J

osh Ferguson is a ball of energy, so it makes sense when he confesses he’s only recently become a coffee aficionado.

“I don’t really need the caffeine; I already have enough energy,” he says.

He says his favorite part of bartending at Babalu Tacos & Tapas is meeting people.

“I love talking to people; this job is the easiest way to connect with people every day,” he says. “To know I’ve had a positive impact on someone is nice, and it’s really humbling to be reminded that what you do impacts people immediately and can make their day better. It’s instant gratification.”

Ferguson, 25, grew up in the small town of Columbus, Miss., where he attended Immanuel Christian School, now Columbus Christian School. He then came to Clinton to attend Mississippi College in 2008.

While studying biological research, he helped pay for his education by working three jobs, one of which was at Applebee’s Neighborhood Grill in Clinton.

Finishing at Mississippi College in 2012 with a bachelor’s degree in biological research, a former roommate helped get him an interview at Babalu. He started working there the following week, first as a server and later training as a bartender under Barry Bowron and Danielle Vercher.

Besides the people, Ferguson says his

favorite thing about bartending is learning new skills.

“There’s so much to learn,” he says.

“At least once a week, a customer will ask for something I don’t know about. I want to give people what they want, so I know I’ll always be learning things as long as I’m behind the bar.”

He says he especially enjoys making dessert drinks.

“I don’t really like sweet food; I prefer savory and salty flavors to eat, but I love sweet drinks,” he says.

Though happy behind the bar, Ferguson hopes to learn more about the restaurant industry at large and is exploring opportunities within Babalu in management.

His love of learning is evident in his spare time, too. On his days off, he might be found at Saltine Oyster Bar or BRAVO! Italian Restaurant & Bar for a meal but is equally apt to be diving into a book or even his old college notes and textbooks.

Ferguson also credits moving to Jackson with influencing him to want to use his academic background in the sciences and interest in research to make a larger impact on environmental issues. “I want to help change the way Mississippi’s culture thinks about going green,” he says. “And how clean energy and going green can play into economic growth (in the state).”

On Education, Privilege and Empowerment

P

ayton Head, student body president at the University of Missouri, my alma mater, recently wrote that while walking through campus Sept. 11, a pickup truck full of white guys screamed the word n*gger at him.

“I really just want to know why my simple existence is such a threat to society,” Head, a Chicago native, wrote on his Facebook page the following afternoon.

It wasn’t the first time it happened to him. On university campuses everywhere, the truckload of racist frat boys has become a well-worn cliché. But Head’s experience struck a chord. For one, both of my siblings are undergrads there. Second, I’m familiar with that cliché: Just last week, a former University of Mississippi student was sentenced for hanging a noose and old Confederate-inspired Georgia state flag on the James Meredith statue in February 2014.

Thirdly, it struck a chord because something similar happened to me on the same campus. In fact, 19 years earlier, almost to the day it happened to Head, I was an incoming freshman at the school when my roommate and I attended a welcome cookout at the Black Culture Center on campus.

It was early and the party hadn’t gotten going, so we decided to run out to a chain drugstore just off campus.

When we got to the store, my roommate went to get his stuff; I went to get mine.

With my intended purchases in hand, I went to meet back up with my roommate when I saw him walking slowly in my direction, a couple of store associates a few steps behind.

One of the clerks, who was white and not much older than me, alluded to the fact that my roommate and I had split up, presumably as part of our plot to boost deodorant, toothpaste and condoms.

“We don’t like what you and your buddy are up to, so we’re going to need you to leave,” he said, reaching toward me and

snatching the things I had planned to give them my money for out of my hand.

It’s a good thing that I was momentarily stunned and unable to process what was happening because I might have put my hands on the boy. My roommate, who later went into law enforcement, positioned himself between me and the clerks, whose smirks of satisfaction only enraged me further. That rage was steeped in part in the fact that black kids—especially young men—who “make

In some black churches, whole recognition services are dedicated to young folks going off to school, and many provide scholarships to help pay for books and other supplies.

Shouldn’t special people be able to buy deodorant in peace? Shouldn’t all people?

In the case of my roommate and me, we promptly returned to the Black Culture Center and recounted the confrontation to the presidents of the NAACP campus chapter, the Legion of Black Collegians, the black student government organization and black faculty who attended.

Hell was raised. The editorial boards of local newspapers expressed outrage on our behalf. We were invited to speak about the experience at campus events. There was talk

of a race discrimination lawsuit. In the end, we got an apology from the store’s general manager. Of course, I never stepped foot in the place for the rest of my time in school.

That wasn’t the last similar thing that happened to either of us in my time there.

After the first one or two, racial micro-aggressions become a fact of life for black students at predominantly white institutions. Contrary to belief, Jesse Jackson and Al Sharpton aren’t called to handle every one of them; we mostly shrug them off or trade them like war stories over dorm-room spades games.

Head was widely heralded for bringing attention to the fact that, yes, racism is also very much alive and well at predominantly white campuses above the Mason-Dixon Line. In my mind, the bravest thing he did was to later tell the Washington Post: “It’s not a Mizzou issue. It’s a societal issue. And very few people are privileged to have the voice to speak up that people will listen to.”

He’s right that people were willing to listen because it happened to a person of relative privilege. It was refreshing to see because college-educated, “upwardly mobile” and professional black folks don’t acknowledge their own privilege enough.

The reason for that is simple: A lot of us also buy into the false notion that people get to where they are in America through their own hard work, sweat and intelligence alone.

Sure, I’m a hard-working dude, but my parents’ decision to get up out the ’hood—move out of the inner city—and provide a life for me that they didn’t have is as much to thank for whatever success I’ve had as whatever talent I might have been born with.

My family didn’t have to worry about where our next meal was coming from or struggle to keep the lights on so I could do my homework, make good grades, perform well on tests, get into advanced-placement classes in high school, get college scholarships (in education-policy circles, they’d call these

positive educational outcomes) and, years later, have a platform to write this column.

Meanwhile, cities are still hurting in this regard. Population declines have hit schools the hardest. One of my first jobs in this business was working for a political talk-radio host during a period when the St. Louis public-school district hired a “turnaround firm” that recommended shuttering neighborhood schools where enrollment had sunk to levels that in some cases made turning the lights on a break-even proposition. A hunger strike to protest the closing of a high school ended a few days ago in Chicago. The past few years in Mississippi, the most poorly educated state by many metrics, schools have been caught in the crossfire of ideological wars over budgets, school-funding equity, charter schools and Common Core.

At the heart of these fights is a question of student achievement: What, really, are we hoping to accomplish with higher test scores, high-school and college graduation rates— more black attorneys, doctors, engineers and other upwardly mobile professionals? Then what? Any discussion about education that ends with fat bank accounts and getting out of (and forgetting about) the ’hood is a wasted opportunity. When college-schooled and upwardly mobile black professionals are leading that conversation, I wonder whether they actually received an education at all.

Mississippians have been fighting unique battles over education for a long time.

The jury’s out on whether the charter-school experiment will work, whether Jackson’s public schools can right the ship, whether Initiative 42 will pass or end up being litigated for years. Regardless, this is an opportunity to think really hard about the kinds of people we ultimately want our schools to produce and how they will represent us and harness the agency we empower them with on college campuses, in the workplace and as adults in their communities.

en and Will Ulmer know a thing or two about running a local business. The sons of Anne and Joe Ulmer, owners of Ulmer Stride shoe store and founders of the Beagle Bagel chain, joined the family’s newest enterprise with the usual Ulmer gusto.

In July 2013, the family acquired Kristo’s Greek American restaurant and the rest,as they say, is history.

The first thing the siblings did was tweak the menu to offer more American options while keeping the Greek fair that patrons came to love. Coining the term Ameri-Greek, the menu has something for everyone. “People hear Greek food and they start to panic,” says Ben. “We don’t want people scared to come here. We have everything from gyros to burgers and our curly fries are the best.

