Strategic Justification
Mr. President, the cost of $1.24 Billion and the projected loss of ~230 American lives is significant. However, without Phase I, a landing of 9,000 Marines would face a 45% attrition rate from unsuppressed long-range SAMs, resulting in over 4,000 casualties and the loss of entire transport ships.
By approving this coordinated strike, we trade high-cost technology and calculated risk for the guaranteed survival of the core maneuver force. We are currently in a "Window of Opportunity" while the enemy’s coastal sensors are in a fixed state.
RECOMMENDATION: Approve Operation Azure Breach immediately to ensure the security of the MEU and the success of the coastal campaign.

1.1 Mission Statement
To neutralize the 3rd Layer (Strategic Long-Range) of the Iranian Integrated Air Defense System (IADS) along the coastal sector to establish a 40-mile "Sanitized Corridor" for amphibious and aerial insertion of the first wave.
1.2 Intelligence Summary: The 3rd Layer
The target layer consists of highly mobile, long-range interceptors designed to deny high-altitude and standoff capabilities.
• Primary Threats: S-300 PMU2 (SA-20 Gargoyle) and Bavar-373.
• Radar Assets: 64N6E2 (Big Bird) for acquisition and 30N6E2 (Tomb Stone) for engagement.
• Capabilities: Engagement of up to 36 targets simultaneously at ranges up to 200km.
• Vulnerability: Dependence on centralized C2 (Command and Control) and susceptibility to electronic saturation.
1.3 Area of Operations (AO)
The coastal strip characterized by rugged terrain and "hidden" TEL (Transporter Erector Launcher) garages within 15km of the shoreline.

2.1 Phase I: The "Electronic Fog" (H-Hour - 4)
The goal is to force the system into "Autonomous Mode," stripping away its data-link advantages.
• Standoff Jamming: Deployment of EA-18G Growler orbits 100km offshore using Next Generation Jammer (NGJ) pods to flood X and S-band frequencies.

5.2 Close-In Protection (Addressing Layers 1 & 2)
While the 3rd layer is down, the 1st (MANPADS) and 2nd (Mersad/Tor-M1) layers remain a threat.
