What is a Safety Way Guidance System?

Safety Way Guidance Systems (SWGS) according to ISO Standard 16069-3.17 Safety Way Guidance Systems (SWGS) provide continuous luminous markings and direction information, for safely and effectively guiding people evacuating a location. Non-electrical SWGS, known as Non-electrical luminous egress path marking, and low location escape route lighting systems, are now commonly installed in tall buildings, under the most commonly used code- International Building Code (IBC) 2009, which followed behind the original New York City Local Law 26 R-S 6-1.

Safety Way Guidance Systems shall provide the users of the building with consistent and coherent visual information, so that they can evacuate efficiently from any occupied unit, all the way to a relatively safe area.

Safety Way Guidance Systems can be installed in addition, and as an essential back up to, traditional electrical high-located emergency lighting, and associated high-located escape route signs.

Safety Way Guidance Systems shall be installed and activated in risk situations that have been identified by formal risk assessment. Examples of such situations include, blackout of the electrical exit path and escape route signs, due to potential failure of the power supply to the escape route lighting, the risk of smoke obscuring the exit path and emergency exit doors, or areas not protected by any form of electrical escape route lighting, due to infrequent occupancy.

Components for Non-electrical Luminous Egress Path Marking & Low Location Escape Route Lighting, for Safety Way Guidance Systems Components for Safety Way Guidance Systems are installed to form a comprehensive array of visual elements, predominantly at low level, that clearly identify the boundaries and direction of the escape path, as well as essential emergency equipment locations.

In the event of a fire, smoke can block high mounted signs and luminaires (lights), and conventional electrical systems can and do fail.

Evacuees and first responders may well need to crawl at floor level.

Low location escape route lighting systems, with mid and low-located escape route signs, remain visible in close proximity to evacuees, marshals, rescuers and firefighters.

Obstacles along the escape route are marked with photoluminescent Hazard Warning Tape or Corner-edge Trim Markers, to highlight them in all light conditions; essential if normal or all power fails.

Floor mounted signs can also help in an evacuation, especially if you have difficulty making high mounted exit signs conspicuous, due to overhead obstructions.

Identifying doors along the escape route, especially closed fire doors, using photoluminescent safety signs and frame markings, to clarify the route and the method to open them, is essential on the escape path, for fast and efficient evacuation.

Professionals will refer to the detail in Standards, i.e. ISO 16069, IBC/ICC/IFC 2009 Section 10.24, for the code of practice and good practice for escape route signs. The UK and other jurisdictions also use BS 5499-4.

Guidance Lines The boundaries of the escape path, and perimeter of landings and spaces in stairwells, and any horizontal corridors in the exit enclosure, should be marked with luminous guidance lines. Non-electrical low location lighting systems have been a legal obligation in high rise buildings, offshore oil exploration platforms, trains, passenger ships, and high-risk entertainment premises, for many years. The reasons for this are simple- it works, can save lives, and is the only system that works under all conditions.

If escape paths and stairwells fill with smoke and obscure the lighting, the low location lighting system is a life saver.

This easy to install and cost-effective system, requires no power, and very little maintenance, is easy to clean, and even if it gets damaged in an evacuation, it will still work.

What Standard ISO 16069 States: 5.1.3 Visual reinforcement Escape route signs positioned at low location shall be close to the way guidance lines or be incorporated in the guidance line, wherever practical. Escape route signs located at intermediary level shall be repeated at low location.

5.1.4 Location Low location shall be the principal position for guidance lines, to give perspective over distances of 10m. The height of the low location guidance lines shall be no higher than 300mm from the floor; lower may be preferred.

Intermediate guidance lines may be placed at up to 1.20m from the floor, to provide visual reinforcement and to assist in the identification of guide rails, handrails, or other architectural elements along the escape route. This adds further to the perspective of the escape route over medium observation distances of approximately 10m to 20m.