We’ll put those up against anyone in the metro.”

The team prides itself on the family-friendly laid-back atmosphere. Looking out at the hostess area covered in coloring pages, Will says that everyone is welcome, “This is just a really fun, relaxed atmosphere. It’s great for families or to have a drink with your friends after work.

ith the Jackson City Councilâ&#x20AC;&#x2122;s vote against a proposal for federal government-mandated hauling of biosolids from a city wastewater treatment plant, Mayor Tony Yarber is asking government regulators for more time.

The cityâ&#x20AC;&#x2122;s settlement with the U.S. Environmental Protection Agency over the dumping of untreated wastewater into the Pearl River requires, among other things, for the city to remove sludge from holding lagoons at wastewater treatment plants. These so-called biosolids must be hauled away before the start of 2018, under the consent decree with the feds.

Otherwise, the city could face stiff penalties. Yarber hopes to avoid the fines, telling the Jackson Free Press after a city council work session on Sept. 21 that his administration has alerted the EPA that the city might be in violation.

The potential violation stems from the ongoing controversy surrounding the contractors battling for the $13 million to $15 million job. Last week, with Yarber and three council members absent, only one member voted in favor of a proposal from the joint venture between Russellville, Ark.-based Denali Water Solutions and the local Garrett Enterprises to remove 304,000 wet tons of biosolids from plastic geotubes at the Savanna Street Wastewater Treatment plant.

In June, the City issued a request for proposals for disposal of sludge at the Savanna Wastewater Treatment plant and received two proposals: one from DenaliGarrett and another from Baltimore-based Synagro-WWT Inc. working with Fisher Construction and Transportation.

After two rounds of negotiations, Denaliâ&#x20AC;&#x2122;s proposals came in at $15.46 million, which Garrettâ&#x20AC;&#x2122;s attorney, Carson, says is less than Synagroâ&#x20AC;&#x2122;s offer of $15.53 million. Wilson Carroll, an attorney for Synagro-Fisher, told the Jackson Free Press and then showed a slide at city council Tuesday stating that his clientâ&#x20AC;&#x2122;s best and final offer is $13.6 million.

mentation related to the award.

Kishia Powell, the director of public works, previously described the award as a â&#x20AC;&#x153;cost proposalâ&#x20AC;? rather than â&#x20AC;&#x153;low-bid processâ&#x20AC;? and said that Synagro-Fisherâ&#x20AC;&#x2122;s proposal lacked detail that â&#x20AC;&#x153;lessened our confidence in the price they proposed.â&#x20AC;?

Specifically, Powell said SynagroFisherâ&#x20AC;&#x2122;s proposal did not demonstrate that the company had negotiated a tipping, or disposal, fee with landfills, nor did it specify transportation routes. â&#x20AC;&#x153;One team laid out a specific proposal with travel estimated times and mileage, which gave us more confidence in that proposal,â&#x20AC;? Powell said on Sept. 14, referring to Denali-Garrett.

Three years ago, the city approved a $9-million contract with Russellville, Ark.-based Terra Renewal Services (now called Denali) to remove the sludge now stored in three lagoons at the treatment

plant. Carroll said he was pleased with the vote last week and hopes his client will be considered to receive the new contract.

Yarber had put the proposal back on the agenda for the Sept. 22 council meeting, but pulled the item in part to give Ward 7 Councilwoman Margaret BarrettSimon, who was in the hospital and has been participating in meetings by phone, a chance to vote.

The mayor wants to put the DenaliGarrett contract up for a revote at the next regular city council meeting; if it fails, he said the project will put out to bid and hopefully bidders wonâ&#x20AC;&#x2122;t be scared away by the messiness of the controversy.

School Official Wants Probe of Anti-42 Emails

lthough legislative opponents to school-funding ballot Initiative 42 have been threatening deep cuts to state agencies—and therefore state jobs—for months, a new front has opened up in the battle for the hearts and minds of state workers.

On Sept. 17, Rana Mitchell, the assistant superintendent for Carroll County School District, filed a formal complaint to the state auditor’s office against Jesse Smith, president of Jones County Junior College, and several Republican officials. The complaint cites an email that Smith sent to the community-college presidents asking them to join him to “battle the passing of Ballot Initiative 42.”

The email, which Smith sent from his school email address that taxpayers fund, gives the name of an anti-Initiative 42 group called Improve Mississippi Political Initiative Committee, where monetary donations can be sent to fight the initiative. In addition to Smith, the complaint also names Lt. Gov. Tate Reeves; Rebekah Staples, a one-time aide to Reeves; and House Speaker Philip Gunn for violating Mississippi’s election laws.

The email claims that Reeves and Speaker Philip Gunn, R-Clinton, created the PAC. Meg Annison, a spokeswoman for Gunn, denied his involvement in its creation; the only commonality between Gunn and the PAC is their shared opposition to Initiative 42, she said. Laura Hipp, a spokeswoman for Reeves, said he has worked to raise money to oppose Initiative 42.

“I’m not surprised that communitycollege supporters are sounding the alarm that Initiative 42 could bring financial disaster to schools across the state,” Hipp said in a public statement.

The allegations boil down to questions about state employees’ involvement in political activity while at work. For example, Mitchell’s complaint points to a portion of Smith’s email that lists Staples as a contact person for the PAC, even though Staples was also employed as a policy director for the lieutenant governor’s office. Mitchell said she took a screenshot of Reeves’ employees, listed on a state website on Sept. 16. By the next day, Staples’ name was no longer on Reeves’ website at all. Hipp said Staples is no longer an employee of the office or of Reeves’ campaign. Staples could not be reached at the number listed in Smith’s email.

Better Schools Better Jobs issued a press release about Smith’s email on Sept. 17. The Mississippi Election Code, according to the attorney general’s opinion published in 2000 states: “Any employee who engages in political activity proscribed by the statute while at work is subject to disciplinary action.”

By press time this week, Mitchell said state Auditor Stacey Pickering’s office had

not responded to her complaint. Smith did not respond to several phone messages left with his office, but he admitted to sending the email in an interview with Mississippi Public Broadcasting on Sept. 21, saying he did not know that his email was prohibited.

“The email was intended for good purposes, of course, but the state auditor communicated with me that you can’t do that.

And of course now we’re not, and we’re fully compliant,” Smith told MPB. Smith thought he could email fellow community-college presidents in his role as chairman of the Mississippi Association of Community and Junior Colleges. He has since stopped using his state-provided email for such communications after Pickering sent Smith notice that what he had done was wrong. It is not clear whether the state auditor’s office will take more action than their initial contact with Smith—in terms of punishment.

State and local education officials have been grappling for weeks with how to re-

spond to Initiative 42 politicking. A few weeks before Smith’s email surfaced, Initiative 42 proponents said that some school districts were told to remove Initiative 42 information from their websites.

“The issue really is (they’re) soliciting campaign donations with state resources to defeat the ballot measure, and we can’t even educate parents about the initiative,” Mitchell told the Jackson Free Press.

Better Schools Better Jobs spokeswoman Patsy Brumfield said Smith’s email is another example of state officials using statefunded methods to try to defeat Initiative 42.

Brumfield’s campaign filed a public-records request with Reeves’ and Gunn’s offices on Aug. 11 and were subsequently denied.

Brumfield believes that Smith’s email reveals why.

“I suspect if we had access to their public emails that we would find something connected to this,” Brumfield said.

n the past week, there’s been a dustup over public officials’ emails on Initiative 42, a brouhaha between The Clarion-Ledger and developer Andrew Mattiace about a tourism tax-rebate application, and a showdown between competing waste haulers at Jackson City Hall that suggest the Magnolia Mike Hu rst State might be in need of some sunshine.

