time (June 16, 2015) was an appointment.” On June 19, 2015 there was a Notice of Special Meeting to be held on June 23, 2015 disseminated on behalf of the Carson City Council signed by Dear. On Tuesday when this reporter called to confirm the meeting place and time she was told that there was no meeting.

Obviously, there is a difference in opinion on what the delay in the counting of votes represents. Whether a delay, distraction, or dutiful procedure what is clear is Carson City Officials are challenged with effectively communicating. The people of Carson have a right to know and a right to question all elected officials intention and actions.