5.2 Guidance lines Guidance lines, together with the luminous marking of the full frame of emergency exit doors, are the prime components of SWGS. Guidance lines shall be realized by line sources of different sizes and luminance or luminous intensities.

The guidance lines shall be as continuous as possible. No break shall exceed 0.2m, unless there are doors along the escape route.

In this case the wall or floor guidance line may be interrupted, with a maximum break of 1m, or the lines shall be continued on the floor in front of the door. Door leafs shall never be marked with a guidance line.

Wall guidance lines which are interrupted by intersecting corridors, should be continued by using floor lines or by continuing the guidance line on the opposite side of the corridor, starting the guidance line with directional signs. The maximum height of low-located wall guidance lines above floor level shall be 300mm. If a low-located wall guidance line is interrupted, it may be continued at floor level for the duration of that interruption.

An additional horizontal luminous line can be located on the wall at a height between 0.9m to 1.1m from the floor, to show the configuration of the exit route. It is preferable to provide both sides of the escape route with guidance lines. On escape routes up to 2m in width, it may be sufficient to have only one guidance line. This line may be positioned either on the floor or on the wall.

In rooms or open areas escape routes shall be marked on both sides with guidance lines, or the guidance lines shall be used to define a travel path through that area.

The complete range of JALITE escape route signs and products, are designed in conformance with EN ISO 7010; manufactured to exceed current BS and ISO minimum standards, with one design and no confusion with disturbing existing designs used.

When placed at mid or low location, alongside guidance lines or LLL systems, these escape route signs help evacuees move with confidence, along the route to safety through the building. JALITE escape route signs are supplied in many sizes to suit all locations and required visibility distances.

What Standard ISO 16069 States: 5.1.3 Visual reinforcement Escape route signs shall be placed at intervals sufficient to provide consistency and continuity of information.

5.3 Escape route signs 5.3.1 Design SWGS designed to this International Standard, shall use the safety signs E001 or E002, specified in ISO 7010 for emergency exit, together with the appropriate supplementary arrow type D from ISO 3864-3, for directional purposes (see Figure 1).

The escape route sign does not indicate the decisions or direction that should be made on the other side of the door.

Meanings of escape route signs are given in Figure 1.

5.3.2 Consistency of use The direction given by the arrow is used exclusively to indicate the direction of movement of evacuation. Directional escape route signs, (such as those given in Figure 1), shall be used exclusively to indicate the direction to be followed by occupants.

The safety signs ISO 7010 -E001 and -E002 shall always be used with a supplementary arrow, and shall be consistently displayed at all installed positions on the escape route according to meanings given in Figure 1.

All exit signs at emergency exit doors on the escape route, shall be used with an arrow pointing upward, meaning “forward and through from here”.

Emergency Escape & Evacuation Plans & Notices The purpose of emergency escape and evacuation plans is to instruct and inform people of what to do in case of an emergency.

It provides essential orientation in a facility.

In this way, emergency escape and evacuation plans, complement the facility’s emergency and safety management planning, and provide another component of visual information in the Safety Way Guidance System.

Emergency escape and evacuation plans, consistent with the building’s evacuation plans and strategy, should be designed according to BS ISO 23601:2009, and consistently correspond with the safety signs in the building.

BS ISO 23601 is an International Standard, which establishes design principles for displayed escape plans that contain information relevant to: fire safety, escape, evacuation and rescue of the facility’s occupants. These plans may also be used by intervention forces in case of emergency. These plans are intended to be displayed as signs in public areas and workplaces.

These plans shall be required in High Rise Residential Buildings (HRRB) of multiple occupancy, with common escape areas, and used in conjunction with fire action and emergency evacuation notices.

What Standard ISO 16069 States: 5.4.7 Escape and evacuation plan signs The Escape and Evacuation plan sign shall be designed in accordance with the evacuation strategy of the facility, and address the specific needs of the occupants of the premises or part thereof. Escape and evacuation plan signs shall be in phosphorescent material of luminance properties.