But when it comes to enforcing the state’s various statutes governing open records, Mississippi has a weird mish-mash of officials who have some responsibility for

making sure clerks follow the state’s publicrecords law and that candidates file their campaign-finance reports, but rarely take action.

So whose job is it to enforce this stuff, anyway?

Attorney General Jim Hood said that district attorneys and county attorneys can prosecute campaign-finance disclosure violations, which are misdemeanors.

The secretary of state supervisors elections, but doesn’t have prosecutorial power.

“The problem is the law itself—it’s so vague,” Hood told the Jackson Free Press.

Why did you give up your House seat and run for the Central District public service commissioner seat?

My belief is that you never get change if you don’t step out there. We (African Americans) make up a large percentage of this state population, but we don’t have one black in a (non-local) position besides representatives and (state) senators. I’ve been living in the central district ever since I’ve been in Jackson, and I said now is the time.

What has your experience serving on public property and transportation committees in the House taught you, and what priorities would you focus on if you win transportation commissioner?

orn and raised in Noxapater, Mary Coleman was one of seven children in a family and grew up sharecropping and working in the cotton fields. She left the country for school and graduated from Tougaloo College.

At Tougaloo, her political career began to take shape—Coleman marched from Tougaloo College to the state capitol in the March Against Fear in the late ’60s. Decades later, she beat six candidates out for the District 65 spot, representing parts of Hinds and Madison counties. Besides organizing the gospel choir at Tougaloo, Coleman volunteered for the Jimmy Carter campaign and later worked for him from Mississippi during his presidency. Coleman was active in several Congress campaigns and local politics.

“I was one of the first blacks to run for a county-wide position in Hinds County—I ran for chancery clerk, and then I ran for mayor one time but didn’t win,” she said.

Coleman was a representative for 21 years. She was married in 1968 and has three children—now she has three grandchildren as well. Coleman, 69, lives in Jackson. Her husband died last year after 46 years of marriage. Coleman said that’s been a big adjustment and a part of what caused her to run for transportation commissioner.

Coleman has served on transportation and public-property committees, and she served as the vice-chair of the public property committee before announcing that she was vacating her seat to run for transportation commissioner. Coleman’s primary election went to a run-off that she won by a large margin to Robert Amos. She now faces Dick Hall, the incumbent who has served in that role for 16 years, in the November election.

Do you have plans for State Street renovation or I-55 South?

Are either of those corridors on the top of your project list?

I-55 South would be the first project I would want completed. I get so many complaints, and we have staff and people that live by 55 South, and they say it takes an hour to get to work in the morning. ... And we need to look at the whole system in terms of how we prioritize the projects and work with the other commissioners—and work together for the betterment of the state.

What distinguishes you from the current commissioner? Why should voters put someone else into that role?

After 21 years serving as a Hinds County representative in the Mississippi House, Democrat Mary Coleman has won her run-off and is facing veteran Public Service Commissioner Dick Hall in the central district race.

roads and bridges. We need to maintain what we have and then look at any new structures that we need because the roads produce economic development for this state, and we should not have our children riding over roads that are deficient on school buses.

That would be my top priority: trying to come up with a maintenance program for the central district. We have so many roads and bridges that are in a deplorable condition, and I think that even the current commissioner would attest to that. As a state, we’ve just got to step up to the plate and say, “We’re going to do something about it.”

I was coming home from Scott County last night, and I saw all those 18-wheelers

parked at the rest area, and I wondered, “How much traffic do we have going through this state?” and I-20 is a connection, too, so that’s money for the state, so we have to do something.

How would you advocate for more funding?

We’re going to come up with a plan— we’ve not finalized it yet—we’re going to meet with the governor, lieutenant governor, the speaker, the chair of appropriations and those committees, and because I’ve been in the Legislature, I know them all. And then I would work with the business community, and bring them to the table and say, “Will

And we know how to balance all these balls in the air and keep them up, so I think I bring that perspective to the position.

Where could the funding come from?

Well, we have the gas tax that hasn’t been raised in over 15 years, and that’s one thing we need to look at. We should look at public-private partnerships. We need to work with the federal government, and they’re debating the highway program right now, and that money has been slowly drying up.

So we need to be up there lobbying in Congress because we need some money for infrastructure in this state, and now is a good time to be doing it since Sen. (Thad) Cochran is the Appropriations Chairman.

Garrett Responds to the JFP

n Sept. 14, the Jackson City Council recessed a meeting where the Public Works Department recommended it accept and approve a contract proposal from Denali Water Solutions and Socrates Garrett Enterprises Inc. to dispose of biosolids from the Savannah Street Wastewater Treatment facility. The Public Works Department recommended that the City go with the proposal from the Denali-Garrett team based on specifications outlined in its proposal and the final total cost to complete the project.

Denali-Garrett’s “best and final” offer was $15,456,100, submitted on July 6, compared to Synagro-Fisher’s “best and final” offer of $15,525,000. An article published Tuesday, Sept. 15, on the Jackson Free Press website (see jfp.ms/garrett), distorted and manipulated the course of council discussion of the matter.

The article failed to give the “best and final” proposal numbers for either team.

Instead, it published “initial” proposal figures—which changed for both teams during the course of negotiations—and made it appear that Denali-Garrett’s proposal was $3 million higher than Synagro-Fisher’s bid.

Denali-Garrett lowered its initial bid by $1.5 million; Synagro-Fisher lowered its bid by “This dereliction $15,000, by transferring responsibility for land-fill “tipping fees” to the City and gave no estimate of of journalistic what that could cost the city. Mayor Tony Yarber, toward the end of Tuesday’s council meeting, addressed “allusions” of a deal being cut to reward the contract to Denali-Garrett. Yarber simply said there were no underthe-table dealings in the negotiations, which were handled by City staff. He said he had no involvement in those negotiations. Synagro-Fisher’s attorney Wilson Carroll essentially says in the Free Press article that Public Works Director (Kishia) Powell lied in her presentation to the council, saying everything she said was “false,” without giving any evidence to back up the claim. This same attorney was allowed to say in another recent news article in the Northside Sun that numbers on the proposals were changed in a manner not in accordance with the law. Neither statement is true.

When asked to produce a copy of Synagro-Fisher’s proposal, Carroll says he could not because of restraining order barring him from doing so. This is not true. The restraining order, granted by Judge William Singletary in August, only bars Synagro-Fisher from circulating Denali-Garrett’s proposal, which it acquired illegally. The Free Press did not question him on this or obtain a copy of the order.

Neither the Free Press nor the Northside Sun made any attempt to contact me or anyone on my team to comment for their articles. A quote attributed to me in the Free Press article gave no context of that part of the discussion, thus giving readers an inadequate representation of the point I was making. My team and I were available at the council meeting to answer any questions the Free Press had. They asked none.

My record speaks for itself, especially considering that my team successfully completed Phase I of this project as outlined by a consent decree ordering removal of the waste materials. This, in my opinion, is consistent with practices of the Free Press, which seems to have ulterior motives in its reporting when it relates to African Americans doing business with the city and other governmental entities. This dereliction of journalistic ethics, standards and integrity borders on obscene.

We Need to Learn From Charter Schools Before Expanding Them

I

t is too early to deem charter schools a success or failure in Mississippi. We are witnessing the beginning of a limited experiment in privatized “public” education starting this year in Jackson.

Because all the current charters are middle schools, one of the only true measures of success will be high-school report cards in four years’ time or college admissions letters in seven years. If charter schools are able to change students’ educational paths of attainment, that will be a success worth emulating. If not, then we need to know that, too.

Most advocates in our state agree that compared to other states, our charter law is a strong one, keeping for-profit charter management organizations out and embracing intervention for relatively few students in challenged districts.

But as Mississippians know all too well, laws are rarely set in stone. State law too frequently bends to political influence or gets mucked up in the wording of bills that could drastically change our charter law.

