OUR PHILOSOPHY Welcome to Jackson EMC. Being a cooperative member makes a difference.

We're pleased that you have joined the family of members who depend on us for their electric service. We consider it a privilege to serve you.

Unless you've received electric service from a cooperative before, you probably don't understand why you become a “member” instead of a “customer” of Jackson EMC. Unlike investor-owned electric companies, we're a not-for-profit organization owned by the people, like you, who use our service.

Belonging to a member-owned cooperative may be a new experience for you.

It's a way of doing business based on service – not profit. Quality service will always be our primary goal. WHAT DOES COOPERATIVE MEMBERSHIP MEAN? Jackson EMC is a not-for-profit cooperative, owned by the members it serves. Joining entitles you to the rights and benefits of being a member.

What is the Application for Service?

The membership application is simply a formal request to join the cooperative, and is kept on file by Jackson EMC.

Why does Jackson EMC request “easement rights” in the application?

Easement rights give the cooperative your permission to install, maintain or remove equipment needed to provide your electric service.

Why do I have to pay a membership fee?

A membership fee is required to become a cooperative member, and helps cover the cost of setting up your membership records. It will be added to your first month's bill.

What is a margin refund?

After the cooperative's expenses are paid, any money left is returned to a mix of new and long-standing members through “margin refund” checks.

Why do you have to join?

All members of Jackson EMC have the opportunity to participate in Operation Round Up®, a charitable foundation that improves the quality of life in the 10 counties our cooperative serves by providing funds for organizations and individuals.

Participating members' electric bills are rounded up to the nearest dollar, typically averaging about $6.00 per year for each account, but never exceeding $11.88 per account. For example, if your monthly electric bill is $95.75, it would be rounded to $96.00, with the change going to the Jackson EMC Foundation.

Contributions are tax deductible. The foundation funds are overseen by a volunteer community board of directors, who award grants based on applications submitted. All Operation Round Up funds go to charity.

Grants are publicized in our member newsletter, so you can see your foundation at work. For less than the cost of a cup of coffee per month, you can join thousands of other Jackson EMC members who are pooling their resources to improve the lives of those in our area.

If you wish to participate, you don't have to do a thing. If you would rather not participate, you can visit jacksonemc.com/optout and complete an electronic form. Or, call your local Jackson EMC office.

BILLING Deposits & Connection Fees Do I have to pay a deposit?

Concerned about your credit rating? Contact Equifax directly at 1-800-624-1208.

If I move to another location, do I have to pay another deposit?

We will transfer your deposit to your new account if: • you move to another residence we serve, and • you have no outstanding balance.

If you move to an area not served by Jackson EMC, and later return to a residence that we serve, we will use Equifax to determine your required deposit.

A connection fee is charged each time you move or connect additional locations.

What if I need to change the name on my account?

There is no charge if the name on the account must be changed due to marriage, divorce or the death of a spouse. You will be charged a new membership fee and connection fee if: • the name change requires opening a new account under a new name and Social Security number. A new deposit may also be required.

When do I get my deposit back?

If you maintain a good payment record, your deposit will be credited to your account after two years of service.

If you do not maintain a good payment record or close your account in less than two years, your deposit will be applied to your final bill. If a refund is still due, a check will be mailed to you at your forwarding address.

Why do I have to pay a connection fee?

The connection fee covers costs for: • setting up your account and • connecting your meter.

How can I pay a deposit?

We accept cash, credit cards, checks or money orders. Deposits can be paid electronically on the phone by calling 1-800-228-9166, on the MyJacksonEMC website or app, or in person at a local office.

The required security deposit is based on your personal credit history.

This is determined through Equifax Credit Information Services. All new members, as well as any previous members returning to our area are subject to a credit check and a security deposit.

Billing & Disconnection When will I receive my bill?

Bills are sent monthly in billing cycles, which determines when your bill is mailed and due.

How do I pay my bill?

We offer several ways to pay your bill. Our online and automated phone payment options offer the most convenience.

Online Payments: Make a payment at MyJacksonEMC.com or via the MyJacksonEMC mobile app.

• Phone Payments: Call 1-888-228-9166 to pay over the phone using our automated payment system, which is available 24/7.

• Auto Pay Program: Pay your monthly bill through an automatic draft from your bank account or credit/debit card. Sign up for the Auto Pay Program at MyJacksonEMC.com or via the MyJacksonEMC mobile app.

• Payment Kiosks: Available 24/7 at local offices to pay with cash, check or credit/debit card.

• Mail: Mail your payment with the return envelope provided with your bill to: Jackson EMC, P.O. Box 100, Jefferson, GA 30549.

• In Person: Visit one of our local offices in Jefferson, Neese, Gainesville or Lawrenceville to pay your bill.

•

We accept Visa, Discover, Mastercard, and debit cards with the Visa or Mastercard logo. Credit/debit card payments are limited to $600 per single transaction. E-checks are also accepted using our automated payment telephone system. Payments are posted immediately.