The installation, location, and the design principles for displayed escape and evacuation plan signs shall follow ISO 23601.

A floor plan or plans shall be provided on each floor at a prominent place to give information for the orientation of occupants, and to indicate the escape routes and the route to the nearest exit.

Escape and evacuation plan signs shall be located so that they are conspicuous in their environment of use, and sited to ensure that they are accessible and readable to the intended user. These plans shall be permanently fixed.

Fire Alarm Zone Plan A Fire Alarm Zone Plan is a plan of your building, showing all the fire alarm zones in that building. It also shows the building exits, stairs and lifts.

It can be used to immediately identify where any potential fire situation may have occurred; helping to quickly direct the fire service to the origin of the raised alarm.

What Standard BS 5839-1 States: BS 5839-1:2017 states that all fire alarm systems need a zone plan. Without one, it should be noted as a major non-compliance during routine maintenance. It doesn’t matter how small or large your building is, a zone plan is always required.

It is important to ensure that your zone chart remains current and accurate, and that zone descriptions on the panel match those written on the plan.

Stair-nosing Engineered for life safety!

Photoluminescent stair-nosing offers an easy, energy efficient way to illuminate steps, allowing evacuees to easily locate stair edges and risers, for fast and safe occupant evacuation. Evacuees using unfamiliar escape stairways need total confidence in their location, in particular the floor they are on, at any point in time during an evacuation. It is vitally important therefore, that these stairways are clearly identifiable, and that each floor access is clearly numbered.

It will also assist key fire personnel with their evacuation plans, enabling them to quickly locate and identify any potential risk to staff, and visitors, contained within any area in an emergency.

This information must be visible under all lighting conditions.

What Standard ISO 16069 States: 5.1.9 Multi-level facilities SWGS in multi-level facilities shall include a floor/level numbering and stair identification system, on all levels, at each level adjacent to the access point, and exit points within the stairwell.

Obstacles & Hazard Warning Tape Every building is unique. However, in many cases the stairwell provides a protected space for critical infrastructure, such as the fire main and electrical conduit. While an efficient use of protected space, if this infrastructure protrudes into the stairwell, it may pose a hazard during an evacuation in the dark.

5.4.6 Marking of escape routes for the specific use of disabled persons If there are escape routes designated for the specific use of disabled persons, they shall be specifically signed as such. If refuges and equipment for the assistance of persons with special needs are provided, then these shall be specifically signed as such in accordance with ISO 7010 (e.g. ISO 7010-E024 “Evacuation temporary refuge” or ISO 7010-E060 “Evacuation chair”).

The end of the escape route, in a managed evacuation is not the final exit, rather it is at an assembly point or points, where auditing of evacuees and other information may be collected. Charging & Activation of Non-electrical Luminous Egress Path Marking & Low Location Escape Route Lighting, for Safety Way Guidance Systems JALITE products are manufactured to become charged and activated, even at very low levels of light; very quickly compared to competitive products. The property that characterises photoluminescent materials is called luminance decay, and is tested according to ISO 16069, ISO 17398, IBC Code, and the international American Society for Testing and Materials (ASTM) E 2703.

JALITE AAA is classified under ISO 17398 C Class and is third party tested to conform to the requirements of IBC Code 2009 Section 10.24, and New York City Code, when charged/activated with lighting, from light intensity normally associated with emergency lights of only 10.4 lux (1ft cdl) for 2 hours. This performance level is a “worst case scenario” for any photoluminescent system, and indeed should not be taken as the service conditions. Photoluminescent materials always perform dramatically better when they are activated and charged with lighting at normal illumination levels expected on escape paths. The brightness can be increased by factors in excess of 10-20 times, in the critical first 15 minutes when power is lost, if activated with 100 lux or more. Escape paths would normally be illuminated with no less than 50 lux of lighting at floor level, and ideally more under normal non-emergency conditions. Further improvements can be achieved, when lighting is from a light source with a high colour temperature greater than 4500K. Although daylight at 6500K is optimum.