Politicians and citizens alike need to be wary of what can happen when we privatize exclusively for ideological reasons—in the midst of a heated debate to fully fund public schools, introducing more schools is only going to require more funding somewhere else.

Charter schools may be a piece of the solution, but they cannot possibly solve the whole puzzle. We see this nationally. In some areas, charter schools are successful, revitalizing communities and empower-

ing students to attain more in their educational career. In other areas, charters have introduced a toxic, politicized and bitter battle, pitting communities against charter management organizations.

We believe public schools can be innovative, creative and designed with 21st-century curricula and still remain free and open to all children. But at the same time, we need to be wary of the “manufactured crisis” that conservative forces have created for public schools by overburdening them with less-than-adequate funding while prescribing too much testing.

Key issues of today’s America—race inequity, income inequality, job security, the creative economy—are all challenges that can be overcome when a community commits to improving educational attainment for everyone’s kids, not just our own.

We applaud the efforts of educators everywhere in this state working toward the common goal of bringing—not adequate or efficient—but excellent education to our students. And while charters may be part of that solution, it’s crucial that we understand that no educational effort will be effective without full funding for public schools and expanded pre-K programs.

There is a fine line between supporting all children and tipping into dangerous territories completely driven by choice or autonomy. When politicians tout support for new charter schools but have refused to fully fund education since 1997, we need to watch and be wary. One wrong turn could put future generations of this state at serious risk.

am a high-school teacher and a Christian.

And I have some great news: God is still in our public schools. Clearly, a lot of people donâ&#x20AC;&#x2122;t know that. Why else would so many post memes saying they want to put God back in schools? I guess they forget that, if you believe in God, you believe he is all-powerful and everywhere.

I know God is there because I see him come in with students and fellow staff members. I see students pray silently in the cafeteria or read Bibles. I hear announcements for our student-led prayer group, and I hear students have deep conversations about their beliefs.

I also know that, as a teacher, I am allowed my own private prayers and can even be part of a Bible study for staff that is voluntary and outside school hours. Our public schools are full of religious people who donâ&#x20AC;&#x2122;t leave their beliefs at the door. I am grateful that we live in a country that recognizes every individualâ&#x20AC;&#x2122;s right to free expression of religious beliefs.

Itâ&#x20AC;&#x2122;s too bad that so many people forget that barring public schools from supporting one religion protects freedom for all religions.

Youâ&#x20AC;&#x2122;re probably heard about the Brandon High School marching bandâ&#x20AC;&#x2122;s halftime show, which included the hymn â&#x20AC;&#x153;How Great Thou Art.â&#x20AC;? A decision to ban the show came after a lawsuit for violating student freedoms by requiring students to attend Christian assemblies during school. While school music groups using religious music is not unheard of, the use of this song, along with a show including a cross formation and students kneeling with heads bowed, clearly had the school board afraid it would be fined $10,000 for violating the judgeâ&#x20AC;&#x2122;s order.

Protests, signs and a rendition of â&#x20AC;&#x153;How Great Thou Artâ&#x20AC;? from Brandon fans at the game showed strong support for the band.

Many people also saw this decision as religious persecution and took delight in attacking Judge Carlton Reeves for ruling that the district must stop allowing school-supported religion. Was his ruling correct? Of course it was. Was the board right to stop Brandon from performing? That is hard to answer.

One fact is easy to understand: When adult leaders in schools make bad decisions, it is always the students who suffer the most.

Negative consequences for students make it crucial for public schools to follow the law. Adults who make the decisions in

schools may need civic and history lessons about the fight for religious freedom in colonial America. It wasnâ&#x20AC;&#x2122;t Muslims or atheists who had to stand up against religious persecution: It was Protestants. They were jailed and even killed for their belief in separating the church from the state. They were unwilling to see tax dollars go to support government-recognized religion. They supported James Madison, the â&#x20AC;&#x153;father of the Constitution,â&#x20AC;? making religious freedom a priority and securing it in the First Amendment.

Religious freedom occurs when the government doesnâ&#x20AC;&#x2122;t support one over another.

Imagine that Islam was the predominant religion in Mississippi. Would you want mosques leading required school assemblies?

Even our Christian denominations in Mississippi have vast differences in beliefs and practices.

I donâ&#x20AC;&#x2122;t think most parents, when they consider the issue, want to hand public schools the right to be religious guides for their children.

Let the family and the church handle religious training, and let schools focus on academics. Private religious schools are there for those parents who disagree and want school to reinforce religion. Public schools canâ&#x20AC;&#x2122;t do that. We have to provide a comfortable learning environment for students, and this means not using school time to proselytize.

I consider my job a true calling, and the religious connotation of that phrase is not lost on me. But Iâ&#x20AC;&#x2122;m not supposed to come to school to preach my beliefs. I can, however, love and serve willingly. I can show students that they matter. I can privately pray for them. If I use my authority to break the law and force my beliefs on students, I am not only disrespecting them and creating an uncomfortable environment; Iâ&#x20AC;&#x2122;m also probably not going to help them find God. Respecting students means accepting that they donâ&#x20AC;&#x2122;t have to believe as I do and creating a place for them to feel comfortable being who they are regardless of cultural differences.

I hope that the Christians who want the best for our students will do the one thing we can all do: Pray for our public schools and our students. And remember itâ&#x20AC;&#x2122;s not about my beliefs or your beliefs. Freedom of religion is about everyoneâ&#x20AC;&#x2122;s beliefs.

Tale of Two Charters

“O

n the count of three, we are going to stand.

Y’all move your desks that way, and y’all move your desks that way, and then we are going to do the ChaCha Slide, and we might do the Cupid Shuffle. I might give y’all two.”

The sixth graders quiet down and stuff their binders under their desks. It’s clear that dance breaks are an expected part of their school day when Mrs. Underwood is teaching.

She cues up a YouTube video with the Cha-Cha Slide as students spread out, and then begin to dance: slide to the left, slide to the right, cha-cha real smooth. Mrs. Underwood stays in the middle of the room, dancing along with the class.

The students giggle as they go, but for the most part, the sea of red polo shirts and khaki bottoms stay in unison, sliding across the brand new carpet in the Midtown Public Charter School classroom.

Engaged at Midtown Public Chasity Underwood was born to 14 teach. Sit in her classroom for 10 minutes,

and it’s obvious that she has honed her skill at keeping a class’s attention and teaching them a thing or two in the process.

Standing at the middle of the classroom, facing the same whiteboard as the students, Underwood navigates a slideshow on decimal placement from her MacBook. The boys and girls respond to her questions, with at least five raised hands at her call for an answer. The respect is palpable—there are no whispers from the back of the classroom, and 27 sixth graders are engaged and learning about the value of decimal placements.

Underwood, 34, taught in Jackson Public Schools for 10 years. She was a science teacher at Siwell Middle School, then a biology teacher at Murrah High School.

She was involved with her students in and beyond the classroom, attending her students’ football and basketball games.

The Jackson native graduated from Jackson State University with an undergraduate degree first in biology and pre-med. She started nursing school but didn’t finish—once she started working as a substitute teacher, she realized teaching was what she really enjoyed. She got her master’s degree in elementary education at JSU and her teaching credential. Her

dedication to public education is obvious. “Fully Fund MAEP” bumper stickers adorn her car, alongside Murrah High School and JSU pride decals.

This year, however, Underwood left Murrah to teach at Midtown Public Charter School—she had no regrets about teaching at JPS, however, and expressed her gratitude for getting her start in the district. Underwood said she would miss Murrah, but she believed she could make a difference teaching in Midtown, and she needed a new challenge. Midtown Public has proved challenging so far: building a

school and a curriculum has kept Underwood on her toes.

“It was time to shake it up and stretch my brain,” she says. “It’s going to require me to study a lot harder, doing a lot of extra homework making sure I am on top of my game so I can present it to my students.”