What is MyJacksonEMC? MyJacksonEMC is a website and mobile app that allows Jackson EMC members to easily and securely pay your monthly bill, monitor daily energy use, report an outage and more.

You can sign up for a MyJacksonEMC account via the website (MyJacksonEMC.com) or by downloading the mobile app from the App Store or Google Play. You’ll need your Jackson EMC account number on hand to sign up for a MyJacksonEMC account.

How can I enroll in paperless billing?

Instead of receiving a paper bill in the mail, you can sign up for paperless billing to receive an email notification when your bill is available online. You can sign up for paperless billing with your MyJacksonEMC account. Log in to your MyJacksonEMC account at MyJacksonEMC.com or with the app and select your paperless billing preference.

What happens if I don’t pay my bill?

You will receive a letter notifying you of our intent to disconnect your electric service. The letter will provide a date by which you must make payment or your service will be disconnected after this date if payment isn’t received.

Arrangements for same-day reconnection of service can be made: • from 7 a.m. to 6 p.m., Monday through Friday, excluding holidays, for service to be restored by midnight.

• after 6 p.m., on weekends and holidays, service will be reconnected before midnight the following normal workday.

If your service is disconnected, you must also pay an additional security deposit, up to two times the average bill amount.

Reconnecting new service for non-payment on weekends, holidays or overnight will be made at the determination of a Jackson EMC supervisor.

What can I do if my bill appears too high?

First, consider any lifestyle changes that may have contributed to higher energy use during a specified time, such as guests visiting, installing a hot tub or using equipment that consumes more electricity. Also, consider any significant weather temperature changes. Typically, you use more energy to heat or cool your home when weather temperatures are extremely low or high.

A MyJacksonEMC account features several tools under My Usage to review your past and current energy use. You can review your energy use by the hour, day, month and billing cycle. In addition, you can compare energy use by specific months.

If your service is disconnected, you must: • request reconnection by calling or visiting a Jackson EMC office • pay a fee for reconnecting the electric service • pay other fees if they apply, such as returned check fee and/or a late payment fee • pay any past due amount on your account • make these payments at a Jackson EMC office between 8 a.m. and 5 p.m., Monday through Friday, or by credit card payment over the phone from 7 a.m. to 6 p.m., Monday through Friday

How To Read Your Jackson EMC Electric Bill

BILLING

We know that bills can sometimes be confusing, so we would like to take a moment and give you some guidelines that will help you understand your monthly electric bill: 1

Total Due and Due Date: The balance on your account – including any past due amounts or late fees – and when payment is due.

Member Information: The name on the account and a number assigned by Jackson EMC for each electric service established.

Service Time and Rate: Information about the dates of service, number of service days, bill date and electric service rate.

Account Activity: Detailed account activity for the current billing period, including charges for outdoor lights and EMC Security. It includes:

Balance: The amount charged for the previous billing period.

Amount received for the previous billing period.

• Electric Metered Service: Charges for kilowatt-hours of electricity used on your account.

• Sales Tax: The sales tax calculated for the amount of electricity used on your account.

• Operation Round Up®: For members who participate in Operation Round Up, an amount that rounds up their bill to the next dollar amount. Thousands of people in our community have benefited from small donations made each month by members participating in Operation Round Up.

Meter Number: The unique 10-digit number on the front of your electric meter. If you have multiple meters on your account, your bill will list each meter number separately.

Use: The amount of kilowatt-hours (kWh) recorded by your electric meter for the current billing period.

Meter Multiplier: A method of measuring electrical use in situations where the demand for electricity exceeds a normal meter’s measuring capacity.

Senior/Low Income Discount Qualifying members certified by the Cooperative will be eligible for a $12.50 credit, to be applied to the service charge or minimum monthly charge.

To qualify, the member must be 62 years of age or older, with total household income at or below 100% of the current year’s Federal Poverty Guidelines (FPG) annual income level for a family size of two. The current year’s FPG annual income levels are provided by the Georgia Department of Community Health and can be found at dch.georgia.gov/federal-poverty-guidelines-0.

Time-of-Use Rates Energy conservation program; qualifies you to receive a lower rate for not running high energy use equipment, such as AC and electric water heaters, during peak energy use hours (3-8 p.m.) from June through mid-September. Plug-in Electric Vehicle Rate The whole-house Residential Plug-In Electric Vehicle Rate is similar to our Residential Time-of-Use rate plan, which encourages the shift of electricity use from peak time periods, 3 p.m. to 8 p.m. on summer weekdays, to offpeak periods. HOW TO READ YOUR ELECTRIC METER Your electric meter is a precision instrument that measures the flow of electricity in units called kilowatt hours (kWh).

Electric meters are extremely accurate. Less than one-half of one percent of meters tested prove to be outside the acceptable error rate of plus or minus two percent.

Smart meters read like the odometer of your car, from left to right. However, there are a series of numbers that constantly change on your digital meter. Here's what you'll see.