Underwood teaches the STEM— science, technology, engineering, math— component of her sixth-grade classroom, appropriately called the Jackson State Cohort. Her partner teacher and fellow JSU grad, Janet Wallace, teaches the humanities

Across town in south Jackson, Reimagine Prep opened its doors this fall, too.

Itâ&#x20AC;&#x2122;s 7:20 a.m. on a Monday morning, and students are still being dropped off at Reimagine Prep, and they are right on time for community circle. Some students get out of their parentsâ&#x20AC;&#x2122; cars, shake two administratorsâ&#x20AC;&#x2122; hands and file into the

multi-purpose room for breakfast. Other students have already started completing the weekly worksheet that they will fill out before they even get to class.

Students are expected to read when they are finished with their worksheet, but once the large group discussion begins, all eyes are on whoever is speaking. Christina

The whole room explodes in a loud chant that is surprisingly in unison for a group of students that has only been together for a few weeks.

McDonald is a Nashville native and was originally a music teacher, and her background shows in her interaction with students. She sings a lot of the instructions as a way to get students into â&#x20AC;&#x153;starâ&#x20AC;? position, when students sit up straight with hands folded in a star in front of them. â&#x20AC;&#x153;This is how we do it,â&#x20AC;? McDonald sings. â&#x20AC;&#x153;Get, get, get in star!â&#x20AC;? students respond, as they fold their hands in front of them.

Once the community breakfast is done, students head slowly to their homerooms as classes are dismissed one at a time.

True North: College Prep Midtown Public Charter School is a relatively small, red building on Adelle Street that opened this yearâ&#x20AC;&#x201D;a couple weeks after the school year officially started so that construction could be completed on the new building. The charter school held its first classes in Jackson State University classrooms, a welcome and athome place for Underwood.

Underwood and Wallaceâ&#x20AC;&#x2122;s classroom is called Jackson State; there are also Yale, University of Georgia and University of Tennessee â&#x20AC;&#x153;cohortsâ&#x20AC;? in the school. Students are called scholars at Midtown Public, and the focus is on collegeâ&#x20AC;&#x201D;even though the school only teaches fifth and sixth grades for now. The school will grow to serve fifth through eighth grades, eventually serving 208 students at its capacity in two years.

Adam Mangana, the head of school at Midtown Public, said the true north for his school is college prep, and this focus is critical for fifth and sixth graders because it helps them look beyond high-school graduation to a â&#x20AC;&#x153;lifelong appreciation for learning.â&#x20AC;? â&#x20AC;&#x153;Thatâ&#x20AC;&#x2122;s what we want to see from the charter movement in Mississippi,â&#x20AC;? Mangana said. â&#x20AC;&#x153;Itâ&#x20AC;&#x2122;s an investment in human capital in Mississippi.â&#x20AC;?

Mangana, 33, said that national statistics put middle schoolers at risk of not graduating from high school.

In 2013, 66 percent of fourth graders in the U.S. were not reading on grade level, according to the National Assessment of Education Progress. â&#x20AC;&#x153;The middle-school years are the years in which we see a downward trajectory if they do not see intervention, and we see this especially in Mississippi,â&#x20AC;?

Mangana said.

Mangana was in the Teach for America corps and then taught in private schools, most recently he taught social studies and served as dean of students for the middle school at St. Andrewâ&#x20AC;&#x2122;s Episcopal School.

By starting Midtown Public Charter School with the fifth grade, Mangana hopes to intervene and help students who arenâ&#x20AC;&#x2122;t reading on grade level get to gradelevel reading or higher before high school. â&#x20AC;&#x153;If children arenâ&#x20AC;&#x2122;t reading on grade level (in middle school), they likely wonâ&#x20AC;&#x2122;t complete high school,â&#x20AC;? he said.

Mangana said his school uses intervention periods and small group instruction to bring students up to speed. Students entered Midtown Public Charter reading at a range of levels, he said. Longer school days, two teachers for about 26 students (compared to a single teacher in most public-school classrooms with the same number of students) and coding classes are also a part of the overall strategy to intervene and put the students on a success path. Mangana has attracted students from 40 different middle and elementary schools throughout JPS and Jackson.

Underwoodâ&#x20AC;&#x2122;s experience shows; her teaching style is polished. She calls on students not raising their hands, engaging those at the back and corners of the classroom. After almost an hour of decimals, the most patient students are antsy, and Mrs. Underwood knows it and calls a dance break.

When Charters Came Charter schools werenâ&#x20AC;&#x2122;t legal in Mississippi until 2013, when the Legislature passed the Mississippi Charter School Law, allowing nonprofit charter schools to enter the state for the first time. Mississippiâ&#x20AC;&#x2122;s law is fairly strict compared to other states, and some public-school advocates were pleased that the law has a stringent protocol for charters to be accepted.

Charter-school applications run through the Charter School Authorizer Board, separate from the Mississippi De-

student will earn â&#x20AC;&#x153;student of the weekâ&#x20AC;? by the end of the year. Students earn the recognition when they have the highest â&#x20AC;&#x153;paychecks,â&#x20AC;? or the most merits, for that week. McDonald focuses on celebrating students, especially in front of their peers, pointing out students who are respectful, intuitive or inquisitive.

In just the first month of school, McDonald has already set specific standards and created a culture that is obvious in how teachers interact with their students.

The same languageâ&#x20AC;&#x201D;students are called scholars here, too, for exampleâ&#x20AC;&#x201D;keeps the narrative cohesive. Students are each a part of a college cohort here, too. Thereâ&#x20AC;&#x2122;s a Bowling Green, University of Mississippi and Mississippi State and Bowdoin College cohorts. Each cohort is named after one of the teachersâ&#x20AC;&#x2122; alma maters.

Applicants to manage schools are evaluated on their proposed academic standards and curriculum; financial strategy to sustain themselves; performance and evaluation metrics; organization of the proposed school and staff; and compliance with all points of the charter-school law. â&#x20AC;&#x153;They are given autonomy in exchange for accountability,â&#x20AC;? Marian Schutte, executive director of the authorizer board, said.

superintendent to prepare a report including how many children have left JPS for charter schools, how its affecting the public schools and what financial impact the new charters are having on the school district. The report will be ready before the boardâ&#x20AC;&#x2122;s next meeting on Oct. 6 but was not ready by press time.

Charter schools are required to fill 80 percent of their student population with students who qualify for free or reduced lunch and students who have disabilities in the public-school systemâ&#x20AC;&#x201D;the idea being that the underserved and poorest students can have access to a more advanced education.

actively walk around their studentsâ&#x20AC;&#x2122; tables, shushing noisy ones and answering questions of others, encouraging everyone to read while they wait. Students file out of the lunchroom in a single-file line, and the long white-walled hallway fills with lines of students waiting outside their classroom.

Before students can enter class, a teacher will check their uniforms. As soon as they get into their classrooms, students get to workâ&#x20AC;&#x201D;they write down their goals and things they are thankful for on a daily progress sheet. Principal McDonald wanders through classrooms, interacting with students and teachers.

She carries her clipboard that contains a daunting list of all studentsâ&#x20AC;&#x2122; names and their demerits and merits.

Students can earn merits or demerits that translate into a daily â&#x20AC;&#x153;paycheck.â&#x20AC;?

Every day a student starts with $100, and they earn extra dollars when they do something above and beyond what is expected of them, McDonald said. Students can spend their dollars or points on things like backpacks or pencils, or if they save up their dollars, they can win special trips or outings with teachers.

Reimagine Prep is contained in one long hallway. Posters with quotes like, â&#x20AC;&#x153;No act of kindness no matter how small is ever wastedâ&#x20AC;? (Aesop) cover the white walls on mounted signs in the schoolâ&#x20AC;&#x2122;s red, white and blue color scheme. Their mascot, a lion, is painted next to the office. These halls used to contain St. Thereseâ&#x20AC;&#x2122;s Catholic School, but after that school closed at the end of the 2013-2014 school year, Republic Schools Inc., the Nashville-based charter-management organization that runs Reimagine Prep, picked up the lease and redesigned the school in time for the 2015-2016 school year.

Teachers leave their classroom doors open, mainly because McDonald is very active in the learning and engagement process.

She observes the two teachers in each classroomâ&#x20AC;&#x2122;s actions and addresses students by nameâ&#x20AC;&#x201D;seemingly knowing most of them at the end of the schoolâ&#x20AC;&#x2122;s second week.

McDonald is not new to the charter-school sceneâ&#x20AC;&#x201D;she was a part of the founding team at Nashville Prep, Republic Schoolsâ&#x20AC;&#x2122; first charter school. She taught and worked as the assistant principal at the Tennessee school for three years. McDonald, 34, has worked in charter schools since graduating from Belmont University with her bachelorâ&#x20AC;&#x2122;s degree in music education. She taught music at KIPP Infinity, a charter school in New York, before she was recruited to be a part of Republic Schools.

They argue that public schools have been set up to fail. â&#x20AC;&#x2DC;Private Charter Schoolsâ&#x20AC;&#x2122; Since charter schools receive the same per-pupil funding as the stateâ&#x20AC;&#x2122;s public schools, advocates are concerned that the new charters in Jackson are pulling funds from an already-strained school districtâ&#x20AC;&#x2122;s budget. Charter schools do not receive public funding for transportation, teacher retirement plans or startup building costs.

Joyce Helmick, president of the Mississippi Association of Educators, said charter schools pull funding from public schools that are badly in need of additional funding. â&#x20AC;&#x153;If you take away from what is already a budget shortfall or underfunding, then that makes a deeper hole so that our students are getting less of what they need,â&#x20AC;?

Helmick said.

She said that during her visits to real public schools, especially in JPS, students have expressed their desire to get more

computers into their classrooms, and librarians want more books in their libraries to better serve their students. With more funding, these problems might be addressed, Helmick said, but now that these schools are losing students (and the funding that comes with them) to charter schools, things seem less likely to change.

Some critics refuse to call them â&#x20AC;&#x153;public schoolsâ&#x20AC;? at all.

cause the public schools are accountable to the voters, and the private charter schools are not accountable to the voters,â&#x20AC;? she said.

Charter schools in the state are accountable to the Mississippi Charter Law and to their nonprofit organization (via its board of directors) as well as to the Mississippi Charter School Authorizer Board.

Public schools, on the other hand, are accountable to voters through the state auditorâ&#x20AC;&#x2122;s reports, the Mississippi Department of Education and their districtsâ&#x20AC;&#x2122; school boards. Public schools are required to disclose their financial information and open their meetings to the public. Charter schools might disclose this information, but they are not required to.

Midtown Public Charter School has made its board meetings open to the public and encourages parents to attend. Republic Schools Inc. also has public board meetings every other month.

Since charter schools in Mississippi must fill 80 percent of their student population with students who qualify for free or reduced lunch, charter schools must target students in poor communities, but it cannot include them all.

Oleta Fitzgerald, the director at the

Childrenâ&#x20AC;&#x2122;s Defense Fundâ&#x20AC;&#x2122;s southern regional office, said charter schools are not going to impact the large number of children that the state needs to reach in order to increase opportunity for children in Mississippi. Fitzgerald said her organization will continue to focus on the children in underfunded public schools that lack resources in their classrooms.

Mississippiâ&#x20AC;&#x2122;s charter law mandates that charter schools cannot be governed or operated by for-profit companies, but public-school and youth advocates have long critiqued the business of charter schools in both nonprofit and for-profit settings, which have seen mixed outcomes. â&#x20AC;&#x153;When the legislation was being proposed, we thought that the charter bill should have covered all school (districts), but one of the reasons we think it didnâ&#x20AC;&#x2122;t happen and one of the reasons you donâ&#x20AC;&#x2122;t have a great influx of charters here is that thereâ&#x20AC;&#x2122;s no money in it,â&#x20AC;? Fitzgerald said.

Charters in Mississippi are governed by nonprofit organizations, and Mississippiâ&#x20AC;&#x2122;s charter law has made it more difficult to monetize charter schools as a business here since for-profits are boxed out. In other parts of the country without a stringent law, the privatization of education has

run rampant, like in New Orleans where the majority of schools in the system have been â&#x20AC;&#x153;charterized.â&#x20AC;? Fitzgerald said forprofit charter organizations target highperforming school districts so that they can draw from the high taxpayer base that exists in more affluent communities.

Fitzgerald doesnâ&#x20AC;&#x2122;t think the charter schools in Mississippi are opening for financial gain, but she maintains that charters can be just one tool in the toolbox for education in the state.

She said with the poverty levels and low access to early education in the state, a lot of work has to be done outside the charter-school movement. â&#x20AC;&#x153;The early childhood access we currently have reaches only half of the student population; only 20,000 (students) are in early childcare. Unless we start there, the rest of this stuff is just sticking our head in the sand,â&#x20AC;? she said. â&#x20AC;&#x2DC;A Great Place to Startâ&#x20AC;&#x2122; Both Reimagine Prep and Midtown Public Charter School were required to open applications to all JPS studentsâ&#x20AC;&#x201D; anyone could apply, and a lottery or wait list would only occur if application numbers exceeded available spots. Both schools were able to fill their available spots at the start of the school year.

However, both schools now have wait lists for next school year. Students who are already enrolled at the charters will not have to reapply.

If students are applying to a grade that already has a full class, however, they are on a wait list in case a student leaves the school.

A key difference between charter schools and public schools is governance.

Besides not being subject to state standards, charter schools are not required to use set curriculum standards outlined by the state or federal government. They are only subject to state testing requirements, which their students will participate in with the rest of public-school students.

Preparing third- through eighthgrade students for state testing must be a priority for new schools in order to remain open.

The idea behind the autonomy of charter schools is that less governance from a school district or a state department might lead to more learning, and more attention to low-performing students can help students improve skills and scores simultaneously. Indeed, Republic Schools Inc., which opened its first four schools in Nashville, Tenn., boasts good numbers in terms of learning outcomes for students. Two Nashville-based Republic middle schools ranked in the top 5 percent of schools in Tennessee for growth and performanceâ&#x20AC;&#x201D;both held the top two spots for seventh-grade math achievement of public schools in the state in 2014.

Coding is a part of the curriculum at Midtown Public School and Reimagine Prep—students will learn how to read and write coding languages like CSS or HTML, a valuable skill for students to design and develop websites in the future.

The high academic standards come with some stricter policies than Jackson Public Schools students were likely used to. Both charters have longer school days than their public counterparts.

Ravi Gupta, CEO of Republic Schools, splits his time between Jackson and Nashville. The Yale Law School graduate said current research shows that after fourth grade, students stagnate or plateau in reading levels and literacy growth.

“Fifth grade will be a great place to start to stop students from descending,” Gupta said.

All Shapes and Sizes Charter schools come in all shapes and sizes across the nation, including those run for profit. Because of Mississippi’s stringent law, however, only nonprofit charter schools are allowed to access public-school funding. Besides MAEP funding, charter schools in the state are allowed to raise their own funds through donations or big donors in order to help pay for their facilities or transportation.

Midtown Public Charter School is what Mangana called a stand-alone charter school. Stand-alone charter schools are different from charter schools started by charter management organizations and not necessarily as focused on growth or expansion. Midtown will grow its school 20 to eighth grade and not expand. The

building was built to hold a set number of students, and Midtown Partners chose to propose a middle school based on what Midtown residents wanted to see, according to Kristi Hendrix, the executive director of Midtown Partners.