Series of 8s: This is simply a test of all segments on the display to ensure each lights up. kWh: Your kWh is your electricity usage. kW: This is the demand. The residential rate does not bill demand; it is only used for loading analysis for general service accounts.

MONEY-SAVING TIPS REDUCING YOUR BILL

You should take into account (1) the energy efficiency of your home's structure (for example, is it well insulated, does it leak air, etc.); (2) the energy efficiency of your heating and air conditioning system, including ductwork as well as the efficiency of your water heater; (3) the equipment and appliances in your home (for example, do you have one television set or three, do you have a shop with a number of electric tools, etc.); and (4) the habits and lifestyle of your family members (for example, are exterior doors kept closed, are ceiling fans left on, when are baths taken and meals prepared, etc.).

By either reducing the wattage or the length of time an appliance is used, you can lower your monthly bill. Concentrate your conservation efforts on the three biggest energy users in your home — air conditioning, heating and water heating. Schedule proper maintenance of your HVAC equipment annually.

Jackson EMC can show you specific ways to reduce your energy consumption and, in turn, your electric bill.

Air Conditioning  Make sure you have proper insulation in your attic, at least R-30.  Invest in a heat pump, which uses energy more efficiently, and purchase a unit with a high Seasonal Energy Efficiency Ratio (S.E.E.R.) rating (ratio of total cooling provided to total energy consumed).  Make sure your ductwork is properly installed and sealed — duct leakage of just 20% can reduce the efficiency of your cooling system by 50%.

Crushed ducts reduce the efficiency and life of your equipment.  Set your thermostat to 78° — cooler settings will increase your operating costs about 5% for every degree below that level.  Replace your air filters every one to two months; keep the area around air supply vents clear of clutter.

Heating  Make certain the floor above your crawlspace is well insulated, at least R-19.  Invest in a heat pump, which uses energy more efficiently, and purchase a unit with a high Heating Seasonal Performance Factor (H.S.P.F.) rating (ratio of the total heat provided to the total energy consumed).  Make sure your ductwork is properly installed and sealed — duct leakage of just 20% can reduce the efficiency of your cooling system by 50%.

Caulking & Sealing If you see cracks in walls, ceilings or woodwork, you're losing air that you've paid to heat or cool to the unconditioned space in your attic or the outdoors. Those small cracks and gaps can create big comfort problems and high bills. It's a fairly easy and inexpensive job to seal them up.

MONEY-SAVING TIPS

 Insulate hot water pipes.  Replace old, inefficient water heaters with high-efficiency models — look for high insulation values in the tank wall and warranties of 10 or more years.  Set the water heater thermostat at 120°F for maximum efficiency.  Centrally locate the water heater to areas where hot water is used most, such as the kitchen and bathrooms.  Use cold or warm water for laundry and household cleaning.  Reduce shower time and install a low-flow showerhead.  Repair leaky faucets.  In the summer, if you are planning to be away from home for a long period of time, turn your electric water heater off at the breaker.

Please follow these simple safety pointers, and if you ever have questions about whether or not a power line is charged, be sure to call us first.  Never touch a fallen power line.  Stay away from substations and transformers.  Check for wires nearby before pruning or climbing trees. If the wind blows a branch or leaves against a wire, electricity can flow through the tree.  Avoid using metal/aluminum ladders when working around electrical lines.

 Make sure antennas and other tall metal objects do not come in contact with power lines.  Before you begin digging to plant a tree or put in your new fence, call 811 or go to jacksonemc.com/dig to have the power lines around your property marked.  Never use the insulators on power lines for target practice — without the insulators, electricity can flow through the pole to the ground and electrocute you.  Never use electric power tools outdoors when the ground or you are wet.  Don't fly kites near power lines.  Keep radios and other appliances at least 10 feet away from a pool.  Don't just turn a circuit breaker back on or replace a blown fuse — it could create a fire hazard. Find out what caused the breaker or fuse to cut off first.  Never pour water on an electric appliance that has caught fire.  Repair or replace worn power cords and plugs.  Do not place power cords under furniture or rugs.  Do not use extension cords as permanent wiring.  Use Ground Fault Circuit Interrupters (GFCIs) with any electrical device that is used outside or around water. These inexpensive devices will stop the flow of electricity if they sense an electrical shock hazard.

If an electrical shock does happen, quickly follow these simple steps — you could save a life! 



Shock from a fallen power line — do not try to remove the line or touch the person. Call 911 for medical help and Jackson EMC to report the downed line.

In case of a power failure:  Call 1-800-245-4044 and use our Automated Outage Reporting System, or go to MyJacksonEMC.com or the MyJacksonEMC app;  Have your account name, address and phone number ready;  Provide any information that will help us locate and repair the problem;  Use a battery-operated radio to check local radio stations for any updates;  In case of outages due to ice storms, tornadoes or other natural disasters, look for information on our Storm Center at jacksonemc.com/storm.

We typically call you back when repairs are made to make sure your power is restored.