Midtown Partners is the founding nonprofit organization behind Midtown Public Charter School, and its board oversees the school, technically, although the nonprofit elected a separate board of trustees to oversee the charter school. That board is made up of 14 members that make all of the governing decisions for the school. In its application, Midtown Partners proved its financial support as an entirely nonprofit organization, because they have also started a Montessori center in Midtown.

The Midtown Education Council travelled for a year looking for charterschool models to emulate, and they landed on Edward Brooke Charter School in Boston. Midtown Public uses curriculum and daily schedules that emulate those at Brooke. A large part of Midtown Public’s application success was demonstrating how the school would put the model to use, Hendrix said. Another key focus of the Brooke model is that it is “warm-strict” in nature, with a focus on creating a nurturing environment despite the demanding school day.

Republic Schools is a charter management organization, a nonprofit that oversees and runs multiple schools in Tennessee and now Mississippi. CMOs commonly have the same curriculum, standards and practices in all their schools. Reimagine Prep is Republic’s fifth school.

Republic Schools Inc. has its own board of directors, with members from Tennessee and Mississippi, and currently they are the direct governing body of Rei-

magine Prep. Republic Schools Inc. has no plans to grow to other states, yet, Gupta said, but as long as their relationship with community members (and likely political leaders too, like Gov. Phil Bryant and Lieut. Gov. Tate Reeves who attended the school’s grand opening) in Jackson stays strong, the CMO looks to open more schools here.

“We only expand if we have the leadership to start new schools and the resources,” Gupta said.

Republic Schools Inc. was recently approved to open two more charter schools in Jackson: Smilow Prep and Smilow Collegiate, named after the former CEO of Playtex Products and philanthropist Joel E. Smilow. Smilow, an 81-year-old retired, white Connecticut native, donated $1 million to start the two new schools. Smilow is also known for his contributions to Republican presidential campaigns, most notably former Mass. Gov. Mitt Romney and Arizona Sen. John McCain.

Smilow Collegiate will serve grades kindergarten through eighth, and Smilow Prep will serve grades five through eight.

The schools will grow by a grade level each year until the classes reach eighth grade.

The two charter schools will be on the same campus at Northside Drive on the old campus of Wesley Biblical Seminary the site of the former Broadmoor Baptist Church before it moved to the suburbs. By 2023, the schools could have a combined enrollment of 1,600 students.

A family foundation led by descendants of the late lumberman, bank investor and civic leader Warren Hood has agreed to buy the sprawling campus, renovate it and lease it to Republic. The K-8 school plans to enroll 198 students in kindergarten and first grade next August. The middle school plans to enroll 199 fifth graders.

Each school would add one grade a year, with the middle school reaching 458 students by 2019 and the K-8 school reaching 942 students by 2023. Combined with Reimagine Prep, the new schools would give Republic more than 1,800 students, larger than many of Mississippi’s traditional public-school districts.

So far, all the approved charter schools have been in Jackson. The Mississippi Charter Authorizer Board has been holding meetings in other parts of the state to try to build interest but has turned down applications from Columbus and Natchez, calling them insufficiently prepared.

Celebrating the Small Things At the end of Fridays at Reimagine Prep, all students who did not drop below the $70 merit mark get to participate in the Friday Celebration in the gym. Unlike normal pep rallies, students sit cross-legged on the gym floor in a square formation— each homeroom makes up one side of the square. The celebration involves a lot of chanting, cheer competitions (which are really a “which-cohort-is-the-loudest” contests) and student awards for the week, as some parents sit in folding chairs in a corner of the gym. The students are in casual dress uniforms at this Friday celebration, with T-shirts tucked into tailored shorts.

Only time will tell how effective the radically different environments will be for students in Mississippi, or if the intervention in middle school is the solution for graduating students from high school and getting them into college.

The state cannot know yet the full effect on existing public schools as they lose funding that many argue could help them get back on track.

ing about 6, when he comes to the station to begin cooking food for both the truck and the store. By 10 a.m., he loads the truck, prepares the drinks and readies for opening. At 10:30 a.m., he drives to Smith Park, where he serves until about 1 p.m.

Jeff Puckett and his wife, Marla, added the Hog Heaven BBQ food truck to their existing business in 2014.

Because there wasn’t much of a mobile-food industry in Jackson, Puckett joined other food-truck owners and the city government to create a good environment for it. “That’s been the challenge,” Puckett says. “There’s no blueprint for it. We’re totally off the cuff. We’re all independent ... so it’s a loose-knit organization of food-truck operators.”

For now, the city has “We Are Jackson Food Truck Fridays,” which began last Friday, Sept. 11. Through Oct. 9, mobile food vendors such as Hog Heaven, LurnyD’s Grille, 2 for 7 Kitchen and Pop Culture Pops will be at Smith Park from 11 a.m. to 2 p.m.

Pop Culture Pops owners Craig and Lori Kinsley have been selling their artisanal ice pops in Jackson since March 12 of this year. The stand’s ice pops are organic when possible and made daily from locally harvested ingredients. On most days, the couple sells their wares from a mobile cart in front of the Pix-Capri Theatre (3023 N. State St.) in Fondren.

Soon, they plan to open a permanent storefront for Pop Culture inside the theater itself.

The indoor location is expected to open by the end of September. The Kinsleys are hosting a special Craig Kinsley (top center), event in November, which will feature a lip-syncing Piper Kinsley (bottom left) contest, to celebrate their new store. The Kinsleys plan and Lori Kinsley (right) to commemorate the opening of their new location by introducing new fall flavors to their menu, including pumpkin spice, eggnog and chocolate peppermint. They also plan to start hosting regular nighttime events at their new storefront such as trivia and board-game nights.

Half Shell Oyster House (15 Laurel Park Cove, Suite 105, Flowood), a seafood restaurant with locations in Gulfport, Biloxi and Hattiesburg, opened its fourth location in Flowood on Sept. 8. The 180-seat, New Orleans-inspired restaurant serves hand-shucked oysters raw, charbroiled, baked or broiled or on the half shell with a special blend of herbs and mushrooms or a spicy New Orleans-style buttery barbecue sauce to go with them.

The menu also includes redfish, fried green tomatoes, crab cakes, burgers, po-boys, sandwiches, steak, chicken, pasta, and salads, as well as traditional New Orleans dishes such as gumbo, shrimp and grits, and royal red shrimp. Half

he first thing people may notice at the Chevron gas station (2650 Lakeland Drive, Flowood) just down the road from Crazy Ninja in Flowood is the pungent, smoky smell of barbecue. Many gas stations around the metro also have barbecue, but this one has the distinction of being home to the Hog Heaven BBQ food truck.

Jeff Puckett and his wife, Marla, moved to Jackson from St. Louis in 1998 to open the gas station. Besides family ties to Mississippi, where Puckett spent his childhood summers, he says youth and ambition drove him to open the gas station. Then, in 2001, he and Marla began Hog Heaven BBQ, which until last year was a restaurant inside the store. So, why barbecue?

“Why not?” Puckett says.

“It’s the best. Everybody loves barbecue. It’s so universal.”

When Puckett came to Mississippi, he brought St. Louis-style barbecue along with him, though he added some local elements to it, such as putting a Mississippi barbecue sauce on the side. He says the secret to St. Louis-style barbecue is the wood. While many people may use pecan and other hardwoods, he swears by hickory. Another secret is the St. Louis dry rub.

Last year, he and Marla decided to go mobile when they saw that the national food-truck market was growing. “It was just a hot industry (with) 8-percent growth a year,” he says. “I couldn’t pass that up.”

The first guest chef in the new series is Food & Wine magazine’s Best New Chef award winner and 2014 James Beard Award semifinalist Matt McCallister of FT33 in Dallas. McCallister started mentoring Houston in 2008 at Stephan Pyles Restaurant in Dallas, where McCallister was head chef at the time.

The dinner at Saltine will be a four-course seafood feast with an oyster reception. The dishes include octopus and oyster “frito misto” with Greek salad; crispy zucchini with herbs and blossom raita and anchovy yogurt; and slow-roasted pork loin served family-style with a bowl of chicharrones with FT33 hot sauce, grits with cultured butter and farmers’ market succotash. “I’ll be providing local ingredients for Matt to work with for his dishes, but unlike the collaborative events I’ve been doing so far, the menus for the mentor series will be entirely (their) work,” Houston said.

“This dinner is going to be all Matt and his food, to highlight the great work he’s been doing.”

wen Rockwell was 6 years old when he started playing drums. Lucas Pettey volunteered to learn the bass for his middle-school band. Jason Mathena studied mallet percussion throughout his college career. Then, in 2013, after years of playing with other groups, the three instrumentalists came together to form one of Jacksonâ&#x20AC;&#x2122;s most indescribable bands, experimental jazz group The Vibe Doctors.

For Pettey, even that open-ended description doesnâ&#x20AC;&#x2122;t stack up against the bandâ&#x20AC;&#x2122;s sound. Despite early days as a light jazz trio, The Vibe Doctors isnâ&#x20AC;&#x2122;t what listeners usually expect from a jazz group, nor does the band play by typical principles of jazz music. â&#x20AC;&#x153;I think the only reason we need to say â&#x20AC;&#x2DC;jazzâ&#x20AC;&#x2122; these days is so that people donâ&#x20AC;&#x2122;t expect us to have a singer,â&#x20AC;? he says, seated in Fondrenâ&#x20AC;&#x2122;s Sneaky Beans, one of the places where the bandâ&#x20AC;&#x2122;s journey first began. The coffee shopâ&#x20AC;&#x2122;s owner, Byron Knight, was one of the individuals who spearheaded the groupâ&#x20AC;&#x2122;s local popularity. Mathena says Knight was a great asset for their music careers and offered the band some of its first shows. He even engineered The Vibe Doctorsâ&#x20AC;&#x2122; debut self-titled album from Jackson-based record labels Elegant Trainwreck and Homework Town.

Leading on the vibraphoneâ&#x20AC;&#x201D;a pedaled percussion instrument similar to a xylophoneâ&#x20AC;&#x201D;Mathena often provides the initial chord changes for most of the bandâ&#x20AC;&#x2122;s songs.

He recalls the first time that he realized people were enjoying The Vibe Doctorsâ&#x20AC;&#x2122; music. â&#x20AC;&#x153;I remember looking up as we went some place musically far away, and there were a bunch of people really paying attention,â&#x20AC;? he says. â&#x20AC;&#x153;I was like, â&#x20AC;&#x2DC;OK, theyâ&#x20AC;&#x2122;re actually into it.â&#x20AC;&#x2122;â&#x20AC;?

Rockwell says the band attempts to keep the groove in a song continual in order to allow for a greater range of motion within the music. The band mates want each other to have musical freedom during performances, reflective of some of their musical influences, which include drummer Brian Blade, pianist Thelonius Monk and jazz trumpeter Miles Davis. â&#x20AC;&#x153;I think we focus a lot on creating something thatâ&#x20AC;&#x2122;s very groove-oriented so that we can stick to the song or go to places that werenâ&#x20AC;&#x2122;t quite written in the song,â&#x20AC;?

Rockwell says.

The musicians say that one of the biggest challenges has been trying to establish their audience. Even venue owners are often stumped on what category to place them in. Regardless, the bandâ&#x20AC;&#x2122;s style has allowed them to collaborate with other local artists outside of their genre, including Jackson-native hip-hop artist 5th Child, who will perform with the band at its album release show. â&#x20AC;&#x153;Once you get to a certain point, music becomes a common language, and our instruments are just a vehicle to communicate through,â&#x20AC;? Mathena says. â&#x20AC;&#x153;We can listen to any musician and play like them, but we play it through our instruments.â&#x20AC;?

The musicians say they are open to work with any artist who is like-minded, which in turn helps them create fresh sounds and evolve as a band. â&#x20AC;&#x153;We donâ&#x20AC;&#x2122;t fit the mold of a lot of traditional groups,â&#x20AC;? Pettey says. â&#x20AC;&#x153;We donâ&#x20AC;&#x2122;t even fit the mold of jazz groups.â&#x20AC;?

How bad is a 0-2 start in the NFL? Since 2009, only two of 45 teams to start 0-2 have reached the playoffs. Since the playoffs expanded in 1990, only 23 of 204 of those teams have rebounded to the postseason.

This Saturday, Sept. 26, the Tigers

State University in the SWAC East. Currently, the Tigers are in the cellar with 0-3 Alabama State University and Mississippi Valley State University.

To be fair, Jackson State has played a

tough early-season schedule. Its opponents are a combined 6-3 to start the season. JSU currently averages about 390 yards total offense and is first in the SWAC with 316.7 passing yards per game.

The Tigers are struggling on the ground with just 73.3 yards per game but have been behind early in every game and had to throw the ball more to catch up.

Scoring hasn’t been great but is not the Tigers’ major problem. JSU is averaging 23.3 points per game, placing sixth in the SWAC. It would help if the team could score a little more and get off to faster starts.

One problem with the JSU offense is that it has allowed too many sacks: 11 in just three games.

In red-zone offense, which is within the opponent’s 20-yard line, the Tigers are nine for 10 in scoring chances with six touchdowns and three field goals.

The major problem this season has been the defense. The teams’ defense, on average, is giving up 574 yards per game with 221.3 yards coming on the ground and 352.7 yards coming through the air.

Teams have outscored the Tigers in the first quarter 43 to 16 and in the second quarter 49 to 14. Overall, Jackson State has been outscored 155 to 70. The team gives up an average of 51.7 points per game. It is hard to win games when teams are dropping 50 points per week on you.

The Tigers haven’t gotten much of a pass rush with just three sacks, and on average, the team allows 29.7 first downs per game. The other teams are also converting 59 percent of third downs. JSU is plus-one in the turnover margin with two fumble recoveries and two interceptions.

In the red zone, the JSU defense has really struggled by allowing teams to go 17 for 19 with every score being a touchdown.

Teams are scoring 89.5 percent on the Tigers in the red zone with 12 rushing touchdowns and five passing touchdowns.

Until JSU fixes the defense, fans shouldn’t expect a turnaround in wins. At home this week against Texas Southern University would be a good week to start.

Measure how tall you want your headboard to be. Start from the floor and go to the spot on the wall above your bed that you want to be the top. Measure the width of your bed and add a couple of inches if you want the headboard to hang over the sides. To get the size of the upholstered part, measure from the top down to a couple of inches behind the bed.

For my queen-sized bed, my frame was 5 feet wide by 4 feet tall with a plywood board that

was 5 feet wide by 2 feet tall.

Assemble. Place your vertical pieces parallel to each other and put the other two between them perpendicularly.

The top horizontal piece should align to the top of the vertical pieces, and the other horizontal piece should be at the bottom of your plywood measurement. Lay the plywood on top, making sure all edges are flush, and screw it into the frame. I used at least six screws on each side.

Upholster. Move the assembled frame out of the way and lay down the batting with the foam piece centered on top of it. Lay the frame on it, plywood-side down. Pull the batting around to the back and staple it onto the two-by-fours, going around and making it tight on all sides.

Repeat this process with your fabric. Lay it pretty-side down and place the batting side of your frame in the middle.

taught but not too tight. Watch out for wrinkles or waves that may form in the fabric if the tension gets uneven.

Attach. If your bed has a place to attach a headboard, drill holes into the legs of the headboard at the same height as the ones on the frame and attach it with a nut and bolt. If not, you can simply lean it between the head of your bed and the wall, and push your bed up against it.
